Inside EBC Back on track Welcome to the autumn issue of EBC today as we return to a new normal after the easing of the coronavirus lockdown restrictions. The council continues to work hard supporting our communities as businesses resume and some leisure facilities reopen.

Although restrictions have been eased, it remains extremely important that we follow social distancing guidelines keeping two metres apart from anyone outside your household to help reduce the risk of the virus spreading.

A number of support schemes have helped local commerce hit by the financial impact of lockdown. More than £21m of support grants have been approved helping nearly 2,000 businesses get back on track.

Neighbourhood Wardens have worked tirelessly during lockdown delivering essential food parcels to vulnerable residents. Further assistance was provided with over 4,700 people registering for council tax support and many people have taken advantage of flexible payment plans.

Affordable homes have been built in Ilkeston with shared ownership and rent to buy schemes at sites on Bath Street, Market Street and Little Hallam Lane. The houses have been built in partnership with the Futures Housing Group helping people get on the housing ladder.

Plans are underway to transform the iconic Toll Bar House in Ilkeston and we are also putting together an investment plan for Long Eaton’s bid for a share of the government’s Towns Fund.

Carol Hart, Leader of the Council Summer workshops were held at Erewash Museum, children’s play areas are open and a number of sports facilities are in use at Rutland Sports Park, Ilkeston and West Park Long Eaton. The Town Halls are open for business and all public toilets are open for use.

I am extremely pleased that the council has won a prestigious award for support work as part of the Armed Forces Covenant, making sure we help those that serve, or have served, in the forces and their families.

And finally, I would like to make an appeal to all our residents and ask that they follow social distancing guidance at all times – this is vital to help stop the spread of the virus.

New parking charges relatively costly and arguably did not encourage longer stays in the town.

Councillor Michael Powell, Lead Member for Regeneration and Planning, says:

A simplified two-tier charging system in Erewash Borough Council’s car parks begins from 1 October.

The new charges will see drivers paying just £1 for up to three hours and £3 for any period over three hours. This change will not affect rates at the commuter car park at Long Eaton Railway Station.

The council carried out an extensive review of charges in its car parks, prior to March 2020, and while the free parking has been popular, it is

Additional income generated from the changes would help the council meet the long term costs of maintaining and upgrading the car parks.

All machines accept coins and there are contactless payment machines at the Albion Centre and Pimlico, Ilkeston; and at Queen Street and South Street in Long Eaton.

Long Eaton Train Station also has contactless payment.

Medal pride They offer bronze, silver and gold awards to organisations in both the private and public sectors.

As part of the Armed Forces Covenant, Erewash Borough Council has secured a bronze award through the Defence Employer Recognition Scheme (ERS). The council signed up to the covenant in 2019 in support of the armed forces community and their families.

The ERS encourages employers to support the armed forces and help motivate other organisations to offer their backing.

Councillor John Sewell, the council’s Armed Forces Champion, says: “This is a fitting award and a proud moment for the council which supports the values of the Armed Forces Covenant, making sure we help those who serve, or have served, in the forces and their families by providing access to key services such as housing, education and healthcare.”

Best foot forward!

The Mayor of Erewash, Councillor Sue Beardsley, is stepping up and taking part in her latest fundraising challenge for the Stroke Association, one of her chosen charities for this year. Councillor Beardsley has signed up for the charity’s ‘Stride for Stroke’ event to walk 1.2 million steps over 120 days, which works out at 10,000 steps a day.

The Mayor is hoping other Erewash residents will join her by signing up for the challenge to honour and support the 1.2 million stroke survivors in the UK. “The Stroke Association is a charity that is very close to my heart so I am happy to take on this challenge,” says Councillor Beardsley. “It will raise vital funds to help rebuild the lives of those who have suffered a stroke. I hope other residents will join me and take part if they are able – maybe those who are a stroke survivor or those who can do it in memory of a loved one or in support of someone affected by a stroke. As well as raising money for charity, it is also a great way to keep fit and healthy.”

Next step in town bid Residents had mixed views on whether HS2 is an opportunity or threat to the town, but were clear that it should not be allowed to cut the town in half. The Town Investment Plan will therefore be charged with taking steps to prevent that from happening.

Long Eaton residents have shared their views on the shaping of an investment plan for the town – an important step in the bid for substantial government funding.

Residents were clear that town centre shops and services and green spaces, including West Park, were the most important features to them and clear that they want to see improvements on offer in the town centre.

The first stage public consultation, which closed at the end of last month, is part of the drive to finalise a detailed bid for funding after Long Eaton was named as one of the UK towns that could be in line for up to £25m funding through the government’s Towns Fund.

All emerging projects for the Towns Fund will be judged against the contribution they can make to achieve the goals highlighted in the consultation.

The chairman of the new Long Eaton Town Deal Board is local businessman Richard Ledger who is leading the work to unlock funding. The board will put concrete proposals for projects to benefit the town in a further round of consultation.

Councillor Dan Pitt, Lead Member for Town Centres, says: “The council and the Town Deal Board thank everyone who contributed to the recent public consultation. We have said from the start that this is a marvellous opportunity to bid for millions of pounds of funding to revitalise Long Eaton. Much work still lies ahead to develop the best proposals possible for the economic growth of the town.”

Membership of the Board includes the Leader of Erewash Borough Council, Councillor Carol Hart; community interest groups, Erewash MP Maggie Throup and local businesses.

Taxi rank re-located Derbyshire County Council suspended the taxi rank at the start of July. It will be used as a bus stop until 31 March 2021.

The taxi rank at Market Place, Long Eaton has been relocated to ensure social distancing can be maintained.

Taxis have been moved on to Beaconsfield taxi rank on Beaconsfield car park and work has been carried out by Erewash Borough Council to upgrade what was a temporary taxi rank.

Housing proposals The consultation on proposals to develop housing on several sites in Erewash attracted nearly 1,600 responses from the public.

Residents were asked for their views on the council’s preferred sites to meet the borough’s housing needs over the next two decades.

The proposals include building new homes on the Green Belt at four local sites – west of Acorn Way in Oakwood; adjacent to Cotmanhay Wood, Ilkeston; a site south-east of Kirk Hallam; and land north of Lock Lane, Sawley.

The biggest response was to the site near Cotmanhay Wood, which attracted over 1,200 representations, nearly 80% of the total.

Councillor Michael Powell, Lead Member for Regeneration and Planning, says: “We thank everyone for sharing their views.

We are listening and will review and take on board all the comments.”

High Speed update Following an independent review of HS2, the government has requested evidence for an Integrated Rail Plan to show how the high speed rail network will combine with the existing rail network.

Erewash Borough Council’s call for the low level line through Long Eaton to be closed, so that the town is not cut in two has been supported by the East Midlands Strategic Board, which includes representatives from Derby City, Derbyshire County, Nottingham City and Nottinghamshire County Councils.

It has also been supported by Midlands Connect, the transport body for the midlands. Erewash Borough Council is now waiting to see if the government will include that request in its Integrated Rail Plan.

Living through lockdown Millions of pounds worth of grants were issued to small businesses in Erewash to help them through the difficult financial times caused by the coronavirus lockdown.

Housing support

Throughout the peak of the lockdown, the council worked to pay out more than £21m of grants to help nearly 2,000 businesses in the borough suffering the impact of covid-19.

In addition, further funding was made available for those businesses in the borough that weren’t eligible for the first wave of grants. Here’s a round-up:

Grants Small business grants The government announced a package of grant funding measures aimed at supporting businesses, including grants of £10,000 for all businesses in receipt of small business or rural rate relief and grants of up to £25,000 for businesses in the retail, leisure and hospitality sector.

The council began the process of rolling out the grants to businesses across the borough at the beginning of April.

Discretionary grants Further support was made available for small businesses in Erewash that were not eligible for previous Covid-19 support schemes – including those operating in shared spaces, regular market traders, small charities and some bed and breakfasts.

The council widened the original criteria of this scheme to enable support to be offered to as many businesses as possible. Small businesses with a rateable value of up to £65,000 could apply for a grant of between £2,000 and £25,000 depending on the number of employees and the level of loss of income.

Four rounds of funding saw grants totalling over £900,000 given to local businesses that in total employed hundreds of people.

Council Tax Many people got in touch to take advantage of the flexible payment plans on offer to help them with their Council Tax. Residents were able to delay the start of their payments until June, while others switched to paying weekly, fortnightly or half-yearly.

Instalments can also be stretched over 12 months rather than the usual 10.

In addition, people registered on the Council Tax Support Scheme in Erewash received up to £150 towards their payments through government funding to help those in need.

Councillor Wayne Major, Deputy Leader and Lead Member for Resources, says: “This has been such a challenging time, not just for the business community but for everyone. We know and understand that, which is why our priority was to get the financial help out as quickly as possible. We remain, of course, committed to supporting our communities as we move forward to meet further challenges as we continue to recover from the repercussions.”

The council runs a ‘Discretionary Housing Payment’ scheme to help those who may be struggling with a financial shortfall despite claiming housing benefit or receiving the housing element within their Universal Credit award.

To be eligible for a grant – funded by the Department for Work and Pensions - applicants must be able to show they have a shortfall between the rent liability and the amount of benefit they receive.

For those in receipt of Council Tax Support, the council may also be able to assist with outstanding Council Tax payments.

Helping hand Two local organisations recently received funding through the council’s Community Grants Scheme The Long Eaton-based Canaan Trust charity, which helps and supports the homeless, successfully applied for £1,000 to help fund various items needed for their work.

The new Sawley Youth Club was awarded £240 towards the costs of First Aid and Youth Achievement qualifications, arts and craft materials and outdoor activity equipment. (See page 14).

Ambitious plans

Plans are underway to transform an iconic 1930s crescent-shaped building into new opportunities for small businesses.

Toll Bar House was originally built for Nottingham Electric Power Company and sits alongside Ilkeston’s white lion roundabout at the gateway to the town centre.

Now Erewash Borough Council has unveiled proposals to upgrade, redevelop and revitalise the landmark building as part of a £850,000 project, subject to funding being confirmed. The development project aims to futureproof the building by transforming it into an energy and water efficient building to help combat

A fair decision

Landmark decisions taken because of the covid virus, meaning historic events are to be cancelled in the interests of public safety, were expected to be confirmed at an Extraordinary Council meeting last month.

One of the biggest decisions due to be confirmed is that the historic 768th Ilkeston Charter Fair will not go ahead due to the ongoing impact of coronavirus and public safety concerns.

The Erewash fireworks extravaganza at Long Eaton – which attracts thousands of people –was also expected to be rubber stamped for cancellation along with the town’s Chestnut Fair.

The refurbishment proposals are aimed at updating the art deco landmark into a building for modern, high value office requirements. The project will include upgrading the heating and lighting systems, fitting more energy efficient windows, insulation and water systems.

The project will include creating 22 offices with shared meeting rooms and kitchen and bathroom facilities, the flexibility to combine spaces to create larger letting units and the development of old garages to form workshop space.

D2N2 - the Local Enterprise Partnership for Derby, Derbyshire, Nottingham, and Nottinghamshire - has agreed to provide £425,000 towards construction via its Local Growth Fund allocation

Keeping Everyone In Erewash Borough Council has been working in partnership with the charity P3 to help those in the borough who were facing considerable challenges during the pandemic. In March, the council found accommodation for vulnerable homeless cases and rough sleepers and has continued to provide shelter until the lockdown eased. The council has worked closely with outreach workers from the P3 charity which was commissioned by the council to help reduce rough sleeping.

45 people had been provided with temporary accommodation by midJune. This gave the council and P3 a chance to find more suitable long term housing solutions with support where needed.

Affordable homes

The funding is subject to final ratification by the D2N2 board due to meet on 23 September.

The meeting was also expected to confirm that the traditional Christmas lights switch-on events in Ilkeston and Long Eaton will be scrapped because of safety restrictions.

The Remembrance Sunday service on 8 November will hopefully go ahead but with restrictions on attendance.

New affordable homes have been built in Ilkeston thanks to a partnership between Erewash Borough Council and Futures Housing Group.

Futures built the 41 homes – which include family houses, flats and bungalows - at sites on Bath Street, Market Street and Little Hallam Lane to provide affordable rent, shared ownership and rent-to-buy properties.

The council supported bids of around £1.5 million in grant funding for the schemes, granted planning permissions and advised those applying for the rented properties.

Some shared ownership and rent-to-buy may still be available.

Victoria Park Preserving the Past and Embracing the Future This is an exciting period in the history of Victoria Park. In April 2014 Erewash Borough Council was successful in securing a grant of £740,000 from the Heritage lottery fund and the Big Lottery Fund as part of its Parks for People programme. It enabled a five-year project which has transformed the park and seen the restoration of key heritage features such as the bandstand and bowling pavilion.

Structures which had long since disappeared, including the entrance gates and original timber pergola, have been re-instated and brought the park back to its former glory.

Once again, the park has its grand entrance gates at the corners of Drummond and Manners Road. The new design was based on the original iron gates which were supplied and installed by local ironmonger George Andrew before they were subsequently removed during the war effort.

A new hardwood pergola, a replica of the first formal timber pergola on the park, has been constructed and the beds around it have been re-planted. Climbing plants such as honeysuckle and wisteria have been trained to grow over the structure thus recreating the original feature. The marble pillars, which originally graced the gates at Nottingham Jail, have been restored.

New Planting Using old photographs as a guide, the design of the original beds in the main floral garden has been reinstated. Council apprentices helped to redesign and replant the entrance beds and pergola area. Community planting projects have included the creation of a wildflower meadow area and raised vegetable beds.

Part of the project has included the appointment of a Community Ranger to lead a programme of activities which both highlights the heritage value of this important local park and creates a new history which will be treasured for generations to come.

The project has helped to increase understanding of the heritage of the park and its importance to the Ilkeston area. Members of the local community have been closely involved with the project at all stages and The Friends of Victoria Park have been a key element in its success.

There have been a number of themed events held on the park as well as engagement with schools and community groups. For details of these and other events please see the noticeboards around the park.

The Bandstand Originally built in 1923, the bandstand was completely dismantled and rebuilt to the original design and colour, complete with its ornamental zinc clad roof topped by a wrought iron weathervane. It is now the focus of community events and summer band concerts.

The Bowling Green Pavilion The pavilion has been restored and sensitively amended to allow more flexible use by the wider community. The existing kitchen and ticket office have been combined to provide improved community kitchen facilities, a refreshment kiosk and accessible toilet and baby-change facilities.

The council is also going to install a solar audio post to feature ‘Tales of the Park’, narrated by members of the Friends of Victoria Park.

During the summer, residents gave their views on the changes and their hopes for the future of the park through an online survey.

Represents Frame

A new information board giving details of the recent heritage project at Victoria Park is to be installed in the award winning Ilkeston park this autumn.

Visitors will be able to read how the council secured a £740,000 grant from the Heritage Lottery Fund and the Big Lottery Fund for the major five-year restoration project.

Love our trees The major work to map the tree canopy cover in Erewash as part of a nationwide project is now complete.

Led by Erewash Borough Council volunteer tree warden David Pinney, and helped by fellow volunteer Pat Ancliff, the figures were gathered on a ward-by-ward basis using online tools via the Citizen Science Project to map out the canopy cover of Britain’s towns and cities.

The data will help the council and its planners to manage, design and care for the tree canopy cover.

24-hour PRIDE-line

Vital care delivered Erewash Borough Council’s Neighbourhood Wardens delivered hundreds of food parcels to the most vulnerable members of the community throughout lockdown.

The government scheme to provide weekly parcels was co-ordinated by Derbyshire County Council from April to August.

Councillor Carol Hart, Leader of the council, says: “The service was a vital lifeline and our team based at Merlin Way in Ilkeston went above and beyond in all weathers to deliver essential goods to those deemed most at risk.”

Blue skies, bright colours and stunning displays helped lift the spirits of everyone during this challenging year.

The council’s parks and green space teams worked in all temperatures to keep the borough’s parks, town centres and floral displays looking their best – a sure-fire way of boosting a feelgood factor when we most needed it.

Here we celebrate the summer in Erewash with a gallery of images from Ilkeston and Long Eaton.

1. A grass and wildflower meadow at Victoria Park includes British native wildflowers to provide maximum food source for pollinators including bees and butterflies. The meadows are formulated to include 20 species from the Royal Horticultural Society ‘Plants for Pollinators’ list, including yellow rattle. strawberries, raspberries, cherries and apples all need to be pollinated by insects to get a good crop.

2. Victoria Palace bug hotel at Victoria Park was built by the Green Space Team to complement the wildflower meadow and encourage more insects. Children have made bug boxes out of tin cans, bamboo sticks, cardboard and plastic milk containers to provide snug, safe places for insects to hibernate.

Victoria Palace has a sedum roof, planted by the Friends of Victoria Park, to provide a microclimate for insects, birds and other species.

History of Lace The floral design brought widespread praise from residents and the stunning drone image of the planting at Victoria Park used on the front cover – courtesy of James Watt and @electricstatemedia - captures the display in all its glory.

Erewash’s lace-making history was the inspiration behind this summer’s stunning carpet bedding displays in Victoria Park, Ilkeston and outside Long Eaton Town Hall.

The flowers were planted in a ‘Leavers Lace’ pattern by the council’s Green Space team in tribute to John Levers, who invented a machine in 1813 that was closely modelled on the knitting frame and was capable of producing lace in bulk.

In remembrance The 75th anniversary Victory over Japan Day was marked on 15 August with socially distanced services at the Ilkeston Cenotaph and Long Eaton War Memorial.

The Ilkeston service included a speech by the Mayor of Erewash, Councillor Sue Beardsley.

John Lever’s invention led to Nottingham Lace becoming famous across the world, with both Ilkeston and Long Eaton and outlying areas becoming recognised manufacturers of the exquisite and finely made lace.

Lace became hugely popular during the Victorian era, being used in the manufacture of furniture, curtains and various high quality garments with fine lace shawls sold by local firms to Queen Victoria. But eventually new manufacturing processes and materials saw the industry decline leading to the closure of many factories including Granger’s factory in New Tythe Street, Long Eaton in 2001.

The Long Eaton service was attended by the deputy mayor, Councillor Donna Briggs.

The anniversary marks the surrender of Japan and the end of the Second World War. The day remembers those who served in the Far East.

Many former lace factories now house a number of other businesses and the buildings still dominate the skyline of both towns as a poignant reminder of a great industrial past.

Ilkeston is home to the Cluny Lace Company, based in Belper Street, and is the only surviving lace manufacturer in England and its quality lace products are famous all over the world.

Councillor Mike Wallis, Lead Member for Culture and Leisure, says: “The flowerbed displays depicting the history of lace have been stunning, and a fitting way to honour our lace heritage and all those who worked within the local lace industry.”

The Erewash Safer Communities Community Safety Team is reminding parents to talk to their children about respectful behaviour when out and about in the community.

The team works closely with other organisations to tackle various issues, including groups of young people not taking care of the environment.

Please remind your children to stick to social distancing guidelines and to be aware that large groups of young people can be intimidating to others.

Also talk to them about not dropping litter and to be respectful in play areas aimed at younger children.

Recycle Right Erewash has always prided itself on its recycling rates, but did you know that if you put non-recyclable materials in your blue bin or green bags it can contaminate a whole lorry load?

This means that when it arrives at the Casepak material recycling facility the contents from one freighter could be rejected at a significant cost to the council.

These photos show just some of the items from a recently rejected Erewash recycling load.

A huge 22 tonnes, or the equivalent of two full recycling vehicles, was highly contaminated with non-recyclable materials meaning none of the material went on to be recycled. The cost to the council was £2,300.

Large items included an air bed, a bike wheel and a baby mattress.

Other contamination included black bags, hard plastics, black plastics, a car wheel rim, clothes, nappies, wood, food waste, a hose and organic waste.

Only items that can be recycled should be put in blue bins and green bags. This includes paper, cardboard, empty and clean plastic bottles, glass, cans and non-black plastic bags.

If you are not sure whether something can be recycled there is an A-Z of recycling on the erewash.gov.uk website. This includes information on which plastics can and cannot be recycled.

Volunteer victory

Erewash Voluntary Action continued to help those in the community who were struggling with tasks such as shopping and medication collections throughout the lockdown crisis – and they are still working daily to offer support for those in need.

The office, which is based at Granville Avenue in Long Eaton, has never closed and is open Monday to Friday until 3.30pm.

Councillor Carol Hart, Leader of the Council, says: “Volunteers have been carrying out tasks across the borough throughout these difficult times and continue to do so. We send out a huge thank you to them.”

The Shopping Project is still being provided through referrals from Social Services or the Health Authority, while people can refer themselves via the CV Response Team at Derbyshire County Council or by calling the centre on 0115 946 6740.

The Home from Hospital Support Service is also available for anyone needing some help or for anyone at risk of being admitted to hospital. For referrals call 01283 817417 or email home@dhfh.org.uk Volunteers are also providing a friendly telephone call as no home visits are currently being carried out. Council Executive

Community Grants Sawley Youth Club was launched in March and received a £240 boost from the council’s Community Grants Scheme.

Behind the weekly club for 11-15-year-olds is Councillor Paul McGinnis. Two sessions at Sawley Baptist Church were held before lockdown, but during the summer fun outdoor activities were held – including inter-generational work and giving the young people new qualifications.
