The Mayor’s view

I am pleased that this edition of Talk About Epping has returned to a printed version, rather than a digital copy. The last two editions were produced as digital versions so as to reduce any unnecessary deliveries to residents over the past six months.

Covid 19 continues to dominate the activities of the Council. Both Epping Hall and the Jack Silley Pavilion are operating within the limitations of Tier 2 guidance and as and when the restrictions are eased will become more widely available for hire.

Town Supervisor’s 70th birthday

A surprise 70th birthday celebration was held by Epping Town Council for Town Supervisor Bill Towers.

Mr Towers has worked for the Town Council for 34-and-a-half years.

Town Mayor, Cllr Grahame Scruton presented Mr Towers with a card and gift on behalf of the council while Town Clerk Beverley Rumsey presented him with a card and gift from council staff. The cake was hand-made to reflect Bill’s expertise in striped grass and care of green spaces and his love of fishing.

The celebration was held at Julie’s café at Stonards Hill recreation ground.

Townsperson of the Year

Each year, Epping Town Council awards one resident with a Townsperson of the Year Award, for their outstanding contribution to the community. If anyone would like to make a nomination, please contact Epping Town Council for more details.

Julie’s café at Stonards Hill recreation ground is open from 9.30am to 3.30pm, Monday to Sunday.

Julie’s sells hot and cold food and drink and ice cream.

Epping Town Council meetings have continued throughout the current health situation and they are held on the digital meeting platform Zoom.

Haircuts for charity

Something wonderful happened on a Saturday morning recently in Epping.

Two friends of mine had their hair cut.

Denis, at Mr Smith’s of Epping, was the expert hairdresser who created this miracle.

Indeed, it was like watching a maestro perform with an orchestra. What’s so wonderful about a haircut you ask?

And how is that a miracle? Well, Kit and Steve donated their flowing locks to Little Princess Fund, a dedicated UK charity that provides real hair wigs to children across the UK and Ireland who have lost their own hair through cancer treatment and alopecia. A wonderful act of kindness to perform the miracle of giving a youngster a boost of confidence just when they need it.

Halls for hire: Epping Hall & the Jack Silley Pavilion

We have been delighted to welcome back those bookings who are able to return to our two hirable halls; Epping Hall in St Johns Road and the Jack Silley Pavilion at Stonards Hill recreation ground.

We have put the necessary procedures, cleaning regimes and safety measures in place to ensure our hirers, their guests and our staff are as safe as possible.

Market Garden Terrace community garden

Since June, Epping in Bloom have welcomed six new volunteers to our team. Margaretta, Matt, Meghan, Maxine, Nicola and Chloe. Being a volunteer for most of us is not just about gardening, it’s more about friendship and keeping a sense of community spirit going. Some of the team are complete beginners and want to learn more and others are just happy to sweep paths or simply weed. We always try to bring a sense of humour along to the weekly volunteer days because volunteering has to be fun. Many enjoy being outside each week and looking at the changes with the flowering blooms, which we all love to see and admire together. Lots of passers by often stop to ask us gardening questions or to tell us how much they love seeing the garden and all the flowers. People also pop in to collect the herbs.

We quite often get people shouting out: Keep up the good work. Plus all the following comments: This garden is so lovely, we love coming here.

My daughter pulls me in every time we go shopping, she loves this garden.

We love coming together here to meet up. The garden is a beautiful space.

Well done, keep it up. We love this tranquil space.

I love sitting in there with my mum.

After I get my shopping I shall pop in and sit in my favourite spot.

What’s the name of that plant?

We appreciate all that you do.

I haven’t been to the town in a while and to see this space look like this from what it was is amazing.

Former Town Mayor: Olive Dunseath

Epping Town Council were very sad to hear about the death of former Town Mayor, Olive Dunseath, who Chaired the Council in the 2010-2011 Civic Year. She served on Epping Town Council from 1999 to 2011 and is pictured here (bottom left) taking over the chain of office from former councillor Janet Hedges. Olive was very committed to Epping and took her work in the community very seriously. She is very fondly remembered by the Epping Town Council staff who were fortunate to work with her. Here are a few of their comments:

Olive was highly regarded among the staff and always had a kind word for us all. During her year as Mayor some of us enjoyed accompanying her to her Mayoral duties as her mobility was limited and she carried them out with her usual charm and grace. We were lucky to have had the opportunity to know Olive and get an insight into her interesting life and experience her twinkly sense of humour. Kelly

Olive was a Committee member for most of the time that I was an administrator for Epping Town Council. She was quite a character, sharp as a tack and always appreciative of the staff. Despite appearing frail, she had a steely core and would fight with a passion for Epping and the people who lived there and always had their best interests at heart. She had lived in Epping for most, if not all her life, and had many stories to tell of her younger days and they were always told with a twinkle in her eye. I would have loved to have known her at that time, I suspect life would never have been dull, and who could forget her exiting the building, white baseball cap on her head, waving her walking stick in the air to get the sensor to open the automatic doors because it didn’t reach low enough for when she was in her mobility scooter. A lovely lady who will be sadly missed. Doreen

Olive was a lovely lady, nothing was too much trouble. She listened, acted on her words and nothing deterred her from her job. She had a real sense of humour too. We enjoyed spending time with her. Jeanette She was a wonderful and knowledgable lady. I have lots of good memories of her. Bill She was also very highly thought of by her fellow councillors:

I was so sorry to hear of the loss of the late Cllr Miss Olive Dunseath. Olive was my next door neighbour in Bower Vale, Epping when I lived there in the early 2000s. She loved her garden at the cottage next door to me. She was a lovely lady and we used to feed each other’s cats. Thoughts to her family at this sad time.

Cllr Mari-Louise Whitbread Olive was a lovely lady and she was a font of local knowledge and had lots of stories to tell. I will always remember her correcting anybody at meetings calling her Ms Dunseath, she expected to be called Cllr Miss Dunseath. Every time we met, she always asked after my children; a very kind hearted lady. Cllr Hugh Pegrum

Olive was a great friend of my late mother. They served together in the Epping detachment of the Girls Training Corps (GTC) during World War 2. The picture above shows the GTC in the grounds of Epping School in St Johns Road. Olive is on the right in the front row. My mother (Doris Trundle) is fifth from the left in the middle row, and to the right of her is former councillor Tony Church’s mother (Evelyn Hare). Olive and my mother remained friends for many years. I have a silver egg cup that Olive bought for me when I was christened. I remember Olive when she was Town Mayor in 2010, when she laid a wreath at a special service to commemorate the 70th anniversary of the bomb at Spriggs Oak. Cllr John Duffell I have known Olive for more than 30 years and been her main support for the last 5 years. Olive never complained, despite her poor health. She really enjoyed being involved in the Epping community — playing the organ at Coopersale Church, baking for the WI and Theydon Garnon Church events, meeting people as she drove along the High Street in her mobility scooter, taking up issues on behalf of residents when she was a councillor. She was very musical and won certificates for piano playing and singing at local music festivals. Cllr Janet Whitehouse Olive will be fondly remembered and will always be a part of Epping’s history. We send our condolences and best wishes to her family.

Stonards Hill recreation ground tennis courts refurbishment

The tennis courts at Stonards Hill recreation ground have now been fully refurbished. The refurbishment has included resurfacing, court spraying, new floodlights and some fencing updates. The project was financed by a £16,000 grant from Sport England and £16,000 from Epping Town Council’s funds.

Due to the current health situation, it was not possible to have a large opening, but the Town Mayor, Cllr Grahame Scruton, did cut a ribbon to mark the occasion.

Epping Town Council will be working with community partner, David Watson Tennis, who will be offering private coaching sessions at the courts. For the remainder of the time, the courts will be available for free public play. The courts will be usable in the evenings and there will be a charge for floodlight use.

The courts can be booked through Club Spark. https://clubspark.lta.org.uk/ We have received a grant from the Lawn Tennis Association (LTA) of £6,000 to finance the access gate to facilitate additional hours of play. Epping Monday Market

The Epping Charter Market dates back to 1253 when King Henry III granted the right for a weekly market to be held on a Monday, of course back then it was only a cattle market. As times have moved on and due to economic changes, the market has evolved whilst becoming a pivotal part of the community. Selling goods from clothing, shoes, bags, china, jewellery, fruit and veg, plants to bread, cheeses and pet food supplies; some of our traders have been part of the market for some 30 years or more.

During lockdown, several of our traders were able to offer a home delivery service to their customers. After lockdown, the market returned in June, with social distancing measures in place. We have rearranged the position of the stalls in order to maximise space and we continue to monitor this for the safety of both customers and traders. Please come along and shop safely.

Civic Award for an excellent building refurbishment

Each year, Epping Town Council presents the Civic Award for a well-designed new building or a sensitive refurbishment project. The Civic Award 2019 was won by John Whalley and Emma Phillips for 48 Hemnall Street. This year, Council were not able to present this award at the Annual Town Meeting in April, so Town Mayor Cllr Grahame Scruton visited their garden to present them with a framed certificate.

A few words from John and Emma:

“We bought the house in 2018 and then spent 16 months refurbishing it before moving in. We’ve always admired the property and were lucky that it became available when we were looking, although it was too small for our needs. It had four bedrooms, but we have four children and regularly visiting parent, so we increased it to six bedrooms.

We loved the Victorian character of the house and we wanted to bring it back to its former glory when it was first built and also apply that same strong and beautiful character to the extension. The one job that helped us achieve this was to clean the brickwork, which was a major task, but it meant that the new brickwork on the extension blended in perfectly with bricks 130 years older. We also reinstated the stained glass windows in the hallway half landing and front door using a local company in Walthamstow. There were countless other small details that we applied to the render, brickwork, painting, windows, tiles etc that all brought the project together so well. We are very happy in the house and expect to be here for a long time. The architect was Alistair Allan of BRD Tech Ltd in Sawbridgeworth and the builder was Gary Twigg, Redbridge Developments Ltd.” Council felt this refurbishment really respected the existing property and street scene and congratulated the owners on their achievement. It was a pleasure to hear about the refurbishment project and how much care and detail had gone into refurbishing this beautiful property. Well done!

Mayor’s Christmas card competition

Each year, Epping Town Council invites our local schoolchildren to take part in designing the Mayor’s Christmas card in a festive competition. It is a pleasure for the Mayor to receive so many beautiful designs and it is always very hard to pick a winner.

We choose one overall winner and four runners up, taking into account the age of the designer. If you would like to take part, please ask your school for details.

Please avoid too much glitter and sticking objects onto your card, as these items do not go nicely through the printer!

Epping in Bloom allotment garden

Each year, to date, Epping Town Council have provided Epping in Bloom with a sum of money to help them look after selected flower displays in the town. Epping in Bloom decide how they wish to spend the money. In 2020, Epping in Bloom took on an allotment plot at our Meadow Road allotment site and members of the group have been enjoying tending, growing and visiting the plot through these past difficult months.

Epping in Bloom have created a ‘no dig’ style allotment plot in just four days and have been looking after the plot since June with a grant given to them from Epping Town Council.

Together they are growing a wide variety of vegetables and fruits in a ‘no dig’ way. They also have a wide selection of edible flowers and herbs growing to encourage more bees and wildlife. They use organic methods only on the plot and made some of their own fertilisers using nettles and green tea. They have laid a membrane over the whole plot and brought in raised beds. In straw bales they have grown tomatoes, kale, French beans and a selection of flowers. They have had lots of great success growing this way and have inspired lots of people on the allotments who have started to try some of the ‘no dig’ way to grow. Feedback from the allotment owners: I can’t believe what a difference in a short space of time. Wow, well done all!

Epping Playground Association

Epping Playground Association is a local, parent led, registered charity that was set up to raise funds for the refurbishment of the playground at Lower Swaines recreation ground. The equipment there is outdated and limiting, which makes for a disappointing visit to the park for most children and parents alike. Playgrounds are so important for our children's physical health, mental health and for the development of good social skills and friendships. We saw the negative effects limited play opportunities had on our children during lockdown and we want to take this opportunity to create an amazing place for them to play and socialise in their local community.

We value community input and the voice of children and young people and want our wonderful community in Epping to be part of this project. We recently asked local parents to tell us what they thought of the playground in its current state. There is resounding support for a revamp at the playground. 80% of people who filled in the survey described the play area as “not desirable”, with 98% expressing they would visit the playground more often if there were improvements. The current area is being described as “a state” with “not much to do there”. Parents want equipment to stimulate and challenge children and young people of all ages and abilities and we have kept this in mind when developing ideas for what the playground might look like. Our next step will be to ask children and young people to choose exactly what kind of equipment they want to see on the site and then to raise the money to make their dreams a reality.

Epping Rosebowl

The Black Lion pub in Epping High Street has been awarded Epping Town Council’s Rosebowl for the best floral display amongst Epping’s public house businesses.

The Town Council were very impressed with their displays, which really brightened up the premises this year.

Town Mayor, Cllr Grahame Scruton, presented the pub with a cup and certificate to mark their hard work.

Qualis: Working together for Epping

Qualis Group would like to thank the more than 500 visitors who attended Qualis Commercial’s six day public exhibition at the beginning of September to give their views on draft proposals for the five sites in Epping town centre, identified in the emerging Local Plan for redevelopment. We would also like to thank the in excess of 10,500 additional visitors who have now visited the consultation platform and those who attended online presentations.

All of this valuable feedback is being considered as updated proposals are now being developed, that will include leisure, cinema, swimming and a sports centre as well as new homes in the heart of Epping to help tackle the housing crisis. These new proposals will be available to view and comment on at the next consultation, which is planned for early November.

Also, Qualis Management, another subsidiary of Qualis Group, is now responsible for providing the day to day housing repairs, planned maintenance and emergency repair services to tenants renting their homes from Epping Forest District Council. There has been a seamless transition of these services, with tenants only noticing the difference in the name and contact details. The same quality service is being provided and work is continuing to be carried out by the previous staff. One of the benefits of Qualis Management now carrying out the work is a new GPS tracking system has been introduced to make the service more efficient and effective. Jobs are now assigned to the closest team members, cutting down travel time and helping to reduce waiting times. This system also enables the tenant to get a more accurate estimated arrival time.

Lindsey Street fingerpost

The fingerpost in Lindsey Street has been replaced by Epping Town Council. Great care was taken over the hand-made lettering in 1920s transport style, in black metal. There are five fingerposts in Epping’s Parish; Bower Hill, Fiddler’s Hamlet, Houblons Hill, Lindsey Street and Bury Lane (removed).

Epping Christmas Market: Fri 4th December

The annual popular Epping Christmas Market is being planned to take place on Friday, 4th December this year.

As the Covid-19 situation continues and will still be with us by then, there will be changes to the look and format of the event from previous years. The Town Council would still like to hold this event to mark the celebration of Christmas for residents and to help local businesses.

This year’s festive market will be restricted to traders only who sell a variety of Christmas arts, crafts and gifts and because we all need to socially distance, there will be around 40 stalls, so smaller than previous years.

The Christmas tree and lights will still be very important to keep the festive spirit but there will be no ‘switch on’.

Unfortunately, there will be no entertainment from local performers or side shows provided. The times of the intended Christmas Market this year will be starting later from 1pm and finishing earlier at 7pm.

The Christmas Market will only go ahead in line with Covid-19 guidelines from the government and consent for the road closure.

While it was not possible to hold the large Remembrance Parade with the Pipe Band that Epping is so well-known for, the key Remembrance services were held over the weekend of 6th-8th November, including wreath laying at the War Graves and Epping War Memorial.

Epping Town Council invited our local school children Abigail Wallin. Aged 5 to draw poppies for a competition to win first place on the front cover of this edition of Talk About Epping. Thank you to our schools and nurseries for all the great pictures we received. We had so many fantastic drawings that we will be making them into a banner outside Epping Hall.

Our winning picture (on the front cover of this magazine) was created by Little Sunbeams nursery in Epping. Our second winner (on the back cover of this magazine) was Ula Samms, from Coopersale Hall School. A few more of our great entries can be seen here. Essex County Council and Epping Forest District Council are making some changes to Epping High Street to aid social distancing.

The orange movable bollards will be replaced with collapsible heritage style bollards and planters will be used.

However, the church is open for private prayer from 9am-4pm on Monday to Saturday and normal Sunday services continue to be held at 8am and 9.20am.

We hope and pray the Tree Festival will be back in 2021.

The Epping Society attended the Open Day at Copped Hall on Sunday 30 August. The stall was very popular with many people wanting to find out about the Society and how Epping Town and Epping Forest District were likely to change over the next 15 years or so with regard to the Local Plan, which remains unadopted and under review by the Planning Inspector.

The Officers and Committee remain very active and have been supporting Epping Forest District Council and local residents near to the Old Laundry site (Bower Hill) in rejecting an application to build blocks of flats, up to 5 storeys high on the cramped site. We are pleased that the appeal by the developers has now been rejected.

We have been following the Qualis proposals for Epping town centre sites with a mixture of approval and dismay. We are delighted to see the proposal for a swimming pool, but have expressed concern about the proposed new housing which has no increase in parking facilities for the residents or visitors and none are available to buy as all are “build to rent”.

We are keeping in touch with the still-evolving Local Plan, including for example Epping Forest District Council’s intention not to take advantage of the latest much-reduced Government figures for local needs for new housing (up to 50% fewer, provided by the Office for National Statistics). We feel this could have been a chance to reduce some of the impact of the proposed new developments, such as building on the Green Belt, pollution, traffic congestion, impact on doctors’ surgeries, schools, etc.

The Safer Epping Group, led by Epping Town Council, and supported by many community partners, will be having a ‘drop-in’ session at Stonards Hill recreation ground, outside Julie’s café, on Friday 20th November, from 12 noon to 2pm.

Fire Station Remembrance barrel and bed

Epping in Bloom Chairman Victoria Robertson has crocheted poppies for the memorial barrel and flower bed outside Epping Fire Station, near the Hemnall Social Club.

These barrels are a permanent reminder of The Fallen of Epping. Thank you to Victoria for sharing these creations with the town.
