The emotional damage is significant, thus it may take a very long time to come to that peaceful resolution. But the payoff is very high once that resolution has taken place.

Opportunity for relationship growth Given what we know and understand about conflict it is amazing that many marriages last for decades! However people in long-term relationships of any type grow to understand that above all, the relationship is worth preserving and both parties are equally committed to its preservation. This means both individuals accept responsibility for the growth, development and nurturing of the relationship. When this type of commitment exists, many find that working through conflict actually strengthens the relationship. Trust is deepened and better understanding and respect of each other grows. Giving and accepting forgiveness is a key element here. However, the topic of forgiveness is complex and truly deserves an article of its own!

Opportunity to better address future conflict When we have success in addressing conflict we build more confidence in dealing with it. Instead of avoiding a potential conflict we see the need to address an issue sooner than later. Timing can be an issue, you may be ready to take on an issue yet the other person is not. But the tendency to bury or avoid is not ruling the day. Positively dealing with conflict is a learned behavior that can always be improved upon. Hopefully we learn something each time and can take that learning into the next situation we face.

I've touched very lightly on the opportunities conflict can present. I'd be remiss if I didn't address the fact that the stakes can be high and the risk great when addressing conflict. But many times our situation is only influenced by our fear. So, next time you find yourself in a conflicted situation ask, "What opportunities could arise if I commit to addressing this situation?" Perhaps you'll be able to see it in a new light.

Join The Dry Gulch Road RibbonCutting Celebration October 26 Community members are invited to join Town of Estes Park officials at the official ribbon-cutting for the newly reconstructed Dry Gulch Road and trail system. The event takes place Wednesday, Oct. 26, at 2 p.m. on the Dry Gulch trail adjacent to Sombrero Stables, near the intersection of Dry Gulch Road and U.S. 34. Public parking is available along North Lake Street. Following a brief ceremony and ribbon-cutting, participants will enjoy a musical performance by a local musician who was closely involved with the project. Afterward, Public Works staff will offer a brief walking tour of the new trail, highlighting the section that travels beneath U.S. 34 to connect with the Lake Estes Trail.

After several years of planning and saving, the Town completed the $3.93 million rehabilitation of Dry Gulch Road on schedule and within budget. The new roadway opened Sept. 2, while the trail should be complete by mid-October. The project includes the following improvements: • Road reconstruction for 1 mile of twolane road within Town limits, including curb and gutter improvements for improved storm drainage

• New, protected left turn lanes for northbound traffic at Red Tail Hawk Drive and southbound traffic at U.S. 34 • New, protected right turn lane for westbound traffic on U.S. 34 • Realignment of the Dry Gulch Road intersection with U.S. 34 • An eight-foot-wide concrete multi-use trail on the west side of Dry Gulch Road (attached to the curb); • A trail connection east of Dry Gulch Road, along U.S. 34, that uses an existing CDOT bridge/culvert to cross under U.S. 34 and connect with the Lake Estes Trail Dry Gulch Road has been a top priority for improvements for vehicle and multimodal transportation for many years.

This project drew saved funds from the Town’s Community Reinvestment Fund, Ballot Issue 1A Street Maintenance Fund, Ballot Issue 1A Trail Expansion Fund and Larimer County Open Space funds.

Overall, the funds provided $1.18 million for drainage improvements, $1.82 million for new trail expansion, and $936,000 to rebuild the roadway surface and add turn lanes at intersections for improved safety and traffic flow.

Public Encouraged To Review New Estes Valley Hydrology Data October 26 Study contributes to a safer, more resilient community The Town of Estes Park and its consultant, Wright Water Engineers, will present the results of a scientific hydrology study of the Big Thompson River, Black Canyon Creek, Dry Gulch and Fall River on Wednesday, Oct. 26, at 8 a.m. in the Town Board Room of Town Hall, 170 MacGregor Ave. Other topics discussed will be a preliminary map of new floodplain boundaries in the downtown area and how this study impacts floodplain management. The completion of the study is a milestone in the process of ensuring a safer, more resilient Estes Park community. Study results will be available for review at www.estes.org/floodmitigation by Oct. 21. Educational resources on the hydrology study and other flood mitigation efforts are also posted to this site as they become available.

The Oct. 26 meeting is targeted to both a general interest audience and particularly those concerned with development and flood mitigation opportunities, as the hydrology data is part of the floodplain permitting process. Wright Water Engineers will present the results and be available to answer both general and technical questions. Staff from the Colorado Water Conservation Board will discuss preliminary floodplain maps and

staff from the Colorado Resiliency and Recovery Office will be in attendance to answer questions. This meeting will be streamed live on local cable channel 12 and via www.estes.org/videos. It will also be recorded for viewing later viawww.estes.org/videos. The Town Board will review the information during a study session the evening of Oct. 25.

The 2013 flood was a stark reminder of flood risk, and the Town is taking action to better understand the hazards Estes Park's residents face. The hydrology study results will serve as the basis of flood mitigation projects and a key part of future flood mitigation decisions. In addition, the new information may help the Town receive grants. It will also provide data for new floodplain maps, which will go into effect in the coming years.

Planning Commission To Discuss Vacation Rentals Study sessions precede public hearing Nov. 15 The Estes Valley Planning Commission will hold a special study session Nov. 1 at 12 p.m. to discuss vacation rental regulations, followed by a public hearing to consider draft vacation rental code amendments at its regular meeting Nov. 15 at 1:30 p.m. Both meetings take place in the Town Board Room of Town Hall, 170 MacGregor Ave. In preparation, they will also discuss the topic during an Oct. 18 study session. Discussion will include regulation of all vacation rentals regardless of the number of occupants. Meeting materials are posted as they become available at www.estes.org/boardsandmeetings. Community members are encouraged to observe study session discussions and provide input during the public hearing, or submit comments to planning@estes.org.

Earlier this year the Vacation Rental Task Force of community representatives convened specifically to formulate recommendations for vacation rentals with nine or more occupants. The Estes Park Town Board of Trustees, Board of Larimer County Commissioners, and Estes Valley Planning Commission discussed Task Force recommendations at a joint meeting convened Aug. 30 and directed staff to draft code amendments that implement the recommendations.

At its Nov. 1 study session, Planning Commission is expected to provide guidance for items on which the Task Force did not reach consensus: Density of vacation rentals by neighborhood and the maximum number of guests allowed to occupy a vacation rental. The Commission may also discuss the concept of an overall cap on the number of vacation rentals in the Estes Valley.

Next, completed, draft code amendments will be provided for Planning Commission to review at its Nov. 15 public hearing. The Commission will determine if the draft amendments are consistent with the Estes Valley Development Code as well as the policies and intent of the Estes Valley Comprehensive Plan. It will forward a recommendation to approve, deny or approve with conditions to the Town Board and Larimer County Commissioners for a final decision to amend the Development Code.

Task Force recommendations were specific to vacation rentals with occupancy by nine or more individuals, within the Estes Valley Planning Area, and include the following: • Occupancy of vacation rentals should be limited to two people per bedroom, plus two. For example, a two bedroom unit should be rented to no more than six people.

• Vacation rentals containing nine or more people should be allowed in the same zoning districts as vacation rentals with eight or fewer people, i.e., all residential districts plus the A-1 Accommodations/Low Intensity and CD Downtown Commercial districts.

• Lots on which vacation rentals are located should be a minimum of one acre in size and vacation rentals should be set back a minimum of 25 feet from all property lines, with the exception that vacation rentals in the RE-1 zoning district should be set back 50 feet.

• The approval process should initially be the current special review process, which includes Planning Commission review followed by a final decision by Town Board (for vacation rentals proposed within town limits) and Larimer County Commissioners (for vacation rentals within the unincorporated area of Estes Valley). The approval process should be streamlined (shortened) with final decision remaining the responsibility of Town Board and County Commission.

• Vacation rentals existing as of July 1, 2016 with the capacity to rent to nine or more individuals, i.e. vacation rentals with four or more bedrooms, and that have a current operating permit should not be subject to lot size, setback, or special review requirements. For example, a vacation rental with four bedrooms on a lot of less than one acre and setbacks of less than 25 feet should be allowed to rent to up to ten guests, with no requirement to obtain special review approval.

• The operating permit should designate a local resident or property manager of the Estes Valley who can be contacted by phone and be available 24 hours per day and should respond to complaints within 30 minutes.

The Estes Valley model for land-use regulations is unique in Colorado. The Town of Estes Park and Larimer County partnered in the mid-1990s to develop the Estes Valley Comprehensive Plan, a unified vision for land-use planning in both the incorporated and unincorporated areas of the Estes Valley. In 2000, they jointly established the Estes Valley Development Code. The Planning Commission reviews development and subdivision proposals within the entire Estes Valley, though the final decision-making authority lies with the Larimer County Commissioners and Town Board for their respective jurisdictions.

Highway 34 And Estes Valley Businesses May Be Eligible For Recover Colorado Grants Due To Road Reconstruction As the State of Colorado and local partners work to rebuild roads and restore watersheds to better withstand future disaster, businesses may experience economic impact from road closures. The Recover Colorado business grant program provides up to $50,000 for eligible businesses unmet need. These funds supplement previous funds, making it possible for a business to receive up to $50,000 for disaster losses and a separate additional grant of up to $50,000 for ongoing losses caused by these new road closures (Highway 34 and other roads with restricted access for disaster related reconstruction). Additionally, businesses that may not have received a grant for flood disaster damage can still be eligible for the economic shortfall due to road closures.

The Recover Colorado Disaster Relief Program offers grants and loans funding via: • Grants of up to $50,000 ($75,000 for entities with multiple impacted locations) • Loans of up to $100,000 with favorable terms.

A full closure of US 34 between mile points 77 and 80 will begin Monday, Oct. 17, and be in place until the start of the

2017 Memorial Day weekend. Until then, this three-mile section of the canyon will be closed to through traffic. US 34 will remain open to drivers east of mile point 80 (near Cedar Cove) and west of mile point 77 (just east of Drake).

The only through access on US 34 from Oct. 17 until next Memorial Day weekend will be for canyon residents through a permit process. Permitted vehicles will be allowed through the canyon from 6 8:30 a.m. and 4-7 p.m. each day.

On September 28 at 9:39 a.m. police responded to a disturbance at 1600 Manford Ave. (EPHS). Upon arrival, five males ages 16-17 were charged with disorderly conduct and later released to a parent/guardian.

On October 3 at 3:10 p.m. police cited a 17 year old male in the 100 block of First Street for possession of drug paraphernalia. He was released to a parent/guardian.

On October 6 at 7:01 a.m. police cited a 32 year old male from Estes Park at 200 Cleave Street for a violation against the wildlife protection ordinance for an unsecured dumpster.

Join the Estes Valley Fire Protection District (EVFPD) for a free pancake breakfast and open house on Saturday, Oct. 15, to celebrate National Fire Prevention Week. Fire District volunteers and staff will be serving up breakfast from 8-11 a.m., providing station tours and hands-on fire safety activities. The Dannels Fire Station is located at 901 N. Saint Vrain Ave. In 2016, National Fire Prevention Week is October 9-15. This year’s theme is “Don’t Wait-Check the Date! Replace Smoke Alarms Every 10 Years.” EVFPD volunteers and staff are visiting the elementary, middle school, pre-schools, senior center and local churches teaching about fire life-safety. They’ll be teaching about smoke alarms, cooking safety, 911, fire science and firefighting as a career choice.

Among the smoke alarm and cooking safety tips that firefighters will emphasize are: • Make sure everyone in the home knows the sound of the smoke alarm and understands what to do when they hear it.

• Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home, including the basement.

• Test alarms every month by pushing the test button.

• Replace smoke alarm batteries twice a year, when you change your clocks.

• Every home needs a fire escape plan.

• The plan should include a primary and secondary exit route from each room in your home.

• Be sure to set a Safe Meeting Place outside of your home.

• Practice your plan twice a year, going all the way through to gathering at your Safe Meeting Place and pretending to call 9-1-1.

The History - Fire Prevention Week was established to commemorate what’s known as the Great Chicago Fire. This

massive fire in 1871 killed 250 people, left 100,000 homeless, destroyed more than 17,400 structures and burned more than 2,000 acres.

That same fateful night, the worst recorded forest fire in North American history raged through Northeastern Wisconsin and Upper Michigan. It destroyed millions of dollars worth of property and timberland, and took between 1,200 and 2,400 lives. Although Fire Prevention Week focuses on structural fire safety, when living in a Wildland/Urban Interface area, we need to also embrace wildfire mitigation and the creation of home defensible space.

Each year, the National Fire Protection Association (NFPA) selects a theme for Fire Prevention Week to address a current trend or need. Why focus on smoke alarms three years in a row? Because NFPA’s survey data shows that the public has many misconceptions about smoke alarms, which may put them at increased risk in the event of a home fire. For example, only a small percentage of people know how old their smoke alarms are, or how often they need to be replaced.

As a result of those and related findings, smoke alarm replacement is being addressed this year with a focus on three key messages: • Smoke alarms should be replaced every 10 years.

• Make sure you know how old all the smoke alarms are in your home.

• To find out how old a smoke alarm is, look at the date of manufacture on the back of the alarm; the alarm should be replaced 10 years from that date.

Historic Stanley Home Foundation Created To Preserve Iconic Residence As the Centennial year of our community approaches in 2017, a local group of supporters is busily organizing a new non-profit corporation and securing tax-exempt status, in the beginning steps to preserve a historic community treasure.

The beautiful home that sits on the hillside at 415 West Wonderview Avenue has been occupied as a residence for 112 years, since it was built in 1904

by F.O. and Flora Stanley. Gary and Kelly Brown have occupied and maintained the historic property during the last 38 years.

“We are excited there is a group of people who came to us that want to see

the public by Memorial Day of 2018.

“Many in our town believe that preserving and sharing this spectacular place with the people of Estes Park and our many visitors, is an endeavor that simply must be pursued. Aside from its architectural excellence, it is the birthplace to the many progressive achievements of Mr. Stanley,” said Tom Shamburg, a founding Board member.

The community will be informed about the many steps in this journey as they unfold. The organizational website will be under construction in coming weeks and will provide informative and even entertaining news of The Historic Stanley Home Foundation.

New CEO Appointed At Estes Park Medical Center The Park Hospital Board of Directors has named Larry Leaming, Ph.D. as the new Chief Executive Officer at Estes Park Medical Center.

For the past several months, The Park Hospital District Board CEO Search Team diligently evaluated candidates who emerged from a nationwide search. istration from the Medical University of South Carolina, Charleston, South Carolina. Leaming began his career at Thayer County Health Services, a critical access hospital in Hebron, Nebraska. EPNEWS.COM Gertrude Stein did it. So did F. Scott Fitzgerald. And most notably, J.K. Rowling did it. That’s J.K. Rowling, pronounced the same way as the Rolling Stones. These famous authors and many others did much of their creative writing in coffee shops.

When I write, I sit near a window at an antique oak secretary desk my grandmother gave me when I was 15. At that age, when I wasn’t writing I kept my journals locked inside the desk and I hid the skeleton key—sometimes so well I’d forget where I put it. After days of desperate prayer (“I promise I will never again get mad when my sister wears my clothes if I can just find my key”), the key always reappeared. I’ve managed to keep track of that key for 40 years, although I no longer need to lock away my innermost thoughts from uninvited eyes.

Today I decided to break from my beloved drop-down desk and give coffee shop writing a try. Not because I’ve grown tired of my personal writing sanctuary, nor because I want to tap into the idle muse of F. Scott Fitzgerald (although I would welcome it if it decided to set up shop in my head), but because it is PUMPKIN SPICE LATTE SEASON! Until today I’d never had a pumpkin spice latte. The thought of it simply has not tempted me. I’ve ignored the craze that has taken over our coffee-addicted society since it began in 2003, choosing instead to have a Dagoba Xocolatl hot chocolate when I fancy a sweet, hot beverage.

But it got to the point where, come October, I could no longer look the other way because when I did, I saw pumpkin spice everything. Oreos, granola, Kahlúa, marshmallows, ice cream, beer, Jell-O, tea, pancakes, Hershey’s Kisses and Pringles. Even nail polish and hair dye. Pumpkin spice has invaded and there is no escaping it.

So here I am in Starbucks, with an empty Pumpkin Spice Latte cup in front of me. I couldn’t have a pumpkin spice scone or pumpkin spice slice of bread (which is a misnomer for a piece of high-calorie (410 calories), sugar-loaded (39 grams), fatladen (15 grams) cake) because they were sold out, but I did consume with gusto the “PSL” with whipped cream and spices sprinkled on top. Yum. But not super-yum. In my opinion, a

pumpkin spice latte is not as intoxicating as my brotherin-law’s special eggnog latte made only at Christmastime.

Philip’s eggnog latte is richer, creamer, and doesn’t remind me of pie.

Not that I mind pie. Especially pumpkin pie. It’s just that I prefer to eat my pie with a fork, not drink it in a paper cup with a plastic lid.

Pumpkin pie is a treat in which we indulge after Thanksgiving turkey and trimmings, if we save a wee triangle of space in our tummies—or not. Recently we learned, however, that pumpkin pie isn’t really made with pumpkin pulp, but with the less eye-catching, not-as-romantic, everyday squash. Cucurbita moschata, to be exact.

Ends up the classic, bright orange jack-o’lantern pumpkin doesn’t make the best pie custard. Squash is meatier, creamier and sweeter and it holds its shape better.

As for pumpkin pie spice: it’s been around since McCormick & Company created the blend of cinnamon, ginger, nutmeg and allspice in 1934. It remains one of the company’s top-sellers, obviously due to America’s obsession with it. (No other country consumes pumpkin and its accompanying spices as a seasonal food and beverage. Just us.) Just as I’d never had a pumpkin spice latte until today, I’ve never had pumpkin pie spice in my cupboard. I enjoy making mine from scratch, smelling each spice on its own before adding it to the blend.

I’m okay with the pumpkin spice fixation that accompanies our autumn’s glorious golds, burning reds, sienna browns; brisk days calling for thick wool sweaters and earlier nights bright with crystal stars. The October fusion of colors, flavors and climate stirs a deep sense of contentment-onthe-verge-of-change that is assuring yet tinged with a touch of mystery. It’s pumpkin spicey.

But I stop short when it comes to pumpkin spice dog food and automobile tires.

And deodorant and toothpaste? I repeat, I like to eat my pumpkin pie with a fork, not smell like it.

Following several months of construction, the Estes Park Salud Family Health Center on Red Tail Hawk Drive is bigger and better than ever. Medical, dental and behavioral health staff and Foundation board members are planning an Open House on Friday, Nov. 4 from 4-6 p.m.

The Open House will give the community the chance to tour the expanded facility, enjoy refreshments prepared by the Foundation’s Community Outreach Educator, and learn about the fundraising campaign for dental equipment and an ultrasound imaging unit for the medical department.

"Estes Park Salud is pleased to offer Estes Valley residents new imaging capabilities including x-ray, four dental exam and treatment rooms, nine medical treatment rooms, and offices for behavioral health provider and patient health educator,” said Medical Director Eileen Flaherty, RN, FNP. “We’ve grown to meet our patients’ needs and are looking for-

ward to showcasing the expanded facility at our open house.”

The Estes Park Salud Family Health Center has provided care for Estes Valley residents since 1992. Patient visits have grown from 1,565 in 1992 to 9,850 in 2015. Through the years, the facility has moved several times prior to opening the new clinic on 1950 Red Tail Hawk Drive in 2007.

"We are excited about the new clinic capabilities made possible by this expansion and look forward to showing the community our progress and discussing future plans," said Bruce Brown, Estes Park Salud Foundation Board President.

The 2016 expansion was funded by a $750,450 grant from Health Resources and Services Administration, part of the U.S. Department of Human Services. The agency provides health care to people who are geographically isolated, economically or medically vulnerable. The Estes Park Salud Foundation also contributed to the expansion.

Red Cross Ready Rating is a free, webbased program that helps businesses, nonprofits, organizations and schools become better prepared for emergencies.

The program includes a self-assessment of your current level of preparedness which creates an emergency action plan for your specific needs. You will also learn how to access tools, tips and best practices to help improve your level of preparedness. The assessment has been aligned with the federal government’s Private Sector Preparedness Standards.

The tools, resources, tips and other information that are included in the Ready Rating program are the result of a comprehensive review of preparedness rec-

Daily they build strength as winter creeps closer; soon they will settle into the Estes Valley and not recede until Spring. Summer is a memory, tourists are mostly gone, bears are headed for hibernation, elk bugling is muted, and indoor living now commands our time as we prepare for a Presidential election (not soon enough) and the Holidays.

Consider a magnificent indoor space, the Estes Valley Library, that local crossroads where welcoming staff guide visitors to a vast treasure of books, periodicals, internet information, events, lectures, videos, classes and more. Our local library is accessible, open, warm, simple and inviting; it is a cathedral of ideas, research, access, journeys, pleasure, browsing and meetings. People walk quietly and speak in hushed tones, taking care with newspapers, volumes and each other.

Libraries, foundations of culture, have existed for millennia. Mesopotamian clay tablets and Egyptian papyrus scrolls are early examples of repositories of knowledge that affirm human desire to preserve learning. The Great Library of Alexandria, founded about 300 B.C.E., aspired to hold copies of all the books in the world, about a half million in number. We have come some distance since then, as the almost 120,000 libraries across the USA and their millions of volumes attest.

My former-librarian sister-in-law Jeanne says this: “Libraries may be quiet rooms for research and contemplation, but today more often than not are hubs of activity where one is free to choose, read and be safe. I love musty stacks of old libraries, shelves and shelves of reference materials, fine old buildings of big universities libraries, or hidden gems of Carnegie libraries in towns and cities across America; all types of libraries have their roles. Even in the digital age we need physical libraries to provide professional librarians to help us navigate through myriad information sources.

I visited Ellis Island two weeks ago and was overwhelmed, all but speechless, as I contemplated my great-grandfather coming from Ireland as one of the twelve million who entered this country through “the island of tears.” I had not fully realized that over 100 million Americans can trace ancestry through immigrants who came though Ellis Island. Our library’s upcoming “Welcome To The USA” focus resonates deep within me as a result of my visit to a shrine of my roots.

The Estes Valley Library is one more jewel in the diadem that is Estes Park.

The amazing staff, led by Claudine Perrault, are true servant leaders in this community. Claudine: “My job is to listen to the community; they told us to offer services to our growing population of immigrants.” Brava! Estes Park Wedding Association Underway With Annual Meeting

e Estes Park Wedding Association (EPWA) held their annual meeting on Tuesday, October 4 at the Estes Park Conference Center (on site at Rocky Mountain Park Inn). e meeting was the first all-member gathering of the 2016-2017 year and with it came board elections, committee reports, upcoming meetings schedule, and more! 2015-2016 President Karen Shea Hamel kicked off the meeting by welcoming the membership and thanking them for a great past year. She also thanked Rebecca Pena with the Rocky Mountain Park Inn for hosting the October gathering with delicious hors d’ouevres and a comfortable meeting space. Rebecca excitedly announced that Rocky Mountain Park Inn has been sold to new owners, and the property will be closed from November 15 through May 15 for a “much-needed” renovation.

Karen then introduced President-Elect Sandra Huerta, who began the meeting agenda.

Sandra thanked the past board members for their great work last year. She also announced that committee meetings will be restructured to a staggered format so that members can attend as many meetings as desired, and shared that the next all-member meeting would be November 1 from 5-7 p.m. in the Pine Room at the YMCA of the Rockies.

EPWA meetings are held on the first Tuesday of every month October –May, with the location changing to different member venues.

Next up were committee reports from Events, Internet & Marketing, Data, Membership, and a report from the Treasurer. Events announced that the Bridal Expo would be held on February 19, 2017 at the Estes Park Event Center and members were encouraged to signup for their booths early to get a discount. Internet & Marketing shared that ads were already in place for the Expo, including one in the Knot and one in

Wedding Sites & Services. New rack cards have been printed, and the Internet team discovered that there are new top states in Google Analytics for their website (www.estesparkweddings.com) traffic: Wisconsin, New York, and Florida.

Houston has now become the city that produces the most visits (which has traditionally been Dallas). Membership passed ballots around for a potential new member, Fall River Village, who was approved by a unanimous vote. e Treasurer report included a rundown of the summer months’ expenses and income, the end balance for September, and a budget proposal for the coming year. Each fall, bears eat, eat, eat as they get ready to sleep, sleep, sleep. This period of massive caloric intake is called hyperphagia. Bears can consume up to 20,000 calories a day! Their quest for calories has begun and the Estes Valley Bear Education Task Force would like to remind you about some important facts: 1. Black bears have big appetites. They are mostly vegetarian but they aren’t picky - anything slightly edible will do.

They consider our trash, their food.

2. Black bears are nosey. They are curious and follow their noses to food. Bears can smell food five miles away!

3. Black bears are busybodies. They can be active anytime, anywhere, day or night.

4. Black bears are smart. They learn quickly to identify food, packaging and containers. Once bears find an easy meal they’ll be back for more.

5. Black bears are naturally shy. They usually avoid people, but once conditioned to human food, they may become aggressive.

6. People’s actions can alter bear behav-

ior. Bears that eat human food (and trash) are drawn close to homes and businesses and may become problem animals.

Estes Park has increasing numbers of bear activities and incidents. This summer Estes Park Police have noted increased bear incidents, primarily due to trash management. Multiple bears frequent the town after dark, particularly the commercial area downtown.

These close calls present a safety hazard for our residents and guests. The increase in incidents is likely the result of our past actions. We can do better!

Estes Valley CAN be a great place for people, bears and other watchable wildlife. We want a healthy bear population so that we all can continue to have memorable wildlife experiences, and we want bears in their natural environment where they can be seen...from a safe distance.

Rotary Club Of Estes Park To Sponsor Shred-A-Thon This Saturday

Stories of identity theft rattle most people. So often the theft begins with stolen mail that contains personal information.

You can help avoid this fate by shredding those stacks of documents that you would rather not feed to your home shredder. Let the professionals do it for you: The Rotary Club of Estes Park.

Come and contribute your excess paperwork at the Rotary club’s Shred-aThon on Saturday, October 15. Residents can drop off items between 9 a.m. and 1 p.m. or until the truck is full. Head to the Event Center parking lot off of Manford Avenue in Estes Park.

“Community shred days are part of our commitment to the prevention of identity theft and our support for recycling,” said Tara Moenning, event coordinator.

Items appropriate for shredding are:

• Old bank statements • Credit card offers • Cancelled checks • Old medical records • Paycheck stubs • Anything with your personal information.

Clips, staples, and binders do not need to be removed.

While there is no charge, a generous donation would be appreciated, Moenning notes. The Rotary Club sponsors the cost of the truck so that all tax-deductible, donated funds will benefit the club’s scholarship program.

An Evening Of Haunted Tales From Our Own Backyard

Just in time to tap into the charm and spirit of the Halloween season, the public is invited to the new Elkins Distilling Company for a twilight evening of ghost stories drawn from our local area. These stories will tell of the unusual events from such places as the Elkhorn Lodge, the former Rustic Inn, and the Park Theater, as well as several other aroundtown locales. These tales all have some link to the historic figures and events that are known to be part of these sites’ unique past.

“Haunted History, Haunted Mysteries of Estes Park” will begin at 5:00 p.m. this Sunday, October 16 at Elkins Whisky, lo-

cated at 1825 N. Lake Avenue along Highway 34. The event is free and open to the public. The program will begin with stories at 5 p.m., with an intermission for visiting, followed by a second batch of stories at 6 p.m.

This Sunday’s event will be led by local storyteller-performer Kurtis Kelly. Kelly has been a teller and chronicler of local historic tales for the past two decades, frequently appearing in character as such figures as the Earl of Dunraven and pioneer Abner Sprague. He began gathering local ghostly tales over several years spent as a guide for the Stanley Museum in Estes Park.

Most recently, Kelly developed a new program based on the famous “Blue Mist” campfire legend created by cowboy-wranger Bill Robinson.

Kelly will share a sampling of that story among the evening’s tales.

Those who may have a haunted tale of their own to offer are also encouraged to be part of this special story-sharing evening.

Elkins Whisky is pleased to join the roster of local gathering spaces, kicking off this weekend with a community tilepainting event on Friday at 6:30 p.m.

The beverage menu features both alcohol and non-alcoholic refreshments. Admission is free to these events and no purchase is necessary to attend.

Comedy-Mystery Dinner Theater Halloween Weekend This year’s Halloween weekend in Estes Park will offer a delightful new venue for chills, thrills and laughter with the debut of a new comedy-murder-mystery theater production. In a dinner theater setting, the chalet at Mary’s Lake Lodge will be host to intrigue and hilarity with four special performances of “A Taste of Murder, a Nibble of Death.”

The production takes place on October 28, 29, 30, and 31.

The festivities begin at 6:00 p.m. each evening as attendees enjoy a full dinner with the performance happening “in the round.”

While the audience will not be assigned roles themselves, guests will be very much close to the action, and a few volunteers each evening may be tapped to be part of the fun.

“A Taste of Murder, a Nibble of Death” is an original script by local playwright and actor Rhett Jonke, who is also a member of the professional cast. Like its real setting, the play takes place in the rustic yet luxurious Chalet Room, and the year 1954. Six curious figures, including a fidgety bespectacled German professor, a self-absorbed French existential poet, and an impeccable but sarcastic upper-class Englishman, have all gathered in this Colorado setting, beginning to ac-

quaint themselves with their strange and uproarious eccentricities. Of course, it is not long before a mysterious poisoning sends these oddball characters into action trying to solve a murder, while suspicions and accusations abound.

The play is designed for plenty of laughs to be enjoyed along the way. The script’s humor contains mature themes, and the show is recommended for adult audiences.

Admission price is $40 per person, which includes the full package of dinner and show.

Estes Park Repertoire Theatre Offers “Theatre 101” Workshop

Everything You Ever Wanted to Know About Theatre The Estes Park Repertoire Theatre Company announces a series of basic theatre workshops for the Estes Valley community. The first workshop, “Theatre 101” (Introduction to Theatre), consists of two-hour sessions on October 25, November 1, November 8, November 15, November 29, and December 6, from 7:00 p.m. – 9:00 p.m.

“Theatre 101” will be held at the Masonic Lodge, 1820 S. St. Vrain Ave. The $30 per person cost includes all six Tuesday evening sessions along with all workshop materials. No prior theatre experience is necessary, and the workshop is suitable for ages 14 through adult. While it is desirable to attend all six sessions of the workshop, persons are welcome to attend any of the sessions even if unable to attend all.

Additional workshops will follow the six sessions that comprise this inaugural “Theatre 101” workshop. Topics for future Estes Park Repertoire Theatre Com-

pany workshops will include “Readers Theatre;” “Stagecraft;” and “Acting.”

Since earning his Theatre Arts Degree at Missouri State University, course instructor Jeff Miller has taught classes in Acting, Oral Interpretation, Theatre History and Stage Management, and has assumed roles in numerous live performing arts productions as well as readers theatre, broadcast, and film. A resident of Estes Park with his wife Pati, Jeff is a member of the Estes Park Repertoire Theatre Company Board of Directors. He owns and operates Jeff Miller and Associates, Inc., an independent Life and Health Insurance Agency.

Kids Arts Education Workshops To Begin In November At The CAC Program made possible by a grant from Families for Estes After analyzing the results of a community-wide survey conducted by the Cultural Arts Council of Estes Park, the CAC is ready to off a new kids workshop series, funded by a grant from Families for Estes. The series is limited to the first 10 children to sign up (there must be a minimum of six participants to hold the series) and registration closes on Nov. 1.

Artist and arts educator Beth Engel of Estes Park will be teaching the fourweek series which will begin on Monday, Nov. 7. The classes will be open to children between the ages of 9-14 years old, and will be held for 1.5 hours on Mondays, beginning at 6 p.m. The is the first module in a year-long series and will run for four weeks in November, on Nov. 7, 14, 21, and 28, 2016. Tuition is $60 per child for the four-session module. Estes Valley students who income-qualify may receive full or partial scholarships under this program.

All materials are included in the tuition fee. If you would like your own personal supplies to keep and take home please mention your interest upon registration and the CAC will explore the cost to set you up (recommended).

"My goal is to teach children to express themselves through arts and crafts," said Engel, "to learn skills using new tools, recycling and techniques and by working with many different art

materials such as paint, fabric, pencil, basket reed, wood, jewelry, leather and more."

Engel bases her classes on the Waldorf philosophy of "Head, Heart, and Hands."

Participating children will increase hand dexterity and be encouraged to translate their creative energy and imagination into pieces of art. Participants will be encouraged to reuse the skills they learn with the tools and techniques from the classes being offered.

Engel has been teaching children art through local workshops and classes for more than a decade. She has taught through the Options Homeschool Program, Estes Valley Library, as well as offering independent classes for all ages in the Estes Valley.

She attended the Moore College of Art and specialized in pottery and arts education. Beth is also co-owner of Where We Create sewing services and her new venture The Remixed Store.

The November workshop series will include the following classes, designed for children ages 9-14: * Nov. 7 - Color: Tropical Fish, Part One. Students review primary, secondary and tertiary colors while painting a color wheel; they draw and discuss and

study tropical fish and underwater sea life as the topic of a painting and do a fish-drawing warm up. In Part One, students create an under-the-sea painting using all of the colors on the color wheel. * Nov. 14 - Color: Tropical Fish, Part Two. In part two, students fill a paper with drawing of tropical fish that are then painting, cut out and glued onto the underwater painting. * Nov. 21 - Line: Underground Scene. Students discuss how to use many different kinds of lines to create an interesting composition; the do a line warm-up, discuss the wide range of possibilities in creating an underground scene, and then create an entire composition of an underground scene using line variety. * Nov. 28 - Line: Trees Through a Window. Students review contour drawing and learn how to use a viewfinder to create and simplify a composition. They discuss and do a warm-up, using a viewfinder to find a section of a tree, and then go outside (weather permitting) with drawing boards and view finders to select and draw a tree through a window.

Up to 10 children per class (ages 9-14) will comprise a workshop series, which will be held in the CAC's new workshop/classroom, in the West Park Center of Estes Park (near the Big Horn Restaurant). A two-week December class series will consist of a jewelry and gift-making workshop for the holidays on Dec. 5 and 12. Those attending the first workshop series may add the additional two-week supplemental series in December for just $30 (all materials included).

The art curriculum will continue in January with more advanced instruction introduced to create a comprehensive art and art appreciation study throughout winter and into Spring. All art created will be responsibly saved for and/ or displayed in the Student Expressions yearly exhibit.

Also watch for open Saturday workshop hours to make quick holiday projects such as ornaments, lantern making, and much more!

The event takes place this Friday, Oct. 14 at Elkins Distilling Co. from 5:30-9:30 p.m. All ages are welcomed and encouraged. No drink purchase is necessary, but options for all ages will be available. Elkins is located at 1825 N. Lake Ave. off Highway 34.

Local artist Beth Engel is offering face painting for children on Halloween and for adults on Saturday, October 29, in the Cultural Arts Council’s workshop room (access the door on the east side of the building).

Parents are invited to bring their children by the CAC between 2 and 5 p.m. on Monday, October 31, for Halloween face painting.

Earlier appointments can be made by request. Kids’ face painting is offered between $5-$15 per face, depending on level of detail.

On Saturday, October 29, Beth will also offer face-painting for adults between noon and 5 p.m. in the same location. Adult face painting is offered by appointment for $20$50 per face, depending on detail.

-WHO’S IN CHARGE?

The 1999 crash of golfer Payne Stewart’s plane was a bizarre incident. He and five companions boarded a twin-engine, $2.4 million Learjet which took off at 9:19 A.M. There were two pilots, and all seemed fine when they checked in with air traffic controllers a few minutes later. But for unknown reasons the pilots apparently lost consciousness shortly before they were to turn west toward Dallas, and when they couldn’t be raised by air traffic controllers, two Air Force jets were sent to investigate.

No one was at the controls. There was no movement in the cockpit, and the windows were fogged, suggesting that the cabin had depressurized and become chilled with stratospheric air at an altitude of 45,000 feet. One of the Air Force pilots said, “It’s a helpless feeling to pull alongside another aircraft and realize the people inside it are probably unconscious or in some other way incapacitated. And there’s nothing I can do physically from my aircraft even though I’m fifty to one hundred feet away, to help them at all.” When one of its two engines finally ran out of fuel, the plane roller-coastered through the clouds, heading toward its final, cataclysmic destruction.

One air safety investigator said that “aircraft depressurization can be very insidious.” He explained that the problem could slowly deprive the crew of its ability to know what was happening. “It could be one of those things where you’re feeling good, you’re feeling happy, and you don’t know what’s going on.”

One could almost picture our nation being on a runaway airplane, on a collision course, with little time remaining, while people are so caught up in their pleasures and pressures and pursuits that they don’t realize the urgency of their plight. Could this be what has happened in our nation in past months as our political selection process began and people so ‘out-of-it’ that many good men and women running for the highest office in the land were eliminated. How is it that two candidates ended up being selected who are among the most unpopular candidates ever nominated, candidates with whom it seems that every day reveals new information about their characters or pasts that is sordid or damaging? We ask ourselves, ‘Which of these shall I vote for? Or not vote at all?”

Probably one thing that we worry about is whether our vote might help put the wrong man or woman in the White House…or whether the entire electorate will put a person in power who can do major damage, while doing little good for our nation. At such a time as this I think we should remember that we are not the main ones ‘in charge’, that our voters’ decisions are not all that will make that determination.

Let’s go back to the story we began with. We are not flying alone! The Bible says there is Someone ‘flying alongside us’ Who can do and will do things to effect the election outcome. Paul reminds us in Romans 13 that: “The government powers that be are ordained of God.” Daniel reminds us that “God is sovereign over the kingdoms of men and gives them to anyone He pleases.”

Jesus told an arrogant Pilate, “You have no power except that which God has given you.”

So, let’s study the candidates, pray about the election, vote, and trust. Bob

Our trained, credentialed family development workers help families identify priorities and set achievable goals that increase family stability, strengthen families, and enhance child development. This is done by focusing on increasing five key, research based protective factors that help promote healthy family outcomes. Because of the wonderful support we get from this community, over the years we have been able to help families give their children a brighter Christmas. Families have been “adopted” by other families, businesses, churches, clubs and individuals for Christmas gifts. With the funds that are donated, we purchase food, cleaning supplies and personal care

items. We also sent many of the children to Plum Creek Shoe Station for new shoes. Randy and Peter Martin generously meet our budget and fit the children.

The public is encouraged to attend the first-ever Creative Colorado Table Settings event being held at the Willome Building of the YMCA of the Rockies on Saturday, October 22 and Sunday, October 23. Attendees will be able to tour the full panorama of table settings which will be on display all weekend.

The event is open on Saturday, Oct. 22 from 10 a.m. to 5 p.m., and on Sunday, Oct. 23 from 10 a.m. to 4 p.m., with the awards ceremony beginning that day at 3 p.m. There is a $5 admission fee, with all proceeds benefitting the Estes Park Museum Friends & Foundation.

Table settings competitions have become popular across the U.S. They not

only inspire creativity but offer a unique opportunity to see the beauty of both modern and historic tableware, honoring their place in the many traditions and celebrations enjoyed by families and among friends.

Entrants in the competition will have set up their tables on the Friday prior to that weekend. A panel of local judges will review the entries and award honors within a range of categories, including formal and informal, and contemporary and vintage.

The public will be able to vote on the

grand prize for Best in Show. This year’s theme is “High Country Celebrations— Past and Present.”

For anyone interesting in preparing a table, there is still time to submit a registration form, which is due by Saturday, October 15. EPMC Foundation Welcomes New Board Members On January 1, 2017, four new board members will be joining the Estes Park Medical Center Foundation. The new members, Diane Scruton, Chris Shotts, Rod Unruh and Ken Zornes, each bring valuable expertise and skills to their new volunteer position. The New Year will also bring a change in officers for the Foundation – Shelley Doggett will assume the role of Board President; Tim Hull, Vice President; Ken TeSelle, Secretary; and Tara Moenning, Treasurer.

“I am pleased to have such worthy new additions to the board,” said current board president, Ken TeSelle. “They will each bring a lot to our organization

Chris Shotts, CPA, is a tax preparer and filing specialist with Shotts, Merryman & Company. To expand his CPA practice in 2014, he moved to Estes from Pittsfield, Ill., with his wife Anita, and two children.

Diane Scruton has worked in the nonprofit industry for many years, including at a hospital foundation and hospice foundation. She also actively volunteered at hospitals in her former community, Channel Island Beach, Calif.

Scruton served as Chair of the California Association of Hospitals and Health

wife Sherry in April 2015. During most of Unruh’s professional career, he designed and constructed electrical power stations around the world. The couple is involved in the Newcomers Club and he serves as co-2nd Vice President for Membership. Unruh also volunteers with the “Road Hogs” in Rocky Mountain National Park, doing work with the Roads Department in the summer and the Fire

Department in the winter.

After retiring last year from his position as Executive Director for the Texas Business and Education Coalition (TBEC) in Austin, Texas, Ken Zornes and his wife Liz moved to Estes Park. He has served on boards and in leadership positions for the North Dallas YMCA, St. Philip’s School and Community Center, and Camp Jubilee which serves children with sickle cell disease. Zornes was also elected to the Dallas Independent School District Board of Trustees and served two terms as Board President.

The EPMC Foundation’s volunteer governing Board of Directors is comprised

of Estes Valley residents and business community members. Board members partner with the Foundation in support of the Medical Center by actively engaging in fundraising efforts, acting as personal advocates for the organization, supporting staff and financially contributing to the Foundation in a significant way.

The Board is responsible for providing direction for the Foundation including how resources are distributed to various departments, programs and/or activities at EPMC. Most recently the Foundation has assisted with new patient beds for the medical/surgical department and

renovations to Prospect Park Living Center. Current campaigns are working to fund construction of the Wellness Center at Estes Park and replacing the infant security system in EPMC’s New Life Center.

The event will give participating organizations an opportunity to showcase their businesses and services, share details on Fall and Winter programs, as well as attract patrons and raise awareness of sports and fitness opportunities in Estes Park.

A festive environment was enjoyed by patrons and staff alike at each location, and the Estes Park United Committee was thrilled with the turn out and enthusiasm.

Congratulations to everyone who participated in the NFL Punt, Pass, & Kick (NFL - PP&K) event held at Bobcat Stadium on Sunday, September 25. This was the third year that the Estes Valley Recreation and Park District (EVRPD) hosted a local NFL - PP&K event. The program creates a lively and engaging forum for boys and girls to compete individually against their peers in punting, passing and kicking skills. The NFL - PP&K is a free, statewide, football competition for boys and girls from ages 6-15 years old.

This year there were a total of twentyfive participants. Seven will be going on

to sectionals. The first place winner of each age bracket within their gender automatically qualifies for sectional competition, which will be held at Spring Canyon Community Park in Ft. Collins on Sunday, Oct. 23, 2016. The NFL – PP&K local winners were: Girls 8/9: Raina Kiser; Girls 10/11: Maya Kiser; Girls 14/15: Ruth Walker; Boys 6/7: Dayton Long; Boys 8/9: Leo Balduzzi; Boys 10/11: Jack Klipstein; Boys 12/13: 1st Andy Onorato (Milliken).

Music lovers have an opportunity to help Crossroads provide for those in need. The Crossroads Concert will be held Saturday, Oct. 22nd at 2:00 p.m. at Presbyterian Community Church of the Rockies, 1700 Brodie Ave., in Estes Park.

Roast To Toast, Wow To Wonderful!

There were 32 people that attended my 75th birthday party this past Saturday evening, October 8th. The shindig was held at my friend Jean Siddle's home and orchestrated by my wonderful wife. The invitation said the event should be a ROAST, but the whole thing turned out to be a TOAST - a totally awesome toast by fantastic folks. I was surrounded by love and attention, sincere feelings far above my wildest dreams.

You know, as you get to the end of your time here on earth, you think about how you have affected others, how you have contributed to our society and how much you have enjoyed your life and those people in it. At least, I have done this. A couple months ago when my wife said, "We should celebrate your 75th birthday," I thought it would be great to have those I know well and respect to have an opportunity to gnaw at me a little. I thought it would be fun, and I would learn whether I was perceived as a good guy or

a jerk. Having written articles in this newspaper for one-and-a-half years a few years ago, I have raised some feelings among my friends that were contrary to their beliefs, and here was their opportunity to nail me.

My best friend, Art Apple (who I consider to be the brother I never had) brought his stretch limo to provide a shuttle from the parking area to Jean's house. What fun that was to have my friends delivered to my party in a funeral-black stretch limousine. Jean has a large home, but the group in attendance filled it.

They filled it with fun and laughter, love and respect.

I had prepared myself to take a few hits, but I never expected to be the center of attention for over 90 minutes of admiration. If you don't know how that feels, you ought to experience it. The roast went to toast, and I went to euphoria.

Men and women, some I've known for a long time and some just a year or so,

showered me with love and respect.

What an unexpected, wonderful experience.

The roast was MC'd by Will Rense, my main critic when I was writing my articles, and 15 gal and guy friends contributed their input. The evening was completed by two celebrities: Carrie Hayden as Dr. Ruth Westheimer and Maureen Gootz as Marilyn Monroe. Dr. Ruth extended humorous ideas for a continued sex life, and Marilyn sang happy birthday to me as no other could. She also planted a big, red lipstick kiss on my forehead, which I vowed to never wash off.

The bottom line of this experience was that I had accomplished being a positive influence on my friends. I had respect from others, something sadly missing in our present-day society, and I had renewed self-esteem at the 3/4 century mark. I've had a good life and this party was proof.

Those musicians will stage a concert that features songs from virtually every genre of music: pop, classical, opera, folk, jazz, and Broadway. Students from Ballet Renaissance will even perform an interpretive dance during a duet from “The Sound of Music.”

The performers will include: The Estes Valley Chamber Singers, Elk Hollow, Uncommon Connection, Nancy Bell, Melissa Westover, Valerie Dascoli, Chris Wood, Lori Burnham, Scott Anderson, Bob Gunn, Bert Bergland, Christi Florence, Kelley and Brad Anderson, and Roger Thorp. All of them are donating their time and talent to make this an afternoon of marvelous music.

The concert is absolutely free. No need for tickets or reservations. Donations will be requested to help Crossroads Ministry provide food, financial assistance, and aide to low income residents of the Estes Valley.

Perhaps, someone would even bring a can opener to donate. There’s a lady in town who could use it.

The Boy Scouts will begin their annual Christmas tree sale the day after Thanksgiving. They are looking for a place to cut trees and if you or someone you know has land and is need of a thinning project, please let us know. The scouts will come in and do the cutting – all you need to do is let them know where to cut. Lodge poles would be the ideal tree to cut for Christmas tree sales.

New Friends Up For Adoption

Marshall is two year old small terrier mix. He would be great for a family with kids. He loves playing ball and enjoys having dog and people friends and he is crate trained.

Estes Pak! Helping Hungry Kids In Estes Park Hunger and food insecurity affect more and more families each year. The teachers of the Estes Park Education Association started this program to help the students they teach every day.

What is it?

Estes Pak is a weekend food relief program for preschool and K-8 children and their families in the Estes Park area.

During the regular school year, food is sent home with students on Friday for the weekend. There is no cost or requirements for students to qualify for the program. All food is nonperishable and healthy. The food is supplied by the Food Bank for Larimer County. The Estes Park Education Association, the Rotary Clubs in Estes Park and Estes Park School District are all in partnership to make this program happen. Town Of Estes Park Considers Options For Compliance With Taxpayer Bill Of Rights Some Colorado municipalities and taxing districts including the Town of Estes Park recently became aware of a potential compliance issue with a provision in the Taxpayer Bill of Rights (TABOR) amendment of the Colorado Constitution. The provision requires taxing entities to estimate tax revenues for the first full fiscal year in the TABOR notice mailed to voters before elections. TABOR states that if the increase of tax revenues in that year exceeds the estimate, the excess must be refunded and the tax reduced by the same amount the next fiscal year unless later voter approval is obtained to retain the excess amount.

For example, in the upcoming General Election, the City of Fort Collins will ask voters to allow the City to retain excess revenues from the “Keep Fort Collins Great” sales tax approved in 2010.

Following discussions in executive and public sessions Oct. 11, the Town Board asked the Town Attorney and staff to research options to ensure Ballot Issue 1A revenues are managed in compliance with TABOR. Ballot Issue 1A is a 1 percent sales tax to help fund street improvements, a

community recreation center, new trails and emergency response and communications improvements through 2024. Before voter approval in 2014, the TABOR notice mailed to voters estimated 1A revenues at $2 million the first full fiscal year (2015). However, actual 2015 revenues exceeded this amount by approximately $418,000. While Ballot Issue 1A language allowed the Town to retain and spend any excess revenue, it is unclear whether this exempts the Town from the applicable TABOR provision. There is currently no legal precedent addressing this issue.

The Town Board reviewed preliminary options to remain in compliance with TABOR. These include requesting voters allow the Town to retain the excess funds at the next available regular election (Nov. 2017), as well as potential avenues for refunding excess revenue to taxpayers. The issue will be discussed again at an upcoming Town Board meeting, with the date to be determined.

Town’s 2016 Citizen Survey Results Available Now Estes Park residents responded in remarkable numbers to the Town of Estes Park’s 2016 Citizen Survey. In late June and July, surveys were mailed to a random sample of 1,500 Estes Park households. “We saw a 48% response rate with more than 700 households completing the mailed survey,” noted Public Information Officer Kate Rusch. She continued, “We want to hear from everyone, so we promoted an online version of the survey in August, and it was completed by an additional 219 people who did not receive the mailed, scientific survey.”

Rusch provided a summary presentation of the results at the Oct. 11 Town Board meeting. Results of the scientific and online surveys are available at www.estes.org/citizensurvey.

Rusch commented on the usefulness of survey data to the Town Board and staff in making strategic and operational decisions. “The survey gathers residents’ opinions of the community as a whole as well as their opinions of the services provided by the Town and other organizations,” she noted. The Town Board’s

Strategic Plan includes administering a regular Citizen Survey. The board uses the survey results as a resource in developing other aspects of the Strategic Plan.

The results help the Town and other community organizations with planning and resource allocation, program improvement, policy-making and tracking changes in residents’ opinions about the community.

The Town of Estes Park used the National Citizen SurveyTM, which is sponsored by the International City/County Management Association in cooperation with National Research Center, Inc. The questionnaire and survey procedure were designed based on the experience of hundreds of local governments, ranging in size from small to large. Estes Park’s results are compared with its past results, as well as with those of more than 500 other jurisdictions in the National Citizen Survey database.

Training Smarter Covered At US Trail Running Conference For the fourth year, Estes Park hosted the US Trail Running Conference at the beginning of October. Estes Park Medical Center supported the event with physicians participating in several speaker panels and by showcasing a live lactate threshold test.

During the 3½ day conference, Drs. Frank D. Dumont, Aaron S. Florence and Scott Taylor offered their insights on safety precautions for race organizers, well equipped and managed aid stations, and how to be a healthy lifelong runner.

As part of the final conference day dedicated to trail runners, Dr. Dumont and Lesta Johnson, RN, performed a live lactate threshold test on Jeff Browning, an elite ultra-marathoner and 14-time 100mile race winner.

One point discussed by the lifelong running panel and touched on in the live test was the concept of “junk miles,” or when a runner spends time training at an intensity that isn’t helping his or her performance and may even increase the risk

of injury. What attendees learned is that most are probably spending too much time training at intermediate levels of intensity, which are too demanding for adequate recovery and too easy for really improving performance.

EPHS Football And Choir To Co-Host 7th Annual Mattress Sale Fundraiser The Estes Park choir program is very excited to be joining the football program for the first time ever to co-host the annual fall mattress fundraiser! The fundraiser is just a little over a week away and will take place on Sunday, Oct. 23rd from 10 a.m.-5 p.m. in the Estes Park High School gymnasium.

Though the sale seems like an unorthodox fundraiser, it has had the staying power for seven straight years and raises $3,000- $4,000 on average in just a single day! There will be 25 mattress set floor models on display to make a “mattress showroom” that Sunday. If you need to replace any mattress in your home, come check out the sale and support the kids.

If you would like to place an order for one of the mattresses, every size is available (even RV sizes), and they will be available for pickup or for delivery two weeks after the fundraiser takes place.

The high school ballot will depict five Presidential contenders (those that qualified in more than 20 states). High school students may also vote for not only US candidates, but also for State Representative and County Commissioners. These six candidates graciously attended LWV Forums for this election and answered (or will answer Oct 20) questions from both students and adults. Additional issues on the high school ballot include Amendment T (the elimination of the exclusion of slavery), Amendment 69 (ColoradoCare), and, in some precincts, Proposition 106 (rights of the terminally ill) plus, of course Amendments 70 and 72 above.

This is an interesting endeavor and hopefully will encourage our young people to read and think, developing independent and well considered opinions as the basis for what they speak and write.

As John Kennedy put it, “Too often we enjoy the comfort of opinion without the discomfort of thought.” So, through practice, let’s make thinking a comfortable exercise for our offspring.

Letters Worth A Read To The Editor: If you haven’t read three letters to the Editor in last Friday’s EPNews edition you must get a copy and digest what the three letters are saying. That is the October 7th edition on page 38.

Two of the letters deal with the town announcing that they might use the Estes Park Golf Course as collateral toward the expected debt as a result of the parking garage build. An act they have already done with “Town Hall. ” Nan Ryan, a retired senior member of the Ladies Professional Golf Association and big sponsor of the Junior Golf program writes a strong letter against the town’s announcement that this could happen to finish the parking garage project.

The second letter from Mike and Judi Cunningham deals with the same issue.

Mike, Judi and Nan are full time year-around residents of Estes Park. The Cunningham’s letter is one of the very best I have ever seen in the EP News about an

issue. The letter puts the whole issue in prospective. Thank you Mike and Judi for a masterful presentation of the issue.

Lastly there is a letter to the editor from Pat Newsom. Pat’s letter deals with the “loop” and general downtown issues. Pat presents a brief history of the downtown issues from the flood of 1982 with the total washing out of downtown, the rebuild, birth of EPURA, etc. Pat gives the reader a brief overview of where we were and where we are today. A read good read for all our residents full-time or others.

The whole issue of urban renewal is broached in her letter. As someone who has experience in this area I urge our town leaders and citizens to reinstate a form of “urban renewal” for Estes Park.

It was needed in our recent flood. I learned many years ago that any community over 50 years old should have a program of “urban renewal.”

Twenty-five percent of all the funds raised through the walk will go to Crossroads, our local pantry program which serves the Estes Valley.

Urges A Vote For Measure 200 To The Editor: We, the local musicians in Estes Park, are urging our fellow residents to vote for Measure 200 for a Scientific and Cultural Facilities District on the Larimer County ballot. We know that we share a deep appreciation of the arts with all of our neighbors. In fact, we love to rehearse for each and every performance, knowing that our many, faithful patrons will come to hear us. That audience support has encouraged us to strive continually toward ever better musicianship. The recent announcement to the Oratorio Society Orchestra that it was given The American Prize ERNST BACON MEMORIAL AWARD in the performance of American Music, semi-finalists, community division, 2016, is just one example of that professional growth. The enthusiasm of the 700 patrons attending the Village

Band’s Fourth of July concert is another.

Both of these large groups have generously given all of their performances without charge so far. Free admission has always been part of their identity.

However, their expenses continue to mount and the budgets grow tighter.

That is why we are urging all of the residents in the area to vote for Measure 200.

With more to spend on new music, more dependable rehearsal space, and better equipment, who knows what we could do? Approval of Measure 200 will be an investment to ensure that we can maintain and even improve the quality of our lives together in this community.

Support Science And Culture To the Editor: As a supporter and member of a local musical group and other scientific and cultural 501(c)3 groups in the Estes Valley I am encouraging every registered voter to vote “YES” on Ballot Issue 200.

This opportunity to support the arts and sciences in the Estes Valley and all of Larimer County is called the Scientific and Cultural Facilities District or SCFD and information about the ballot issue can be found on line at www.LarimerSCFD.org.

This very modest increase in Sales Tax is only 1 penny for every $10 spent in the Estes Valley, excluding the sales of Groceries and Pharmacy items, or only 1/10th of 1%, which will help fund our scientific and cultural groups. Each eligible non-profit will receive 25% of its annual income in additional funding from the revenues generated from Ballot Issue 200.

A brief listing of the non-profits that would benefit from this initiative for funding at this time are: Rocky Mountain Conservancy, Estes Park Observatory, Art Center of Estes Park, Ballet Renaissance, Cultural Arts Council of Estes

Thompson 3D And 3E Will Increase Your Taxes 30-40 Percent To The Editor: When you are deciding how to vote on the Thompson School District ballot tax measures 3D and 3E, carefully consider the following: Due to appreciated home values of 36% in Northern Colorado ($93,591 in the past 2.5 years), property taxes “will increase substantially in the 2017 tax roll…systemic tax increases that we don’t vote on,” says Larimer Assessor Steve Miller. Predictions are an increase of 25+ percent over your current property tax.

To figure out what your own additional tax bill will be for the two school district ballot tax measures according to base calculations published in the Loveland Reporter-Herald, take the value of your home, and multiply it by $1.40 per thousand dollars of value. For example, if your home is worth $347,000 [average home value in Loveland as of July 2016] multiply $1.40 x 347. Your increased taxes will be $486 per year for 25 years.

If your home is worth $500,000, your tax increase would be $700, and on a

$700,000 home, a tax increase of $980.

The tax increase on a typical condo would be $329-$392.

If you own commercial property (retail store and/or a non-property commercial business), multiply $4.92 per thousand dollars of value. On a $200,000 commercial property, your tax increase would be $984 per year.

For folks who like percentage figures the two school tax measures will raise your property taxes about 40 percent plus the above assessor tax predicted at 25 percent. Most of us cannot afford this kind of a sudden tax hit to lavishly fund our school system’s entire wish list!

Vote “no” November 8th on the Thompson School District’s $300 Million Mill Levy Override (3D) and Bond Issue (3E). Tell the school board/district to stay in budget and come back with reasonable bond funding proposals—for both our kids and taxpayers!

Next Drug Collection Scheduled October 22

Police encourage safe disposal of unwanted prescription and over-thecounter drugs On Saturday, Oct. 22, from 10 a.m. until 2 p.m. the Town of Estes Park Police Department will offer Estes Park’s Drug Take Back Day to collect unused, unwanted and expired prescription and over-the-counter drugs for safe disposal — no questions asked. This free service will be held at Rocky Mountain Pharmacy, located at 453 East Wonderview Ave. in Upper Stanley Village. Police officers will collect the drugs, which will remain in the custody of law enforcement officers until they can be incinerated.

Estes Park’s Drug Take Back Day is part of the Drug Enforcement Administration’s national campaign to provide a safe way for people to empty their medicine cabinets of unwanted and potentially harmful prescription drugs. To find participating collection sites in other communities, visit www.dea.gov.

Misused and abused prescription drugs containing controlled substances can lead to cases of accidental poisoning,

overdose and addiction. The most recent National Survey on Drug Use and Health indicates that prescription medicines are the most abused drugs by Americans, next to marijuana. Seven of the 10 drugs most commonly abused by teenagers are prescription medicines and three quarters of teen prescription drug abusers obtain the drugs from family and friends — often from a home medicine cabinet. Ridding homes of these substances greatly reduces the potential for abuse and accidental poisoning.

Items which cannot be accepted at the Drug Take Back Day collection sites are needles and sharps, mercury thermometers, oxygen containers, chemotherapy/radioactive substances, pressurized canisters and illicit drugs.
