The Mayor’s view We have invested in a new play area for Ivy Chimneys and work is now well under way.

We have plans in train to improve facilities at Jack Silley Pavilion.

When I took office as a Town Councillor four years ago, I wanted to make a real difference to the community.

I had no idea that my fellow councillors would select me for the honour of becoming Mayor of Epping in 2014.

When I was sworn in as Mayor, I promised to fulfil the duties to the best of my judgement and ability and I hope I have fulfilled that promise.

In my year as Mayor, I have met people from organisations across the community.

My duties have been varied and I have been overwhelmed by the warm welcome I have received from the people of Epping.

Recently I had the pleasure of presenting medals to the Freemen of Epping and the award of Townsperson of the year.

In my time as Chair, the Councillors, Clerk and staff as a team have delivered many benefits for the town we serve. In my opinion, one of the most important decisions made was to apply for designation as a Neighbourhood Planning area and shortly you will be consulted about your concerns and aspirations for the Town, to include where we want new homes, the style of new buildings and the infrastructure needed.

We have financially supported a new community project, “Epping in Bloom”.

Anyone can get involved in planting and maintaining floral displays around the Town.

Last October, my husband and I had the pleasure of representing Epping on a visit to Eppingen, our Twin Town in Germany. We stayed with a German family who made us very welcome.

I do have a concern that young people have little opportunity to make their views heard in the decision making process of the Town. I would like to see a forum that gives young people the opportunity to engage with us on issues such as leisure activities and facilities available to improve the offer we provide for them.

Reflecting on my year in office has prompted me to think about how Epping has changed over the years and how important it is that we continue to protect its heritage and rural aspect for future generations.

It has been an honour to represent the Town and as my year is now complete, I have handed the chain of office to Michael Wright and I know he will embrace the role and enjoy his year as much as I have.

Market Superintendent retires after 22 years

After 22 years, our Market Superintendent Bill Towers has retired from his Monday post. Bill took on the market back in May 1993 and has been out looking after the market traders in all weathers and on bank holidays ever since.

Bill knows everyone in the market and many of you will know him.

Bill joined the Town Council in 1986 and today holds the position of Town Supervisor, working on and supervising all our grounds maintenance, machinery, recreation grounds, allotments and the Bury Lane cemetery. He took on the Market Superintendent’s role in addition to these duties, but has now decided he’d like to have Mondays off to pursue his own interests.

The market traders told us what a pleasure it has been to work with Bill and how much they will miss him. Bill has handed over the reigns to Micky Quinn, who will be the point of contact on the market from now on. Thank you Bill.

Election Results The Town Council elections were held on 7th May, at the same time as the general election. The full results are reproduced below. Unlike the District or County Councils, which are elected in thirds, (i.e. there are elections for a third of the seats each year with no election in the fourth year) the entire Town Council is elected at once every four years.

Three members of the previous Council stood down at this election. Cllr Janet Hedges retired from public service after serving on the Council for 12 years, Cllr Will Breare-Hall stood down from the Town Council, though he continues as a District Councillor for the St Johns Ward and Cllr Lynn Hughes stood down as she no longer lives in Epping. Cllr Hughes was elected to the District Council at this election for the Broadley Common, Epping Upland & Nazeing ward. Cllr Hedges was Town Mayor in 2004 and Cllr Breare-Hall was Town Mayor in 2013.

All of the remaining 9 members of the previous Council were re-elected. Cllr Nigel Avey was also elected to the District Council and becomes the third ‘dual-hatted’ member, sitting on both the District and Town Councils, alongside Cllrs Tony Church and Jon Whitehouse. Cllr Whitehouse serves on all three Councils that serve Epping as he is also the Town’s County Councillor. The three new Councillors are Dawn Baird, Daniel Spillman and Holly Whitbread.

Ivy Chimneys - An exciting new playground Based on this consultation, the Town Council can now present the winning design (left) which will replace the existing play equipment.

Work has been started on the playground and it should be finished in June ready for everyone to start enjoying.

Last year, Epping Town Council consulted with the local community to decide how best to refurbish the playground at Ivy Chimneys. The public consultation meeting with adult residents and the Year 5 students of Ivy Chimneys primary school, which is next to the playground, helped focus the decisions.

The main themes from the consultation were: •

More dynamic play equipment, such as a zip wire and spinners.

•

More hard surfaces to improve the usability of the play areas in winter months.

•

More benches for adults and some picnic tables for use by families.

•

Access to the school from the play area to allow safe access into the school from the recreation ground to avoid dangerous narrow footways.

•

Removal of old equipment and provision of fewer higher quality pieces.

Play in the Park The Town Council, in partnership with the District Council, are putting on some ‘Play in the Park’ sessions in the summer holidays where you can make use of some of the great public spaces in Epping. The sessions are free and open to all children (and parents) from ages five to thirteen. Younger siblings are of course welcome.

We ran some sessions earlier in the year and they were a great success.

The improvements to Ivy Chimneys Playground have been funded by a £40,000 award, which was made in connection with the redevelopment of the former Spotted Dog public house in Ivy Chimeys Road, Epping. £20,000 was received from the Essex Community Initiatives Fund through Essex County Council. The Town Council have put forward the remaining £10,000 from their reserves.

The new development has been carefully planned and designed with the consultation points in mind and there should be something for children of all ages to enjoy. The benches and picnic tables will allow families to supervise their children and enjoy the area themselves. Happy playing.

As part of the consultation process, the children were asked to design a sign to welcome people into the new play area.

The sign will be based on her design.

Neighbourhood Planning The Town Council has established a steering group to deliver a Neighbourhood Plan for Epping

What is neighbourhood planning?

Neighbourhood planning gives us a direct power to develop a shared vision for our town and shape the development and growth of Epping. We will have a say in where we want new homes, shops and offices to be built and on what those new buildings should look like and what infrastructure should be provided.

Neighbourhood planning provides a powerful set of tools for local people to ensure that we get the right types of development for our community where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.

What can we use neighbourhood planning for?

We can set planning policies through our neighbourhood plan that will be used in determining planning applications and have an input into how and where strategic development takes place in the town.

What are the benefits to the town of developing a neighbourhood plan?

Neighbourhood planning gives us the opportunity to set out a positive vision for how we want our town to develop over the next ten, fifteen, twenty years in ways that meet identified local need and make sense for local people. We can put in place planning policies that will help deliver that vision.

What are the next steps?

The Town Council has already established a steering group to develop our neighbourhood plan. The steering group will consist of members of the Council and resident stakeholders in the town. We will begin in the next few months by distributing an early enagement questionnaire to residents and by holding focus groups to identify the issues and priorities of our residents.

Once we have carried out this work, we will produce an issues and options paper and consult residents again.

We will use this engagement as an evidence base to develop planning policies for Epping Town that actually

reflect the aspirations of our residents. By implementing a plan we also ensure that 25% of the new community infrastructure levy (which is designed to largely replace section 106 contributions based on the size of developments) comes to the Town Council, enabling us to invest in better local facilities for residents.

We need your help Our neighbourhood plan will be based on your views and will address your priorities and concerns. We want residents to take ownership of the plan and get involved with helping us to shape it.

A neighbourhood plan only becomes part of local planning policy if it can secure the consent of local people in a referendum. If it does, the District Council must implement it and it will be used to determine planning applications in the town with the same weight as policies in the Local Plan.

If the Neighbourhood Plan is published after the Local Plan, the Neighbourhood Plan policies take precedence over Local Plan policies if there is a conflict. However our intention is to work closely with the District Council to ensure that as far as possible, our plan will strengthen and enhance the overall plan for the District rather than be in conflict with it.

Epping Art Society - Past and Present In January 1996, the Epping Art Society was formed by Elyot Marshall of Lindsey Street. An inaugural meeting was attended by several like-minded people, and Elyot became the Society Co-ordinator. Himself a talented painter, he laid down the first constitution. Next year is the 20th anniversary.

The first exhibition was in October 1996. There were 15 artists and 167 entries on show at St John’s Church. The first catalogue is still in existence today. To date, we have 57 artists and about 80 members.

The society is for anybody interested in the Arts generally, it is not necessary to be a painter.

When Elyot moved on, the Chairmanship was taken over by Sally Macpherson, a great organiser who brought us forward in many areas. We run as many as three exhibitions per year, entries to the Town Show, Christmas Tree Festival and Market, and last year decorated a shop window along the Tour de France route in the High Street. Our News Sheet, “The Palette” is published monthly and delivered to all our members, with articles, critiques, paintings and our latest news. On the 1st Monday of each month, a practical session is held at Pelly Court at 7.30pm, for various subjects. Still Life, pottery and life drawing, for example, and

one session “au plein aire”, in the summer months. Dates for bank holidays vary, but prior notice is given.

On the second Wednesday of each month, also at Pelly Court, we arrange a lecture with excellent speakers on varying art subjects, illustrated on our recently acquired projector (thanks to a grant from Epping Rotary).

All meetings include refreshments. Doors open at 7.30pm for an 8.00pm start. Non-members may attend at a cost of £3. Membership is £15 per annum and £2 per session.

Throughout the year we arrange visits to places of interest, transport provided. Next month, we hope to visit the homes of either Alfred Munnings, Castle House, Dedham, or Gainsborough at Sudbury. Last year a high spot was Charleston Farmhouse, near Lewes, home of “the Bloomsbury Group”.

On 10th to 14th July, Epping Rotary is organising a major exhibition at St John’s Church, “YOUTH MAKES ART” aimed at including all young people in town activities. We have agreed to assist in this project instead of our usual exhibition and have joined forces to make this a major event. Many schools from a wide area have been invited to participate and entries are coming in now. Posters are already on display for further information. There are two sections for the under 23s and prizes will be awarded following the decisions made by experienced judges.

Followng this, our annual major exhibition will be held in November at St John’s Church and the usual participation in the Christmas acivities. Never a dull moment! We will also be at the Town Show.

New Epping in Bloom Group Epping has a new ‘In Bloom’ Group, supported by Epping Town Council, which is dedicated to improving the floral displays in and around the town. The Group held their first meeting in March, appointed a chairman, vice chairman, secretary and other pivotal roles and quickly worked on sites to focus on and ideas to take the project forward. The focus this year is the town sign green by Tower Road.

The Group has a wealth of experience, bringing expertise from the Epping Horticutulral Society and lots of ideas and enthusiasm. There are many sites in Epping that would benefit from a floral display and the Group are working on ways to make that happen. They are looking for volunteers to help and welcome anyone interested to get in touch.

Chairman Victoria Robertson has liaised with local schools and encouraged our children to get involved through competitions, inspiring the next generation of gardeners.

They are also looking to get local businesses on board, so everyone can play a part in the project. If the community gets involved, we can really put Epping on the map for its plants and flowers. Meetings are held at Epping Hall, St John’s Road.

Epping Market - A Market Since 1253

When we visit Epping Market on a Monday, it is easy to forget that the market has been an important part of Epping life for hundreds of years.

In 1253, King Henry III granted a charter to the Abbot and Canons of Waltham Holy Cross to hold “One market every Monday at the heath of Eppinges in the county of Essex”. The “heath of Eppinges”, or Epping Heath, was an area near All Saints Church in Epping Upland. At the time, the extensive parish of Epping was divided into two parts – Upland, where the church was situated, and Townside, where the actual town stood. The market remained under the control of Waltham Holy Cross for over 300 years.

In 1568, Queen Elizabeth I visited Thomas Heneage, who was then the owner of Copped Hall. He was something of a favourite of the Queen, and as such she had granted the estate of Copped Hall to him four years previously. During her visit, the Queen bestowed upon him the title of “Clerk of the Market, with his heirs forever”, thereby giving all future owners of the Copped Hall Estate the right of ownership of the market. This remained in place until 1955, when the right of ownership was purchased by Epping Urban District Council.

By 1575 the population of the Townside part of Epping had increased considerably, and the market was moved there. There was a row of stalls and market buildings along the middle of what is now the High Street, including a market house and a buttercross. The buttercross stood opposite what is now the Fat Face shop on one side and Star Lane on the other. Buttercross Lane is of course named after this. The market house was demolished in 1845. In 1671, King Charles II re-confirmed the charter previously issued by Queen Elizabeth, and in addition granted a cattle market to be held on a Thursday.

Epping became famed all over England for the quality of its butter and also its pork and sausages. It was rumoured at the time that the sausages were flavoured with venison poached from the forest. The market stretched from the Duke of York public house (now the site of Barclays Bank) down to the Black Lion. Market day was changed to a Friday.

In September 1859, a cattle market was held at the rear of the White Lion, instituted by Messrs Smith & Moore.

In November of the same year, another was opened in the High Street by Mr W Wederell. For a time the two were held on alternate weeks, but the Smith & Moore market was soon discontinued. Mr Wederell continued as auctioneer in the market until 1887, when the business was purchased by Hugh Sworder. He was joined by Harry Knight, and between them they leased the rights to hold the market auctions from the Copped Hall Estate.

In 1897, the Victoria Buildings were erected in the High Street near the market place and it was here that Sworder & Knight set up their office. The picture on the left shows the two men outside their office in 1906. Hugh Sworder died in 1921, and Gerald Trotter became Harry Knight’s partner. The business was eventually sold to Ambrose & Son in 1946.

In January 1918, a meeting was held at the Victoria Hall to discuss proposals to change market day back to a Monday. The meeting was well attended by farmers, buyers and local tradesmen. At the time animals were brought into the market on a Friday and had to be cut up by a butcher on the same day in order to be sold in his shop on the Saturday. This was inconvenient for the butchers and bad for the customers because the meat was not always in the best condition. After a lengthy discussion it was decided by a vote of 42 to 22 to make the proposed change. In the early 1930s, there was a move by Waltham Abbey Holy Cross Council to get the market changed back to a Friday. They claimed that Epping’s Monday market was having a detrimental effect on their own, which was held on a Tuesday. The case was heard before a Sheriff’s court in Chelmsford. The court found in favour of Epping and market day remained on a Monday.

In 1955, Epping Urban District Council purchased the rights to the market from the Copped Hall Estate. Five years later it was announced that the livestock market was to close. By that time many farmers were selling cattle direct to a butchers, and sending pigs to bacon factories. Consequently the need for a market auction had been reduced. This reduction in use had prompted the Ministry of Agriculture to withdraw its Certifying Officer from the market. The following year the familiar market railings were removed. The railings can be seen in the picture on the right, which was produced as a postcard around 1950.

In 1974, the rights for the market were transferred to the newly-formed Epping Forest District Council. It was offered to Epping Town Council, but this was declined.

There are a good variety of stalls selling an assortment of goods, including fruit and vegetables, plants, ladies’ fashion, shoes, cards, mobile phone accessories and household items. It takes a lot of organising, setting up and taking down.

The market can accommodate in excess of eighty single stalls and is a hugely important part of our history and community. It is, as it always has been, a popular meeting place in the town. After over 750 years, an Epping tradition lives on.

We have had a number of continental markets in recent years; French and Italian, but Epping’s Monday market has a flavour of its own.

By 1981 the Town Council had a change of heart and the rights were transferred to them. Part of the deal was the purchase of the tractor and seven trailers used to transport the dismantled market stalls from the High Street to the garages in the Bakers Lane car park in which they were kept. These were valued at £2,900.

The market continues under the auspices of the Town Council today and still draws the crowds on a Monday, including bank holidays.

After yet another mild winter and an early spring, the plants had a good start and everything is growing like mad Each day I walk out into the Forest, I see signs of new growth with hawthorn, hornbeam and birch breaking out into new fresh green life. The buds of the beech and oak are swelling with hope of summer days. Wet, brown leaf-covered ground is giving way to seedlings and bramble as the green carpet of new life spreads. Life abounds throughout the Forest and this year’s fauns will be opening their eyes around late June/early July and taking their first steps on wobbly legs. Birds are nesting and the cries of their young echo out among the trees. Butterflies flit from flower to flower as their caterpillars chew on the fresh new leaves.

It is a wonderful time of the year to be out and about. The young leaves still allow you to see the wildlife before the summer cover hides them away. Please join us here in Epping Forest with your family and enjoy this special place. Our events leaflet is available in our Visitor Centres and online.

With the changes in the National Curriculum looking at prehistory, our two Iron Age camps are looking to get very busy. Our Life Long Learning Officer is working on a new school learning program to cover this resource. We are also launching a new survey on the hill forts and their management. This will be available online and at the Visitor Centres, fill in a form and have your say.

Already this year, the City of London has had to write to householders dumping garden waste onto Forest land. This may seem to be trivial, but with so many diseases passed onto native trees from garden plants, this really could have a devastating effect on our Forest. Please be mindful or the oak and ash trees could go the way of the elm.

Please remember that we do not allow BBQs or fires on Forest land, but we do encourage you to come out and enjoy a picnic.

Epping Town Awards Freemen of Epping Back in 1995, a local resident proposed that the Town Council should consider instituting the award of ‘Freeman of Epping’ which should be awarded to persons who have contributed to the enhancement of the area over a number of years. The Town Council have now awarded this honour to five local people who have each made such an important contribution to our town.

Freddy Limer MBE - 2015

Freddy Limer has just been awarded Freeman of Epping for his extraordinary contribution to the town, having been a County and District Councillor, twice Chairman of the Urban District Council, Chairman of the District Council and a member of both the inaugural Epping Forest District Council and Epping Town Council. Freddy was Chairman of the Housing Committee for 14 years and has made a particularly important contribution to the housing of Epping we see today.

He was involved in Parklands in Coopersale, the Council housing between St John’s Road and Lindsey Street, Baker’s Villas, Pelly Court and involved in selling Council houses in the 1960s, long before Right to Buy. Freddy created an agency that advised new businesses, as well as being Chairman of the Epping and Theydon Garnon Charities and in 1982, he received an MBE for his national service to social housing.

Freddy has lived in the same house in Epping for 58 years, which he built with his beloved wife Pat. He received his honour from Town Mayor Barbara Scruton at her special Civic Dinner.

John Batchelor received his honour in 2002 for his exemplary long service to the Epping community, having lived here all his life.

John’s family owned a saddlery shop in the town for many years. He has been involved with the Town Centre Partnership and is still helping the people of Epping today as Chairman of Theydon Trusts.

Ruth Benjamin - 1997

Ruth Benjamin was honoured in 1997 for her years of good work for the town.

Mrs Benjamin was Town Clerk from 1976 to 1987 and has been involved with several local schools including Ivy Chimneys Primary and St John’s. She has also helped many local charity groups including the Epping Old People’s Welfare Association, the Epping and Theydon Garnon Joint Charities and Theydon Trusts. She is still very much involved today.

Dennis Verrall was delighted to learn he was to be honoured as the first Freeman of Epping, but sadly died before the ceremony. His wife and son received it proudly on his behalf.

Dennis had given a long life of voluntary service to his own town of Epping, having been President of Probus, the RAF Association and the British Legion. The Civil Service Retired Association, Hemnall Street Social Club and the Theydon Garnon Trust were amongst his other involvements as well as being a Councillor of Theydon Garnon Parish Council.

Letitia Berry was honoured in 2004.

Letitia has been central to Epping life for 50 years.

A former town councillor for 20 years and past mayor, her long list of associations include the Townswomen’s Guild, St John’s Church (and a choir member), Theydon Garnon Charities, Theydon Trusts, St Clare Hospice and President of Epping Forest Band. Letitia was very deservedly announced Epping Forest District Citizen of the Year 2015 for her outstanding contribution and achievements.

John Duffell awarded Townsperson of the Year 2014 Local resident John Duffell has won Townsperson of the Year 2014 for his work as Secretary of the Epping Branch of the Royal British Legion. During his time as Secretary, John has been involved with the memorial plaque at St John’s Church in memory of people who died at Spriggs Oak during the Second World War, the upkeep of the Town War Memorial and research into the service personnel of the town who lost their lives in both World Wars, providing a lasting memory of them for future generations.

John has also been involved with the HMS Sickle 70th anniversary memorial service and remembrance plaque at St John’s Church and the Lights Out event to remember the outbreak of World War I in 1914, which was held at Hemnall Social Club.

The Remembrance Day Parade, wreath laying at the War Memorial and Remembrance Service are such important events and naturally this was a busy time for John. He was also involved in the Commonwealth War Graves service held at Epping cemetery.

John received a certificate and floral tribute from our Town Mayor Barbara Scruton at her Civic Dinner.

Civic Award Each year the Town Council gives a Civic Award to a building which shows either high standards of maintenance in an existing building or excellence in the design of a new building, both public and private. This year’s winner was Darren Hunt in recognition of ‘careful refurbishment and attention to detail by extending and renovating 5 Kendal Avenue in keeping with the street scene’. Darren received a certificate at the Annual Town Meeting in March.

St George’s Day Competition On St George’s Day we ask the local businesses to decorate their shop windows with a St George’s Day theme. This year, a number of shops took part and Town Mayor Barbara Scruton visited on 23rd April to judge the creative displays. Thank you to everyone for taking part (particularly the charity shops, who made an extra special effort).

There were lots of great displays and it was difficult to decide the winner. After careful consideration, the Mayor decided to award Ecco with the winner’s certificate. Their display was themed across both windows, using a careful selection of relevant merchandise, there were home-made St George’s Day cakes and outside flags and bunting. Well done Ecco.

The windows were of such a high standard this year, that the Mayor decided to award Certificates of Merit to those windows which really stood out. Well done to all our windows.

Race for Life at North Weald Airfield Weds 15th July at 7pm: 5k and 10k events Epping women are being urged to get the year off to a great start by signing up now to Cancer Research UK’s Race for Life 2015.

“Race for Life is non-competitive. It’s not about being fit or fast. Most women are able to walk 5k in an hour while chatting and having fun. Or they can choose to jog, run or even dance around the course if they prefer.

Cancer Research UK’s Race for Life, in partnership with Tesco, is an inspiring women-only series of 5k, 10k and Pretty Muddy events which raise millions of pounds every year to help beat cancer sooner by funding life-saving research.

“Race for Life is to celebrate those who are with us, and also remember those who are not. The atmosphere is electric, our participants are so inspiring and we’re calling on the women of Epping to help make 2015 our best year yet.”

The popular Epping Town Show will be held on Sunday 5th July 2015 at Stonards Hill Recreation Ground between 12 noon and 5pm.

There will be dozens of stalls, arena events, a funfair, circus entertainers, a mobile petting farm, donkey rides, birds of prey, a hog roast, beer tent, Pimms kiosk, face painting and much more. Entry for cars will be via Tidys Lane.

We have had some great Town Shows and are usually very lucky with the weather, so come along with the family for a great day out. There will be something for everyone.

We have arts and crafts, music and dancing, food and drink, a variety of events and a full programme of entertainment.

EPPING HORTICULTURAL SOCIETY - By Victoria Robertson Epping Horticultural Society and the Travellers Friend pub in Epping Green were very pleased at the amount of entrants for their St David’s Day daffodil competition, which was held on Sunday 1st March 2015. First prize winner for the children’s section was Daisy Harrison.

First prize for the longest daffodil trumpet went to Christine Burgess and first prize for the shortest daffodil trumpet went to Victoria Robertson.

Victoria also won Victoria Robertson first prize for her homemade daffodil item, which was a glass wine bottle candle lantern holder.

We welcome new members to join us this year. A joining fee of £2 applies if you are local or £4 if you live outside Epping to cover the cost of stamps. Throughout the year, we will send you information, guidance and exciting offers that will help to make gardening an enjoyable and economical experience.

Our Meadow Road trading hut is open every Sunday from 10am - 12 noon. You can pop along and pick up your garden supplies at very reasonable prices. Helen Bryce was a painter and poster artist.

She exhibited at a number of venues between 1918 and 1931, including several times at the Royal Academy. Bryce lived in Harrow and later in Burford, Oxfordshire.

Examples of her work are held at the Tyne and Wear Museum. The above poster was designed in 1926 and represents Epping Market as it was 90 years ago.
