The Mayor’s view

I am honoured and pleased to have spent the last year representing the Town as Mayor.

This quarter saw the Evergreen Club’s 70th Anniversary with June O’Brien and her team creating a splendid buffet to celebrate. I also visited our much needed and valued care homes at Ashlar House and Cunningham House.

The Council continues with its refurbishment of the playgrounds and I recently opened the Parklands, Coopersale playground. You should see your Mayor on the monkeybars! We also unveiled our 3rd blue Plaque this year to Sir William Addison, on the rear of the former Magistrates Court in Hemnall Street, as he was a chief Magistrate, a Verderer, author and local historian.

I was pleased to attend the re-dedication of the War Memorial.

The Town Council facilitated the re-lettering of the names of the Fallen of Epping. It is important as this is the 100th anniversary of the end of WW1. We would like to thank the War Memorials Trust for their help and financial support, the conservator for the

work and the Royal British Legion.

I am pleased to announce that the Mayor’s chosen Charity, The Royal British Legion will receive close to £1,000 raised this year.

At the Mayor’s Civic Reception held recently, Martyn Simmons received our Townsperson of the Year Award, recognising his heroic deeds as a long serving volunteer firefighter and Epping WI received the Community Excellence Award.

We celebrated all those who have done well for Epping this year and the entertainment was provided by the Epping Forest Pipe Band, who were excellent. Swaines Green May Fayre was my last function as Mayor, going out on a high by judging the best-groomed mutt competition.

I have thoroughly enjoyed my year as Mayor and I hope that I have served our community faithfully.

I must thank all the Councillors and particularly the Town Clerk, Beverley and her team, the groundsmen and the caretakers for their hard work, dedication and support; without them this year would have been so much more difficult.

I must also thank Hilary, my lovely Mayoress, for her supporting role in attending many functions with me throughout this busy year. I wish the new Mayor all the best in their forthcoming year.

Re-dedication of Epping War Memorial

The War Memorial on the Town Green has been re-dedicated following the completion of work to re-letter the names of the fallen. The memorial has been cleaned by a specialist conservator and the lettering selectively re-etched and painted.

Epping Town Council took advice from the War Memorials Trust and conservation professionals before undertaking the vital works.

The lettering had become worn and partially illegible over time and now all the names can be clearly seen.

The re-dedication service was conducted by Revd Lee Batson, Rector of St John’s Church, with wreaths laid by Epping Mayor Cllr Tony Church and Epping and District Royal British Legion branch secretary John Duffell, with a reading by the Town Clerk.

The service on the 23rd April included a two-minute silence and the reading of The Exhortation by Mr Duffell. The Last Post and Reveille was also sounded.

The war memorial has Grade II listed status and the work had to be planned carefully before the precious monument was touched.

Epping Town Council are very proud to be custodians of Epping War Memorial which is so important to our town. We are very grateful to the War Memorials Trust who offered specialist advice and gave us a grant. A specialist conservator was picked to undertake the very skilled work and the Town Council are delighted that all the names can now be read clearly.

History of the Hemnall Social Club -By John Duffell

On 22nd July, the Hemnall Social Club celebrates 110 years in their building in Hemnall Street The Club has been part of the community in Epping for over 130 years. It started as the Workman’s Club in 1886 and became the Epping Literary & Mechanics Institute in 1894. It was based in the White House, a building situated in William Cottis & Sons Archimedean Works, behind the High Street. Members enjoyed games such as dominoes, bezique and cribbage and could buy tea and refreshments. When a billiard table was purchased it soon became clear that the building was too small.

The Institute’s committee began looking for more suitable accommodation, only to find that the cost was far more than they had thought. They had been very interested in some land on the corner of Hemnall Street and Clarks Lane; the site of the old Epping & Theydon Garnon School.

Help came in the form of local landowner and philanthropist Ernest Wythes, who lived at Copped Hall. He offered to pay for the erection of a building if the Institute purchased the land. The committee naturally agreed and the new building was officially opened on Wednesday 22nd July 1908. According to newspaper reports of the time, a “large gathering of all classes” witnessed the ceremony. It took place in the large reading room, which is today part of the main lounge. The chair was occupied by Institute President E A Ball, with Ernest and Aline Wythes and Vice-Presidents Colonel Lockwood, (Member of Parliament for the Epping Division), Sir Thomas Fowell Buxton, F Dent and Reverend Allwork (Vicar of St John’s Church), plus Treasurer Hugh Sworder and the architect who designed the building, Mr F E Hart, also on the platform. Mr and Mrs Wythes inspected the building and they were cheered as they entered their car to return to Copped Hall. That evening an auction was held for the right to play the first game on each of the two billiard tables. A Mr Martin paid 15s (75p) for the first on one table and Mr Hammond 10s (50p) for the other. A brass plaque commemorating the opening can be seen at the Club.

It was (and still is) a building of great local interest. It was built by Epping building firm James Whiffin & Sons, who were based in Granville Road. They used bricks made at William Cottis & Sons brickyard which was situated by Epping Station. The initials EJW (Ernest James Wythes) can be seen on the side of the building. There is a James & Whiffin & Sons manhole cover outside. The new building attracted many new members and the Institute flourished.

A third billiard table was purchased and all three are still in use at the Club today.

During the First World War, the Institute welcomed many soldiers based in the town, some of whom were billeted in houses while others lived in the Army camp at Wintry Park. When the Second World War started, it was decided to close the Institute until peace returned. The ground floor was used by Epping Urban District Council and became the centre for evacuation and food control, while a British Restaurant was opened upstairs. During this time two of the billiard tables were stored at the Granville works, while one was used by the Pioneer Corps in a hut near the Methodist Church.

In March 1942 it was reported that the average attendances at the Restaurant were 915 for the main course, 363 for the soup, 950 for the sweet and 647 for tea. The price of the main course for adults was to be increased to 7½d (3p), making the cost of a full meal 1/- (5p).

After the war the Institute re-opened. The trusteeship was handed over to the Theydon Trust, who undertook the responsibility of maintaining the future well-being of the Institute. By this time the Essex Education Committee (EEC) was using the Institute’s reading room as a County Library. At a meeting in November, the Institute Committee decided that they wished to use the room themselves and issued the EEC with notice to quit by June 1946. Plans had been submitted by the Ministry of Education for a prefabricated hut and they sought permission from the Institute to use a plot of their land. This was eventually agreed and the hut was erected. The library remained there until it was moved to St Johns Road and the Citizens Advice Bureau moved in. The prefabricated hut was meant to be there for a maximum of fifteen years, but it wasn’t demolished until 2014.

Membership continued to increase and in 1962 a big change took place; a licensed bar was added. This was upstairs, (now the pool room). Many locals will remember going to the “Mechanics” for a pint. In the mid 1960s, newspapers were sold in one of the ground floor rooms, in the days before shops opened on a Sunday. The two men who used to sell the papers were Frank Chew and Joe Arnold. In 1967, the decision was taken to change the Institute’s name. The Amesbury Club and the Foxburrow Club were considered, but the most popular name was The Hemnall Social Club.

In 1969, a new, larger bar was built downstairs and a stage added for live entertainment. The bar was extended again in 1984. The Club continues to flourish and has over 200 members. There are three snooker tables, a pool table and live entertainment every Saturday. We have our own fishing society, using a lake in Hartland Road. We also have BT Sport, a small meeting room for hire and a bar offering many drinks, including real ales. The Club is the home of the Epping & District Branch of the Royal British Legion and is the centre for the Poppy Appeal. It is also the meeting place for the Epping Town Partnership, the Parochial Church Council, Epping Cricket Club and the Theydon Trust.

Cancer Research UK’s Race for Life: 11th July

Cancer Research is urging women of all shapes, sizes, ages and abilities to enter Race for Life 5k or 10k events at North Weald Airfield on Wed 11 July.

By signing up to Race for Life, women in Epping will make a real difference in the fight against cancer. Money raised will help Cancer Research UK scientists find new ways to prevent, diagnose and treat the disease, helping save more lives. Race for Life, in partnership with Tesco, is an inspiring women-only series of 5k, 10k, Pretty Muddy, Half Marathon and Hiking events which raise millions of pounds every year to help beat cancer sooner by funding crucial research.

Megan Bailey, Cancer Research UK’s Event Manager, said: “The start of the year is the perfect time for women in Epping to commit to getting a little more active in 2018 by signing up for Race for Life and taking on a new fitness challenge. Taking part in Race for Life is a hugely moving experience. It’s a special opportunity for people to come together to remember loved ones lost to cancer or celebrate the lives of those dear to them who have survived.”

Cancer survival in the UK has doubled since the early 1970s and Cancer Research UK’s work has been at the heart of that progress.

Megan continued: “Race for Life events are non-competitive and participants can choose to walk, jog or run around the course. Whether they plan to pound the pavements or stroll to the finish, every step women take will help to support life-saving research.”

Dr Áine McCarthy, said: “Being regularly active has long-term health benefits, as research shows that even moderate physical activity can help reduce the risk of cancer. Brisk walking counts; anything that gets you warm and a little out of breath. By taking part and raising money, women in Epping will also be supporting our scientists and researchers to make vital strides forward in research. There are over 200 types of cancer and we need continued investment in research to help us find new ways to prevent, diagnose and treat them all.”

Epping Forest Pipe Band: 1974 - present

The Epping Forest Pipe Band was formed in 1974, to encourage young people to learn to play and perform in a traditional Highland Bagpipe and Drum Band.

Our core values are the three ‘F’s: Fun, Friendly, Family, whilst at the same time, maintaining a discipline and performance level that an audience would want to see and hear. Over the years, the Band have performed at a variety of functions including local fetes and Royal British Legion parades.

Other highlights in the Band’s history include performing at notable venues, such as Hyde Park in London, St Paul’s Cathedral, The Royal Albert Hall, plus live television for the BBC, LWT and ITV. The Band have also performed on European trips in Poland, Belgium, Switzerland, Germany and Denmark.

Even though the Band have attended many functions and have always provided professional entertainment, we have never lost sight of the family side of the Band and anybody joining is instantly welcomed into the ‘family’.

Happily, this important feature is still high on the Band’s list of priorities today.

The core values that were held so high in 1974, are still held high today and as we continue through our 44th year, we are looking forward to a long and prosperous future We are always looking for new recruits.

Council Awards: Civic Award & Best kept allotments

The “superb” work carried out to refurbish a property in the High Street, Epping, has been recognised with Epping Town Council’s Civic Award.

A Certificate of Merit was presented to Linda Wolfinger in appreciation of the work carried out at Dylan House, near Epping Methodist Church.

The award, presented by Town Mayor Cllr Tony Church at the Annual Town Meeting, is “in recognition of a well designed building, created using sympathetic materials which complements and enhances the street scene”.

Cllr Church said “It has been superbly changed. It’s modern inside but has kept its exterior.” Owner Linda Wolfinger said: “It’s nice to know our efforts have been appreciated.”

The meeting also saw the presentation of the Town Council’s best kept allotment award, for its Meadow Road site, to Bill Towers. Mr Towers received a framed certificate and a £20 prize which he has donated to the Mayor’s chosen charity for the year, the Epping and District branch of the Royal British Legion.

Mr P Hockley has been presented with an award for the best kept plot at our Lower Bury Lane site.

Townsperson of the Year 2017: Martyn Simmons

Epping Town Council were delighted to award Townsperson of the Year 2017 to local long-serving firefighter Martyn Simmons.

Martyn Simmons volunteered to join Essex Fire and Rescue Service in June 1983, aged 27. Over the years he has attended numerous incidents, including house fires, the massive blaze which tore through shops and businesses in Epping High Street in 1990 and a major fire at a hangar on North Weald Airfield in 1996. He was also among the crews called to the Leeds United football team air crash at Stansted in 1998 and the Korean Air crash at Great Hallingbury, near the airport, in 1999.

Mr Simmons was promoted to Leading Firefighter in 2002.

He has been awarded the Fire Service Long Service and Good Conduct Medal along with the Queen’s Golden Jubilee Medal and Queen's Diamond Jubilee Medal.

Epping Town Mayor Cllr Tony Church said: “With over 34 years of service, Mr Simmons deserves to be recognised for his commitment to the Epping community”.

Mr Simmons was nominated by Epping Fire Station Watch Manager Derek Whitbread and Freeman of the Town and retired Epping firefighter John Batchelor.

Epping Town Mayor visits Ashlar House

In recognition of ‘Meet the Manager’ cheese and wine event, friends and family members were invited to a very special party at Barchester’s Ashlar House Care Home, with the Epping Mayor, Tony Church, as their guest of honour, who was accompanied by Mayoress Hilary.

Activities Coordinator, Rita Green, spent the evening getting as many people as she could involved in the party games.

Staff members took the opportunity to fully introduce their most recent addition to the resident roster, Lewis (who likes to be called ‘Ted’). He showcased his published work, ‘Ted the Bread’, to the Mayor, who was given a signed copy of the book for his grandchildren, along with some Barchester T-shirts.

Residents and guests who attended the event all agreed that they had a wonderful time, so much so, that the cheese and wine evening was the focal point of conversation for the entirety of the following day.

Epping Town Council were very sad to hear that since the visit, Ted has passed away. This piece has been written as a tribute to Ted, with kind permission of his family.

Rotary lets the music play

The two Rotary Clubs of Epping and Epping Forest have funded the purchase of two new keyboards for the Music School at Epping St John’s School. Mr Peter Austin, the Subject Leader for Performing Arts and Music, received the cheque at a recent school assembly.

Mr Austin is keen to buy additional electronic percussion instruments and guitars to increase opportunities for students to play in the orchestra. In addition, the school has also received a further £1,750 raised by public donations at the Christmas Eve Carols on the Green, where musicians and singers from the School led a large crowd in singing a selection of Christmas carols. The Rotary Clubs meet on Tuesdays: Epping at lunchtime at Restobistro, Epping Forest in the evenings at the Garnon Bushes in Coopersale. Come along and see what it’s all about.

Blue plaque Sir William Addison

A blue plaque commemorating Sir William Addison, the local historian, author and magistrate, has been unveiled on the block of apartments which have been built on the site of Epping Magistrates Court. The plaque, at The Old Court House development, was unveiled by Epping Town Mayor Tony Church at a ceremony attended by guests including councillors and members of Epping Society.

Sir William Addison was a historian for both the Epping Forest district and Epping Forest.

He was also a prolific author who wrote more than 20 books relating to the history of the area, of Epping Forest, place and family names as well as local buildings.

Sir William also had a keen interest in the preservation of the forest and was made a Verderer of Epping Forest. He was also fascinated with archaeology and historic buildings and chaired many historical and archaeological societies. Sir William became president of the Friends of Essex Churches, was vice-president of the Association of Genealogists and Record Agents as well as being on the Council for the Protection of Rural England. He also wrote on the Victoria County History of Essex, as well as being a Magistrate for more than 25 years and served as Chairman of the Council of the Magistrates’ Association. In 1973 he was appointed a Deputy Lieutenant of Essex by the Queen and was knighted for all his services in 1974.

Cllr Church said: “I had the great privilege of meeting him through my father, before Sir William passed away in 1992, aged 86. It is therefore a great honour to be able to unveil this plaque to celebrate and recognise the great achievements Sir William carried out for Epping and the forest.” Cllr Church thanked Marden Homes for allowing the plaque to be placed on the building and for partly funding the plaque, and David Lodge (pictured left) who had campaigned for Sir William's links with the town and the area to be recognised.

The Green: Tower Road, Epping flower display

A donation of £10,000 from an anonymous donor is helping provide the finishing touches to the new open space, between The Arboretum development, off Tower Road Epping, and the new Epping St Johns School. The open space was created as part of the planning agreement, and landscaped by the builders to a high standard, before being handed over to the council last September. The money had been earmarked for extra tree planting but Epping Forest District Council’s land managers agreed that a storytelling and arts project, aimed at giving the community a sense of ownership of the area, would do more good. The appearance of a group of artificial flowers, created by local children, is the first visible result of a collaboration, together with EFDC staff.

Community engagement officer, Victoria Robertson, has recently been working together with four local schools. Epping Upland primary school, Coopersale Hall School, St John’s secondary School and Ivy Chimneys primary school and the Epping Rainbow group. She showed the children how to make a flower using an empty bottle to encourage them to make something beautiful and encourage recycling as part of a competition, where the children were presented with a trophy. The children were very proud of their winning achievements and they couldn’t wait to see them planted. These have now been ‘planted’ to bring instant colour to the circular flower bed. All the flower bottle entries were mounted onto sticks. Everyone enjoyed planting the instant flower garden area and residents who passed by gave great feedback on the day to say how lovely it was to see colour come to the area. We are looking for more volunteers to join the Friends of St John’s Green project.

Epping Horticultural Society Annual Show

Saturday 25th August: 12.30pm-4.30pm: St Johns Church, Epping

Now is the time to begin sowing and growing your seeds and nurturing your fruits, vegetables, garden plants and house plants to get them ready to enter into our show. My top tip to growing good quality prize winning vegetables and flowers is understand the condition of your soil. Soils do vary in their nutrient levels. If you have chalky soil or sandy soil they tend to be much lower in nutrients than loam or clay soils. You can do a simple test on your soil pH yourself just by using a DIY soil testing kit. These are widely available at garden centres. Once your plants reach maturity, especially if you are growing them in containers or hanging baskets, you must remember to feed them weekly during the Summer. This will help keep them in healthy, tip top condition, ready to impress the judges. If you enjoy baking, why not enter some of your homemade treats. There are many baking categories to choose from along with plenty more other categories, such as preserves. Grassroots Football in Epping

At Epping Youth FC, our Saturday morning Football Development Academy would welcome new players from U5 who are looking to play football and join a team for the season 2018-19.

Run in parallel with our SSE Wildcats Centre for girls football, the sessions are delivered by professional qualified coaches and aim to introduce players at all abilities into team sport.

We will then help you with free advice and support to help you stick to your plan and achieve your goals. 2) Book Your First Appointment where you and your specialist will talk about the support we will offer you to get you active. This will include agreeing your personal action plan.

3) Attend Your Local Active Living Group where you will meet new friends and work together to get active, supported by a Professional who will give you lifestyle and nutrition advice.

4) Get your free pass after attending your Active Living group for 12 weeks and if you’re ready, your specialist will give you a three-month pass for free activity and help you to find suitable local activities.

5) Meet Your Champion: when you have identified the activities you want to attend, your specialist will put you in touch with an Active Living Champion who will be able to support you.

6) Ongoing support after three and six months; your specialist will meet with you to look at your progress. You can talk to a specialist at any time through out your time on the Active Living Programme.

Epping Town Council has officially opened a new play area in Parklands, Coopersale. The occasion was marked with a ribbon cutting performed by Town Mayor Tony Church. Town councillors and staff were joined at the event by dozens of children who now regularly use the play equipment. Epping Town Council would like to thank Tony Clark (left) for his 20 years’ of excellent service with us.

Tony was one of our Assistant Groundsmen and decided to retire young! Tony could often be seen mowing the Town Greens or marking out football pitches at Stonards Hill Recreation Ground. All the staff and councillors would like to wish Tony a long, happy and healthy retirement, which is very much deserved and thank him for his part in keeping Epping look lovely. He will be missed.

Abbotts estate agents in Epping High Street has won the Town Council’s St George’s window competition.

Probus Club of Epping & The Box

The Probus Club of Epping enjoyed a talk by Tim Dolan of The Box youth organisation.

Tim began by explaining that the Box exists to meet the needs of local young people and also serve as a community resource. It was opened in 2005 in Epping High Street and then moved in 2015 to the specially refurbished Old Church Hall in St Johns Road.

The Box meets the needs of young people in three ways. First it provides an after-school activity with adult role models for targeted groups moving from primary to secondary education. Secondly, a counselling service, free of charge for young people. Thirdly an Open Educational Centre, which is registered as an independent school offering an alternative provision for up to twenty 14 to 16 year old pupils.

The Box works with some of the most vulnerable young people in our community. The issues faced include family breakdowns, parental addictions, mental health problems, domestic violence, missed education and being in care.

The work of The Box includes efforts to build on the three Rs – resources, resilience and relationships. Resources are the opportunities to make progress. The Box supports the local community generally by providing a home for the 2nd Epping Brownies and Guides, clubs for primary aged children, a venue for church youth and children’s groups, an adult counselling service, parenting courses, rooms for use by local schools and youth servic, and a satellite food bank. Much of the work of The Box is funded through the generosity of individuals and groups within our community.

Whilst burglaries are rare, they do occur and at a recent meeting the Epping Town Neighbourhood Action Panel (NAP) realised that there was a need for some clear and specific guidance for the situation where a person either comes back home and finds that a burglary has taken place or interrupts one taking place. This is our 11th information document relating to keeping Epping safe and secure. The Neighbourhood Action Panel (NAP) realised whilst discussing recent burglaries in the District, that there was a need for some basic advice as to what to do if a person finds or suspects that there has been a burglary at home. This document offers such advice.
