Welcome to the summer issue of EBC today as we look forward to the lifting of restrictions as vaccines take effect. The council has worked hard throughout the pandemic to bring much needed support for our local businesses and residents. The vaccination programme continues at a pace and twice-weekly Covid-19 tests are now available free of charge to all our residents. Councils have played their part in the vaccine success and the fact that we are now seeing less deaths and fewer people in hospital is extremely positive. The public response to the pandemic has been incredible, however we still need to remain vigilant to help get rid of the coronavirus and it is particularly important that you take up the offer of the vaccine to provide protection against any new outbreaks. We have already seen the reopening of indoor hospitality and
today
entertainment, including restaurants, cinemas, theatres and concert halls helping to boost the local economy. The council has backed more than 6,000 local businesses with £35m of much needed financial support throughout the pandemic. In an effort to encourage residents to shop locally in our town centres, the council is looking to access the Government’s Welcome Back Fund to improve green spaces, outdoor seating areas, markets and events. The council is also awaiting an announcement on the Long Eaton bid for £25m investment and is considering major regeneration projects in Ilkeston supported by the Levelling Up Fund. Welcome relief ahead The easing of covid restrictions last month and with the lifting of all lockdown measures imminent, it means – hopefully- that the only way is up. Across Erewash, our communities can now, finally, start to dust themselves down and rebuild following more than a year of measures that have affected everyone. While there has been a concerning rise in covid cases in Erewash recently, the continued roll out of the vaccine and the continued commitment by residents to follow safety advice should mean that we can finally share good times with loved ones. We have all suffered from the restrictions, but the business community, in particular, has been hard hit and Erewash Borough Council continues to do what it can to offer support. Since the pandemic began in March last year, the council has paid out £35m million, helping more than 6,000 businesses that applied for business support grants. These payments covered several government-funded schemes from national-led ones to local
discretionary schemes – for small businesses, the retail, leisure and hospitality sector, Christmas Support Grants and Local Restrictions grants for micro businesses not eligible for other payments The most recent grant scheme is the ‘welcome back’ Restart Grants to help businesses such as shops, pubs and gyms that were able to open their doors again last month. Already, more than £3m has been paid out to 459 businesses in Erewash. Councillor Wayne Major, Lead Member for Resources, says: “We know only too well what a tough and financiallychallenging time it has been. We could never have predicted the times we have had to live through. “But as we look carefully and optimistically to the future, we know how important it is to continue our support, particularly for the business community. Our team has worked incredibly hard to get the grants paid out and we remain here to help.” More information on grants at erewash.gov.uk where the latest updates on any covid restriction changes will also be posted.
Breathing space The scheme offers a break of up to 60 days if a debt adviser thinks it necessary. The breathing space is not a payment holiday – regular bills must still be paid – but is the chance to work out an action plan. Erewash Borough Council is urging residents to find out more about a new national “breathing space” scheme that has been launched to shield people in problem debt from further interest and charges. The government scheme is for those in problem debt who are receiving debt advice.

The new Mayor of Erewash is Councillor Donna Briggs, who was formally elected to the role for the 2021/22 civic year at Erewash Borough Council’s annual meeting on 27 May. Councillor Briggs was a Conservative councillor from 2003-2015 and now represents the Long Eaton Central ward following the 2019 election. She will be supported in her civic duties by her husband Steve. The Mayor has chosen to support three local charities, The Canaan Trust, Treetops Hospice, two charities which she has supported for many years, and the Long Eaton and District Talking Newspaper. Councillor Briggs is looking forward to representing the residents of Erewash over the next year: “I am thrilled to have been appointed as Mayor. The pandemic has taught us many things and highlighted something that, of course, we always knew – the rich community spirit of our towns and villages.” The Mayor and husband Steve have been married for 33 years and have two children and two grandchildren. Her chaplain is Rev Tony Street, of All Saints Church, Sawley, The Deputy Mayor for the 2021/22 civic year is Councillor John Sewell who represents the Sawley ward. The council has also appointed a new portfolio holder – Councillor Paul Maginnis, who represents the Sawley ward, is the Lead Member for Health and Wellbeing. 3
Funding for the future The council is keen to award grants to groups that make a real difference to their communities as a result of projects, activities or support work they carry out.

For Erewash Borough Council has opened its Community Grants Scheme again and you can apply for up to £2,000 of funding to help your group with its vital work. The latest round closes at 5pm on Thursday 1 July so there is no time to waste in getting your applications in. Countless local groups have been helped over the years thanks to the grants funding, including in the last round the fibromyalgia support group Fibroactive, Erewash Community Transport, community radio station Erewash Sound and the female youth empowerment project She Will. Erewash Borough Council’s Lead Member for Community Engagement, Councillor Val Clare, says: “Year after year, it’s fantastic to see how our community grants are helping support local people. I would encourage anyone that is involved with an organisation or group that could benefit from an award to apply as soon as possible.
Borough’s housing needs A proposed site at Kirk Hallam has been extended due to a now reduced area of housing capacity on fields near Cotmanhay and Cotmanhay Wood.
Residents have given their views on Erewash Borough Council’s proposed sites for new housing over the next two decades following a second round of public consultation. The consultation ended on 10 May and included some changes by the council to its original preferred options for sites to meet the borough’s housing needs. This included a Green Belt site alongside Spondon Wood as a suggested replacement for an original option of Lock Lane at Sawley.

The public have also shared their views on a proposed site west of Acorn Way in Oakwood and a 1,000-home proposal at the brownfield Stanton Regeneration site. Councillor Michael Powell, Lead Member for Regeneration and Planning, says: “The reality is that we have to meet the housing needs for the residents of our borough, initially over the next five years and the next two decades.” It is hoped a Core Strategy will be in place by September this year and that initial house building would begin, at the earliest, by 2022/23.

Sm-art move! Two Small Arts Grant applications were paid out earlier this year to help with projects in Erewash. Local artist Victoria Brown was awarded £800 for her Legacy of Lace community project. The project celebrates the history of Nottingham Lace in the borough through artist residencies, workshops and online events. Two new EBC members The Conservatives have increased their majority on Erewash Borough Council following by-elections in Ilkeston’s Hallam Fields and Long Eaton’s Nottingham Road wards.

The seats were previously held by Labour following the 2019 elections but the by-elections were called following the resignation of the two Labour councillors in March this year.

Little Eaton residents voted overwhelmingly in favour of their village’s Neighbourhood Plan in a referendum held alongside the local elections. The Neighbourhood Plan is a vision for Little Eaton over the next decade and was prepared by a steering group of residents. The draft Plan will now go before a borough council meeting with a recommendation that it be formally adopted as a vision to take the village through to 2033. Its content includes protecting the green belt, providing 30-40 new homes, enhancing the network of footpaths and bridleways and improvements to the centre. The document is aimed at helping planners when dealing with any future planning applications. The turnout was 45.3% in Little Eaton and just over 90% voted ‘Yes’ in the Plan referendum.
Parish results Two Independents have been elected as parish councillors in the parish wards of Borrowash East and Borrowash West. Councillor Christine Millward was elected for Borrowash East and Councillor Greg Maskalick was elected for Borrowash West. Both defeated Conservative Party candidates.
Councillor Jon Wright was elected to represent Hallam Fields and Councillor Bryn Lewis was elected for the Nottingham Road Ward. The results mean the make-up of the borough council – with 47 councillors in total – is the Conservatives have 29 councillors, Labour 16, Liberal Democrats 1 and Independents 1.

Derbyshire has a new Police and Crime Commissioner after Conservative Angelique Foster was elected to the role, winning by more than 32,000 votes over Labour’s Hardyal Singh Dhindsa. Hardyal had served in the role since 2016. 5

The ever popular Erewash in Bloom gardening competition is back and there is still plenty of time for all you green-fingered gurus to enter. The annual competition was cancelled last year due to the pandemic, but Erewash Borough Council’s Pride in Erewash team has moved it temporarily online for this year so we can celebrate the blossoming creativity of our residents, businesses, schools and communities. There are 11 categories - ranging from best front garden through to
Judges will not visit the gardens of finalists, so entrants must submit five photographs per category through an online entry form. A virtual panel will judge entries in August and the top three in six of the categories will receive cash prizes or vouchers. There will be certificates and trophies for the winners in the other categories. The online form is available at erewash.gov.uk/erewashinbloom where photographs for each category can be uploaded. Going back to our roots
Playtime Exciting new play equipment will be installed at the Larklands Play Area in Ilkeston over the summer after Erewash Borough Council successfully won £70,000 of funding for the refurbishment. The external funding has come from FCC Communities Foundation, which is a not-for-profit business that awards grants for community projects through the Landfill Communities Fund, and the council will also be contributing to the project. The funding bid received invaluable support from Ilkeston Parents for Play and Kensington Junior Academy in Ilkeston.
Skate Park
A new brightly-coloured and lower fence has been installed around the skate park at West Park in Long Eaton to help make the popular facility more welcoming for all users. The fencing also features selfclosing access gates to make it safer, with the skate park attracting skaters of all ages from a wide area.
Petersham play New traditional-themed planting displays are making the grounds of Long Eaton Town Hall look rosy and will provide year-round interest for residents to enjoy. Erewash Borough Council’s Green Space Team carried out the re-landscaping work during winter and the plants chosen have an emphasis on nectar-rich species to attract bees and other pollinators.
A traditional-themed scheme of topiary, white roses and seasonal bedding now fronts the older part of the house, extending round to more contemporary planting in front of the modern glass extension. The lawned areas, which front the main road, will be mass-planted with spring bulbs later in the year. An information board will give the history of the Grade II* listed building.

The green space area at Petersham in Long Eaton will be getting a new play area for children, adding to the multi-use games area which is already at the site for young people. The play area will be funded by Erewash Borough Council and is due to be completed over the next year. It will be fully accessible and residents will help choose the most popular design.

‘Hidden Gems, the smaller settlements of Erewash’ features detailed panels lining the walls of the stairs and stairwell of the historic museum, which re-opened last month following the pandemic lockdown. The exhibition uses maps, images and text to bring out some great facts and tales and helps promote the villages as great places to visit. It has been put together thanks to the support of local residents who responded to a call for them to tell the museum team about local stories, their favourite heritage places and the things they love about their villages. These responses have been incorporated into the panels, so the exhibition is a real community celebration of loving where we live. Here we feature just some of the images that visitors will see on the exhibition panels that cover numerous villages including Draycott, Breaston, West Hallam and Dale Abbey.

Tribute to Danny
he worked at Stanton and knew a lot about other industries such as coal and lace. The gallery will include some of his Stanton collection plus other artefacts about Erewash’s wider industrial heritage and will also include neverbefore-seen photos, an interactive tablet and large wall display.
A new gallery dedicated to the late local historian Danny Corns will be a popular new addition for visitors to Erewash Museum as it celebrates its re-opening. Danny, who died recently, was a respected historian and a key figure in setting up the museum and running the Ilkeston and District Local History Society. His knowledge was vast but especially about industrial history –

A landmark and history-making Memory Quilt is on display at Erewash Museum – a tribute to the phenomenal work of the Long Eaton Scrubbers in supporting the NHS. The group of over 40 women – brought together by co-ordinator Angela Mason – used donations of fabric to provide much needed scrubs for the NHS during the first lockdown. When the need for scrubs, bags, headbands and ear protectors reduced, 540 scrub sets had been distributed to hospitals, care homes and surgeries. To mark their remarkable journey the group has created a Memory Quilt which will forever be a commemoration of the pandemic.

Crushing victory The Warden Service continues to investigate fly tipping incidents across the borough and will take action whenever possible.
One fly-tipping menace has been removed thanks to the hard work of Erewash Borough Council’s Neighbourhood Warden Service.
It recently prosecuted three residents after they paid people to dispose of household waste which was then found dumped within the borough. They had failed to check that the person they were paying was a properly licenced collector.
The team carried out extensive investigations over 10 months following reports of illegal waste collectors and fly tipping incidents around the Cotmanhay area.
It is a householder’s duty to ensure that the person taking their waste is a registered waste carrier. Ask for their name, address and telephone number and check their Licence. Contact the Environment Agency on 03708 506 506 for an instant Waste Carrier Validation Check.
This resulted in a vehicle being seized under the Environmental Protection Act 1990 – with the van then destroyed as scrap.
Residents should always use a reputable company and be wary of so-called white van men who post on social media offering to do tip runs.
Homeless support Erewash Borough Council continues to support the homeless or those worried about losing their homes. During the pandemic, over 2,000 have received advice; 250 households at risk of being homeless helped into accommodation and emergency accommodation provided for 200 households, including 50 people at risk of rough sleeping. The street outreach service - run by the charity P3 – has also given support to the most vulnerable, including the national scheme offering vaccines to the homeless. The service is working across Derbyshire and Staffordshire Moorlands thanks to government funding won by Erewash.
Everybody loves good neighbours Summertime is here and let’s hope the living will be a little easier than last year. The COVID restrictions meant last summer wasn’t a normal one, but with restrictions likely to be eased, we might be able to enjoy the sunny days in more ‘normal’ ways.
If and when you do start to mingle, please be mindful of neighbouring property or people when you are enjoying yourself. Here’s some helpful advice: Be considerate of neighbours still working at home if you’re out in the garden or doing DIY.
If noise from children or teenagers gets too loud, take a deep breath and remember this past year has been hard on them too. Parents, make sure your children are respectful and not misbehaving or being intimidating towards others.
We will hopefully see, no earlier than 21 June, all legal limits on social contact removed, and the restrictions on some businesses and events being lifted.
If you are having a BBQ or people over, try to keep noise down during unsociable hours and let your neighbours know it might be noisy.
Remember, speaking to neighbours often resolves most issues! If they don’t know the behaviour is affecting you, they can’t do anything to help. We all need to try to be good neighbours.
This will allow us to see family, mix with friends and enjoy the ‘great British summer’. This pandemic has shown the importance of good connections with those around you and it is worth building on those relationships with neighbours.
In warm weather, bad smells are worse, so dispose of waste properly - including cleaning up after your dog.

We are seeking to appoint five members to the Independent Remuneration Panel to review the Members’ Allowances Scheme at Erewash Borough Council, which provides for payment of allowances to serving councilors. This Independent Panel generally meets annually, or when required and will also undertake a major review of the scheme within its four year tenure. The panel will be supported by council officers during reviews to gather evidence and submit its recommendations to Full Council. The Panel members will be appointed for four years and will be paid an allowance of £500 per annum plus reasonable travel and subsistence costs.
