A deal between Cincinnati and its school district that allows big property tax breaks for developers expires at the end of the year. What will replace it?

ith the expiration of a 20-year-old agreement about tax abatements for developers between the City of Cincinnati and Cincinnati Public Schools rapidly approaching, the district is mulling what it would like to see from a new deal.

The 1999 tax abatement agreement arose from the 1996 vote to build Paul Brown Stadium and Great American Ball Park on the riverfront. It allows the city greater power in striking deals with commercial property developers when it comes to tax incentives — hefty discounts on property taxes meant to incentivize new development within the city limits.

Those deals have been the subject of increasing scrutiny — and some rancor from critics across the ideological spectrum — in recent years as some say that the city could use the abatements to incentivize things like affordable housing, higher environmental standards and other asks. Without those extra criteria, abatement skeptics say, developers are too easily let off the hook for taxes they should be paying.

Some, however, including those with the city’s Department of Community and Economic Development, have defended the abatement policies, saying they allow the city to compete with other municipalities in wooing developers and also give the city the chance to bridge financial gaps for valuable projects that might not otherwise be feasible. Without abatements, supporters including Mayor John Cranley say, there would be no tax dollars coming from some projects at all because those projects wouldn’t exist.

Hamilton County Auditor Dusty Rhodes estimates that currently about 13 percent of the total value of all property

in Cincinnati is tax exempt due to various abatements.

Those abatements have a big impact on the school district, which receives much of its money from property tax proceeds.

Thus, the city’s tax incentive framework is vital to the district’s financial health and its ability to educate the roughly 36,000 — and growing — students enrolled at CPS. In a presentation to the Cincinnati Public Schools Board April 3, CPS General Counsel Dan Hoying, CFO and Treasurer Jennifer Wagner and others detailed how much those abatement policies have cost the district in recent years and recommended how the agreement should change.

Among those recommendations: a shorter term for the next agreement because it is too hard to predict the district and city’s situation over two decades. The city should also recalculate the rate at which it reimburses the district for abatements on a yearly basis and shouldn’t promise to pay for things like crossing guards and nurses as part of its deal. The district should also seek to be compensated for its administrative costs when it comes to tracking abatements and wants to be able to approve any extensions of deals between the city and developers.

“The primary outcome for the district

should be that the successor agreement makes the district whole for the property taxes foregone by abatements and exemptions authorized by the city,” Hoying told the board.

That hasn’t always happened, according to the presentation.

Under the agreement between the two, the City of Cincinnati can offer developers of commercial properties (office buildings, retail, industry and any residential development containing more than four units) exemptions on up to the full amount of the appraised value of the improvements — renovations or new construction — a developer makes to a property for up to 15 years. The city can also offer developers the opportunity to roll all of the money they would have paid in taxes on renovations or new developments into what are called Tax Increment Financing Districts. TIF money can only be used on improvements immediately within those districts, generally increasing the property values within them.

Without the 1999 agreement, the city can only offer 50 percent abatements and 75 percent contributions to TIFs without the school district’s approval under state law. The city may also be liable for 50 percent of income tax revenue over $1 million

that a new development generates.

In return for the ability to grant those generous abatements, the city agreed to pay CPS $5 million a year for 20 years and to agree to require developers to pay 25 percent of the money they would have paid in taxes — an arrangement called PILOTS — for abatements and 27 percent for TIFs. The city also agreed to pay for school nurses and crossing guards. However, written into the agreement was a clause that stipulated the city could back out of that responsibility without penalty, which it did. Currently, the district spends $1.6 million a year on nurses and $700,000 on crossing guards.

The arrangement has worked out in a narrow sense for CPS in some years, though that has been less common as the pace of abatements the city has given out has accelerated.

In 2012, for example, when the city abated about $71 million in commercial development property value, the district lost about $3.3 million on abatements and TIFs after PILOTS from developers. But it also received that $5 million payment from the city. The district came out ahead again in 2013, though by a slimmer margin.

Driehaus Focuses on Opioid Crisis, Budget in State of County Address

County commission President Denise Driehaus delivered her first State of the County Address, focusing on gains in the fight against the opioid addiction crisis, a new initiative to foster collaboration between Hamilton County’s 49 municipalities and efforts to increase diversity on county boards.

Driehaus’ speech comes as Democrats hold a rare three-member sweep of the powerful body that sets the county’s budget, and as the party has gained more and more swagger in once-red Hamilton County. But the address also comes as big challenges face the commission and the county as a whole: most notably, the county’s budget shortfalls. Last year, the county came up $29 million short, necessitating cuts to county departments.

One way Driehaus wants the county to become more efficient? A new initiative to explore ways to increase collaboration between various municipalities to avoid duplicating services. That effort will kick off with a Shared Services Summit this fall.

Driehaus acknowledged that addressing the county’s fiscal situation would be a challenge, though she also pointed to reductions in funding from the state’s local government fund. The county has lost $342 million since 2010 due to those cuts and other state policy changes.

“The county was able to balance the 2019 budget with cuts to services and one-time revenues,” she said. “Over the next two years, the board will need to develop a strategy for bringing the county budget into structural balance. This will be no easy task.”

Driehaus also touched on a number of human services the county provides, noting that Ohio is dead last among states in providing funding for children’s services. But a countywide child services levy passed last year will help the county hire more caseworkers, fund a special unit that helps locate safe homes for at-risk

children and offer a stipend for relatives who become caregivers for children.

A new program is also coming that could reduce incarceration in the county’s overcrowded jails by allowing law enforcement officers to connect people to addiction treatment or mental health resources as an alternative to jail time, Driehaus said.

That initiative and others, including alternative sentencing efforts and a behavioral health and addiction treatment facility, will help reduce costs over time and end the cycle of recidivism for inmates, Driehaus says.

“Rehabilitation — not incarceration — needs to be our north star,” she said.

Driehaus spent a significant portion of her speech discussing the ongoing opioid addiction crisis that has ravaged the county, killing 441 people via overdoses in 2017. That number dropped last year — 347 people died from overdoses in Hamilton County in 2018 — but Driehaus stressed that the crisis isn’t over.

The reduction is due in large part to efforts from the Hamilton County Heroin Coalition, Driehaus said, which distributed 50,000 doses of Narcan last year and oversaw an array of emergency response and addiction prevention efforts.

Another big part of Driehaus’s speech focused on economic development, highlighting the county’s effort to remediate with state grants a former industrial site in Camp Washington. Half of that site became Rhinegeist’s new distribution center.

Medicinal Marijuana Products Finally Hit Dispensary Shelves

officials for the renovation of downtown’s Millennium Hotel.

“I think we can all agree we simply cannot tolerate the lack of a functioning convention center hotel,” she said. “Quite simply, the Millennium is a mess.”

Driehaus rounded out her speech by highlighting efforts to increase diversity in the county’s board appointments and encouraging more young women to pursue leadership positions in public service.

According to Driehaus, 77 percent of recent appointments to county boards have been women or people of color.

Driehaus took office in January 2017 after defeating then-commissioner Dennis Deters, a Republican, tipping the balance of the three-member body toward Democratic control. She joined fellow Democrat Todd Portune on the commission and this year Democrat Stephanie Summerow Dumas gained a seat after defeating Republican commissioner Chris Monzel.

Ohio residents who have any of 21 medical conditions can register for a license to buy medical marijuana, but prior to this week, Ohio’s roughly 20,000 registered medical marijuana recipients could only obtain buds from the marijuana plant because the processors chosen to make things like tinctures, edibles and other products experienced delays in the state’s licensing process.

The state’s system was supposed to be up and running last September, but product didn’t go on sale at a few of the state’s chosen dispensaries until January this year.

The tinctures come in 30-milligram bottles that are available in two strengths: a two-day supply with 220 milligrams of THC and 20 milligrams of CBD for $80 and another four-day supply with double the THC and CBD for $140.

The state so far has licensed Grow Ohio and another company, Standard Wellness Company, to process medical marijuana products. Grow Ohio says it will soon start producing edibles, topical creams and oils for vaping, along with the alcohol-based tinctures. Standard Wellness is also poised to introduce product soon, the company says.

Overall, Ohio has 56 licensed dispensaries coming online — including two in Hamilton County — though only nine are open currently statewide.

Lawmakers Pass 10.5 Cent Gas Tax Hike, Boost Transit Funding

DeWine has argued that Ohio needed every cent of his proposed increase, which would have taken the state’s gas tax from 28 cents to 46 cents. Instead, Ohioans will pay 38.5 cents per gallon for the tax — higher than Kentucky’s 26 cents and West Virginia’s 35.7 cents, but lower than Michigan’s 44.1 cents and Indiana’s 42.9 cents.

The gas tax increase is Ohio’s first since 2005.

The budget also does away with a requirement that drivers have front license plates on their vehicles. That provision has local relevancy: a traffic stop over a missing front license plate is what led to the controversial shooting death of unarmed motorist Sam DuBose by thenUniversity of Cincinnati Police Officer Ray Tensing in 2015.

The budget next goes to DeWine for his signature. He could opt to line-item veto some provisions.

Ohio’s beleaguered public transit authorities will also see more money in the new budget. Ohio currently provides roughly $33 million a year for public transit — among the lowest levels in the country per capita. Funding will double under the new budget to $70 million a year. That’s still less than the $125 million the Central Ohio Transit Authority has said is needed to shore up public

transportation in the state.

Another revenue-raising mechanism in the new budget: Owners registering new electric vehicles will pay an extra $200, and hybrid registrations will cost an extra $100.

The increase — which will start July 1 — would cost the average Ohio driver with a car that gets 25 miles to the gallon about an extra dollar a week, raising an estimated $865 million a year for new transportation projects and efforts toward

repairing Ohio’s badly-deteriorated roads and bridges. Under the budget, municipalities will get 45 percent of the proceeds of the gas tax — up from the 40 percent they currently get.

Lawmakers in the Ohio General Assembly April 2 passed a two-year transportation budget that includes a 10.5 cent boost to taxes on gasoline and a 19 cent boost to diesel fuel taxes — a big step down from the 18 cent hike Ohio Gov. Mike DeWine asked for, but more than the 6 cent increase passed through the Ohio Senate last month.

The next year, the district lost $75,000 even after the city’s payment as the city abated $126 million in property value for commercial developments. In 2015, the district lost almost $1 million that way as the city wrote off $153 million on commercial abatements and $535 million on TIFs. CPS came out less than $200,000 ahead the next year, and in 2017 the district lost $700,000 even after the $5 million payment as the city granted $291 million in commercial abatements and $641 million in TIFs. Those numbers don’t count another place where CPS loses money that isn’t governed by the 1999 agreement — the bevy of residential abatements the city hands out for single-family homeowners or owners of residential buildings with four units or less.

According to the district, it lost $5.7 million on residential abatements in 2016, $8.3 million in 2017 and $7.4 million in 2018.

Cincinnati City Council sets the terms of those abatements, which have overwhelmingly gone to well-heeled neighborhoods like Hyde Park and Mount Lookout.

Council last tweaked the criteria for those abatements in 2017. Currently, a homeowner who makes more than $2,500 in

appraised improvements to their property is eligible for them.

The 1999 agreement has no bearing on those abatements, but the district could use negotiations around the commercial abatement deal to push council to change residential policies as well.

It is unclear how those negotiations will proceed.

Talks about a new deal kicked off in June last year with a joint meeting of Cincinnati City Council and the Cincinnati Public Schools Board. After that, both the city and CPS picked teams to explore a new agreement further.

The city’s team includes Cincinnati City Solicitor Paula Boggs Muething, Deputy Solicitor Luke Blocher, Senior Assistant Solicitors Kaitlyn Geiger and Billy Weber, Deputy Finance Director Karen Alder, Department of Community and Economic Development Director Phil Denning and Deputy Director Dan Bower.

CPS’ team includes District Treasurer Wagner and counsel Hoying, Assistant Treasurer Brittany Treolo and District Accounts Receivable Supervisor Nathan Tyahur.

Muething told council in January that those teams had met twice — an assertion

CPS board members disputed.

“We have had some very productive discussions,” Muething said then. “I would say that we have met to discuss the framework for a new agreement. I think there is general agreement on the framework and the factors to work through.

We have had some very productive and informative discussions.”

But members of the Cincinnati Board of Education pushed back on that. Four members of the board said they had no knowledge of any talks about the abatement policies between the city and the school board.

As the city and district face the expiration of the current abatement deal, political pressure from some corners has been growing around changes to the way the city does development incentives overall.

Late last year, Cincinnati City Council members Tamaya Dennard and Greg Landsman asked the city administration to prepare a report on the feasibility of considering equity initiatives like minority hiring, fair wages, affordable housing and other considerations when striking development deals.

Prior to that, Over-the-Rhine nonprofit

Peaslee Neighborhood Center put together a rubric that scores potential developments seeking public subsidies like tax incentives on similar criteria. The group has been presenting that rubric to community councils, which often weigh development proposals first. The Cincinnati Federation of Teachers, CPS’ teachers union, is another group pushing for change to the city-district deal specifically.

Some critics say the process for setting a new agreement thus far hasn’t included public input and engagement, concerns stoked by the suggestion that negotiations between the school and the district are already underway.

Craig Rozen of the Cincinnati Educational Justice Coalition told council in January that the city and district haven’t done enough to engage the public around the negotiations and that grassroots groups have been working to fill the gap.

The city has since held some information sessions about its commercial and residential abatement programs.

“In the vacuum of public discussions and opportunities to workshop viable ideas and new practices, community organizations and nonprofits are being forced to fill this void,” Rozen told council.

he Contemporary Arts Center is taking a risk — and they want you to take it with them.

Sprawling over four days (April 11-14), the CAC’s inaugural performing arts festival, This Time Tomorrow, promises a diverse lineup both stylistically, thematically and otherwise. Like its title alludes to, the fest centers on “art of the moment.”

A mirror to contemporary art as a whole, the performances within This Time Tomorrow, in large part, are driven by immediacy and current social, political and cultural concerns. It is work that needs to be seen right now, says CAC communications director Joshua Mattie.

“That’s what this vessel is built around,” he says. “There is nothing more urgent, nothing that can more quickly address the things that we’re all actually dealing with on a day-to-day basis.”

The result? Nine main performances — each textured in various ideas, styles and purposes — hosted by venues across Cincinnati.

In brief, some of the festival’s highlights include Tania El Khoury’s As Far As My Fingertips Take Me, Mammalian Diving Reflex’s All the Sex I’ve Ever Had, Rashaad Newsome’s Running and Daina Ashbee’s Serpentine. But more on those — and others — later.

Spearheading the festival is Drew Klein, the CAC’s performing arts director. In curating TTT, he traveled internationally to various festivals, i.e., Fusebox in Austin, Texas; TBA Festival in Portland, Oregon; and others in Australia and across Europe.

“I think curating is sort of constant research. And you’re always seeing performances and going to different festivals where you just learn about what artists are making, how different projects are developing,” Klein says. “Some of these projects I’ve been aware of for less than 12 months and other projects I’ve known about for quite some time and just haven’t felt like the Black Box series has been the right vehicle with which to bring that performance (here).”

The series he mentions — the CAC’s Black Box — has offered up boundary-breaking performances from across the globe since its start in 2011, bringing 11 to 12 performances to Cincinnati each season. But this year — because of TTT — the series was condensed to six shows.

So think of TTT as an extension of what the CAC has already planted with its performance art series. “(This Time Tomorrow) allows for improved opportunities for audiences to dig deeper into an artist’s practice and to understand the industry as a whole,” Klein says. “That’s one of the big things we’re trying to accomplish.”

Sure, Klein zig-zags to an array of festivals across the globe to seek out shows to bring to the CAC. But several works from the local scene will also be featured at this week’s festival.

“This year actually worked out pretty perfectly.

Conceptually, we thought we'll split it up into thirds in a few years — a third local, a third national, a third international,” Klein says. “And, almost by accident, it became that (ratio) this year, which is great. That means that we set the precedent. And now we'll choose to follow that moving forward.”

Locally speaking, creative studio Intermedio is one of three groups repping the Cincy art scene. A collective made up of Justin West, Sam Ferris-Morris and Eric Blyth, for their work On Touching, Intermedio recruited the help of two others: Erin Sansalone and Ashley Walton.

As explained by West, their roles are fluid and — akin to a band — each lends a different creative skill set and framework the others can riff off of.

“Parameters are being pushed and pulled and communicated kind of across the board,” Blyth says of the group’s dynamic. “And everybody is working toward something collectively, rather than where you have one or two people dictating their minions.”

You may recall Intermedio from their part in last fall’s FotoFocus Biennial, In Place of Forgetting, in which an inflated walk-in igloo-esque structure briefly made a home at Over-the-Rhine’s Washington Park. Inside sat suspended boxes that, when opened, revealed jumbled, dissonant voices that sounded like a loose memory you couldn’t quite grasp.

On Touching — like many of their other projects — embraces the intersection of sound, space and, ultimately, humanity. This Time Tomorrow will mark this performance’s world premiere. The CAC’s Klein cites it as a work that you’re “immediately a part of when you walk in the door.”

West echoes that statement: “It’s a performance where the audience is embedded within an interactive installation.”

The audience’s actions literally manipulate how the performance will unfold. Each audience member is given a garment when they enter, featuring two speakers, three lights and touch sensors. The garments themselves — which cover the torso — are open-back and designed to be one size fits all. (In total, Intermedio estimates they’ve made 50 to 60 garments.)

Peer closer and you’ll notice metallic stitching (made of capacitive thread) in pointed locations: around both wrists and along the collarbone. The thread is used as an electronic sensor that feeds into a small computer located on the back, which resembles a funky juice box.

“That computer is taking in the data of how people are touching their garments. It also contains a sample library of thousands of different sounds,” West says. “And it contains the potential to create a myriad of different light patterns that can both be individually activated, and then communally by sharing with other people wearing garments.”

Walton — a postdoctoral fellow at Harvard University who previously studied psychology at the University of Cincinnati — came on board to lend her expertise, which centers around movement coordination.

“There's the responsiveness of the performance to what the individual is doing, but then as a group, they can create these perceptual experiences through these local interactions with the people around them,” Walton says. “The psychology I do is sort of around that — how collective behavior emerges from the interaction between component parts in a system.”

The people are the environment. They create the system and output within the structure Intermedio has laid out.

Similarly, Amanda Curreri’s RopeWalk is reliant on those who participate — in the end, they dictate the result. A participatory artwork inspired by American labor and immigration histories, the event has been part of the CAC’s ongoing exhibition Archive as Action.

With the help of a crew that consists of DAAP students and alumni,

the public stitched together recycled flag material into strands of rope. The braided, colorful ropes have been filling the back wall of a CAC gallery, strewn in an act of organized mayhem.

RopeWalk will convene during the TTT festival, when participants will carry the constructed rope, which spans the length of the Purple People Bridge; the bridge is a site connected to the history of slavery that divides the North and South, and the walk is meant to represent a public healing. Curreri won’t know the impact or result of the work until the actual rope walk.

“I’m trying to create lots of points of contact for people to come together, spend 30 minutes physically moving and dealing with work together and see what conversations come up,” she says. “It’s not decreed what we make.

“This might be one iteration where the material produced in this context turns into something else. Lots of people coming together — that otherwise wouldn’t be together — talking about things and getting bored together, and complicating labor together then maybe we talk about art.”

She adds that, though she’s doing it through the auspices of art, for a lot of people other elements will likely first be recognized: Neighborliness. Conversation.

Friendship.

Born in El Salvador and now based in Cincinnati, Lorena Molina rounds out the trio of locals with her performance Tu nombre entre nuestras lenguas. A ceremonial performance, it references the deadliest massacre recorded in Latin American history. On Nov. 11, 1981, nearly 1,000 people — mostly children — were murdered in the village of El Mozote at the hands of the Salvadoran army, who were trained and funded by the United States. The Salvadoran government denied this injustice for nearly 40 years. Molina's work will remember the lost and address the United States' role in the affairs of other nations, which contributes to the displacement of families and, in relation, the global refugee crisis.

Like Molina’s work, Tania El Khoury’s As Far As My Fingertips Take Me hones in on the refugee crisis.

Co-hosted by Wave Pool, an art fulfillment center in Camp Washington, the piece places a participant in conversation with a Syrian refugee via a hole in the wall. Their arms will touch, but they won’t actually see one another; the refugee will draw on the participant’s arm as they listen to the stories of those who have faced border discrimination.

When they leave, the participant can keep the drawing intact or wash it off.

Any similarity between performance topics —like a focus on refugees — isn’t necessarily intentional, says the CAC’s Klein.

“I don’t try and program thematically, so I’m not going to say that a lot of those piece performances are based around one focus,” he says. “I think it’s more of a collection of circumstances, perfect timing, venue availability and schedule and what feels like an important moment to bring the work.”

“Some of these very well could have been a part of a future (Black Box) season,” he continues. “But I think the festival sort of allows a local audience to really get it all in a different way.”

Though not an intentional focus, Klein also points out that several of the artists in the lineup are working with “trauma inflicted upon by color,” which he thinks is more of a reflection of the current cultural moment.

Also based in New York, Rashaad Newsome’s Running will get its regional premiere at This Time Tomorrow.

“Watching Running was just one of those moments,” Klein says of the performance. “I kind of dropped everything and said, ‘We have to make this happen as part of the festival.’ ” Taking place at the Hall of Mirrors in the Hilton Cincinnati Netherland Plaza hotel, Running immerses the audience both visually and aurally; pulling its name from the music term “vocal run” — which describes a series of melodic notes that go up and down in quick succession — the performance will feature three vocalists improvising from an original score composed by Newsome, which incorporates samples of vocal runs by some of the greats, including Aretha Franklin, Janis Joplin, Marvin Gaye, B.B. King and Whitney Houston.

As the show moves forward, other samples are incorporated: speeches against marginalization and racism, recordings from body cams of police officers killing black men and women.

“It becomes this sort of sonic swirl of the noises and the sounds of the contemporary black experience,” Klein says.

It’s an experience that Asa Featherstone, the CAC’s media relations coordinator and video producer, says wouldn’t have even been possible to put together 10 years ago. Even from a technical standpoint — but also referencing the overlooked injustices black men and women face — he cites that Newsome may not have even had the ability to collect the body cam audio.

“It just wouldn't be possible,” Featherstone says. “So that also speaks to the freshness of this festival; it is so now that you can't see that in a gallery or anything like that. A year from now the festival is going to be completely different.”

New York-based NIC Kay’s Pushit! [excersise in getting well soon] mines this topic through dance. They ask: “Can resistance be choreographed?” Kay’s 90-minute performance will unfold in a to-be-announced historically black neighborhood. A release describes it as “a meditation on emotional labor and the impossibility of the stage as a place of freedom for the black performer.”

But Kay also takes participants through the spaces they inhabit. In a video of the performance at the Akademie der Künste in Berlin, Kay moves as if being pulled in two separate directions. Their body manifests the concept of resistance. A bundle of white balloons is tied to their neck; floating, twisting and entangling themselves in the breeze, Kay pulls them through the cityscape.

Daina Ashbee’s Serpentine also employs elements of dance. For two hours, Areli Moran will perform Ashbee’s “dark and feminine” work. Based on repetition, Serpentine is soundtracked by a haunting electric organ composed by Jean-François Blouin.

Ashbee explains the piece on her website, writing that, "Sometimes things need to be insisted upon, and I believe repetition is powerful because it insists because we remember and we absorb. The body is powerful and Serpentine allows one body to speak — to occupy space — and our attention, over and over, insistently revealing the enormous strength of the interpreter."

This is the work’s regional premiere.

At a glance, Mammalian Diving Reflex’s All the Sex I’ve Ever Had features people over the age of 65 divulging intimate stories of their sexual and romantic lives.

Though it’s been featured at performance festivals since its inception in 2010 — making stops in Toronto, Glasgow, Singapore, Portland, Sydney and New York — Cincinnati marks its regional premiere. And, perhaps, it’s one of the most hotly anticipated shows in the lineup.

But it’s more than seniors gabbing about their sex lives. At each stop, the show features a handful of local older adults — in Cincy’s case, there will be six opening up their personal lives and histories to strangers. (The show will be held in the Aronoff Center’s Fifth Third Bank Theater.)

“For me, it was sort of like a bird's eye view of the collective experiences to make a life. So you get the hilarity,” says Klein, who saw the show in Austin. “You get the trauma, you get the mundanity in between. I mean, you learn so much about somebody just through their intimate experiences and the way that information is shared with you, it was — I hate to say it — life affirming. It made me feel better about the life that I’m living.”

In the ups and downs and plateaus that the speakers lay out, a “picture of normalcy” emerges, one that Klein says manifests in myriad ways. And with each turn of the decade, the CAC’s Mattie says that the show is punctuated by a brief 32-second dance party.

Segueing to a more unconventional form of storytelling is Joseph Keckler’s live performance at the 21c Museum Hotel.

Cut with wit, his stories meld with his incredible vocal range, which spans three-octaves. The Huffington Post recently called his performance "riveting and beautifully absurd."

“It's where the energy kind of comes to get bigger in the in-between moments of the actual programming,” CAC media relations coordinator Featherstone says, adding that the hub serves as a “meeting space where those conversations can happen, those relationships can get built and we can start building this community here in the city.”

On Sunday, This Time Tomorrow will culminate with a 24-hour performance art event, aptly dubbed Perform-A-Thon.

Hosted across the river at Covington’s Pique gallery, the ’thon will feature works from regional and national artists. For each hour, another piece will unfold — making 24 performances in total.

In the seven years that Klein has been at the CAC, he cites tremendous growth in Cincy’s performance art scene. And the CAC — with their Black Box series and now with the festival — has been a part of that shift.

CAC communications director Mattie agrees. “This city deserves it, there are people that are making work of that caliber, and will in the future,” he says. “And there needs to be some platform to stoke that fire.”

Aside from the performances, the fest also offers up other elements. Attendees can rise and shine with the Goetta-Institut and party into the wee hours at the Late Night Hub. Klein says the former was inspired by the Fusebox Festival’s “Waffle Chats,” where attendees are treated to complimentary Texas-shaped waffles and coffee and can listen to artists from the festival discuss their works in a casual atmosphere. That’s the premise of The Goetta Institut — just replace Texas waffles with goetta sliders. No. They’re not shaped like Ohio. I asked.

(Vegan sliders will be up for grabs, too.)

“We're going to have them be accessible where you can come in — even just from the street if you see what's happening here in the CAC's lobby — and listen to an artist have a conversation and feel like, even if you don't know the background of the work, you can still have a slider and listen,” Klein says. “And then that's your way in.”

The chats are slated every morning to kick off each day of the fest.

The Late Night Hub — Klein calls it the “heartbeat” of the festival — will unfold every night (except for Sunday) and is designed with the same accessibility in mind. Kicking off at 9 p.m., each night will feature music and performances from the Radical Visibility Collective, Triiibe and FOGGER. Food vendors will serve grub and local distillery New Riff will be at the ready with cocktails.

MUSIC: Michael Johnathon Michael Johnathon’s “folksinger” credentials are of the highest order. The singer/ songwriter took the advice of Pete Seeger and moved from Texas to Appalachian Kentucky to better study Folk music tradition, and he went on to play shows alongside heavyweight icons like Odetta and Judy Collins. He is also the founder and host of perhaps the most popular Folk/Americana music TV/ radio show on the airwaves, WoodSongs Old-Time Radio Hour. Johnathon began hosting the program in 1998 and it grew to be broadcast on over 500 radio stations, including the American Forces Networks, putting it in over 173 countries worldwide. It’s also broadcast on public television, and has featured legendary and contemporary artists like Richie Havens, The Avett Brothers, Chris Stapleton, Ralph

Stanley and Roger McGuinn, among hundreds of others.

In his own career, Johnathon has released several albums since 1986, as well as a play based on Henry David Thoreau’s Walden and an opera based on the life of Woody Guthrie. His songs are, naturally, steeped in Folk music tradition, never shying away from social/political commentary. “The Statue,” from his just released Dazed & Confuzed album, was written in the wake of the 2017 white supremacist rally in Charlottesville, Virginia and inspired by the ongoing debate over Confederateera statues. “It’s a lyrical condemnation of prejudice and racism and the hurt it causes,” Johnathon says of the song. Johnathon’s Cincinnati performance is a part of local Folk music organization Queen City Balladeers’ Leo Coffeehouse showcase, which has been operating in town for the past 56 years (coincidentally, the Leo performances began the year Johnathon was born). 7 p.m. Sunday. $5 suggested donation. orthern Kentucky University’s biennial Year End Series (YES) Festival returns for its 19th iteration with three world-premiere plays chosen out of 300 script submissions. The ambitious fest, put on by the school’s Arts Theatre + Dance program, offers lightly staged productions of these brandnew works, featuring student actors — and sometimes student playwrights.

Continuing through April 14, here are our critics’ takes on each production.

The Black Boy In Pink

Wyatt collides with Nathaniel Clifford’s blustering, clueless Douglas. Meanwhile, Douglas’ high-strung wife, conniving little brother and dissatisfied housekeeper set traps for the pair as the voice of Wyatt’s faceless mother frets over his future. In an exploration of love and rage, Reaves’ script includes spooky, baked-in theatricality that unites this variety of voices.

Set in the Golden Age of Hollywood, the debut of Fast Young Beautiful — written by Ethan Warren — explores what it means to be a great talent and a good man through the lens of two foils: Dennis, a young Hollywood hopeful, shows promise as a new up-and-comer in the film scene, and James Dean, the established, tortured performer with a troubled past and a penchant for fast driving.

Dennis has already won a solid contract with a big-name studio and is eager to prove that he is just as good as any other big-name actor. As he sets out to explore what it means to be an actor worthy of the accolades that are bestowed upon the

premiere stars of the era, Dennis meets Dean. Though at first skeptical — and a bit jealous of Dean’s renown and respect — Dennis soon ushers himself under Dean’s wing, desperate to soak up some of his big-star magic.

But Dean has some of his own problems to tackle first; he throws himself into every role he takes so deeply that he rarely makes it out unscathed. As the young men work alongside each other on famous films Rebel Without a Cause and Giant, they come to understand that youthful insurrection and disillusionment can only be harnessed for so long. To thrive in their chosen passions, they have to understand how to balance their own complexities of character.

Though Fast Young Beautiful takes a unique look at how an artist separates themselves from their art, the play spends too much time lingering in reverence of Old Hollywood to fully accomplish its goal. Because of this, Fast Young Beautiful ends up being a fan-based imagination of the classic era in pop culture rather than a nostalgic, tongue-in-cheek look at the dichotomy between big-name figures like Elizabeth Taylor and Rock Hudson and tortured artists like James Dean.

Written by Kentucky native Jacob York, Initiative follows the story of 20-something Dave, who feels that his entire life is stretching out in front of him. He has best friends and a happy relationship with his spunky and supportive girlfriend, Meg. The world should be his oyster. But Dave, played by an affable Brandon Critchfield, discovers he has an aggressive form of cancer and his comfortable life is thrown into a tailspin by a bleak prognosis. Dave and his friends enlist their favorite tabletop role-playing game Dungeons & Dragons to help Dave live as much as possible before the end.

The show is at its very best when it is fully embracing the geeky awesomeness of D&D. Dave’s friends Benny (Trevor Browning), Tyrone (James Dawson) and Sky (Kali Marsh) introduce Meg (Piper Bates) to their love of the game. The warmth and connection created among the group as they gather around the table is truly engaging and, at times, very funny.

Produced on the thrust stage in NKU’s Stauss Theatre, the play’s relationships and dialogue are muted by the deep stage,

low-energy direction and bland set. The performers have a clear affection for the work, which surfaces through the show’s core themes: deep love among friends, loss and high-speed memory making. But the audience should feel the pressure of the play’s stakes: If Dave doesn’t have these experiences now — even while angry and nauseous from chemo — he won’t have them at all. The clock is ticking. And yet the drama loses its focus and veers into angsty maudlin territory.

Initiative struggles to hold tension and energy, but possesses an intriguing premise and a committed cast with a big warm heart for the work. Together, the group sends Dave to the ocean and even to graduate school as he fights the monsters in his body, in his mind and in the game.

This year’s festival features a rare production by a current NKU student. A BFA playwright major, Isaiah Reaves’ work has been seen locally at the Cincinnati Fringe Festival and as part of the Know Theatre’s Serials.

Set in Cincinnati in 1959, his new play, The Black Boy in Pink, follows the struggles and resilience of Wyatt Frost, a young black man forced into prostitution to survive.

Wyatt wears a pair of bright pink silky lace undergarments throughout the show. As his story becomes tangled with that of a well-established and wealthy Cincinnati family, Wyatt begins to dream of what else might be possible for him. Lonely, he prays to God — whom he calls “sister” — for the strength to confront hatred and bigotry and step out into the greater life he dreams of and deserves.

Often, the play’s tempo drags, snuffing the fire and danger out of the story, but the new work benefits from strong design and an appealingly unromantic space.

The Henry Konstantinow Studio Theatre is small — more stage than house — and throughout the show the audience has the feeling of being in Wyatt’s room. When Wyatt looks in the mirror to fix his lipstick, he is looking straight into the seats. The raw studio space is a strong fit for the story; the show’s lighting and sound design easily create a quiet, moody atmosphere.

The cast has a strong understanding of their role in the story and execute it well.

Cincy Shakes’ ‘Macbeth’ Is Rapturous

Cincinnati Shakespeare Company’s production of Macbeth is not for the faint of heart. And that is wonderful.

With abundant use of stage blood, unnerving sound design and gruesome props, Cincy Shakes’ goes all in.

Centered on the titular character, Macbeth explores prophecy, the supernatural and how far one will go to hold and maintain power. What to Know Before the ‘GoT’ Premiere

It may be springtime in Cincinnati, but winter is here, y’all! After a grueling 20-month wait, Game of Thrones’ (9 p.m. Sundays, HBO) eighth and final season is finally upon us.

Critically lauded — the show has the most Emmys of any primetime scripted series — and beloved among audiences across the globe, this just may be one of the biggest television events in history. While plot details are pretty much under lock and key, here’s what we do know.

Where We Left Off

One of the biggest reveals of last season was that Jon Snow is no bastard — he is the son of Ned’s sister Lyanna Stark and Rhaegar Targaryen, quite literally making his story “a song of ice and fire.” Depending on whose house you claim, he’s the rightful heir to the Iron Throne. He doesn’t know this yet, but the info is on its way.

Jon bent the knee, pledging his allegiance to Daenerys Targaryen and securing allies in many major players throughout the realm. Jon and Dany also banged. Awkward. This isn’t the first incestuous relationship in the show, of course (Hi, Jaime and Cersei), but this important genealogical detail will certainly affect their romantic and diplomatic partnership.

After slaying poor dragon Viserion, the Night King turned him into a sort of White Walker and used him to knock down The Wall, sending thousands of the frigid undead pouring into Westeros.

By the Numbers

The final season consists of just six episodes, so the series will be wrapped before the end of May. That makes this the shortest season yet, but its episodes are among the longest. Chronologically, the runtimes are 54 minutes, 58 minutes, 82 minutes, 78 minutes and the final two are 80 minutes each. They are said to feel like six movies.

Game of Thrones isn’t over yet and spinoffs are already in the works. HBO ordered a pilot of a prequel starring Naomi Watts that is thought to take place thousands of years before the events of this series. Since Watts is the biggest star attached to this unnamed project, I’m gonna go ahead and guess she dies first, Sean Bean style.

Meanwhile, Martin continues to work on the final two novels in his Song of Ice and Fire series. To say Martin takes his time writing these epics is an understatement — every year it’s predicted that book six, The Winds of Winter, will be released, to no avail. However, it is widely speculated that he has finished this penultimate novel and will be announcing it in the next few weeks. A Dream of Spring will follow as the final installment.

Truly the only thing we know for sure is that it’s going to be tough for fans to say goodbye to this story, the characters and the experience of watching Game of Thrones. But remember: What is dead may never die.

27 Years of Live Stand-Up Comedy in Cincinnati!

Details are few and far between since this season, much like the last one, largely consists of original content not found in author George R. R. Martin’s books (though he told showrunners what to expect in the forthcoming source novels) and because anyone from the show who drops a spoiler will be subjected to Ramsay Bolton’s wrath. I assume. Nikolaj CosterWaldau (Jaime Lannister) has said their final scripts existed only digitally and would “self-destruct,” disappearing after each scene was filmed. Maisie Williams recently let it slip on The Tonight Show

Starring Jimmy Fallon that her character, Arya Stark, dies in the second episode…as part of an April Fool’s prank. Which means you can probably guarantee that Arya does not die in the second episode. Right?

There were definitely casualties in the collapse of The Wall at the end of last season, but it looks like Beric Dondarrion and Tormund Giantsbane made it out alive, as they are both seen in the trailer.

The battle scenes are a hallmark of the series — and this season is sure to go out with a bang. The final battle scene took 55 days to film across three locations (to compare, the iconic “Battle of the Bastards” took 25 days). With so many of the Westerosi forces convening to take on the Night King and his undead army, this will no doubt be the most brutal of them all.

Peace Café sources meat and fish from local West Side company Wassler Meats and utilizes Restaurant Depot for other staples. The menu, created by Torres, consists of several inexpensive breakfast and lunch options. Peace Café is open every day except Sunday and serves breakfast all day.

On a recent visit, I tried the standard breakfast sandwich: a hefty tangle of not-too-crispy bacon, just how I like it, an over-medium egg and cheddar cheese on two slices of wheat bread, with a dab of mayo and mustard. It was good and filling, and for only $3, hard to beat for the amount of food. Other breakfast offerings include pancakes — a fluffy stack for $2 — and à la carte sausage, bacon and eggs. Omelets are made to order, veggie or meat, and pastries are available, too. Lunch options include burgers, veggie burgers, quesadillas, grilled cheese, Filipino lumpia and chicken tortilla soup. As befits a Cincinnati restaurant during Lent, Peace Café offers a daily fish fry, serving up two hearty fried fillets with a large side of fries for $6.

Peace Café also acts as a plant for the Prince of Peace church, offering Bible study and community fellowship on Wednesday evenings. Suguitan would like to see the restaurant continue to grow and has his eyes set on catering opportunities to stabilize their revenue. The heart of Peace Café, though, remains the concern for the less-fortunate in the community.

“We’re outwardly focused. We do all this stuff outside,” Suguitan says. He quotes

Suguitan didn’t want to “reinvent the wheel” of job placement training already underway in the region, and by partnering with JobsPlus, Peace Café is able to employ two stipend education fellows at a time.

Part of the City Gospel Mission, JobsPlus offers 10-week classroom training for individuals seeking industry employment.

After the classroom, Peace Café — or any of the many other affiliated organizations and companies in Cincinnati that hire graduates — provides an in-house restaurant training experience. Stipend education fellows work part-time for Peace Café for anywhere from six months to a year (“as long as Berenice thinks they need to be trained,” Suguitan says) before being placed full-time with a restaurant.

Matt Deremo, one of the two current stipend education fellows, works four days a week at the café, alongside Torres, Suguitan or one of the many volunteers that comprise the staff of the restaurant.

“I was a computer science major, did that for 30 years; had a little transition in life called a divorce (and) ended up down at City Gospel,” Deremo says. “They hooked me up with Pastor John. All of those experiences have just been very positive.”

Suguitan hopes to one day soon have the opportunity to bring on a third stipend education fellow. Currently, Peace Café is funded through three grants through the Lutheran Church.

Founded by Pastor John Suguitan of the Prince of Peace Lutheran Church in Over-the-Rhine, Peace Café takes an increasingly familiar model of outward-facing ministry — focused on utilizing the food-service industry as a betterment tool for those in need — to the next level.

“Matthew 25 says feed the hungry, clothe the naked, but when you just give stuff away, you enable people to remain in that position,” Suguitan says.

“We’re not going to stop giving stuff away — we always will — but we need to do more than that, as the church, as the body of Christ. So helping people transform their lives, that’s sanctification. Transformation or sanctification, we play a part in that — it just takes some equity.”

Prince of Peace has walked the walk, so to speak, for decades. Suguitan ticks off a list of the services offered by the church: free meals for the homeless, including Saturday and Sunday breakfasts; Narcotics Anonymous meetings; kids’ church meetings; and more. During the winter months, the church opens to the homeless as an overnight shelter.

Suguitan spent over two years planning Peace Café and was inspired to create the restaurant after attending a Lutheranaffiliated conference in Austin, Texas a few years ago where numerous other pastors and churches spoke of their own foodservice-related community initiatives. One pastor spoke of a half-church, half-brewery; another had started an auto dealership and repair shop; and several mentioned coffee shops.

Ministry-and-food outfits are no stranger to Cincinnati: Rohs Street Café, also in Clifton, is affiliated with University Christian Church and shares the same building; Venice on Vine in Over-theRhine was founded by two nuns in 1986 and continues to operate to this day; BLOC Coffee Company in Price Hill is an extension of BLOC Ministries; and Social OTR operates in partnership with CityLink Center to provide similar hands-on jobplacement training as Peace Café.

Rollin’ Bowls Food Truck Does Vegan on Wheels

A plant-based food truck just rolled into town and Monica Meier is in the driver’s seat.

Last February, Meier quit her nine-tofive job and bought a small bus. Out went the vinyl-covered bench seats and in came the flat-top grill, stainless steel workstation and a fridge stocked with veggies. By September, Meier embarked on her journey to nourish the Cincinnati-area out of the window of her new banana-colored bus by focusing on wholesome meals and “letting the goodness roll.”

While she developed the concept for Rollin’ Bowls and perfected her plantbased menu, she spent time working in other food trucks, serving everything from empanadas to crepes, to get a feel for the flow of a condensed kitchen on wheels. But before she dedicated her days to chopping veggies, steaming rice and prepping bowls in an old school bus, she helped establish and grow a truck driving program at Gateway Community & Technical College in Florence, Kentucky, where students can earn their commercial driver’s license and advance their employment in the transportation field, even without a high school diploma.

Meier was lovingly referred to as “mother trucker” at Gateway for heading up the CDL program. “I’m still a mother trucker,” she says. “Just now I have a food truck instead.”

She says it was bittersweet to leave a job where she could truly help people improve their lives, but she finds her new digs even more rewarding.

“When someone eats your food and says, ‘This is really good. Thank you for being here.’ Wow, it makes me feel so good,” she says.

Her palate was nurtured by the cuisine her Norwegian parents were accustomed to. Growing up, she had boiled fish and veggies for dinner while the neighbors next door were slopping gravy on pot roast. But just four years ago she made the switch to living a fully plant-based lifestyle.

“I started playing with all these

ingredients and my health started changing rapidly,” she says. “Plant-based really does make you feel good.”

She says her energy and muscle tone went up and her cholesterol went down, and that was inspiring enough to convince her to take a sharp left turn in her career path.

“I wanted to share that plant-based food can taste great with people who believe the myth that plant-based food tastes awful,” she says.

She took inspiration from the assembly line-style and veggie-heavy options at Bibibop Asian Grill and integrated a similar concept into her business.

She says it’s unlikely she’d serve salad at a brewery, but she likes experimenting with more “offthe-wall options” where they apply, like at the upcoming Vegan Earth Day meetup in Burnet Woods. Meier will have a chance to let her plant-based cuisine shine by whipping up options that cater more to folks who commit to a vegan lifestyle.

The most popular menu item and Meier’s personal favorite, she says, is the Dynamite Bowl — a crunchy and colorful blend of veggies keeps it refreshing and teriyaki-marinated soy tenders offer meat-free heartiness over a bed of fluffy long-grain rice. It’s finished off with a thick drizzle of vegan yum yum sauce made from scratch.

Homemade is the standard when it comes to sauces. Meier skips the shortcuts and sources local, organic produce from vendors like What Chefs Want!, formerly Creation Gardens, as often as possible and invests in compostable bowls and utensils.

Hefty Meets Catchy On its 2018 self-titled album, rockers Pop Evil took time to find the right balance between the heavy and the melodic

dysfunctional relationships and mortality that frequently surfaced on the earlier albums. On tracks like “Colors Bleed,” “Ex Machina” and “A Crime to Remember,” the singer reacts to the divisive socio-political tone that has defined America recently and calls for unity and equality. Kakaty also returns to the self-empowerment theme of some earlier Pop Evil songs (particularly on “Waking Lions”), urging listeners to fight to overcome obstacles and recognize their own self-worth.

The musical range and lyrical punch of Pop Evil, Kakaty says, helps make it an album that provides the kind of rich listening experience the band intended.

“We try to spend a lot of time making sure we can give you an album where you can literally listen to (it)… and want to start it over and listen again,” he says, mentioning the opening and closing songs on Pop Evil. “We have thought about that from the beginning, but hopefully we’re (now) able to steer it a little more direct and we can really identify ourselves with our fan base, (so they) know that when they think about Pop Evil, there’s going to be a little bit of mystery, (like) ‘I wonder what they put together on this album?’ ” Pop Evil plays Bogart’s Wednesday, April 10. ‘Wow, this is finally the heavy with the melody that we always wanted,’ ” he says.

“Screaming has never been my strength, so I didn’t know how I could get the heavy across vocally. And then as I dove in there with Kato (Khandwala), our producer on this (album), he’s like ‘Dude, you’re melodic. Don’t run from it. Just give it to them.’ And once we started to really explore that, it was like, ‘Wow, this is what I’d been searching for, that I just never had the time to explore or maybe I wasn’t even good enough to challenge myself differently on the earlier records.’ ” The result is the band’s most fully realized album, Kakaty says. It is the heaviest of the group’s albums, thanks to songs like “Art of War” and “Colors Bleed,” which boast pile-driving beats and razor-edged guitars. But there are also slightly lighter rockers that balance Pop hooks and heft (“Be Legendary” and “God’s Dam”), a lighter ballad (“Rewind”) and even a particularly ambitious multi-faceted track, “Nothing But Thieves,” which moves from ambient tones to Industrial Rock to Metal and is topped with a melodic chorus that verges on Pop Rock.

As writing for the self-titled album progressed, Kakaty also began to lock onto a couple of key lyrical themes that took the band away from the songs about

Management agreed, feeling confident that the hits Pop Evil had generated (“Trenches,” “Torn to Pieces” and “Deal with the Devil” off of the 2013 album Onyx and “Footsteps,” “Ways to Get High” and “Take It All” off of the 2015 release Up) meant the band no longer has to tour quite as much to make ends meet financially.

“The big thing that changed was the success we’d had,” Kakaty says. “We were finally now in a position to go off the road.

In the early years, I mean, we’re basically the janitors of the music business. We have to work holidays. We have to work nights and weekends. We basically had to play every month just to keep our lights on or we don’t live. We have bills. It’s basically a job. It’s not really entertainment or fun.”

The more generous schedule gave Kakaty time, as the main songwriter, to explore different approaches to writing songs. One foray involved getting together with a couple of musical friends whose backgrounds were more in Heavy Metal to help him explore how writing songs in different keys might open doors to a fresh sound. He hit pay dirt early on with “Waking Lions,” a song that combines crunching guitars with melodic vocals sung in a lower register.

“Once I wrote ‘Waking Lions,’ it rejuvenated me all over again. I was like

Leigh Kakaty, vocalist of Pop Evil, certainly seems to buy into that idea.

He says his group’s music is very much a product of his Muskegon, Michigan roots. On a musical level, that experience translates into a Rock band that stylistically is anything but a one-trick pony.

The ability of Pop Evil to show musical variety within their melodic Hard Rock/ Metalcore sound and offer a cohesive point of view lyrically has never been more apparent than on the group’s most recent album, a self-titled full-length released last year.

“The big thing with Pop Evil is we’ve always been that band that had that yin and yang effect,” Kakaty says. “We never really got into music because we wanted to play one style of music all the time. We’d get bored.

“I think that’s a direct reflection — that I don’t think fans always realize — of the Midwest. It’s kind of like we’re the test market, especially Michigan — we’re the test market for a lot of things. So we were always exposed to all kinds of different genres. Even on our local Alternative Rock or Rock stations, it was always a bit of blend of Rock, Metal and Alternative. So we’re very much a product of that.”

Kakaty feels Pop Evil showed it could touch on different styles within the Hard Rock spectrum on its first four albums. But Pop Evil is the best representation of the band’s music, particularly when it comes to finding a heavier and harder edge to the Pop Evil sound.

To achieve the goals of the fifth album, Pop Evil needed to go about the writing and recording process a bit differently. The first step was to get management to agree to allow for more time to make the album.

Having felt rushed to make each of the first four albums, the group members — Kakaty, rhythm guitarist Dave Grahs, lead guitarist Nick Fuelling, bassist Matt DiRito and drummer Hayley Cramer — knew more time would be needed to explore the different directions they could take the songs both musically and lyrically.

Though Chris Smither hasn’t lived in New Orleans for many years, it somehow makes perfect poetic sense that he originally hails from the Crescent City. What a fitting heritage for one of the best practitioners of Folk/Blues guitar still playing today. With his slow rumble voice, craggy, road-dog looks and a long list of songwriting classics to his credit, Smither still tours regularly in his 70s.

Influenced equally by the gentle fingerpicked odes of Mississippi John Hurt and the surreal-veined ballads of Bob Dylan, Smither offers a particularly potent blend of 21st-century Folk and Blues. His philosophical musings go hand in hand with his consummate guitar playing, which add a wry dimension to his lyrics.

Smither’s most recent record recorded in Austin, Texas, 2017’s Call Me Lucky, reflects a long career’s grace with a charisma that still radiates from him and his acoustic music.

Smither’s gritty, foot-to-the-floor percussive approach resounds through all his music, and the two-disc Call Me Lucky set is no exception. This time he plays with a small combo, featuring Billy Conway on drums, David Goodrich on baritone guitar and piano, and Matt Lorenz on violin.

Smither kicks off “The Blame’s on Me” with a growling guess-I’m-guilty vibe funneled through a cascading, spitfire riff. His distinct guitar propels the songs with chugging precision, all sinew and steel strings. His one-man stage act can remind you of an expert busker in the French Quarter, sitting on a milk crate and pumping out some hearty and eclectic Blues.

One of Smither’s great strengths is his ability to transform covers into his own style. This is one of his only records without a Dylan cover, but the Chuck Berry and Beatles substitutes make up for it.

Berry’s “Maybellene” becomes a dark, churning Blues number with Smither bemoaning a Cadillac and a girl with the chiding “Why can’t you be true?” delivered in his bellowing baritone. It’s no longer a teenager’s lament, but an older man’s bittersweet recollection.

On “She Said She Said,” he brings Lennon/McCartney’s London acid trip to the Mississippi Delta, and strips it of all psychedelic artifice, grounding it instead in his earthy realism. (Gregory Gaston)

Marlin and his musical co-conspirator Emily Franz — they both sing and play various stringed instruments — have crafted six full-length albums over that time, each a refinement of their longrunning interest in different facets of Americana.

The duo’s latest, Tides of a Teardrop, again luxuriates in the melancholic Folk that has been their trademark, an intimate and emotive approach that embraces genre traditions while also pulling from Marlin’s own predilections.

If anything, Tides of a Teardrop is even more personal than past efforts as Marlin delves fully into the central development of his early life — his mother died from complications of a surgical procedure when he was 18.

“It’s always been present in my songwriting,” Marlin says of his mother’s untimely death in the press notes that accompanied the album’s release in February. “I think her passing was almost the genesis of my writing. That was when I really began to find refuge in writing songs.

I feel like I tried to find a voice around that time, just because I needed the outlet.”

Lyrical traces are scattered throughout the album’s 10 songs, from opener “Golden Embers” (“Loss has no end/It binds to our connection/We don’t speak of it/ We don’t even try”) to “Late September,” a penetrating rumination that works on multiple levels (“Is it selfish pride that keeps a man from sharing all the tears he hides?”), to “Suspended in Heaven,” which gets to the topic at hand from the get-go (“Mother is gone/Her journey unending”).

records flavored with often unexpected instrumentation and good humor.

The Boston-based quartet formed back when the late George H.W. Bush still roamed the White House and when making a living providing songs to TV shows wasn’t the relatively common option it has become (Guster has been especially adept at the practice over the years).

Album opener “Look Alive” rides on a moody mix of atmospheric synths, subtle, syncopated percussion and frontman Ryan Miller’s modest croon. Think Death Cab for Cutie on a Phantogram kick.

The very next track, “Don’t Go,” is an exuberant blast of frothy Disco Pop with lyrics to match (“I want hippy love/Future sex/5 a.m. French cigarettes”).

The mood shifts again with “Hard Times,” a pensive synth-driven track that seems to tackle the sad state of our political and social discourse (“And send our sisters to the sacrifice/A cruel conviction/Sinister systems keep us satisfied/These are hard times”).

“This record was written against the backdrop of what has been happening in the States for the last couple of years,” Miller said in an interview with Montreal Rocks when Look Alive was released in January. “(It’s) kind of fucked us up in a lot of ways. Ultimately, what I wanted to come through on the record was a sense of optimism. That’s why we called our album Look Alive.” (Jason Gargano)
