2024 ANNUAL REPORT

Friends,

As we close out one of the most consequential years in our movement’s recent history, I want to thank you—our community—for standing strong with Equality California. Your continued support, passion, and resilience fuel the work we do.

In 2024, LGBTQ+ people across the country faced an increasingly hostile political climate. Following the outcome of the presidential election and the return of extremist leadership in Washington, many in our community—especially transgender and nonbinary youth—are once again bracing for uncertainty and fear. The onslaught of anti-LGBTQ+ legislation, potential bans, and public disinformation campaigns shows no sign of slowing.

And yet, here in California, we are showing the nation what it looks like to fight back—and to win.

Working alongside the California Legislative LGBTQ Caucus, Governor Gavin Newsom, and allies across the state, we secured the passage of seven Equality California–sponsored bills in 2024, including the groundbreaking SAFETY Act, which made California the first state in the nation to ban school policies that forcibly out LGBTQ+ students. We also passed SB 729, expanding insurance coverage for fertility services, including IVF, to nearly 10 million Californians. And thanks to the tireless work of our D.C. office, we helped block dozens of anti-LGBTQ+ bills from advancing in Congress—even as extremists worked to roll back hard-won rights.

In 2024, we also made history at the ballot box. Equality California endorsed a record 216 proequality candidates—including 89 out LGBTQ+ leaders—and passed Proposition 3, enshrining the freedom to marry in California’s Constitution. Additionally, every anti-LGBTQ+ school board member facing a recall across the state was defeated, and in places like Orange Unified, we flipped the anti-LGBTQ+ majority to a pro-equality majority in a single election cycle.

As we celebrate these victories, we must remain focused on the road ahead. A second Trump administration threatens to dismantle protections for LGBTQ+ people nationwide—including cuts to HIV prevention programs, attacks on transgender youth, their families and their healthcare, and rollbacks of civil rights and protections we’ve worked hard to achieve. That’s why Equality California is working with our partners and allies to fortify California’s protections—and preparing a robust legislative and budget agenda for 2025 to protect and expand access to care, defend LGBTQ+ students and educators, and continue building political power at every level, while ensuring the safety of the most vulnerable in our community.

This year, Equality California celebrated its 25th anniversary—marking a quarter-century of progress, resistance, and community power. From winning marriage equality to passing the nation’s strongest LGBTQ+ civil rights laws, our journey has always been rooted in a simple but powerful mission: fighting for a world that is healthy, just, and fully equal for all LGBTQ+ people.

As we look to the future, we remain grounded in that legacy—and committed to never backing down, no matter how great the threat. We will keep showing up at school board meetings, in courtrooms, in Congress, and in communities across California — until every LGBTQ+ person is safe, supported, and free to thrive.

In the face of escalating attacks on the LGBTQ+ community by elected officials at the local, state, and national level, Equality California endorsed 216 pro-equality candidates in the November 2024 General Election - a record number of endorsements for the organization, including 89 out-LGBTQ+ candidates. 78% of Equality California’s endorsed candidates won their elections. While national election results were disappointing, LGBTQ+ representation in California's legislature continued to grow to historic levels, with the California Legislative LGBTQ+ Caucus increasing from 12 to 15 members and total LGBTQ+ representation rising from 10 to 12 percent.

Equality California volunteers spent hundreds of hours knocking on doors and making phone calls in districts across the state. We reached 225,000 members via mail and 62,000 members via text with our endorsements for the General Election. Equality California’s Political Action Committees made over $100,000 in direct candidate contributions, and affiliated or aligned Political Action Committees invested nearly $2 million to support out-LGBTQ+ candidates with independent expenditures.

California joined Colorado and Hawaii in passing ballot initiatives to safeguard marriage equality, with Proposition 3 passing overwhelmingly, even in counties that had supported Prop 8 in 2008—marking a more than 30% shift in voter opinion on marriage equality in just 16 years.

Senate Candidate Forum

After Senator Laphonza Butler—who made history as the first Black out-LGBTQ+ woman to serve in the Senate—announced she would not seek a full term, several congressmembers entered the race to fill the seat.

In partnership with the TransLatin@ Coalition and the Los Angeles LGBT Center, Equality California hosted a candidate forum focused on LGBTQ+ issues, featuring Rep. Adam Schiff, Rep. Barbara Lee, and Rep. Katie Porter. More than 190 local community leaders attended, with hundreds more joining via livestream.

School Board Recalls

The lead up to the 2024 election saw increasing attacks on LGBTQ+ students from extremist school boards who passed forced outing policies of transgender students and banned pride flags. In response, Equality California partnered with organizations like Our Schools USA, California Teachers Association, and California Federation of Teachers to fight back, joining community-led efforts to recall officials pushing these harmful policies. Every anti-LGBTQ+ school board member facing a recall—six in total—was successfully recalled in districts including Orange Unified, Sunol Glen Unified, Woodland Joint Unified, and Temecula Valley Unified. Notably, in Orange Unified, where two incumbents were recalled, we flipped a 4-3 anti-LGBTQ+ majority to a 7-0 pro-LGBTQ+ majority in a single election cycle.

Looking Ahead

As we look ahead to 2025, the Political Team is ready to protect the LGBTQ+ community from attacks by the Trump Administration and Congress. Fortunately, with anti-equality members holding one of the slimmest majorities in history and key California Congressional seats flipped or held by Derek Tran, Dave Min, Adam Gray, and George Whitesides, there is hope for slowing or challenging the more extreme elements of Trump's agenda. As we prepare for the 2026 midterm elections we aim to expand our influence across the state by engaging a broad range of community voices while continuing to support the growing number of LGBTQ+ candidates seeking office.

In the face of growing anti-LGBTQ+ hate and extremism, California continues to be the nationwide leader in safeguarding and advancing civil rights protections for the LGBTQ+ community. In 2024, Governor Gavin Newsom signed a total of 7 Equality California-sponsored bills, including legislation to improve campus climate for LGBTQ+ students in higher education, enhance LGBTQ+ data collection efforts, protect and improve access to PrEP for HIV prevention, and create more inclusive emergency preparedness and response programs. In a major win for LGBTQ+ families, Gov. Newsom signed SB 729 by Sen. Menjivar to expand health insurance coverage for fertility services, including IVF, to roughly 10 million Californians. California also became the first state in the nation to ban dangerous ‘forced outing’ policies with the passage of the SAFETY Act, by Asm. Ward. The SAFETY Act prohibits school districts from adopting forced outing policies and guarantees that LGBTQ+ youth across California can have these important family conversations on their own terms and in ways that strengthen the relationship between parent and child. Lastly, in collaboration with the California Legislative LGBTQ Caucus and our legislative allies, we successfully stopped several bills that threatened the health and safety of LGBTQ+ people, including efforts to ban transgender healthcare for youth and ban books with LGBTQ+ content from school libraries.

Looking Ahead

Trump’s reelection brings tremendous fear and anxiety to LGBTQ+ people and their families in California and across the country. Over the past several years, California has enacted the strongest laws in the nation to help protect LGBTQ+ people and their families from the damaging effects of a second Trump administration. We are grateful to have strong allies in Governor Newsom and Attorney General Bonta who are prepared to defend these laws in court and protect the rights of LGBTQ+ people. Equality California is also working in close coordination with the Legislative LGBTQ Caucus, legislative allies, and partner organizations to enhance existing protections and ensure that California remains a safe haven for the LGBTQ+ community, especially transgender youth and their families. We are preparing a robust 2025 legislative and budget agenda that will defend the progress we’ve made and continue to advance the health and well-being of LGBTQ+ people, including ensuring that transgender people have access to gender-affirming care, protecting LGBTQ+ students and educators from discrimination, supporting LGBTQ+ families, and strengthening protections against a federal government and out-of-state actors that seek to undermine the rights of LGBTQ+, immigrant, and other vulnerable communities.

With the growing national attack against members of our community, especially targeting our TGI siblings, it is ever more vital that we remain steadfast in our protection and support for the lives and futures of our community members. In our continued advocacy to strengthen the health and well-being of all, Equality California remains a great partner to our Legislative LGBTQ Caucus. As I step into my new role as Chair, I look forward to continuing our work to enhance our safeguards and preserve our protections for LGBTQ+ community members across our nation.”

My robust collaboration with Equality California will continue as we gear up for a long battle with the federal administration.”

2024 was an emotional rollercoaster for our LGBTQ+ community. Yet if we momentarily set aside the emotional toll of the November 2024 election, the year’s federal policy outcomes tell a more hopeful story. Equality California’s D.C. office worked closely with the California and Nevada Congressional delegations and allied partners to defeat dozens of anti-LGBTQ+ bills and harmful appropriations riders introduced by extremist House members.

The Biden-Harris Administration delivered meaningful, enduring protections for LGBTQ+ people through executive and regulatory action—including embedding the Bostock decision into the Affordable Care Act and explicitly extending Title IX safeguards to LGBTQ+ students from kindergarten through college. Equality California advocated for these changes through agency comments, coalition work, and direct engagement with the Administration.

Additionally, the Administration’s appointment of more than 220 Senate-confirmed judges—many with strong civil rights records—will leave a lasting legacy in the fight for LGBTQ+ equality across the judiciary.

Still, the outcome of the November 2024 elections foreshadows a more hostile federal environment for at least the next two years. Equality California remains committed and prepared to defend hard-won progress in the face of renewed political threats.

Looking Ahead

Despite mounting threats, Equality California’s D.C. office is prepared to fight back. Over the next two years, we will work tirelessly to block or slow harmful legislation and regulatory rollbacks—and pursue legal action when necessary to defend our rights in court. We’re proud to have unwavering champions in California Senators Alex Padilla and Adam Schiff and Nevada Senators Catherine Cortez Masto and Jacky Rosen, who continue to stand firmly with LGBTQ+ people and other targeted communities. Their partnership will be essential in the fights to come.

Equality California is doing critical work in our state to elevate the priorities and opportunities of the LGBTQIA+ community. Whether it’s through supporting legislation like my PrEP Access and Coverage Act and Equal Access to Justice for Victims of Gun Violence Act, or many other important bills in Congress and the state legislature, their commitment to protecting the lives and freedoms of LGBTQIA+ Californians is steadfast, and I am so grateful to consider them such a strong partner in this fight.”

Silver State Equality

In 2024, Silver State Equality worked tirelessly to elevate the voices of LGBTQ+ Nevadans and their allies. In Northern Nevada, we led the charge against coordinated efforts to ban LGBTQ+ books and shut down Drag Queen Story Hours—defending the right to inclusive expression and visibility. At the same time, we mobilized voters through education and the Get-Out-the-Vote campaign. Additionally, we also proudly endorsed a diverse slate of 45 pro-equality candidates, reinforcing our commitment to advancing LGBTQ+ rights and building long-term political power across the state.

We released a comprehensive report by our LGBTQ+ Student Advisory Council, which presented findings and policy recommendations based on a statewide online survey and listening sessions with LGBTQ+ students. This milestone report shines a light on the lived experiences of queer and transgender youth across Nevada and outlines clear steps toward safer, more affirming schools.

Looking Ahead

Looking ahead, Silver State Equality remains committed to advancing key legislative priorities during the 2025 session and strengthening LGBTQ+ representation in Nevada. Through the Nevada LGBTQ+ Leadership Academy, we will continue building a pipeline of future leaders ready to pursue public office.

Increasing LGBTQ+ Leadership

Equality California continues to build a strong pipeline of LGBTQ+ leaders—from early exposure to policymaking to public office and appointments. In 2024, we celebrated the 15th year of our Comcast Legislative Fellowship, which offers LGBTQ+ and allied college students hands-on experience working with lawmakers in Sacramento. Given that out LGBTQ+ elected officials make up just 0.13% of elected officials nationwide, through our LGBTQ+ Leadership Academy, we provided in-depth training, mentorship, and networking opportunities to dozens of emerging leaders—preparing them for elected and appointed roles. We also supported alumni pursuing appointments to state boards and commissions, working closely with the Governor’s Appointments Office to ensure LGBTQ+ voices are represented in Sacramento. Finally, we hosted our sixth California LGBTQ+ Leadership Summit, convening appointed leaders, elected officials, and advocates to strengthen policy engagement and community leadership.

Looking Forward

In 2025, Equality California will continue building the next generation of LGBTQ+ leaders. The Comcast Legislative Fellowship will welcome a new cohort of undergraduates to Sacramento for hands-on experience advancing pro-equality legislation. The LGBTQ+ Leadership Academy will expand to the Central Valley with a new event in Fresno—bringing leadership development to rural communities and strengthening our statewide pipeline and will launch a Gender Equity LGBTQ+ Leadership Academy in Southern California. Lastly, our California LGBTQ+ Leadership Summit will return as a vital space for LGBTQ+ leaders to strategize, find solidarity, and prepare to counter the anti-LGBTQ+ agenda of the federal administration.

The EQCA Appointments Pipeline has been transformative in advancing LGBTQ+ leadership across California. Through their Leadership Academy, I was introduced to the government appointments process and provided with the tools and support needed to pursue a state leadership role. The EQCA team was with me every step of the way, helping me navigate the process with confidence. Thanks to their guidance, I was appointed to the California Lottery Commission and, more recently, elected as Chair. I am deeply grateful for EQCA’s commitment to elevating LGBTQ+ voices in leadership and for their steadfast encouragement. Safe and Supportive Schools

In recent years, California’s K–12 public schools have become a flashpoint in national debates over LGBTQ+ rights—with local school boards targeting transgender youth, inclusive curriculum, and supportive educators. School board meetings have increasingly become battlegrounds for antiLGBTQ+ activists attempting to roll back hard-fought protections. Yet even amid this climate, Equality California Institute continues to lead efforts to ensure that every student can learn and thrive in a safe, supportive environment.

In 2024, we released the third edition of our Safe and Supportive Schools Report Card, a powerful transparency and advocacy tool that assesses how California’s unified school districts are implementing LGBTQ+ inclusive programs and policies. The report draws on data collected through the Institute’s statewide Safe and Supportive Schools Survey and helps identify both progress and gaps—informing our collaboration with educators, parents, and students to promote best practices like LGBTQ+ affinity clubs and compliance with the FAIR Education Act and California Healthy Youth Act.

As part of this work this year, we continued to partner with the California Department of Education and Los Angeles County Office of Education on PRISM (Providing Relevant Inclusive Support that Matters for LGBTQ+ Students), a statewide LGBTQ+ cultural competency training for public school staff, to ensure school environments are inclusive and affirming for all students.

Looking Ahead

In 2025, Equality California Institute will continue working with district leaders and local stakeholders to improve school climate and expand inclusive practices across California’s K–12 public schools. Using results from the latest Safe and Supportive Schools Report Card, we will engage districts in identifying opportunities for growth and implementing best practices. To support these efforts, we’ll update and relaunch our statewide survey in Fall 2025—ensuring that our data collection remains relevant and responsive to the evolving needs of LGBTQ+ students.

As attacks on LGBTQ+ youth—and the educators who support them—continue, we will deepen our partnerships with labor unions, school staff, and allied organizations to protect LGBTQ+ inclusion in classrooms and workplaces. With the PRISM training program nearing completion, our focus will shift to statewide implementation. We’ll support district representatives with facilitation guides and trainings to ensure the course is effectively delivered—helping build safer, more affirming schools for all.

Fighting Against Hate

Equality California works to combat anti-LGBTQ+ hate through outreach, education, and advocacy. In 2024, our Stop the Hate program—funded by the California Department of Social Services—provided resources and support to LGBTQ+ people and allies facing hate crimes and harassment. Our Stop the Hate Advisory Committee, made up of leaders from six partner organizations, developed policy recommendations to address anti-LGBTQ+ violence, culminating in an annual white paper to guide advocacy. Additionally, our LGBTQ+ Diversity, Equity, and Inclusion training equipped service providers with the tools to deliver affirming care and counter harmful rhetoric—especially against transgender people—ensuring LGBTQ+ communities can access culturally competent support across the state.

In 2025, Equality California will expand its training offerings with the launch of LGBTQ+ 102—an advanced course designed for care providers seeking deeper knowledge on gender identity and affirming practices. The course includes six months of follow-up support and meets growing demand for more comprehensive, culturally competent LGBTQ+ education.

At the same time, our Stop the Hate program will increase accessibility by making resources available in seven of California’s most commonly spoken languages, including Japanese, Khmer, Traditional Chinese, Vietnamese, Korean, and Tagalog. We will continue community outreach, convene with our Advisory Committee, and develop a new legal resource directory to connect LGBTQ+ people with pro bono and low-cost legal services—particularly critical as political threats against our communities intensify.

The Equality California DEI Training Program has been instrumental for our Behavioral Health Department. By deepening our knowledge of LGBTQ+ identities and emphasizing cultural humility, this training has empowered our clinicians and staff to provide more inclusive and affirming mental health and substance use services. This partnership has helped us strengthen trust with our diverse community and reinforce our commitment to equity, inclusion, and belonging.”

Trained over 5,200 providers since the launch of the Stop the Hate program, including 402 service providers in 2024 alone—equipping professionals across sectors with tools to support and protect LGBTQ+ people.

Hosted a statewide convening in partnership with The LGBTQ+ Center of Long Beach, bringing together community organizations to address threats to LGBTQ+ student rights and strengthen local responses to hate and harassment.

The training from Equality California was engaging, informative, and very well received. Our staff commented after that the presenters were helpful and knowledgeable, and several said that they especially appreciated learning more about intersex people and their needs. And 96% of the participants rated the training as overall great or outstanding! Our work with Equality California’s Stop the Hate advisory panel has given PFLAG Fresno the tools necessary to develop local programming which addresses the biases and ignorance that directly contribute to acts of discrimination and hate. Addressing LGBTQ+ Health & Wellbeing

Equality California is committed to advancing the health and wellbeing of LGBTQ+ people— particularly in areas where our communities face persistent disparities, including HIV care, substance use, and access to culturally competent services. Our Nosotros VIHviendo program focuses on reducing HIV-related stigma and improving access to care for Latino gay, bisexual, queer, nonbinary, and transgender men. In 2024, the program used art, storytelling, and grassroots outreach to build community power, promote prevention tools like PrEP and PEP, and strengthen connections to care.

Through our Real Impact media campaign, we’ve worked to address the opioid and substance use crisis, which affects LGBTQ+ adults at disproportionately high rates. In response to the lack of affirming support services, we launched a new harm reduction hub on the Equality California Health Resource Center—offering information on overdose prevention, treatment options, and recovery tools tailored for LGBTQ+ people. These efforts reflect a holistic, community-centered approach to LGBTQ+ health—confronting stigma, closing care gaps, and building long-term support.

Looking Ahead

As we move into 2025, Equality California Institute remains committed to advancing LGBTQ+ health through sustainable, community-driven initiatives. While Nosotros VIHviendo concluded its third year, we are actively pursuing new funding to continue supporting grassroots efforts that reduce HIV stigma and improve access to care for Latino gay, queer, nonbinary, and transgender men. Although The Real Impact campaign formally ended in 2024, we will maintain and update our Health Resource Center’s harm reduction database—ensuring LGBTQ+ people can continue to access affirming resources for substance use and recovery.

In 2025, we will build on this foundation through our newly launched LGBTQ+ Health Equity Initiative, funded by the California Department of Public Health. With seven programs focused on mental health, youth support, affirming care, and intimate partner violence counseling, our statewide subcontractors will continue outreach and data collection that inform future priorities and shape lasting, equitable healthcare solutions.

With the Trump administration threatening deep cuts to federal HIV prevention and treatment programs, our work has never been more urgent. We will continue to advocate for funding, protect vulnerable programs, and ensure LGBTQ+ communities remain supported, informed, and connected to care, no matter the political climate.

Accomplishments

Fresno Spectrum Center and ENCUERADOS released powerful documentaries sharing the real-life stories of people impacted by HIV, substance use, mental health challenges, and stigma, centering Latino leather and undocumented transgender communities.

The Real Impact campaign reached over 359,000 people via streaming platforms and social media, raising awareness on substance use and harm reduction.

Email education efforts reached 113,000+ recipients, distributing critical resources on LGBTQ+ health and wellbeing.

Men’s Health Foundation unveiled a community mural in South LA on Latino HIV/AIDS Awareness Day, using art therapy to combat HIV stigma and celebrate Black and Latino resilience.

Reached 33,000 users through our Opioid and Substance Use webpage on the Health Resource Center.

Alianza Translatinx hosted a transgender beauty pageant that honored undocumented Latina trans women and educated 300+ attendees on HIV prevention and health equity.

Partnering with Equality California through the Nosotros VIHviendo program has been crucial for Alianza Translatinx, the only Trans-led organization in Orange County. Equality California's support has been essential in strengthening and fostering leadership within the Transgender, Gender Diverse, or Intersex (TGI) community, especially for those living with HIV. This partnership has allowed us to continue our critical work, ensuring we can support and empower those who need it most.”

Being part of the Nosotros VIHviendo program this past year has been an amazing experience. The grant allowed us to finish our film, the workshops served as great resources and tools for us to properly portray LGBTQ+ experiences in areas such as HIV/AIDS. The Program also allowed us to grow our network for future partnerships with other Latino LGBTQ+ organizations in California.”

Out Against Big Tobacco

In 2024, Out Against Big Tobacco Central Valley (OABT-CV) strengthened its fight against the tobacco industry's targeting of LGBTQ+ communities by expanding advocacy, outreach, and education efforts. The team had a strong presence at Pride events across California, promoting smoke-free spaces and raising awareness about the health harms of tobacco use. OABT-CV deepened its grassroots impact in the Central Valley by supporting local partners through subgrants, sponsorships, and community collaborations. By centering LGBTQ+ voices and prioritizing health equity, the program continues to build toward a tobacco-free future for all.

Looking Ahead

In the final six months of the OABT-CV grant, the team will lead a strategic transition to evolve the coalition into a long-term, LGBTQ+-focused initiative rooted in Fresno. This effort will ensure the work continues beyond the life of the grant—building a sustainable, community-driven coalition that addresses the ongoing tobacco health needs and priorities of LGBTQ+ people in the Central Valley.

Serving as a Trusted Messenger

In partnership with the California Governor’s Office of Emergency Services (Cal OES), Equality California Institute led targeted outreach to prepare LGBTQ+ communities for natural disasters. Through Pride events, community activations, and digital engagement, we shared lifesaving information on disaster preparedness, response, and recovery—ensuring LGBTQ+ people are equipped to lead and protect themselves and their loved ones in times of crisis.

In 2024, we also partnered with the Governor’s Office of Community Partnerships and Strategic Communications (OCPSC) to raise awareness on critical statewide issues, including extreme heat safety, water conservation, tax preparation for undocumented workers, and youth mental health— ensuring trusted, culturally competent messaging reached the communities most affected.

Looking Ahead

Our emergency preparedness program will continue through early 2025 with a focus on LGBTQ+ college students. By bringing resources, supplies, and training directly to campuses, we aim to equip students with the tools they need to navigate crises and build community resilience.

Meanwhile, the Trusted Messenger program enters its final year, with extended support from OCPSC through June 2025. As we celebrate the impact of this work, Equality California Institute is actively seeking new funding to sustain and expand these efforts—ensuring LGBTQ+ communities continue to receive culturally competent, community-driven public health outreach across California.
