EDITOR'S NOTE

FEBRUARY 2026

Welcome to the February 2026 issue of HUD Homes Magazine—your source for practical policy intelligence, market signals, and distressed-asset insight for REO and default professionals. We’re now well into 2026, and the market is still in a controlled transition: affordability is improving in pockets, buyer behavior is shifting, and inventory constraints continue to shape pricing and absorption. In this environment, the advantage goes to professionals who can read institutional signals early and execute locally with speed and compliance. A Market Still Rebalancing The start of 2026 has reinforced a familiar theme: demand is there, but it’s cautious and rate-sensitive. Recent data shows existing-home sales weakening into January, while inventory remains tight and pricing pressure persists in many regions. Forecasts still point to mortgage rates drifting lower over the course of 2026 rather than snapping back quickly—meaning the market may “thaw” gradually, not surge overnight. For REO and default specialists, this kind of cycle creates a specific opportunity: disciplined buyers, more attention on deal quality, and an increased need for accurate valuations, clean timelines, and strong vendor coordination.

The Value of Policy Intelligence Updates from U.S. Department of Housing and Urban Development, Fannie Mae, Freddie Mac, National Association of Realtors, National Association of Real Estate Brokers, and the Mortgage Bankers Association aren’t just headlines—they’re early indicators that influence underwriting, listing volume, borrower behavior, and asset disposition strategy. This month, we’re also watching operational policy changes that affect how files move through systems and how risk is documented—details that can impact timelines, QA, and audit readiness. HUD Inventory and Community Impact HUD-related inventory remains a critical channel for both community stabilization and investor participation—especially where affordability constraints are persistent. Distressed assets may represent a small share of total transactions, but they carry outsized operational complexity: occupancy issues, title/condition variability, and stricter compliance expectations. That’s why our featured HUD listings are presented as more than “properties for sale.” They’re field-level case studies in how federal housing programs translate into neighborhood outcomes—when execution is strong and timelines are respected. What We’re Watching Next As we move deeper into Q1 and toward the spring selling season, expect the market to be shaped by: Rate sensitivity and “payment-first” buyers (gradual improvement, not a sudden breakout). Regional divergence (some areas normalize faster; supply-constrained markets stay expensive). Distressed/servicer activity signals (including HUD-related loan sale activity that can influence downstream REO flow)

Our Commitment At REOBroker.com, we focus on execution—not noise. We exist to bridge national housing policy and real-world REO practice by connecting asset managers with vetted, specialized REO and short-sale professionals and by publishing insights that help you reduce liability, shorten marketing time, and improve outcomes across the default lifecycle. The 2026 market will reward professionals who combine compliance discipline, pricing realism, and operational speed. This magazine is built to support that standard—every month.

Warm regards, The Editorial Team REOBroker.com Where policy meets opportunity in real estate.

ABOUT

REOBROKER REOBroker.com is a national platform built specifically for REO and default real estate professionals. We serve the people working on the front lines of distressed property disposition—REO agents and brokers, investors, asset managers, and service providers—by combining education, community, and industry visibility in one place. Our mission is to help members perform at a higher level through consistent training, mastermind-style learning, and access to curated industry rosters. Just as importantly, we support credibility and exposure by featuring members on REOBroker.com and through national media channels, including our online HUD and Real Estate magazines, REOBroker TV, podcasts, and broader marketing campaigns. REO is a relationship-driven, process-heavy space where results depend on compliance, speed, and communication. REOBroker.com exists to connect the right professionals, share practical insight, and create opportunities that help members grow their pipeline, strengthen their brand, and stay ahead of the market.

PUBLISHERS NOTE Practical Insight for Default, REO, and HUD Opportunities

As we move through the first quarter of 2026, the default and REO landscape is demanding something very specific from all of us: precision, speed, and discipline. Market conditions continue to evolve, but the fundamentals remain the same—clean execution, credible data, and consistent compliance are what protect value and reduce liability. In this February issue, our focus is on actionable insight you can use immediately: HUD activity, market indicators, and the operational details that influence timelines from assignment to closing. REOBroker.com was built to solve a real industry problem—connecting asset managers and servicers with proven REO and short sale professionals who can perform under pressure and under guidelines. Our members are screened and vetted to meet rigorous standards of professionalism and integrity. That standard matters even more in 2026, as buyers remain selective, carrying costs remain painful, and every day-on-market decision is scrutinized. The goal is simple: shorten cycle time, strengthen outcomes, and keep files defensible from a compliance standpoint.

This magazine exists for the people who do the work. Each issue is designed to translate national updates into field-level advantage—policy shifts, disposition trends, and best practices that help you run cleaner files and make faster, better decisions. You’ll find HUD listings and insights that reflect what’s happening on the ground right now, and how those opportunities connect to broader community stabilization and responsible acquisition. Thank you for being part of the REOBroker.com community and for holding the line on standards in an industry that can’t afford shortcuts. We’ll continue to invest in better information, stronger professional connections, and practical resources that improve performance across the default lifecycle. Sincerely, Brandy Nelson and Mike Samborn, Publishers REOBroker.com Magazine

PRESS RELEASE HUD NEWS

HUD Launches Fair Housing Investigation into East Plano Islamic Center (EPIC) WASHINGTON, D.C. – The Department of Housing and Urban Development’s (HUD) Office of Fair Housing and Equal Opportunity (FHEO) has launched an investigation into EPIC Real Properties, Inc., and Community Capital Partners, LP for their planned Muslim housing development known as “The Meadow.” The Meadow, formally known as “EPIC City,” or the “East Plano Islamic Center,” may have violated the Fair Housing Act by engaging in religious and national origin discrimination. "It is deeply concerning the East Plano Islamic Center may have violated the Fair Housing Act and participated in religious discrimination,” said HUD Secretary Scott Turner. “As HUD Secretary, I will not stand for illegal religious or national origin discrimination in housing and will ensure that this matter receives a thorough investigation so that this community is open to all Texans.” HUD received a complaint from the Texas Workforce Commission detailing a large-scale pattern of religious discriminatory conduct by the developers of The Meadow. The allegations include: Marketing materials that promoted the development as an exclusively “Muslim community” and that it would represent “the epicenter of Islam in America.” Discriminatory financial terms that required lot owners to subsidize a mosque and Islamic educational centers. A bias sales mechanism consisting of a two-tier lottery system for lot sales, which granted lot access to Tier One buyers.

HUD Places Manhattan Housing Authority Under Federal Monitorship Following Substantial Default Declaration WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) announced that the Manhattan Housing Authority in Manhattan, Kansas has been placed under HUD Monitorship after being formally declared in Substantial Default for failing to comply with the terms of its federally-mandated Recovery Agreement. This action reflects Secretary Scott Turner’s commitment to staunchly enforcing accountability across the public housing system and ensuring that federal housing dollars are managed prudently and in the best interests of the American people. “HUD is restoring accountability to Public Housing Authorities (PHAs) nationwide,” said Deputy Secretary Andrew Hughes. “Gone are the days where mismanagement, waste, and dysfunction are acceptable. HUD will use this opportunity to restore trust with tenants of the Manhattan Housing Authority, offering the stability needed to succeed.” HUD determined that the Manhattan Housing Authority repeatedly failed to correct identified deficiencies despite clear notice, extensive technical assistance, and multiple opportunities to achieve compliance. Based on these findings of noncompliance, HUD exercised its statutory authority to impose Monitorship and require direct federal oversight of the Housing Authority’s operations.

Under the Monitorship, HUD-appointed Cure Monitors will oversee the Manhattan Housing Authority’s operations and track all required remedial actions to ensure compliance with recovery milestones. Oversight includes enhanced reviews of all procurement activities, financial controls, and even program administration. Failure to demonstrate timely and sustained progress may result in further enforcement actions, up to and including full HUD possession. This action is corrective in nature and intended to restore compliance and operational integrity. Read the full letter notifying Manhattan Housing Authority here.
