From the President Finally, as always, please feel free to contact me, a board member or Joanne Warren, if you have any questions or suggestions on how we can improve our Society. I hope that all of you have wonderful holidays and a fantastic 2024. Thanks for your support of ASPE during my term as your National President!

I cannot believe that this is my last “Message from the President.” As I said during the State of the Society at the Summit, it has been an honor and privilege to have served as your President for the past two years. During my term, we have faced many challenges but also have enjoyed many successes. Our successes were not the result of my efforts. They were the result of the hard work done by our staff, our Board, our Governance Committee, our Technical Committees, and our Chapter Leaders! I want to personally thank all these people for their efforts on behalf of ASPE. I am confident that ASPE will continue to shine and prosper under the leadership of Mike Alsgaard, CPE, our incoming National President. The future certainly looks bright!

From the Executive Director

This edition of Estimating Today celebrates the ASPE community as we look back at Summit 2023. The annual ASPE gathering showcases the talent and expertise of our members, their willingness to share knowledge and support one another, and the comradery of our close-knit professional network. If you were not able to attend this year, be sure to mark your calendar for Summit 2024 which will be held on September 12 – 14, 2024, in downtown Cincinnati! One of the highlights of Summit is the State of the Society presentation, which provides the opportunity for us to review past accomplishments and outline future priorities. This year, ASPE President Chris Morton presented the strategic goals for 2024 with a particular focus on increasing local engagement. As Chris reported, some ASPE chapters are struggling with a lack of local engagement and are bogged down by the administrative requirements of running a chapter, while others were not able to recover after the

November/December| 5

COVID-19 pandemic and have not met regularly since that time. ASPE leadership believes that local engagement is KEY to maintaining our community and is committed to doing all it can to help build (and rebuild) networking opportunities for members to connect, learn, and promote the estimating profession. In the coming year, we look forward to working with the membership to design and implement new ways for members to take full advantage of ASPE’s incredible community—so stay tuned! Please feel free to reach out anytime with your ideas and input— I’d love to hear from you.

ownership

groups,

REITs,

commercial property owners, and government agencies. David is active within ASPE and strives for growth in preconstruction and operations.

The Art and Science of Risk Risk, being ubiquitous, is defined, calculated, and managed throughout our lives, whether consciously or unconsciously. We make judgements, take actions, adjust to the results, and hedge against potentially unfavorable results continuously in our personal and professional lives. Risk has come to be such a monumental field of study that some process for addressing risk is prevalent in every organization, in every industry. This presentation discusses holistically approaching the recognition of risk within project lifecycles with emphasis on preconstruction. If we forget the art, the creative, the out of the box, we are left only with science, which would lead a project to never leave the drawing board. If we forget the science, the logic, the math, our project is doomed to fail by our own hands. Life doesn’t exist without risk, and a strategy for managing that risk should not exist without both art and science. Learning Objectives: •

Understanding risk

How do we qualify and quantify risks?

Understanding and employ resilience techniques and other strengthening strategies

What role does preconstruction play in risk management?

Ed Zarenski CEO, Construction Analytics Ed Zarenski semi-retired in 2024 from a 42-year construction career as a building project cost estimator and construction economics analyst. He now spends his time as a construction economics analyst, author, educator, and presenter. He is the author of the Construction Analytics blog, which provides in-depth commentary related to the economics of building construction.

Construction Economic Forecast 2023: Behind the Headlines The estimator, although not solely responsible, is often the one who prepares the budget for the project. Therefore the estimator must fully understand the current economic data and how it might influence the cost of the project. The estimator must fully understand what is and what is not inflation. The estimator needs to identify what is in the wide variety of inflation factors and which factors are appropriate to move estimated costs over time. Finally, the entire team must understand the impact of inflation on the business plan. Learning Objectives: •

High level overview of construction markets – residential, nonresidential buildings, and non-building infrastructure markets. What is the trend in new starts, volume of work, and jobs?

Shortage in materials, and the corresponding price increase. Should we expect material price inflation this year, next year?

Identify the difference between and Input Index and and Output Index and use the right cost escalation indicators for your specific

What influence does inflation have on the jobs market? What influence on your business plan? Inflation affects much more than just the number of workers needed on the jobsite to get the job done.

Mike Villalba Technical Director and Lead Estimator, Pete Fowler Construction

Process Engineering Our Estimating Department: The Business Case for Applying Lean Principles to Estimating This presentation is for any organization that consistently deals with construction budgets and estimates and wants to dramatically improve their consistency, accuracy, and efficiency. Many organizations deal with estimates at various levels of detail and accuracy, and have the capacity to compare actual construction costs to the earlier budgets and estimates. Only the best organizations exert the energy and discipline to compare actual performance to their plans, because the truth sometimes hurts, although only when it should. Even fewer organizations look at everything they do as a process and a collection of sub-processes that can be taken apart, examined, measured, and continuously improved. But those that do can literally do twice the work in half the time, or better, and their “products” have half the defects, and they earn twice as much profit.

Learning Objectives: •

Explain the basics of lean principles

Quantify the value of improving processes by applying scientific thinking

Describe how we are applying these tools in our estimating department

Celebrate the triumph of continuous improvement over wishful thinking

Andy Kleimola, CPC Managing Director of Estimating, Anser Advisory Andy is the Managing Director of Estimating for Anser Advisory, an ENR Top 20 Program Management Firm, providing estimating and cost solutions for both public and private clients across the USA. Andy manages Anser’s Cost + Solutions practice and oversees projects in values up to $8 Billion.

How to Estimate for Risk and Improvement Every cost estimate is uncertain. Underestimating construction costs can lead to project disputes, claims, litigation, financial losses, and in worst cases, impacts to reputation and future work. A better understanding of the risks and potential costs can help contractors in determining an appropriate base cost and bid margin by estimating for risk in their bids. What tangible skills and what considerations should an estimator utilize to evaluate risk elements in preconstruction as you prepare your estimate?

Learning Objectives: •

Understand the skills needed to assess and estimate risk

Risk considerations when preparing an estimate

Methods to reduce risk in preconstruction

Differences between deterministic and risk-based estimating

Kye Holtan-Brown Owner, Oakville Building Advisors Kye Holtan-Brown has been in construction for over 25 years with experience in estimating and preconstruction management, working on offices, multi-family, mixeduse, educational, mountain resort, parking structures, and military projects. She is now an owner’s representative to the National Western Center.

Preconstruction Communication: Tales from the "Dark Side" Showcasing the capabilities and unique talents of your team during a project proposal and interview process can be a lot of work. Just providing a complete and thoughtful response to a lengthy or sometimes unclear RFP can be challenging. Then you want to ensure your team is memorable so there is no question for the client that your team is the best for the project. Trying to provide what the client wants is not always clear cut, even if the RFP is wellwritten, and we all know sometimes it is not. Trying to go above and beyond to leave a lasting positive impression often leads teams to make choices that may work against them. Learning Objectives: •

Understand what an owner wants from the proposal and interview process, even if they do not know how to ask for it

Laugh, and maybe cringe a little bit, at stories of good intentions taken over the top

Discover ways to showcase your team’s unique abilities when the format of an RFP or interview do not provide a clear way to do so
