We have secured significant savings with a reduction of over £1m in staff costs to meet this year’s budget and the council is planning on identifying further efficiencies in order to remain debt free. The council has kept the council tax increase to a minimum, an increment of £5 for a Band D property, an increase of only 9p per week. We will hold celebration events in Ilkeston and Long Eaton for the 75th anniversary of VE Day supported by local brass bands and council grants for street parties.

There is much to be proud of, including our award winning Green Flag Parks and Nature Reserves, the ‘Double Gold’ celebration for Ilkeston and Long Eaton in the East Midlands in Bloom competition, Erewash Museum winning the Derbyshire Museum of the Year award and congratulations go to the EBC today team celebrating the 10th anniversary issue. We will endeavor to provide the resource and capacity to stimulate the local economy, provide quality public services, look after those that are vulnerable and change people’s lives for the better.

Erewash honours VE Day The anniversary day has been declared a Bank Holiday for the nation to salute and remember the historic Victory in Europe – and it is expected that street parties will be held to honour the occasion.

Erewash residents planning to mark the 75th anniversary of VE Day with a street party on Friday 8 May have the chance to apply for funding to help with their commemorations. Erewash Borough Council has confirmed that grants of between £50 and £200 are available to support street parties in the borough and organisers have until 5pm on Friday 27 March to apply.

Grants are only on offer for events taking place on Friday 8 May and can be used to help with things like bunting, entertainment, table and chair hire and food and drink (nonalcoholic). Councillor Val Clare, Lead Member for Community Engagement, says: “We are delighted to be able to offer this support, which will give some extra sparkle to what will be a poignant occasion. Street parties bring communities together and this anniversary will enable residents to experience the

Council Tax 2020/21 A proposal that the council raises its share of council tax for 2020/21 by £5 p.a. for a Band D property was discussed at a budget meeting at the time of going to print. The increase works out at 9p per week on the council’s charge for a Band D property in Erewash. Councillor Wayne Major, Deputy Leader and Lead Member for Resources, says: “We are doing whatever we can to find efficient ways of meeting the financial pressures. We have worked hard over the last few years to balance our budgets and are well aware of the tough challenges ahead.” Only 11% of the total bill goes towards Borough Council services. Council tax payers also pay for services provided by Derbyshire County Council, the Police and Crime Commissioner, Derbyshire Fire and Rescue and Parish Councils. 3

Community Grants Scheme Hundreds of voluntary groups have benefitted from Erewash Borough Council’s Community Grants Scheme over the last few years.

Ilkeston’s Cantelupe Centre Companion Club: £120 to the weekly support group for people with special educational needs.

Voluntary organisations of all sizes have the chance to apply for grants of up to £2,000 to help them with their valuable work in the community. Sports and arts groups, as well as play schemes, are also helped. In the latest funding round, almost £16,700 was awarded by the council to 13 organisations across the borough to help with their projects.

New affordable homes

The £11m scheme was funded by emh group supported by a £58,000 contribution from Erewash Borough Council and a £3million grant from Homes England. Councillor Carol Hart, Leader of Erewash Borough Council, says:

The site of the derelict former aerospace factory on Cotmanhay Road in Ilkeston has now been transformed into 85 new affordable homes. Developed by emh group in partnership with housebuilder Countryside, it is one of the largest emh has undertaken and features 55 homes for affordable rent (including a wheelchair-adapted bungalow), 10 rent to buy houses and 20 houses for sale on a shared ownership basis. 4

“This development has transformed what had become an eyesore. Most importantly, it has provided homes for families, for single people, for older people and for residents with disabilities. Viaduct on track Restoration work to Bennerley Viaduct is due to get underway shortly thanks to funding support from Historic England.

Work will include repairs to the brick pier bases and ironwork, removal of ballast from the deck, repairs to the abutments and the rebuilding of parapets which used to stand at the viaduct’s eastern end. The 1,410ft viaduct is owned by conservation group Railway Paths. The locally-based Friends of Bennerley Viaduct group are leading the campaign to bring the Grade II* listed structure back into use as a walking and cycling trail. The work, costing over £300,000, will be the first stage of the £1m project.

Local Plan consultation “The Erewash Core Strategy Review will have to plan for the delivery of new homes in the borough over the next 17 years to meet government targets – a total of around 6,680 homes.

A consultation on growth options in Erewash has begun and residents are encouraged to have their say on the council’s choice of preferred housing sites. The local plan consultation on growth options will form part of the council’s Core Strategy and aims to help identify the locations of sufficient land to deliver the housing requirements of the borough. The 12-week consultation runs until Monday 20 April and can be accessed, along with relevant documents, on the 2020 Core Strategy Review page on the council’s website. Councillor Michael Powell, Lead Member for Regeneration and Planning at Erewash Borough Council, says:

“The need to meet these housing targets is a major issue, but nothing will go ahead without us first asking the public and other partners for their views. So I would urge residents in the borough to take part in this consultation so that all views can be taken on board.” Copies of documents and representation forms are available at Ilkeston and Long Eaton Town Halls, and at all libraries in Erewash. Documents are also available to view at Spondon and Oakwood libraries in the Derby City area. Public exhibitions were held last month for residents to discuss proposals. The council will also be asking neighbouring authorities if they can provide alternative sites that are more sustainable than the four suggested green belt options.

General Election win

Maggie Throup retained her seat as the Conservative MP for Erewash with an increased majority of 10,606 at December’s General Election.

The ballot results showed Maggie polled 27,560 votes ahead of Labour candidate Catherine Atkinson’s 16,954 votes. The other candidates were James Archer (Liberal Democrat), Des Ball (Independent), Roy Dunn (Independent), Brent Poland (Green Party), Richard Shaw (Independent). The overall turnout for Erewash was 67.5% and Maggie increased her majority from 4,534 in the 2017 election.

Long Eaton bid

Work to unlock substantial funding for major projects to boost Long Eaton’s regeneration drive is underway. Long Eaton has been named as one of the UK towns that could be in line for funding of up to £25m through the government’s Towns Fund – with councils able to submit a bid for funding. The first stage has seen a Long Eaton Town Deal Board set up. Its role will include developing a detailed Town Investment Plan by the summer of this year. Membership is drawn from across the community, including the council, community interest groups, Erewash MP Maggie Throup, local businesses and the Local Enterprise Partnership as well as partners such as Derbyshire County Council. Residents also have an important role to play and Erewash Borough Council will be consulting them and asking them for their views and ideas. Once in place, the Town Investment Plan will be used to put together a business case to apply for funding from the government. The council was awarded funding to help meet the costs of setting up the Board, running business and public information events, developing the Investment Plan and securing technical expertise for business case development. 5

Charging ahead The charging points have been installed thanks to £107,000 funding from Nottingham City Council, following its successful bid for government money to become one of four Go Ultra Low Cities. The City Council is managing the project with BP Chargemaster as the delivery partner.

Electric vehicle charging points are now up and running in three Erewash Borough Council car parks. Charging points for one electric vehicle at a time are available at Long Eaton Train Station and the town’s Gibb Street car park. In Ilkeston, one charging unit is available, along with two dedicated electric vehicle parking bays, at the Pimlico town centre car park. The units are all rapid chargers and the bays are clearly marked.

Contactless payment machines are also now available in some of the council’s car parks to make life easier for drivers. In Ilkeston town centre, contactless payment can be made at two of the three pay machines in the Albion Centre car park; both machines at Pimlico; and the pay machines at Queen Street and South Street car parks. Rail commuters have also had a boost at Long Eaton Train Station, where they can pay contactless at both machines.

Parking charges A proposal to scrap one hour free parking in Erewash car parks and introduce a simplified two-tier charging system was expected to get the go-ahead at Erewash Borough Council’s budget meeting as the magazine went to press. The new charges would see drivers pay just £1 for up to three hours and £3 for any period over three hours. The change would not affect rates at the Long Eaton Railway Station commuter car park. The recommendation was part of a budget proposals report that outlined the tough financial challenges facing the council. Additional income generated from the changes would help the council meet the long term costs of maintaining and upgrading car parks.

Use licensed carriers for rubbish Mr Radford left ten bags of domestic waste, three plastic boxes of waste, a washing basket, a paddling pool and cardboard boxes containing waste on private land off Lock Lane, Sawley. A member of the public had paid him £35 to dispose of their waste.

A man who advertised waste removal services on Facebook but then fly-tipped rubbish in Sawley has been made to pay more than £800 for blighting the borough. Darrell Leon Radford, 49, of Wheeldon Court, Nottingham, pleaded guilty to a charge of fly-tipping at Southern Derbyshire Magistrates’ Court. 6

Amongst the waste was the name and address of the person who had paid Mr Radford. The council’s Neighbourhood Wardens were able to trace him from this. The wardens spoke to the resident and issued her with a formal caution for not checking Mr Radford had a waste carrier licence. His defence was that he had attempted to dispose of the waste at his local tip but was refused entry as it was believed he was disposing of waste as a business and didn’t have a waste carrier licence.

He was fined £200, made to pay the council’s costs of £582.46 and a victim surcharge of £30. A total of £812.46. Councillor Garry Hickton, Lead Member for Environment, says: “Anyone who is advertising services to dispose of other people’s rubbish must have a waste carrier licence. It is equally as important that anyone who pays someone to take rubbish away checks that the person they are paying is a registered waste carrier. People can check this on the Environment Agency’s website. Fly-tipping in Erewash will not be tolerated and we will prosecute those responsible, as this case proves.”

Community waste Figures up to week 14 showed that 40 tonnes of waste had been collected, plus more than 4 tonnes of waste electrical items.

Erewash Borough Council’s community household collection service once again proved popular with residents during the latest 19-week run until the end of February. The collections, held in two locations in the borough every Saturday morning, allowed residents to dispose of unwanted small bulky household waste items.

Sleep Out

The Christmas period was particularly busy with more than 13 tonnes of small bulky items and just over 2 tonnes of waste electrical items collected over three weeks at Long Eaton’s West Park; Sawley Park; Doncaster Avenue, Sandiacre and Gordon Lacy Hall, Ockbrook. The most popular collection points have been West Park Recycling Centre, Sawley Park, Petersham Community Centre, Long Eaton and Doncaster Avenue in Sandiacre. The scheme is set to continue. Residents can join the Pride in Erewash team at litter picks to help keep towns and villages clean. The first starts from The Gateway Christian Centre in Dale Abbey on 14 March followed by Draycott Tennis Centre on 21 March and Stanton by Dale’s Old School House on 28 March. All 10am12noon, equipment provided.

Easter bins

The Mayor of Erewash, Councillor Sue Beardsley, has signed up to take part in the overnight charity ‘Sleep Out’ in Long Eaton to raise awareness of the needs of the homeless. This year’s event, organised by the Long Eaton-based Canaan Trust, is on Friday 17 April. The Trust, which supports the homeless, is celebrating its 25th anniversary and wants to make the 2020 event the biggest ever and has urged people to take part.

Twinning visit

EBC is looking to replace its aging refuse fleet over the next few years. This will mean three brand new refuse trucks will be bought this year, at an anticipated cost of £185,000 each, with a further three vehicles purchased each year in the next two years at a total cost of £1.6m. The remaining fleet of eight refuse vehicles will be replaced at a later date. Councillor Garry Hickton, Lead Member for Environment, said: “The new fleet of vehicles will help provide an efficient and reliable service for our residents, bringing significant benefits to the community and the environment.”

Just a reminder that our refuse teams will be working as normal over the Easter Bank Holiday. So if your normal collection day is a Friday, please have your bin presented on Good Friday (10 April) as usual. If your normal collection day is a Monday, please put your bin out on Easter Bank Holiday Monday (13 April). Bins should be out by 7am.

Safety recall

Whirlpool issued a product recall on its Hotpoint and Indesit washing machines made between 2014 and 2018, saying these machines could pose a fire risk. The history of lace-making in Erewash will be the inspiration behind the carpet bedding displays this summer in Ilkeston and Long Eaton. It was in 1813 when John Levers invented a machine which was closely modelled on the knitting frame and was capable of producing lace in bulk.

Fancy playing your part in helping our borough look its blooming best this summer? We’re looking for sponsors for the hanging baskets that brighten up our borough. Residents, businesses, parish councils and groups can all get involved to provide flower baskets, which will be attached to lamp columns in towns and villages. Hoe, hoe, hoe

Both Ilkeston and Long Eaton and their outlying areas were well placed to become important manufacturers of machine-made lace, known as ‘Nottingham Lace’, and its legacy can be seen in the many factory buildings and lace mills that still dominate the local landscape. The lace was hugely popular in its Victorian heyday but over time the demand declined leading to the closure of many of the lace factories. Ilkeston is home to Cluny Lace, the only surviving lace manufacturer in England and its quality lace products are famous all over the world.

Tree-mendous effort

Well done to all our volunteer Tree Wardens who continue to play an important role in helping us conserve and enhance our trees, woodlands and local nature reserves. Our Tree Wardens are people that care and we applaud your commitment in all you do. Erewash Borough Council’s free fruit tree giveaway proved once again to be a resounding success, with queues in both towns. In total, 300 fruit trees were given away in Ilkeston and Long Eaton in December, 150 trees at each location.

Erewash Borough Council is hoping to secure £100,000 of external funding to provide an all-new play area with up-to-date equipment at the Larklands site, off Heathfield Avenue in Ilkeston. A recent public consultation showed overwhelming support for the project. Local residents, children and parents from Larklands Infant and Nursery School and members of the Erewash 10

Ilkeston Parents for Play are supporting the project and follows their successful backing on similar projects at Ilkeston’s Rutland Recreation Ground and Barling Drive play areas. An important part of any bid for funding is the council’s work with partners like Derbyshire County Council and community groups to raise money towards the projects. The council will apply for support from the FCC Community Action Fund later this year. The play area would include new and exciting play equipment, with inclusive access, as well as new seating, fencing and an access path.

Filming at Ilkeston

You may have noticed a change to the appearance of Ilkeston Town Hall last month. During February the front of the town hall was used as a film set and transformed to look like a hotel. Nottingham-based Wellington Films was filming for its latest production As Dead as it Gets. Filming took place over two weeks with the front of the Town Hall used as The Three Spires Hotel.

EBC today editor Stewart Millar recalls some of the highlights of the first 10 years of the magazine. Over the past decade there have been many fascinating stories to cover bringing you an insight into the council with many highlights and we have rooted through the archive to pick just a few of the stand-out issues of EBC today that we are particularly proud of. In our first issue EBC today featured the Ilkeston Giant, Samuel Taylor who grew to a height of 7 feet 4.5 inches and was born in Little Hallam, Ilkeston in 1816. The Mayor of Erewash was Councillor Robert Parkinson, a long standing Erewash Borough and Derbyshire County Councillor, representing Breaston. Long Eaton celebrated an exciting new look for the Market Place, transformed to become the centre piece for the town. Our Carbon Footprint was a hot topic with the council securing a ‘Green Champions’ award from The Carbon Trust with front cover, The Green Garden with Rachel Carter. Summer 2011 – The £2.3m refurbishment of the iconic Victoria Park Leisure Centre was welcomed by the public.

Spring 2012 - A special issue of EBC today was commissioned for the Queen’s Diamond Jubilee with street parties organised and beacons lit in front of Ilkeston and Long Eaton Town Halls. Winter 2013 – Long Eaton celebrated the achievements of its five year Townscape Heritage initiative. The £2.4m programme was marked with a special exhibition showcasing the many projects undertaken in the town to protect local heritage. Autumn 2014 – Victoria Park and Erewash Museum celebrated a Double Lottery Jackpot scooping a total of £1.2m from the Heritage Lottery Fund for two ambitious projects including the restoration of the bandstand, pavilion and the pergola arch in Victoria Park and transforming the coach house, stables and hayloft into a learning and community venue at Erewash Museum. Autumn 2015 – Erewash was awarded the coveted Green Flag status at three popular local beauty spots, a hat-trick first for the borough. Long Eaton’s flagship park and Ilkeston’s Straw’s Bridge Local Nature Reserve received the award for the first time. Spring 2016 – Ilkeston war veteran, Ernest Turner was made a Chevalier de l’Ordre National de la Legion d’Honneur – France’s highest decoration in honour of his bravery during the Second World War.

A representative from the French Embassy, Jean-Claude Lafontaine, presented him with the honour in a ceremony held in the Mayor’s Parlour at Ilkeston Town Hall. Summer 2017 – All Aboard! A huge crowd flocked to see the first train stop at Platform 2 in over 50 years! Banners and flags were flown with many local people and visitors welcoming Locomotive 158817 pull up at the new Ilkeston Railway Station. Summer 2018 – Royal fever swept over Erewash to mark the marriage of Prince Harry and Meghan Markle with street parties held across the borough. Autumn 2019 – The Hope Robinson POW Letters and her remarkable story is the centre piece of an incredible exhibition which runs until April at Erewash Museum. Hope’s story is extraordinary and the fascinating archive gives an important insight into the day-to-day realities of life on the home front during the Second World War. Winter 2019 - Erewash celebrated ‘Double Gold’, its best ever success in the East Midlands in Bloom competition with stunning floral displays throughout the borough. Lots of ways to get active in Erewash These start at 10.30am on 19 March with those taking part meeting at West Park Leisure Centre. Cycle for Health rides start from Straws Bridge in West Hallam every Monday night at 6.45pm (meet at 6.30pm). These free rides are led by Ilkeston Cycle Club and cater for people of all abilities. The council’s sports and health development team organise a number of free initiatives in the borough to help keep people fit and active. Dementia-friendly walks, which launched last year, will start again this month. In Ilkeston these will be on the first Thursday of the month at 10.30am, meeting at the Bowls Pavilion in Victoria Park. The next one will be on 2 April.

Individuals, community groups and clubs that have contributed to making Erewash more active have been honoured for their role in the borough’s first Active Lives Awards, organised by the council’s Sport and Health Development team. Twenty winners and runners-up received their awards at Long Eaton Rugby Football Club. Chris Brookes won the Special Recognition Award as an outstanding ambassador for Long Eaton RFC and his sport, but was unable to attend the presentation.

Market stalls removal

Erewash Borough Council says repair costs would be too high and further ongoing costs would be likely if more damage is caused. Once the stalls have been removed, the area’s paving will be repaired and bollards installed to prevent vehicles getting onto the site.

The 25 fixed market stalls off Long Eaton’s High Street are to be taken down and the area made secure until proposals are made for the longer term use of the site. The empty stalls have a steel framework and corrugated plastic roofing. However, in recent years the site has attracted a lot of antisocial behaviour and many of the stalls have been badly damaged by vandalism, with some posing safety risks.

Councillor Michael Powell, Lead Member for Regeneration and Planning, says: “This is a key town centre space and we will look at all the options of how the site can be used in the future.” A small number of traders have continued to use the damaged stalls, but the council will offer them a selferect pitch alongside other traders on the High Street.

Future plans for Little Eaton

Business support

The council is set to back small businesses with an increased rates discount from 33% to 50% for qualifying retailers with a rateable value below £51,000 for the new financial year. Last year the council invested over £550k with 250 plus local shops benefitting from the scheme. In a move to support local pubs, central government has introduced a new discount scheme offering a reduction of up to £1,000 for eligible public houses with a rateable value below £100,000. Councillor Wayne Major, Lead Member for Resources, says: “It is vital that we support local businesses and would encourage residents and visitors to use local firms and shop locally in our towns and villages.”

A referendum is to be held this month on a development plan for Little Eaton, which lays out a vision for the village over the next 13 years. The draft Little Eaton Neighbourhood Development Plan is the result of an extensive consultation with the community and has been prepared by a steering group of residents. The vision for 2033 includes protecting the green belt, approximately 30-40 new homes and expanding leisure facilities with 16

Now residents will be able to vote in a referendum on Monday 30 March to say if they want Erewash Borough Council to use the neighbourhood plan for Little Eaton to help it decide planning applications in the area. If the referendum result is successful the draft plan will go before full council to be adopted. Councillor Michael Powell, Lead Member for Regeneration and Planning says: “Neighbourhood planning gives communities more control over how their area develops. An exhibition which celebrates the Midlands Heavy and Light cavalry regiments, from the Cold War to the present day, runs at Erewash Museum until Saturday 9 May. The exhibition is from the personal collection of Ilkeston army veteran Tony Wilson, who served with the 9th/12th Royal Lancers, and features uniforms, artefacts and artists’ impressions of the 9th/12th regiments and other Lancers - while it also showcases original works and prints by war artist Mick Graham Art.

Helping the homeless A countywide programme to help rough sleepers find permanent solutions to end their homelessness will continue over the next year thanks to a successful bid for funding.

Erewash Borough Council is the lead authority for the initiative and submitted a funding application to the Ministry of Housing, Communities and Local Government on behalf of Derbyshire County Council, the seven district councils in the county and Staffordshire Moorlands District Council.

Erewash was the lead authority when funding was first secured last year from the government’s Rough Sleepers Initiative and the Rapid Rehousing Pathway as part of a national drive to put an end to homelessness.

Taxi driver fined Taxi driver Mr Muhammad Asif Farid was left with a court bill of £690 after being found guilty of plying for hire when he did not have a hackney carriage vehicle licence. Mr Farid (40), of Molineux Street, Derby, was spotted by off-duty Erewash Borough Council licensing officers in his vehicle at the taxi rank at Ilkeston Market Place in March last year after his hackney carriage vehicle licence had expired and his vehicle needed a retest after failing the council’s depot inspection. He pleaded not guilty to the offence but was convicted at Southern Derbyshire Magistrates’ Court. Councillor Garry Hickton, Lead Member for Environment, says: “We expect the highest standards from taxi drivers in Erewash and on this occasion Mr Farid did not meet them.” Mr Farid, who is now properly licensed, was fined £100 with a victim surcharge of £30 and the council’s costs of £560. 17

Tackling Hate Crime Be App savvy Do you know what sites or apps your children are using? Do you know how they work and what they can say or do on them? There are lots of potential dangers to children using sites and apps including:

The term ‘hate crime’ is used to describe a range of criminal behaviour where the perpetrator is perceived to be motivated by hostility or demonstrates hostility towards the victim’s disability, race, religion, sexual orientation or transgender identity. These aspects of a person’s identity are known as protected characteristics. A hate crime can include verbal abuse, intimidation, threats, harassment, assault and bullying, as well as damage to property. An attack on a person’s identity can cause harm and distress so the law allows a ‘sentence uplift’ which is an increased punishment for the crime. Hate crime can have a profound and lasting effect on victims and communities. So it is always important to report a hate crime so that it can be investigated and recorded.

Ilkeston’s regeneration of businesses including a café and gym. The upper floors have been transformed into 73 apartments by the owner.

Seven projects have been completed in Ilkeston over the last five years thanks to funds secured by Erewash Borough Council through a planning agreement when the Morrisons store was developed. The agreement required the £250,000 fund to be spent on regeneration improvements in Ilkeston town centre. The first project was the former Coop building on the Market Place. The council provided £55,000 for new windows on the ground floor units, which are now occupied by a range

The former Woolworths store on Bath Street stood empty for eight years until the Arena Church – with the help of a £104,000 award from the fund refurbished it as The Project, a café and upcycled furniture store with new education and training facilities on the first floor. Other projects are: • The £62,000 refurbishment of the public toilets in Ilkeston Market Place to upgrade them to a modern, energy efficient standard with improved disabled access. • A £10,000 project to provide illustrated maps of the town centre which are now located in main car parks to help visitors navigate around town.

To help drivers, £12,000 from the fund has enabled six car parking machines that accept card payments to be installed in the busiest car parks.

Following consultation with residents and businesses in Ilkeston, several other projects were progressed last year. Businesses were invited to apply for floral planters and these, along with new benches, were sited around the town.

Refill revolution

Civic Office Draycott Millennium Green Trust is leading the way in Erewash to get people to drink from reusable water bottles in a bid to help the battle against plastic and reduce litter. A £750 grant from Erewash Borough Council’s Community Grants Scheme has helped the Trust install a Water Bottle Refill Station at the village’s Football Pavilion on Gertrude Road. Grants were also awarded by The Drinking Fountain Association, the Rotary Club of Church Wilne and Draycott and Church Wilne Parish Council The Trust is also working with businesses to ask them to sign up to the refill revolution – which enables people to use an app to find local businesses that will provide free tap water to passers-by.

Among the many local groups to benefit from a Community Grant is the 3rd Long Eaton Scout Group, which received £1,210 for new tents and an event shelter. The group applied for a grant after tents had to be scrapped because they were beyond repair. The scouts have so far used the tents for 10 nights away with more camps planned - including the Peak 2020 International Scout Camp at Chatsworth. 22
