The Tough Job Of Being Mayor Back in June I wrote a column discussing the role of the Town Administrator. With the Town election coming up next April and our current Mayor, Bill Pinkham, being term-limited, the community will be selecting a new Mayor.

I’m sure there are folks out there thinking about taking a run for the Mayor seat. So it seems like a great time to discuss the role of a Mayor in a Statutory Town like Estes Park.

Cities and towns fall mainly under two forms of governance --the council-manager form and the mayor-council form.

The Mayor-council form is common in very large cities, while the council-manager form is the most popular form of government for small to medium cities in the United States. Under the councilmanager model, the authority to set policy resides solely with the elected governing body, or the Mayor and Town Board of Trustees. The Mayor fills a special role on the Town Board.

The Town Board has three distinct functions: Legislative, Administrative and Quasi-Judicial. A major role of the Mayor is to chair meetings of the Town Board in all three areas. The Mayor is responsible for the decorum and timing of every Board meeting. In Estes Park, the Mayor facilitates board discussion and debate of the issues, but does not vote on items in meetings except to break a tie.

In their legislative role, our elected officials set public policy. They listen to constituents, consult with staff, and then make decisions about ordinances and regulations to meet the community

goals. In the administrative role, the Town Board sets internal policies and can delegate responsibilities to staff.

Many responsibilities remain with the Town Board, such as approval of payments, approval of intergovernmental agreements and approval of contracts.

The Mayor signs all town agreements that the Town Board has approved. The Mayor is also the key contact with the Town Administrator. I meet with the Mayor and the Mayor Pro Tem each week to review activities and issues in the Town. The Mayor Pro Tem is the “assistant” or “back-up Mayor.” The Pro Tem is selected by the Town Board and acts as Mayor when the Mayor is not available.

Quasi-Judicial activities are much more formal. Here the Board acts in a way similar to a panel of judges in a courtroom.

They hear presentations from two sides of an issue and then make a binding decision. Many land use and liquor issues are Quasi-Judicial issues.

The Mayor is also the official ceremonial face of the Town. He or she participates in ribbon-cutting ceremonies, represents the Town on various committees, and often speaks for the Town with the media. The Mayor also represents the Town with other governmental agencies and on the board of Platte River Power Authority. The Mayor cannot act on behalf of the Town in any unilateral manner, except as approved by the Town Board.

The Mayor does not have responsibility for the day to day operations of the Town. That is the responsibility of Town

Administrator and staff. The Mayor and the Town Board hire and fire the Town Administrator, the Town Attorney and the auditors.

However, all other Town personnel matters are the responsibility of the Town Administrator.

The Town operates under the concept of Policy Governance. With this, the Board has adopted policy that clearly defines the role of the Board, the Mayor and the Town Administrator. In home rule towns, this is typically defined in the Town Charter.

The seat of Mayor is a key leadership position in the Town Government and is critical to developing and reaching the overall goals of the community.

If you are thinking about running for Mayor or Trustee, we encourage you to contact the Mayor, any of the current trustees or me with any questions you have about the job. Holding an elected office is a challenging and time-intensive endeavor, but it can be an extremely fulfilling experience that can make a real difference in our community. I have the greatest respect and admiration for anyone who takes on this challenge. Democracy is not a spectator sport. It only works when people participate.

The end of October? Do you ever wonder where have the months gone? With two left maybe we can still get something done . . . such as writing a column or two. So here’s one. Its topic isn’t the usual: presidents, politicians, Princes of Wales . . . what else begins with “p?”

Hmmm! How about people “just People,” ordinary people? Well, not too ordinary.

How ’bout Rooney? No, not Mickey Rooney. Remember him? That might not be bad. He had his share of headlines and provided us with wonderful entertainment, but we’ll try another one --Andy Rooney! Humorist? Journalist?

Well, more of the latter than the former!

Depends on how you read him. Still . . . . let’s quote him. “All men are not created equal, but should be treated as though they were under the law.” Or try this: “If dogs could talk it would take a lot of the fun out of owning one.”

Still trying to place him? He was born in Albany. That’s the capital of New York state.

Well, that’s not much help. Of all your friends . . . even family, how many of them do you know where they were born?

Yours truly is just guessing, but the guess is that a good half of the people who now live in Colorado were not born here! But, back to Rooney.

Like many young men of his age he was drafted into the army in the fateful year of 1941. He began writing for STARS AND STRIPES within a year – the year in which, due to the December ’41 bombing of Pearl Harbor, the U.S. became fully involved in World War Two. In 1943 as a newspaper correspondent he was selected to fly on one of the early American bombing raids over Germany.

He would also become one of the first American journalists to visit a German concentration camp.

Yours Truly probably learned of him, as no doubt did many people, when he became the windup person for the Sunday television program 60 Minutes. It was like an addiction (though certainly not unpleasant) that made one interrupt whatever one was doing to watch (and listen to) the last five or so minutes of the program. I remember nothing of the first fifty or so minutes, but . . . then came Andy.

In 1949 Rooney --- still Andy, not Mickey --- began writing for the radio and television program Arthur Godfrey’s Talent Scouts which within three years topped the “TV” ratings. By the end of the fifties he was writing for the Gary Moore Show and getting involved in more serious programs such as those dealing with the news. He contributed to “The Twentieth Century” and “60 Minutes.” Employed by CBS (the Columbia Broadcasting System) he contributed to the series “Of Black America” and won his first Emmy Award, that for the program “Black History: Lost, Stolen, or Strayed.”

Rooney also won three Writers Guild awards, one for a news program “An Essay on War.” When his employer, CBS, decided not to show that program he re-

signed his position working for “60 Minutes” and joined Harry Reasoner in producing what turned out to be a prize winning series of television programs.

He would return to CBS in 1972 and made a number of programs about the United States, one entitled “Mr. Rooney Goes to Washington.” That won him a Peabody Award.

The awards would keep coming. In 1978 he put together a brief segment to wind up the Sunday “60 Minutes” program. It featured: he himself. He titled it “A Few Minutes With Andy Rooney.” It was viewed initially as just a summer replacement for what had been a “Point – Counterpoint” debate segment. When, however, with the coming of fall the regular program schedule was resumed, the viewers began to be heard from. In 1979 “60 Minutes” viewers got . . . Andy Rooney.

Rooney’s blunt, even satirical, comments carried the day. He would receive Emmy Awards in 1979, 1981, and 1982. As one writer, not identifiable CBS NEWS

by Yours Truly, put it, “Rooney’s 60 Minutes essays became a Sunday night ritual for many Americans.” Rooney retired from the program in October 2011. The following month he passed away – age 92.

Here are some of Andy Rooney’s quotes: Most of us end up with no more than five or six people who remember us.

Computers make it easier to do a lot of things, but most of the things they make it easier to do don’t need to be done.

I didn’t get old on purpose, it just happened. If you’re lucky it could happen to you.

Town Seeks Input On Community Development Fee Structure Nov. 12 Planning, Building and Floodplain fee review underway For the first time in more than a decade, the Town of Estes Park is beginning a public process to review the fees charged by the Community Development Department for development reviews, building permits and floodplain permits. With the surge in these activities in Estes Park, the Town must reassess Community Development’s levels of service as compared to its revenues and the level to which the Town subsidizes these activities through its General Fund. With community feedback, the fee review process will indicate the level of service desired by customers as well as the level of fees that are reasonable and equitable for customers to pay.

A final decision on fee schedules will be made by the Town Board after hearing public feedback and staff recommendations.

To receive public input on the structure of fee schedules, the Town will hold a public meeting November 12 at 4:30

p.m. at the Estes Park Museum, 200 Fourth Street. This meeting will chiefly be an opportunity for stakeholders, including developers, contractors, and design professionals, to provide initial, general feedback on customer service needs and the fee schedules.

Feedback may also be provided through the Town’s website beginning November 7. A link will be provided at www.estes.org by this date. A second public meeting is tentatively planned for December 10 to discuss options for fee schedules moving forward. Additional discussions will take place with the Estes Park Board of Appeals and the Town Board.

Scott Ponds Natural Area Construction Expected To Begin Early November Scott Ponds Natural Area construction expected to begin early November Scott Ponds Natural Area dam modification work is expected to begin early November and conclude by mid-March, 2016, weather permitting. Work will take place Monday through Friday over this period, with some possible Saturday work. No road closures are anticipated as a result of construction. The start of construction is pending receipt of the final environmental clearance, authorization from the Colorado Office of Emergency Management, and final approval of the design documents by the State Engineers Office.

At its July 14 meeting, the Estes Park Town Board voted to proceed with the design of a project that would restore the ponds to their approximate current configuration in accordance with current dam safety regulations. However, construction bids submitted exceeded the available budget, so staff presented cost-reduction options for the Town Board’s consideration at its October 13 meeting. Construction will include rebuilding of the upper pond’s dam and regrading of the lower dam to safely convey storm runoff. Kelly

Trucking will perform construction with construction management services provided by Cornerstone Engineering.

During the 2013 flood, the lower dam at Scott Ponds Natural Area was breached. The Colorado Office of Emergency Management awarded the Town a Community Development Block Grant for Disaster Recovery to fund the project. During the design phase of the project, Town staff considered the extensive public feedback received, including residents’ desires for consideration of wildlife habitat, fishing, birding and other recreational opportunities, natural aesthetics and property values, and reduced risk for flooding.

Town’s Snow Removal Team Is Ready For Winter

The Town of Estes Park has been busy readying its fleet for snow and icy conditions. While many communities do not plow residential streets, the Town of Estes Park plows all of its approximately 225 residential streets within Town limits after emergency routes are clear.

That means plowing approximately 59 miles of streets, 12.5 miles of sidewalks, 12 miles of trails, and 15 parking lots.

When sufficient snowfall or icy conditions exist, a snow removal team comprised of Town employees from Public Works and other Town departments is called into action. There are 12 plow drivers assigned to eight routes, with back-up drivers trained to fill in when needed. Emergency routes to hospitals and schools are the team’s first priority.

These include MacGregor Avenue, Big Horn Drive, Riverside Drive, Peak View Drive, Scott Avenue, and any other streets that must remain accessible for police or fire emergencies. Snow plowing typically begins between 3 and 5 a.m. It usually takes about five hours for the drivers to make a complete pass along each route. Plows generally stop running by 3:30 p.m. so our drivers can go home and rest before coming back to repeat the cycle.

State-managed highways U.S. 34, U.S. 36, and S.H. 7 are plowed by the Colorado Department of Transportation (CDOT). This includes Elkhorn and Moraine Avenues. U.S. 66 and county roads are plowed by the Larimer County Road and Bridge crew.

Residents and business owners also have responsibilities during snowy and icy conditions. Things to remember: • When plows begin clearing snow, vehicles parked along designated snow routes will be towed at the owner’s ex-

pense. Signs are posted along these routes.

• Plows must push snow to the roadway edge which may cause a ridge of snow to be deposited at private driveways or on sidewalks. The Town understands this can be frustrating, and appreciates customers’ patience. The Town’s snow removal team cannot remain productive when stopping to clear every private driveway and sidewalk, so this task must remain the responsibility of customers. Residents who are unable to clear their own driveways are encouraged to contact local private contractors who provide this service.

• Property owners are responsible for clearing sidewalks in front of their homes and businesses by noon on snowy days. By law, snow removed from any sidewalk or driveway may not be deposited into the roadway. Doing so can create dangerous conditions for drivers and negates the clearing work done by our plow drivers.

• Keep in mind that snowplows are less maneuverable than other vehicles, and visibility is often limited for the plow driver. Motorists are reminded to be alert and give the plows plenty of room to maneuver and safely apply the salt/sand to our streets.

• Drive safely and use vehicle headlights during winter weather conditions.

It’s Time To Vote All active Larimer County voters should have received their ballots in the mail by now - this according to Larimer County Clerk & Recorder, Angela Myers. "If election night results are important to you, you will want to vote your ballot and get it returned to us as soon as possible."

There are many options for ballot return, including three new 24-hour drop boxes unveiled this year outside each of the Vehicle Licensing Offices in the county. Detailed information on all drop-off and voting locations can be found on the information sheet located inside your ballot packet or at votelarimer.org.

All ballots must be received by 7 p.m. on Election Day. A postmark does not count as received, so if you are using this option, do not delay.

"The signature on each and every ballot envelope is verified before the envelope is ever opened," Clerk Myers said. "It is illegal to vote someone else's ballot, and we make sure that the signature on the outside of your envelope matches the signature in our system for you."

Be sure that the ballot envelope you are signing is yours and does not be-

long to someone else in your household. The signature should match the name on the outside of the envelope.

"Please understand, we're not concerned if you don't include your middle initial or if you typically sign your name in an abbreviated fashion - but we must make sure that the signature on the envelope is for the person whose name appears on the envelope," Myers said. Please handle your ballot with care - drop it personally at a drop site or postal box.

You can register and vote up to and including on Election Day. There are three Voter Service and Polling Centers (VSPCs) in the county where you can register and vote, replace a damaged ballot, update your voting information, etc. These centers are fully equipped to assist persons with disabilities as well.

Old Fall River Road In Rocky Mountain National Park Closes For Season Trail Ridge Road in Rocky Mountain National Park continues to be closed to due to snow accumulation from the recent storm, three foot drifting in some locations and freezing temperatures. It is unknown when the road may reopen.

Old Fall River Road has closed for the season. The road will remain open to bicycles and leashed pets until November 30, re-opening on April 1, except during road maintenance operations and emergency clo-

sures as posted. Cyclists and pet owners may utilize the road at their own risk.

Halloween Closure On Elkhorn Ave. Allows Safe Passage Of Trick-Or-Treaters 5-9 p.m.

To provide safe passage for trick-ortreaters during Estes Park’s annual community Halloween festivities, the Town of Estes Park will close Elkhorn Avenue from Spruce Drive to Riverside Drive from 5 p.m. until approximately 9 p.m. on Saturday, Oct. 31. Side street traffic will be detoured accordingly. The Town will also close the curbside lanes (both eastbound and westbound) of East Elkhorn Avenue from Riverside Drive to 390 East Elkhorn Ave. (Ed’s Cantina).

Two-way vehicle traffic will be maintained on the inside lanes in this section of East Elkhorn Avenue.

The lane closures are intended to increase safe areas for pedestrians, while at the same time improving the ability of adjacent businesses to participate in the Halloween festivities. Event fencing will be used on the north side of the street, adjacent to Town Hall and the Town Hall parking lot, while traffic cones will delineate the curbside lane closure on the south side

of East Elkhorn Avenue. The fencing and cones will guide pedestrians to designated crosswalks. Officers from the Estes Park Police Department will be stationed throughout downtown for added safety.

The Town of Estes Park encourages residents to bring their little ghost and goblins downtown for a safe and fun Halloween celebration provided by the community’s local businesses, organizations and residents.

Trick-or-treating families are encouraged to follow these safety tips: • Costumes should be highly visible with reflective materials.

• To prevent tripping, costumes should not drag on the ground.

• Props should not have sharp edges that could cause injury.

• Carry a flashlight after dark.

• Walk, don’t run.

• Unless there is a designated street closure, walk on sidewalks.

• Cross streets at designated crosswalks only.

epnews.com It’s dark out there. Too dark for this late in the morning. My circadian clock tells me the sun should be up, I should be up, feeding the chickens and milking the cows—or at least reading the newspaper.

Instead, I’m peeking out from under the warmth of my bedcover, glowering at the place where the truant sun should be, and wishing the coffee were already made.

These sunless mornings start my days all cattywhompus. For instance, reading the paper isn’t as simple as perusing each page, beginning with world news and ending with the comics. In the pre-dawn, reading the paper includes grumbling that because there is one entire section dedicated to sports, there should be absolutely no sports news in the front section. Even if my team is going to the World Series (or not, as is the case with my beloved Cubbies), no photo of any leaping catch or walk-off home run, no matter how phenomenal, should appear on the front page of the daily news in print. That’s what the sports section is for. Yet every single day there is something sports related on the front page.

Think of it this way: when’s the last time you saw a photo of an infectious disease G8 summit on the front page of the sports section? I’ll answer that for you: NEVER! (See, if the sun were up on schedule, I’d be happy with the newspaper as it is. With the early morning sun gone AWOL, I’m fine but the newspaper is a wreck.)

To accommodate cranky, SAD (Seasonal Affective Disorder) sufferers like me, somebody decided our clocks should fall back each year to welcome the sunshine a little earlier in the day. Or perhaps it has something to do with saving vital energy resources, which might be just a tad more important than my funk.

This twice-a-year clock adjustment is called Daylight Saving Time (no “s” on the end of Saving) and it takes place at 2:00 a.m. this Sunday. Except really it’s

the end of Daylight Saving Time. When we spring forward next March we’ll be back on DST. (Trying to remember which is which is like trying to recall which direction our ceiling fans should turn to either draw heat away or push it back into the room.) (It’s clockwise in the winter. I looked it up.)

Even though Mr. Early-To-Bed-EarlyTo-Rise Benjamin Franklin proposed this plan in 1784, we didn’t try it until 1916, to minimize the use of artificial light to save fuel during World War I. Year-round Daylight Saving Time, then called “War Time,” or “Fast Time,” was practiced during World War II, when Winston Churchill dubbed it “Daylight Slaving Time.” Now we change our clocks twice a year, every year, except in Hawaii and most of Arizona, but not all of Arizona.

Talk about confusion! I wonder which way their ceiling fans turn.

Daylight Saving Time doesn’t actually add daylight of course, it just gives us more light later in the day, when we have time to enjoy it after the typical nine-tofive workday. But dairy farmers, who don’t adhere much to the nine-to-five concept, need to milk their cows on a bovine schedule, which doesn’t adjust when we set our timepieces to spring forward or fall back. A lot of farmers wish we’d just leave our clocks alone.

But I like having the early morning light to elbow me out of bed and greet me with the bright, encouraging smile of sunshine. Until evening, that is, when it gets dark almost immediately after lunch.

Then my productivity slows to the pace of a three-toed sloth (two-toed sloths are faster) and I’m ready to crawl back into bed until morning.

On October 3 at 11:48 p.m. police stopped the driver of a vehicle at 100 E. Riverside Dr. for driving without headlights. The 23 year old female driver from Winston-Salem, North Carolina was found to be driving under the influence of drugs and was charged with DUID, driving without headlights and was later released to a responsible person.

On October 15 at 5:25 a.m. police stopped a 21 year old male driver from Cheyene, WY for driving without headlamps. The driver was found to be driving under the influence of alcohol and he opted for a blood test to determine blood alcohol content. The driver was charged with DUI, DUI per se, driving under a denied license, prohibitive use of a weapon, theft, open alcohol container and a headlight violation. He was

transported to Larimer County Detention Center.

On October 18 at 1:59 a.m. police stopped the driver of a vehicle in the 200 block of Moraine Ave. for speeding and a not displaying headlamps. The 30 year old male driver from Aurora, CO was found to be driving under the influence of alcohol and he opted for a blood test to determine blood alcohol content.

He was charged with DUI, DUI per se, speeding, a headlight violation and later transported to Larimer County Detention Center.

On October 24 at 2:01 a.m. police stopped a 43 year old male driver from Estes Park for failure to signal a turn.

The male was found to be driving under the influence of alcohol and he opted for a blood test to determine blood alcohol content. He was charged with DUI, driving under a suspended license, failure to signal and later released to a responsible person.

The Estes Valley Fire Protection District (EVFPD) Chief Officers and Safety Officers generally respond in their personal vehicles (POV). Fire fighters generally respond to medical calls in their personal vehicles; as this allows for faster response by officers and medical personnel to assess the emergency and provide medical care.

October 18 At 7:45 a.m. the EVFPD was paged to 130 Riverside Dr. for a CO detector activation.

At 5:02 p.m. the EVFPD was paged to the 700 block of N. Saint Vrain Ave. for an MVA. October 20 At 8:39 a.m. the EVFPD was paged to 1500 Manford Ave. for a fire.

At 9:50 a.m. the EVFPD was paged to the intersection of Marigold Ln. and Wonderview Ave. for an MVA.

At 11:00 a.m. an EVFPD Firefighter responded to 1600 Manford Ave. to assist the Estes Park Ambulance.

October 22 At 11:04 a.m. the EVFPD was paged to 950 Big Thompson Ave. to assist the Estes Park Ambulance.

At 4:54 p.m. the EVFPD was paged to 131 Virginia Dr. for a smoke detector activation.

October 24 At 1:47 p.m. the EVFPD was paged to an illegal burn.

Governor Hickenlooper’s intent to make Colorado a “State of Wellness” is having an interesting effect. There are companies moving to or originating in Colorado who collect what used to be trash and process it into useable products.

Currently this is happening with glass, cloth, paint, and now – mattresses! This means that certain recyclables no longer must be shipped to China – or even California. They can be processed right here in our home state.

The key here is connecting producers with raw material sources. The League of Women Voters & Community Recycling Committee is collecting information on who processes what and attempting to locate easily accessible collection points for those items most interesting to Estes Valley residents. If you are intrigued by these programs – tell us of your interest, and what material (even a plastic) that you have in abundance. We will let you know when, and if, a program becomes available.

Estes Park Archives Next Meeting On The Dam Store Long-time residents may be interested to learn that the Dam Store at its current location, at the entrance to the Big Thompson Canyon above the "Little Dam" or "Handy Dam," is not the original Dam Store. The first Dam Store was located a mile down the Big Thompson River, near the dam that provided Loveland's water supply, commonly referred to as the "Big Dam." In fact, to be completely accurate, the "Big Dam" was the location of two different Dam Stores, started by two different families. So today's Dam Store is actually Dam Store #3, and while it is correct to say that Dam Store #3 was built during the Depression, at the time the Big Thompson Road through the canyon was widened and oiled, this is actually not very helpful, as both the Depression and the road improvement project lasted nearly a decade.

Until recently, no Larimer County records, not even the present owners, could provide an accurate opening date for the current Dam Store.

And the histories of the Dam Stores that preceded Dam Store #3 were even more confused. Who could have imagined that Denver photographer Harold Sanborn would provide the

strongest evidence yet located for exact starting dates of the various Dam Stores?

To celebrate the acquisition of a part of the Sanborn archives and the opening of the Sanborn Research Center at 250 Moraine Avenue, the Estes Park Archives will host a free one-hour program on the Dam Store this Sunday, November 1, at 5:00 p.m. Free food and drink will be provided, and interested parties are welcome to stay afterwards to watch the Broncos-Packers game on the big screen TV. Reservations are not required, but for more information, call 970-215-2111.

Rotary Club Celebrates 79 Years Of Pumpkin Give-Aways

Last Friday was the annual pumpkin distribution day at the Estes Park Elementary School.

This fun holiday tradition was started in October 1936 by the late R. L. Brodie and taken over by the Estes Park Rotary Club to continue the tradition in the memory of Ron Brodie.

Rotarians love this event and the chance to see the smiles on the faces of the children as they receive their Halloween pumpkin they can create into a Jack-oâ&#x20AC;&#x2122;lantern! Bill Van Horn, one of the Rotarians who was busy handing out pumpkins fondly remembers when he was a young boy in the Estes Park

The Witches Of Estes Collect Gift Cards For Veterans It is tradition for the Witches to Trick or Treat around the Estes Valley and downtown Estes Park on Halloween.

This tradition got started as just one of the many ways our local American Legion Auxiliary volunteer their time. In the spirit of service, not self, the mission of the American Legion Auxiliary is to support the American Legion and to honor the sacrifice of those who serve by enhancing the lives of our veteran's, military, and their families, both at home and abroad.This year it's an easy one, it has been brought to our attention that shopping cards are highly requested items by our homeless vets, vet's families, and to give away as raffle prizes at veteransevents, such as the OIF/OEF/ON, a welcome home holiday event for all vets and their families. It seems more and more vets need food.

The shopping cards help them get pet food, warm clothes, shoes, etc. Gas cards are helpful to get them to interviews,

work and doctors appointments. These gift cards will be distributed locally and on to the Veteran's Hospital. Please consider buying a gift card for a veteran, it's a small amount to pay for your freedom.

The Witches will do their best to visit you on Halloween and if you see them on the street, you can stop and say hello and hand them the gift card or there is a special box waiting at the American Legion and you may drop them off there.

Meet Me @ The Museum - Consumption And Colorado’s Pull: How Was The Tuberculosis Crisis Experienced In Estes Park?

At the turn of the twentieth century, the promise of improving one’s health in Colorado from the consumption plague was so successful that one in three people were said to have come to the state before the year 1900 for that reason. Curator of Education Alicia Rochambeau will host a Meet Me @ the Museum presentation on November 2 exploring the history of tuberculosis, one of the most significant health threats in human history, and how Colorado became the “World’s Sanatorium.” She will also address what is known about tubercular patients that came to Estes Park.

One of whom beat his odds against the Grim Reaper and lived for decades past his death sentence. The free program begins at 1:30 at the Estes Park Museum, no reservations are necessary to attend.

Estes Park Museum Winter Hours Beginning November 1, 2015 through April 30, 2016, the Estes Park Museum gallery will be open Fridays and Saturdays from 10:00 a.m. until 5:00 p.m. and Sundays from 1:00 p.m. until 5:00 p.m.

The permanent exhibit “Tracks in Time” details the area’s history from the Ice Age to today. The gallery space includes hands-on activities for visitors of all ages.

New to the Museum, a painting by Alfred Wands entitled “Hallett’s Peak” is now installed in the “Artists Inspirations” area of the permanent exhibit.

Nicknamed the “Dean of Colorado Landscapes,” Wands was a nationally recognized artists who summered in

Estes Park from 1943 to 1998. Wand’s work has been exhibited in several prominent museums, including the Chicago Art Institute and the Corcoran Gallery in Washington DC. Now, thanks to the generous support of Estes Park Museum Friends Members, his work can also be found at the Estes Park Museum and viewed free of charge.

The mission of the Estes Park Museum is to collect, interpret and preserve local history, as well as to present exhibits, programs and events for the education and benefit of residents and visitors of all ages. Join Us For A Discussion Of The Economic Strategic Plan For The Estes Valley Avalanche Consulting will be in Estes Park to present its recommendations for a regional economic development strategy at two public meetings this coming week. Your participation can help our community. The first meeting will be Tuesday, November 3 from 7-8:30 p.m. at the Estes Park Museum. The second meeting will be held Thursday, November 5 from 8:00-9:30 a.m. at the Estes Park Museum.

The purpose of the Strategy is to first provide the Estes Valley with a clear vision for its future. The Strategy also will prioritize actions that will lead to a more prosperous year-round economy and vibrant quality of life, allowing us to choose the path forward. Every community has limited resources and must make choices about its priorities. For success, those choices and priorities should reflect a community’s values.

This will be the fourth time that Ava-

lanche Consulting has visited Estes Park.

Earlier this year, the Town of Estes Park and Estes Park EDC partnered to host public meetings with Avalanche Consulting to obtain community input, present data concerning our local economy and to begin the discussion of what types of business expansion have the greatest potential to benefit our community. In conducting its research, Avalanche also conducted small group meetings and interviews and completed a community survey that received nearly 800 responses.

Avalanche Consulting will also participate in a Town Board study session to present its recommendations on Monday, November 2.

Estes Park EDC and the Town of Estes Park have retained Avalanche Consulting through a flood recovery award from the U.S. Department of Commerce Economic Development Administration.

Got Conflict? Welcome To The Human Race Part II: Response Versus Reaction By: Melissa Westover, Estes Valley Restorative Justice Partnership Manager and Executive Director

October was recently proclaimed “Conflict Resolution Month in Estes Park” by Mayor Bill Pinkham. This is the second in a series of articles focused on the topic of conflict.

Before engaging in conflict or deciding to seek resolution it is helpful to take a step back and analyze your situation. Ideally it is best to determine ahead of time how you might respond when conflict comes as opposed to giving a reactionary response. Taking a ‘time out’ is not just for children -adults can also benefit. Below you will find some questions to guide you in developing a healthy response to conflict.

What is going on with me? Many factors can impact how we receive information. Simple things like lack of food or sleep or general health issues can influence how we think or feel. Some-

times we have family concerns, work stress or financial worries. Troubling personal circumstances can drain our resilience and impede our ability to effectively respond to conflict. Many times people are not attempting to clash with us, but because of our own circumstances it seems as if they are. Take the time to ask, is it really big a deal or am I having a bad day? The reverse could also be true; they may be having a bad day, too.

Did I miss something? Lack of clear communication is at the root of many conflicts. Before you decide to become upset do some investigative work. Ask questions of the other party and listen.

Don’t make assumptions until you know all the facts. Author Lori Myers says it well, “Don’t build roadblocks out of assumptions.” A good rule of thumb is if you are going to assume anything, assume the best until you learn otherwise.

Am I emotionally prepared to address the issue? Sometimes in order to improve our quality of life we must move toward resolution. If a barking dog is keeping you awake at night, the situation must be dealt with. But don’t allow

epnews.com your anger to build to the point of making matters worse. Often making the offending party aware of the issue is all that it takes. A phone call or note may do the trick. Sometimes getting a third party involved is necessary. Whatever approach you take be respectful and don’t allow your frustration to get the best of you.

Have I owned my contribution to the conflict? Most conflicts have two sides and seldom does all blame fall at the feet of one party. If true resolution is your goal, some self-examination is in order.

Ask yourself honestly if you could have handled things differently. Set emotion aside and attempt to think about the situation from the other person’s perspective.

What is their interest in this situation? If you were in their shoes, how would you feel? If you are having difficulty with this, ask a trusted friend to listen and give honest feedback. If you did something out of line, own it.

Am I putting myself or others in danger? This question is not intended to be overly dramatic; it is intended to help us push the pause button especially when tempers flare. Many conflicts have reached the boiling point because no one was willing to back away. Consider road rage as an example. According to three separate AAA Foundation Road Studies a minimum of 1500 people are injured or killed in road rage incidents each year (https://www.aaafoundation.org/). Decide now that your life and the lives of those around you are not endangered by participating in potentially violent conflicts.

Can the relationship weather the storm?

Life is full of different types of relationships with various levels of connectedness. Our approach will differ if conflict is with a family member as opposed to a business contact. When deciding how to move forward we need to assess the risk of addressing the conflict and also assess the long term effects of letting it go. Ask yourself these questions: Is this person someone I can generally trust to hear my

concerns? Am I in the right frame of mind to address this issue? We are truly prepared to move forward when we are certain our motives are pure and we are willing to accept any response from the other party. Hidden agendas and unmanaged expectations kill conflict resolution and will further damage relationships. The good news is when two parties come together with the attitude of preserving and growing the relationship, conflict can actually be a catalyst in developing deeper trust.

Who am I dealing with? Unfortunately there are those who will not desire resolution. It is generally not advisable to work through conflict when drugs or alcohol are a factor. Folks who struggle with certain mental health issues can also present a challenge. And there are some who enjoy being embroiled in conflict. The suggestion is not to avoid conflict under these circumstances, but when doing so, use caution, consider timing and perhaps seek outside assistance.

It is often said that the only person you can control is yourself. Using this as a guiding principle allows you to take the action you can and feel at peace regarding your own behavior. The extra effort taken will pay high dividends in building and maintaining strong relationships and greatly lessen internal turmoil.

BEWARE OF THOSE SHORTCUTS Most people who have an interest in U.S. history have heard the sad story of the Donner party expedition. In April, 1846, Jacob and George Donner led a wagon train of farmers with 81 family members all desiring a ‘better life out west’. A route was carefully planned. However, upon reaching Fort Bridger, Wyoming, they read a leaflet by Lansford Hastings telling of a ‘shortcut to California’, through Utah and Nevada. Delighted to learn of a ‘better way’ they left the proven trail and followed a trail more designed for individual ‘mountain men’, than for a wagon train of farmers. It wasn’t long before they realized that it was far different from what had been described in the leaflet, but they persisted. They cut their own trail through timber in the Wasach Mountains of Utah, then faced eighty miles of salt desert. All of this delayed them and by the time they reached the Sierra Nevada mountains they were low on provisions as they met an onslaught of fierce winter weather involving deep snow. Some built crude cabins to try to survive, others went on. Fifteen men started out on a one hundred mile trek to Fort Sutter to find help for the remaining members of the party. Seven made it. However, when rescuers arrived at the location, they could do little since they had been unable to bring in many provisions on their backs. During the days that followed some in the original group went mad, some resorting to murdering and even eating members of the party. Only half of the original group survived the winter. All because they took a ‘shortcut’.

But, like them, we are people who like ‘shortcuts’. Many of us use a GPS or Google maps to find the shortest way from one point to another. This can be very helpful if we take normal precautions and make sure the road is good and other conditions are favorable. However, many of us have discovered situations not unlike that described above when we launch out on a road and soon ask ourselves, ‘What was I thinking?’

Taking shortcuts is also the way many people face life. How many decide that ‘working’…the ‘long-cut’ to a successful, prosperous life…is not for them and turn to ‘shortcuts’ like: robbing stores or banks, dealing drugs, embezzling and other such ways to achieve ‘success and prosperity’. A survey of college students revealed that 90+ percent of students would cheat to get a job and 30 percent had cheated on exams..

In our relationships it is crucial that we remember the need to avoid taking ‘shortcuts’ in relating to and strengthening our family. In our marriages we realize that strong, long lasting and fulfilling marriages are not achieved by taking shortcuts. Strong marriages are built by strong verbal listening and sharing skills. Marriage counselors hear things like: ‘He doesn’t talk to me!’ or ‘She won’t listen to me!’, indicating marriages that are in trouble.

Shortcuts must also be avoided when it comes to building strong marriages by doing things together and by verbalizing and showing deep affection for and appreciation of each other.

In our parenting, there is also a need for avoiding shortcuts. As in our marriages, there must be ongoing ‘quantity time’ as well as ‘’quality time’ as we share with them, listen to them and do things together to show our affection for and appreciation of each one. This works so much better than ‘giving them things’ which is one of the ‘shortcuts’ that many parents use to draw attention away from the deficit in their sharing with, listening to, and showing care for their children.

Don’t be a ‘Donner party tragedy’, do what it takes to build and live good lives.

B.I.O.N.I.C. Team Partners With Bright Christmas

The Estes Park High School B.I.O.N.I.C. (Believe It Or Not I Care) Team will be partnering with Bright Christmas this year for our first act to support members of our community. B.I.O.N.I.C. was started at Green Mountain High School in Lakewood, CO during the 2004-2005 school-years in response to the loss of four of their students. The purpose of a B.I.O.N.I.C. team is: To provide a welcoming atmosphere in order to help new students feel connected in their school, to connect with hospitalized students in order to ensure they know we are here in support during their tough time, to support students with extended illnesses/health conditions through whatever means possible to ensure a positive return, to stand by and uphold students, their families, and staff that may experience the death of a loved one, and to reach out to other schools and communities that experience a crisis. The High School B.I.O.N.I.C. Team is the “sibling” of the original Estes Park Middle School B.I.O.N.I.C. Team that was started by Mr. Dan Borkovec in the 2011-2012 school years. The Middle School B.I.O.N.I.C. Team torch was passed on to Mrs. Sherry Davis and she has

accomplished great things through this team in her time in Estes Park School District. Now it is time for the high school to step up.

The EPHS B.I.O.N.I.C. team will have a Christmas “Giving Tree” in the HS office from Monday, November 16th to Friday, December 4th. The Giving Tree will be decorated with numbered ornaments that will have information about a pre-k or elementary-aged Bright Christmas child’s gift wishes. Estes Park School District families, staff, and willing community members are encouraged to pick up an ornament and help a community family in need by helping to sponsor a child for Christmas this year. Wrapped gifts are due in the Counseling Office at the high school no later than Monday, Dec. 7th with the numbered ornament attached! If your family or business wants to sponsor a family in addition to a child from the tree at the high school, please contact Bright Christmas at 970-481-4390. Bright Christmas has been matching families in need with sponsoring families and individuals for 30 plus years and is excited to partner with the B.I.O.N.I.C. club to make Christmas a little brighter for some kids this year!

Estes Park Special Olympics Offers Bowling Fun Estes Park Special Olympics Bowling takes place on Sundays at 2 p.m. We are looking to expand the program here with more athletes. Sports that we offer throughout the year are bowling, snowshoeing, bocce ball, golf, gymnastics.

Families For Estes Supports “Yes” Vote For Community Center Dear Editor: Families for Estes (FFE) unanimously passes board decision to support a “YES” vote on Estes Valley Community Center ballot issues 4C & 4D. FFE's mission is to provide and support educational, recreational and family friendly opportunities throughout Estes Park. We partner with various community agencies to ensure all families feel connected and inspired to live in Estes Park.

As a town we have had the potential of a community center within our reach many times. Residents determined it wasn't the right price, the right plan or the right time. We are at a critical point in economic development that requires we stay competitive with other mt. communities. We are losing young families at an alarming rate.

They are the heart of our workforce and pulse of our schools. Our children, families and tourists have a spectacular natural playground with RMNP in our backyard. We play, hike and breathe nature on a daily basis. Having a community center gives us something the park cannot. It gives us an indoor space

to connect on a multi-generational level, while exploring new interests and passions. It gives us a safe place for our children to be cared for while we work hard to sustain a life here. It gives us a place to build friendships and bonds with those we may never have met.

The great enemy of community, is exclusivity. We need to look deep into our personal views and go beyond our fears and doubts. It may never be the right time, place, or price. We need to embrace the potential of what we can “be” and “do” if we truly act as a community.

Third And Fourth Grade Football Bobcats In Championship This Saturday The 3rd and 4th Grade Youth Football team will be playing for the 4th Grade LYAA Football Championship this Saturday, October 31st at Loveland High School! The game will be played at 9:30 a.m. on the fields just south of Loveland High. They finished with a regular season record of four wins and one loss.

The Junior Cats went into the playoffs on Sat. Oct. 24th as a #2 seed and shutout their opponent 13-0 bringing their record to five and one going into the championship. That was the 5th shutout of the year for the 3rd and 4th grade Cats!

EVICS Helps Children Grow Confidence

This month, young children in our community are busy practicing skills to grow their confidence! Throughout the school year, local preschools, childcare programs, early elementary grades, and parents are working together with Estes Valley Investment in Childhood Success (EVICS) to promote and support positive social/emotional development in young children. All children need social and emotional skills so they can learn and be successful in school and in life. Findings from neurological science support the crucial role social and emotional development play in a child’s ability to learn. An individual’s cognitive and physical potential is optimized only when the brain is adequately wired in the areas of social and emotional intelligence, such as learning to pay attention, take turns, listen, control impulses and delay gratification.

Teachers and staff who work with young children across our community are participating in a monthly book study focusing on a different skill area each month, and learning how they can support that particular skill development in the young children they work with. Each month, tips for developing this skill are also shared with parents through early childhood classrooms and programs, and through the EVICS Parents as Teachers program. Watch for an article each month highlighting the skill our young children are working on. Com-

munity members can also help to support children, parents, and teachers in this exciting effort!

So …back to confidence! Confidence develops over time, and it is learned, not inherited.

Here are things parents, families, and community members can do to help young children in our community develop confidence: • Model Confidence- Describe your challenges, talk about confidence, try new things and encourage children to do the same • Read Books- The Estes Public Library has books set aside that model confidence. Check those out and share with young children in your life.

• Avoid Perfectionism- Allow and encourage children to try new things and make mistakes, encourage them to persist at problems.

• Encourage Independence- Allow children to try new solutions to problems that work for them, allow and encourage them to do for themselves what they can, listen to and encourage them when they want to try something new.

This upcoming event will feature the musical talent of Los 7 De La Kumbia, delicious potluck style food, pan de muerto (traditional bread dolls), altars and offerings, crafts such as sugar skulls and masks, a local dance performance, and more. This event would not be possible without the wonderful volunteers and generous donations made by our community.

“Come, participate, and make successful with your presence, this unique occasion of culture, sharing and community integration,” invites Jose Almeida, Family & Cultural Liaison for the Estes Park School District.

Outside of school Ivy loves climbing, traveling, scuba diving, sledding and watching movies. Ivy has lived in Estes Park her entire life and she has traveled all over the United States for climbing competitions.

Ivy lettered as a Freshman and Sophomore in academics and earned her Varsity letter in swimming (twice) diving (once) and track (twice). She has gone to state competitions for track and in her sophomore year, she placed third in the state in pole vaulting. While participating in all of these sports, she has managed to maintain a 4.0 grade point average in her AP classes.

Ivy’s favorite quote is “We are what we repeatedly do. Excellence, then, is not an act, but a habit” by Aristotle. This quote appeals to Ivy because she says, “It reminds me that through hard work and dedication, goals are attainable.”

After high school, Ivy plans to attend college at a university but which one, and her avenue of study is undecided at this time.

In addition to her academics, Ivy enjoys being on the Student Council as the Secretary, she is on the track, Reel Mountain Theater has also graciously swimming and diving teams and a donated two movie passes to our Student of member of the National Honor Soci- the Week! ety.

Look To Your Library - A Visit With Laura McBride The One Book One Valley season came to a conclusion last Friday night with a visit from Laura McBride. Author visits in Estes Park are always a special treat. This event was no exception.

Laura McBride delighted audiences and shared many insightful stories.

The evening kicked off with a special meet and greet at the Library with the warmth of the fireplace setting the stage for conversation. “Are you Avis?” was one of the questions that was asked of Laura.

Laura had noted in one of our earlier conversations that this is one of the most common questions that she gets. She politely replied to the question that no, she is not Avis and in fact, Avis was the hardest character to write!

Laura described to the engaged crowd how she loves to write a beautiful sentence. What is not to love about a beautiful sentence! Laura proceeded to explain how the theme of pen pals and letter writing allowed her to connect Bashkim and Luis in a meaningful way through words.

“We Are Called to Rise” takes place in

Las Vegas, Laura’s current hometown.

Laura was asked if she liked neon lights.

She answered with a quick “yes” to the classic old Las Vegas neon and then went on to describe the diversity of the community and how quickly the population has grown to beyond what the city’s infrastructure can manage. (I would suggest taking out the last part of the last sentence. Keep it positive.) Laura was gracious and humble, throughout her visit to the Estes Valley. She immersed herself in the experience and hiked Lumpy Ridge. She also drove up Trail Ridge Road as far as the snow would permit her to do so.

As the evening came to a close, Laura graciously thanked the community for reading her book and the library for hosting her visit. With 300 copies of “We Are Called to Rise” out in the community being read by over 500 people (and a waiting list still in place), the book and Laura, have both left their mark on this community through the amazing experience of One Book One Valley.

The Holiday Letter Workshop will be available twice; Friday, November 13 from 10:00 to 11:30 a.m. and on Monday, November 16 from 5:30 to 7:00 p.m.

Mad Science After School Program At The Library Transforming laboratory science into a fun interactive learning experience for kids is what Mad Science is all about.

Children in Kindergarten through 5th grade are invited to attend “Make it Matter” after school on November 5th at 4:00 p.m. at Estes Valley Library in the Hondius Room.

Come learn about the concept of matter in its three states through visual and tactile experiences. Learn how and why matter changes between the different states and develop a good understanding of matter’s elementary physical principals and how it relates to the world around you.

Mad Science is a private organization dedicated to bringing hands-on science

Two children are fighting over a lemon. In every moment their opposition intensifies. Their voices get louder while their movements become more forceful. The mother, seeing and hearing this commotion quickly separates the children and takes on the role of a judge. She splits the lemon in half and gives one half to each child. News From The Golf Courses What a beautiful fall we have experienced this year! However, that means the 18 hole golf season is coming to an end.

We have decided to extend our normal closing date of Halloween in an attempt to squeeze one more day in for the season. November 1st is our scheduled last day for golf at the 18 hole course. On Monday, November 2nd we will open the 9 hole course for the winter golf season.

Again this year we will attempt to house eight carts in our tiny maintenance shop for the winter season. Our hours for the 9 hole pro shop will be 8:00 a.m. to noon daily and we will remain open into the afternoon on nice days, which we hope will be many. Stop by the 9 hole course after November 2nd for golf and to shop in our pro shop for the coming holidays.

If you have any special equipment needs, special orders are always available. Our driving range will be available again this winter at the 18 hole course. Tokens and discount keys will be available at the 9 hole course after November 3rd. If you have any questions call us at 970-5868176 or 970-586-8146.

The 21st annual Junior Golf Marathon took place on October 22nd then halted by snow, resumed on the 25th. Tim Hull, Rene Archambault, Skip Peck, Austin Logan, and I teed off at 7:30 a.m. that rainy/snowy day on the 22nd and did get two rounds in, then again on Sunday the 25th for four more rounds. After the six rounds we were a bit exhausted but had managed to maximize all of the pledges that were made! More than $3,000 was raised for the program thanks to the many generous supporters in this community. Thank you also to Kay Maranowicz and Nan Ryan for keeping our energy levels up by supplying us with cookies and snacks, as well as all of the golfers who stepped aside for us to play through as we averaged an hour and a half per round. Also, thanks to Brad

Doggett for being a four caddy and keeping score. Prior injury kept him out this year. As always, 100% of all of the money raised goes directly to the program. This year we were able to give away more than 50 sets of clubs to the juniors and also help many of the kids with their golf and program fees.

This community should be very proud of the program that they have built and supported throughout the many years of its existence.

I would like to thank the golfing community for a great season and for helping support golf in Estes Park. I would also like to thank our Golf Course Superintendent, John Feeney and his staff for the remarkable job that they did with both golf courses this season. This year may have been one of the most challenging years for them dealing with the giant herds of elk that would destroy the course at night, only for them to restore the course the next day to the excellent condition everyone enjoyed all season!

I would want to pass on my appreciation to the 18 hole golf staff for a great season. In our pro shop: Cynthia Othrow, Joan Van Horn, Jonathan Pass, Zach Eitzen, and Dale Berg. A Journey Back In Time Model railroading can be more than just trains running on track. It’s a chance to bring the past to the present, to connect generations.

Local resident Dick Putney has accomplished this with his HO scale model railroad, the Centennial Valley Railroad.

Based on an actual rail line that operated between Laramie, WY and Walden, CO, Dick’s model world offers a peek into the past.

His love for trains spans decades – starting at five years old when he received a Lionel train for Christmas. His current layout has its foundations two decades when the benchwork that supports the track and scenery was started.

Since that time the layout has progressed like many model train layouts do, a little at a time. As Dick points out

“Once a model railroad is constructed, there is a lot of fine tuning that needs to be done to be sure all works as planned.

When I was satisfied that the layout ran well and gave me the enjoyment in operating it I could I say it was ‘good enough’ to share with others. That was a couple of years ago.”

Seeing that his layout was “good enough” (an understatement for those who have seen his layout) Dick sought ways to share his layout with others.

One way he has done that was through the pages of a model railroad magazine, NMRA Magazine. The NRMA (National Model Railroad Association) is a go-to resource for many model railroaders.

He submitted an article to the magazine and waited for a response. He waited, waited and waited some more! Finally his article was accepted, and after submitting photography of the layout his model world was published in the August edition of the magazine.

Through the article he presented the history of the actual rail line being modeled and the construction methods he used. Dick then delves into a fanciful day trip along his rail line, immersing the imagination in a world

that may have been. Weaving together a historical past, with his own creations, a world that could be very real comes into view.

Is this the culmination of his layout? Says Dick, “A model railroad is never really done. Besides regular maintenance, I have areas that could be expanded. I have a logging branch line that I am working on now. The cars and engine are finished, just waiting for me to add the track.” So is the life of a model railroader continues until it’s just “good enough.”

Estes Valley Model Railroaders Meeting Next Wednesday The Estes Valley Model Railroaders will meet on Wednesday, November 2 at 6:30 p.m. in the Hondius Room at the Estes Valley Library. The evening’s program will be a presentation on the Baltic Railways. The Club President, Steve Anderson, recently went on a tour of the Baltic and Scandinavian countries along with a trip to St. Pe-

tersburg. Being a train person, naturally, he would take photos and have stories about the trains in the Baltic area.

EPNRC Board Supports Ballot Issues 4C And 4D The Estes Park Nonprofit Resource Center Board of Directors has resolved to support and endorse the Estes Valley Recreation and Park District November 3, 2015 Election Ballot Issues 4C and 4D. Ballot Issue 4C will help fund operations and maintenance of the new Estes Valley Community Center, providing $200,000 annually for a time-limited 10year period.

Ballot Issue 4D, a $19.83 million 20 year bond issue, will fund site preparation, construction and equipping of the new Estes Valley Community Center.

Our resolution is based on the following reasoning: Our Estes Valley Community Center will be a place for all of us. It will be the heart of our community, a place for resident and guests to gather and connect with one another, to learn, to play, to enjoy the arts, to enrich our lives and to seek our best health. Our Community Center will welcome all of the families

and individuals, all of the organizations, and everyone from the youngest to the oldest. It will be a lively, safe place for all during times of tranquility and times of emergency.

I work at Estes Valley Victim Advocates, an organization that supports victims in many kinds of crisis. We offer advocacy, counseling, information, referral, and legal support. We help men, women and children who have suffered from some form of abuse. Many of the people we work with are victims of domestic violence or sexual assault.

Family abuse refers not only to physical violence, it also includes many other aspects.

Domestic abuse is based on power and control. The goal of the batterer is controlling their partner through isolation, gender privilege, intimidation, threats, economic abuse, and manipulation of the children. Examples of this type of behavior includes not letting your partner leave home without permission or denying access to a car or controlling money. It could also be emotional abuse through insults, negative comments, calling their partner fat, ugly or a bad mother or silly. In includes the use of bombastic and aggressive words, blows and screams. The effects of such abuses are very serious. The self-esteem of the person abused goes down dramatically. It creates depression and anxiety.

The abused can feel rightly afraid of their abuser. Studies show that in most cases where women or children were murdered, the murderer was a partner or a family member. Additionally, the effects on children who witness the abuse are significant, even if the abuser did not abuse those children directly. A vicious cycle is created and often when these children grow up, they have problems with drugs or misbehavior at school, lower grades and rebellion. The girls may tend to have relationships where they will suffer the same abuse.

But, if you are in an abusive relationship we can help end this cycle of abuse.

Thank You From The Board Of Loving Spirit To The Editor: The members of the Board of Loving Spirit, Estes Park’s newest non-profit, would like to thank the many people who attended our first benefit, Spirit of Art, on Sunday night at Black Canyon Inn. The success of the Spirit of Art benefit will allow us to continue offering our workshops free of charge to grieving adults.

We would especially like to thank Mayor Bill Pinkham for being with us and kicking off the entire evening.

The event was an amazing success resulting in our exceeding our fundraising goal. It could not have happened without the generosity of the arts community in Estes Park, as well as many local businesses that provided in-kind support.

We were blessed to have great press coverage from the Estes Park News and are grateful for that. We also received marvelous food trays from Rob and Julie Pieper of Mama Rose’s as well as from the Twin Owls Steakhouse. An anonymous donor provided our wine for the evening. Laurie Duncan provided two in-kind packages for our sealed bid items and Lela Jewelers, and the Sheraton Hotel Boston also donated sealed bid items. Black Canyon Inn provided the use of their beautiful events room as well. Local artist Greg Miles provided a special workshop for young artists who painted special pet pictures to honor their loved ones. These imaginative pictures were offered as part of the silent auction.

The Old Gallery Hosts 8th Annual Halloween Chili Cookoff And Costume Contest Have a great Halloween costume and no place to go? In the mood for hearing great live music this weekend but don’t want to pay a high cover charge? Or maybe you’ve got a great chili recipe you want to show off? You’re in luck. The 8th Annual Chilli Cook-Off and Costume Contest takes place this Saturday at The Old Gallery, A Center for Community and The Arts in Allenspark.

The event features music by The Lionel Young Band, known for sets that are a “living history of blues/jazz.” “We don’t do retro, but rather a completely modern take on the blues, with full respect for what came before,” said frontman Lionel Young. “You’ll hear hill country to hard bop, boogies woogie to Ornette, but it’s all blues.”

Young is the only artist to win both the solo/duo (2008) and band (2011) divisions of the International Blues Challenge.

The event also features a chili cook-off, and there is no entry fee to compete.

“Just bring a pot of your best chili,” said The Old Gallery Board member Margie Patterson. “We usually have 20-30 entries, from green and red chilis, to vegan and everything in between.” All are welcome to attend.

The Old Gallery is a 1940s era log structure that has recently been renovated. It offers 5,200 sq. ft. of space, including meeting space, classrooms, a lift, three bathrooms, a space for large activities and events, a kitchen for community events, facilities for twice-monthly food bank distribution, two offices that can be used by visiting Boulder County officials, counseling services, lessons, tutoring and massage therapy and space for displaying art.

More than 25 local artists display their work at The Old Gallery, including master gourd artist Vicky Dyas, photographers Weldon Lee, Tom Andrews, Tim Benko and Tom Schweda, metal wall art and jewelry by Kristin DeSantis Contemporary Metals and oil paintings and ceramic tiles by Karen Barnett.

More than $900,000 has already been raised for the renovation, and fundraising efforts continue. “We were fortunate to receive grants from the Gates Family Foundation, Tourism and Recreation Program of Boulder County, El Pomar Foundation and Boulder County Quality Council,” said Patterson.

Carroll Mock Carroll Mock was with wonderful friends and was reeling in his last fish when he died on Wednesday, October 21, 2015 while on a fishing vacation in Utah. If you knew him well, you could likely predict that he is now telling everyone in heaven a long, drawn-out story about how “really big” the fish was.

Carroll was 81, but he would lie about it if given the opportunity; and he didn’t act his age as he would dance and sing in inappropriate places to embarrass his children and grandchildren and make them laugh; yell at the refs on TV during KU basketball games (as if they could hear him); and spend time being silly with his grandchildren that call him “Papa Carroll.” Carroll and his wife, Babs, have been married for 41 years, have lived in Estes Park for 11 years, and lived in Topeka, Kansas before that where they raised their children.

Carroll enjoyed volunteering in Rocky Mountain National Park; serving as an active member and past president of the Estes Valley Restorative Justice Partnership and the Estes Valley Sunrise Rotary Club; serving in various leadership positions at the United Methodist Church of Estes Park; and lending a hand on construction mission trips to Guatemala with the Pura Vida organization. If you spent time with him, you knew his passion (and stubbornness) about his many interests and his deep, expressive love for his family and friends. You would typically

find him sitting on the deck, reading, and drinking coffee, while enjoying the “beautiful day in Estes Park.” Carroll is survived by his wife, Babs, his three children, and his seven grandchildren: Julie, married to Tom with their kids, Katherine, Eric, and Ben in Leawood, Kansas; Laurie with her kids, Parker and Brooks in Austin, Texas; and Keith, married to Beth, with their kids, Clare and Bryan in Eden Prairie, Minnesota. Carroll’s parents, Howard and Flossie Mock of Hutchinson, Kansas died long ago.

Carroll is also survived by his sister, Norma, his brother, Clark, and many more family members and friends.

Margaret Ann Neckar Margaret Ann Neckar, 72, passed away Tuesday, Oct. 20, 2015 at Prospect Park Living Center in Estes Park, CO with her family by her side.

Margaret was born March 30, 1943 in Philadelphia, PA to George and Olga Peterson.

Margaret was a woman of strong will, strong faith and was passionate about her beliefs. She raised four independent children. She was a very loving mother and sister. She was an advocate for what she believed was right.

She is survived by her four children, Kimberly Guajardo, Penny Nash, Robert Neckar and Gina Neckar, five grandchildren Charissa James, Ashley

Bahena, Nicholas Stevens, Kelsey Stevens and Mallory Cochrane, two Great grandchildren Jayden Echandy and Noah Bahena, her sisters Judy Palmer (twin) and Olga Stopher, and her sister-inlaw Beverly Peterson and many nephews, nieces, cousins and friends who loved her.

She was preceded in death by her parents, George & Olga Peterson, her brothers Tommy and George Peterson, her infant sister Irene Peterson and her beloved dog Lily.

A celebration of life and family reunion will be held at a later date by her family in Texas.

Paul Saunders Estes Park resident Paul Saunders died at his home October 21, 2015. He was 81 years old.

Paul Benjamin Saunders, III was born February 4, 1934 in Oak Park, IL. His parents were Paul B. Saunders, Jr. and Aldyth (Workman) Saunders. On September 6, 1953 he married Marilyn Baker in Kewanee, IL. The couple moved to Boulder, CO in 1955, to California in 1965 and retired to Estes Park in 1987. Paul was a designing Architect and owned and operated Paul Saunders Design. In California, he designed and built many rides and buildings at Disneyland. He also designed and built several homes and businesses in Estes Park including Ravencrest Chalet. Paul was a huge part of starting KREV FM radio in the Estes Valley, raising the funds needed to get established. KREV, which first broadcast from the United Methodist Church of Estes Park had programs such as The German Hour, Lights Down Low and Sunday Morning Southern Gospel. Earlier this year, the station moved to Woodstock Drive and continues to broadcast 24 hours a day, seven days a week. For twenty years, Paul enjoyed treating local children to an opportunity to prove they were not naughty, but nice and express their wishes for Christmas presents. Paul was a member of the United Methodist Church of Estes

Park where he was the sound technician, and Lay Leader. His greatest passions were work in the church, music where he played tuba in two bands for 25 years, the radio station which he started in 2002 and being Santa to many children. One of his memorable events was to christen his two youngest great granddaughters on his 62nd wedding anniversary this year.

Paul is survived by his wife Marilyn, sons David of Fort Collins, CO and Steven of Loveland, CO and daughter Debra Yardley and husband Robert of Sutton Colefield, England. He is also survived by a sister Patricia Everett of Pearl River, NY and grandchildren Sarah Saunders of Las Vegas, NV, Heather Eason (Troy) of Cascade, CO and Jason Yardley of Sutton Colefield.

Also surviving are four great grandchildren.

He was preceded in death by his parents and brother John who died in the Vietnam War. A memorial service will be held Saturday November 14, 2015 at 11:00 a.m. at the United Methodist Church. Larry Gene Willey Estes Park resident Larry Willey died at his home on October 27, 2015. Larry Gene Willey was born the only child to Clyde and Helen (Anspach) Willey on June 29, 1938 in Newark, Ohio. He grew up and attended school in Mansfield, OH. On December 27, 1959 Larry married Marlene Kathryn Lash in Willard, OH. They resided in both Ohio and Iowa for many years. Larry Graduated from Otterbein College in Westerville, OH in 1960 before attending the United Theological Seminary in Dayton, OH. He later received his Ph.D. from the University of Iowa in Iowa City, IA. He was ordained in the Evangelical United Brethren Church and served as a minister in the EUB as well as the United Methodist Church. Larry was also a Professor of American History and Chaplain for Westmar College in Le Mars, IA. After retiring, Larry and Marlene moved to Estes Park, CO in 2000 where he continued to serve as an interim minister for a couple churches in Colorado, and at the suggestion of his daughters to get him out of the house, he served as the spiritual advisor or Emmaeus Walks. He was very active in all

the churches he served and attended, including singing in the choir, and was a member of the United Methodist Church of Estes Park. Larry volunteered for Crossroad Ministries, happily donated blood to the American Red Cross and loved hiking in Rocky Mountain National Park. He also enjoyed genealogy, collecting coins, and studying WWII history, as well as Civil War and Reconstruction history, especially the Underground Rail-Road, which was a part of his dissertation. Larry is survived by his daughters, Linda Willey of Fishkill, New York and Laura Willey of Brooklyn, New York. He is also survived by two grandchildren, Michaela and Alex Foster. He is preceded in death by his parents, Clyde and Helen, his wife Marlene and three sons. A Celebration of Life will be held at the United Methodist Church of Estes Park on Saturday, October 31, 2015 at 11:00 a.m.

Sylvia Kuhns Sylvia Anne (Ewing) Kuhns passed away peacefully, surrounded by family, on October 22, 2015 and was joyously reunited in Heaven with her husband, Ron. Her tremendous will to live could no longer overcome her health challenges. She will be remembered for her devout faith, strength of character, love of family and nature, and her indomitable courage. Sylvia was born July 9, 1935 in Rochester, New York, the eldest child of Vincent and Cornelia (Clark) Ewing. The Ewings were a musical family; Sylvia, her parents, her sister Roberta (Ewing) Frederick, and brother Kenneth Ewing were talented vocalists and instrumentalists. Sylvia played the piano and the flute and sang in the church choir for many years. She also enjoyed dance, including ballet and tap, and later square dancing with her husband Ron. Sylvia was a dedicated student whose strong academic record earned her a full scholastic scholarship to Baldwin-Wallace College in Berea, Ohio, where she was also a member of the Phi Mu sorority.

Sylvia and her husband lived in Cleveland, New Jersey and Houston during Ron’s 38 years with Shell Oil Company. The couple had two sons, Ron and Jeff, and enjoyed family road trips to National Parks with their camper trailer. They were especially enamored with the Rocky Mountain National Park, and in 1996 the couple moved to Estes Park, Colorado to spend their retirement years in the great outdoors. They joined Trailmasters and quickly assimilated to their new community. In addition to local trails and peaks, the avid hikers traveled abroad on occasion to explore Europe by foot. In 2006 Sylvia suffered a devastating stroke, which ended her hiking career. With discipline and re-

solve, Sylvia battled to regain her strength and independence. Ron called her his “miracle lady” and together, with the friendship and support of the Estes Park community, and their faith in God, the couple adjusted to a new normal.

Sylvia gave of herself to her church and service organizations through volunteerism and financial support. Sylvia was a 20-year volunteer at Houston’s Northwest Medical Center, where she managed the gift shop and chaired the scholarship committee, to help deserving students from the area pursue careers in the medical field. In Estes Park, Sylvia volunteered at Crossroads Ministries. She was always a loving and caring wife, mother and grandmother. When Ron’s work required long days and travel, Sylvia was always there for their boys. Sylvia is survived by her sons Ronald J. Kuhns and wife Peggy; Jeffrey S. Kuhns and wife Kristen; and four grandchildren: Austin Jeffrey Kuhns and wife Kyla, Amanda Lynn Kuhns, Marina Leigh (Kuhns) Briscoe and husband Jerrell, and Megan Leigh Kuhns.

Sylvia’s family will honor her wishes for a private trailside memorial when the wild flowers bloom next spring at her favorite stretch of the Ute Trail, Rocky Mountain National Park. An endowment in Sylvia’s name has been established at Highlands Presbyterian Camp & Retreat Center to support stroke survivor and respite care programs. Milton Sebelik A longtime resident of Estes Park, Milton Sebelik, passed away October 22nd at Prospect Park Living Center. He had been under Home Health Care and Hospice for quite some time.

Milton was born in Ogema, Wisconsin on July 8, 1926. His parents were Mary & Louis.

While he was very young his parents purchased a farm in Westboro, WI. Milton attended grade and high school there and graduated in 1944. He was in the Westboro High School Band and played baritone. He loved music and later on he could frequently be heard playing his harmonica. His favorite selections often came from his Czech background.

On May 15, 1945 he was inducted into the U.S. Army in Milwaukee, WI. During his service period, he was stationed stateside and then deployed to Yokohama, Japan for a year. His service citations included the Asiatic Pacific Medal, World War II Victory Medal and the Army of Occupation Medal.

He was honorably discharged in December 1946 with the rank of Technician Fourth Grade. Milton’s brother and father had started a lumber and retail hardware store in Phillips, WI while Milton was in the service. The family moved to Phillips during this time. Milton took part in the business and it thrived for many years. They also built and sold homes in the Menominee Falls, WI area.

Milton kept in touch with his high school sweetheart, Maxine Warner, who lived in Westboro, WI and on May 28, 1949 they were united in marriage in Elgar, WI. The ceremony was performed by the Rev. George Griffiths. The marriage produced three daughters and at the present time they all reside in Estes Park.

In the late 50s Milton moved his family to Bradenton, Florida. The Orange State Lumber Co. of Nokomis employed him as their manager. Milton later applied and was accepted for employment in the U.S. Postal Service. He was placed on temporary duty from December 1965 to June 1968. He became a permanent mail carrier in late 1968. In July of 1987, he retired from mail service with an honorable service record.

their RV. Some of their favorite places were in Florida, Arizona, Canada and a three week trip to Alaska was exceptionally pleasurable. On their return trip to Bradenton, they visited friends in Estes Park. They were so enthused about the mountains and wildlife that while in Estes Park negotiated to purchase a cabin on one acre. From 1977 they spent as much time as possible at the cabin and thoroughly enjoyed the deer, elk, raccoons and other small animals that enhanced the area.

Milton transferred as a U.S. Mail Carrier to Littleton, CO in the early 1980s. He later moved to Estes Park and built a new home on the acre in 1992. Milton was a member of the U.S. Postal Branch #1753, Bradenton, FL, a life member of the VFW Post #7817 of Westboro, WI, American Legion Post #119 of Estes Park and a charter member of the Estes Park Amateur Radio Club. He was very active in the radio club until illness denied him of this privilege. In September of 2009 he flew to Washington, D.C. with many WWII veterans on the Honor Flight of Northern Colorado. His sister, Louise, also a WWII veteran, was on the flight. In Washington they met up with their brother, Irvin, from Wisconsin, another veteran of WWII. It was a very memorable occasion for the sister and two brothers.

2012 brought a change in Milton and Maxine’s life styles. They sold their home and moved into a condo. 2015 brought drastic changes in Milton’s health and in October he entered a medical health care facility in Estes Park.

Milton is survived by his wife, Maxine, three daughters, a son-in-law, five grandchildren, three great-grandchildren and his brother.

He was preceded in death by two sisters and his parents. Funeral services for Milton will be private and conducted at Allnutt Funeral Service, Estes Park Chapel, on October 28.

Military honors will be done by the Estes Park American Legion Post #119 at the Estes Valley Memorial Gardens.

In lieu of flowers, donations may be made to the American Legion or Estes Valley Hospice in care of Allnutt Funeral Service, 1302 Graves Ave. Estes Park, CO 80517.
