For me, January is a time for looking back on the previous year and this year as Mayor, the past few months have been a most enjoyable experience for me.

I have been overwhelmed by the warm welcome I have received from the people of Epping.

I have had the pleasure of meeting so many interesting people and have attended a wide range of functions and community events.

The Remembrance Sunday services were particularly poignant being the 100th anniversary of the beginning of World War 1.

The time leading up to Christmas was very busy and my first task was to choose my Christmas card.

Traditionally, school children are invited to design the Mayor’s Christmas card and this year my card was designed by Leah Lewis-Hall of Epping Primary School.

Choosing the winning card was very difficult and I would like to thank Epping Primary School and Coopersale Hall School for all the fantastic entries.

Attracting people to Epping at Christmas is very important for the sustainability of our High Street. This year, the Town Council invested in new lights to add a sparkle to the Town. There were over 60 stalls at the Christmas market and we were entertained

by local school children singing carols. I was delighted to be asked to switch on the lights on the St. Johns Christmas Tree and when I examined the entries at the Festival of Christmas Trees, I realised how many voluntary organisations there are in Epping, supporting all those who live here.

I am fortunate to have my family around me at Christmas but there are others not so lucky.

The Christmas Day lunch organised by Mary Morgan on behalf of Churches together in Epping and District demonstrates how fortunate we are in having so many volunteers who generously give of their skills and time and it was clear to me that the lunch was much enjoyed and appreciated by all who attended.

When I became Mayor, I chose the Dream Factory as my charity.

They make wishes come true for children and young adults who either have life limiting conditions or who suffer from severe disabilities.

I am delighted that the Epping Forest Band have agreed to put on a concert in April when all proceeds will go to the Charity.

Following the success of the French market, I am looking forward to opening the Italian Market on Saturday 7th February and to attending and supporting future local events before my term of office ends in May. The Town Council works hard to enhance and improve public areas and stage events that provide interest and entertainment for Epping residents and visitors to our town.

Adam Long, from the Epping Society, reflects on the town’s pubs in days gone by

I often hear people say: “There are too many coffee shops, hairdressers and restaurants in Epping.”

Well, a proliferation of one type of establishment is far from a modern problem facing Epping. Did you know that at one point Epping was home to 27 inns in just the area of the main High Street, with another 10 or so slightly further afield? We also had as many as 10 brewers in and around Epping. These ranged from large brewery owned pubs to small pubs, which were basically a room in someone’s house. On top of this, in the 16th and 17th centuries, it was estimated that for every premises that were licensed, there were two unlicensed ones.

It is sad to think so many of them have now been demolished: Rose and Crown, Black Boy, King’s Head, White Hart, White Lion, Horse and Groom, White Swan, Globe, King’s Arms, Star, Sun, White Hart (another one), Black Dog and Harp.

Little Cock, Harrow, Golden Lion, Crown, Cock, Thatched House, Green Man, White Horse and Duke of York are no longer public houses. Half Moon, Duke of Wellington, George and Dragon and Black Lion still trade as pubs.

So why did we have so many pubs squeezed into such a small area? Well, the town was a staging post for market traders, soldiers and other travellers on the way from London to Essex. So local entrepreneurs filled a gap in the market providing food, drink and lodging for those passing through.

So the next time you start to complain that Epping is full of coffee houses, hairdressers and restaurants, just think what it would be like if we still had 27 inns in the town and count your blessings!

A look back at a magical Christmas in Epping The Town Council lit up Epping in a series of Christmas events

December started with the illumination of Epping as the Town Council invested in new Christmas lights. We have kept the theme with warm winter lights, but now have reusable trees, which are fixed on brackets that can be used at other times for different things. We have also lit up a number of real trees in the High Street at the top of Station Road and on the town green. The erection of these lights is not an easy task, but they are such an important part of our festive scene. We hope you liked them as much as we did.

Christmas Market - 5th December The Christmas Market opened at noon, where dozens of stalls lined the High Street offering a selection of Christmas gifts and festive foods. This was a great opportunity to support our local shops and traders and get some shopping done in a wonderful atmosphere.

At 3.45pm, as darkness fell, the Christmas Market came alive the Christmas illuminations and the illuminated market stalls created a lovely atmosphere as the Town Mayor officially opened the market, before we were treated to entertainment by our children singing carols, music from the Epping St John’s School Band, Epping Forest Band and street entertainers.

Romford based Time 107.5 FM compĂŠred the entertainment which gave an added buzz.

Festival of Christmas Trees

On the day of the Christmas Market, our Town Mayor, Barbara Scruton, officially opened the four-day Christmas Tree Festival at St John’s Church, a magical event that gets better and better every year. Over 60 trees were dressed by various groups, businesses and organisations, among them The Dream Factory charity, which is the mayor’s chosen charity for the year.

In addition to the fabulous tree displays, there were several stalls offering festive merchandise and such a welcoming atmosphere in the church. The amount of imagination and hard work really paid off.

Audrey Rose Cup - Christmas shop displays

Epping Town Council’s Audrey Rose Cup, presented to the shop or business judged to have the best festive window display in the town, was won by Pretty Woman & Every Man. The trophy was presented to owner Nikki Ross and her staff by Town Mayor Barbara Scruton at the Council’s Christmas Market.

Cllr Scruton said: “It was a difficult decision to pick an overall winner as so many traders in the town have really entered into the Christmas spirit. Together with the new illuminations we have in the town this year, Epping really is looking very festive and I would like to thank and congratulate all our traders who have really entered into the spirit of the season.”

Runners-up were Piccola and Mr Smith’s hairdressers, with Collop Carpets receiving a commendation.

Carols on the Green

Our community come together to celebrate Christmas Epping Rotary Club once again hosted the town’s Carols on the Green on Christmas Eve, in Church Hill by the War Memorial.

Many people joined us on this cold and crispy afternoon to enjoy music

by St John’s School Band and complimentary mince pies, mulled wine and hot chestnuts. Song sheets helped us with the words!

Collection proceeds will go towards buying new musical instruments for St John’s School. Thank you to everyone for their support.

Continental Markets

Following our successful continental market in July last year, we look forward to welcoming our Italian Market on Saturday 7th February of about 16 stalls selling

delicious Italian food. The Italian market has proved very popular at other locations in the area.

We hope the French market will be returning in July and November.

According to The Victoria County History Records, the growth of Epping created problems of public health which became urgent about 1853. In that year, a local doctor, Joseph Clegg, complained to the Board of Health about the need for sewage and waterworks. He had to campaign for nearly 20 years before such works were started. In the absence of a local board of health, responsibility for sanitation was divided between the Epping Poor Law Union and the parish vestries of Epping, Theydon Garnon, and Theydon Bois. Clegg was opposed by those who considered his proposals unnecessary or extravagant in such a small town.

In the early 1860s, the situation was incredibly bad as there were cases of cholera, typhoid, and other diseases spread by bad sanitation, but it wasn’t until 1867 when the death rate in Epping was the highest in Essex, Clegg complained to the Home Office. Taking advantage of a section in the 1866 Sanitary Act, an enquiry into sanitary works was undertaken. Epping was one of only seven places in the country where the section was fully applied.

The Home Office decided that Clegg’s complaint was justified, but that no remedy was possible until there was a single local authority for the district. He then submitted a ratepayers’ petition demanding a special drainage district, under the Sewage Utilization Act (1867), and in 1868 the Home Office ordered the formation of such a district for Epping town and its environs. A sewer

committee for the district was duly elected, but its members refused to act, and in November 1868 they all resigned. In the same month, the Home Office ordered that water works should be started within a month. When that time limit expired, it immediately put in place a scheme not only for water works but also for sewage works, which had not been covered by the order. By 1872, an artesian well had been sunk, a water tower built, water mains laid throughout the town, and main sewers over a large part. But there were still great difficulties.

The well was yielding only one third of what had been expected, and even this supply could not be used because no service pipes had been laid to individual premises.

The water for the tower originally came from a bore-hole at Sawbridgeworth 7 miles away.

The water tank held 28,000/30,000 gallons.

Even after further considerable work to the sewage and drainage systems, some householders would not use the main supply but continued to draw drinking water from polluted shallow wells. It was around the turn of the century before water was town wide.

The Epping Monthly Record recorded in 1896 that ‘82 occupants of Twankham’s Alley, opposite the church, had at one point no other water supply than that obtained from one shallow well, which had been condemned by the county analyst, as seriously polluted months before. Water was only obtainable from the well in the early morning - thick and dirty.’

The water tower plays a vital role in Epping’s history and is a well-known town landmark. It is 90 foot and empty now, though it is protected as Grade II listed. The masts on the top are for communications and mobile phones.

When the contestants reached the tower, they were met by our very own Cllr Tony Church, who answered some questions about the tower and passed on the next clue. People who have shaped Epping: Freddy Limer Housing expert and former Chairman of Epping Urban District Council, Freddy Limer MBE, shares memories of his fascinating life

COPPED HALL CORNER PROGRESS AT THE MANSION

Work has continued on the final roof structure of the Mansion. This work entails the stabilisation of the tops of the walls and bracing several of the tall chimneys. The chimney that collapsed in 1996 is being rebuilt and is a complex operation. A total of 8 windows have been recently funded by numerous kind individuals. Substantial donations have also been received towards the rebuilding of the internal stone staircase; drawings are now being prepared by stone masons.

PROGRESS IN THE GARDENS

A major event has been the rebuilding of part of the Orchard House in the walled kitchen garden and the mainframes are now in position. The glass houses have different functions and it is important to restore them as an historical record as well as using them to grow produce. Volunteers have been mowing the lawns more frequently using our own machine; it is hoped that this will improve the grass. In earlier times, the lawns were mown with a machine drawn by a “horse wearing leather boots” so the lawns were not damaged by hoofs. The Trust has not reinstated this practice, as yet!

PAST EVENTS

The long Indian summer helped with attendances at the late 2014 events including the August Open Day, Apple Day, Pudding Evening, Jazz evening and the Copped Hall Run. The new Wildlife Study Day, is now well established and pre booked tours continued well into the autumn.

SITE AND GARDEN TOURS 2015

Guided Tours of the Mansion and grounds/walled garden are held on the 3rd Sun each month (except in Dec). Tours from 10.15am, for two hours approx (gates open 10.00am to 11.00am only).

Special openings of the Gardens are held on 1st Sunday each month from March to September - between 14.00 and 16.00.

NOTICE OF ANNUAL TOWN MEETING FRIDAY 13TH MARCH 2015 The Annual Town Meeting is separate to meetings of the Town Council. The Annual Town Meeting is to be held at Epping Hall on Friday 13th March at 8pm. The Annual Town Meeting is an Elector’s meeting at which any matter of relevance to the town of Epping may be discussed in open forum. A register is made of those in attendance and the Chairman will request the identity of anyone wishing to speak.

Talk About Epping Deadline Dates Articles for the next edition of Talk About Epping must be submitted before 30th April 2015. Submissions should be sent to: Epping Town Council, Epping Hall, St John’s Road, Epping, Essex, CM16 5JU, or sent via email to: info@eppingtowncouncil.gov.uk clearly marked “Talk About Epping”.

The General Election and the next elections for the Town Council will both be held on May 7th 2015. If you have not already registered to vote, all registration is now being done online. The process is very simple and takes no more than 5 minutes. You will need your National Insurance number.
