THE MAYOR’s view

Barbara Scruton Town Mayor

I can’t tell you how pleased I am to have been elected Town Mayor by my fellow Town Councillors for 2014. It promises to be an exciting year Summer events begin on 6th July with the Town Show, quickly followed on 7th July by the visit to the Town of the Tour de France, the biggest spectator event in the world and Epping will be featured strongly with a sprint section reaching its climax here in the HIgh Street. It promises to put the town into the national and international spotlight and I am looking forward to it with great anticipation.

2014 will also be a year where the Town Council has a number of projects which will hopefully add interest to and enhance the Town and hopefully attract more visitors. We have launched a blue plaque scheme to celebrate significant people and places who have lived in the town and helped to shape it and we will be undertaking projects to provide more tourist information for visitors arriving by train or car. We are developing plans to replace the Jack Silley Pavilion to pro-

vide some much needed high quality community spaces with parking (something that is sorely lacking at present) and to improve the football facilities for the town’s clubs. We will be investing in the Ivy Chimneys play area to help improve the play facilities and improve access to the school as well. At Christmas time we will be lighting up the town with new and improved lights that we hope will encourage more people to come into the town for their shopping and celebrations this year and of course we will be putting on the Epping Christmas Market. On a more serious note, the Town Council will be leading the fight to preserve our green spaces and our green belt when the new local plan is announced later this year. We have already made an application under the Commons Act to try and safeguard land at Stonards Hill for future generations by registering it as a village green and you can be assured we will be fully engaged in the local plan process to ensure that any future development in Epping does not take away the market town feel that we all love. Last but by no means least I am looking forward to the opportunity I will have as Mayor to get involved with our local organisations, socities and charities.

BLUE PLAQUE SCHEME TO BE LAUNCHED IN EPPING

The Town Council is introducing a Blue Plaque Scheme in the Town to recognise important people who have lived here in Epping over the centuries and important places and events in the Town’s history. At present there are only two blue plaques in the Town, one dedicated to Lucien Pissarro, painter and lithographer, who lived at 44 Hemnall Street (who we covered in the last Talk About Epping) and the other to Henry Doubleday, naturalist, in Buttercross Lane.

Initially, the Council is hoping to provide memorial plaques for Sir William Addison, a prolific writer of local history and a former Chairman of the Magistrates’ Association who lived in Ravensmere until his death in 1992 and to replace the plaque in Epping High Street dedicated to former

Prime Minister and Town MP Winston Churchill with a blue plaque. We would like to receive nominations from residents about who or where from the Town’s past should be recognised with a blue plaque. The criteria are detailed below.

not be considered for the commemoration of individuals unless more than 20 years has elapsed since their passing. Please consult the Town Council’s website for more details about how to register a nomination for a blue plaque

DEREK WHITBREAD AWARDED EPPING TOWNSPERSON OF THE YEAR 2014

AT April’s Mayor’s Reception, Derek Whitbread was awarded the Townsperson of the Year Award for his long service to the Town as a retained firefighter based at Epping Fire Station.

Mr Whitbread joined the Fire Service in 1975, attaining the rank of Sub Officer in 2000, a post he has held ever since.

CLUB BOWLED OVER WITH NEW CHANGING ROOMS

He is currently one of the longest serving officers in the whole County and the announcement of the award by Town Mayor Will Breare-Hall was greeted with enthusiasm by the assembled audience representing Epping’s Community Organisations.

On 12th April, Town Mayor Will Breare-Hall officially opened Epping Bowls Club's new Ladies Changing Room. Grants from Epping Town Council and Grange Farm Trust made it possible to replace the old, rotting Changing Rooms. The plaque on the wall notes this.

Members of the club dismantled the old building and insulated and finished the new one. They have re-cycled the good wood to make an additional storage shed for club equipment. Needless to say, the ladies are delighted with their new changing room and are arranging a lunch for those who did all the work!

TOWN MAYOR PRESENTS CHEQUE TO ST CLARE HOSPICE A cheque for £1,482 has been presented by outgoing Epping mayor Will Breare-Hall to St Clare Hospice. The money, from Fund for 2013-14, was presented to the Hospice’s community fundraiser James Barber at the Annual Town Council meeting.

Mr Breare-Hall said: "St Clare Hospice does so much good work in the town and district.

ABOUT OUR COVER ART

The Cover for this month’s edition of Talk About Epping is by Dutch artist Rob Ijbema.

Rob works in acrylic paint on paper and his vibrant images capture the speed and excitement of his subjects brilliantly. He is perhaps best known for his paintings of racing cars and motor racing, but has produced a whole series of work covering the Tour de France Stage by Stage over several years. Our cover picture shows Mark Cavendish powering to a sprint finish in 2011. We may be fortunate enough to see something similar on July 7th.

EPPING Cricket Club are preparing to embark on their 149th season with a new management team and a colts revival expected to improve their chances of onfield success this summer.

The Lower Bury Lane club, which was founded in 1865, has traditionally suffered from being the poor relation of other richer clubs in the area.

However, few clubs can boast the picturesque scenery and rural feel of its location despite being tucked away at the back of Epping High Street on Copped Hall land.

The club’s rich traditions, friendly family atmosphere and attention to bringing on young talent are among the reasons why hundreds of cricketers and their families have been attracted to it over the years.

The club has consistently backed its youth policy with many colts going on

to play for the first team.

In recent years the club has invested heavily in its colts set up with a number of qualified coaches passing on their cricketing skills and love of the game to local youngsters.

For the 2014 season the club has appointed a new chairman Dhiru Gadhvi to follow up on the amazing work of his predecessor John Brades whose fundraising exploits enabled the club to renovate its period changing rooms building and revamp its groundwork

equipment.

Alongside him are club stalwart John Sangar as secretary, Pete Simpson as treasurer and grounds manager Dan Sly, who has dramatically improved the playing

facilities in recent years.

Taking over as Saturday first team captain is Rakesh Bagga with Manni Bawa captaining the 2nds and Graham Preston the 3rds.

The club is always on the look out for new players young and old to fill its three Saturday teams playing in the Shepherd Neame Essex League and its series of enthusiastic colts sides.

For those who prefer social cricket, Epping provide one of the few sides in the area now regularly turning out on Sundays.

The club’s first game of the season was a friendly at Hockerill on Saturday April 19 with the first team taking on high-flying Woodford Wells in the Essex League Cup at Lower Bury Lane a week later.

The the club’s three Saturday league sides began their campaigns on May 10.

The sides who play at Lower Bury Lane ground are also likely to enjoy the club’s legendary teas which are constantly voted among the best in Essex.

The photograph above was taken to mark the opening of the ‘new’ Pavilion at Epping Cricket Club in 1896. The Pavilion is still standing, albeit with some modification and remains in use to this day. The picture itself is almost a who’s who of Victorian Epping. Reverend Buckmaster, who paid for its construction, was a very wealthy man, coming from a family that had made its fortune in Mayfair as tailors and was one of only

seven companies authorised to make military uniforms in the country. This must have been a very lucrative business at the height of the British Empire.

There was even a regiment nicknamed ‘Buckmaster’s Light Infantry’ (officially the 3rd West India Regiment) named so because the company distributed uniforms to Officers without official approval. He is more well known perhaps for funding the construction of the ‘new’ (i.e. present

day) St John’s Church, though he did not live to see it’s completion. Dr Hurford in the front row was not just Epping’s GP (and the Medical Officer of the Union Workhouse), he was also the first Chairman of Epping Urban District Council from 1896-1901. He may have been present in his official capacity as Chairman of the Council but he was involved with the Cricket Club as articles in the West Essex Gazette from the period mention

him as Vice Chairman of the Club. To his left, A E Piper was also Chairmen of the Urban District Council in 1920.

Continuing along the front row we find A Sworder the auctioneer, whose business continues to this day.

There is still a Cable building firm based in Epping at Bell Common. It is not known whether the “A Cable” pictured between his brothers in this photograph, was the “A J Cable” who served as an artilleryman in the First

World War and was killed in action on the Western Front in August 1918 (commemorated on Epping War Memorial) or was the “A J Cable” who was three times Chairman of the Epping Urban District, in 1919, 1923 and then from 19391943. This Cable was the Chairman at the time HM S/M Sickle was adopted

by Epping and would have recieved the Admiralty Plaque that the Town Council is the custodian of to this day.

After a well attended public consultation meeting in May with adult residents and a comprehensive consultation of the children of Ivy Chimneys School by the year 5 students, we are now collating all the feedback received to prepare a scheme for consideration by Council in June.

The Town Council would like to thank everybody who has engaged with the exercise, particularly the students, who really took the bull by the horns and examined in detail what could be delivered within the budget

The Epping Society held a successful Annual General Meeting in Epping Hall on 3 March attended by over 40 members to elect a new committee and to hear Tony O'Connor from Epping Forest District Museum talk about

gave us a detailed description of the design considerations and showed how spaces are used.

The Society continues to exhibit at local open days, most recently at Copped Hall where we were pleased to discuss current threats and opportunities in the district with members and non-members alike. We learned from visitors from other towns that the risks from inappropriate development to our com-

munity are similar to those faced elsewhere. We will exhibit at the Epping Town Show on Sunday 6 July and Epping Festival on Saturday 29 July. Our next Open Meeting for members and nonmembers will be at Epping Hall on Monday 29 September at 7.30 pm when the Local Plan will be the main topic. We hope by then EFDC preferred development options will be available.

CONTINENTAL MARKET SATURDAY JULY 12th

The Town Council is pleased to announce that on the Saturday after the Tour de France, we will continue the Summer’s French theme by hosting a Continental Market in the HIgh Street.

The market is being hosted in partnership with Savoir-Faire Markets, and will be a great chance to sample and enjoy specialist delicatessan food like handmade sweets, italian meats, olives, cheese and many more.

Le Tour de France in Epping There can surely be nobody who is still unaware that the Tour de France is coming to Essex on July 7th.

The County and District Councils have provided leaflets and newsletters to every home detailing the route, the timings, the disruption, the expected crowds. Not to be outdone, we have looked at all the information available and picked out the information that relates specifically to Epping to try and give residents a clearer idea of what it will be like here in the Town.

Race Information

- The race will enter the Town from North Weald, passing down the Plain, Palmers Hill and the High Street and leaving the Town via the HIgh Rd en route to London.

- The expected arrival time of the race itself in Epping is around 2.30 -2.45pm - The caravan will arrive up to an hour earlier with sponsors floats and entertainment.

- Several hundred support vehicles will follow behind the cyclists themselves.

- There is a minisprint stage which will have its finish line outside Barclays/ Costa.

Road Closures

There will be massive disruption on the day of the race on the road network. The

route through Epping will be closed from 9.00 am to vehicular traffic.

It will not re-open until around 5 pm. It will be possible to cross the HIgh Street on foot at the existing pedestrian crossings until shortly before the caravan arrives. Palmers Hill will not have barriers beside the Town Greens so pedestrians will be able to cross there freely until just before the caravan arrives.

Other roads in the Town will be open, with barriers only at the junctions themselves.

There will be marshals at all the junctions.

Toilet Facilities

There will be around 20 portable toilets provided in the Town, a large block near the existing toilets in the Cottis Lane Car Park and a smaller block on the

other side of the High Street near Grove Lane.

First Aid

St John’s Ambulance will be providing first aid support in the Town.

There will be two medical treatment facilities provided, one on the forecourt of the Duke of Wellington and one on the access road behind the High Street outside the EFDC depot (opposite Station Rd). Ambulances will be stationed in St Johns Rd and Clarkes Lane.

Disabilty Viewing Areas

Two areas have been arranged specifically for disabled residents to view the race, outside the Fire Station and on Grove Lane. Space is limited and residents should contact Peter

Charman at the District Council to book places. He can be contacted at PCharman@eppingforestdc.gov.uk Parking

Additional Car Parking will be available on the day at Shaftesbury Farm, Lindsey Street, Thornwood Rd and St Johns School Crowds

The organisers have anticipated that there are likely to be up to 20,000 people in Epping to watch the race, with as many as 6,000 of these expected in the market area alone. The event is massive so please plan ahead and arrive in plenty of time to avoid disappointment.

HM S/M Sickle - Epping and Harlow’s WW2 Submarine Andy Hall, Exhibitions Officer for the Epping Forest District Museum, tells us what inspired him to re-

search and develop an exhibition about the Sickle, what fascinating stories have emerged about the people associated with the boat and explains why Wednesday 18 June 2014 is a very important day.

When did you first find out about the Sickle?

In 2005 the Epping Forest District Museum, based in Waltham Abbey, had an exhibition called “Keep Smiling Through”. The displays were part of a nationwide scheme to commemorate 60 years from the end of the Second World War. There was an information panel about the

Sickle and we also decided to recreate a small section of a submarine as an interactive display.

Why did your interest continue with the Sickle?

At the time we did not have a photo of the boat so I started to look on the internet. This was not successful so I looked at the information panel and aside from technical facts I knew the name of her Commanding Officer and the shipyard where she was built.

What happened next?

Well, I discovered that the Commanding Officer was related to Eric Drummond, the 16th

Earl of Perth. On the off chance that the family may have photos or information I wrote a letter to the 17th Earl at the family estate in Scotland. In the meantime I discovered that documents from Cammell Laird shipyard from WW2 had been transferred to the Wirral Archives in Liverpool. I spoke to Ernie Riffler at the archive and he told me that every vessel built by the yard would have at least two photos taken (port and starboard) and there were two images of the Sickle in the archive.

Job done, I thought.

Did you hear from the Earl of Perth?

Yes, after a short time a package arrived for me from Viscount Strathallan (the Earl’s son).

The package contained a folder of transcribed letters from James Ralph Drummond (the Sickle’s C.O.) to his mother and other relatives. He had followed his father into the Royal Navy a few years before the start of WW2 and he wrote of his experiences from all of his time at sea.

Was there any particular story that interested you?

There was one that made me think that it could possibly lead to something else maybe even an exhibition. In

June 1943, Drummond had fired two torpedos at a target, they missed and exploded at the base of the cliffs below the Monte Carlo Casino. The Casino was damaged. Drummond earned the title of “The man that broke the Bank at Monte Carlo” by his superior Officers. It even made the front pages of several national wartime newspapers.

Once you decided to produce an exhibition about the Sickle, what where your next steps?

The Sickle was lost with all hands on 18 June 1944. There were 50 men onboard and each man, their families and all the other people associated with the Sickle had a story to tell. At this stage I thought it would be good to have a few stories to tell but as the project grew so did the amount of stories.

How were Epping and Harlow involved in the Sickle’s story?

During WW2 the area was not the same as it is today, Harlow was

not a large town as it is now in fact Epping was much the larger of the two. Together with other surrounding towns and villages they formed the “Epping and Harlow District”. The people of the district were encouraged by the Government to support the war effort by communally donating time and or resources.

What was warship week?

In 1942 the Government decided to concentrate their efforts that year toward the Royal Navy. Communities across the country were encouraged to raise money to buy Government War Bonds.

Each type of vessel was given a monetary target for example a submarine was £175,000. The Epping and Harlow district decided to set their fundraising target at £120,000, which was the equivalent to a corvette.

What kind of things did the people do to raise funds?

There were boxing

matches, whist drives, children’s party, collections, personal and business contributions.

Even the district’s children helped to fundraise with events at school for example North Weald School had an essay and handwriting competition for the pupils. It was a community effort.

Epping and Harlow District did so well at fund raising that they passed the original target set for a corvette and instead opted to support a submarine.

By the end of Warship Week even that target was passed. The final total raised being £176,389 13s(shillings) 4d(pence).

Did the community effort stop then?

No, once the Admiralty told the District that submarine P224 Sickle was their adopted vessel the people sent letters and parcels to the crew. If any of the older residents of the area read this and happen to have a letter from a member of the crew I would love to see it or if anyone remembers taking part in warship

week I would like to hear from you.

Did you do all the research yourself?

What became the “Onward and Upward” exhibition about the Sickle was very much a team effort. The staff of the Museum assisted to produce the displays but it could never have happened without other individuals and organisations. John Duffell, Local historian and secretary of the Royal British Legion Epping branch assisted with both the 2005 and

2008 exhibitions. The staff of the Royal Navy Submarine Museum in Gosport were very supportive throughout the project. They serve very good chips in their café so it’s well worth a visit if you are in the area!

Were you successful in finding other personal stories?

I would like to be able to say that I have a face and a story to every member of the Sickle’s crew, but unfortunately that is not the case and due to other work commitments I have never been able to concentrate my efforts solely to this. I haven’t given up yet so one day maybe it could happen. I have found some stories from men who served on the Sickle at some point but were not on the last fateful voyage. Most of them, I am afraid to say are now dead, were able to record their experiences after the war for prosperity.

Do you ever regret starting such a project?

Certainly not. I am happy to have had the opportunity to work on this project. It’s fantastic when you meet relatives of the crew, to see their photos and hear their stories. Each new story adds another piece to the story. I am passionate about the Sickle and look forward to any new scrap of information or new photo never seen before.

Why is Wednesday 18 June 2014 an important day?

It is the 70th anniversary of the loss of the Sickle. When I realised this at the end of last year I contacted the Epping Town Council with the idea to mark the anniversary in some way. The Council together with EFD Museum, British Legion and St John’s Church have been planning the day for some time now.

It’s a great opportunity for the community to come and see an exhibition at the Council Offices about the Sickle and the people associated with her. There is to be a remembrance service at the church in the evening, were many of the crew’s relatives are expected to attend.

I already know that the son of one of the crew and his family booked their seats several months ago as they will be travelling from California, USA.

What one thing piece of advice have you learned from this?

When talking to any submariner NEVER refer to a submarine as a ship! Submarines are boats. All other Royal Navy vessels are ships.

A Keeper’s View

This has been the wettest winter in 250 years, so the Meteorological Office has said, but a close relative of mine said he had seen wetter winters when he was a boy! All I can say is he is looking very good for his age. The Forest has suffered through this windy wet winter. We have more tree damage than we have ever had and with the onset of spring, dare I say it, we may see a few older trees fall when they get into leaf. It has been a bountiful year for food for wildlife but not so good for keeping warm and dry. Many Rabbits and Badgers have had their homes flooded and have had to move into less protected accommodation but do not seem to have suffered unduly.

All our wildlife is on the move this time of year looking for food or dry places to stay, Frogs and toads will soon migrate from the breading ponds to their feeding ponds. Warm wet nights are their preferred time of travel. By early July we will see the Fallow Deer fauns about in the Forest and crossing the roads, so please do keep an eye out for all our wildlife when driving rural or Forest roads.

On my patrols so far this year I have had Skylarks singing in midFebruary, Sparrows nesting early March and Hares by the dozen.

Our Buzzard population is steadily increasing and a Red Kite has been seen passing through. Keep a keen eye out you never know what you will see, but do let us know we want to see it too.

With the warmer weather a lot of us have been getting out into the garden and cutting back the dead wood. Please don’t put your garden waste on forest land as this can bring in disease which could devastate our Forest and is against the By-laws. We have been lucky so far and have not had any signs of Sudden Oak Death, or Ash Die Back both of which can be introduced by the dumping of garden waste. We have also seen a sudden increase in the amounts of fly-tipping on the Forest if you see any one doing this take down the details and let either the Keepers at the City of London Epping Forest know or the Environmental protection team at Epping Forest District Council.

Our new events leaflet is now out, filled with lots of fun activities to do in the Forest. The Forest floor is still very muddy in places, so stout boots are best, be prepared as the weather can catch you out, so stay dry. Do get out there and enjoy the Forest, its flora and fauna in all its early summer glory.

Epping Festival – Time to Dress Up!

The Epping Festival will take place in the High Street on Saturday 26th July and to chime with the Centenary Anniversary of WW1 the theme will be ‘Wartime Epping’.

There will be the usual music, market, exhibitions, raffle, food ,fun and surprises but this year there’ll be a costume competition too! So come shopping in the High Street on Saturday 26th July dressed in finery from the era of WW1 or WW2 – pay £1. to enter – which will all go to charity – and be in with a chance of some very worthwhile prizes! It’s your town, so come along and make it a day to remember as well as a time to remember those who gave everything to keep Britain safe.

PROBUS CLUB OF EPPING - CANADIAN PACIFIC RAILWAY

Forty five members and guests were present at the May meeting of the Epping Probus Club held at Lindsey Street Community Association in Frampton Road. The Past President Tony Gammage presided to introduce speaker Bob Theobald and his talk about the Canadian Pacific Railway (CPR).

Bob explained that prior to 1881, the emerging state of Canada lacked a rail system linking its two seaboards. The inclusion of British Columbia made this link a necessity. A consortium of business with government aid commenced construction from the east. An existing line to the Great Lakes was extended across the tundra. Lakes were filled in or the line routed around them.

Apart from the Canadian winter, other problems encountered on the vast and virtually unexplored central plain were Indian tribes who resented the intrusion. In a successful negotiation with the Blackfoot Tribe its chief received a lifetime free CPR travel pass, which he then wore continually. The centre of the country became developed as the line progressed west. Rail camps and depots soon became townships and eventually

cities eg. Calgary and the country was opened up quickly.

In the west the terrain on the eastern side of the Rockies was unknown with many hazards and the project was in physical and financial difficulties. The latter was resolved when the transit of troops along the existing track to deal with an insurrection proved the importance of the CPR to the Government.

Andrew Okodonk took control of the project and recruited Chinese labourers (who subsequently settled in the region) and took the route through the Rockies, at six miles a day, literally blasting a way up 4 degree inclines .

The two sections were joined in 1886 and thus the CPR brought the modern world to the outback, created a great commercial rail link of 3,000 miles across the country, established towns and cities, brought down governments, enriched many and helped form the mighty nation which became the Dominion of Canada. The next meeting of the Probus Club will be the Ladies Summer Luncheon on Wednesday 18 June at the LSCA when the speaker will be Eva Clark from the Holocaust Trust. Parkinsons UK Harlow & District Branch

We have enjoyed some interesting speakers recently at our Club. In April we were treated to a performance from opera singer Olivia Barry.

Olivia brought along a variety of instruments for us to play and we enjoyed a full hour of music therapy. Our short stay holiday on the Isle of Wight was very relaxing. It gave us the chance to really get to know each other and enjoy a spell of warm sunshine. In May we were introduced to a Yoga Laughter Workout with Jennifer Johnson. This too was another good session which sent everybody home with huge smiles on our faces and aching sides. In June we shall be visited by a representative of the Whitechapel Bell Foundry. We will find out more about its history and the services it provides to churches to keep the bells ringing. In August we are planning a trip to Clacton where we will enjoy a meal and entertainment at a hotel on the seafront. In September our visitor will be bringing along birds of prey and giving a demonstration.

We meet every Wednesday from 11am – 3pm at our Potter Street club in Harlow.
