The Mayor’s view

In the last few months, we have seen the return of films to Epping from Epping at the Movies, which is held at Epping Hall on selected weekends.

The first screening saw three films on one day in March; which were all very well attended. In the coming months there will be more films.

Details will be on the websites of Epping Town Council and Epping at the Movies. l would like to thank Susie Evans-Frank and her team of volunteers for bringing films back to Epping.

The town had the honour of HRH The Princess Royal, Princess Anne opening the new Citizens Advice Bureau in Hemnall Street in January, where Her Royal Highness spoke to volunteers about the work of the CAB. I was invited to the fire station in March where the firemen demonstrated a practice drill. They climbed the tower and luckily they did not ask me to join them. I must on behalf of the town’s people thank those who give so much to make us all safe.

We have refurbished Frampton Road playground, where we have new play equipment and the town’s very first exercise equipment

for adults. I hope many of you will visit.

I very much enjoyed my try on the outdoor skier!

We have had some very sad news in the last few months; two former Town Mayors; Nick Hines (Mayor in 2007) and Ralph Dulwich (Mayor in 1983) both passed away. Also Kevin Toole, who was President of the Epping & District Branch of the Royal British Legion.

The Neighbourhood Plan for Epping is progressing and l’d like to thank all the members of our community who are involved in helping to shape the Plan. It is how we wish Epping to develop in the future and is so important for our town, so do take part.

Epping Town Council have been presented with a Local Council Award Foundation certificate, showing we have good policies and procedures in place.

My thanks go to all the Town Council staff for their hard work and a special thanks to our Town Clerk Beverley Rumsey. I must also thank the Councillors who have all been supportive of my role as Mayor and in particular, my Deputy Tony Church.

I must also say a big thanks to Nigel Avey, as Planning Chairman and Grahame Scruton, Key Member for our finances, both of whom work very hard in these vital roles.

I must conclude by thanking my wife Carol, who has made this special year even more special.

Epping Art Society - 21 years on - By Mary Nyman

The Society has been flourishing since the initial meeting in 1996.

On the 1st Monday (practical art) and 2nd Wednesday of each month (talks), we can be found at our headquarters in Pelly Court, Hemnall Street. Our annual fee is £15. If you don’t have a computer, we have a postal delivery service for an added £7.37.

Alternatively, we welcome guests @£4 per head. Members @£3 per head. This includes coffee and biscuits and, of course, a warm welcome! Societies like ours are the life blood of small towns like ours. Epping has a growing community of people from many parts of the world, as well as people who were born here and we believe that as art is of universal interest, we welcome everyone.

We hold 2 exhibitions per year in St John’s Church, St Johns Rd; May and November, with varying themes. This year ‘Black and White plus one other Colour’ was the theme - any medium.

This will be in the past at the time of this issue, but the outcome will undoubtedly arouse a great interest in the next one at the end of November - title to be decided. In 2014, for the WW1 Centenary, members (many of whom are not artists), produced a fascinating body of work. A tribute indeed to the young men to whom they were dedicated. Every year since our inauguration, a Mosaic is produced of a great work of the past.

This year it was ‘Monet painting in his Floating Studio’, by Edward Manet. It was divided into 20 equal squares for any member who wished to paint a section in any medium of their choice. The completed bits are then put together with tape and the result is astonishing. These reproductions are then displayed over the entrance to the current exhibition. Well worth looking out for when you come to view us in November!

Every year at our AGM, recognition is given to our ‘Painter of the Year’, decided on by the votes from the public who have visited us over the 3 days of the exhibition in November. This year, it went to Mrs Jackie Carter, for her ‘House in the Woods’. We live in such a beautiful forested area; a great place for our society to flourish!

Princess Royal officially opens new Citizens Advice Office in Epping

Her Royal Highness, The Princess Royal, opened the new office of Epping Forest District Citizens Advice in Hemnall Street on Wednesday 25th January 2017.

Rachel Poulter, District Manager, was delighted to welcome the Princess Royal who met volunteers, staff and trustees of the bureau. Ms Poulter commented: “Now we have a wonderful new office back in a central location in Epping where we can once again offer a full, free advice service to the people of Epping and the surrounding area. Throughout HRH was very engaged with our people and well-informed about the work we do.”

Also at the opening were: Mr Michael Chapman (Deputy Lord Lieutenant), Eleanor Laing MP, Councillor Les Burrows (Mayor of Epping), Mrs Julia Gillies-Wilkes (from national Citizens Advice), Mr John Batchelor (Chair of Theydon Trusts) and Mr Alan Hall (Director of Communities at Epping Forest District Council).

The visit concluded with a short speech by Rachel Poulter thanking HRH who then unveiled a plaque to commemorate the occasion and finally HRH was presented with a posy in traditional CAB yellow and blue.

New Frampton Road playground

Epping Town Council are delighted to announce that the refurbishment of Frampton Road playground is now complete and we hope many of you will enjoy it. The equipment, although refurbished, had been in place since the 1980s, so we had many years of service from it.

We wanted to offer some new pieces, that would add more variety for a range of age groups. We have also provided Epping’s first outdoor adult exercise equipment (a bike and a skier).

The playground cost £38,700. £23,700 was financed by Epping Town Council, with a grant of £15,000 given from Essex County Council. There are new benches and a picnic bench for children. Thank you to Epping Probus Club for donating one of the benches in honour of their 40th anniversary this year.

We cannot do major structural works at the Recreation Ground, as there is a football pitch in the middle, but we have provided a new path to the playground to improve access. We have a roundabout and basket swing that can also be enjoyed by disabled visitors. We hope you will go and enjoy the new facilities in their lovely setting.

Epping Festival 2017 Youth market 8th July: First Steps in Business

On Saturday 8th July 2017, some of Epping Forest’s youngest entrepreneurs will be competing for the title of ‘Young Trader of the Year’. Young people aged 14-24 who have designed, produced or sourced products/services for sale will set up stalls in Epping High Street and take their first steps in business, to win a trophy and £250.00 to re-invest in their micro business, as well as prizes for two runners-up. Feedback and mentoring will be provided by already successful business people who will form the panel of judges.

Epping Town Partnership, supported by Epping Councils, are presenting this initiative to showcase the entrepreneurial spirit and talents of our young people and perhaps become the star business performers of the future. Marks & Spencer, Innocent Drinks, Tesco, Dunelm and a host of others all started on market stalls, so anything can happen!

The young traders will be supported in their endeavour by other talented youngsters who will provide entertainment and fun around the town at the Epping Festival, so save the date and go along!

Town Awards: presented by Epping Town Council Each year, a number of different awards are presented Best kept allotments for our sites in Meadow Road and Lower Bury Lane: This year, the winners were Mrs J Payne (Meadow Road) and Mr P Hockley (Lower Bury Lane).

Both received certificates from the Mayor and cheques for £20.

Civic Award for a well designed or maintained building: Ernest Wythes House, Hemnall Street (the new CAB offices).

Presented to John Batchelor of Theydon Trusts and Malcolm Eckton, whose craftsmanship helped win the award.

Each year, Epping Town Council invite nominations for Townsperson of the Year. We receive some outstanding nominations and it is always very difficult for Council to decide on the recipient.

Townperson of the Year 2016, was awarded to Victoria Robertson.

Victoria is Chairman of Epping in Bloom and she has led the improvements to the floral and green spaces in our town. She designed and spent many hours creating the market garden community garden with her team of wonderful volunteers and has inspired our local school children to become involved in designing flower beds, setting them competitions and inviting them to join in the gardening fun. She has also helped improve the green areas at St Margaret’s Hospital and Cunningham House and led Epping in Bloom to a silver award at Anglia in Bloom.

Town Mayor, Les Burrows, said: “Victoria is the type of person that was envisaged by this award. She lives in Epping, works in Epping and loves Epping.” Congratulations.

There are so many local organisations who do so much for the town, that this year, Epping Town Council decided to introduce a Community Award to recognise one of those groups who make an outstanding contribution to the town. The Community Award 2017 was awarded to the Royal British Legion, Epping & District Branch. Secretary John Duffell collected the award from the Town Mayor at his Civic Reception, on behalf of the group. John dedicated the Award to their President Kevin Toole, who died last month.

The Royal British Legion arrange all the Remembrance services, the Remembrance Day Parade and raise money to support this very important cause. Town Mayor, Les Burrows, said: “Epping would not be the same without the Royal British Legion, Epping & District Branch.”

Well done.

Proms on the Green: Epping Forest Band

What is better on a glorious summer afternoon than sitting on the grass listening to the music of a brass band? Well you can do just that on Sunday 6th August starting at 3pm. Epping Forest Band will be presenting their annual Proms On The Green concert on the green outside the Civic Offices in the High Street, Epping. Just come along with your friends and family and your deck chair and prepare to listen to the band. Wave a flag while you join in with Proms favourites like Rule Britannia and Land of Hope and Glory. Market farewell to Adrian Harrison - ladies fashion

“After over forty years of continual trading on Epping’s Monday market, I decided to make a bold decision to change career. Although still in the market business, I now do not have the mental and financial pressures that running your own business gives you.

My time at Epping has been a wonderful experience, with many highs and very few lows.

I have got to know so many people within the local area and have kept up with those that I went to school with at St Johns. This alone makes Epping special to me. The market is probably one of the friendliest I have worked in where traders past and present have become good friends and are always helpful. Shall I miss the early mornings (4:30am!), no! Shall I miss those freezing, icy starts to the day, no! The long tedious wet and windy days, again no! I have seen the good times at Epping and the more recent down turn due to the economic climate. There is a different approach now and is starting to show signs of improvement with new stalls coming in. I shall still be popping in to see the continued improvement and of course to see my many friends, traders and public alike, who have made the Epping Market experience one I shall never forget!”

Market farewell to Mr Sehmbi - Bags & Mr Hawkins - Golf accessories

Epping Market has also seen the retirement of two other long-serving market traders; Mr Sehmbi who sold bags and Mr Hawkins; golf accessories. Mr Sehmbi had been with us for 34 years and Mr Hawkins for 16 years. Regular customers have already been asking after them.

On behalf of the Epping community, the Town Council would like to thank these three very valued traders for their years of loyalty and commitment and send our best wishes to them for the future.

Epping on the Map -

Living as we do in a temperate land mid-way between the high cold and the middle hot and, furthermore, on the edge of a continent with a huge ocean facing us, it is not too surprising that our weather, whilst not usually extreme, is rarely the same from one day to the next.

Not for us the everyday cloudless, blue skies of California, for example, or the minus 30 degrees of Northern Scandinavia. This has its pluses and minuses – we do not have to endure 50 degree temperatures, tornadoes, hurricanes (at least very rarely), volcanic eruptions, droughts, 24 hour days and 24 hours of darkness, to list just a few. The plus, although we do not often think of it as such, is that our weather is relatively benign and because it is seldom the same day to day, it always gives us something to talk about.

However, how do we in Epping find out what our weather is likely to be for the coming days and even the next day? Thanks to new technology, if you have a smart phone or tablet you can obtain that information. However, thanks to ITV and its weather forecasts, we can now all obtain such information. Its forecasts given at the end of the national news and then the local news at 6pm and

10pm give the forecast for overnight and the next day for the nation as a whole and then for the local region.

The weather map for our local news covers the southeast including the southern end of East Anglia and – wait for it – the Essex part is represented by Epping.

In fact, only St Albans and Epping are shown north of the Thames - Epping is, therefore, not only the only Essex town, but it is the only town in East Anglia shown. So, an overnight low temperature and a day time high are given specifically for our town, plus Epping is still shown as clouds, fog, frost, clear skies and rain clouds, etc appear and float across the area. Whilst weather forecasting cannot always be very accurate, experience has shown that these predictions are reasonably right and if it shows that a rain cloud will pass over us at about 3pm, it is usually nearly always close to what actually happens.

So, thank you ITV for putting us on the map.

Neighbourhood Planning

Epping Town Council have joined up with our local community to work on the Neighbourhood Plan for Epping. There are more than twenty members of the Neighbourhood Planning Advisory Committee and this is made up of town councillors and members of our community, with lots of local knowledge. We have been joined by members of the Epping Society, Epping Town Partnership and the Epping business community There are six key to try and shape a Plan that will help Epping develop in a way our community wants it to. areas we have been working on.

We know from Epping Forest District Council’s draft Local Plan, that Epping will need to accept These are things development over the coming years. The Neighbourhood Planners are working on the details you have told us are for the town of Epping and Epping’s Neighbourhood Plan, once voted for by you, will sit very important. alongside the Local Plan as a key planning document. It will be one of the documents against 1 Housing which planning applications are judged until 2033. We really need everyone’s help to get this in 2 Historic & Built place, so please do give us your input when we ask for your views. We can’t do this without Environment you. Epping needs the Neighbourhood Plan to support its future.

The Recreation Neighbourhood Plan is a land use Plan and so it will focus on how our land should develop. Please look out for posters and details of how to have your say. We expect to hold these consultation sessions in the next few months. The information you give us will feed into the ideas for the Neighbourhood Plan.

Consultations

Epping FC are reforming this year, as Epping is currently without a senior football club for the first time in many years. The aim is to build a club which involves the whole of the community and eventually incorporates ladies, disability and younger teams. What is needed now though is help with the day-to-day running of the club; secretary, treasurer, as well as website and social media help. Matchday help will also be required. Any assistance which you feel you can offer to the club will be greatly appreciated and with your support, Epping FC can become a major part of the community.

Tribute to the Royal British Legion’s Kevin Toole

It was with great sadness that we learned of the death of Club President Kevin Toole. Kevin had treatment for cancer some time ago and this seemed to have been successful.

Unfortunately the cancer came back and Kevin had to go back into Princess Alexandra Hospital, where he finally lost his battle against the disease.

Originally from the north-west, Kevin was a proud Lancastrian and followed the fortunes of Accrington Stanley and Burnley right up to the end. He had been President of the Club for a number of years and was a familiar sight sitting on his bar stool every week night and at lunchtime on Saturdays and Sundays, in the Hemnall Street Social Club.

Many people will remember him renewing their memberships every year, a job he took great pride in.

Kevin was also President of the Epping & District Branch of the Royal British Legion and organised the annual Poppy Appeal. He always assisted on the Legion’s stalls at the Epping Festival, the Town Show and the Copped Hall Open Days. His career as a salesman really came to the fore on the stall; many people visited just to have a look around and had no intention to buy anything, but after five minutes with Kevin they left with handfuls of badges and other Legion merchandise. It is little wonder that our Poppy Appeal total increased year on year! He is already very much missed.

Race for Life in Epping

Women in Epping are being encouraged to sign up to Cancer Research UK’s Race for Life. The charity is urging women of all ages, shapes and sizes to enter Race for Life 5k or 10k events at North Weald Airfield on Wednesday 12th July 2017.

There’s no better time for ladies to pull on their trainers, get a little more active and join like-minded women committed to the cause.

Money raised will help Cancer Research UK scientists find new ways to treat cancer and save more lives.

The Probus Club of Epping 40th anniversary By Trevor Roberts

The Probus Club of Epping will be celebrating its fortieth anniversary on Wednesday 7th June 2017 at a special combined Anniversary and Ladies Function, to be held at the Lindsey Street Community Association premises in Epping. Prominent members of the local community will be present and a special menu with entertainment will be provided. A fortieth anniversary Probus seat and plaque was unveiled at the new children’s play area in Frampton Road in April.

The Club was founded in 1977 by a number of prominent Epping personalities including John Edmunds, who had an ironmongery and general hardware store in Station Road, Phil Clark the Town blacksmith in Epping High Street and Stan Barlow, the Epping Barber, whose premises were nearby. There were also other ‘founders’ of high local standing.

The Club is independent in its own right without connection to any parent organisation. In essence, it is an Epping social club for retired professional males associated with Epping, who appreciate the company of likeminded individuals, meet regularly to dine and be entertained by speakers. The term PROBUS is an abbreviation for PROfessional and BUSiness men, but membership is not restricted to those two groups. Lady guests are invited to attend on special occasions.

A small committee organises the functions and activities of the Club and is chaired by a President elected each year at the Club AGM. The current president elect is John Batchelor.

Service Above Self Award Bill Towers

Epping Town Council are very proud of our Recreation & Amenities Manager, Bill Towers, who received the Service Above Self Award from the Rotary Club of Epping, at a presentation dinner. Bill earnt his shield and certificate for all the extra things he does for our town. Bill joins a small and special group of local people who have been honoured in this way over the years.

The 1st Theydon Garnon Scout Troop (headquarters in Fluxs Lane, Epping) recently took part in the annual 24 hour survival competition known as the Brass Monkey Challenge. Scouts, Guides and Explorer Scouts from all over the Royal Forest Scout District, stretching from Buckhurst Hill to Ongar, took part. Over 150 young people attended Thriftwood Scout Camp Site in Brentwood. Here they had to build their own shelters and cook meals over open fires whilst making camp gadgets from natural materials.

Along with this they were set tasks such as a First Aid scenario, problem solving and a Scout knowledge test. The weekend started off in pouring rain for the first few hours and then as night drew in, the temperatures dropped to below freezing.

The 1st Theydon Garnon team, led by Ben Roberts (aged 13 years) and consisting of Dan Padian (12), Henry Davies (11), Alfie Williams (11) and Tommy Sommers (11), won the competition showing great skill and determination. For their dinner they built a pit fire showing true scouting skills.

Jacqui Mortimer their Scout leader was immensely proud of what they had achieved.

Epping Folk Club has been presenting regular mid monthly contemporary acoustic music events at St John’s Church since November 2016. A growing and appreciative audience has already enjoyed a wide variety of popular touring and award winning acts such as Kelly Oliver, Steve Pledger, Nina Harries, Mike Reinstein, Daria Kulesh, Cathryn Craig & Brian Willoughby and many more. April 2017 welcomed the return of the superb and delightful Emily Mae Winters promoting her new album ‘Siren Serenade’, supported by the Americana style of Paul McClure.

Epping Montessori nursery

This summer sees the staff and children in Epping Montessori Nursery celebrating a special 25 year event since its original opening in 1992. During these years, the nursery has supported many hundreds of local pre-school children to take their first independent steps from home and learn to achieve and develop in readiness for school following the Montessori ethos.

Proprietor Jenny Timms says: “It has been a privilege to get to know so many families in the Epping area and see how the children have changed & grown - often I can’t recognise them! It is such a rewarding, if not exhausting role working with little ones and so very fulfilling when they remember us and come back for a visit”.

The Epping in Bloom group is to receive up to £4,000 to brighten up some of the bus stops in Epping High Street and to put in more raised beds at the community garden next to the Marks and Spencer store but exactly how much funding it gets is down to you!

The group has been chosen as one of the recipients of funding through Tesco's Bags of Help scheme where Tesco teamed up with Groundwork.

Epping in Bloom is one of three community groups and projects chosen in the area to benefit from a share of £7,000.

The money comes from the 5p carrier bag charge and means the money goes directly back into the local community.

Customers at the Tesco store in Epping and the Tesco Express stores in Ongar and Theydon Bois can put a token into their favoured tube on leaving the store from early May until the end of June. The organisation which receives the most tokens will get £4,000 with the other two receiving £2,000 and £1,000.
