The Pacific Alliance Education for Employment (EFE) Program is funded by the Government of Canada (Global Affairs Canada) through a contribution of 16 million Canadian dollars. It is carried out by Colleges and Institutes Canada (CICan), the national, voluntary membership organization representing publicly supported colleges, institutes, cegeps and polytechnics in Canada and internationally. The Program has regional scope and is of a 6-year duration (from July 2016 to September 2022).

Background

The Pacific Alliance Sustainable Development and Skills for Employment in the Extractive Sector Program (referred to as the Pacific Alliance Education for Employment Program, PA-EFE) seeks to increase socioeconomic opportunities for women and men in a sustainable and inclusive extractive sector within the Pacific Alliance (PA) countries. The program is funded by the Government of Canada through Global Affairs Canada and was presented to the PA during the Ministerial Dialogue between the PA and the Observer Countries, within the framework of the meetings associated with the XI Summit of the PA (July 1st, 2016).

The Program recognizes two fundamental pillars for its development. The first pillar is the establishment of institutional partnerships between CICan member institutes of higher education and Technical and vocational education and training (TVET) institutions in the four PA countries.

The main objective of these partnerships is to improve the quality and diversification of the training supply. The final beneficiaries of this institutional support are young people, men and women in the communities and the training centres in the regions, as well as indigenous communities where companies in the extractive sector operate, all of whom need to develop skills demanded by the labour market and will have access to training processes in the technical training institutions participating in the Program.

The second pillar of the Program focuses on supporting good governance of the extractive sector by establishing opportunities to exchange experiences and strengthen the capacity of actors from the public, private and civil society sectors related to the extractive sector in the four countries, through the strengthening of regional dialogue and the exchange of best practices.

One of the results of the Program has been the development of a series of five thematic forums, whose objectives include opening spaces for regional dialogue between the countries of the Pacific Alliance and Canada, and strengthening the capacity of national and regional actors to face priority challenges in certain areas of the extractive sector, such as gender equality, technical training, environmental sustainability and the articulation of training supply with labour market demand, among others.

The first three of the Program’s thematic forums—the Forum on Gender Equality in the Extractive Sector and the Forum on Indigenous Communities, Education for Employment and Relations with the Extractive Sector (both held in 2019), and the Intersectoral Forum on Technical and Vocational Education and Training: Best Practices and Policies from the Pacific Alliance and Canada (held in 2020), were all successful events. Challenges and best practices for government-level policies were identified, as well as joint recommendations and conclusions on possible next steps for these specific themes were summarized in the above published reports.

According to the United Nations Food and Agriculture Organization (FAO), Sustainable Development Goal #7, which deals with ensuring environmental sustainability, basic natural resources and ecosystems should be managed sustainably in order to meet the population’s demand for food and other environmental, social, and economic needs. Climate change, increasing water scarcity, and conflicts around access to resources are challenges to environmental sustainability and food security. In order to meet this goal, countries need to work together to foster their capacity to integrate environmental aspects into their development plans and strategies, sustainably manage and use natural resources, ensure that these are used to promote economic recovery and livelihoods, and effectively direct policies towards reducing poverty and providing social protection to those that need it.

Accordingly, the Pacific Alliance’s has the objective of creating, in a participative and consensusbased manner, an area of integration to progressively advance towards the free movement of goods, services, capital and people; drive further growth, development and competitiveness of the economies its member countries, aiming to improve wellbeing, address socioeconomic inequality and promote social inclusion; and finally transforming into a platform of political articulation, of economic and commercial integration, with global outreach, with emphasis in the Asian Pacific region.

The Presidential Declaration of the Pacific Alliance about the Sustainable Management of Plastics reaffirms the commitment of the four countries to accomplish the United Nations Sustainable Development Goals 2030 Agenda, by eliminating, as soon as possible, single use plastics and focusing on waste management.

Before the Presidential mandate of July 1st 2016 that created the Environment and Green Growth Technical Group (GTMACV, by its acronym in Spanish), the Ministries of the Environment of the PA countries signed onto a declaration that outlined an interest in creating a working group inside the Pacific Alliance por the development and implementation of an agenda that promotes sustainability in the PA and to guides its actions towards green growth, taking into account the characteristics and specific realities of each country. This will be based on the following approaches1: 1. Identify barriers and opportunities between the public and private sectors to advance towards green growth.

2. Engage in dialogue and define joint actions to promote and drive the development and implementation of environmental commitments.

3. Develop cooperation efforts between governments and the private sector.

4. Develop a platform to coordinate and promote a common environmental agenda that addresses shared environmental priorities and contributes to the implementation of the SDGs in the framework of the 2030 Agenda, advancing in information systems, measurement, and indicators.

The Pacific Alliance member countries have expressed their objective of continuing to promote sustainable and inclusive development in the region, contributing to the fulfilment of Agenda 2030 for Sustainable Development and its goals, in line with the PA’s Strategic Vision for 2030.

Accordingly, the ministries of environment, in coordination with other government agencies as well as in coordination with the private sector and the PA’s Technical Groups on Innovation and Cooperation, with the support of the Inter-American Development Bank (IDB), developed the Roadmap to Sustainable Management of Plastics, which defines a set of actions for identifying concrete initiatives to move towards the sustainable management of plastics in the PA countries.

The extraction of natural resources is responsible for supplying the necessary raw materials for production processes. As is the case in the oil industry, where an important part of its extraction is dedicated to the production of plastics which are used in the extractive industries such as mining. Where plastic is ideal for mining equipment due to their wear resistance, impact resistance, and thermal mitigation properties. Plastic is also used in some stages of production, mineral extraction, cleaning, and transportation.

Being an important source of generation of plastic waste, therefore, the Roadmap towards a Sustainable Management of Plastics aims to identify concrete actions that allow progress towards a sustainable management of plastics (and therefore in the industries its used in) in the countries that make up the Pacific Alliance.

Now, in this 5th year of implementation of the PA-EFE Program and in order to support our PA member country partners reach their sustainable development and green growth objectives, we are working collaboratively to co-develop the Program’s 4th thematic forum on Environmental Sustainability: Intersectoral Forum on Environmental Sustainability in the Extractive Sector: Best Practices and Policies from the Pacific Alliance and Canada, within the framework of the above mentioned international and PA contextual objectives and priorities, as well within the framework of the PA-EFE Program’s own objectives.

For the co-organization and co-planning of this Forum, in May 2021, an Organizing Committee was set up , made up of representatives of the Pacific Alliance Technical Groups on The Environment and Green Growth (GTMACV, by its acronym in Spanish) and Education (GTE, by its acronym in Spanish),including specialists delegated directly by the relevant ministerial areas such as higher technical education, water, mining and energy as determined by each country, as well as some representatives of the National Coordinators of the Pacific Alliance (who represent their respective Ministries of Foreign Affairs, Commerce and Economy) and CICan. All the decisions around the design, approach, methodology, and selection of panellists has been worked on jointly and collaboratively, in order to ensure alignment and to directly address the PA’s current and future priorities around environmental sustainability.

The purpose of the Forum is to exchange environmental best practices, policies, and guidelines for the extractive sector and to share knowledge and experiences among the four PA countries and Canada, in order to achieve a dynamic and enriching regional dialogue among the participant delegations. Its other objective is to strengthen the capacities of PA national and regional stakeholders to accompany the development and implementation of environmental policies and best practices in the extractive sector. In the case of Canadian Colleges and Institutes, it will be an opportunity for them to share and showcase best practices and experiences from Canada, at a TVET level, related to how they are addressing environmental sustainability in the extractive sector (mining, oil and gas, and renewable energies).

It is also an opportunity for an intersectoral or tripartite dialogue (among actors from the public sector, private sector, and civil society), in order to: • Identify challenges and priorities for environmental sustainability.

• Reflect on environmental best practices in the PA. • Identify environmental best practices, policies, and guidelines in the PA and formulate suggestions or recommendations for successful implementation and risk management.

• Identify key environmental sustainability actors, involved in the extractive sector, that will help contribute to the foundation of a sustainable dialogue for the Program’s future planned activities.

General Profile of Forum Participants/Beneficiaries The Forum will bring together representatives of the public sector, the private/productive sector and civil society from the four PA countries and Canada. The beneficiaries of the thematic forums fall into the following diverse categories of participants (listed below). Additionally, since this forum will be a virtual event and registration is open (and free of charge)1, participants may be more diverse.

We have welcomed and encouraged Program partners to share their invitation through their respective professional networks, thus creating indirect beneficiaries. The minimum attendance goal is 200 people in total, but we hope to achieve much larger participation due to the virtual and open nature of the Forum.

Justification - Themes Selected Through a fully participative process carried out via brainstorming session and several meetings of the Organizing Committee, the following themes were prioritized for this Environmental Sustainability Forum. Its important to underline that these themes of interest are not the only ones of interest to the PA countries but rather represent the current and future priorities of the governments of the PA countries, as identified by the Organizing Committee (whilst avoiding duplication of other themes addressed in the previous 3 PA-EFE thematic forums).

The sub-themes of interest have been grouped underneath three larger themes, that will be addressed in three panels, and which are presented directly below in a summarized manner:

There have been cases of mining companies’ extensive use of water, such that clean water no longer reaches communities and ecosystems and tourism activities have been affected.

Because of the impacts of the extractive sector on local communities and the environment, it is essential that information be shared publicly and that prior consultation take place with rural and Indigenous communities, representatives of agricultural groups, environmental civil society groups, and representatives of the mining industry.

A.4

Planning for investments and activities for the reduction of ecological footprint Ideas Oversight, monitoring, and safety of tailings dams, which represent a risk both to the population and to the environment.

Poorly managed mining can have a significant impact on the environment, as has been shown in disasters caused by tailings dam spills all around the world. In light of this, it is a challenge to carry on this activity while ensuring the sustainability of the surrounding area; this requires a real diagnosis of the maintenance status and operation of these facilities, as well as an exchange of best practices.

Challenges in the recirculation and use of sea water for the sustainable management of water in the mining industry.

The water issue caused by global warming and climate change highlights the importance of reformulating management processes for the use of water in the mining sector, tipping the scale towards sustainable management. Because of this, it is useful to share experiences and best practices developed by the mining industry in the four countries in order to move towards the sustainable management of water, in terms of the use of desalination plants to produce fresh water from sea water, the implementation of technologies that enable more efficient use of water in processes, and innovations that increase recirculation rates inside plants.

Environmental impact and monitoring of environmental impact according to the type of extractive operation.

Restoration of natural areas impacted by extractive sector activities and regulatory frameworks.

Justifications

In each stage of the mining extractive process, it is important to closely and timely monitor the environmental impacts, in order to minimize them as much as possible. The better we can measure environmental impact, the better equipped we can be to assess and pursue sustainable development opportunities.

There are many examples of extractive sector companies that have also undertaken restoration processes. However, there are also many cases where protected natural areas have been affected, where companies have not assumed responsibility. It is important to share best practices in restoration so that extractive sector projects include environmental compensation.

SDG #4 includes target 4.7, which deals with global education for sustainable development.

It should be noted that both Colombia and Peru are countries with rich biodiversity, that include areas of the Amazon rainforest, making training on this topic internationally significant in light of the pressing climate change challenges.

Forty-eight Mexican technological universities and polytechnics have adopted this system to train competent professionals and environmentally responsible citizens.

Justifications Canada and Chile already have experiences in terms of collaboration in trade, environment, democracy, human rights, and other areas, including gender equity. Therefore, we hope to continue to strengthen connections within these themes, especially considering Canada’s experiences in strategies for promoting gender equity. Chile’s Ministry of Energy, through the Energy + Women Program, has begun to map out the path towards gender equity in Chile’s energy sector, through the implementation of a public-private plan in which numerous companies from the sector participate voluntarily. Within this framework, a diagnostic study was undertaken on the gaps in the sector, identifying items such as barriers to access to employment and education, in order to accelerate the process.

In addition, participant companies in the Energy + Women Program have started implementing their first initiatives and have had their first successful experiences in bringing women into the sector, but there is a notable lack of a management model that would help to systematize and multiply these actions within the entire extractive sector. This is especially necessary considering that in order to meet the challenges of the energy transition, we need to make use of all available

Mining activities are necessary for many in urban settings, bringing about technological advances and addressing the current challenges is essential to accomplish a successful energy sector transition and towards developing more sustainable economies.

Priority for the Extractive Activities Coordination Unit.

The Fourth Industrial Revolution is changing how we produce and trade. The mining sector is accustomed to facing major changes that bring big challenges but also opportunities for the sector. Among the benefits the sector can gain from advances in automation is increased efficiency of processes, substantial improvements in levels of workplace safety, and significant reductions in environmental effects on the areas around the operations. However, to leverage these opportunities, we need to overcome the challenge of creating an organizational culture that incorporates automation as a key aspect of the processes and advance in the development of human capital for greater specialization of workers.

Sustainable Management of Plastics: Circular Economy

Ideas Justifications Action area #4 of the PA Roadmap of the Technical Group Sustainable Management of on Environment and Green Growth (Spanish acronym: Plastics GTMACV) In addition to addressing the environmental sustainability policies and interests of the PA countries, all proposed topics align with the framework and objectives of the Pacific Alliance Employment for Education Program (PA-EFE), which recognizes the importance of the inclusion and training of people as the foundation for development. In accordance with the UN’s Sustainable Development Goals (SDGs), the PA member countries and Canada are all committed to implementing policies, programs, and strategies that aim at improving people’s lives, eradicating poverty, and caring for the Planet. Among the 17 SDGs, a few of them are closely related to the PA-EFE Program and this fourth Forum, in particular SDG #7, which aims at ensuring environmental sustainability, specifies that basic natural resources and ecosystems should be managed sustainably in order to meet the population’s demand for food and other environmental, social, and economic needs.

In addition, the presentations and small group discussions that will take throughout the Forum, will help highlight the challenges and contributions of these principles of diversity, inclusion, quality, and gender equality, providing for a rich analysis and international dialogue.

Format The Forum will be reflective, formative, and participatory in nature. The Forum will be organized via four webinar sessions (on October 28th and November 4th, 11th, and 18th, 2021): the first three sessions will consist of international panels made up of experts and high-level officials from Chile, Colombia, Mexico, Peru, and Canada, as well presenters from international organizations, who will cover the subthemes that were identified as priority issues. Simultaneous interpretation/translation services will be provided throughout the event (English, French, Spanish) and there will be opportunities to ask questions. The fourth session will be interactive and participatory in nature, where there will be two opportunities to work in small groups (by topic of interest and by country), making the forum more dynamic.

The results of the discussions will be recorded and systematized as part of the event’s final summary report that will be written and published after the forum concludes, and that will be used as input for future discussions and activities between the participating actors and institutions in the PA countries and Canada.
