One general trader in Nerja - who asked not to be named - said he would not increase prices in his store. “I need to absorb the increases in VAT, otherwise loyal customers of many years might move elsewhere to shop in establishments that decide to keep to the old price

rates. I cannot afford to lose local customers for the sake of a few cents in every euro.” This view was shared by a woman owner of a restaurant and café in Torrox Costa. “Increasing prices, even because of VAT rises, could put people off, and see them start using elsewhere,” she said. “So I expect many fellow restaurateurs to keep things as they are. I certainly do not plan to up my prices.” Meanwhile, nationally supermarket giants Lidl and Mercadona have announced they will not charge customers the VAT increase. Cheers! Six out of ten enjoy weekend tipple ALMOST six out of every ten people in Malaga Province drink at weekends. In fact alcohol and cannabis consumption in the province is the highest throughout Andalucia, statistics reveal. Almost 85 per cent of people regularly drink alcohol, with 14.2 per cent of men drinking daily, but only 3.4 per cent of women. The Andalucia statistics revealed by Health and Social Welfare Minister Maria Jesus Montero also spelled out that despite the tendency for more to drink at weekends, fewer than four also enjoy alcohol on weekdays as well. Research has also shown that 36.9 per cent of Malaga residents have tried cannabis at least once. Also a massive 80 per cent of those surveyed admitted that they knew alcohol and drugs could negatively affect health.

Couple in €12m expat swindle jailed A COUPLE is now behind bars having swindled 120 Spanish expatriates out of £10million (€12.6m). The fraud has left some of the expatriates penniless and without homes. John Hirst, aged 61, was sentenced at Bradford Crown Court in the UK to nine years after admitting conspiring to defraud and money laundering relating to a ‘Ponzi’ scheme targeting expatriates in

Mallorca. His wife Linda was sentenced to two-and-a-half-years for money laundering. The couple used the cash to fund a lavish lifestyle including expensive houses and luxury holidays plus wedding celebrations in Las Vegas and Mallorca, the court heard during the six-week trial. A third person, financial advisor Richard Pollett, aged 70, was found guilty of

conspiracy to defraud and was jailed for six-and-a-half-years. Judge Durham-Hall said that those targeted were mainly ordinary, hardworking expatriates who put their pensions and savings into the scheme after being promised huge returns and a risk-free guarantee. Of the £10million invested, only around £4million has been repaid.

Pre-VAT rise sales slow From Front Page to shoppers over 65. And the end of the main summer sales that immediately preceded last weekend’s VAT rises failed to provide a big seasonal boost to traders. Leslie Hands of Nerja Secondhand Book Centre said the general feeling was that there had been a slight drop in sales, though not huge. “The reduction is just in line with recent months. Each year sales tend to decrease slightly.” But for a clothes boutique in Nerja - the owner asked not to be named - the summer sales were a disaster, saying: “We failed to move much stock and with autumn clothes now on the racks my business has been really badly hit. I thought perhaps some people might be tempted to splash out before the VAT increases, with the sales providing an ideal opportunity, but almost everyone seems to be tightening their belts.”

Counting the deadly cost By Nicole Hallett VICTIMS of the biggest fire in Malaga Province for 20 years continue to count the cost. Insurance officials are also looking at figures after the killer blaze which started last Thursday evening destroyed 200 homes and engulfed 8,225 hectares of land (the equivalent of 13,000 football pitches), almost 85 per cent of it forest, and the remainder agricultural and urban land. As the fire spread throughout the night it raged in half a dozen municipalities, including Coin, Alhaurin, Mijas, Marbella, Ojen and Monda. Helicopters and planes continued to damp down 48 hours later, by which time residents from outlying districts were using the weekend to take a closer look at affected areas. The blaze started in Barranco Blanco in Coin municipality and Guardia Civil officers are continuing to question people in the area in a bid to reveal the blaze source. The leading theory is that it was started intentionally. With temperatures well above 30ºC when the fire started, dried

Desalination plants to rescue of tourist areas MANY tourist areas would have been without water this summer without the much-criticised desalinisation plants in Alicante and Murcia. Drought plus a structural failure in the Tajo-Segura pipeline prevented water transfers and threatened the domestic supply in Torrevieja and La Manga, as well as to Alicante and Murcia cities. Desalinisation plants in Murcia’s San Pedro del Pinatar and in Alicante City have instead worked at capacity this summer, processing 6.5 cubic hectometres of water in July compared with 0.3 hectometres during the same month in 2011. Thirty per cent of the area’s water already comes from the desalinisation plants including the city of Murcia, 40 kilometres from the coast. The remainder usually comes from the Taibilla river and the Segura-Tajo pipeline “There would probably have been supply problems without the plants. They were a good solution, said Adolfo Gallardo de Marco the central government’s representative on the Canales de Taibilla water board.

9

MUCH CRITICISED: Desalination plants in Alicante and Murcia. The present PP government has little enthusiasm for the desalinisation plants, introduced by their PSOE predecessors. Despite a â‚Ź1,600 million investment, they only functioned at 16 per cent capacity, complained Environment Minister, Miguel Arias CaĂąete earlier this year. But the plants would in any case have increased production, regardless of government reluctance. Brussels, which provided most of the money for them, told Spain earlier this year that the plants

230 foreigners locked up TWO HUNDRED AND THIRTY foreigners were held in Madrid's Calle Genova cells under European Arrest Warrants (EAWs) during July and August. Of the detainees, 176 were European, and the remaining 54 from non-EU countries and consequently await return under extradition orders. Under Spain’s legal system judges question detainees and determine whether there is a case against them, but only the National High Court in Madrid can deal with EAWs. An average of four cases were dealt with per day with detainees having wildly differing profiles. Occasionally judges must process an EAW for an activity that does not infringe Spanish law. Even though many detainees are freed the judges have no choice but to process the order first, with all the expense this entails. Court officials have to appoint a legal aid lawyer, and a prosecutor must be located.

could not lie idle. This is unlikely for the time being, as repairs to the damaged section of the Tajo-Segura pipeline will not be completed until January at the earliest. Some desalinisation plants, including Torrevieja’s, have yet to start production. Those in Aguilas and Valdelentisco in Murcia cannot function because they lack sufficient electricity and pipelines to distribute the processed water.

I have received several queries from people wanting to consult earlier You and the Law in Spain columns in the EWN. This also provides me with a good reason to plug the book ‘You and the Law in Spain’ which is now updated on the web.

A

It is easy to consult earlier columns by You and the going to the Law in Spain EuroWeeklyNews online By David Searl edition. Enter euroweeklynews.com, go to the Business section, and then click the Legal Q and A reference. Checking three or four columns on the same general topic will provide a deeper perspective on the issue. Should even more complete information be required, then go to santanabooks.com, and that gives the opportunity to order a 2011 edition of ‘You and the Law in Spain’ direct from the publisher. It is also available as an e-book that can be purchased in sections if required. For example, a community president might want to download only the section on Horizontal Law, which contains a complete translation of this for communities. Many have indicated they want a new edition of the book, and not one from 2011, and consequently updated information for 2012 is now being offered directly on the Santana web site. This includes the Spanish capital gains tax revised for 2012 up to 27 per cent on profits of more than €24,000, although non-residents pay a flat 21 per cent. There are also the 2012 revisions of the domestic workers law, under which employers are required to register cleaners as an employee and pay Social Security. In addition, other recent updates include the new requirements for European Union citizens to register as residents of Spain, which came into effect in April. David will respond to queries but reserves the right to select letters which will be of interest to the greatest number of readers. Axarquía - Málaga East

www.euroweeklynews.com MANY people have heard of double tax treaties, and some may know that the UK has an extremely sophisticated and large network of double tax treaties. But how much do you really know about what a double tax treaty is there for? And do you understand how they affect you as a British expatriate? One myth is that you can use any relevant treaty to choose where to pay tax. This is not correct, as tax treaties are designed to decide where taxes on different income, gains and inheritances are taxable, when assets are located in one country and the individual is resident in another country. They generally also contain “tiebreaker” clauses where an individual satisfies domestic resident laws of both countries. Tax treaties are very detailed, and all of them are different, so to make sure you apply them correctly to your situation you should seek professional advice. Blevins Franks study all the fine print and are experienced at guiding expatriates through the detail and effective tax planning. Another myth is that income taxable in one country cannot be taxable in the other. This is incorrect and, in many cases, income remains taxable in the source country but can also be taxed in the country in which

EWN

Tax Treaties Have A Direct Impact On You As A UK Expatriate by David Franks, t, Financial Corresponden Blevins Franks

the individual is resident. To avoid double taxation, i.e. being taxed in both countries, tax paid in the source country is offset against the liability in the country of residence. Where income can be taxed in both countries under the terms of the treaty, each country will always be able to apply its own rules in calculating the taxable income, and also the actual tax payable. While tax paid in the source country can be offset against the tax payable in the country of residence, if the tax paid in the source country exceeds the tax payable in the country of residence, no further tax will be due in the country of residence. If the tax payable in the country of residence is higher than that payable in the source country, you pay tax in the source country and then pay the difference between

the two amounts in your country of residence. You always end up paying the higher of the two amounts. The trick here, of course, is to minimise the tax in both countries legally so that the minimum amount of tax is paid. A good adviser can help you ensure that you minimise taxes in both countries, so that your overall tax liability is minimised. Generally, certain types of income and gains are only taxable in the country of residence and others are taxable in both countries. For example, capital gains on real estate, dividends and bank interest are often taxable in both the country where the income arises and the country of residence (although not always). However state, occupational and private pensions and annuities are usually only taxable in the country of residence. Government service pensions, such as Armed Forces, civil service, police, fire brigade and teachers’ pensions, usually are taxable only in the source country (but again, not always). The UK only has 10 treaties

regarding taxes on death. These are with France, Italy, India, Pakistan, USA, Sweden, Ireland, South Africa, Netherlands and Switzerland. There are also exchange of information agreements, generally between countries formerly blacklisted by the OECD (i.e, formerly seen as tax havens) and various other countries. Where there is no double tax treaty governing where income is taxed and how relief is given in the case of double taxation, the UK will give “unilateral relief” where another country charges tax on assets that are also taxable in the UK. The UK will apply UK law in determining where an asset is actually located for this purpose, and if the tax charged abroad exceeds the UK liability in the UK on that asset, the credit given for the foreign tax is limited to the amount of tax payable in the UK. Unilateral relief is also given where both the UK and another country tax income or assets in a third country. Double tax treaties supersede national law and therefore take precedence over either country’s domestic

rules. If you have assets outside the UK, or if you are moving or have moved abroad and retain UK assets, it is essential to have an adviser who understands how any relevant double tax treaty will apply to you, and how this works in relation to the domestic laws. We would always recommend that you take advice from an expert knowledgeable regarding the double tax treaty and both countries’ laws, such as Blevins Franks. They will be able to assist you in understanding exactly what will be taxed where, when and how, as well as assisting you in minimising taxation. The tax rates, scope and reliefs may change. Any statements concerning taxation are based upon our understanding of current taxation laws and practices which are subject to change. Tax information has been summarised; an individual should take personalised advice. Time is not money, say the Greeks GREECE is back in the spotlight after asking for more time to achieve its deficit reduction target. Indeed Prime Minister Antonis Samaras met with Angela Merkel in Berlin and Francois Hollande in Paris to present new proposals which would involve delaying the timeframe originally agreed by two years to reduce Greece’s deficit to less than 3 per cent of GDP, whilst arguing that such delay would not result in extra costs for other EU countries. This would take the end of the Greek budgetary adjustments’ programme from 2014 to 2016, a necessary measure according to Finance Minister Yannis Stournaras to avoid further drastic austerity measures which would feed the recession’s vicious circle and dampen down any recovery hopes. However, German Finance Minister Wolfang Schäuble replied immediately that more time usually means more money, adding that such a request points towards new demands from Greece which is under the scrutiny of auditors from the IMF, ECB and European Commission. The verdict is expected early October. Meanwhile Spain is falling a little bit further into recession, recording a 0.4 per cent drop of its GDP in the second quarter

of 2012. This confirms the tricky situation in which the fourth largest EU country finds itself in with domestic demand in decline, record unemployment and international demand and tourism not sufficient anymore to lift the national economy. Investors are convinced Spain will have no choice but to ask sooner, rather than later, for further EU help to reduce the interests on its debt which is now costing almost â‚Ź35 billion. Even so Prime Minister Mariano Rajoy has declared on many occasions that the nation will wait to understand the

conditions imposed by the ECB before asking for a global bailout from the EU. Meanwhile Catalonia has now joined Valencia and Murcia asking for a â‚Ź5 billion financial life-line from the Spanish central government as it is suffering from a lack of access to capital markets. Catalonia faces debts of more than â‚Ź40 billion and one can wonder how many others of the 17 Spanish regions may have to join the liquidity fund set up by Madrid and under which conditions if any! Despite the lack of good news in the Eurozone and renewed tensions between troubled EU countries and slightly better

faring ones, FX markets saw limited volatility throughout August with GBP/EUR moving within a 2 per cent range and USD pairs (Euro and GBP) under 3 per cent. These values are nothing compared to the large swings in the previous three months which saw the Euro drop 8 per cent against the greenback. Is this the (relative) calm before the storm? Undoubtedly the next two months after the summer break will be critical with key deadlines to be met by bailout countries and major decisions by European governments and institutions to keep the Eurozone in one piece!

EWN COMMENT The luxury of regional pride ON top of Spain’s EU bank bailout and the spectre of sovereign rescue, Cataluña, Valencia and Murcia have sent out their own mayday calls. They owe €145 billion, of which €36 billion must be refinanced this year. Aided by lottery loot the government set up an €18 billion rescue fund in July but the arithmetic is not promising. Autonomies and nationalist pride come at an exorbitant price these days.

The vicious circle RECEIVING the €400odd allowance available after unemployment benefit is exhausted will depend on looking for work for the previous 30 days. As though it were that easy! After a month, the

majority will not find a job because there are none around and there are no jobs because there is no money around. And there is no money because there are no jobs. And so on to miserable infinity.

OPINION & COMMENT

EWN

FOLLOWING the front page story (Costa del Sol, Issue 1413) about the opening of the new runway and complaints about noise levels; we have a huge problem now. We live between the villages of Valle de Abdalajis, Alora and Pastalero; inland from Malaga. Both day and night low-flying planes come directly over the top of our valley and house. It is so loud that it starts many of the neighbourhood dogs barking. It is absolutely intolerable. We have about 20 houses in our little valley and it is very remote and is why we love it here. Due to the heat we leave our windows open, but the noise is intolerable and we can no longer sit outside enjoying our previously peaceful garden. Tony Lloyd, inland from Malaga Editor’s note: Airport authority AENA has installed a sound level meter in Cartama to collect data on noise levels generated by Malaga’s airport during August and September. Technicians will then study the information. In the meantime complaints can be sent to the Airspace and Environment Department. GABagp@aena.es.

Sleeping on job I BELIEVE I know one of the reasons many people choose to go to supermarkets rather than the smaller shops (Issue 1416). Supermarkets are open from morning until evening without closing in the middle of the day for a few hours. This is true for all shops. In the centre of Fuengirola I can see that many of the shops are suffering. These are the ones that close for siesta. Yet just a bit further up in the large Miramar Shopping Centre where the shops stay open all day, they seem to be enjoying a far better trade. Equally so, most of the cheap Chinese stores seem to do well, however the only one I know of that closes in the middle of the day – which was located on Carretera de Mijas – has closed. takes my breath away. How can people be so preoccupied with bulls and other animals when they eat them. They should be ashamed of themselves. First stop eating animals then protect them. Go to have a look at how they are killed. I am proud to say I am more than 80-years-old and have never tasted anything that comes from an animal, including meat dairy. Please do not ask the silly question where I get my protein from. At my age I walk six miles every day. So please let the animals live. Stop eating them, it will even help the climate change. R.Nedelec, Marbella (Malaga)

Born to sniff IN regards to the article on dogs sniffing out the red palm weevil in trees (Issue 1417). This makes one wonder why it was not thought of before. Dogs rely on their sense of smell to interpret the world much in the same way people depend on their sight. The area of a dog’s brain that is devoted to analysing smells is

around 40 times larger than that of a human and can smell between 1,000 and 10,000 times better, depending on the breed of dog. KH, Calvia (Mallorca)

Taxing thought I READ that Mayor Chalvi is delighted to be able to spend €1.5 million on the refurbishment of the Arenal area. His taxpayers wish he would show equal enthusiasm about repaying the excessive IBI extracted from them over the past seven years. I think that he talks the talk of good government, but like most politicians, when it comes to walking the walk, he becomes somewhat lame. He pleads poverty, but still seems to find plenty of cash for fireworks and rock bands! Eric Brown, Javea (Alicante)

Driving tonic THIS should interest those who need to take a medical for their driver’s licence. Catral now has its own ‘psicotecnico’ centre where my wife recently obtained hers for €20, instead of the often quoted €30-€50. It is carried out in a matter of 20 minutes or so. For those that do not speak Spanish the receptionist can help them with a reasonable understanding of English. We just turned up for our test with no problem. The centre is more or less opposite the small Consum supermarket, open Tuesdays and Thursdays, 6pm-9pm. You should take your original residence

Proud legacy I WAS annoyed by the insinuation in ‘EWN Comment’ (Issue 1416) that London should somehow be ashamed of its connection with Oliver Cromwell. As a Londoner I am proud of our association and the legacy he has left us. He rid us, both of a treacherous king and the concept of a divine right to rule. He gave us a strong parliament, a professional army and made us respected throughout Europe. Granted he didn’t do much for theatres, church music or Christmas but you can’t have everything. Don’t believe the monarchist propaganda.

Ken Bethell, Mazarron (Murcia)

Public outrage I AGREE with Mike Walsh (Issue 1417) in regards to the fury towards a two-year sentence on three women who cavorted on the altar of one of Moscow’s most revered places of worship, screaming blasphemies and obscenities. If this had happened in a Muslim place of worship the penalty would have been far more severe than a two-year sentence. Just look at the recent beheading of 15 men and two women in Afghanistan by Taliban. Their crime? Being at a late night party with music and dancing where there were men and women. Apparently this is immoral. In my mind, this should provoke far more public outrage. Also, what about the women who are raped and then stoned to death for their ‘crime’ according to Sharia law; the same law that Muslim Extremists seek in the UK. Something we should fight at all costs. LH, Torrevieja (Alicante)

Power bill shock WE were already bracing ourselves for the VAT tax increases on September 1, but I see we are going to be done again by backdating the bills like electricity. How do they possibly justify putting it on the August bill as well. There is no way anyone can receive their bill in August so is this just a marvellous way of raising extra money. DJH, by email

Before I do leave the subject however, I didn’t think the antics of Barbara Windsor and Boris Johnson were particularly clever. I actually found their emulating people who have lost their legs, bordering on the downright offensive. Nothing constructive was achieved by the actions of this patronising pair of Wally’s, except get them in the newspapers. Wasn’t it great to see the ignoble art of squatting (no pun intended) made a criminal offence this week? With total predictability, there they all were. Grubby looking left wingers and do gooders, all whinging about the fact these parasites would now have nowhere to live. My God, just think. Some of them will probably have to get a job! Right on wrong I ADMIRE people like you who put on paper what so many feel. Your column (Issue 1416) sums up everything wrong about football today. I believe it has had such a bad influence on society and helped to create the aggressive culture we now have. Since I’ve been reading your column I don’t think I’ve disagreed with you once. Rod Blow, Gata de Gorgos (Alicante)

LETTERS TO LEAPY

I THOUGHT very carefully about my subject matter this week. I finally decided to go ahead because one thing I do pride this column on, is the fact that apart from the odd unintentional slip, I try to be honest. I am also completely aware, that writing what I consider to be how I truly feel can sometimes put me up to my eyeballs in mire! Well, it’s too late to change; so here goes. The truth is I simply can’t get my head around The Paralympics. Now before you all start screaming and shouting, no one could have more admiration for these brave men and women than me. Super fit humans, who have often overcome almost unbelievable odds to attain their exalted positions as para-olympians, it’s just I can’t watch without feeling uncomfortable. I don’t care what anyone says, as far as I’m concerned, no one could have been quite prepared for such an onslaught of missing limbs and

YOUR article regarding the football season start (Issue 1416) sums up the situation perfectly. Players are overpaid, over-rated yobs and prima donnas. Sadly it has become the general signature for British society. If you could stand for Prime Minister; you would get my vote! Ian Phillips, Benidoleig (Alicante)

UK health tourism and compensation culture frustration I

AM angry – again - so angry, I need to lie down in a dark room and let my heart rate stabilise a bit. Meanwhile, why not flick ahead to the sudoku page or go and make that cup of tea … Hey, me again. Apologies for the short break but pleased to report the heart rate’s just about stabilised. But why so angry? The reason is the article I just read about yet another Nigerian ‘health tourist’ who went to the UK for an emergency caesarean on the NORA JOHNSON NHS. This heavilypregnant woman, Nora, who has lived on the Costa del Sol for a number of years, is the author of psychological educated at suspense and crime thrillers. Add to that the case of the teacher who secured a £200,000 compensation payout after slipping on a grape while in a school canteen. Good heavens! Not to mention the illegal immigrant labelled by the judge a ‘one man crime wave’ who was recently jailed for two years for a string of new offences (12 to add to his ‘previous’, namely 30!). Just a year after winning £17,360 compensation for ‘unlawful detention’ while awaiting deportation! Is it really surprising people like the Nigerian ‘health tourist’ above effectively ‘steal’ from the British taxpayer when the UK’s thriving compensation culture is not only keeping the door open for them but continuing to transport them over the threshold?

Ecco Homigod! THE poet Rabindranath Tagore once wrote that, “Age considers; youth ventures.” Except, it seems, in the case of the 80 year old churchgoer from Zaragoza who decided to restore a 100 year old painting of Christ using a painting by numbers set and an old dish mop. Apparently she leapt with glee upon the beautiful fresco by Elias Garcia Martinez and duly proceeded to totally obliterate the pained features and delicate brushwork of the original. This story gave me the biggest laugh of the year, especially the protestations of the perpetrator who insisted (as a child would) that everyone knew what she was doing and she therefore had done nothing wrong. Personally if I were her I would have plead insanity or told everyone that Christ told her to do it then ran away and hid. What is telling is the vehemence with which she attacked the fresco. Not only did she endeavour to paint the missing sections ruined by damp and age, but she continued by covering the whole image with her own particular style of brushwork which was amateur, to say the least.

Suzanne Manners Suzanne has a degree in Fine Art from Goldsmiths and an MA in Writing from Lancaster University. She is currently teaching in Alicante and writing a book for teenagers (which doesn’t have a vampire as its central character).

Her ‘restoration’ to me smacks of something more sinister, artistic envy perhaps, a desire to destroy beauty or maybe she just hated the artist’s work. Whatever, the fact remains that she has deliberately ruined an accomplished work of art and you may feel I am being cruel but the woman is not stupid or mentally impaired, she seems quite bright to me and must have realised that one does not just paint over a century old fresco in order to save the church a penny or two. Perhaps it should be treated as a deliberate act of vandalism. Would a 16 year old graffiti artist be treated with the same benign amusement? How many of us who at least profess to a smidgen of artistic talent have thought “Ooh that Michelangelo could do with a spot of paint, let me just slap a bit of Titanium White over

the third Cherub from the left and see what happens?” I think not. Absurdly, given the wanton destruction the old lady caused, her act has created something of a tourist boom for the church and ‘Ecco Mono’, as the restoration has been called, has become a ‘must see’ attraction. The second laugh from this whole ‘fiasco’ surely has to be the sanguine attitude of the Councillor of Culture whose solution to the likely irreparable damage to the work was to comment that perhaps they could replace it with a photograph of the original. Why stop there, why not replace ‘Ecco Homo’ with a photograph of Bart Simpson? Anyway I’m off to The National Gallery, thought I might restore a few old masters, maybe brighten up a Caravaggio or two, add a few flowers and put a smile on the lips of St Sebastian. Then who knows, maybe I’ll straighten up the nudes in Picasso’s ‘Demoiselles D’avignon’ and finish up by cleaning Duchamp’s urinal. I may even rewrite the ending of Macbeth. The world is my lobster as Salvador Dali may have said. Anyone got a dish mop I can borrow?

The restoration of a 100 year old painting was done by painting by numbers and an old dish mop.

QROPS and SIPP

K

ENNEDY FINANCIAL SERVICES has over 25 years of experience in the Financial Services Industry. A pension transfer to a QROPS or SIPP may be the best move to make, in light of recent reports on the BBC website (go to http://www.bbc.co.uk/news/business19256658). Those of you who already have a SIPP may be liable to up to 55 per cent tax if you go back to the UK, this is not the case with a QROPS transfer. Did you miss out on the 100 per cent transfer? There are other schemes available that offer very good lump sums. Too many pension funds are based on equities which means that the value of your pension rises and, more often than not, falls with the market. If you were to draw your pension when the market is down this could mean a loss in income terms of hundreds, if not thousands of pounds per annum. Example, at the start of the 90’s, a £100,000 pension fund would have guaranteed an income of £15,640 a year for life. Twenty years on, a 65-year-old man will secure just £5,140 a year. By moving your frozen pension benefits to a QROPS or SIPP there are alternative investments available that are non equity based and therefore will secure better growth of your pension fund for your retirement. The UK pension fund as a whole is in a terrible state, which as a resident of Spain

The Pension Protection Fund (PPF) said pension deficits reached £283bn at the end of the month, up from £267bn at the end of June. However, this was lower than the record level of £312bn in May. There were an estimated 5,418 schemes in deficit, with 1,014 in surplus, the PPF said. The finances of many schemes have deteriorated sharply because of the rising estimated cost of paying for pensions. This was partly the result of a deterioration in the yield, or return, on government bonds. LÍNEA DIRECTA INSURANCE advises you of the steps to follow in case of a road accident in Spain. Call the emergency number: 112. They will co-ordinate the procedure and will ask you in detail about the circumstances of the accident. Remain calm at all times. Switch on the emergency lights and if the state of the vehicle permits, remove the vehicle from the road, in order to avoid delays and further accidents, as much as possible. Signal the accident location. Before stepping out of the car, put on your high-visibility jacket, which is compulsory,

and place the emergency triangles correctly. The first must be placed about 50 metres behind the car in the direction of the traffic, and the second about 100m. If someone is seriously injured, never try to move them, except if in danger of fire or imminent explosion. Cover the injured person, keep them calm and wait for the emergency services to arrive. If the circumstances of the location allow, always fill in the European accident report, which is an essential document for speeding up the procedures and handling between the insurance companies. If you have any doubt about how to do this, don’t hesitate to call your insurance company.

www.euroweeklynews.com CAN you hear it? If you listen very carefully, you can hear the collective sigh of relief of mothers across Spain; across most of the Western world, in fact. This week and next herald the start of the new school term and after some 11 weeks, not a moment too soon, may I add. There is nothing better than the company of my little ninja niñas, but two solid months is just de trop, demasiado, and zu viehl. One more bickering session over who gets the first pancake, the purple rather than pink cup or the really pretty Barbie and I will happily walk the plank of the nearest pirate vessel. This being our first year in Spain and the fact that our beloved, yet crazy dog now has separation anxiety, we decided to spend the summer here: The summer, the whole summer and nothing but the summer, your honour. If there has been an upturn in the local economy, surely we must have done our part as the staunchest supporters of all things Spanish. A thank you letter from Mariano Rajoy would not be inappropriate. Not to mention all the foreign guests we have dragged half-way across the globe to do the same - but then I think I already did (Holiday

Hotel, EWN July 26 - August 1). We actually only made it as far as Sóller, which in itself was no mean feat with a no air-con sauna of a car, but then I was most curious about the brand spanking new Jumeirah Beach Hotel. How would such a legend of a hotel fare in the land not typically known for its superior and attentive service? Pretty well, is the answer, though they still need to decide if they love or loathe children, with family facilities a bit patchy. There has certainly been enough to do here in Mallorca to keep us occupied and entertained; horse riding, boating, water parks and the beach during the day; spectacular shows such as Son Amar’s Pasíon and Pirates at night.

ME TIME: After two months of holidays we can be close to breaking point. It’s just that I can’t wait to get back to routine; humans are, after all, creatures of habit and a mélange of sloth,

servitude (donning more ‘hats’ than a milliner as chef, entertainer, cleaner and chauffeur) and sun alone is not

enough and too much at the same time. So bring on the early starts, healthy salads rather than charred barbecues; time to blitz the now tractor-sized spare tyre in the gym, where they probably believe I have been abducted by aliens or emigrated (again) after such a long absence. Hallelujah to coffee mornings with the mummies before ticking off a few things on my to-do list, which now rivals the telephone directory in size and scope. Back to normality. Back to cooler days after such oppressive heat and back to burgundy, brown and black hues after months of pastels. More than January, I find the school start the most exciting time of the year; new projects and ideas abound; resolutions that you are more likely to stick with than in the bleak January lull. Heck, I may even go back to school myself after a summer sabbatical from my Spanish lessons - and enroll in another class: Maybe now is the time to take up BASE jumping or knitting? So, if you see me dropping off my little angels at the school gates this week, do excuse me if I don’t shed tears of sadness, and please overlook the odd impromptu cartwheel as I head off to an autumn of me, myself and I.

T is over 30 years since I stubbed out my last cigarette. A 40 a day smoker I had started early. There was group pressure then and, ridiculous though it now sounds, cigarette smoking was pitched as being a cool, healthy habit. As a young seaman I could purchase a duty free pack of 200 ciggies for less than a euro. With the smug satisfaction of being a successful quitter I thought losing weight by dieting and exercise would be a breeze. Of the two addictions - nicotine and food - successful weight loss, whilst being equally satisfying and healthy, is just as tough and paradoxically is not a light undertaking. A tad short of six foot (in English) I had ballooned to 94 kilos; I had a pot-belly an alderman would have been proud of. Visiting my wardrobe was the only pointless exercise. Like most of us here in the costas I habitually wear shorts with elasticated waistband; a fatal mistake as it covers your sins. With a business trip in Northern Europe coming up I had three suits to choose from. There was no way any would now fit my waist. The suits were bought when I was a healthier 85 kilos. By necessity I am careful with my money and, getting on in years, mindful of my health.

There was only one solution and it was a painful one. I was on a mission to lose at least 10 kilos. Now 82 kilos, I more than succeeded and my suits now fit perfectly. You’re going to ask: ‘How was it for you?’ Hard! I believe now that many dieters fail because they blissfully set out unaware of the level of self sacrifice needed to succeed. Either that or they are unprepared to go to the essential extremes by radically changing their eating habits. It is a mountain to climb. Dieting without an hour’s brisk

Flu could be spread earlier than thought F

LU may spread long before symptoms appear. Doctors and nurses could unintentionally be infecting patients after being exposed to the bug, even if they feel healthy. Office workers could be passing flu to colleagues before they have even coughed or sneezed. This is what a study in ferrets by Britain’s leading flu expert, Professor John Oxford of the Queen Mary School of Medicine in London suggests. The aim is to back the case for more healthcare workers to be given the flu jab and later a universal vaccination programme. The ferrets were able to pass on the flu 24

ESSENTIAL: Good bacteria can keep one’s skin youthful.

Get the beauty bug and stay looking young THE good bacteria in one’s skin are essential for the immune system, just like it is for the gut. Upping them can also combat wrinkles, sagging and pigmentation, restoring your complexion’s youthful plumpness and glow, studies suggest. The beneficial bugs on the surface of the skin work to maintain moisture and radiance and fight the bad bacteria which cause redness, sensitivity, spots and other infections.

Good bacteria penetrate the deeper levels to repair skin DNA and build wrinklepreventing collagen. This probiotic reduced cellular damage by up to 50 per cent, irritation by up to 35 per cent and activated cellular renewal by up to 70 per cent in lab tests. Following these results many cosmetic companies are offering a host of ranges that contain ingredients to increase ‘beauty bacteria’.

Exercise cuts risk of cancer return Self-luminous electronic displays can affect sleep; teens more affected.

Mobile phones can affect sleep

SLEEP problems can be caused by using an electronic gadget for just two hours before bed. Teens are particularily susceptible to the problem, researchers from the Lighting Research Centre at Rensselaer Polytechnic Institute in New York (USA) found. They believe the displays cause melatonin suppression. Melatonin is the chemical that controls the body clock. “Our study shows that a two-hour exposure to light from self-luminous electronic displays can suppress melatonin by about 22 per cent,” said Mariana Figueiro, associate professor at Rensselaer and director of the LRC’s Light and Health Programme. “Stimulating the human circadian system to this level may affect sleep in those using the devices prior to bedtime.”

EXERCISE can help cancer sufferers cut the risk of recurrence by half. For patients who have gone through breast or colon cancer treatment, regular exercise reduced recurrence of the disease by up to 50 per cent, the study, which is part of a series of investigations by the Mayo Clinic in Rochester (USA), found. An inactive lifestyle could hinder recovery. Despite these results, the study revealed that many patients are reluctant to make efforts to keep fit, considering their daily activities sufficient exercise. This study was published in the Journal of Pain and Symptom Management. FIGHTING FIT: Halve risk of cancer recurrence through exercise.

Feria fun all set to begin Friday TRADITIONAL: The neighbours will dress in costumes for the event.

Night festival this weekend

The neighbourhood of Ex Sesmo in Cartama will stage its night festival to the Virgen Maria, starting tomorrow (Friday) with a traditional parade which will see neighbours dressed in costumes, plus poker and a petanque tournament. The official opening at 10pm will

include a speech, music and selection of the festival king and queen. Over the weekend several sports activities, live music, singing and a flamenco show will be staged, and on Sunday there will be Mass and a procession in honour of the Virgin at 8pm.

Organic foods not necessarily better WHILE organic food contains fewer contaminants, there is little evidence that organic foods are more nutritious than conventionally grown foods. Eating organic foods can reduce the likelihood of consuming pesticides and antibiotic-resistant bacteria, one of the most comprehensive studies to address the questions to date shows. Two-hundred-and-forty published studies of the nutrient and contaminant levels in organic and conventionally grown foods and studies of humans eating them were looked at by a team of researchers from Stanford

LITTLE EVIDENCE: That organic foods are better for you. University in California. Both the nutrient levels and the bacterial fungal or pesticide contamination of various products including fruits, vegetables, grains, meats, milk, poultry and eggs grown organically and conventionally were reviewed.

“Despite the widespread misperception that organically produced foods are more nutritious than conventional alternatives, we did not find evidence to support this perception,” author Crystal Smith-Spangler wrote in the Annals of Internal Medicine.

Expensive future of food FOOD in the future is expected to be far more expensive due to a spike in prices caused by poor harvests and rising demand. The increase in maize, wheat and soya bean prices this summer is the third spike in the past five years. Though farmers have become more efficient, increasing their yields of land under production, this has been offset

by two negative factors. These are policies in the US and the EU that divert large amounts of corn for biofuels and poor harvests caused by the weather, the Guardian newspaper reported. Over the next two decades there will be an extra 70 million mouths to feed each year, if the World Bank’s projections are accurate.

TOMORROW (Friday) the Feria de las Maravillas - the Wonderland Fair - in Maro, begins. It will run until Sunday. Today (Thursday) some rides will be operating at halfprice for young children before tomorrow’s official start of the feria at 1pm. It will be opened with a floral tribute and paella, a performance by ‘Placido’ and dancing shows in the Plaza de las Maravillas. In the evening the Feria Queen will be selected. On Saturday a midday Mass will be held in honour of the Virgin de las Maravillas followed by a concert by Charanga Los Tropicales. From 7.30pm there are concerts by Nueva Imagen and Alalba. The feria procession starts at 9pm accompanied by fireworks and will be followed by a free concert with Plaza Sur. Sunday’s activities include various performances throughout the day which will include singers, groups and dancers. At 5pm there will be children’s games in the Plaza plus horse riding competitions near the Jardin de la Marquesa. In the evening at 6.30pm there is the tribute to senior residents with entertainment by ‘Placido’. The festivities will continue until a grand firework display takes place as the finale.

Replacement and additional trees In spite of the crisis, councils have found monies for expanding the number of trees along streets and in public parks. Fortunately some councils require that other, perhaps better looking trees are planted to replace felled pine trees. Provided we do get heavy autumn rains to raise the water table beneath gardens, consider planting some new trees for shade and aesthetic beauty in the late autumn, winter or early spring.

LAST WEEK’S SOLUTION

Each number in the Code Breaker grid represents a different letter of the alphabet. In this week’s puzzle, 11 represents B and 2 represents Z, so fill in B every time the figure 11 appears and Z every time the figure 2 appears. Now, using your knowledge of the English language, work out which letters should go in the missing squares. As you discover the letters, fill in other squares with the same number in the main grid and the control grid.

Hexagram The purpose of the Hexagram puzzle is to place the 19 six-letter words into the 19 cells. The letters at the edges of interlocking cells MUST BE THE SAME. The letters in the words must be written CLOCKWISE. The word in cell 10 (RECALL) and one letter in four other cells are given as clues.

Euro NCAP safety award for New Clio THE new Renault Clio has been awarded a fivestar rating following passive tests carried out by Euro NCAP. This result, which was achieved in spite of a harshening of the independent body’s procedures in January 2012, provides a further illustration of Renault’s passive safety expertise. The New Clio attained a global score of 85 per cent – including the top ratings for child protection, pedestrian protection and safety equipment – which marks an improvement over its predecessor. The front end of the car

was designed to minimise injury to pedestrians. The bumper has no salient edges, while the lower part of the windscreen, which is traditionally very rigid, was designed to reduce the risk of injury in an impact. Meanwhile, the height of the bonnet was raised in order to incorporate a crumple zone between the structure and the uppermost parts of the engine. As a result, the New Clio has emerged as the best car in its class in terms of pedestrian protection. In addition to contributing to driving

enjoyment, minimising weight also causes a shorter stopping distance and less inertia in an impact. Therefore, New Clio boasts a weight saving up to 100kg. For greater comfort, instruments have been designed to be clear and graphical. New Clio also benefits from modern driving aids like advanced navigation, voice commands for cars equipped with the R-Link multimedia system, the automation of tasks such as headlight and windscreen wiper activation, plus rear parking sensors.

MINIMUM INJURY: The front end was designed with no salient edges. Renault’s approach to safety is founded on a detailed study of actual accidents and real world safety with a view to proposing products that correspond with realities on the road, including the incorporation of safety equipment as standard from first equipment level. Priorities consequently focus on the development of the most efficient technologies to prevent an accident happening, ensuring corrective action can be taken in unexpected

situations and protect passengers when impact does occur. Over the years, Renault has emerged as a

benchmark for car safety and this is mirrored in the results its models have secured in media ratings.

Team GB get off to a golden start at the Paralympics DID YOU KNOW?

SPORTS SCENE By Tony Matthews

FORMER world superbike champion James Toseland has married Katie Melua, and Mo Farah has won £250,000 on the TV show The Cube.

A former football player and the world’s most prolific author of football books (more than 100 published), Tony is also the sports reporter for Spectrum Radio and lives in the Cabrera mountains.

Friday in Monaco, Chelsea got thumped 4-1 by Athletic Bilbao in the European Super Cup, Falcao netting a treble for the Spaniards. The Champions League draw has conjured up some cracking Group ties including Manchester CityReal Madrid, CelticBarcelona, ChelseaJuventus, Manchester United-Galatasaray and Arsenal-Schalke. The competition starts in earnest on September 18/19. And among the third round League Cup-ties on September 25/26 are Carlisle-Spurs, ChelseaWolves, Leeds-Everton, Manchester City-Villa, Manchester UnitedNewcastle and WBALiverpool. Last weekend, WBA completed their best topflight start since 1984 by beating Everton 2-0; Tevez netted his 50th PL goal for Man City in a 3-1 win over QPR; Arsenal won 2-0 at struggling Liverpool, Van Persie’s hat-trick gave Man Utd a ‘late’ 3-2 win at now bottom club Southampton; West Ham eased home 30 v Fulham; and there were draws at Swansea, Wigan, Newcastle and Tottenham (again). Due to the WC qualifiers, there are no Premiership or Championship games

NEWLY-WED: James Toseland. Swansea and Inter Milan respectively to Man City), Dempsey & Dembele (Fulham to Spurs), Carroll (Liverpool to West Ham), Johnson (Man City to Sunderland), Berbatov (Man United to Fulham), Van der Vaart (Spurs to Hamburg) and Granero (Real Madrid to QPR). Sadly three exfootballers have passed away - Roy Horobin (exWBA/Notts Co), Les Green (Derby County) and Archie Gibson (Leeds). RIP.

FOOTBALL – We’ll see action all over Europe (and the world) this coming weekend as several countries (the majority kicking off in the evening) get their respective 2014 World Cup qualifying campaigns under way their goal, a place in Brazil in two years’ time. England, without Rooney, Carroll, Cole and Young, begin their Group H matches in Moldova, whom they’ve beaten twice before in WC qualifiers 3-0 (in Christinau) in September 1996 and 4-0 (at Wembley) 12 months later. In Group A, Wales welcome Belgium to Cardiff and Scotland entertain Serbia in Glasgow. The Republic of Ireland visit Kazakhstan in Group C, and Northern Ireland compete in Russia in Group F. For the record, last

this weekend, but the pick of the other matches is the Devon derby between Torquay and Plymouth. A total of 105 transfers took place on deadline day, including Essien (Chelsea to Real Madrid), Adam (Liverpool to Stoke), Sinclair and Maicon (from

PARALYMPICS – These Games are turning out to be better than the able-bodied Olympics with Team GB collecting gold medals galore. Swimmers Jessica-Jane Applegate (16) and Ellie Simmonds (17) both smashed records in winning gold… doubleamputee sprinter Richard Whitehead tore up the track… cyclist Sarah Storey roared round the velodrome… David Weir’s wheelchair ignited in the 5,000m… Aled Davies whirled his discus… and dressage riders Natasha Baker (twice) and Sophie Christiansen sat proudly on their horses. With more gongs, silver and bronze medals to come, the tally

of 102 secured in Beijing will be bettered, I’m sure. CRICKET – England went 2-1 up in their 50over series with South Africa - and retained top ODI status - after Ian Bell inspired a six-wicket victory at Lords last Sunday. Meanwhile, Andrew Strauss has retired, allowing Alastair Cook to take over as Test captain. And this year’s CB40 final will feature Hampshire against Warwickshire. GOLF – Ian Poulter and Nicolas Colsaerts are Jose Maria Olazabal’s wild cards in his European Ryder Cup team. And looking ahead, inform

Falcao.

Mojacar-based, Newcastle fan George Crichton from the Valle del Este Golf Society, could make Europe’s 2014 Ryder Cup team at Gleneagles, if his legs hold up! FORMULA ONE – After a crash, bang, wallop start, last Sunday’s Belgian Grand Prix at Spa was won by Jensen Button with Sebastian Vettel second and Kimi Raikkonen third.
