• Broward County’s 30-year, one percent surtax to fund transportation improvements, approved by voters in November 2018, took effect in January 2019

• Broward County Commission established a 30% CBE Participation Goal for all eligible surtax-funded projects

• The transportation surtax is estimated to collect *$355 million annually, for the next 24 years.

Small Business Micro-Grant Pilot Program

The Broward County Board of County Commissioners has established a Small Business Micro-Grant Pilot Program, administered by the Office of Economic and Small Business Development (OESBD), to provide working capital for small businesses located within Broward County.

Micro-Grants up to $5,000 will be available to small businesses on a first-come, first-served basis.

• OESBD staff will be available to provide one-on-one, in-person, or virtual technical assistance.

• 2024 and 2025 grant recipients may apply for $2,500

NEW in 2026: To ensure complete applications are received, all applicants are required to schedule a Micro-Grant application intake meeting (virtual or in-person) by calling OESBD at 954-357-6400 starting on Friday, April 13, 2026. The 2026 Small Business Micro-Grant Pilot Application portal will open on April 27, 2026.

Broward County Business Opportunity Act

OBJECTIVE:

To ensure that small Broward County-based businesses are provided sufficient opportunities to meaningfully participate in the award of County-funded contracts.

Per Section 1-81.3 (a) of the Business Opportunity Act, a CBE goal of at least twenty-five percent (25%) participation by CBEs has been established for each County contract (unless the CBE goal is waived or otherwise modified by Board action).

As of October 3, 2025, the U.S. Department of Transportation (DOT) issued an Interim Final Rule (IFR) that has caused many of the reporting systems and certification activities to pause or close for re-evaluation.

The Broward County Business Management System (BMS) is a vendor management, project compliance, and event management software designed to simplify the process of County procurement and contract management with small business participation goals.
