Fire Training Facility Near Cincinnati Elementary School Draws Scrutiny

But the Cincinnati Fire Department says it is making some changes

ess than 700 feet from Millvale’s Ethel M. Taylor Academy, a Cincinnati public elementary school, bombs have been going off and a building is often on fire.

Don’t call emergency responders. They already know.

For years, the Cincinnati Fire Department has been setting cars and a speciallydesigned $3 million building alight to train fire recruits at 1898 Millcreek Road. CFD also performs bomb training and explosives disposal in a special facility there.

Lately, some residents of Millvale and nearby communities — especially those with children at Ethel M. Taylor — have complained about the noise, smoke and potential health and environmental impacts associated with the site. In addition to the school, a Cincinnati Recreation Center and a daycare are nearby.

Residents’ worries are just the latest in a long line of concerns with pollution and air quality in the low-income, predominantly African-American communities nestled next to the one-time industrial corridor along Beekman Street and the Mill Creek.

CFD says it is listening and working to mitigate problems — but a complete fix may take a long-term effort.

At a recent public meeting in neighboring South Cumminsville, CFD Chief Roy Winston pledged to stop bomb detonation during school hours and said the department alerts the schools when fires are burning. That, Winston says, triggers the school to close its vents and recirculate air

instead of letting it in from the outside.

But that won’t solve all the problems, some residents say.

“My son goes to Ethel Taylor, and I’ve heard a lot about how he’s scared because he hears bombs,” Millvale resident Trista Davis says. “And it’s hot inside when the air isn’t circulating. Teachers want to open windows. Some children have asthma.

All that is going on during the school day.

How do we tell the children in the school that they can’t do their regular activities because the fire department is burning materials?”

Students recently wrote letters to Winston and other officials about the smoke and detonations.

One student, whose parents asked that he not be named, said he was glad the explosions would stop during school hours.

“I can hear the bombs go off,” he said.

“Not all the time, but I do hear them sometimes.”

The smoke is an issue, too, the student said, recounting times that teachers sprayed air freshening products to mask the scent and avoided opening windows on burn days.

“There are multiple times when I’ve gone down Beekman and you can see kids

outside at recess while the fire department is doing a burning and you can see the whole smokestack going up,” South Cumminsville resident Iyah Brown said. “Until really recently, there was no signage there.

There is still no fence, nothing stopping any kid from walking in and playing in there.”

CityBeat has reached out to Cincinnati Public Schools to find out if teachers have made complaints about the facility and to get comment from the district.

The department has had a training facility near the current site since 1954, but in 2010 built its new facility about 40 yards closer to Fricke Road, the street the school is on.

There are a number of reasons the training and bomb mitigation activities at the site may have become more of a nuisance in recent years, Winston says.

For one, requirements for firefighter training have doubled since Winston went through training in the 1980s. It used to be that firefighters needed just 14 weeks of training. Now, they need 28 weeks.

That’s a double-edged sword, Winston says. It means better-trained firefighters, but also more time needed for training with real fire and real explosives at the Millcreek Road site.

In 2017 and 2018, there was even more training occurring there due to a $1.3 million federal grant CFD received for professional development opportunities for the department’s current firefighters.

Added to all that, Winston says, outside agencies also use the site for training. The chief says the department is looking into halting that practice, however.

“The easiest thing we can do is limit the outside agencies that use the site,” he said.

“We do get some revenue from that, but it’s not necessarily worth being a nuisance to the community.”

Moving bomb detonation to times after school hours was also a quick fix, Winston says, and the department is looking into handing off emergency destruction of especially unstable material — acids, pipe bombs and other hazardous items — to a site in Butler County.

But the fires and potential smoke they bring will be a tougher fix, he says.

“With the fires, we don’t have that same luxury (of moving to another time of day),” Winston says, “because we have to train for 28 weeks. I brought it up to my boss, the city manager… looking long term at some other sites. That will take some capital CONTINUES ON PAGE 10

How Much Progress is Cincinnati Making When it Comes to Pedestrian Safety?

Cincinnati has seen an alarming number of injuries and deaths from cars hitting pedestrians over the past few years.

Now, spurred by public outcry about those incidents, local officials say they’re rolling out big efforts to try and reach zero traffic fatalities.

It’s all part of an initiative birthed in Sweden called Vision Zero that has been deployed in U.S. cities like New York and Austin, and it boils down to a few key points: new leadership, increased traffic enforcement, infrastructure improvements, a sweeping plan to change the way the city approaches traffic safety and a proposed charter amendment that would allow police to use hand-held cameras to ticket speeders.

Officials said they hoped the multipronged approach would help prevent crashes like those that took the lives of Sarah Cole in Northside and Khloe Pitts in Avondale in 2016 and Gabby Rodriguez in Westwood in 2018. Rodriguez was one of 425 people in Cincinnati hit by cars last year, and one of seven who died in those incidents. Over the past five years, incidents in which cars have hit pedestrians have increased 50 percent.

Some efforts are already underway.

CPD stepped up enforcement last October in a number of speeding hot spots around the city, writing 773 citations, and a dedicated traffic unit increased

moving violation enforcement by almost 21 percent throughout the year. However, crashes still rose significantly last year.

Isaac said the city simply doesn’t have enough officers to enforce traffic the way it would like. But if voters approve an amendment to the city’s charter that Landsman is championing, CPD could use speeding cameras to automatically ticket drivers via their license plates.

Mackenzie Farmer Low is on Pleasant Ridge’s community council. She says the community is on board for the traffic cameras, but said that alone wouldn’t be enough.

“It’s not just speed,” she said. “It’s yielding to pedestrians, stop signs, running red lights. How will the police force not just lean on these cameras to be the sole answer for long-term change? Vision Zero is about changing the culture of driving in this city, and I really think that’s what residents want — for drivers to respect pedestrians.”

CPD’s Isaac agreed.

“Enforcement alone is not going to solve this issue for us,” Isaac said. “But we remain committed to enforcement efforts, including exploring some additional traffic control measures.”

Cue other efforts.

The Department of Transportation and Engineering (DOTE) has already approved 65 pedestrian safety improvement projects in about half the city’s neighborhoods that will start this summer, from new crosswalks and pedestrian signage, sometimes with lights, to larger improvements.

One coming city-wide initiative is an online, interactive map where users can both see and input data about dangerous traffic conditions and streets that aren’t ideal for pedestrians. That should go live in

the next few weeks.

Longer-term moves include tapping DOTE veteran McVay as the city’s pedestrian safety manager. McVay will oversee efforts to improve the city’s traffic infrastructure, data collection and the launch of Vision Zero.

“This is a new way of looking at traffic safety,” she said. “It’s a philosophy that emphasizes that all traffic deaths are preventable. Our plan will include things like engineering and looking at street design, but also enforcement, education and policy changes. And community engagement will be the thing that brings it all together.”

Street narrowing, 24-hour parking, more traffic safety enforcement blitzes along corridors with speeding problems, higher penalties for speeding, educational initiatives with Cincinnati Public Schools and Cincinnati Recreation Centers and

more could all be part of the plan, which will be drawn up with multiple community engagement sessions.

CPS hasn’t waited to start teaching students about traffic safety. A highlight of the summit in Evanston was an appearance by four students from Covedale Elementary, who performed Rap songs featuring lines like, “it’s lit not to get hit,” and asking both drivers and pedestrians to pay attention. The students won a national competition for a video they made featuring one of those songs.

“Thirteen students in our district have been hit by cars,” one of the Covedale students told the crowd at the summit.

“Five of those students went to our school, and one was in our grade. I knew them.

Another student, Gabby, died. She was a high schooler at West High. If we could get zero kids to get hit by cars, that would be great.”

Cincinnati’s streetcar faces another operating deficit next year, city budget documents show — one bigger than its reserve account alone can bridge.

According to the operating fund projection provided by the Southwest Ohio Regional Transit Authority to the city, the streetcar will be in the red in the coming fiscal year due to rising costs and lagging revenues.

The overall deficit is projected at $1.36 million in the budget document, but $444,000 in coming revenue SORTA expects from advertising at streetcar stations would winnow that down to $916,000.

That’s still a big gap partly driven by costs

associated with operating the streetcar, which are expected to increase from the $3.9 million approved last year to a projected $4.4 million for the coming fiscal year.

Meanwhile, farebox revenue dropped from $444,789 in fiscal year 2018 to $406,138 in FY 2019. Next fiscal year, which starts July 1, farebox revenue is budgeted at $323,834.

The streetcar’s ridership has been somewhat unpredictable. In April, the 3.6-mile rail loop through downtown and Overthe-Rhine saw 36,000 riders. That’s well below the roughly 50,000 riders in April 2017, though about in line with ridership in April last year. In March, the streetcar saw

DeWine: Ohio Should End Statute of Limitations on Rape Cases in Wake of OSU Strauss Report

Ohio Gov. Mike DeWine May 20 suggested that the state should end its criminal statute of limitations on rape cases and other instances of sexual assault in the wake of a report saying that a now-deceased team doctor at the Ohio State University sexually abused at least 177 patients.

A report released by the university May 17, undertaken by independent investigators, suggests that former OSU team doctor Richard Strauss sexually assaulted athletes and others at a campus health center and off-campus clinic between 1979 and 1998.

Currently, rape is generally not criminally prosecutable 20 or 25 years after it occurred due to the state’s current statutes of limitations. Other felony sex crimes have statutes of limitations as short as six years. Under those laws, many incidents in the Strauss report would no longer be criminally prosecutable.

“How furious would the public be today if this man was still alive and could not be prosecuted?” DeWine asked at a news conference about the changes. “I think people would be furious. We know from all the evidence, all the studies, that many times victims never come forward. Many times they can’t come forward. The laws should be different in regard to the statute of limitations for sexual assault than it is for other crimes.”

DeWine also encouraged the Ohio General Assembly to reconsider the statutes of limitations for misdemeanor sex crimes

and civil actions regarding sexual assault, all of which currently are as little as one or two years.

The governor also signed an executive order establishing a working group to review the Strauss report, including information redacted on the Strauss reports by Ohio’s State Medical Board. The group will assess the actions of the medical board to assure they were adequate in relation to the accusations.

“What did they know? When did they know that? What did they do about it?

We don’t know,” DeWine said. “I find that unacceptable… the public has a right to know exactly what went on with the state medical board.”

The working group will be chaired by Ohio Department of Public Safety Director Tom Stickrath and will have representatives from the State Highway Patrol, Ohio Department of Health, Ohio Attorney General’s Office ad Ohio Department of Mental Health and Addiction Services, as well as a police chief and a victims’ advocate.

DeWine said he believed the allegations against Strauss were not reported to state officials until 1996.

The Strauss investigation came after a series of lawsuits against OSU alleging the abuse. Some of the plaintiffs in those lawsuits say that more than 20 school officials — from athletic directors to now-U.S. Rep. Jim Jordan, at one time an OSU assistant wrestling coach — knew about Strauss’ actions. Jordan has denied

knowledge of the incidents. Neither he nor the school’s wrestling program are mentioned in the report released May 17, though many passages are redacted.

“The report concludes that university personnel at the time had knowledge of complaints and concerns about Strauss’ conduct as early as 1979 but failed to investigate or act meaningfully,” a statement from OSU reads. “In 1996, Ohio State removed Strauss from his role as a physician in both the Department of Athletics and Student Health Services. His actions were reported to the State Medical Board of Ohio that same year. The report

found that the university failed to report Strauss’ conduct to law enforcement. He was allowed to voluntarily retire in 1998 with emeritus status.”

The two primary and related lawsuits against the school are headed to mediation under U.S. District Court Judge Michael Barrett. In the meantime, the U.S. Department of Education’s Civil Rights Office is investigating whether OSU looked into allegations against Strauss in a timely manner.

Strauss killed himself 2005. OSU says it is in the process of revoking his emeritus status.

Beshear took 38 percent of the vote in the Democratic primary compared to Adkins’ 32 percent and Edelen’s 28 percent. Adkins took many of the state’s rural eastern counties, while Beshear did well in the state’s urban areas.

Bevin, a former businessman with no prior experience in political office, became just the third GOP governor in Kentucky since World War II when he won the election in 2015. The state has long been a Democratic Party stronghold but shifted substantially toward Republicans in recent years. Prior to his run for governor, Bevin launched a Tea Party-backed primary challenge to powerful U.S. Sen. Mitch McConnell in 2014 but lost.

Bevin’s term in office has seen a number of controversies, including questions around the sale of a mansion to the Bevin family by a donor, uproar from some in Kentucky over comments he has made about vaccinations, cold-weather school closings and a suggestion that Kentucky students experienced molestation or abuse during a public teacher sick-out.

That sick-out came as a protest against moves Bevin has made to try and shore up the state’s ailing pension fund, which is deeply underfunded.

It doesn’t look like the fraught relationship between Kentucky Gov. Matt Bevin and the state’s Attorney General Andy Beshear will get easier any time soon. In fact, it’s about to spill out of Frankfort and across the rest of the state.

a degree, and his showing in the primary wasn’t as dominant as expected from an incumbent governor in a state controlled by his own party. His main primary competitor, Kentucky State Rep. Robert Goforth, got almost 40 percent of the vote to Bevin’s 52 percent and took 31 of the state’s 120 counties.

Beshear has had a controversy of his own to contend with — allegations of corruption against his deputy attorney general Tim Longmeyer, who in 2016 was found guilty of accepting bribes during his time in Gov. Steve Beshear’s cabinet. There isn’t any evidence the younger Beshear knew about those bribes, but his primary opponent Edelen used the incident to attack Beshear in the primary.

The candidates have fought bitterly with each other during their terms. In 2017, Beshear said he wouldn’t try to defend the state against federal legal challenges to a Kentucky law banning abortion after 20 weeks because he believed it

is unconstitutional. Bevin has staunchly supported that law and blasted Beshear for the decision. Beshear has challenged executive orders issued by Bevin and has filed a number of lawsuits against Bevin’s administration.

Both described the coming race in stark terms.

“It is not about what’s going on in Washington, D.C,” Beshear said at his victory party May 21. “It’s not about the nasty attacks that Matt Bevin has already launched, starting tonight. And it’s not about right versus left, folks. It’s about right versus wrong.”

Bevin expressed almost the same sentiment from the opposite side of the partisan divide.

“People in Kentucky are going to have a very clear and distinct choice in November,” Bevin said after the results came in. “Conservative versus liberal, black and white, it’s that clear.”

money. The problem with Cincinnati is that, with only 76 square miles, there isn’t a lot of open land. But some of the land where there are old landfills might do the trick.”

It’s not just school students who have noticed the smoke.

Scott Fleckenstein works for the Johnson Doppler Lumber Company, which sits just across Millcreek Road from the training facility. The company has been at the location for almost 100 years.

“Don’t get me wrong, we’re not against the training — we’re for the training,” Fleckenstein said at the recent meeting.

“But in the last couple years, it has gotten pretty bad. It’ll give our guys headaches, it makes their eyes burn. Our mill sometimes will fill up with smoke.”

Winston says the department should only be burning straw and untreated wood pallets at the fire training facility, and that it also strips tires and other components containing toxic materials from cars burned there. But some who live and work nearby have expressed doubts about that.

Some residents say they’ve seen cars with tires still on them burning. And Fleckenstein said the company sells the training facility OSB board, which is treated with a number of chemicals that can be hazardous when burned.

“We’ve sold a lot of it there,” he said. “I’ve been over there delivering it and I’ve seen where it is burnt. I’m not saying it’s really bad all the time, but there are a lot of times when it is really intense.”

CFD says it applies for yearly permits with the Ohio Environmental Protection Agency to conduct its activities at the site. Those permits come with monitoring requirements by the EPA. CityBeat has reached out to the agency for comment on the permits and air quality monitoring records.

Winston says the site is specifically designed to avoid other environmental hazards related to runoff into the Mill Creek — a big concern for a waterway that has seen more than two centuries of pollution. A catch basin under the facility catches runoff.

That hasn’t stopped those nearby from worrying about the potential health impacts of smoke and other pollutants.

That’s especially pertinent in Millvale and other spots along the Mill Creek, where the intersections of environmental and socioeconomic disparities run deep.

The areas up and down the Beekman Street corridor were long heavily industrial, causing long-lingering pollution while the plants and mills were running and unemployment and poverty when they stopped.

Millvale is largely comprised of a 532unit Cincinnati Metropolitan Housing Authority Complex and has a median household income of about $15,500 a year.

It is 93 percent black.

The neighborhood nestled just below the city’s western hills is working to reestablish a community council to tackle a number of concerns, from landslides and sewage backups to crime and the fire department training site.

At a recent meeting introducing community council candidates, several spoke on the neighborhood’s challenges.

“I want to sit on my porch and enjoy the quiet and watch children play,” Theresa Thomas, a candidate for council president, said. “I care about this neighborhood. If you want to see a change, you can’t just sit there.”

Millvale’s Davis, another candidate for community council president, has vowed to continue pursuing answers around the training center and her concerns about health and pollution.

“I really respect the fire department,” she told Chief Winston. “It’s a job I could never do. But I also need my own good health.

I’m working hard on changing my health around now, just to find out I’m living in an area that might be damaging it.”

still less than what the city projected — it expected to get $524,000 from VTICA in the current budget, for example.

There are, of course, political implications for the funding gap. Opponents of the project have been vocal about its underwhelming ridership and budget deficits.

It’s unclear where money to bridge the gap will come from. Cincinnati City Manager Patrick Duhaney indicated to Cincinnati City Council that he will have a proposal to balance the streetcar’s budget by the end of the month. Some on council, however, have pledged that city money won’t be the way it gets there.

“There will be no taxpayer bailout of the streetcar on my watch,” Republican council member Jeff Pastor tweeted May 19.

Supporters, however, argue that transit projects are rarely self-sustaining and that the public subsidy is worth the investment. Streetcar boosters point to millions of dollars in development sparked in downtown and OTR that they say came at least in part due to the project.

Fewer black Cincinnatians own their own homes.

The reasons why are complex — and some go back decades.

uying a home is often framed as a quintessential part of the American dream.

But data shows that the dream doesn’t manifest itself equally for everyone in Cincinnati. About 24 percent of black households in the city owned a home in 2017, for example. Meanwhile, roughly 50 percent of white households in Cincinnati lived in a home they owned that year, according to an aggregate of five years of American Community Survey results from the U.S. Census Bureau.

So why do so many fewer black residents in Cincinnati and elsewhere across the country own their own homes? The reasons for the disparity are complex — though some are linked to decades of past discrimination.

“I'm struggling mightily with the homebuying process,” says Brandon Davis, who has been house hunting since 2015. Davis, who is black, grew up and raised his nowteenaged children in predominantly black Madisonville.

Davis first set his sights on purchasing a house just down the street from the home he is renting, a couple turns off Whetsel Avenue.

The small, one-story abode with faded white wood panels and purple-blue trim was vacant and for sale for $22,000.

Davis applied for a loan, figuring he would buy the house and do the necessary repairs with the help of a friend who was a seasoned contractor.

Working for a nonprofit that helps former prison inmates transition to life on the outside, Davis has a stable, midrange income

— he easily qualified for a car loan for roughly the same amount as the house soon after. But home loans are more stringent and he was turned down, likely due to its small sum and the condition of the property.

Feeling ties to the neighborhood, he looked elsewhere in Madisonville.

Plenty of folks are buying in the neighborhood and the number of mortgages issued have increased, going from 72 in 2014 to 134 in 2017. But most home loans aren’t going to black residents.

Despite the fact that the neighborhood is 59 percent black, only 30 of 433 mortgages worth $52.8 million issued between 2014 and 2017 in the full Census tracts that make up the neighborhood went to black home buyers, according to data from the federal government related to the 1975 Home Mortgage Disclosure Act. That pattern has repeated itself in a number of neighborhoods in Cincinnati.

As prices have risen, Davis has had little luck buying in Madisonville and has since expanded his search to more expensive houses that need less work in other neighborhoods, including Avondale, South Cumminsville and East Westwood.

He has watched houses he’d like to buy go off the market before he could view them and has seen listings go from “for sale” to “pending” within hours of calling about them.

Much of that may just be the difficulty of buying in a hot market, he says. But some of it feels like something else to him.

Federal attorneys pointed out that the bank, specifially Union, opened 26 branches in majority white neighborhoods but hadn’t opened any in black neighborhoods and had received only about 2 percent of its mortgage applications from majority black neighborhoods. The banks strongly denied allegations of wrongdoing, but under a settlement, agreed to invest $9 million in minority neighborhoods in Greater Cincinnati.

Partly as an effort to mitigate the effects of redlining, the federal government has for decades tried to incentivize lending in lowincome and minority communities via a law called the Community Reinvestment Act. But that has its own complications. The CRA requires banks to invest in low-income, minority neighborhoods. Many of the loans available through the law, like FHA loans, allow buyers to put down smaller down payments. That’s good in the short term, Williams says, but can have longterm limitations.

“The products that you will be funneled into are the ones that require low down payments,” he says. “That’s beneficial at the moment of closing.

But after that your equity is limited.”

The Wealth Gap Even with laws promoting fair lending, disparities persist.

Data collected by the federal government in accordance with the Home Mortgage Disclosure Act shows home loans sold in the Greater Cincinnati Metropolitan Area. But it presents only a partial picture.

Despite making up more than 15 percent of the region’s population, black home buyers received only about 3 percent of the region’s conventional home loans in 2017, HMDA data reveals. But they also applied for many fewer loans.

When it comes to government-backed mortgage programs such as Federal Housing Administration and Department of Veterans Affairs loans, black residents did better, but still didn’t apply for or receive mortgages in proportion to their share of the population, as whites did.

But that data isn’t the total story— it doesn't

There are a number of reasons why these disparities exist.

Unless a potential homeowner has tens or hundreds of thousands of dollars to spend outright, they will likely need a home loan to purchase a house. But home lending has a long, fraught history in the U.S. In the 1930s, the Federal Housing Administration drew up maps categorizing neighborhoods made up of minority residents as “high risk” for lending — a practice called "redlining" that set socioeconomic patterns of segregation in many cities for decades to come. If a neighborhood was redlined, the federal government often wouldn’t insure private loans made there.

That drove widespread disinvestment in many predominantly low-income and minority neighborhoods. For decades, families couldn't get loans to buy homes, and couldn't finance renovations on homes they already owned, playing a part, along with white flight, in the physical and economic decline of many innercity communities.

“Generally speaking, we always go back to redlining,” says HOME Executive Director Jeniece Jones. “That’s our jumping off point — did communities develop as integrated neighborhoods that allowed African-Americans to build wealth? Mostly they didn’t due to overt discrimination.”

Compounding the racial lending gap, and later the wealth gap, the federal government underwrote many millions of dollars in lowinterest home loans to returning GIs following World War II — almost all to white home buyers and almost all in the suburbs far from where black residents were concentrated.

Discriminatory loan practices were common up until the 1970s, when Congress passed a bevy of housing discrimination protections.

Some say the practices didn't fade away when Congress passed fair lending laws, however. As recently as three years ago, the federal government alleged some banks' lending practices still contributed to racial disparities in Cincinnati.

In 2016, two area banks owned by the same family — Union Savings Bank and Guardian Savings Bank — settled a lawsuit brought by the federal government over charges that their practices violated the 1974 Fair Housing and Equal Credit Opportunity Act.

For a number of reasons, the difficulties of home buying are often compounded for people of color.

A pervasive wealth gap and paucity of financial services in low-income and many black communities contributes to the home ownership chasm, experts say. Plus, a lack of loans under $50,000 often block prospective home buyers from buying property in lower-income neighborhoods, as Davis has experienced.

And getting a home isn’t the end of the struggle. Sometimes, less-ideal means of securing homeownership via nontraditional sales like land contracts translate into difficulties down the road.

Studies show that properties in predominantly black areas in Cincinnati don’t gain equity at the same rate properties in other neighborhoods do — if they gain any at all — leaving black homeowners with less wealth accumulated over time and less ability to move into more desirable neighborhoods.

“Starting with racism, starting with an economic deficit for moderate-income people and then oversight (by the federal government) that does not take equity into consideration, all of those things are challenges for homeownership,” says Rick Williams, president and CEO of the Home Ownership Center of Greater Cincinnati, a nonprofit that provides guidance for prospective home buyers. “It can make the American dream of homeownership fake for minorities and moderate-income people, because what is supposed to come with it after the closing doesn’t.”

Williams is quick to point out that not all African Americans are also low-income but says that a number of difficulties with the homebuying process can follow higher-income black home buyers as well.

There are places like the Home Ownership Center where potential home buyers can find help, as well as city programs that offer down payment assistance and other aid. There are also nonprofits like Housing Opportunities Made Equal Cincinnati (HOME), which advocates for changes that could boost equity for minority and low-income home buyers in the long term.

Despite those efforts, though, many black residents of Cincinnati still face a tough time buying a home — a dynamic borne out by the statistics showing the gaps between minority and white homeownership rates.

control for things like credit scores and other key variables that determine when someone might seek a mortgage and whether they will be successful in obtaining one.

Those variables, in turn, have a lot to do with wealth.

Nationally, black households in recent years had an average net worth of $9,211 and Hispanic households had a net worth of $12,458. White households, meanwhile, had an average net worth of $132,483.

That’s important because some research suggests that parental wealth is strongly correlated with an individual’s likelihood of buying a home.

A forthcoming study by University of Cincinnati Lindner College of Business professors Mike Eriksen and Shaun Bond, for example, suggests that parental wealth may be among the largest factors explaining the gap between white and non-white individuals in the ability to purchase and keep a home. Their research shows that having a parent with at least $75,000 in non-retirement financial wealth increases the likelihood of a person moving from renter to owner.

“Despite finding a strong explanatory role of parental attributes in describing the wealth racial gap in home ownership rates, it would be incorrect to conclude that racial identity, or even discrimination, does not matter as much as we originally thought,” their study concludes.

“Disparities in how minorities currently are or have been treated in the past could directly result in the observed differences in wealth, and lead to even further divergence in home ownership rates in the future without intervention.”

Obstacles to Building Credit

Eventually, the contracts often prove untenable, and the residents lose their home.

“The problem is, you’re in this netherworld where you will have the obligation to repair a property, but you don’t have the title and the access to city programs,” Sharpe says.

“Sometimes, it’s challenging to even get a contractor to work on your property when you don’t have a title. It’s a legal limbo.”

Geographic Disadvantage The dearth of options or knowledge about options can lead prospective home buyers in low-income and minority communities to take on bad deals, the Home Ownership Center’s Williams says.

“Because we’re talking about a part of our community that is used to being told ‘no,’ they welcome a ‘yes,’ ” he says. “Without the foundation of education for what they should expect, they go for the ‘yes’ without knowing it’s not the best ‘yes’ they can get.”

That danger doesn’t end if a person does find credit at a traditional bank — even a great one — he says.

“That ‘yes’ could be at any part of the process,” Williams says of less-than-ideal options many black prospective home buyers face. “It could be the realtor that says, ‘You should look at these neighborhoods,’ when you don’t have to look at just those neighborhoods. It could be that you don’t get the luxury of buying a house close to your job, because your job changes too regularly.

Unlike a lot of others buying homes, you might have a job, not a career. You’re buying homes on bus lines because your transportation options are limited. All of those things kick into the decision making, so you get relegated to certain geographic places.”

involves data we don’t get to see — credit scores, debt in proportion to income and other financial information for applicants.

Even with that explanation, some research has suggested that credit rating systems can disadvantage people of color.

One of the reasons for that, HOME’s Jones says, is because many people of color are often locked out of traditional credit-building opportunities.

Nationally, 17 percent of African-Americans are completely “unbanked,” or not using any form of banking, the Federal Deposit Insurance Corporation found in a 2017 study. That compares to a rate of about 6.5 percent overall and 3 percent for whites. Most of those who are unbanked told the FDIC it was because they did not have sufficient funds for a bank account, though about a third also said it was because they did not trust banks.

Many in moderate-income and minority communities turn to alternative financial services like the check cashing industry, Jones says. Those services charge very high interest rates, and customers are penalized on their credit reports for missing payments but don’t see benefits to their credit for making payments on time.

“We see a lot of people of color who use alternative financial services that don’t really roll up into a credit score,” she says. “If you look at who is unbanked and why, are there brick-and-mortar banks and representation in these communities?

Has it created a vacuum for some of those alternative financial services to move in?”

Oftentimes, that is the case.

That vacuum has hazards beyond institutions like payday lending, says Legal Aid Society of Southwest Ohio attorney Steve Sharpe, from subprime loans to alternative home buying methods like land contracts.

Sharpe has been working on the latter issue for several years. The sale of those contracts picked up in the years after the Great Recession, when investment entities scooped up distressed properties for cheap. Some then turned around and sold them on contracts for five times the price while requiring that the buyer pay rent and upkeep costs while withholding ownership and the title to the house.

That, Sharpe says, is the worst of both worlds.

The resident often can’t get loans to fix up and maintain their house and can’t borrow on its

in neighborhoods with high levels of long-established black homeowners like Mount Auburn, Bond Hill, Avondale and others.

A study released earlier this year by the Brookings Institution found that homes in the Cincinnati Metropolitan Area's predominantly black neighborhoods appraise for roughly $10,000 less than comparable homes in majority white neighborhoods. That means less equity for homeowners, which means they may stay in place longer instead of trading up to a better house in a choicer — often whiter — neighborhood.

"According to our analysis, differences in home and neighborhood quality do not fully explain the devaluation of homes in black neighborhoods," the study's authors wrote, before concluding, “laws have changed, but the value of assets…are inextricably linked to the perceptions of black people. And those negative perceptions persist."

All of those factors come into play in neighborhoods where Davis has been looking for a home, sharply limiting the number of minority homeowners in those places.

As interest has surged in Davis’ first choice of Madisonville, so have home prices. That’s caused him to look elsewhere, something he’s been reluctant to do, especially when homes go off the market days or even hours after he finds them.

“It's asking a lot to vet a neighborhood, see how the commute to work works, ask high school kids to change schools and make a 10 to 30-year decision within a day or two,” he says.

Like Madisonville, other places he has looked have a lack of black residents applying for and receiving home mortgages — though in some cases, hardly anyone is applying for them at all.

Neighborhood to Neighborhood

East Westwood, a predominantly-black neighborhood of about 2,400 people where Davis also saw a home that struck his interest, had just eight mortgages sold between 2014 and 2017 worth a total of $511,000.

The four Census tracts that make up Avondale, meanwhile, saw 67 conventional or FHA mortgages written between 2014 and 2017. In a neighborhood of 12,000 people that is 90 percent black, 26 of those loans went to black homebuyers. The

neighborhood’s median household income of $18,000 a year is dwarfed by the median income of those receiving the loans — more than $60,000 a year, federal data shows.

Other neighborhoods, of course, see many more loans, and a select few, like Bond Hill, see mostly black home buyers. In 2017, the diverse neighborhood saw 51 mortgage loans worth $6.3 million; 32 of those loans went to black borrowers.

But the bulk of the mortgage action in Cincinnati is taking place for white borrowers.

Across town in Mount Washington, which is roughly the size of Avondale with about 11,700 people — 88 percent of them white — there were 124 mortgage loans written in 2017. Almost all of those loans went to white borrowers.

The pattern repeats itself across Cincinnati.

Predominantly white Hyde Park, home to about 900 more people than Avondale with a median household income of $74,000 a year, received almost 11 times the number of mortgage loans — 293 — than Avondale did in 2017. Only three of the recipients of those mortgages were black.

In some ways, it’s not a surprise. A borrower needs income or wealth to borrow, and a 2015 CityBeat analysis found that nine of the city’s 10 lowest-income neighborhoods were predominantly black, while nine of its 10 highest-income neighborhoods were white.

In a few of those low-income neighborhoods, new development has exploded. And when it does, it can leave low-income minority residents behind.

Over-the-Rhine, a predominantly black neighborhood that has seen a loss of black residents and an influx of white residents in recent years, saw 405 mortgages between 2013 and 2017, federal data shows. Of those, only 12 went to black home buyers. In 2017, the median income of borrowers seeking loans in the neighborhood was $147,000 — up from $80,000 in 2013 in a neighborhood with a median household income of about $15,000 as of the 2010 Census.

Walnut Hills saw a similar trend — just 20 black borrowers were among the receivers of the neighborhood’s 214 mortgages worth $39.3 million sold between 2013 and 2017.

The economic disparities and gaps in mortgages between whites and minorities are tightly intertwined. The stacked economic disparities facing many people of color in Cincinnati can have huge impacts on efforts toward homeownership, which, ironically, is one of the major ways individuals and families build wealth in the American economy.

Generally, lenders aren’t much interested in home loans under $50,000, Sharpe says.

“If you’re in a community where home values aren’t through the roof, you don’t really need a high-value loan,” Jones says.

“Those low-dollar loans are really something there needs to be more of. There are lots of families that can benefit from that.”

There are also hyper-local efforts run by community development corporations like Price Hill Will, which has a homesteading program that has helped some lowand moderate-income residents in the neighborhood transition to sustainable homeownership. And in Lower Price Hill, the Community Learning Center at Oyler School has partnered with Habitat for Humanity to help families of Oyler students own their own homes. But those efforts will need much more support — and iterations in other neighborhoods — to address the larger disparities.

Williams cautions that the home ownership gap is part of a larger systemic set of problems, however, and can’t be considered in a vacuum apart from concerns about transportation, food access, wage disparities and other issues.

“I think it is important not to isolate homeownership as something that, if it is fixed, then the American dream of homeownership can work for AfricanAmericans,” he says. “Home ownership is a part of economic inclusion. Economic inclusion as a whole has to be fixed for homeownership to work. When it isn’t fixed, home ownership can become a problem and a burden, because it can’t support someone who does not have economic accesses.”

However grim the picture seems, Williams, Jones and others urge looking beyond the problems and toward solutions.

For Williams, that’s about educating home buyers — especially those who are people of color — about their options, their rights, and how they should be treated. That way, if they feel something isn’t right with a lender, a realtor, an inspector or some other part of the process, they know they can go somewhere else.

Jones points to alternatives in the lending and credit systems, like the Credit Builders Alliance, a group that works with local nonprofits to help rebuild credit in underserved communities.

She also says that investments by some area banks in low- and moderate-income communities show promise.

Greater Cincinnati’s largest bank, Fifth Third, was dinged by the Federal Reserve under the CRA in 2013, getting a “needs improvement” rating which regulators chalked up to violations of the fair housing and lending laws. The bank’s rating moved to “outstanding” last year, mostly on the strength of a commitment to spread $30 billion in investment among low- and moderate-income communities throughout its branches in 10 states.

Community investment by banks is great, says Jones. But the proof will be in the pudding.

“There appears to be some real thoughtfulness around agreements that some of the larger banks have entered into,” she says. “These investments need more light shone onto them. There (is) some regional discussion about investments, but we need it block by block. That’s what I’m looking for.

I need to be able to get in the car and go over and say, ‘This is happening here.’ ” Jones and Legal Aid’s Sharpe also point to opportunities for smaller-value loans — the

COMEDY: Greg Hahn Comedian and South Florida native Greg Hahn had a pretty normal childhood. Catholic school led to Rollins College in Central Florida where he was on the basketball team. “I had a sweet spot on the bench,” he says. After graduation, he got a good-paying job with Lockheed. It was while there he became interested in stand-up. “Why make $200 a day when I can be a comedian and make that in a week?” he says. Unfortunately, the Orlando area wasn’t a hotbed of comedy at the time, so Hahn found other comedy-adjacent work including a job in a stunt show at Universal Studios. “I was also emcee of the lumberjack show,” he adds. He eventually wound up doing stand-up fulltime and today is a much sought-after comedian for corporate and private events.

As with Wildman Days, this is a free, family-friendly event — one whose scope goes beyond Bigfoot to include presentations on UFOs and paranormal research. In a similar vein is Lexington’s Cryptid Con: Bigfoot, Monsters and Legends, which will unfold in early September of this year.

If you feel like road-tripping in the Buckeye State instead — which was recently ranked by the Travel Channel as the state with the sixth highest number of Bigfoot sightings — there’s the Hocking Hills Bigfoot Conference in September and the annual Ohio Bigfoot Conference, which was held earlier this month in Cambridge, Ohio.

Whether you’re a skeptic or Bigfoot believer, bring your curiosity, your family and your own stories to Wildman Days at the end of May — it just might be the missing link your summer plans needed.

“If (Bigfoot) is out there,” the tourism commission’s Clinton notes, “I hope he wanders into downtown Lawrenceburg for the festival that honors him.”

And though there were no hairy hominid sightings at last year’s inaugural event, Waldridge says that the festival is still a “very easy way for researchers to gather new sighting reports from folks who may otherwise not tell their story.”

This year, the KBRO’s Raymond will present a local history of Bigfoot sightings near Lawrenceburg — in particular, the mysterious area known as the Frazier Land.

“Legend has it that the Frazier family had a few encounters with a big, hairy beast in the late 1700s,” he says. “Since then there have been dozens of Bigfoot encounters in this ancient land.”

The property was also the basis of a 2008 documentary, The Wild Man of Kentucky: The Mystery of Panther Rock, by researcher Philip Spencer.

Bigfoot itself has a heightened pop culture presence, too, and the interest doesn’t seem to be disappearing anytime soon. Just last month, the animated feature Missing Link — which secured an 89 percent on Rotten Tomatoes — hit theaters with a Sasquatch-type creature named Mr. Link as the star and included the vocal talents of Hugh Jackman, Zoe Saldana and Zach Galifianakis, among others.

past few years,” he continues, noting that support for a yet-to-be-classified hominid such as Bigfoot has also grown. He says “the internet, a decrease in negative stigma and increased human encroachment on their habitat” are among the factors contributing to heightened interest.

Kendall Clinton, executive director of the Lawrenceburg/Anderson County Tourism Commission, recalls first hearing about the festival’s concept.

“When Jeff first presented the idea of a Bigfoot festival, I thought it was fantastic,” he says. “(Jeff) wanted to incorporate something unusual that we are known for in Anderson County into a festival that has many unique aspects — from the Wildman calling contest to special guests from the television show Finding Bigfoot. Where else are you going to experience that?”

Finding Bigfoot is a popular Animal Planet program, which has brought its investigators to Kentucky three times, to date.

Cryptid curiosity aside, Clinton notes the festival’s importance from the tourism perspective. It was one of Lawrenceburg’s bigger events in 2018. Last year, he says that they even had someone from Australia fly in to attend.

“We hope to see it continue to grow to the size of the Anderson County Burgoo Festival, which has been held downtown

alling all cryptozoologists and curious cynics alike: The Commonwealth of Kentucky is a hotbed of purported Bigfoot activity, and that reputation will soon collide with the summer festival season.

Wildman Days is a family-friendly celebration of all things Sasquatch held in Lawrenceburg, Kentucky the weekend of May 31. The fest features live music, contests and even a marathon that snakes through Bigfoot territory. Just under a twohour drive from Cincinnati, it also makes for a quirky summer road trip.

Now in its second year, Wildman Days was founded by Jeff Waldridge, along with Lee and Jennifer Kirkland. As boasted on the event’s website, it’s the only street festival in the Bluegrass State dedicated to Bigfoot.

“At first, people were unsure about (the theme),” Waldridge says. “But people have really come to welcome our Bigfoot heritage. It is what it is. You either believe or not. One thing the non-believers enjoy is the food and fun of the festival.”

Wildman Days features over fifty vendors selling unique crafts and souvenirs, plus a 5K race whose path winds through areas boasting a history of alleged Bigfoot sightings. Contests include “The Hairiest Man in Anderson County,” a foot-measuring competition and a search for the best Bigfoot howler.

That’s not to suggest there isn’t some serious information shared at these gatherings, too. Charlie Raymond, founder of the Kentucky Bigfoot Research Organization (KBRO), is slated to be a guest speaker and is enthusiastic for the opportunity to share information with other speakers and general attendees.

“Anderson County in Kentucky (home to the city of Lawrenceburg) leads the state with reported Bigfoot sightings,” he says. Raymond founded KBRO in 1997 to document all credible encounters in the state.

Queen City Opera Bites the Magic Bullets

In a mid-17th-century German village, masculinity is equated with guns to the point that prospective bridegrooms must succeed in a ritual target shoot in order to marry. No outside intervention is permitted. But for a hapless lover who is a lousy shot, a devil’s bargain is the only answer.

And, of course, the price is steep.

This is the story behind Der Freischütz, the first German opera to enjoy widespread acclaim and performances throughout Europe following its 1821 premiere. Written by Carl Maria von Weber, the opera makes use of primal elements found within German folklore — especially the supernatural — and thus resonated with German audiences.

But now it’s rarely heard outside of Germany. Local audiences will get a chance to watch the story unfold at the Finneytown Performing Arts Center, when it is presented by the Queen City Opera.

Der Freischütz is an opera that Isaac Selya, QCO’s artistic director, fell in love with as an undergraduate student at Yale University. The upcoming fully staged production also marks the U.S. premiere of a new critical edition of Weber’s score, The Magic Bullets (Der Freischütz), published

by Schott Music in Mainz, Germany.

Many of the folklore elements don’t translate well to non-German audiences and the libretto itself has awkward moments. To remedy this, QCO’s production has updated the story to the 1980s and tweaked the libretto, whose spoken dialogue — adapted by Selya and his team — will be in English. The music itself will be sung in German, with translated English lyrics projected on a screen.

“We’re focusing on the toxic masculinity component that says ‘You’re not a man unless you make these shots.’ That drives Max, the hero, to literally make a bargain with the devil,” Selya says.

Max’s supernatural silver bullets guarantee six accurate shots.

But the story itself presents another unique challenge.

“Virtually everyone onstage is carrying a gun and the main plot hinges on shooting,” Selya says. “We have to be careful about the narrative but we can’t shy away from what we see in our own (American) culture so we decided to hit the issue head on.”

In keeping with past productions, QCO is collaborating with local organizations to address social issues raised by the opera. An hour ahead of the performances, representatives from these organizations will lend their voice to a presentation on evidence-based approaches to preventing gun violence.

“We wanted to be responsible and create a safe space for discussion,” says Selya.

impact and we reached out to organizations utilizing evidence-based approaches.”

Selya says that the performers had several conversations about their roles with stage director Rebecca Herman.

“We’re trying to be true to the music, which is full of angst and dark orchestration, sometimes combined with more naïve elements,” he says. “This new framework helps it to play out more easily.”

Another welcome change can be expected: the venue. It will mark QCO’s first show in their new home, the Finneytown Performing Arts Center, which features an orchestra pit, a backstage area with dressing rooms, comfortable seating and ample free parking.

“Just having an orchestra pit will make an enormous difference in balance and acoustics,” Selya says.

Many of the performers are QCO veterans and recent University of Cincinnati College-Conservatory of Music graduates on their way to major careers: tenor M. Andrew Jones takes on the anxiety-laden Max; his sweetheart Agathe is portrayed by soprano Erin Keesy, who has appeared with area orchestras and the Cincinnati Opera; bass-baritone Brandon Morales is Max’s rival Caspar; and Cincinnati favorite Simon Barrad plays Prince Ottokar.

Selya is encouraged by the advance sales for the weekend’s performances and he hopes audiences will come for the preperformance sessions.

“A magic bullet saved Max but in real life it’s a community responsibility,” he says.

Urban Artifact Finds Its Missing Linck The brewery’s newest beer release was over 150 years in the making

make it impossible to determine exactly where this yeast came from, but also capture the essence of what it means for the brewery to give a yeast so uniquely Cincinnati back to the city where it was hidden for so many years.

“Eleven of the biggest brewers in Cincinnati all shared this space at the same time, so this idea of the future of Missing Linck, it’s consistent with the physical past of this place,” Morgan says.

Just as the brewery from which it came, Missing Linck may one day fade into obscurity, but Baker is focused on its present potential. “It’s just a matter of time before it gets forgotten,” he says.

“Eventually it will go away like everything does. But for this moment in time, for the here and now, I think we can have a pretty big impact. We found the needle in the haystack.”

Baker took Missing Linck, the name given to the new yeast strain and the new brew, in an entirely different direction.

“It’s almost like a toned-down Belgian ale,” he says. “A little clove, a little bit of the estery characteristics. A touch of banana, a touch of bubblegum. All of that is toned down, and it’s got a really nice malt character. It is a little sweet on the finish, but that’s not uncommon for a yeast like this. We have a moderated hop-bitterness to help balance that out. ‘Rustic’ is a good way to put it.”

In November 2018 Urban Artifact released a pilot batch of Missing Linck and it sold out in a day. It was the nudge they needed to take the yeast a step further.

Instead of keeping the strain to themselves, Urban Artifact has given the yeast to the City of Cincinnati to be used by any and all local brewers. The city has declared June 1 Missing Linck Day and this year — and hopefully every year beyond — they’ll celebrate the history and future of their remarkable find with a Missing Linck festival.

Now, thanks to the team at Urban Artifact, Cincinnati has its own historic yeast strain.

After the F. & J.A. Linck Brewery closed, Morgan says, its old space was rented out to other Cincinnati brewers for a brief time during the Civil War. Those circumstances

had some type of fermentation going on.

The other ones were moldy, or they smelled like tire fire or vomit or diapers.”

A few of the palatable samples tasted OK, Baker says, but one stood out above the rest. To find out whether it was viable for making beer, the cultures were sent off to Omega Yeast, a Chicago-based microbiology lab that supplies yeast to professional and home brewers.

“The odds of finding a brewer’s yeast was basically zero,” Baker says. The cellars had been sealed for decades, the equipment was out of use for even longer and the dank cellars had little light and limited sugar.

“Our only hope was that some yeast sporulated — where they form these really hard spores and then basically sit and wait and hope that they fall into sugar or sugar falls onto them,” he says.

Omega tested the samples and ran their genetic ID against other known strains of yeast. There were no matches. Not only had Baker and Morgan found a viable brewer’s yeast, but they had also harvested a previously undiscovered strain. That, Morgan says, is unprecedented.

Naturally, they made a beer out of it.

“It’s definitely not a beer you would’ve found in a bar in the 1850s, but the yeast really shines through,” Morgan says.

Urban Artifact is known for its collection of exclusively sour and fruited beers, but

city full of German immigrants, pre-Prohibition Cincinnati had no shortage of breweries. Some — like the Christian Moerlein and Hudepohl brewing companies, founded in 1853 and 1855, respectively — have stood the test of time, while so many others went out of business and were lost to history.

The F. & J.A. Linck Brewery is one such relic. In 1855, the company built a cavernous lagering cellar beneath their malthouse on Race Street near Findlay Market, but its time was short-lived. The brewery closed in 1860. The malthouse was demolished and replaced by tenement buildings in the 1870s. The lagering cellar was sealed shut and forgotten.

That is until it was rediscovered a century-and-a-half later.

In 2016, Mike Morgan, historian behind the newly opened Cincinnati Brewing Heritage Trail and author of the newly released book Cincinnati Beer, caught wind of the find and shared the news with Urban Artifact brewmaster Bret Baker.

“Cellars get found, that happens,” Morgan says. “What was unique about this was they found an intact 19th-century fermenting vat in it. I asked Bret if there was any chance in hell that there could be usable yeast in that vat (to make a beer). He said, ‘Probably not, but maybe.’ ” It was a shot in the dark — and more or less just an excuse to explore the tunnels — but by April 2017 the pair found themselves on the hunt for yeast in the depths of the old Linck cellar.

The process of collecting wild yeasts, Baker says, is an exercise in redundancy.

In this case, he began with taking sterile swabs from different areas in the fermentation tank before adding them to jars of wort — unfermented beer — and covering them with cheesecloth. Then the cultures have to ferment for around three months before they can be tasted, but the majority of them never even make it that far.

“Most of them you don’t try because they just smell or look horrible,” he says. “Out of the 50, 55 (samples), four of them maybe

On May 31 and June 1, Cincinnatians will find out if garlic beer is any good when Arnold’s Bar & Grill hosts the Cincinnati Garlic Festival. Listermann, Fifty West and Rhinegeist have all brewed special garlic beers for the occasion. Besides garlic beers, expect garlic gelato, garlic pretzels, garlic soup, garlic breads, garlic sausages and garlic cocktails, plus live music and Garlic Fest-themed merch.

For something sweeter, National Donut Day is June 7 and Rivertown has collaborated with the Butler County Donut Trail on a special beer named SprinkAle, an imperial white ale. More details to come but expect to find it at Rivertown’s taproom.

Also on June 7, Municipal Brew Works in Hamilton turns three. They’ll release their Anniversary Series DIPA and have variant beer releases, free concerts, an open mic, food trucks and maybe some surprises.

Then on June 8, Pendleton’s 3 Points Urban Brewery celebrates one year in business. Dubbed Three Fest, the brewery plans to go all out with a community painted mural, a birthday double IPA version of their Origami brew, guest taps, limited-edition glassware, face painting and live art from local artists.

Just in time for Father’s Day weekend, Jungle Jim’s International Craft Beer Festival is back June 14 and 15 with more than 100 breweries showcasing more than 400 beers, including rare and unique imports, plus locals and hard cider.

On June 16, celebrate Dog Dad’s Day at Taft’s Brewpourium. Every dog dad will receive a wristband for $1 off pints and $2 off pizza, and dogs will get treats and be able to wade in a small pool.

For dads with human children, visit Swine City Brewing. Men — including fatherless and dog-less men — will receive $1 off pints, and there also will be a dad joke contest.

ages, all demographics, watched that video and listened to it on the radio and it broke my heart. It was so humbling.”

Young Heirlooms’ next steps include a full slate of summer festival touring with Howser behind the kit, including their upcoming Bunbury Music Festival date, and more recording to complete demos to shop around for a possible label deal. The band recorded two songs back in February with Cincinnati producer/performer/good guy/genius Rob Fetters, which they’re extremely pleased with, and another three that are ready to record soon.

“The songs are really good, we believe in them and I feel like The Hammer backs it all up,” Fine says. “It’s been a cool adventure to work with a producer, having an impartial, non-emotionally invested bandmate who contributes to sculpting the sound as much as a member is terrifying, but it went great with Rob. He’s the best. The reality is if no (label) bites, we can self-release, but this music is so good, I really want more people than I physically know to hear it.”

parents insisted she stick it out. She started playing music regularly (“It was a way for me to understand myself…”), and she enrolled in an Appalachian immersion project dedicated to community building.

During her six-week stint, she attended the program’s Barn Jam fundraiser where she met Robinson through a mutual friend after seeing each other perform.

“He was like, ‘My name is Chris Robinson, I really like your music and I think we should write together,’ ” Fine says. “We played (TLC’s) ‘No Scrubs’ around the fire, which is a fun cover we still pull out when we’re feeling that way, then we wrote a complete song the next day.”

Through early band defections and every iteration of Young Heirlooms, Robinson and Fine remained together. After the release of The Hammer, the Heirlooms increased their already busy Midwestern bookings and were amazed at the number of people who knew them, largely through airplay on the now-defunct Northern Kentucky radio outlet WNKU and its online streams.

“They were crucial to so much of our fanbase, probably (responsible for) 60 percent, honestly,” Fine says. “We played Fort Wayne (Indiana) for the first time and had people come up and say they’d seen our WNKU video. Someone said, ‘We know your videos. We love you guys. Where’s Laura?’ It was crazy. So many people of all

to go back and rearrange for two voices, which was hard. You’re fighting your initial muscle memory of the duo, to the trio, and back to the duo, but your voices have changed, you’ve evolved as writers so now you want different harmonies and you can’t remember which version you’re on.

But we’re making it work.”

In fact, the Heirlooms had to make another temporary adjustment to make it work, due to Alley’s touring responsibilities with local singer/ songwriter Jeremy Pinnell. Until he’s able to return to the fold, drummer Jaki Howser is keeping his seat warm.

“She’s a total badass, her solo project Madqueen is super awesome, she teaches at Guitar Center and she’s worked for Everything But the House, so she can operate in a structured environment,” Fine says. “She showed up at her first rehearsal ready to go, she already knew everything, and she’s been finessing since then. Last Friday, we played at Headliners Music Hall in Louisville, which is a venue I’ve always wanted to play. That was her first show and it was fun to have her energy. I’ve never played with another drummer (besides Alley), so it was exciting and terrifying.”

The Heirlooms began in 2010 while Fine was in the midst of undergrad work on her graphic design degree from the University of Dayton. She wanted to drop out and begin pursuing music, but her

incinnati’s Young Heirlooms have been active locally for close to a decade but the only change in that span that’s been more constant than their shifting sonic profile is the group’s tendency to shed members. Stability is the key to any structure; once Young Heirlooms found a steady lineup, they were able to focus on a consistent sound and build a loyal fan base. That took some time.

“We sounded like Postal Service and Feist,” says vocalist/rhythm guitarist Kelly Fine. “We had a 10-piece band, a lot of Disco drums, a lot of horns. We recorded an entire album and (cofounding vocalist/guitarist/mandolinist) Chris (Robinson) and I were like, ‘Uh oh, we want to play Bluegrass. Oh shit, we want to play songs, we don’t want all these instrumental and solo sections. It’s too distracting from the story.’ That’s what brought us in, the storytelling.”

Until last year, the Heirlooms’ current membership had remained intact for close to four years, a period of their greatest successes, including the release of their sophomore album, 2017’s The Hammer, until harmony vocalist Laura Bock left last year in order to pursue other creative ventures.

“Laura wanted to pursue different creative outlets and not be committed to one,” Fine says. “This band is a big commitment — we rehearse once a week, even still, in our ninth year. Everyone ended things on good terms, she still comes to see us and it’s not weird.”

Rather than install a replacement for Bock, pedal and lap steel player Steve Hauke offered his vocal services. Hauke’s newly discovered prowess has allowed the Heirlooms to continue as a quintet of Fine, Robinson, Hauke, upright bassist Kyle Elkins and drummer Chris Alley.

“Steve learned Laura’s vocal parts because his falsetto is amazing,” Fine says.

“I can’t believe he can sing that high, that loudly. So we still have the three-part harmony and we still have him on pedal steel.

By most accounts (including from residents in the city he runs and reps in the party he’s running for), New York City mayor Bill de Blasio has absolutely no chance of securing the Democratic nomination to run against Donald Trump in 2020. But now he’s made some comments that, depending on where your musical tastes stand, will either secure or completely eliminate base support for his primary run. During a CNN interview, de Blasio confessed, “I love Ska.” He also weaseled his way in on territory previously owned by Beto O’Rourke, who dropped a Clash reference in a debate with Ted Cruz. De Blasio said The Clash was his favorite band then added clumsily that London Calling has “many good hits.”

Stones Make Good

The Rolling Stones recently gave back full songwriting credit to singer/songwriter Richard Ashcroft for his band The Verve’s biggest hit (and a quintessential ’90s classic), “Bittersweet Symphony.” The song samples strings from an orchestral version of the Stones’ “The Last Time,” leading to lawsuits that ultimately gave Mick Jagger and Keith Richards writing credit and all royalties and publishing rights to their manager’s company.

Stereogum reported that Ashcroft announced he’d recently reached out the Jagger and Richards, who happily agreed to give back the credit and rights, as well as “all their royalties derived from the song,” which would appear to be worth millions of dollars.

Sofar Called Out

Intimate, low-key house concerts hosted by “average citizens” in their homes have become a welcome option for musicians wanting reach fans and make new ones without the drudgery of bar shows.

Some have even been able to make a nice living doing them. But a recent story from TechCrunch suggests that secret show specialists Sofar Sounds —the biggest booking middleman of the new industry — is hindering those prospects while reaping large profits for the company. Sofar reportedly takes the admission charge attendees pay — $15-$30 — and gives the performers $100 and “exposure,” with the company pocketing over $1,000 per gig (hosts get nothing). The 10-year-old company recently announced it raised $25 million from investors.

The son of singer/organist Mike Finnigan — a Troy, Ohio native and ace session player who has worked with artists like Jimi Hendrix, Etta James and Crosby Stills and Nash — Kelly developed an affinity for artists like Otis Redding and James Brown while growing up in Los Angeles. Kelly initially found his groove in Hip Hop, working as a DJ in L.A. and doing production work (something he still regularly does for artists across the country).

Once you hear Kelly’s stop-you-in-yourtracks voice, it’s hard to imagine it was ever not front and center in his musical pursuits.

His talents are on glorious display on his recently released solo debut, The Tales People Tell, which was issued by Loveland, Ohio’s Colemine Records, also home to a handful of Monophonics singles and a slew of other vintage-styled Funk and Soul acts. Though he wrote all of the music and plays nearly a dozen different instruments on the LP, Kelly’s father and Monophonics bandmates helped him in the studio, as did musicians who’ve worked sessions for Daptone and Big Crown releases.

While certainly buoyed by insistent rhythms, The Tales People Tell shows the more silky side of Kelly’s Soul, swirling the salt-of-the-earth Otis and JB inspiration with some of the smoothness of Philly

Soul and groups like the Delfonics and Chi-Lites. But Kelly can still wield the Funk like a mighty sword when he wants to, something he proves on the crackling “I Called You Back Baby.”

The sublime mix of grit and grace on The Tales People Tell is riveting and makes for a fantastically dynamic listening experience.

Clinton is one of the primary architects of Funk music, slathering the groove with a psychedelic glaze and a sci-fi aesthetic.

Clinton and Co. sold millions of albums and produced classic songs like “Up for the Down Stroke,” “Give Up the Funk (Tear the Roof off the Sucker)” and “Flash Light.” A no-brainer Rock & Roll Hall of Famer, Clinton’s music has endured and been wildly influential, including for generations of Hip Hop artists. Alongside James Brown’s grooves, Clinton’s music is some of the most sampled ever, used by everyone from De La Soul and N.W.A. to YG and Earl Sweatshirt.

Clinton’s current Parliament-Funkadelic experience features longtime P-Funk players like trumpeter Bennie Cowan, saxophonist Greg Thomas, bassist Lige Curry and guitarist Blackbyrd McKnight. The Funk extravaganza — dubbed the One Nation Under a Groove tour — will be further enhanced by special guests Fishbone and Galactic, as well as relative newcomers Miss Velvet & The Blue Wolf.

The legendary musician received a special Lifetime Achievement Award from the Grammys recently, which, in the Rolling Stone interview, Clinton said meant a lot to him because it offered a platform to celebrate the many musicians he’s worked with over the years, including peak-era band members Bernie Worrell and Cincinnati native Bootsy Collins, both critical to the P-Funk sound.

“It’s never been about me or no particular thing,” Clinton said to Rolling Stone before the Grammy’s ceremony. “As I’m getting ready to get a lifetime achievement award and all of that, there’s so many people that’s been in the band… that award will belong to everybody that’s participated in making the P-Funk what it is. It will be for all the people that’s ever been through the P-Funk army.” (MB)

Hayes Carll is a gifted singer/songwriter with an independent streak as wide and as chaotically active as an eight-lane highway, and a mood-swing sense of musical diversity that simultaneously incorporates and transcends Folk, Indie Rock, Americana and Roots Rock. Equally impressive are Carll’s lyrical acumen and emotional range in the service of songs that ride a wild wave between heartbreakingly raw and raucously hilarious.

In the former category, there’s pretty much all of Carll’s fifth album, 2016’s Lovers and Leavers, produced by longtime Over the Rhine boardsman and collaborator Joe Henry, which detailed the painful aftermath of Carll’s divorce. But Carll is also renowned for his seriously twisted sense of humor; the title track to 2011’s KMAG YOYO (& other American stories) — the title refers to the military acronym for “Kiss my ass, guys, you’re on your own” — is a masterful first-person story of dark government deeds in the name of national security told by Carll with the lyrical precision and gymnastics of Bob Dylan’s “Subterranean Homesick Blues” galvanized by Todd Snider’s slanted booze-and-couch-chemistry perspective.

Carll insists that his latest album, What It Is, released back in February, is not a political album, but a good many of its songs comment disparagingly on the state of the world today. At the same time, there’s “None’ya,” a song he wrote about his wife and creative partner Allison Moorer, which combines the quiet reflection of Lovers and Leavers with the sly wit that built Carll’s fanbase from the start.

What It Is is also Carll’s second go-round with a somewhat major label, the result of his freshly inked contract with Dualtone; KMAG YOYO and 2008’s Trouble in Mind were both released by Universal imprint Lost Highway.

Carll certainly hasn’t been toiling away in obscurity over the past two decades. He’s earned best-of-the-year accolades from Rolling Stone and American Songwriter and he was Grammy nominated in 2016 for Best Country Song on the strength of Lee Ann Womack’s version of Carll’s “Chances Are.” But none of that particularly matters to Carll, so long as it leads to inspiration for a new song and an audience to hear it.
