he refugee crisis is a perfect example of something that divides society into different groups of people having different opinions.

They all have the right to express these opinions. And on the one hand, people should be able to say whatever they want, but on the other hand these expressions have to be socially acceptable.

And there is only one group that determines what this actually is: the majority. In a democracy, it is necessary for freedom of speech to be enforced by law. However, an expression that is legal, can also be socially unacceptable.

Therefore, every individual is dependent on the majority.

This dependency is the price of democracy.

With our new editorial staff, we present to you the latest EuroVisie. You can read everything about the politics of Angela Merkel, music and ethnic diversity, healthcare systems and the question of Europe’s supremacy.

the ses introduction period: an epilogue The introduction period is always an exciting period. During the first weeks of your student life you’re introduced to a new city, your fellow students and above all, the slightly weird SES family. This year’s Introduction Committee consisted of our dedicated SES-members Kevin, Mirjam, Tom, Roos, Gilles, Thijs, Tess and Iris, who did their very best to make your first weeks as awesome as possible.

his year’s introduction started with the Intreeweek. All board members joined a group this week to help you explore our beautiful capital. On Tuesday the SES organised a dinner at Café de Ceuvel in Amsterdam-Noord. The same night, the first borrel of the year took place, which was held at Café de Roeter. This was a good opportunity for everyone to meet and drink with new and old SESmembers.

On Friday the 13th of September all of our enthusiastic first-years packed their bags to hop on the train to the mysterious location of the Introduction Weekend.

Surprisingly, we went to the picturesque Lievelde where we would stay in the sleeping quarters of Beusink Recreatie.

Unfortunately, there was no time to sleep this weekend. On the first evening there was a busy schedule of speed dating, quizzing and beer drinking. And of course, the groups were supposed to do all kinds of assignments from the bucket list in order to receive points (I will skip the details, but everybody was quite dedicated to the job).

The next morning we would cure ourselves with some coffee and water, but not at first. After the success of last year, we could not leave out the morning gymnastics! Nothing beats a good gym session on an empty stomach – that’s what they say. And although some people were having a hard time due to the circumstances of the night before, the whole group participated!

On the second night, it was show night. The groups were divided and everyone dressed up in their best 20s, 60s, 80s, 90s or future-themed outfit!

All groups gave away a thrilling show of either dance, acting or singing in front of the most feared judges ever seen. We experienced a rap song from the 20s, saw the actual birth of Jesus Christ during the 60s, fell in love with the dancing queens from the 80s and 90s, and feared the future Joep Leerssen. Afterwards the tequila flowed abundantly, and there was lots of gezelligheid. Eventually it was the 60s that won the title of Best Group of the Weekend and who went home with the most awesome prices.

The fun wasn’t over – on Wednesday the 23rd of September, we held the Introduction Party. In cooperation with other associations of the Faculty of Humanities, SES threw an amazing party for you! With almost one hundred members, Club Up had never been so SES before. It was a night to remember, due to the great DJs, the sexy and awkward dances, the great atmosphere, some alcohol and not to forget – you!

We hope you enjoyed the activities as much as we did! On behalf of the entire board, I would like to thank the Introduction Committee for their work and input.

How the forgotten Public could bring down the German governmentt Quietly and without much fussing, Angela Merkel has brought about a revolution: single-handedly she has made Germany a safe haven: a happy, welcoming place for refugees. Pictures of Germans waving flags and giving gifts to newly arrived refugees at Munich’s central station have been broadcast all over the world. In many cases, hospitality extends even further than what the world media can show. Private initiative is at an all-time high, people host refugees in their own homes, all the way to celebrities hosting Syrian families at their private residences. But this is only one reality, claims Mats Licht, from Germany himself.

he underlying danger, presented through thousands lining up at anti-immigration demonstrations, lies beyond the public sphere that 80 per cent of the population call their own. There is a looming sense of imminent trouble infiltrating the public happy-go-lucky opinion that emerged this summer.

But opposition from the extreme right seems to only strengthen society’s resolve to help. It is the doubters from within the government that could send the achievements of this year tumbling down.

less and less so in recent years. What has come around from this, is the peculiar notion that the state — all its political centrism and moderation — has taken up controlling the public opinion. Many people feel like there is a certain array of state sanctioned opinions on matters that one is allowed to state publicly. There is, of course, no such state agenda, but the manner in which especially the media have ostracised public personalities for allegedly voicing opinions that were deemed ‘wrong’, speaks in a different tone.

A few weeks ago serious doubts as to the continued chancellorship of Angela Merkel took root within her own government. Despite the majority of the public rallying behind Merkel and her unwavering commitment to open borders, a few dissenting politicians, ranging from high-profile veterans like Bavarian state premier Horst Seehofer to concerned village mayors, have taken a strong opposing stance within the ruling parties. While some act out of personal conviction, to most of them the issue boils down to a simple fact. Their posts are based on fickle majorities, and they have to rely on the unseen kingmakers of German politics: the supporters and sympathisers of Pegida. Their disproportionate influence despite their minority is caused by the peculiarity of the German public sphere. In the case of politics, it does not seem to be very public at all.

The small amount of public political discourse happening in German media is limited almost exclusively to public, state funded television, which still has a huge market share of almost 50 per cent. These television channels are generally considered to be superior in terms of information quality and political analysis to any other option, which in turn allows them to run political programming almost unopposed. This creates a certain monopoly on political discourse, which is willingly supported by the major print publications. Irritatingly, the German public imbues public television and the aligned print media with an almost uncanny level of authority and neutrality. It is largely ignored that they benefit from large scale federal funding and their content can be influenced by politicians, although mostly on a sub-national level. As such, they do tend to convey a rather opinionated image of current events.

The problem is, however, that the political influence exerted on media content is very subtle, owing to the strong pretence of neutrality and the overall tendency of the German state governments towards moderation.

The general political climate in Germany has been extremely centrist at least for the past six years, when the financial crisis and subsequent events had the Merkel government alienate its former allies in economy and classical lobbyism. Their support, which brought the conservative-liberal

Governments have to take stands while the average German tends to keep politics away from the public sphere, which is why there has never been a sane and healthy climate of political debate and it has become

coalition into power, was replaced by support from Germany’s largest voter demographic, which kept it there: the largely apolitical masses. Due to the government’s focus on stability and Merkel’s demonstrative turn away from potentially divisive decisions, an informal political doctrine has formed that can be termed ‘extreme centrism’. This almost paradoxically sounding tendency has only thrived during the present Große Koalition, which is only the third such coalition in the history of the Federal Republic, but already the second one headed by Merkel within the last ten years.

The implicit goal of any great coalition is to create unity, stability and a sense of national consensus. It speaks volumes about the current political climate in Germany that the CDU invited the Social Democrats into the present coalition instead of forming a majority government in their own right, despite having won an absolute majority in the Bundestag.

Her unchangingly high approval ratings and the extremely high rates in general of approval for the German government show that Merkel managed to achieve the unity she set out to find. No recent event shows the skill in Merkel’s fence-riding better than her reaction to the Fukushima disaster: in the face of a shifting public opinion, she was willing to completely deviate from one of her strongest bids for re-election, the prolonged service of German nuclear power plants.

The peculiar mixture of Extreme Centrism and media monopolies has all but poisoned public political discourse. The German term Meinungsdiktatur; which translates to dictatorship of opinion, which is one of the most popular political rallying cries of today’s new right, has its roots in late 2007. The ominous case of Eva Herman created a situation in which the Meinungsdiktatur supposedly became obvious. While on a talk show, she voiced some ill-phrased support for National Socialist family ideals that immediately caught the

attention of the sharpened ear of the opinion watchdogs. When the formerly revered news anchor was booted from a live televised debate by uncharismatic host Johannes B. Kerner in front of 18 million people, it became clear that there was a hard distinction between which opinion could be held, and which could not. Whether Herman ever actually endorsed the Third Reich remains highly questionable, but all hopes for a renewed and varied public discourse were ended by the undue reaction of the show’s host, the network and Herman’s employer, who broke all ties with her and effectively banned her from her profession.

The question as to why these longtailed and abstract developments are so crucial for the present refugee situation can be easily answered if one looks at the process they have been through. Throughout the course and immediate aftermath of the Financial Crisis, the tides kept surprisingly calm. It was the resulting Euro Crisis that brought the festering feelings of social injustice among the lower middle class to a boil. Into the breach struck by the Greek bailout swept the vultures, in this case in the form of new, Eurosceptic movements, spearheaded by Bernd Lucke’s AfD. The party surfaced in 2013 as a single-issue group on a platform of neoliberal opposition to further bailouts, but it was quickly taken over by reactionary right-wing elements that hijacked the party’s single-issue program and completed it with an array of social conservative stances.

While at first this was an attempt to let the movement become a wholesome political force in its own right, filling the gap left by the liberal FDP when they were booted from parliament in 2013, it quickly evolved into a rallying call for the nation’s frustrated and politically homeless. When Angela Merkel’s strong stance on Greece thwarted their initial aspirations, the start of the present refugee crisis was a welcome new catalyst for the self-styled

‘bulk majority of the people’. It even conveniently presented them with a new target for populist agitation: Muslim immigrants.

The first large scale protests against immigration that flamed up in late 2014 happened to the complete surprise of the political establishment.

It was populists leading the politically homeless, the ones that felt alienated

by the myopic presumption of the holier-than-thou political media. They had been so certain in their firm conviction that they were leading the national political discourse and all of the nation, that the sudden surge in people who demanded a voice came as a deathly insult that many took personally. As a result, instead of seeing the error in their ways and trying to take the wind out of the right mob’s sails, they continue to strengthen the movement of people towards the populist, borderline extremist movements. It is not a coincidence that one of the favourite domestic targets of groups like the AfD, Pegida and their various local derivatives is the so-coined ‘Lügenpresse’ (the lying press), or that they use the former GDRdissenters’ chant “We are the people”.

It is a profound frustration with the established media and therefore the perceived society they inhabit, that has forced these groups into existence.

If papers like the infamous Bild now jump the pro-refugee bandwagon, it is because they have realised their shared responsibility in the creation of a new, rapidly radicalising populist EuroVisie

right. They still refuse, however, to give the delusional a platform. What we are witnessing is the forceful push of voiceless people into the public sphere.

The largely still marginal protest groups are not yet a danger, thanks to the unifying figure of Angela Merkel.

Over 80 per cent of the participants stated in a recent poll that they are happy with her way of handling the refugee situation. Nevertheless,

the remaining 20 per cent are an important part of the voter base, especially for some junior MPs from the ruling conservative parties. It is not the base, but the middle management that could pose a threat to her continued calming of the situation. As long as party subgroups like the more conservative CSU or the group of the sixty MPs with the smallest winning margins are sawing on Merkel’s chair, all of last year’s achievements could come crashing down. If she is forced by an internal crisis of confidence, no public support can save her. Let us hope that the very same fear regarding the local votes that is driving the doubters against Merkel, will drive them back into line. It takes a strong display of force from everyone in the stronger, saner, more influential group of the electorate. If we want to save what we achieved, we must voice support. As our chancellor has said recently: Es gibt auch Deutsche, die nicht so toll sind, wie wir dachten.

and the problem of Western “Engagement” The U.S. Secretary of State is travelling around Central Asia this week. Officially, he is promoting human rights, trade, and security. In reality, the US is hoping at most to preserve enough influence in the region to coordinate its fight against the Taliban, which has been inching closer to the border of Tajikistan, Uzbekistan, and Turkmenistan, and ISIS, which has drawn hundreds of young men from the region into its ranks.

erry’s trip highlights the contradictions of US and European engagement with the region. In the years after the Soviet collapse, these countries sought out friendship with Europe and the US, hoping to attract investments, tourists, and aid. After the US decided to invade Afghanistan, the region gained new importance. Tajikistan, Uzbekistan, and Kyrgyzstan provided air bases and logistical support to NATO forces; in return they got US dollars, military hardware, and training.

Russia tolerated the arrangement with gritted teeth.

The relationship has always had its limits. Domestic critics in the US and Europe warned that the regimes were corrupt, undemocratic, and, particularly in the case of Uzbekistan, frequently violated human rights.

Western leaders promised, as Kerry is

now doing, that they would push their counterparts on these issues. When Islam Karimov’s regime cracked down on protesters in the town of Andijan in 2005, killing hundreds, US officials strongly criticized the move. Karimov told them to get lost, and to take their military with them.

Western critics often seem to overestimate how much influence their governments have on the world.

Since 2005, the West’s influence has only shrunk. The US lost its base in Kyrgyzstan, once considered the most pro-Western of the Central Asian states. The truth is, the West has little to offer the region. Consider the question of investments and development aid. Travelling around the region, one can find plenty of EU flags in far-flung villages, with a notice that says that a local homestay or drinking supply system was fixed up november 2015

with European funds; or perhaps the logo of the US Agency for International Development, reminding everyone that a school was built with help “from the American people.”

Now, take China, which borders the region to the East. The Chinese economy was booming until recently, and Beijing wanted to secure access to Central Asia’s oil, gas, and mineral resources. In exchange, it has offered aid and investment in the billions.

If you see a new road, railroad, pipeline, or factory built, chances are Chinese money is behind it. It makes western “development” aid seem silly in comparison. The US-backed “new silk road” initiative, meant to promote trade and energy distribution across the region and Afghanistan, exists largely on paper; the pipelines, highways, and railroads crisscrossing the region are an everyday reminder

that China’s “silk road” is a reality.

Russia is not so active in development aid, but it does not need to be.

Moscow figured out years ago that the US was not going to keep its “southern flank” secure. The leaders of Kyrgyzstan and Tajikistan have come to the same conclusion, and reoriented their defence strategy to Moscow. It is Russia that is building bases, providing training and supporting local intelligence services (the US and other Western countries still do this too, but on a much smaller scale).

And it is not only the elites that count on Russia to protect them. Millions of Tajiks, Uzbeks, and Kyrgyz travel to Russia for work, some seasonally and some for longer periods. Their remittances prop up local economies.

Despite the racism and harassment they endure in Russian cities, many still tend to take a pro-Russian view of the world. On the conflict in Ukraine, people tend to blame the West. I was shocked to discover this past spring, for example, that ISIS is discussed in the Tajik media as a possible creation of the US and Israel.

Of course, Russian propaganda plays a role in these perceptions.

Very few people have access to news in languages either than Russian or one of the regional languages. And Russian propaganda successfully exploits the idea that the West, and Western ideals of human rights and democracy, is foreign to the region as a whole. But it would be wrong to chalk up local attitudes to Russian propaganda. There are practical reasons that these views take hold – the West has not offered, and most likely cannot offer much to Central Asia. Elites and masses, seeing the Western promises as empty babble, prefer to look elsewhere.

So why invite Kerry at all? Firstly, it allows local rulers to engage in international diplomacy theatre, a favourite activity. Like post-colonial regimes dealing with contested borders, uncertain ideological foundations, and regimes lacking popular sovereignty, post-Soviet regimes seek out opportunities to engage in and host international fora to cement their legitimacy. As political scientist John Heathershaw has argued, this kind of performance forces international actors and domestic audiences to take part in events that recognize the regimes’ legitimacy.

Secondly, as much as these regimes have come to rely on China and Russia, they are also wary of losing their sovereignty to two much more powerful neighbours. They are aware that Moscow had penetrated the Ukrainian security establishment in the years before 2014, undermining the post-Yanukovich government’s ability to hold the country together. And they know what economic dependence can mean in the long run. The meetings with Kerry, then, serve to remind Beijing and Moscow: we are in your camp, but we have options.

“strangers in our midst, monsters in our minds”

T

he true frontiers are in our heads. Strange or foreign is only what we experience as strange or foreign; I can feel at home in a university library in Canberra or Istanbul, and feel totally alienated when my compatriots shout down fellow citizens and commit arson attacks over the “refugee problem”.

The refugees are not the problem.

We are. Will those refugees disturb our way of life? No, they don’t have to: the mere fear of them is enough to do that. While they themselves are still languishing at this or that fenced frontier, the mere expectation of their possible arrival (fact-free, without any clear sense of their actual numbers, timeline and placement) is enough to turn this society into something hateful and brutal.

Holland has become a vicious travesty of my fatherland, which used to pride itself on its tolerance and its support for the victims of persecution. Verbal and physical assaults, a rampant self-stoking hysteria that mistakes the sound level of the screaming for the seriousness of the issue, fascist leaders given free air time on TV because suddenly they “represent something important”.

And pensive commentators indirectly legitimize this craze by first quoting Max Weber and Hannah Arendt and then going on to say that, well, if this is how the people feel, you can’t ignore it and have to deal with it, preferably by closing the European borders or some such measure to spare the people exposure to strangers in our midst. Turn in your grave, Hannah.

I don’t know about closing Europe’s borders. The phrase is used in a slapdash, offhand way with scant regard for what it means in actual practice. Does it refer to the Schengen area, the Union, the continent as a whole? In the absence of a working agreement on how to deal with the refugees, what influence can peevish little Holland wield to micromanage the border policies of the frontline states? All this talk of closing Europe’s borders is just talk. The borders that are being closed (or not), are not European ones, but national ones. That is the whole problem: a lack of Europe, a relapse into nationally fragmented egotisms and barbed-wire fences.

What we can do, however, is guard november 2015

Holland’s own borders. And by that I mean, not the physical, external frontiers of the state, but the borders which our laws impose on our behaviour. Those borders we can, and indeed must, control. Our laws forbid racism and incitement to racial hatred; they forbid the use of violence and violent aggression.

But we miserably and abjectly fail in our duty to guard those behavioural frontiers in our mind against the monsters that we are ourselves becoming, against the thuggery and racist xenophobia in our own society. I felt a burning shame when that brave citizen in the Steenbergen meeting, shouted down by obscene fascists, was told by the police not to return to the debate because (wait for it) “they could not guarantee her safety”. Meaning that this country’s law enforcers have become too cowardly to enforce the law.

Beware where you are heading, poor refugees: this is Srebrenicaland. But if you do manage to get here: welcome; and help us. We need you to shame us out of our selfishness and our cowardice.

EUROPE, THE BEST AT CHERRYPICKING THE PAST

An ever growing group of people reckons alien powers are attacking European morals and prosperity. It is thus hardly surprising that more and more people turn to historicist arguments to explain, or even justify, Europe’s alleged superiority. Instead of turning to the old and ancient, Levente Vervoort scavenged European recent history to settle, once and for all, the question of Europe’s supremacy.

EUROPEANS ARE ESSENTIALLY MORE INVENTIVE THAN OTHERS

EUROPE IS BETTER BECAUSE OF THE ANCIENT GREEK IDEA OF DEMOCRACY ATHENS, OLYMPIC STADIUM - Greek actress-turned-politician Melina Mercouri proposed a European Capital of Culture in 1983, two years after her country joined the EC. The proposal was accepted and two years later Athens, the cradle of all of European culture and democracy, became the inaugural capital. The main event was the summer music festival ‘Rock in Athens’, which featured 1980s legendary rock bands like The Clash, The Stranglers, The Cure and Depeche Mode as well as Boy George’s Culture Club. The concerts, which were held at the Athenian Olympic Stadium, were attended by punk youth from all across the continent, hitchhiking and interrailing to the venue. The public was ecstatic to see their counter-culture heroes. However, colourful and frivolous Culture Club were immediately booed after entering the stage. In a rush of sheer direct democracy thousands filled their water bottles with sand from the long-jump pits and bombarded them onto the podium, creating a modern ostracism that extruded Boy cum suis in just a couple of minutes. Culture Club disbanded the next year.

RUSSIA-NORWAY BORDER - In the summer of 2015, refugees nosed out of a loophole in Norway’s immigration laws. It is illegal to cross the Norwegian border either by foot or in a car whose driver cannot present the proper papers and documents. Disfavouring the dangers of a Mediterranean boat trip or a Turkey-Greece-Balkans avondvierdaagse, as of July 2015 more than two hundred refugees, mostly Syrians, had travelled through Russia to the arctic border with Norway at Kirkenes, more than 2500 kilometres from Oslo. They deliberately chose Russia over Norway’s EU-member neighbours, as passing through those countries would exclude them from an asylum request in Norway. At the border the refugees

exploited Norway’s legal loophole perfectly by crossing the border en masse, riding children’s bicycles, which are cheapest. Russia’s bicycle trade has flourished ever since and thousands have pedaled their way to security as of today.

EUROPEAN DIVERSITY FORCED LEADERS TO COMPETE IN A FREE-MARKET KIND OF WAY, LEADING TO QUICK DEVELOPMENT AND NOT TO RACIAL THOUGHT AND GENETIC EMINENCE

Charlemagne’s coronation A BED IN EUROPE, AROUND 800 - The beautiful and powerful Roman Empire had been destroyed partly by alien peoples invading the continent from the east.

Luckily, Charlemagne was able to restore the concept of empire by the ninth century AD. In doing so, he also paved the way for the idea of a united Europe, says, for example, the European Commission. Charles was not only politically productive, he also fathered the decent amount of eighteen children. In fact, because of his sexual prowess, every European

citizen living in the present is actually a descendant of His Imperial Highness. Also, the word ‘king’ is etymologically derived from his name in English, as well as Icelandic, Czech, Latvian and Turkish.

However, us Europeans are also all great-great-grandchildren of Pope John XII (ca. 930-964), who was a seventh generation descendant of Charlemagne. John went to war with Charlemagne’s historical successor, German Otto I, establishing the church-state conflict that would eventually leave the Holy Roman Empire litt-

le more than a ceremonial collection of very diverse mini-kingdoms.

Otto took John’s tiara for a brief time, but John made a comeback and punished his successor’s followers harshly, cutting off a cardinal’s hand and – more mercifully – whipping a bishop. John indeed begot a handful of children and was heavily criticised for his adulterous private life, before dying in his mid-thirties whilst fornicating with a married woman.

One non-European country has been beating the Europeans steadily in the last few years: Costa Rica. A former Spanish colony that abolished its military, the country has become a relatively wealthy nation in Central-America in recent years. The country’s main economic asset is ecotourism. In fact, 55 Europeans per 1000 Costa Ricans visit it every year, to enjoy the beautiful nature and warm weather or to just get some deserved time off their hard jobs that pay too little. Europeans have purchased vast amounts of beachfront properties. Beachfront housing prices ran up so high, the cost of shore apartments and condos is now prohibitive for Costa Ricans. november 2015

music in bosnia english Last February, Amsterdam music venue Melkweg hosted a ska band from Bosnia: Dubioza Kolektiv, literally ‘dubious collective’. “How many people here are Dutch?” one of the lead singers, Almir Hasanbegović asked. I raised my hand, but to my surprise I saw just a few other hands jutting out of the crowd. “And how many are from Balkans?” Almir asked with a big smile. The audience cheered, the first cups of beer flew over our heads. “Okay, but I will speak English tonight, out of respect for the Dutch minority”, Almir concluded, referring to the ticklish ethnic situation in their home country.

ut was it their home country?

When I looked around, I saw people waving Bosnian, Croatian, Slovenian, Macedonian, and Serbian flags – all of them in a giant feast of music, booze, and leaping.

I was quite struck by the fact that, contrary to daily news accounts from the region, people with different ethnic and national backgrounds blended so easily in a whirlpool of ska music.

Dubioza Kolektiv consists of seven men from Bosnian Muslim origin, who originate from Zenica. It is the fourth-largest city in Bosnia and Herzegovina, a country that has been suffering from both natural disasters and political lack of progress and direction in the last decade. One of the biggest problems for the postYugoslav country that was so badly

damaged in the war of the 1990s is the fact that after the Dayton peace agreement in 1995, all governmental frameworks are structured along ethnic lines. Not even mentioning the issues regarding the two separate entities within the country (the Federacija Bosne i Hercegovine and the Republika Srpska), due to the fact that the three major ethnic groups or ‘constituent peoples’ (Bosniaks, Serbs, and Croats) in the country also vote along ethnic lines, the divided ethnic political parties often find themselves in a political deadlock. Therefore, important issues regarding the economy and social security are left untouched, and the country faces major difficulties on its path to European integration (Bosnia is a European Union member state candidate). The underlying problem EuroVisie

is that the ethnic groups, or at least their political elites, do not trust each other, or do not want to trust each other. Due to its political structuration, Bosnia and Herzegovina is more than once declared a ‘failed state’ , a dubious title, which it shares with the likes of Somalia, South Sudan, and the Central African Republic. For a possible solution, the constituent nations need to reconcile and their relations should normalize – which is still very hard, considering that perpetrators and victims of war crimes committed in the 1990s currently live together in one country. I argue that Kolektiv’s music serves as a platform for normalization of relations between the different ethnic groups.

found their ways to the concert halls, becoming increasingly popular in the bigger cities. Among them were major Western pop and rock acts. The most notable example of this Western influx is the enormous open-air concert the Irish rock band U2 gave in Sarajevo in the summer of 1997; only two years after the war had stopped. Over 40.000 people from throughout the region attended the concert – among them were thousands of Bosnian Serbs. Bono, the lead singer of U2, later stated that their management made ‘particular effort to get tickets to people in all different parts of the country’. This is a good example how, although by external ‘mediation’, music can serve as a binding factor in divided societies like Bosnia and Herzegovina.

Let’s get back to the Amsterdam concert. Why is Dubioza Kolektiv so extremely successful in attracting an ethnically mixed crowd? For me, this has several reasons. First, the lyrics of many of Dubioza Kolektiv’s songs clearly reflect on the economic and political situation of post-war societies.

For example, in the song Kažu (‘They say’), the band sums up endless things that ‘they’ – the government and the media – say, but that should

be questioned.

“Kažu da je alkohol zdraviji od trave, (‘They say that alcohol is healthier than grass’), i da smo na vrhu liste po odlivu mozaka (and that we [Bosnia] are high up on the list of braindrained countries); Mene tjeraju na izbore svake dvije godine,a ja glasam za kafanu i marihuana (they force me into elections every two years – but I vote for a bar and some marihuana).”

The distrust in governmental organizations is further vocalized in for, example, Brijuni, describing to the Brioni agreement of 1991 that effectively secured Slovenia’s independence from Yugoslavia, and sought to seize hostilities between Yugoslavia and Croatia. But instead of the leaders back then, the delegations of modern-day Croatia, Bosnia and Herzegovina, and Serbia (at the time the song was written, their leaders were Ivo Josipović, Bakir Izetbegović, and Tomislav Nikolić) are situated on the balcony on the island of Brioni.

In Brijuni, Josip Broz Tito is staged as a criticaster of the present-day leaders; the writers of the song seem to regret that their old ‘motherland’, the Yugoslavia of Brotherhood and Unity, has vanished. They hold the political leaders present at the Brioni agreement of 1991 responsible, but moreover, they hold Josipović, Izetbegović, and Nikolić responsible for the fact that things have not got any better. The fact that all three leaders are ‘equally treated’ in their critique shows that Dubioza does not put a heavy blame on one of the parties in the conflicts, but that they blame it on politicians in general – which is explicitly stated in the punchline of the song, “Politika je kurva”. Anyone who has ever been exposed to a Slavic language will know what this means.

Semi-nostalgic signs of affection for former Yugoslavia one can see in Brijuni are also visible in Prvi Maj, in which International Worker’s Day, a socialist free day, is celebrated: “danas nije Olimpijada / danas nije ni gej parade / danas je praznik, dan rada” (Today it’s not the Olympics / Today is not even the gay parade / Today is a holiday, Worker’s Day).

With their denunciation of Bosnian ‘official’ political life, and blaming the elites for the troubles the country is going through, Dubioza Kolektiv appeals to the distrust of governmental and political life that already existed in Bosnia. For

example, according to recent Gallup polls, the general approval rate of domestic politics is around eight per cent; among youngsters, the rate is even lower. In 2014, this figure accounted for the worst approval rate worldwide.

But Dubioza also gives hope for a new, united, cosmopolitan (and marihuana-smoking) Bosnia, most notably in the song Volio BiH (Volio bih translates as ‘I would like to’, but BiH (Bosna i Hercegovina) is a reference to the country’s abbreviation, as seen for example on car license plates).

One could read the song’s lyrics as an at the same time absurd and serious wish list for a new Bosnia: “Volio bih da se Bosna plasira u Brazil / svedjani da kod nas traze politicki azil“ (‘I wish that Bosnia was marketed in Brazil / that Swedes would seek political asylum here’) “Volio bih da u miru zive Palestinci / i da su konstitutivni i Sejdic i Finci” (‘I wish that the Palestinians could live in peace / and that the constituent [people] included Sejdić and Finci’) “Volio bih da nas narod ima bolju karmu / McDonald’s da posluzuje cevape i sarmu” (‘I wish that our people had better karma / and that McDonald’s served cevapi (sausages) and cabbage’) The three constituent peoples of Bosnia and Herzegovina are Bosniaks, Serbs, and Croats. Sejdić i Finci refers to a court case of the European Court of Human Rights, in which a Bosnian Jew, Finci, and a Bosnian Roma, Sejdić, contested parts of the Bosnian post-Dayton constitution, which states that only a Bosniak, Serb, or Croat can apply for a post in the tripartite presidency, and that seats in the House of Peoples are also reserved for one of these three ethnic groups.

Dubioza Kolektiv’s lyrics in Volio BiH implicate that the writers do not agree with the post-Dayton constitution, in particular its ethnic divisions.

In short, Dubioza’s lyrics reflect the people’s dissatisfaction with Bosnia’s government and politics, but instead of making a scapegoat out of other ethnic groups, they blame the system and its participants itself. In combination with their references to drug usage and their liberal, pacifist worldview, Dubioza Kolektiv is appealing to young people from all over the Western Balkans – people who are fed up with the political situation.

But there is more to it than disapproval with politics. In their songs, Dubioza Kolektiv is deliberately creating a new identity. There is a strong aversion against all things political or politicized, as shown before. Second, there is a sense of being ‘out of control’ as a region. In Western public opinion, the Western Balkans are often portrayed as inherently wild, violent, and exotic – Maria Todorova coined the term ‘Balkanism’ for this view. Some artists from the region itself, such as filmmaker Emir Kusturica, embrace this concept and play around with it.

Dubioza Kolektiv does this as well, especially in their English-sung lyrics on the album Wild Wild East. The most obvious example is No Escape (from Balkan), in which a member of the Bosnian diaspora in the West sings about his heritage: “Don’t believe the hype I never beat my wife / I’m not a macho man who would stab you with a knife / I live by your rules every single day / But some things are written in my DNA” The writers play around by first denying the stereotypes, but in the chorus, they inevitably return to their ‘original shape’ after one sip of brandy: “…When I taste rakija In my head anarhija Back to original shape Just cannot escape from Balkan” Dubioza Kolektiv further exploits EuroVisie

these stereotypes in Eurosong, by deliberately misusing or omitting articles (a common mistake made by speakers of Slavic languages, since they don’t use such a system): “All around the Europe, right wing taking power […] European parliament, sitting in the Brussels” This playing around with regional stereotypes appeals to people because it is creating unity: if the West sees the Balkans as a vague, violent place with no clear differences between Bosnia, Macedonia, or Kosovo, why shouldn’t we?

The arts often play a significant role in post-conflict societies. In the case of Bosnia, it is particularly special that in a country in which cultural life, some exceptions aside, mostly is structured along ethnic lines, a musical group like Dubioza Kolektiv can emerge and be incredibly popular, not just in their own ethnic sphere (in this case Bosnian Muslim). That the band gets mainstream recognition even in Serbia, became clear when they got invited to Veče sa Ivanom Ivanovićem, one of the country’s leading late night shows, in 2014. They played their politically charged song Brijuni, and the audience cheered to Dubioza’s imitations of Nikolić and Tito, giving them a standing ovation after the concert.

The fact that former diametrically opposed diasporas waved their respective flags together at an Amsterdam ska gig might seem trifling, but it’s not. It stands for a new generation and a new identity. Dubioza Kolektiv is a standard-bearer of this generation – let’s hope it spills over into politics anytime soon.

een buitenstaander aan de bosporus

Istanbul, de stad die ooit het centrum vormde van twee grootse rijken. De stad waar twee continenten samenkomen in de Bosphorus, waar conservatisme en moderniteit naast elkaar leven, de stad waar Turken heen trekken om de vrijheid op te zoeken, maar waar de politie tegelijkertijd ten alle tijden paraat staat om de al te gekke geluiden te onderdrukken. De stad waar geen einde aan lijkt te komen, waar snel leven en inefficiëntie hand in hand gaan, waar logica vaak ver te zoeken is, de stad die je niet kunt grijpen.

m als Nederlandse Erasmusstudent in deze stad te wonen is heel veel dingen, maar een ding is zeker, het is niet saai. Tijdens mijn eerste dagen hier verbaasde ik me erover hoe vermoeiend het kon zijn om gewoon een beetje doelloos door een stad te wandelen. Zelfs al laste ik minimaal vijf pauzes per dag in om cay te drinken en sigaretten te roken, - zoals de echte Turken het doen – mijn ogen vielen elke avond trouw om negen uur dicht. En nou dacht ik toch al wel heel wat gewend te zijn als respectievelijk

wereldburger en Amsterdammer.

Misschien ligt het aan de steile wegen, misschien ligt het aan het chaotische verkeer, de ontelbare geluiden en indrukken van de straat, de schijnbare oneindigheid van de stad, de realisatie dat deze stad de komende vijf maanden jouw thuis wordt; waarschijnlijk is het een combinatie van deze en nog wat onbenoembare factoren. De ongeregeldheid en willekeurigheid en in algemene zin de ‘andersheid’ van het leven in Istanbul waren dingen waar ik als Nederlander toch even aan moest november 2015

wennen. Waar men in Istanbul hun schouders ophaalt over een bus die een uur te laat komt, zou in Nederland na tien minuten al een klacht worden ingediend. Waar in de inrichting van de Nederlandse maatschappij overal een logische verklaring voor is, moet je daar in Turkije helemaal niet naar willen zoeken. Om maar even een voorbeeld te noemen, is er volgens mij geen Turk die je kan uitleggen wáárom er in elke supermarkt drank wordt meegegeven aan kinderen van alle leeftijden, terwijl er elke avond weer undercover agenten het uitgaansleven

in worden gestuurd om minderjarigen op te pakken die zich schuldig maken aan het drinken van een biertje.

Alhoewel menig Erasmusstudent, afkomstig uit het Westen, een aardige cultuurshock krijgt bij diens aankomst

in Istanbul, krijgt hij/zij eigenlijk maar een heel klein deeltje mee van hoe de Turkse maatschappij nou echt in elkaar steekt. Hier in Istanbul wonen de meeste buitenlandse studenten met z’n allen op een kluitje naast de universiteit, nuttigen minstens twee maaltijden per dag op de campus en sluiten hun dag af met een aantal biertjes in dezelfde buurt. In het weekend zijn er allerlei toeristische attracties, die je toch echt niet mag overslaan als je vijf maanden in deze stad woont, om te bezichtigen. Het is makkelijk om binnen je eigen comfort zone te blijven en je ogen te sluiten voor de vele problemen die zich op het moment afspelen in Turkije. Tot op zekere hoogte doen wij dit ook zeker, en dat is ook goed. Het zou zonde zijn om níet te genieten van de schoonheid, het lekkere eten, het uitgaansleven en het gezelschap van je internationale vrienden in Istanbul. Aan de andere kant willen we natuurlijk ook kunnen meepraten over de huidige situatie in Turkije, we zijn immers híer.

We zijn in Nederland zo gewend aan de structuur, vrijheid, welvaart en comfort dat ons mooie landje ons biedt. Het is dan ook vooral ‘een interessant avontuur’ om eens een keer een land te ervaren waar deze

waarden niet zo vanzelfsprekend aanwezig zijn. Met deze instelling reizen er elk semester duizenden bevoorrechte studenten af naar Istanbul. En hoewel sommigen onder ons zich echt proberen te verdiepen en te mengen in het debat over het Turkse politieke systeem, is het moeilijk om echt een representatief beeld te krijgen van de Turkse publieke opinie. De meeste locals waarmee wij hier in contact komen, behoren tot de meest progressieve en hoogopgeleide tien procent van heel Turkije. Over de uitslag van de parlementsverkiezingen van één november was ik dan ook best wel verbaasd, maar als ik in plaats van een semester aan de Bogazici-universiteit had gekozen voor een paar maanden harde arbeid in Anatolië, waren mijn verwachtingen vast anders geweest.

Doordat je leven als Erasmusstudent zo geconcentreerd is rond de universiteit en de mensen op die universiteit, is het soms makkelijk om even te vergeten dat het grootste deel van de Turkse bevolking onopgeleid is en vooral bezorgd over de vraag of er vanavond wel genoeg eten op tafel staat voor het gezin met zes kinderen.

Erdogan kan voor deze mensen zekerheid en stabiliteit garanderen, althans, dat is de overtuiging.

Een groot deel van de Turkse bevolking kon op één november dus weer opgelucht ademhalen. Het andere deel, waartoe de meeste Bogazicistudenten ook behoren, was teleurgesteld en gefrustreerd maar liet weinig van zich horen. De meeste Turken met wie ik over de verkiezingen probeerde te praten, wilden er niet al te veel over kwijt. In tegenstelling tot ons, sensatiezoekende buitenlandse studenten, sluiten veel Turken tegenwoordig liever hun ogen voor ruziemakende bevolkingsgroepen, onderdrukkende regeringsleiders, corrupte verkiezingen en doden. Het gaat immers al zo lang op deze manier en hoe vaak ze het ook proberen, er verandert niets. En ja, nog steeds vinden er regelmatig protesten EuroVisie

plaats in de grote steden van Turkije, maar met elk protest dat wordt neergeslagen door de politie of wordt bestookt door een bom, met elke arrestatie van een kritische journalist of de zoveelste opheffing van een mediaoutlet, zakt de moed de Turken iets verder in de schoenen – dat zijnde, de Turken die iets wíllen veranderen aan de status quo. De overwinning van de AKP lijkt de laatste verdovende klap te zijn geweest.

Ik wil niet zeggen dat de Turken nu stil zullen blijven als blijkt dat Erdogan, als de door macht bezeten tiran die hij is, in het wilde rond gaat slaan, maar het lijkt er wel op dat de hoop op verandering met de dag minder wordt.

En wie kan dat de Turken kwalijk nemen?

situatie. Of het een zinvolle bijdrage is, weet ik niet; of het een goede weergave van de realiteit is, weet ik ook niet. Ik ben en blijf immers maar gewoon een studentje uit Amsterdam die eens een keer vijf maanden iets anders wilde en vanaf de zijlijn van de maatschappij af en toe een blik naar binnen probeert te werpen. Eén ding is in ieder geval zeker, in mijn doel om eens een keer iets totaal anders mee te maken, ben ik geslaagd.

ik mis de vrouw met de mening Een kleine vijf maanden probeer ik stand te houden als student op Erasmusuitwisseling aan de Universiteit van Boekarest. Verrassing, dit gaat gepaard met alcohol in overvloed. In aangeschoten situaties schroom ik niet onderwerpen als contra-normatieve leefwijzen en vrouwenemancipatie te bediscussiĂŤren met vrienden, taxichauffeurs, barmannen, go-go dancers en willekeurige passanten. Ik stuit dan vaak op weerstand en onbegrip van de Roemeen, iets dat me stookt en graag met jullie deel.

E

erlijk waar, ik spendeer hier nu al een kleine twee maanden en heb een geweldige tijd.

Tijdens een uitwisseling als deze ben je verplicht je tot louter nieuwe gezichten te verhouden. Semi- of echte vriendschappen opbouwen gaat dan ook natuurlijkerwijs. Hoewel je de eerste weken niet tot veel diepere gespreksstof komt dan geinige culturele verschillen (lees: de gang van zaken aan de universiteit, nationale cuisine, ‘proost’ in jouw eigen taal), wordt dat gaandeweg beter. Natuurlijk heb ik minstens vijftig keer moeten uitleggen dat niet iedereen na een spacecake als avondeten nog even lekker gaat uitbuiken op de Wallen.

Maar goed, deze misvatting help ik graag de wereld uit. Zo gaat dat overigens vice versa, ik filter namelijk zo veel mogelijk stereotypen uit mijn maatschappelijk gevormde wereldbeeld. Dit is van toepassing op de Erasmusstudent, die duidelijk openstaat om nieuwe mensen en culturen te ontmoeten en na verloop van tijd te omarmen. Deze fijne mensen zorgen er mede voor dat ik geniet van mijn tijd hier en van alles te doen heb. Wat echter voor vertrek door het Erasmus Student Network werd benadrukt was ook het contact met de lokale bevolking.

Ik heb daar boven verwachting niet zo veel moeite mee gehad. Roemenen staan open voor vriendschappen met internationale studenten en nodigen je maar al te graag uit. Ik geniet ook wel van de aandacht die het met zich meebrengt wanneer ik word geïntroduceerd aan hun vrienden.

Onlangs werd ik uitgenodigd door mijn Roemeense huisgenoot om hem op te zoeken in zijn geboortestad Buzău – vergelijkbaar met iets als Emmen of Helmond. Een tamelijk grauw provinciestadje waar vrijwel niets te doen is naast in de plaatselijke kroeg van ofwel rockmuziek of Manele (seksistische teksten op traditionele deuntjes) genieten. Van het groepje waarin wij ons bevonden kreeg een jongen bijna een hartverzakking toen

ik antwoord gaf op de vraag waar ik dan vandaan kwam. Jaloers op het feit dat ik was geboren in de hemel, hield hij maar wat afstand van me en richtte zich meer op zijn vriendin – de enige vrouw te midden van mij en een groep brullende testosteronbonken.

Ondanks dat wij vanaf een uur of vijf in de middag tot diep in de nacht een beetje hebben gehangen en bier gedronken, heeft zij precies niets gezegd. Alleen wanneer haar vriend er een tong in duwde, trok ze haar mond open. Ze haalde zo nu en dan bier, maar leek er totaal niet mee te zitten dat deze avond dodelijk saai voor haar was en er constant gestrooid werd met vrouwonvriendelijke termen.

“Wanneer ik over vrouwen spreek met Roemeense mannen hoef ik maar tot tien tellen voor de woorden ‘bitch’ en ‘slet’ de revue passeren” Als een hondje liep ze achter dit bandana-dragende brok masculiniteit aan en startte uiteindelijk de auto om hem in dronken toestand naar huis te rijden. Ik bedacht me in de nachttrein terug naar Boekarest pas hoe naar dit eigenlijk was.

Het is niet alsof ik me in die nacht pas bewust werd van de ongelijkheid tussen man en vrouw, integendeel.

Wanneer je daar op let, word je er constant mee geconfronteerd – niet alleen in rurale gebieden. Wanneer ik over vrouwen spreek met (doorgaans heteroseksuele) Roemeense mannen hoef ik maar tot tien tellen voor de woorden ‘bitch’ en ‘slet’ de revue passeren. Ik open deze onderwerpen graag bij mensen waarvan ik vermoed dat ze er anders over denken dan ik. Dit geldt bijvoorbeeld ook voor de vluchtelingenproblematiek, Islam, EuroVisie

homoseksualiteit, pedofilie en – waar ik de meest felle reacties op krijg – de Romagemeenschappen.

Toegegeven, dit is deels provocatief handelen, maar ik ben oprecht benieuwd hoe diepgewortelde haat tegen minderheden zich vormt en ontwikkelt; hoe kan een ogenschijnlijk ruimdenkend mens voorstellen om alle Roemeense zigeuners te deporteren (dit heb ik twee keer te horen gekregen)? Natuurlijk bestaan er soms legitieme redenen om bepaalde mensen of groepen te vrezen, maar bruut ertegenin gaan werkt verdere segregatie in de hand. Met de Romadiscussie is Roemenië echter al bekend. Deze wordt gevoerd – ook al gaat dat naar mijn mening niet op een goede manier: er vindt amper dialoog plaats tussen beide partijen (voor zover zigeuners en etnische Roemenen als partijen beschouwd kunnen worden).

Terug naar de vrouwenemancipatie.

Deze discussie leeft hier eigenlijk amper zoals ik dat in Nederland gelukkig wel ervaar (nog steeds te weinig). Hoewel vrouwen in Roemenië relatief vaker fulltime werken dan gemiddeld in de Europese Unie, is het aandeel van vrouwen in de Roemeense economie sinds 2000 flink gekelderd. Dit staat haaks op de Europese trend waarin de arbeidsparticipatie van vrouwen juist stijgt. Ook groeit het verschil in arbeidsinkomen tussen man en vrouw onafgebroken sinds het afzetten van dictator Ceaușescu in 1989. Het Roemeense volk is aartsconservatief en houdt er door haar orthodoxe godsdienst sterke familiebanden op na. Om maar een voorbeeld te geven: ik sprak een acteur die door financiële overwegingen een half jaar in een Italiaans circus wilde werken.

Zijn moeder deed er werkelijk alles aan om hem thuis te houden, zelfs door hem geld aan te bieden dat ze eigenlijk niet had. Daarnaast wordt vrijwel iedere Roemeen die op mijn pad komt minstens één keer per dag gebeld door moeke om te vragen

hoe het gaat. Veel Roemenen kiezen ervoor om hun geluk (lees: geld) elders in Europa te zoeken – met name in Italië, Spanje, Engeland en Duitsland – waardoor moeders alleen achterblijven met de taak het gezin bijeen te houden. Geld wordt door de Roemeen gelijkgesteld aan geluk.

Dat is de reden waarom mensen hier veelal in dure auto’s rondrijden terwijl de koelkast maar half gevuld is. Sinds de val van het communisme scheuren er Maserati’s door de straten van Boekarest en tollen er reusachtige blikken Pepsi bovenop flats (ik dacht dat dit alleen in de Verenigde Staten kon, met donuts bijvoorbeeld). Ik heb nergens zo veel reclame in het straatbeeld gezien op de Balkan als in Boekarest. Dit is kapitalisme ten top.

Ook status (geld) en liefde ervaar ik hier als twee onafscheidelijke zaken. Ik heb al een aantal keer meegekregen dat iemand een relatie aanging omdat de man een auto bezat. Dit is wat de man kan bieden: luxe, veiligheid en een algeheel comfortabel leven in praktische zin. Daartegenover biedt de vrouw haar (maakbare) schoonheid en loyaliteit. Van mijn mannelijke medemens hoor ik maar al te vaak dat vrouwen oppermachtig zijn wanneer het aankomt op het aangaan van relaties. Zij hebben immers de keuze met wie ze gaan, mannen stemmen toch wel in. Ik ben het daar niet helemaal mee eens. De tools die vrouwen hebben zijn vergankelijk en persoonlijk, deze bieden op de lange termijn minder zekerheid dan wat mannen in huis hebben (om nog maar

over de opvoeding van kinderen te zwijgen). Daarnaast krijgen vrouwen te maken met slut shaming wanneer ze een meer dan normatief aantal seksuele partners hebben (gehad), terwijl de man dezelfde levensstijl erop na kan houden zonder veroordeling vanuit de maatschappij. Dit is niet typerend voor de Roemeense samenleving, maar omdat vrouwen hier veel afhankelijker zijn van mannen

dan in West-Europa en er een op geld gebaseerd beeld van geluk heerst, zullen zij moeten kiezen voor loyaliteit aan de man. Dat is, wanneer ze maatschappelijke acceptie en een financieel zorgeloos leven willen hebben. Welke keuze er dan op seksueel vlak gemaakt wordt, zorgt ervoor dat de vrouw ofwel respect vanuit de samenleving of de veiligheid van een monogame relatie verliest.

Dit dilemma, geschetst door filosofe en feministe Sandra Harding, geldt echter niet voor mannen. Aangezien monogame relaties de norm zijn, kiezen veel vrouwen dan ook al op

jonge leeftijd voor vastigheid. Loop op een willekeurige zaterdag door het oude centrum van Boekarest en de bruidjes vliegen je om de oren.

Bruiloften op trouwlocaties als het Roemeens Athenaeum worden zelfs gedeeld met andere koppels. Het kan maar zo dat op jouw trouwfoto drie andere stellen op de achtergrond het ja-woord geven, of sterker nog: je maakt een groepstrouwfoto. Deze haastige trouwdrukte doet me denken aan al die ‘pre-apocalypstongzoenen’ tussen twee vrienden in films. Alsof de tijd dusdanig dringt dat kans op geluk afneemt of weg is wanneer je er mee wacht. Dit is natuurlijk extreem generaliserend en zwart-wit, daar ben ik me van bewust, maar deze visie op liefde is nieuw voor mij en wordt in Roemenië op grote schaal gedeeld.

Daarom durf ik het als zijnde mijn observatie te categoriseren.

Het jammere is dat deze afhankelijkheid en onderdrukte rol van de vrouw onopgemerkt blijven. Ook door de vrouwen zelf. Het ultieme pessimisme dat in Roemenië heerst over de samenleving en politiek laat zich uiten in cynisme. Daar geniet ik aan de ene kant behoorlijk van, maar het zorgt er tegelijkertijd voor dat vrouwen die het mogelijk met me eens zijn dit niet uitspreken. Er zijn genoeg vrouwen die me na een soortgelijke preek als deze aankeken alsof ik een fictief verhaal schetste. Hoe zeer ik ook houd van de Roemenen – heus waar, ik geniet van ze – mis ik zo nu en dan de Nederlandse vrouw ‘met haar mening’.

2005 was een jaar waarin zich een nieuwe ontwikkeling voordeed in de herinneringscultuur van Duitsland met betrekking tot oorlogsmisdadigers en nazisympathisanten. In dit jaar gingen namelijk twee documentaires in première die als baanbrekend werden beschouwd. Dit waren de eerste films die het taboe over praten over nazisympathisanten en oorlogsmisdadigers in de familie doorbrak. In beide films wordt de confrontatie gezocht met het verleden en het verband daarvan met de familie.

alte Ludin regisseerde de documentaire 2 oder 3 Dinge die ich über ihn weiß. Deze documentairefilm behandelt de herinnering aan Hanns Ludin, vader van Malte en tevens oorlogsmisdadiger die werd veroordeeld tot de doodstraf.

Hij heeft zijn moeder, zijn zussen, zwagers, neven, nichten, oude buren, hoogleraren en slachtoffers van de oorlog geïnterviewd om een breed beeld te kunnen vormen van hoe Hanns Ludin wordt herinnerd.

Daarnaast heeft Malte in archieven gezocht naar informatie over de handelingen van zijn vader ten tijde van de Tweede Wereldoorlog.

Jens Schanze heeft een andere benadering gehanteerd tijdens het maken van zijn documentaire, Winterkinder: Die Schweigende Generation. In zijn werk probeert hij

ook te achterhalen hoe zijn opa wordt herinnerd. De vader van Jens’ moeder was namelijk een nazisympathiesant en werkzaam als functionaris voor de nazi’s in Polen. Ook Schanze interviewt zijn moeder, vader, zussen en kennissen. Alhoewel de opzet van beide werken redelijk hetzelfde is, is er toch een cruciaal verschil. Het standpunt en het motief van beide regisseurs verschillen van elkaar.

Het is opmerkelijk dat pas in 2005 het taboe over oorlogsmisdadigers binnen de familie werd doorbroken.

Norbert Frei, Duitse historicus, denkt dat bepaalde ontwikkelingen ervoor hebben gezorgd dat het taboe nooit eerder doorbroken werd. Zo zorgde de naoorlogse politieke situatie ervoor dat er een soort tactische stilte en sympathieke cultuur heerste rond het naziverleden. Het oprakelen van dat pijnlijke verleden zou de wederopbouw EuroVisie

van Duitsland in de weg staan.

Eind jaren vijftig veranderde deze houding enigszins. Er werden studies gedaan naar de naziperiode die voor confronterende conclusies zorgden. Dit heeft er echter niet voor gezorgd dat er in de volksmond graag werd gepraat over oorlogsmisdaden die door Duitse burgers werden begaan.

De Holocaust werd afgeschilderd als een gebeurtenis waar de normale burger geen weet van had.

Daarnaast waren de schuldigen ook een soort slachtoffers geworden van de verschrikkelijke omstandigheden. Kortom, er werd een slachtofferrol weggelegd voor de algemene, niet bureaucratische burger. In de jaren negentig werd de herinneringscultuur meer individueel. Er werd niet zozeer meer gekeken naar de gehele Duitse bevolking, maar

naar individuen. Daar hebben de documentairefilms van Ludin en Schanze een enorme bijdrage aan geleverd.

vrije markt in de zorg Martin Shkreli, een hedgefondsmanager en oprichter van Turing Pharmaceuticals, werd in september ook wel ‘de meest gehate man van Amerika’ genoemd. Hij had het patent van het medicijn Daraprim opgekocht en de prijs zo’n vijfduizend maal verhoogd. Hoe is zoiets mogelijk?

n Amerika is er een zorgindustrie die gericht is op het maken van winst.

Deze industrie opereert op een vrije markt en over het algemeen is dit economisch gezien voordelig. Maar in de zorg kan een vrije markt voor problemen zorgen. In dit artikel zullen deze voor- en nadelen van een vrije markt in de zorg naar voren worden gebracht.

Het Bismarckmodel gebruikt een verzekeringssysteem dat wordt gefinancierd door werkgevers en werknemers met het inhouden van een deel van het salaris. Hierdoor wordt iedereen gedekt. Artsen en ziekenhuizen zijn privaat in dit model. Dit wordt vaak teruggezien in Duitsland, Nederland, Frankrijk, Japan en Zwitserland.

Allereerst zullen een aantal zorgmodellen besproken worden.

In principe heeft elk land een ander zorgsysteem. Deze verschillende systemen van alle verschillende landen volgen over het algemeen vaste patronen. Deze patronen zijn onder te verdelen in vier modellen.

Allereerst is er het Beveridge model, waarin zorg wordt verleend en gefinancierd door de overheid. Het is dan een soort gemeenschappelijk goed zoals de politie en de openbare bibliotheek en wordt betaald via belastingen. Veel ziekenhuizen zijn hierbij eigendom van de overheid. Artsen zijn dan een soort ambtenaren die door de overheid worden betaald. In landen met dit model krijgt een patiënt nooit de rekening van de dokter. Dit systeem wordt aangehouden door GrootBrittannië, Spanje, Scandinavië en Nieuw-Zeeland.

Het derde model is het nationale zorgverzekeringsmodel uit Canada en zit tussen de eerste twee modellen in. Het aanbod komt uit de private sector, maar betaling komt uit een verzekeringsprogramma van de overheid waar elke burger financieel aan bijdraagt.

Het out-of-pocketmodel is vrij simpel: de rijken kunnen de zorg betalen en de armen blijven ziek of gaan dood. Dit is het geval in Afrika en India.

EuroVisie

Een groot probleem van zorg in een vrije markt is het gat van informatie tussen consumenten en aanbieders.

Een patiënt is volledig afhankelijk van een dokter, omdat de eerste geen medische opleiding heeft gedaan en dus niet weet wat hij mankeert of welke medicijnen hij nodig heeft.

Daar komt ook nog eens bij dat de patiënt financieel afhankelijk is van de zorgverzekeraar. In principe zou dit geen probleem zijn als de patiënt en de zorgverzekeraar beiden hetzelfde doel voor ogen hadden, namelijk de gezondheid van de patiënt. Dit is echter niet het geval.

De patiënt

bekommert zich alleen om zijn gezondheid en de zorgverzekeraar alleen om de winst. Dit wordt ook wel moral hazard genoemd en is één van de voornaamste redenen van de financiële crisis geweest. Moral hazard houdt in dat er iemand meer risico neemt omdat iemand anders voor deze risico’s verantwoordelijk is. Dit klinkt raar, maar is in sommige gevallen vrij logisch. De hypotheken werden voor 2008 niet door de banken zelf, maar door een aparte partij verstrekt (meestal een hypotheekmakelaar). De banken zorgden dan voor het geld en de hypotheekmakelaar bepaalde wie er een hypotheek kreeg. Hierdoor hadden de hypotheekmakelaars geen prikkel om alleen hypotheken te verstrekken aan degenen die dat ook daadwerkelijk af konden betalen.

In tegendeel, aangezien de bank al het risico droeg, wilden de makelaars dat zoveel mogelijk mensen een hypotheek namen, ongeacht hun kredietwaardigheid. Dit is precies hetzelfde met de zorgverzekeraars.

De patiënt heeft geen idee van de kosten of de kwaliteit van zijn zorg, en de zorgverzekeraar heeft daarom een prikkel om hem medicijnen van mindere kwaliteit en een hogere prijs te verstrekken.

medicijnen voorschrijven, maar een ziekenhuis staat vaak onder toezicht van de zorgverzekeraar.

Een eventuele oplossing die vaak wordt gegeven voor het gat van informatie, is dat medicijnontwikkelaars direct reclame moeten kunnen maken die gericht is op de patiënten. Dit is tot nu toe nog verboden in de Europese Unie. Het gaat hierbij wel om medicijnen die moeten worden voorgeschreven door een arts, en niet om verschillende merken paracetamol. Er was wel ooit een voorstel voor deze voorgeschreven medicijnen ingediend bij de Europese Commissie, maar dit werd verworpen. De reden hiervoor was dat het slecht is om de verantwoordelijkheid van het informeren van de patiënten te verplaatsen naar commerciële bedrijven. Ook is marketing meestal bevooroordeeld en bevat het vaak niet de waarheid.

Een vrije markt voor informatie over medicijnen faalt in het beter informeren van de patiënten zodat ze onafhankelijke beslissingen kunnen maken over hun eigen zorg en behandeling. Dit betekent niet dat het niet gedaan moet worden, maar dat adverteren niet de beste oplossing is.

Toch zijn er een aantal groepen patiënten die baat hebben bij reclame over medicijnen, ongeacht de nadelen. De eerste groep bestaat uit mensen van lage sociaaleconomische klassen, die over het algemeen moeilijk te bereiken zijn met traditionele zorginformatie. Het argument is dan dat bevooroordeelde

informatie beter is dan helemaal geen informatie. Het is immers wel wetenschappelijk bewezen dat reclame van medicijnen een effectieve manier is om deze groep meer zelfbewust te maken. De tweede groep bestaat uit mensen die een tijdelijke niet-ernstige ziekte hebben.

Zij hebben geen tijd en zin om zich enorm hierin te verdiepen, en reclame geeft hun genoeg informatie. De derde groep bestaat uit mensen die een chronische ziekte hebben en hier meer dan genoeg over weten, maar graag een ander medicijn van een ander merk zouden willen uitproberen, maar niet van het bestaan af weten.

Het gat van informatie zorgt ook voor een tweede probleem: een sterke

machtspositie van bedrijven. Over het algemeen is het de bedoeling dat onderzoek onafhankelijk gedaan wordt. Dit is echter niet het geval als er naar winst wordt gestreefd in de farmaceutische industrie. Er worden vaak tactieken gebruikt zoals het weglaten of misinterpreteren van wetenschappelijk bewijs, wat leidt tot een systematische overschatting van de efficiëntie en veiligheid van nieuwe producten. Ook hebben de farmaceutische bedrijven een sterke EuroVisie

lobby die wetenschappers en de Food and Drug Administration onder druk zetten om bepaalde resultaten niet te publiceren onder het mom van patentgeheimen. Sommigen argumenteren dat dit zelfs leidt tot nieuwe ziekten. ADHD zou zijn ‘ontdekt’ om de vraag te vergroten voor een stof waar de bedrijven vanaf moesten. Aan de andere kant, het feit dat artsen een bepaald probleem als een ‘normale’ aandoening zien waarvoor niet per se een recept nodig is, wordt irrelevant als sommige patiënten het erg genoeg vinden om een medicijn te zoeken.

Martin Shkreli verdedigde zijn enorme prijsverhoging met het argument dat hij een nieuw medicijn wilde ontwikkelen, en dit zou veel geld kosten. Stel dat dit waar is: hij gaat inderdaad onderzoek doen naar een nieuw medicijn en dit kost inderdaad zoveel geld.

Het hoeft dan niet per se het geval te zijn dat dit nieuwe medicijn in het voordeel van de consument is. Zeker na de slechte publiciteit moet Shkreli nu met een sterk verbeterd medicijn op de markt komen. Dus zelfs als dit na de onderzoeken niet het geval blijkt te zijn, zal hij het wel op die manier naar het publiek overbrengen. Het is moeilijk om dit probleem op te lossen. Aan de ene kant moeten de patiënten beter geïnformeerd worden, aan de andere kant hebben de bedrijven geen prikkel om dit te doen. Geen enkel bedrijf zal reclame maken voor het medicijn van de concurrent, ook al is dat wel het beste middel op de markt.
