FOR IMMEDIATE RELEASE 6 October 2025
Jamie Morgan Achieves Intermediate Registration on the National Fire Risk Assessors Register Independent professional assessment recognises Jamie Morgan’s competence to undertake fire risk assessments across a range of commercial and residential premises. CAMBERLEY, SURREY, 6 October 2025: Jamie Morgan, Principal Fire Safety Consultant at ESI: Fire Safety, has been accepted onto the National Fire Risk Assessors Register at Tier 2 Competent Fire Risk Assessor level. The registration corresponds with the Intermediate level of competence described within BS 8674:2025 and provides independent professional recognition of Jamie’s knowledge, experience and competence as a practising fire risk assessor. The NFRAR is administered by the Institute of Fire Safety Managers, a professional body dedicated to advancing fire safety at local, national and international levels. The IFSM is a non-profit organisation that works to raise awareness of fire safety, promote fire prevention and fire protection, and support improvements in professional competence and good practice. Its membership includes fire safety managers, fire risk assessors, consultants and other professionals working throughout the fire safety sector. Through the NFRAR, the IFSM provides a publicly searchable register of fire risk assessors who have completed a structured competency assessment in accordance with the Institute’s standards and policies. Jamie’s acceptance followed a professional assessment process that included consideration of his qualifications, experience and completed fire risk assessment work, together with a knowledge-based examination conducted by the Institute of Fire Safety Managers. Tier 2 registration recognises individuals who have been assessed as competent to carry out fire risk assessments in premises ranging from simple and less complex buildings through to buildings of medium complexity and normal risk. Jamie Morgan said: “Being accepted onto the National Fire Risk Assessors Register at Tier 2 is an important professional milestone for me and for ESI: Fire Safety. Fire risk assessment is not simply about completing a checklist or producing a report. It requires a proper understanding of buildings, fire development, escape routes, fire protection systems, management arrangements and the people who may be placed at risk. Having my competence examined and recognised by an independent professional body gives clients additional reassurance that the advice they receive is based on suitable knowledge, practical experience and professional judgement.” Alignment with BS 8674:2025
Jamie’s registration came shortly after the publication of BS 8674:2025, Built environment: Framework for competence of individual fire risk assessors: Code of practice, by the British Standards Institution on 15 August 2025. The new British Standard established a nationally recognised framework for assessing and assuring the competence of individual fire risk assessors. It identifies three levels of competence: Foundation, Intermediate and Advanced. The appropriate level is determined by the assessor’s skills, knowledge, experience and behaviours, together with the use, complexity and fire risk profile of the buildings they are competent to assess. The Standard focuses on individual competence rather than simply the completion of a training course. It recognises that a competent fire risk assessor must be able to apply technical knowledge, practical experience and professional judgement to the particular circumstances of a building. Jamie’s Level 4 fire risk assessment training, practical experience, submission of completed fire risk assessments, knowledge-based examination and commitment to continuing professional development are consistent with the principles and expectations established for fire risk assessors operating at Intermediate level. Jamie said: “The introduction of BS 8674:2025 is an important development for the fire risk assessment profession because it provides a clearer and more consistent benchmark for competence. Clients should be able to understand not only whether an assessor has completed a training course, but also whether they have the practical experience, technical knowledge and professional judgement needed for the type and complexity of building being assessed. My registration at Tier 2, together with my Level 4 training and ongoing professional development, provides independent evidence of my competence and aligns my work with the Intermediate level described within the new national framework.” More Than 20 Years of Industry Experience Jamie has more than 20 years of experience across the electrical safety, fire protection and regulatory compliance sectors. During that time, he has worked with businesses, landlords, property managers, charities and other organisations to identify risks and implement practical safety improvements. His progression into specialist fire risk assessment and wider fire safety consultancy has included extensive training, qualifications and practical experience across commercial premises, workplaces, residential buildings, educational settings, heritage properties and buildings of increasing complexity. The achievement forms part of the continued development of ESI: Fire Safety, an independent fire safety consultancy serving organisations throughout Surrey, Hampshire, Berkshire, London, Kent, Sussex and the wider South East.
Through ESI: Fire Safety, Jamie provides services including fire risk assessments, retrospective fire strategies, DSEAR risk assessments, fire door inspections and wider fire safety consultancy. Jamie continued: “Responsible persons have a legal duty to appoint someone competent when they require assistance in complying with fire safety legislation. However, it is not always easy for a client to judge an assessor’s competence from a website, quotation or list of training courses. A recognised professional register provides another layer of assurance because it demonstrates that the assessor’s knowledge, experience and practical work have been considered by an organisation outside their own business.” Registration on the NFRAR also involves ongoing professional obligations. Registrants are subject to continuing professional development monitoring, insurance verification and periodic competency reviews designed to confirm that they continue to meet the standards expected by the Institute. The registration will support Jamie’s continuing professional development and give clients a way to independently verify his status as a registered fire risk assessor. Jamie added: “Registration does not mean that professional development stops. Fire safety legislation, British Standards, building design and the risks found within buildings continue to develop. I will continue investing in training, qualifications and practical experience so that the service we provide remains informed, proportionate and practical.” The achievement represents another important step in Jamie’s longer-term development within the fire safety profession and his commitment to raising standards across the services delivered by ESI: Fire Safety. Notes to editors About the Institute of Fire Safety Managers
The Institute of Fire Safety Managers is a professional body dedicated to advancing fire safety at local, national and international levels. The IFSM operates as a non-profit organisation, with income from membership, training, events and sponsorship reinvested into education, professional resources and initiatives that support its members and the wider fire safety community. Its stated mission is to raise awareness of fire safety and promote fire prevention, fire protection and the reduction of fire risk so far as is reasonably practicable. About the National Fire Risk Assessors Register The National Fire Risk Assessors Register is administered by the Institute of Fire Safety Managers. It provides a publicly searchable register of fire risk assessors who have completed a structured competency assessment in accordance with the Institute’s standards and policies. Registrants are required to provide evidence of their knowledge, qualifications, experience and practical capability. They are also subject to ongoing monitoring, which includes continuing professional development audits, insurance verification and periodic competency reviews. At the date of Jamie’s registration, his category was known as the Tier 2 Competent Fire Risk Assessors Register. This corresponds with the Intermediate competence level identified within BS 8674:2025. Intermediate registration is intended for assessors who are competent to undertake fire risk assessments in buildings of moderate complexity and risk, subject to the assessor having suitable experience for the particular premises. Registration does not mean that the IFSM has reviewed or endorsed every fire risk assessment produced by a registrant. Responsible persons should continue to ensure that the person they appoint has suitable experience and competence for the use, risk and complexity of their particular building. About BS 8674:2025 BS 8674:2025 was published by the British Standards Institution on 15 August 2025. It provides a framework for assessing and assuring the competence of individual fire risk assessors undertaking general, non-invasive fire risk assessments for life safety purposes in occupied buildings. The Standard identifies Foundation, Intermediate and Advanced competence levels. These levels reflect an assessor’s knowledge, skills, experience and behaviours, together with the complexity and risk profile of the buildings they are competent to assess. BS 8674:2025 addresses the competence of individual fire risk assessors. It does not prescribe the process for completing a fire risk assessment and does not provide organisational certification or accreditation. About Jamie Morgan
