» City of Orlando provides update on Pulse memorial project

While a Pulse memorial project has been in the works for years, the City of Orlando (which took over the project late last year) has announced updates to the timeline of its eventual construction. Plans for the memorial project now include the involvement of a communications liaison, a slate of memorial events, and a goal to select the design concept for a memorial by the end of the year. The process of building the memorial will take place in several phases, the city says. The phases will involve interviews with focus groups and important stakeholders to shape recommendations for the site’s development. Community input will also help inform the process of creating a Memorial Advisory Committee to represent survivors, victims’ families and others affected. The city has also pledged to continue the Annual Remembrance Ceremony (scheduled for June 12) and the CommUnity Rainbow Run (scheduled for June 8), both previously organized by the now-dissolved OnePulse Foundation. Plans to continue these events haven’t been received well by everyone. A letter to the editor from the Pulse Victims and Survivors for Justice called the CommUnity Rainbow Run “distasteful for its disregard of the tragedy’s solemnity through rainbow buffoonery, insensitive as runners joyfully retrace the path survivors took while they ran for their lives, and wasteful due to the squandering of resources required to fund this charade.”

» Milk District businesses ask for support during road construction project Due to a city construction project, businesses along a section of Robinson Street in the Milk District are bracing for protracted road closures and asking for community support. Last week the Orlando Utilities Commission began installing a new underground electric transmission line along Robinson Street from North Fern Creek Avenue to North Crystal Lake Drive. The project will see street blockages for at least the next three weeks on this usually bustling strip, OUC says, followed by months of construction through January 2025. Storefronts and businesses that will be affected include Etoile Boutique, Bull and Bush Pub, Hair Godz, Minuteman Press, Rugged Perspective, Gringos Locos, Sportstown Billiards, Stay Still Studio and The Nook on Robinson. OUC says the construction may obstruct access to some businesses for brief periods, but access to parking lots will not be affected. Some businesses have taken to social media to kindly ask locals to continue supporting them during this time, while sharing info on how to access their stores/businesses during the construction period.

» Amazon paid anti-union consultants in Central Florida hundreds of thousands of dollars in 2023

The Seattle-based retail giant Amazon paid anti-union consultants in Central Florida hundreds of thousands of dollars last year to convince their workers to stay union-free. Only one Amazon facility in the U.S. — a warehouse in Staten Island — has unionized so far. Mandatory financial disclosure reports filed with the U.S. labor department show one of the consultants Amazon hired to crush that effort is based in St. Pete, and has made nearly $300,000 over the last couple of years for the job. Employers and the labor consultants they hire are required to file financial disclosure reports with the feds when they hire a third party to “persuade” employees not to form or join a union — generally, through presentations to workers (known as captive audience meetings) where consultants share anti-union viewpoints, sometimes including misleading or false information about unions. In addition to the St. Pete union-buster, several consultants based in the Greater Orlando area also did anti-union persuading for Amazon last year — including a subcontractor whose firm listed a fake Orlando address for him in their report to the federal government. Consultants are generally paid upward of $400 per hour to crush organizing efforts.

» Dining workers at Rollins College will get a rerun union election

Dining workers at Winter Park’s affluent Rollins College will get a second union election, following allegations of union-busting during the initial organizing campaign last year. The regional director for the National Labor Relations Board ordered the new election earlier this month, citing the employer’s failure to provide certain information to the union ahead of the election, as required. Workers in the college’s dining halls, employed by contractor Sodexo, first began organizing with the hospitality union Unite Here Local 362 in 2022. They officially filed a petition with the federal labor board for a union election last April. After waiting months for an election date, in part stalled by a hearing over alleged violations of federal labor law by Sodexo, workers in the college’s

cafeterias and cafes narrowly voted against unionizing November in a 39-33 vote. Unite Here challenged the results shortly after, filing a series of objections to the election, alleging Sodexo violated workers’ union rights under federal law and other election-related rules. The regional director agreed with at least one of those objections and has ordered that another election be held at a date that is yet to be determined.

» Gov. DeSantis signs bill banning local heat safety and wage laws

Florida Gov. Ron DeSantis last week quietly signed into law one of the business lobby’s top priorities this year, preempting local governments from passing laws on workplace heat safety measures to protect outdoor workers from heat exhaustion. The bill, HB 433, also preempts the regulation of employer scheduling practices to the state, and — effective Sept. 30, 2026 — will strip local “living wage” laws passed in some Florida cities and counties that require their contractors to pay employees a wage that’s higher than the state’s minimum. An earlier version of the bill would have preempted all local mandates affecting conditions of employment (a vaguely described category that some Democrats worried would affect anti-discrimination policies). DeSantis signed the bill in its final version last Thursday night, after business hours, with no statement or fanfare. Democrats, labor and social advocacy groups criticized the move. Orlando Sen. Victor Torres (D) said in a statement, “This bill is an attack on our outdoor workers — the rent is too damn high and the sun is too damn hot!” The bill was backed by, and partially written by, the deep-pocketed Florida Chamber of Commerce, plus other industry trade groups representing thousands of employers across the state — some of which have, in the past, also lobbied against proposed increases to Florida’s minimum wage and other pro-worker policies.

With the Supreme Court approval of ballot proposal Amendment 3, Florida voters will decide in November whether to join 24 other states in legalizing recreational weed use

Adivided Florida Supreme Court has approved placing on the November ballot a proposed constitutional amendment aimed at allowing recreational use of marijuana. The court heard arguments on the proposal in November but did not issue a ruling until the April 1 constitutional deadline for justices to act.

Trulieve, the state’s largest medical-marijuana company, spent more than $40 million on the effort to get the proposed constitutional amendment before voters, in part by heavily backing Smart & Safe Florida, the political committee sponsoring the recreational-marijuana proposal. Trulieve contributed all but $124.58 of the $40,050,124.58 collected by Smart & Safe Florida. The committee met a requirement for submitting nearly 900,000 petition signatures to place the initiative on the ballot.

Attorney General Ashley Moody’s office urged the court to reject the measure, arguing it would be misleading to voters and was not limited to a single subject as required by Florida law. But the 5-2 decision, authored by Justice Jamie Grosshans, found that the proposal met the requirements under the court’s limited review.

“Our role is narrow — we assess only whether the amendment conforms to the constitutionally mandated single-subject requirement, whether the ballot summary meets the statutory standard for clarity, and whether the amendment is facially invalid under the federal Constitution. In light of those limited considerations, we approve the proposed amendment for placement on the ballot,” Grosshans wrote.

The ruling drew immediate praise from marijuana companies and cannabis proponents.

“We are thankful that the court has correctly ruled the ballot initiative and summary language meets the standards for single subject and clarity. We look forward to supporting this campaign as it heads to the ballot this fall,” Trulieve CEO Kim Rivers said.

The majority opinion rejected Moody’s argument that the proposal violated the single-subject requirement because it would both decriminalize and commercialize recreational marijuana.

But Justices Meredith Sasso and Renatha Francis sharply disagreed with the majority opinion, writing in separate dissents that the proposal failed to meet requirements.

Sasso, who was appointed by DeSantis last year, said the amendment violated the single-subject requirement and is misleading because it

would allow the state’s medical-marijuana operators to participate in the recreational market. The state also could authorize other sellers, under the amendment.

“Instead, and as the full text of the initiative provides, there is an intervening step that may never materialize: the Legislature must decide to provide for the licensure of ‘other’ entities first,” Sasso wrote.

Sasso also argued that the part of the amendment saying it would allow adults to use marijuana is “false” because marijuana remains illegal under federal law.

“A state has no power to authorize its residents to participate in conduct that would constitute a federal crime,” she wrote.

Francis, who was appointed by DeSantis in 2022, went further, saying that the court should draw a narrower line around the single-subject requirement than it has in the past.

“As it relates to this case, personal use and commercialization of marijuana aren’t even two sides of the same coin. If the matters directly connected to the ‘subjects’ are different, it’s plain to me that the subjects themselves are different,” Francis wrote. “At bottom, using marijuana as an individual and growing it for commercial sale and consumption implicate different criminal and regulatory schemes.”

Francis also warned against allowing the recreational-marijuana proposal to advance.

“Aren’t we incentivizing citizen groups to generalize their topics to such a degree they will always evade the single-subject limitation?” she posited.

In a concurring opinion, Grosshans acknowledged that the court’s precedents on the single-subject issues may have been “erratic.”

“Though greater consistency is a laudable goal, I do not think that adopting a more restrictive approach guarantees achievement of that goal, especially when broad terms still exist under her formulation of the test,” she wrote.

The proposal will appear on the November ballot eight years after Florida voters approved an amendment broadly authorizing medical marijuana, and as the state’s medical cannabis industry continues to flourish. Nearly 900,000 patients currently are eligible for medical marijuana, and the number continues to climb.

The recreational proposal will require support from 60 percent of voters to pass.

As reported by Michael Moline in the Florida Phoenix, the 60% approval by voters may not be easy to achieve. A Florida Chamber of Commerce

poll released in January found that 57% of Florida voters support legalizing recreational cannabis, which wouldn’t pass. However, a University of North Florida survey conducted in November 2023 showed 67% support for the proposal.

House Speaker Paul Renner, R-Palm Coast, said the issue will be “up to the voters”but isn’t needed.

“But the problem with some of these constitutional amendments is, it’s all rainbows and unicorns because it’s drafted by proponents. Which, in the case of both abortion and marijuana, it looks innocuous, but then you start asking yourself, well, can you smoke on a child’s playground, can you smoke in an elevator? Things that we’ve restricted when cigarettes are concerned,” Renner told reporters Monday afternoon. “And again, the marijuana amendment is overly broad, to serve the self-interest of those who are going to grow it and make billions and billions of dollars off of it.”

Smart & Safe Florida pointed out that the proposal would allow the state to regulate how, when and where marijuana can be used in public places. The measure also says, “Nothing in this amendment prohibits the Legislature from enacting laws that are consistent with this amendment.”

There’s no question that the companies who currently hold medical marijuana licenses are going to be among the leading cheerleaders for the amendment to get passed in November.

Matt Darin, the CEO of Curaleaf, said in a press release that since his company received its vertical license in 2016 in Florida, it now has 61 retail locations around the state. “We expect legal cannabis

to effectively triple the size of the market in recent years, and are planning to open an additional 20-25 stores by the anticipated launch in June of 2025. This expanded capacity will allow us to be well positioned to serve a thriving adult use market, and to continue to support medical patients.”

Brady Cobb, CEO of medical-marijuana operator Sunburn Cannabis, called Monday’s ruling “a historic day” for the state.

“As the son of a convicted cannabis smuggler who operated in Florida, this ruling is personal for me and for so many other native Floridians who have felt the impacts of the war on the cannabis plant. Now, it’s time to get the Florida electorate educated on this important issue. I also want to thank the amendment sponsors for all of the hard work they put in to make this ruling a reality,” Cobb, a lawyer, said in a statement.

The Florida Chamber of Commerce, who filed a legal brief opposing the proposed amendment with the Florida Supreme Court, blasted the court’s ruling.

“While we respectfully disagree with the court’s decision, the Florida Chamber will continue fighting to protect our constitution from out of state and special interests trying to buy their way into Florida’s Constitution,” said Mark Wilson, president of the Chamber, in an emailed statement. [Editor’s note: That stated position casts a certain glare on the Chamber’s January poll, as mentioned above.]

Matthew Schweich, executive director of the Marijuana Policy Project, called the Florida recreational proposal “one of the most important cannabis legalization campaigns” in recent years.

“We have the opportunity to end the injustice of cannabis prohibition for over 22 million Americans,” Schweich said in a statement.

Currently, 24 states have legalized recreational marijuana use: Alaska, California, Washington, Oregon, Nevada, Colorado, Montana, Arizona, New Mexico, Minnesota, Missouri, Illinois, Michigan, Virginia, Ohio, Maryland, Delaware, New York, Vermont, Connecticut, New Jersey, Maine, Massachusetts and Rhode Island.

Ooh, that smell: Somebody get the gov a set of nose plugs

Gov. Ron DeSantis lashed out at proposed constitutional amendments that will appear on the November ballot days after the Florida Supreme Court signed off on the measures. One of the ballot initiatives would authorize recreational marijuana for people ages 21 and older.

The governor criticized the recreational marijuana measure, which will appear as Amendment 3 on the November ballot, calling it the “weed one” and saying it would go beyond decriminalizing marijuana.

“It’s basically a license to have it anywhere you want.

“So no time, place, and manner restrictions. This state will start to smell like marijuana in our cities and towns,” he said.

“Every part of Florida, not just South Florida, I see marijuana stores … but do we really need to do more? With that? Do we want to have more marijuana in our communities?

“I don’t think it’ll work out well,” DeSantis said. — The News Service of Florida

‘I think we’re all going to need a lot of cannabis to get through the next six months’

Sunburn Cannabis introduces ‘Bill’s Reserve,’ a new premium flower line named for the CEO’s notorious father

If I asked you to imagine where the world’s best weed is grown, you’d probably picture a high-tech greenhouse in Amsterdam, or perhaps a verdant farm in Northern California. But what if I told you that the country’s best cannabis might be grown just outside Orlando, within shouting distance of suburban neighborhoods?

Earlier this year, I was lucky enough to be one of Florida’s first medical marijuana patients to sample the debut drop of Sunburn Cannabis’ Orange Mintz, which marked the launch of their new “Bill’s Reserve” line of premium flower. A cross between Orange Push Pop and Animal Mints — with over 33 percent total active cannabinoids and nearly 2.5 percent terpenes — it was one of the prettiest and most potent nuggs I’ve ever purchased through Florida’s MMJ program (or anywhere else, for that matter).

Naturally, I was excited to visit this beautiful bud’s birthplace in Winter Garden, where Sunburn has completed its conversion of a former Knox nursery. Last month I got a VIP tour of Sunburn’s vast 29,000-square-foot facility from Charles Bailey, vice president of operations, and later interviewed owner Brady Cobb, to learn step-by-step what separates a jar of Bill’s Reserve from those baggies of stems and seeds you used to score behind the 7-Eleven.

GENETICS

Science class may have taught you that every plant starts as a seed, but almost everything grown at Sunburn begins as a carefully selected clone. “We grow the seeds up and find the most desirable plant from cannabinoid profile, yields, terpene profile, flavonoids,” explains Bailey. “We send it to testing, send it through our QA and R&D, and if it makes the team, then we go from clone after that, so it’s the exact same plant every time.”

Sunburn stands out for promoting the names of their breeders and growers, which Cobb compares to celebrity chefs or the way winemakers

are celebrated in the wine industry,“because they are true artisans; it’s a craft.”

Unlike some companies, Bailey says Sunburn isn’t shooting solely for sky-high THC scores. “THC is important for sure, but that’s like the engine in the car, and then the terpenes are like the steering wheel. Sativa, indica, hybrid; all that stuff’s bullshit. It’s really how the terpenes affect your own endocannabinoid system. … THC gives you the psychoactive effects, but the terpenes drive what that experience is going to be like for you.”

HARVESTING

After a 56-day flowering cycle, and another eight weeks or so growing under a precise mix of natural and supplemental lighting on a carefully monitored diet of nutrient fluid and CO2, the plants are ready to be plucked. For Bill’s Reserve, Bailey says,“We only take the head and shoulders, the most desirable colas [at the top of the plant], and we also always harvest with the branch intact hang-dry.” Rather than cutting and carrying the cannabis to the trimming room, losing precious trichomes along the way, Sunburn uses huge rolling benches to slide the entire crop over to its next stop.

TRIMMING

All of Sunburn’s bud is trimmed by hand, because (as Cobb says) “You can’t tell your growers you want to grow the best and then throw it through a meat grinder.” A separate team of specially trained trimmers is dedicated to snipping Bill’s Reserve, and Bailey says the bud never gets touched by hands.

“It’s called ‘lollipop’: They hold the stem, trim the flower, and pluck the flower.” Cobb calls the trim team “our last set of eyes and ears” looking for flaws like larf or bud burn.

CURING

All of Sunburn’s flower next spends weeks in

a humidity- and temperature-controlled environment for a two-stage curing process. “We do it slow in here, whereas a lot of companies will dry it as fast as possible to get it out. That ruins a labor of love, the cultivation,” says Bailey, adding that Bill’s Reserve gets an extra-long slower second cure after trimming: “That one is ready when it’s ready.”

PACKAGING

Instead of their usual burp bags, Bill’s Reserve is packed by a special team into white glass jars emblazoned with the orange and black Sunburn logo, and is delivered to dispensaries in air-conditioned vans. “It’s got a seal around the lid,” says Bailey, “so as long as I keep that jar sealed, the patient’s going to have the same experience as we’ve had.”

Of course, the Sunburn team has to continually sample their products for quality control. “It’s not only about trying the new stuff; it’s about pulling QA random samples throughout the batch, pulling an older sample,” says Bailey. But don’t imagine a free-for-all ganja buffet. All employees must go through the same state registry as patients and properly dispense their testing materials (usually in single grams).“The Office of Medical Marijuana Use has us under a magnifying glass, as they should.”

Finally, Cobb says that everything about Sunburn, but especially Bill’s Reserve, is about honoring both his late father, a notorious 1970s drug smuggler in South Florida for whom the brand is named, and the Sunshine State itself.

“Everyone kind of focuses on California as being, you know, the epicenter of cannabis, [but] Florida has its own unique history with cannabis,” says Cobb. “It’s all to pay homage to my father and a lot of people like him that took a chance on the plant in Florida before it was legal.”

For now, you have to have a state medical marijuana card to enjoy Bill’s Reserve, but that may change if 60 percent of voters support the recently approved recreational use amendment in November. While Cobb correctly predicted that the measure would make it on the ballot, calling it “an amazing accomplishment,” he also says “I don’t think we’ve seen what the real work looks like yet, until we get to that process. It’s going to be a heavy lift.”

He also thinks proposed THC percentage caps are “a bit ridiculous” and unlikely to pass, but as a “free market libertarian-minded person” he’s ambivalent about bans on hemp derivatives, which — until the Legislature’s passage of SB 1698 in March — were being freely sold in Florida. That could change if DeSantis signs it.

“You have 9,600 smoke shops around the state of Florida that have signs out in front of their store [advertising THC], which I would argue are incredibly misleading. … That’s not helping what we’re trying to do from a destigmatizing standpoint [and] from a consumer safety standpoint.”

No matter which side of the aisle you’re on, Cobb’s final words ring true on this final 4/20 before the contentious upcoming election: “I think we’re all going to need a lot of cannabis to get through the next six months.”

‘Just throw out the baby with the bathwater’

CBD wellness advocate Paige Figi helped get the 2018 Farm Bill descheduling hemp passed. Now her years of work may be delegitimized by state laws like Florida’s SB 1698, which aims to ban hemp-derived products

Florida legislators this year passed a controversial bill targeting hemp products that opponents say will limit access to CBD. Senate Bill 1698 will increase regulation of hemp-derived products and ban delta-8 products, which can currently legally be purchased at convenience stores, gas stations and the like. The goal of the bill, according to supporters, is to protect kids from dangerous drugs, as is often the stated aim when punitive drug policy is involved.

Opponents of the bill, however, including the nonprofit Coalition for Access Now, also say that the bill as it’s currently written would restrict access to full-spectrum CBD. Whereas delta-8 is a synthetic product that can produce mild euphoric effects, CBD (short for cannabidiol) is an oil derived from hemp extract that doesn’t get you high, but can be helpful for certain conditions like seizures, anxiety and insomnia. Some people give CBD to pets to calm them down or use it to treat conditions like arthritis. It is also being studied as a potential treatment for opioid use disorder.

Unlike marijuana, hemp is federally legal, and has been since 2018. Under the federal 2018 Farm Bill, hemp and derivatives of hemp were removed from the definition of “marijuana” under federal law, due to their very low concentrations of THC, the psychoactive ingredient in marijuana that causes a high. Florida voters this November will get to decide at the ballot box whether to legalize marijuana for recreational use; they approved an initiative to legalize medical marijuana in 2016.

Critics of this hemp-focused bill have accused Big Cannabis (i.e., marijuana dispensary chains) of being the driving force behind this new bill, framing it as an effort to get rid of their competition, leaving Floridians who benefit from CBD as collateral damage. As Rep. Hillary Cassel (D-Dania Beach) said during a floor debate, the dispensaries could continue to sell the same products deemed illegal under the hemp bill.

“Let’s be very clear. This drug will still be available, and it will still be sold in Florida,” Cassel said. “If this product is so bad you wanna ban it, then ban it. But that’s not what we’re doing. We’re choosing which doors you buy from.”

OW: Your advocacy today is borne from personal experience. Can you tell our readers about your family’s experience with CBD?

Paige Figi: I eat, sleep, breathe CBD. I’ve been doing this for 14 years. I don’t work in the cannabis space and the recreational [drug] space, just so we’re clear. So I guess I describe myself as, well, I’m the mother of Charlotte, who sort of started the whole category unintentionally way back in 2010.

I’m a consumer advocate for the basic American consumer, the millions of Americans that now use this [CBD], but my journey started when it was my daughter’s only medical option for her epilepsy. I had a 4-year-old, end-of-life child with no other medical options. So, everyone with a rare disease, when you reach the end of the pharmaceutical road, you know, it’s sort of … that trajectory is pretty familiar to anyone who’s had to travel down that path. You run out of options, there’s nothing left, and it’s kind of tragic. And it’s terrifying.

I was contacting researchers from other countries in Israel, Brazil and France, and they were in the Phase II trials on rodents. I was just looking at, what’s the next seizure drug to come out? Charlotte, my daughter probably isn’t going to live long enough to see that, but I was still just curious.

She was in home hospice. I was feeding her through a port in her stomach. She was on oxygen 24 hours a day, in a wheelchair, and she was unconscious for most of the day. She would just seize — 350 seizures a week. We were told not to come back to the ER, there was nothing left to give her. So we were just watching her die. We were counting the days.

The House voted 64-48 to pass the bill, while the Senate unanimously supported it. It has not yet been signed into law by Florida Gov. Ron DeSantis. Orlando Weekly interviewed one of the most vocal opponents of SB 1698, Paige Figi, a CBD advocate in Colorado and founder of Coalition for Access Now. She has called on DeSantis to veto the bill.

Figi’s daughter Charlotte suffered severe and debilitating seizures as a young child. Her initial usage of CBD as an anti-seizure treatment changed her life. Charlotte became the inspiration behind early laws to legalize CBD back when it was still classified as a Schedule I drug, including a 2014 law in Florida that legalized CBD possession. Unfortunately, Figi’s daughter Charlotte passed away in 2020 at the age of 13.

We caught up with Figi for this year’s 420 Issue to discuss her advocacy and her concerns about the Florida bill that could restrict access to CBD for those who might stand to benefit from it most.

This interview has been edited for length and clarity.

When I gave her that first dose … this was a very measured, metered dose. I was very particular about how it was done. I had very rigid criteria, just like every other drug she had tried. She wasn’t inhaling this. She wasn’t even awake or conscious. From her first dose, she went seven days seizure-free. She didn’t have a single seizure for seven days.

The first thing, I saw her open her eyes. She started breathing off of the oxygen. She started making eye contact, she started swallowing. She started drinking water and eating on her own. She came off all of her seizure drugs. She never took another pharmaceutical from her first dose of CBD. She never went to the hospital from that first dose of CBD. It was astounding.

What was her medical team’s response at the time? Were they supportive of this kind of experimental treatment?

That’s a great question. I expected them to be jumping for joy. I thought they’d be, you know, high-fiving me.

But they were not thrilled. That was really eye-opening for me and surprising. I really expected them like, naively, to write it all down and [ask] what did you do, and what is the dose? And what is the milligrams? And they could not

care less what I was giving her, because it didn’t come from that traditional, patented pharmaceutical lane. They didn’t want to hear anything about that.

These policies in Florida are ostensibly meant to protect kids from what politicians say they see as dangerous substances. But in some cases, they actually limit access to CBD, which as of 2018 has been widely available throughout the country. What’s left to do at the federal level, and now at the state level?

We, the coalition, wrote the first federal bill to do two things: We needed to legalize CBD. It needs to be descheduled. A Schedule I substance — this is obviously a mistake. [CBD] shouldn’t be lumped in with marijuana. This is its own separate thing. Hemp should be descheduled, completely removed from the Controlled Substances Act.

And then the second part of all those early bills, and what I’m still working on today 14 years later, is it needs to be regulated. So CBD was descheduled in 2018 and legalized, and it created access. It’s legal in 50 states and it was legal federally, but they never got that second part, that teeny little last mile done in the Farm Bill in 2018. And that’s regulation as a dietary supplement by the FDA.

We’re almost there. Coming up on six years from the Farm Bill, what you’re seeing happen is CBD is becoming collateral damage. Like, CBD as a wellness product, I’ll say, or the intended use of CBD, is now collateral damage as states are dealing with this loophole in that hastily written Farm Bill allowing for delta-8, delta-10 — intoxicating, man-made, chemically laden products. It’s a legal way — a cheap, legal way in states that don’t have a recreational law — to get high, to get intoxicated. Florida came up and said this, and [SB 1698] is under the guise of trying to fix the state of delta-8 and delta-10, etc., that come from hemp. What they did was also just throw out the baby with the bathwater and completely get rid of the CBD wellness products.

These are hastily written bills. So, in order to get rid of delta-8 and 10, they’re just writing them so fast that they’re getting rid of everything. There’s no health or medical or danger with CBD wellness products, but these initiatives, state by state, are being funded by cannabis. So, cannabis isn’t doing so well financially, and they don’t want to compete with delta-8 and 10. They don’t want to compete with CBD. The only people who want CBD out of Florida or back in a dispensary are people who own dispensaries.

I’m just trying to go back to Florida and say, there is a way to do this. We all support your concern and we support the meaning behind these anti delta-8 bills — but there’s a better way to do this. And what SB 1698 also did, one unintended consequence of a poorly written piece of legislation, is legalize 5 milligrams of THC in a serving. Or, what it will do if Gov. DeSantis signs it.

Yes, you could spend your 4/20 at home, partaking and zoning out to Wizard of Oz synced to Dark Side of the Moon or whatever strikes your fancy, but given that April 20 is a Saturday this year maybe hit the town and take your chances lighting up in public. You’ll be sure to find kindred spirits at concerts, so here’s a rundown of four possibly very 420-friendly shows on the big day that are sure to have you blissfully nodding your head along to the music. Wait, what were we talking about again?

Reggae Day at Boxi Park

Noon, Boxi Park, 6877 Tavistock Lakes Blvd., $20-$25.

Reggae and 4/20 go hand in hand. Especially if both of those hands are rolling a doobie. But seriously, marijuana and reggae have a longstanding harmonious relationship, far predating even the immortal lyric from Bob Marley’s 1971 record Kaya where he sings “I’m so high, I even touch the sky.” The second annual Reggae Day at Boxi Park sees Lake Nona mellowing out and getting into the 420 spirit in earnest. The mini-fest is headlined by Jemere Morgan, grandson of reggae legend Denroy Morgan. Morgan formerly fronted New York City reggae act the Black Eagles, but now he’s a solo artist performing and recording both covers and original music. Plus, Orlando locals Shamanic Rootz will bring the infectious energy and good vibes. Shamanic Rootz have established a devoted fanbase locally and internationally due to their impassioned lyrics and devotion to reggae music. Rik Jam, Dal-Wayne, King Tappa, NostalJah, EarthKry, and Jah Sun fill out the bill ably. The music won’t stop until

midnight, with DJ Crossfire and DJ RED spinning between bands.

420 Fest

4:20 p.m. (cough), West End Trading Co., 202 S. Sanford Ave., Sanford, free.

West End’s first-ever 420 Fest is a free street party and celebration of 420 with a lineup of reggae bands starting at — but of course — 4:20 p.m. This fest is hosted by actor Greg Runge, from The Cops Did It or Extinction Level Event.

The lineup features familiar Florida faves The Intracoastals, Oklahoma Stackhouse, Smyrna Erb, Inity Rebel Music, Neverless, Vibes Farm and Root Sea. Guests can grab a famous Sunshine State Bomb at the West End and take in the sights of West End Live and the Wild Wild West End, then do it all again — no one’s judging if you’ve forgotten which spots you’ve hit. Keep the good vibes rolling at the new weed-themed concept The Joint at West End (see our review on page 23) and try their new pre-roll wraps, blazed wings, dope sliders and more. Festivalgoers can also take the high road over to get a medical card exam from Cannabis Card Orlando. An outdoor party means it’s that much easier to light up outside, and the clouds of smoke no doubt billowing from the stage will provide much-needed cover. Sounds dope!

Stoned Mary

6 p.m., Conduit, 6700 Aloma Ave., Winter Park, $15-$20.

To quote William Shakespeare, what’s in a name? Well, plenty, if you happen to have the word “stoned” in your moniker and are playing

Orlando on April 20, when these Tampa rockers play a live and loud bill of Central Florida acts that lean toward the heavier side at Conduit. Despite the name, Stoned Mary are neither a stoner-rock band nor a jam band. Instead, they whip up a hooky storm of Paramore-esque serrated pop grooves, which … you know what? You’re already in the door, you’re feeling suddenly very agreeable, so you might as well stay. Also appearing on the bill are Burial Joy, Nailwound, Fiends, Werewolves and NOT, who may or may not kill that buzz. You can’t smoke inside Conduit, but you might be able to furtively light up in the smoking area out front. (That’s on you, space cowboy. Security might want a word.) Post-show or between sets, the nearby two-fer of Subway and Fratello’s should ease any and all cases of the munchies, regardless of palates.

Flagman

7 p.m., Will’s Pub, 1042 N. Mills Ave., $15 Orlando freakout rockers Flagman evoke the unhinged musical adventurism of Primus, Faith No More and Tool — and you’d best believe those FFOs are music to any dual stoner/music head’s ears. If you’d like to stick around the Mills 50 area and have your psyche duly fried, this locals-heavy show is the move on Saturday. Also appearing on the bill are Elders, Space Corolla, Cloutchasr and Sky Navy. You can take your chances in the Dirty Laundry patio out back, but we’re not suggesting anything. (Though Big Tree Park at night seems like a gorgeous spot to … stargaze.) Tako Cheena being close at hand should provide you with any munchie-related sustenance you need.

WAITING TO INHALE

The Joint kept us chilling for a long time before they served up some munchies

“Rasclaat, bomboclaat, everyone waiting for they food!” spews the cook inside the small kitchen in the corner of the West End Trading Co. when I inquire about my order. The joint, with a joint-wielding sneakerhead chicken as its brand mascot, is appropriately called The Joint, and it’s a joint venture between the folks behind Hollerbach’s German Restaurant and the nearly two decadesold dive bar.

The cook, it turns out, is, well, in the weeds. He’s solo in the kitchen and online orders and more from the counter kiosk keep flooding in. His reaction has me retreating back into the bar with my friends, who are pretty sedate considering we’ve been waiting 40 minutes for our munchies. A pre-lunch pot stop at Cookies appears to be keeping them in a chill state of mind, so we occupy our time as best we can — playing darts in the gaming area of the bar and chuffing back some fat darts outside. Another 40 minutes goes by and we finally get our food — a total wait of an hour and 20 minutes for some wings and things.

Evidently, the ridiculously long wait is an anomaly. “I’ve never stood here for more than

10 minutes,” says a confused regular. “There’s usually two people back there,” says another. An Uber Eats driver even offers to go back in the kitchen to help out but, ultimately, leaves amid a canceled order.

I feel for them, but it doesn’t slow me down from digging into two sauced varieties of “cosmic” wings. The first is slicked in a finger-licking mango-habañero ($10 for eight) that does its part to smokescreen the memory of the inordinate wait time. The second, called the “Smiling Bison” ($11 for eight), evokes memories of chef (and Buffalo native) Josh Oakley, who made the Smiling Bison one of the most popular restaurants in Sanford. Naturally, the wings are shellacked in a Buffalo sauce infused with CBD. “Flavors that hit,” or so says The Joint’s spliff-sporting rooster, and we’re feeling the flow.

There’s a wackass mural of some blitzed Florida wildlife on one of the bar’s walls. It held my gaze for a while and I felt myself getting tense. The bulging eye of the paranoid-looking red snapper was starting to freak me the F out, so I took to inhaling my Pineapple Express ($10), a quarter-pound hot dog sticky-ickyed with pineapple-teriyaki

sauce and a mango-habañero slaw. It came with tater tots I initially dismissed as not being crispy enough, but these generously salted spud buds grew on me. Maybe because our order of Cheech’s Moonrock Nuggs ($13) — golden-fried nuggets tossed in Crazy Hector’s CBD Hot Honey and Flamin’ Hot Cheetos — never materialized. And I wasn’t about to harsh my mellow by storming up to the counter to be like Dude, where’s my nuggs? Oh hell no. Besides, we had more to eat.

Hollerbach’s spicy pretzel bites ($8), tossed in a spice blend and served with cheese, weren’t halfbaked in the least. And Zouain’s Chopped Cheese ($13), named after DJ Zouain — who doubles as The Joint’s, and Hollerbach’s, content producer — is a sandwich strain of the highest order: Wagyu (not Japanese) beef chopped with spicy peppers and onions and served on a brioche roll with lettuce, tomato, mayo and ketchup. It comes with onion rings, which I didn’t care for at all, but that sandwich encompassed all the NYC bodega vibes. It’s clear to me why The Joint has proven popular among Sanfordites — they know how to cure the munchies right. I even paid for a Little Debbie Cosmic Brownie ($1.50) to eat later, but when I looked in the takeout bag when I got home, it was nowhere to be found. I have no clue where it went. It was there one minute, and the next — POOF! — up in smoke.

Bros — This Hebrew-language series about soccer-loving friends who find themselves at twin personal crossroads was assembled in the shadow of looming crackdowns on media content by Israel’s Netanyahu government. Gee, it’s no wonder Hamas could just waltz on in if everybody’s eyes were glued to The Real Housewives of Tel Aviv. (Netflix)

Conan O’Brien Must Go — Fulfilling a longstanding promise, Conan expands his podcast into a series that has him interacting with some of his most ardent fans from around the globe. The most commonly heard icebreaker: “It’s wonderful to see you’re feeling better, Mr. Leno.” (Max)

Vaporwave visionary George Clanton slides into Orlando on 4/20

In the early 2010s, a sense of yearning for the recent past captured the attention of Internet users worldwide. The retro revival set its sights and sounds on the 1980s and ’90s, rebooting the decades’ aesthetics for an online generation.

Soundtracking this revival was a new style of lo-fi electronic music seemingly made in — and for — the moment. Known among the cognoscenti as “vaporwave,” the nostalgia-based subgenre emerged with a one-two punch of audio and art primed for virtual virality. The scene was a familiar one, even if you’d only seen it on Tumblr: Greek sculptures on grids going nowhere, a neon sunset foreshadowing the warm pop waiting inside.

Something about that nameless nostalgia appealed to George Clanton, a Virginia-based artist whose penchant for the past manifested in a solo pop project called Mirror Kisses. Named after an Echo and the Bunnymen lyric, the project was intended to be “a spoof on ’80s music” for Clanton to share with his friends.

“The first Mirror Kisses album — that I’ve since erased from the Internet — was me making what I thought was a Human League record,” Clanton says. But when “everyone pretty much agreed [it] was way better than everything else [he] had done,” Clanton began taking the project more seriously.“Instead of making jokey style music like I did in the beginning,” he says, “I started getting interested in integrating more of my personal life and artistic best.”

After releasing a pair of Mirror Kisses albums

— Bad Dreams (2012) and Heartbeats (2013)

— Clanton participated anonymously in the vaporwave scene under the moniker ESPRIT 空 想 (Chinese for “fantasy”). Much to his surprise, the effort was “a huge success, at least in the vaporwave sphere,” that paved the way for future trips into the past.

While simultaneously working on the next Mirror Kisses album, Clanton realized the project’s name no longer fit: “The music had become so serious and personal,” he says, “and I got sick of

telling people the name of my band was Mirror Kisses.”So he went back to the basics.“I felt like this was my big opportunity to change my band name to George Clanton. I knew I wouldn’t get sick of it.”

The change did him good. In 2015, Clanton released 100% Electronica — the first album under his own name — on his own independent record label, 100% Electronica (co-founded by Clanton and then-girlfriend/now-wife Neggy Gemmy, née Lindsey French). Initially formed to release Clanton and French’s music, the label broke new musical ground by releasing the first-ever vaporwave vinyl record, ESPRIT 空 想’s Girls Only 7-inch EP.

Hot on the heels of the albums’success, Clanton took the wax wave worldwide. “There were a lot of artists I really loved that did not have vinyl,” he says of his desire to start the label. One of those artists was the Australian duo S U R F I N G, whose vaporwave classic Deep Fantasy was the first 100% Electronica album not released by Clanton or French.

Whether he’s running the label, working on his own projects, or coordinating an upcoming tour, Clanton says,“It’s always been driven by music, all of my passions in life.”And when it comes to music, he always turns it up to 11: “To me, the music just doesn’t sound right unless it’s super loud.”

Perhaps a relic of his younger punk days, Clanton’s love for loudness often shocks fans expecting his live show to be a calming experience. “A lot of people — and they’re not wrong for this — listen to my music to chill out to,” he says, adding that “isn’t [his] intention, generally speaking.” For Clanton, the louder the music, the better. “Whichever is the loudest show on stage ends up being my favorite for the tour,” he says.“It can never be loud enough.”

Even from his first solo releases in 2021, it was clear from the start that Lake County musician C.B. Carlyle was going for something different, something bigger. His strikingly moody songs and production exuded high concept and wove a Southern gothic spell that was hauntingly cinematic. That vision has only taken on more dimension and depth since blossoming into a band project.

After years of mostly singles, C.B. Carlyle & the Desert Angels have just released The Howling EP, a six-song suite that marks both their most extensive collection to date and a distinct new chapter in their sound. Carlyle and company first blazed their young trail with cowboy-noir sounds that evoked the badlands of the Old West. As teased by some of their more recent singles, and now outright with this new batch, the band has taken a turn that embraces and channels their native swamp terroir.

Also notable is that The Howling is the Angels’ most storming charge to date with a burlier, hairier blues-rock sound that conjures the same magic that Black Rebel Motorcycle Club did when they discovered roots music.

Across most of the record, on tracks like “Roadrunner (pt. 1),” “Roadrunner (pt. 2),” “The Howling” and “Good Was Ages Ago,” they ride hard on thundering grooves like apocalyptic horsemen. But even the two quieter numbers are still thick with the Angels’ trademark atmosphere and style.

Almost the entirety of this lush EP was recorded locally at Valencia College. The sole exception is “Sweet,” which is a practical field recording where Carlyle sang into a laptop mic while camping in the Smoky Mountains.

While The Howling marks a shift in sound, it’s a furtherance of the dark mystique that’s always been at the heart of C.B. Carlyle & the Desert Angels’ obsession. It’s a record that’s a testament to the band’s budding versatility and a reminder that no one around here is rendering the American roots with as much theater and aesthetic as they are. The Howling now streams everywhere.

Rodrigo y Gabriela, Okan: Even when rocking it acoustically as they’ve done for most of their storied career, acclaimed Mexican guitar duo Rodrigo y Gabriela are always pure electricity on stage. Their flamenco-nuevo stylings take traditional guitar technique and mainline it with hot young blood and forward sensibilities. For nearly a quarter-century now, they’ve been slinging Spanish guitar virtuosity with the fireworks of heavy metal in a brilliant collision of soul

and style. As stirring as it is on record, though, live is where it truly stuns. Come be dazzled by one of the most instrumentally dynamic and charismatic duos alive. Zeta, The Caution Children, 0 Miles Per Hour, Letters to Part, Breed: Ever since relocating to South Florida, Venezuelan post-hardcore supernovas Zeta have been turning heads and blowing minds with their dizzying storm of Latin flair, punk intensity and arty ambition. Even as they rise on the national scene, Orlando promoter Montgomery Drive makes sure they maintain honorary local status with their frequent in-town appearances. This time, they’re rolling deep and diverse with Jacksonville scream-gaze band The Caution Children and an Orlando bloc featuring fuzz punks 0 Miles Per Hour, Orlando emo post-rockers Letters to Part and metal brutes Breed. Sun Room: The notion of California as a state of mind has evolved a whole lot in the past century since it became part of the pop-cultural consciousness. But young SoCal band Sun Room bring it back to sun-kissed basics with rock & roll that taps classic good vibrations with a new gusto. Their music — a bouncy beach ball of surf, garage and punk that bobs like a fresh-faced FIDLAR — is every bit a product and personification of the Southern California spirit. The Space Station is back in the concert business for a night! And what a concert — a rare Florida sojourn from antifolk maestro and comic artist Je rey Lewis. Expect a top-shelf evening of o -kilter, frantic and a ecting songcraft, and improvisatory storytelling that is leagues beyond most artists’ stage banter. Except for Jonathan Richman, few do leftfield surrealist singer-songwriter wonderment as well as Lewis. (Also it’s utterly wild to think that Lewis has been at this DIY grind for around two decades.) Now in its 31st year, Earthday Birthday is a perennial fave for rockers in Florida, and it’s returning to the Fairgrounds on Saturday. The event, steered by Orlando FM rock station WJRR, features a lineup of nearly a dozen metal and hard-rock bands. A highlight of the day will be a performance by power-metal act Fozzy, fronted by wrestler Chris Jericho. Popular South African rock band Seether, known for heavy hits “Gasoline” and “Fine Again,” also play the festival; another can’t-miss proposition is Asking Alexandria, a rock band touring behind their newest album Where Do We Go From Here? And while we’re giving out tips, don’t sleep on Dayseeker, a post-hardcore band from California, with a live set drawing from five albums and singles like “Sleeptalk” and “Starving To Be Empty.” Other acts include Ayron Jones, Tim Montana, Austin Meade, Soil,

Put on by the same students of the game who organized the Championship Wrestling from Florida fanfests, Glory Days is a level-up: bigger venue, more big-name guests, more special programming. The main attraction is an afternoon of signings and meet-and-greets featuring a bunch of certified wrestling legends including Stan “The Lariat” Hansen (a coup, frankly), One Man Gang, Missy Hyatt, Bobby Fulton, Matt Riddle, D-von Dudley, Florida punk wrestler Mad Maxine, Tommy Fulton, Ivelisse, Abdullah the Butcher, Jack Victory, Ron Simmons and many more.
