The Mayor’s view

As Mayor, it has been my privilege to see how many clubs, associations and groups actively support the Town and our townsfolk, particularly during this festive season.

The Royal British Legion oversaw a moving and well attended Remembrance Day Parade and Service with St John’s Church.

Epping Rotary Club has continued to serve our community by fundraising and supporting local charities and those in need. They also provided a splendid Carols on the Green attended by the largest crowd yet.

I would like to thank Rotary for supporting the Town Council with the generous donation towards our much-loved Christmas tree on the Piazza. This was a centre piece for the Christmas Market which was very successful due to the hard work of our staff Geraldine and Bill. St John’s Church hosted the Christmas Tree festival, always a colourful event.

Epping in Bloom also decorated the Market Garden adding more lights to the town.

The local Primary Schools provided many fantastic entries for the Mayor’s Christmas card competition which was won by George Mawson aged 7.

The Combined Churches held a Christmas Day dinner for those who were otherwise to be on their own; such a heart-warming event.

The Town Council continues to try to safeguard and improve the town.

The lettering on the War Memorial has been painted and re-engraved, saving the names of those who gave so much for us. We are about to refurbish Jack Silley Pavilion and the playground in Coopersale. The Town Council has responded to and positively influenced the District Council’s Local Plan, together with the Neighbourhood Planning Advisory Committee, reducing the number of units to be built and saving some green spaces within the town.

We could not prevent all the development, no matter how much we wished to do so.

We have demanded greater infrastructure to coincide with any new development.

I was very honoured to lead the Town Council in holding a surprise gathering of local people to congratulate Denys Favre on reaching the grand age of 100.

He has been a past Mayor, councillor and he was instrumental in saving both Hill Hall and Copped Hall.

What a special and selfless gentleman.

Again, thank you to our councillors and the Town Clerk and her team for all their hard work on behalf of our town.

Listening bench installed in St John’s churchyard

Recordings are programmed into the bench.

On 4 November 2017, a group of local residents and supporters braved the cold to attend the official opening of Epping’s new listening bench, installed in the churchyard of St John’s Church.

The park bench plays clips of sound recordings about the local area, through solar-powered speakers. The clips include memories of being evacuated to Epping in the Second World War; of Epping High Street in the early twentieth century; and reflections on being a Verderer of Epping Forest. Some of the memories were recorded by Sidney Hills, a local historian who has recently been commemorated by a blue plaque placed on his former home.

The audio was put together by a team of volunteers, including members of the Epping Forest Youth Council and a representative from the Epping Ongar Railway. Most of these volunteers attended the official launch, as well as a number of town councillors; relatives of Sidney Hills; Deputy Lieutenant Michael Chapman; Cllr John Aldridge, Chairman of Essex County Council; County Councillors Cllr Susan Barker and Cllr Christopher Whitbread; Cllr David Stallan, Chairman of Epping Forest District Council and Cllr Tony Church, Mayor of Epping.

The sound clips were taken from recordings held by the Essex Sound and Video Archive (ESVA) at the Essex Record Office. This listening bench is one of 18 installed across Essex, as part of the ESVA’s Heritage Lottery Funded project, You Are Hear: sound and a sense of place. Another new Blue Plaque for Epping

The Silley Family, 1 Theydon Grove - by Town Mayor Cllr Tony Church

Jack Silley and his family have had a very impressive impact on Epping, which lasted nearly 50 years. Actually, the impact is still present today and will continue, hopefully indefinitely.

Jack Senior bought Theydon Grove House in 1921, roughly the same time as he funded the building of the Red Triangle Club in Plaistow and built many houses for his workers at the ship repair yard in Cubbitt Town, East London.

Continuing with his concern for the welfare of others, in 1934, he gifted the Epping Urban Council monies to build seven bungalows for aged couples and later further monies to construct 12 units for aged spinsters and widows from Epping. These properties were later registered under the Charitable Trust known as Theydon Trusts Ltd. The Trust is still in existence today and the properties can be found in Margaret Road, off Shaftesbury Road. The road was named after Jack’s wife Margaret, who was greatly involved in the charitable works. The Trust now also owns other lands and property including the Hemnall Social Club and adjacent building, which houses flats and the Citizens Advice Bureau, plus Stonards Farm and adjacent land. The monies and income raised are still spent on the same charitable principles; to help the people of Epping.

An off-shoot of this is The Epping & Theydon Garnon Almshouse and Relief in Need Charity, and the Epping & Theydon Garnon Education Charity and I am proud to say that I sit on this charity as a trustee. The Trust continues to support those that need help, as Jack Silley envisaged.

When Jack Senior unfortunately died in 1941, his son Jack took over the mantle. Shortly after the Second World War, Jack very generously set up a Trust donating the land at Stonards Hill Recreation Ground to the people of Epping for recreational use, to be held by Epping Urban Council, now Epping Town Council. This magnificent gift has benefited Epping greatly, with a playground area, skate park, petanque pitch, tennis courts, a band hut, a scout hut and of course, the main playing fields with separate football pitches, changing rooms and two halls, appropriately named the Jack Silley Pavilion.

Unfortunately, after the fatal accident involving Jack’s son Richard, the original house and gardens were eventually sold, but we now have the impressive housing estate named after it; Theydon Grove. As many councillors will tell you, there are not many places in Epping that I have not lived and I am proud to say that Theydon Grove is no exception, as I lived at number 2.

These are only a few examples of the generosity and dedication the Silley Family have shown in Epping. I am sure there are many more. I know that my mother was in the Girls Training Corps here in 1944-45, as the family let the Corps have use of their grounds.

I would like to thank Lesley Linnett and her family for allowing us to place the plaque on their property, in such a prominent position. It is important for us to remember and celebrate the lives of past Epping residents who have enriched the wellbeing of our great town. I would also like to thank Lesley’s grandson for helping me unveil the plaque and all that attended and assisted with the event.

Epping Christmas Market 1st December 2017

Christmas officially arrived in Epping on 1st December with the Epping Town Council’s organised Christmas Market and the Christmas Tree Festival at St John’s Church.

Epping Town Mayor Tony Church opened the tree festival where some 60 trees were decorated by local businesses and organisations.

More than 50 Christmas craft, gift and food stalls including hog roast, mulled wine and roast chestnuts lined Epping High Street for the Christmas Market during which Councillor Tony Church was joined by 12-year-old Scott Bailey, who suffered an injury in the summer, to switch on the 2,000 lights on the giant Christmas tree on the piazza.

There was a variety of entertainment with music from local school choirs as well as adult choirs, the Epping Forest Band, Harlow Salvation Army Band and Epping Folk Club singers Noel Cowley and Matthew Shepherd. Peppa Pig also made a guest appearance walking through the town greeting young fans.

Other side attractions included magic, balloon modelling, an Epping Ongar Railway vintage bus with face painting on board and Town Crier Tony Appleton was on hand to welcome everyone to the market. The Town Mayor also visited Epping Fire Station where Santa saw young visitors in his Grotto.

Councillor Church commented: “I would like to thank what must have been hundreds of people who turned out to support the event and help get Epping into the festive spirit. Both the Christmas Market and Tree Festival are truly great community events which bring the town, the church and the whole community together at a special time of the year. Thanks go to all of the entertainment taking part at the Christmas Market and for Epping Fire Station’s Santa and stalls. Particular thanks to Mullucks Wells for supplying letting boards to promote Epping Christmas Market and Epping Forest District Council for free car parking in Cottis Lane car park during the event.”

Carols on the Green - Presented by Epping and Epping Forest Rotary Clubs

On Christmas Eve a large gathering enjoyed festive singing accompanied by musicians and choristers from local schools.

Rotarians served hot toddy and mince pies which were appreciated by the crowd at this now popular annual event.

A bucket collection raised over £2800 to purchase musical instruments for local schools.

Rotary wishes to thank Galliard Homes, Epping Tesco, Arrowsmith & Roberts, Epping Scaffolding, ESS Hire, St John Ambulance and Epping Catholic Church for their help in staging the event.

Audrey Rose cup

Thank you to all the shops and businesses that dressed their windows for Christmas. Town Mayor, Cllr Tony Church presented the Audrey Rose Cup during the Christmas Market to Cole's Menswear shop as the winner of the best festive window display. The cup was presented to shop director Freddy Cole.

Runners-up certificates were presented to staff at The Beauty, Skin and Eyelash Lounge in Station Road and to Lloyd Bethell, salon manager at Mr Smith's hairdressers in the High Street.

Cllr Church said: “It was extremely difficult to select a winner as we had so many excellent entries. The Mayoress and I viewed the windows many times, before we came to a decision. We were delighted to see so many of our businesses had taken part and it really does add some extra sparkle to our lovely town. Well done to everyone.”

The winner receives a certificate and engraved Audrey Rose cup, which they keep for one year.

Freeman of Epping Denys Favre’s 100th birthday

A surprise celebration hosted by Epping Town Council has been held to mark the 100th birthday of a Freeman of the Town and a former Town Mayor of Epping. Past and present councillors and representatives of local organisations he has been involved with were on hand to congratulate centenarian Denys Favre at Epping Hall in November. Mr Favre spent 51 years living in Epping before he moved, two years ago, to Yorkshire to be nearer his family.

Town Mayor Cllr Tony Church said: “On behalf of Epping Town Council and all the people of Epping, I was honoured to be able to congratulate Denys on his 100th birthday on 1 December 2017.

Denys has accomplished so much for Epping and its surroundings over a 51-year period, including the saving of Hill Hall and Copped Hall and his achievements through The Epping Society, Epping-Eppingen Association and Epping Town Council, particularly as Mayor. What a special and selfless man.”

In the 1970s, Mr Favre became interested in the Elizabethan mansion Hill Hall at Theydon Mount. He called upon Sir Nikolaus Pevsner, an eminent figure from The Victorian Society, and their campaigning efforts resulted in the former women’s prison - renowned for its famous visitor Christine Keeler - being saved, to be converted into apartments.

Mr Favre’s next challenge was to help to save historic Copped Hall, then earmarked for development, and with architect Alan Cox, he established The Copped Hall Trust to save the historic building from being sold. In 1995, after a nine-year campaign, The Copped Hall Trust purchased the property and a team of volunteers began their tireless efforts to raise money for the Hall’s restoration. Mr Favre is Life President of the Copped Hall Trust. In 1972, Mr Favre founded The Epping Society which was established to help protect the town. In 1976, Mr Favre joined Epping Town Council. He was elected Town Mayor in 1980. During his mayoral year he visited Epping’s German twin town of Eppingen. He was made a Freeman of Epping in 2015.

During the Second World War, Mr Favre was one of the first recruits to the Air Sea Rescue which aimed to save the lives of pilots shot down by German gunners. Denys was also toasted at the Christmas Market, on his actual birthday, where the Mayor dedicated the Christmas tree to him.

Each year, Epping Town Council invite our local school children to design the Mayor’s Christmas card. There were hundreds of wonderful designs and it was very difficult to make a decision. The winning card was designed by George Mawson, aged 7, from Coopersale Hall School. The excellent runners-up were Alice Shea, aged 4, from Coopersale Hall School, Lilly-Rose Ford, aged 8 and Rhys Hatcher, aged 8, both from Coopersale & Theydon Garnon Primary School and Sienna Houghton Flores, aged 10, from Epping Primary School. Thank you to all the schools and children who took part.

Epping Town Council would like to thank the Rotary Club of Epping and the Epping Society for their very kind donations towards our central Christmas tree, which we hope you all enjoyed. A big thank you to Tesco Bags of Help scheme and all of you who put your blue tokens into the slots. Your generosity meant we received £1,000 which paid for the lights for the central tree.

Market Garden Terrace lights switch on and St John’s Christmas Tree Festival winner Epping in Bloom enjoyed a magical and musical evening as they switched on the lights in the Market Garden Terrace community garden. Many people joined in the carol singing and this beautiful garden was lit up for Christmas. The garden is there for everyone to use, so don’t forget to go along and enjoy it.

Chairman Victoria Robertson was delighted to win 1st prize for Epping in Bloom at St John’s Church Christmas Tree Festival. Victoria began gathering flowers and leaves from the community garden in summer when the flowers were in full colourful bloom and preserved them using a special wax technique. Other members of the group gathered cones and berries to help add to the seasonal display. The tree topper she recycled by using an incinerator bin lid. She decorated it by using lots of vegetable seeds, dried leaves and dried flowers to create a colourful focal point at the top. The tree design was called a garden for all seasons and the idea was to help reflect the good work the team did in 2017 to maintain the seasonal garden displays in the town. She is so very touched by the amount of votes the tree received to win 1st prize and is so pleased the tree has helped inspire others to preserve flowers from their own gardens. Victoria would like to thank everyone for their votes and for the amazing feedback.

Much consternation was expressed regarding the Regulation 19 consultation of EFDC’s Local Plan at Epping Society’s open meeting held on 15 January. The very brief six week consultation period (two of which covered the Christmas/New Year period), the sheer amount and size of documents to be read and assimilated and the huge number of houses proposed for Epping – 1,305. Of these, 950 will be on the borders of Ivy Chimneys and in addition to those for which planning permission had already been granted but not yet built. The loss of 2.5% of Green Belt in the District infuriated members and Epping residents.

The Catholic Church Hall was full to overflowing as local people gathered to hear how they could get their objections heard fairly by the Government’s Planning Inspectorate. Residents felt their forcibly expressed views had been totally ignored. They feared the character of our ‘small market town’ would be destroyed by a large estate to the south of Epping and multi-storey flats/shoppers’ car parks in the town centre. The likely effect on Epping of further huge estates in other communities nearby fuelled their rage.

Vice Chairman Adam Long, and committee members Andrew Smith and Charlie Geddes outlined the main points of the proposed Local Plan and pointed out its shortcomings such as: was it legally compliant, was it sound and had the Council fully co-operated with others. Epping Society hopes the plans will be improved as a result of the objections it will submit.

There is much work to be done in order to make representations to the Planning Inspectorate later this year.

Works to Epping War Memorial

Works to Epping War Memorial are now complete. The Grade II listed building has been cleaned using water and bristle brushes and the lettering has been selectively re-etched and painted by a specialist conservator. Epping Town Council are very proud to be custodians of the War Memorial, but we have to be very careful what works are undertaken so we don’t harm the historic fabric. The names had become increasingly difficult to read, so specialist advice was taken from the War Memorials Trust and David Adamson of Adamson Conservation was chosen to undertake the very skilled works. Despite working in the snow, David has done an excellent job with the memorial and the names are now legible once again.

The work was financed by a grant from the War Memorials Trust and from Epping Town Council’s War Memorial Fund. We hope you will go and have a look at the difference.

Epping Forest Baby Show

The Epping Forest Baby Show is coming back to Epping on Saturday 24th March. Following on from the success of the first show in 2015, the team are moving the show to St John’s School from 2.30-5pm. The show brings together everything pregnancy, baby and early years, with local baby businesses, health and children’s services all under one roof. It is specifically for families with young children who are new or moving to the area and for expectant mums and parents. It’s also a great opportunity for local business and health service providers to come together to help support the community. “The show was a great opportunity for mums to connect with people and services in the area.” (Mum2Market - previous exhibitor). Youth councillors say no to N2O

Epping Forest Youth Councillors launch their latest project ‘Say No to N2O’ a drug awareness campaign, to help young people make informed choices.

The project came about as a result of young people being concerned about the number of discarded gas canisters in the streets and parks. The Youth Councillors have been working with The Children’s Society and Essex Youth People’s Drug and Alcohol Service to look at the resources available to young people, teachers and parents. They found that Talk to Frank is both easy to use and informative.

Working with the Waste Management Team and City of London Volunteer Wardens, the Youth Councillors visited three hot spot areas highlighted by the Waste management team, Epping Forest, Traps Hill in Loughton and Cornmill Lane in Waltham Abbey. In just four hours they cleaned up over 550 discarded laughing gas canisters. The Home Office has found Nitrous Oxide (N2O), more commonly known as laughing gas, to be the second most popular recreational drug among 16 to 24 year olds in England and Wales.

Nitrous oxide is not a controlled drug, and has legitimate uses in medicine and dentistry. It is illegal to sell to under 18s when the seller believes the substance may be inhaled for the purposes of intoxication. While it is not illegal for an adult to inhale the gas, many authorities across Britain are concerned about its use.

The Youth Councillors are currently conducting an online survey in schools alongside a poster and the findings will be published as part of the Youth Council’s drug awareness project. If you are aged between 11 and 24 or if you know someone who is, the survey can be found at http://tinyurl.com/efycsurvey.

Youth Councillor Nina Honey said: “The amount of canisters we found whilst out and about is worrying and it shows laughing gas is a real issue for young people today. We hope to highlight the risks and damage that is being done.”

Parklands, Coopersale Playground Refurbishment Epping Town Council will be refurbishing the playground at Parklands, Coopersale in the Spring. We look after five playgrounds and each will take its turn in the refurbishment programme. Parklands, Coopersale has not been fully refurbished for some years, so we hope the new equipment will be enjoyed by everyone.

Thank you to the local residents who told us what they would like to see included in the playground and we have tried to incorporate as many ideas as possible. Amongst the new equipment will be monkey bars, interactive pieces and a new multiplay unit.

The playground will cost £28,000.

Did you know?

(About the listed phone boxes)

Did you know the two telephone boxes outside the Card Factory in Epping High Street are actually listed buildings? The boxes were designed in 1935 by Sir George Gilbert Scott and are a type known as K6. They are made of cast iron.

Epping Football Club really needs your help

Since the end of the Second World War, Epping Town has had a football club.

Epping Town FC was at one time in the Isthmian League Division 2 (now known as Bostik League North). In 1985, ETFC collapsed and fell by the wayside.

This left Coopersale FC as the senior Club in the Town. Coopersale were formed in 1948 and after a few changes to their name became Epping Football Club and have played on the main pitch at Stonards Hill since 1986. Last January (2017), Epping FC could not fulfil fixtures and dropped out of the League. During the summer of 2017, a lot of hard work was done by an individual to resurrect Epping FC. He gathered together a group of lads and with financial help from VIP Grooming and Jennings the Bookmakers paying for and supplying two sets of kit, tracksuits training fees plus other kit and got Epping FC going again.

Epping Town Council and Essex Olympian Football League were also very helpful and the Club was beginning to gain momentum. There was still a shortfall in finances, so pitch fees were paid in instalments. A few other individuals put their hands up to help the Club with the website and fixture arranging. Another individual paid the League fees and the Club were ready to start performing in the League.

Early games proved this side could easily perform in Division 4 of the ProKitUK Essex Olympian League winning games and even beating a side in the Division higher in a cup game. Everything was looking good although the expenses were mounting and costing individuals a lot of money. They were paying the pitch fees, referees fees, kit washing and any other costs involved including the website costs out of their own pocket. The players haven’t paid a yearly subscription or match fee which at this level is most unusual. These same players are now deciding to drop out of games making it extremely difficult to fulfil fixtures. On Saturday 30 December the Manager could only muster 6 players for an away game to be played in Southend and consequently had to be postponed. What’s going to happen?

Just as important, where are the footballers in the Town? Surely when youngsters reach the age of 18 and youth football has ended, you would think they would want to carry on playing somewhere. Why not Epping? We appeal to everyone in Epping to support, both financially and physically, the few people who are trying to keep Epping FC afloat. Please support us and keep this important part of Epping’s history alive. Any assistance greatly appreciated.

STONARDS HILL AND JACK SILLEY PAVILION REFURBISHMENT PROJECT

Epping Town Council are about to undertake a refurbishment project at Stonards Hill Recreation Ground, with works to the Jack Silley Pavilion.

We hope to carry out works over the summer and will work with our hirers to keep disruption to a minimum. We are looking to provide a café at Stonards Hill as part of the refurbishment project to benefit our many users.

Thank you to local architect Paul Saggers for all his hard work on the plans so far. Paul has developed a proposal which will allow us to deliver a café extension whilst respecting the lovely setting at Stonards Hill Recreation Ground.

KNIT AND NATTER GROUP Epping Knit and Natter Group, which meets fortnightly on a Monday evening between 7.45-9.15pm at The Box, St Johns Road, Epping.

This is a group of like minded people who bring their current project with them to sit in a lovely space, share some home made cake and tea/coffee whilst enjoying friendly banter. £3.00 donation which covers expenses and also raises funds for Guiding Epping Forest North.

Fit School are bringing a new aerobic and body conditioning class to Epping, specifically for the over 50s (although all are welcome).
