Carol Hart Leader of the Council

Brighter future Welcome to the autumn issue of EBC today as we continue to rebuild our communities and lead on the recovery from the pandemic. It is by no means over, however the vaccination programme has been going well in Erewash and I would encourage everyone, particularly our younger residents, to take up the offer of vaccination at the earliest opportunity.

in our towns to help restart the local economy.

Our campaign to build back local has got off to a fantastic start with the £25m funding success for Long Eaton which will help deliver a number of high profile projects in the town. The council is also working extremely hard on a funding bid to support town centre regeneration projects in Ilkeston and will consult with residents and businesses later this year. We have supported the business community throughout the pandemic and we know that it is extremely important that we invest

We understand that residents want to have a say on the plans for new housing developments to ensure that the right homes are built in the right places and with this in mind there will be further public consultation on the way forward later this year.

The refurbishment of the iconic Toll Bar House in Ilkeston has been completed with the £976k development transforming the building into an eco-friendly base for small and local businesses, confirming our commitment to town centre regeneration.

Community and voluntary groups in the borough have benefitted from the latest round of funding for the council’s community grants making a difference to the residents and communities in Erewash.

Following the relaxation of restrictions the council has staged a Summer Sounds music event at Victoria Park in Ilkeston and has also organised a brass band programme in our borough. We are also looking forward to the return of Ilkeston Charter Fair, Long Eaton Chestnut Fair and a ‘Simply the Best’ Civic Bonfire and Fireworks Display later this year. In what has been a challenging time for all our residents and businesses, I would like to thank everyone for their support of the NHS vaccination programme and all their efforts in helping to keep our communities safe. Your help is greatly appreciated and is crucial to both our social and economic recovery.

Long Eaton’s future • Redevelopment of the High Street to make a pedestrian-centred heart and relocate the market back to the historic marketplace.

It was a ground-breaking summer for Long Eaton when the government confirmed the town’s bid for nearly £25m had been successful. It means the Long Eaton Town Investment Plan - one of the most visionary documents in the town’s history – can use the £25m to fund seven ambitious projects over the next decade: • Layout changes at The Green to reduce traffic congestion and accidents and to provide new green space and safer routes for walking and cycling.

• Turn the derelict Box Office cinema into a cultural hub that could feature a café, gallery and auditorium for performance and other arts-related events. • Redevelopment of the Galaxy cinema site into a four storey commercial and apartments building. • Transform the Grade II* listed Stable Block at the rear of Long Eaton Town Hall into affordable small business units. • Upgrade the cycle and walking network, including improvements to the Broad Street Bridge between West Park and the town centre; a new bridge over the canal at Britannia

The council says the involvement of residents and local businesses will be an important part of the bid for money from the Levelling Up Fund. The focus of potential projects will be town centre regeneration and derelict properties, although ideas may also include a wider scheme.

• Creation of a ‘West Park Waterfront’ alongside the Erewash Canal and improvement of facilities for events. The bid was put together by the multiagency Long Eaton Town Deal Board, led by chairman Richard Ledger and vice chairman Councillor Carol Hart, Leader of Erewash Borough Council. Councillor Carol Hart said: “Winning this funding is definitely good news for the town. I am delighted for Long Eaton and its residents.” The council is now working on business cases for each project and will deliver progress reports to the government by June next year to trigger the release of the first wave of funding.

They’ll be back!

Ambition for Ilkeston

Residents will be asked later this year for their views on possible regeneration projects for Ilkeston as part of Erewash Borough Council’s bid for up to £20m of government funding.

Road; and lighting along the cycle route through West Park.

A sea of red, white and blue will return to Erewash next year as the Borough Council recreates its patriotic planting displays to mark the Queen’s Platinum Jubilee.

Councillor Carol Hart, Leader of the Council, says: “This is an exciting opportunity to bid for substantial funding that would help our drive to make a real difference to Ilkeston town centre. We are in the early stages, but much work is going on right now to put together realistic regeneration projects.

The Union Jack Beds at key sites in Ilkeston and Long Eaton town centres were first created in 2012 to celebrate the London Olympics and the Queen’s Diamond Jubilee. They returned in 2018 as part of WWI centenary commemorations. Councillor Carol Hart, Leader of the Council, says: “It will be a special celebration and we want to put the pride in Erewash with the return of our ‘floral flags’.”

“We will keep everyone updated, but residents and businesses can be assured that we will be asking them to get involved so they can help us be successful in our bid for this funding.” 3

Landords’ support

landlords and their tenants have suffered due to the pandemic. “We want to avoid a potential rise in evictions and homelessness and urge people to seek help early. We are here to help and want to work with you.” Landlords who let out their privately rented properties in Erewash are being urged to seek help with any tenancy issues following the end of the government’s ‘eviction ban’.

The CB4YS initiative includes: • Support for landlords and tenants in what can be a very stressful time.

Erewash Borough Council says private sector landlords can get in touch for free and impartial support to try to resolve any issues.

• Rent arrears advice and financial assessments.

Call B4 You Serve (CB4YS) is designed to listen to landlords and help them with tenancy issues before they serve an eviction notice and can also provide direct support to their tenants. Councillor Paul Maginnis, Lead Member for Health and Wellbeing, says: “We recognise that both

• Referrals and signposting to specialist services for long-term support if needed. • A mediation service between landlords, tenants and the council. Landlords can get in touch with the service by calling 01332 641408 or they can email the service at CB4YS@derby.gov.uk Tenants can request support by emailing homelessness@erewash.gov.uk

We’re here to help Residents can apply for extra support if they are struggling with their payments and are in receipt of Council Tax Support.

Are you worried that you will not be able to afford to pay your council tax bills over the next year? Help and advice is available. If you are experiencing financial hardship as a result of the pandemic, you may be entitled to help as part of the council’s Council Tax Discretionary Scheme.

Councillor Wayne Major, Deputy Leader and Lead Member for Resources, says: ‘We would urge anyone who is in difficulty to get in touch to see if they are eligible for Council Tax Support. We’re here to help so please talk to us.” The most effective way of getting in touch is through a My Erewash online account. Register at erewash.gov.uk

Vaping and E-cigarettes have been banned in taxis in Erewash. The change is one of a number of revisions to the council’s hackney carriage and private hire vehicle, driver and operator policies which were approved by the Licensing and Public Protection Committee. It means that licensed drivers and their passengers must not vape or use e-cigarettes in the vehicle. This adds to the ban on smoking, which has been illegal since 2006. Councillor Dan Pitt, Lead Member for Town Centres, said: “There have been instances where people have claimed they were vaping or using an E-cigarette when they may actually have been smoking a cigarette. This makes enforcement very difficult. The policy change makes it very clear that smoking in any form or vaping is no longer permitted in taxis in Erewash.” Other changes will mean that staff working at a taxi operator’s base who take private hire bookings and dispatch vehicles to customers will now be subject to an annual basic Disclosure and Barring Service check. The council has adopted the Statutory Guidance on Taxi and Private Hire Vehicle Standards which focuses on the role of taxi licensing authorities and enhanced regulation in protecting children and vulnerable adults.

The opening of Ilkeston’s iconic Toll Bar House takes place this month following a refurbishment that has seen it transformed into a leading eco-friendly base for small and growing businesses. Erewash Borough Council has worked with J Tomlinson on the project, with green credentials at the forefront through low carbon and renewable technologies. This includes roof-mounted solar panels, upgrades to heating, lighting and water systems, window

Erewash Borough Council has invested £425,000 and together with its partners have redeveloped and revitalised the building as part of the £976,000 environmental project to transform it into an energy and water efficient building to help combat climate change. The refurbishment of the art deco landmark will provide 27 offices for small companies.

D2N2 - the Local Enterprise Partnership for Derby, Derbyshire, Nottingham and Nottinghamshire allocated £425,000 from its Local Growth Fund allocation towards the refurbishment. Contractor J Tomlinson, working with the council, also secured a further £126,000 from the government’s eco-friendly Public Sector Decarbonisation Scheme. Councillor Michael Powell, Lead Member for Regeneration and Planning, says: “Energy efficiency is at the very heart of this regeneration project. It will provide much-needed quality accommodation for businesses.” D2N2’s Chief Executive Sajeeda Rose adds: “We are committed to supporting the delivery of green growth. This project will create new space for small businesses to grow and develop in Ilkeston, helping to transform the local economy.”

At the Core - the way forward Erewash Borough Council’s Core Strategy, also known as the Local Plan, is our borough’s key planning policy to meet government targets of building around 6,680 new homes by 2028.

Residents have had their say on the proposed sites for new housing through two rounds of public consultation. The council is currently reviewing and considering all responses received from the most recent public consultation, and following this, an updated draft of the plan will be finalised including policies on housing, employment, town centres, green infrastructure and transport. If the draft plan is approved by the council it will be subject to a further, third round of public consultation at the end of this year. The plan would then be considered at a local inquiry by a Planning Inspector appointed by the Secretary of State, before being returned to the council for a final decision at the end of next year.

Councillor Michael Powell, Lead Member for Regeneration and Planning , says: “The reality is that we have to meet the housing needs for the residents of our borough, initially over the next five years, and then the next two decades. This process is vital in meeting the targets the government has set. We have listened to comments, reviewed them in detail and made changes as we move forward.” The plan so far has been to prioritise development on sites within built up areas, and to promote new village communities on the southern part of the former Stanton Ironworks site and at West Hallam Depot. However, as those proposals would not deliver enough housing, it is has also been proposed to release Green Belt land west of Cotmanhay Wood, south-west of Kirk Hallam, north of Spondon, and at Acorn Lane east of Derby. Employment land has been proposed on the northern part of the former Stanton Ironworks site. 5

Viaduct on its way!

Bennerley Viaduct is set to be open to the public by the end of the year. Work on the 144-year-old wrought iron structure was made possible thanks to a £1.4 million investment, with funding from 13 organisations including Historic England and the Railway Heritage Trust.

The viaduct has been closed for 53 years but the hard work of the Friends of Bennerley Viaduct and a number of organisations will see the structure brought back to life for public use. Work has taken place in three phases. The first involved critical repair and restoration work to pier bases, brick abutments and some ironwork repairs. The second phase saw the construction of an access ramp up to the deck.

They have been working in partnership with the viaduct owners, Railway Paths Limited. Kieran Lee, community engagement officer for the Friends, said: “This project has been six or seven years of planning and getting the funding in place, with the work being carried out over the past 18 months.”

The third phase of work is due to start this month and will involve the installation of new steps and a full length deck at the top of the structure that people can walk and cycle across. The Friends of Bennerley Viaduct is a charity made up of volunteers and has received community grant funding from Erewash Borough Council.

Crowning glory Award-winning local artist Joy Pitts has created a stunning fabric 471name ‘crown’ during lockdown, crafted using name tags, badges, buttons and even a belt buckle to celebrate just some of the workers and volunteers in Erewash. Artist Joy gathered names from some of the essential services in Erewash, including GP surgery staff, volunteers, Ilkeston Community Hospital workers and other NHS staff, Trent Barton bus drivers, the Post Office and care and retail support and the council’s own refuse collection teams – and more – for the project. The 471 names have been individually monogrammed by Joy onto discontinued woven clothing labels and attached to canvas using 8

dressmaker pins. Also included in the corona are used clothing labels, silk thread and a ladies diamante belt buckle. The celebration corona was on display at Ilkeston’s Juice Bar on Bath Street during the summer. The project was funded by the Arts Council England. Visit joypitts.co.uk

Working for business It has been a tough year and a half due to the unprecedented COVID-19 pandemic, and the business community has been particularly hard hit.

Test and Trace isolation payments totalling £205,000 were made to Erewash residents by the middle of July. The scheme had started in September last year.

Erewash Borough Council’s teams worked hard to ensure government grants were processed and passed on to businesses as quickly as possible.

The council also continues to operate the government’s Business Rates Retail Discount, which was expanded in 2020/21 to include the Leisure and Hospitality sectors.

Since April last year, the council has paid out just over £36.5m to local businesses as part of various grants schemes launched by the government.

This expanded discount scheme still applies in 2021/22. The discount is being granted automatically and new notices have been sent to eligible ratepayers showing the limits – ‘cash caps’ - in place from 1 July.

The deadline for payment of the covid support grants was 31 July this year when final payments of the Restart Grant were paid to eligible ratepayers.

Full details and an online form for businesses to verify they qualify for the Expanded Retail Discount are available at erewash.gov.uk

Recycling matters Reduce single use plastics: • Buy a reusable stainless steel or glass bottle. Steel and glass are infinitely recyclable. • There are refill stations across the country where you can fill your bottle with water for free. Head to refill.org.uk

It’s time to ditch single use plastics. If you recycle religiously and want to further reduce the amount of waste you produce it is worth thinking about how many items you buy in plastic packaging. Many plastics, such as water bottles, can only go through the recycling process a certain number of times. What is a single use plastic? A single use plastic is one that you use just once and then dispose of, for example a plastic drinks bottle or coffee cup lid. Other examples include plastic forks and takeout containers. 10

• Make a packed lunch instead of buying food in plastic packaging.

Once collected all materials go to the Casepak Material Recycling Facility for processing. See casepak.co.uk From October to December 2020, over 2,900 tonnes of recyclable material was sent to Casepak from Erewash. This included 340 tonnes of plastic - just under 12% - quite a lot for such a light material.

Play on its way!

Foundation, a not-for-profit business that awards grants for community projects through the Landfill Communities Fund. The council will also contribute and is grateful to Ilkeston Parents for Play and Kensington Junior Academy in Ilkeston for their vital support.

This is the exciting new play equipment that is on its way to provide an all-new Larklands Play Area for families in Ilkeston. Parents and local residents chose this fun-packed design for the site during a public survey in the summer, with Erewash Borough Council saying it’s hoped the new play area will be completed by the end of this year. Thrilling new attractions will include a track ride glider, a junior multiplay tower, swings, a wheelchair roundabout and a tower for toddlers that features a low fireman’s pole, a rock climb and toddler sling. The project follows the council’s successful bid for £70,000 of funding from the FCC Communities

Councillor Paul Maginnis, Lead Member for Health and Wellbeing, says: “This is another exciting play project that shows our commitment to providing up-to-date and family-friendly play areas in our borough. “We couldn’t have achieved this latest development without the support of the Ilkeston Parents for Play Group and local school. Our thanks go to them.” New safety surfacing and fencing is also being installed and the play area will be fully accessible for a wide age range.

Awaiting floral glory The results of the prestigious East Midlands in Bloom Competition are due to be announced in the next couple of weeks . . . with Ilkeston and Long Eaton hoping to repeat their outstanding success. Erewash Borough Council always enters both towns in the competition and in 2019 achieved a celebration double – with both winning Gold in the Large Town category. The competition was cancelled last year due to the pandemic but judging for 2021 took place in the summer

A celebration of Ilkeston’s Victoria Park is featured in a new digital leaflet that can be downloaded via the award winning park’s dedicated Facebook page. The online leaflet includes photographs of the stunning annual bedding displays, a history of the park and a link to its tree trail leaflet. The leaflet complements a speaking post and new information boards, which brings to an end Victoria Park’s £740,000 National Lottery Heritage Fund and National Lottery Community Fund heritage project.

as the council showed off its planting displays in both towns, which were a big hit with residents. (See page 20) Meanwhile, the borough’s own keen gardeners took part in the first online Erewash in Bloom competition for local green-fingered gurus - moved temporarily online due to COVID-19. A presentation to announce the winners is due to take place at Morley Hayes on 1 October, subject to any changes in restrictions.

Return of events

The award-winning Erewash Museum has also been back in business and the council is now gearing up for some of its biggest events - Ilkeston Charter Fair, the Erewash Bonfire and Firework Display, Christmas Lights and new Festival of Light celebrations coming in the New Year.

Oct 20-23 Wednesday 6pm - 11pm Thursday/Friday/Saturday 12pm - 11pm

A new exhibition featuring the work of the internationally famous artist George Bissill has opened at Erewash Museum – an exhibition that is a major coup for the borough. Bissell, who had strong links to the Ilkeston area, was known for his landscapes, figurative paintings and woodcuts. Some of his artworks are held by prominent public galleries, including the Tate. Now Erewash Museum pays tribute to the artist who was sent down the mines at Langley Mill when he was 13, who began displaying his early work with Ilkeston Arts Club and who rose to celebrated artistic heights in Paris. The exhibition features work held by the museum along with items from private collections, including his original miners’ paintings, woodcuts, sketches and the canvas of the lost Heanor School Mural, not seen since it was destroyed for indecency in 1928. From the Pits to Paris: the works of George Bissill will be in the Lally Gallery at Erewash Museum until 19 November. 15

Summer of colour We had storms and we had heatwaves – but it was certainly hot, hot, hot all the way with the floral displays that put the feelgood factor into Erewash over the summer. Our award winning parks teams ensured the borough erupted into a blaze of colour with oranges, reds, yellows and blues all part of the island displays in Ilkeston and

Long Eaton as well as in the hanging baskets that saw flowers cascading down. The displays brought praise from residents who always appreciate the summer show – while the council remains committed to the importance of the wow factor that lifts the spirits of everyone.

Support for ASB Anti-social behavior (ASB) is the target of a new countywide drive led by key partners. Erewash Borough Council, Derbyshire County Council, Derbyshire Constabulary and Derbyshire Fire and Rescue are among those who have signed the ASB Help Pledge to show their commitment to tackling the issue. The partnership supported the UK’s first Anti-Social Behaviour Awareness week in the summer when Erewash CSP used its Facebook page to try to bring people and organisations together to tackle ASB.

f /SaferErewash 20

The posts covered many topics, including where to report ASB, what to do if you are a victim of ASB and what is and isn’t ASB. There is also a new online ASB Hub to make it easier to find out how ASB can be tackled, who to report to and what support is available to you if you’re a victim, along with plenty of other resources. For more details visit erewash.gov.uk for ‘Community Safety’ or contact us on the details below.
