Welcome Welcome

On behalf of the Utah Rural Opioid Healthcare Consortium (UROHC) and Southern Utah University, I would like to welcome you to the UROHC Overdose Public Safety/Public Health Summit. We are thrilled to be able to bring together members of the law enforcement and first responders communities along with public and clinical health professionals to discuss our roles in combating Opioid Use Disorder (OUD) in rural Utah. As a consortium, we have been at work in a number of rural communities for the past three years, and we are excited to share our efforts with everyone in attendance in an effort to help our consortium understand what we can do to better support you as you too work to combat OUD through your role in your community.

Our goal for today is twofold. We hope that you walk away from today's event with a better understanding of what others in our communities are encountering as they work within their roles to assist the community in this terrible epidemic. We also hope that we can build partnerships and contacts throughout the day that we can take back to our communities. Each of us has a unique set of skills and resources to bring to the fight against OUD and other forms of Substance Use Disorder (SUD). It will take all of us working together as a team to help our communities overcome these dreadful challenges that threaten the health and wellbeing of our communities.

We hope that you enjoy the excellent lineup of speakers that we have put together for you, thank you for your time, support, and efforts to serve your community.

Featured Speakers Law Enforcement's potential role in solving the drug crisis (Jails) 01 Cameron Williams Cameron Williams was born and Educated in Alberta Canada. He attended Medical School in Edmonton Alberta, and moved to Utah in 1981 to begin an Emergency Medicine Career in 1982. Cameron has been working in Corrections part-time since 2002 He is a dad or stepdad to 11 kids, 24 Grandkids, and one great grandkid. He is a parent to handicapped adult “Alli”. Cameron likes to shoot shotguns and off-roading in The San Rafael Swell. He also competes in the Huntsman World Senior Games in St George.

02 Debbie Marvidikis, Health Promotion Director Debbie Marvidikis is the Health Promotion Director at Southeast Utah Health Department.

Debbie received her B.S in Public Health and has worked at the health department for eighteen years. She manages twenty-nine health promotion programs, focusing on community prevention health and wellness for her community.

The DEA’s role; an overview of the drug environment today Michael J. Tinkler, Assistant Special Agent in Charge, DEA Michael Tinkler currently serves as the head of the Drug Enforcement Administration (DEA) for the state of Utah with offices located in Salt Lake City and St. George, Utah, and is responsible for directing and supervising all enforcement related activities throughout the state with a team consisting of over 85 Federal, Task Force, and contract personnel. Mr. Tinkler has over 26 years of combined state and federal law enforcement experience having served in multiple posts of duty including tours along the Southwest Border, South America, and the Rocky Mountain region.

Public Health Opioid Update 01 VaRonica Little VaRonica Little began working in the field of substance abuse and mental health 17 years ago and has worked with a variety of populations and in multiple settings. Earning a Master’s in Social Work at the University of Utah with a focus in trauma and addiction has continued to guide her career. In 2017 VaRonica began her work at the Division of Substance Abuse and Mental Health to oversee federal opioid grant funding and has since been over 3 separate grants. She sits as co-chair for the Utah Coalition for Opioid Overdose Prevention (UCO-OP) steering committee and participated in many task forces and coalitions to connect and partner with communities and providers who are focused on helping Utah effectively combat addiction.

02 Megan Broekemeier Megan Broekemeier works as a fatal drug overdose research coordinator in the Utah Office of the Medical Examiner (OME) at the Utah Department of Health. Megan works to improve fatal drug overdose surveillance in Utah. In addition to improving epidemiological data on fatal overdose, Megan has implemented a new data collection system at the OME to gather valuable information that informs prevention efforts, including in-depth demographic information, physical and mental health histories, substance use histories, and other factors that lead to more targeted, meaningful prevention work. This is achieved through interviews with drug overdose loss survivors. Megan holds a bachelor’s degree in business and a master’s degree in public health from the University of Montana. When not in the office, Megan loves to be outside with her family and is embracing her new role as a mom.

Overdose Response Strategy Lindsey Kato Lindsey Kato is a public health professional who specializes in multidisciplinary work to strategically address complex issues at the intersection of health and safety. She currently serves as the Training & Strategy Lead for the Overdose Response Strategy. Prior to her work with the ORS, Lindsey consulted for Health Management Associates Inc., a national research and consulting firm, working with clients addressing overdose across the spectrum of prevention.In 2017, Lindsey was awarded the US Attorney’s Award for Outstanding Contributions to Cooperative Law Enforcement by the Utah US Attorney’s Office.

Receiving Center Model 01 Nichole Cunha Nichole Cunha, LCSW, brings with her a background in crisis management and has a history of providing acute care for clients who have high-risk presenting problems.

Nichole has developed numerous crisis intervention programs to include a Crisis Receiving Center Her work emphasizes community-based assessment and treatment, encouraging collaborative management of symptoms and least restrictive environments. Currently she serves as a Crisis Program Administrator with the Division of Substance Abuse and Mental Health.

02 Kelly Sparks Sheriff Kelly Sparks has had a long public safety career. Starting as a deputy sheriff in the Davis County Jail, he moved through every division of the sheriff’s office serving a number of positions including patrol, paramedic, investigations, emergency management, search and rescue, SWAT and hostage negotiation. After 23 years he left the Davis County Sheriff’s Office to become the Director of the Police Academy at Weber State University. Two years later he was appointed as the Deputy Director of Utah Peace Officer Standards and Training (POST), where he served for 10 years. In January 2019, Kelly took office as the elected Sheriff of Davis County.

The Paramedic Perspective of the Opioid Pandemic John Miller John Miller is the Director of Operations for Gold Cross Ambulance in Southern Utah.

He has been involved in Emergency Medicine since 1994 working and assisting with multiple agencies in Sothern Utah. He has enjoyed serving communities as a nationally registered paramedic for the past 25 years. During this time, he has served on several committees and boards within the State of Utah pertaining to Emergency Medicine. John enjoys playing and traveling with the Utah Pipe Band throughout the West. On weekends you can find him at his cabin on Cedar Mountain enjoying all things in nature.

Law Enforcement’s Role in Prevention Logan Reid Logan is the Director of Prevention for the Southwest Behavioral Health Center and is a state and internationally Licensed Prevention Specialist. He started in prevention as the president of a college prevention club while attending Dixie State University, and has worked as a Program Supervisor in Youth Corrections. His undergraduate degrees are in Criminal Justice & Psychology, and he has graduate degrees in Sociology & Mental Health & Wellness. He also teaches sociology at Dixie State University.

Your first response was my second chance Cacilia Jensen Cacilia Jensen graduated from Weber State University with a Bachelor Degree in Criminal Justice. She has been working with the mental health and substance abuse population for five years and strives to treat every individual she meets with the utmost respect and care that they deserve. Cacilia manages a local substance use prevention consortium and partners with many community leaders to provide the best wrap-around support for individuals managing substance use and mental health concerns.

16 New providers are MAT Waiver trained

8 Providers received prescribing safety training

Map of UROHC Counties UROHC was founded in September 2018 after Southern Utah University received its first Rural Communities Opioid Response Program (RCORP) grant. The initial grant was a oneyear planning grant that included Beaver, Carbon, and Emery counties. The following year, UROHC received a three-year implementation grant and expanded to include Grand and Iron counties. In 2020, UROHC expanded to its current 9 county service area by adding yet another Implementation grant this time in Garfield, Kane, Piute, and Wayne Counties.
