The Mayor’s view
The Town Council’s attention over the past few weeks has been focused on reopening the Monday market whilst making it as safe as possible for shoppers. For those of you who are regular visitors to the market you will have noticed fewer stalls spaced further apart, but this has enabled social distancing to be maintained. The High Street generally has now reopened and it is important that we support our local traders through these tough trading conditions. The Town Council’s five playgrounds have now been reopened. Some of the equipment has had to be removed, temporarily it is hoped, to enable social distancing to be observed. We have put up notices at each playground to inform you on how best to keep children safe and would urge those using the playgrounds to observe these rules. Our grounds team have been working harder than ever during the last few months to keep our green spaces looking so good, particularly in the nice weather. Stonards Hill recreation ground particularly has been very busy during the past few weeks and especially during the recent heatwave. It continues to look extremely well kept
and I would like to thank the team for all their hard work. I would also like to thank the Town Council’s Committee Secretary, Doreen Kennedy, who after seventeen and a half years of service has decided to retire. On behalf of the Council and all past and present Councillors and Mayors I wish her well. She will be very much missed by us all. On Saturday 15th August, the town marked the 75th Anniversary of VJ Day with a bugler on the Piazza at 11am followed by two minutes silence and then a Service of Commemoration in St John’s Church. At sunset, the last post was played, and a wreath laid at the war memorial. Participating shops in the High Street displayed posters documenting Epping during the war which were prepared and supplied by the Epping branch of the Royal British Legion. At present, preparations are being made to hold the Christmas Market on Friday 4th December. Like the Monday market this will be smaller, however it is felt important that we try to hold what has become a hugely popular event even within current guidelines. Finally I am pleased to report that the toilets in Cottis Lane car park are now open again on Mondays and Saturdays between 10am and 4pm. They are being cleaned twice daily. Stay safe.

Epping Christmas Market Friday 4th December 2020
The annual popular Epping Christmas Market is being planned to take place on Friday, 4th December this year. As the Covid-19 situation continues and will still be with us by then, there will be changes to the look and format of the event from previous years. The Town Council would still like to hold this event to mark the celebration of Christmas for residents and to help local businesses. This year’s festive market will be restricted to traders only who sell Christmas arts, crafts and gifts and because we all need to socially distance, there will be approximately 40 stalls, smaller than previous years.
The Christmas tree and lights will still be very important to keep the festive spirit but there will be no ‘switch on’. Unfortunately, there will be no entertainment from local performers or side shows provided. The times of the intended Christmas Market this year will be starting from 1pm and finishing at 7pm. The Christmas Market will only go ahead in line with guidelines from the government nearer the time.
Further details will be provided in the next issue of Talk About Epping. Keep an eye on Epping Town Council’s website and on posters on the town’s noticeboard for up-to-date details nearer the time. The Town Council will light up the town with a central Christmas tree on the piazza and illuminate the shops and trees in the town as usual. The Town Mayor will hand-pick the town’s tree as has become the custom.

Epping Town Council’s playgrounds
Epping Town Council manage five playgrounds in Epping Parish; Stonards Hill recreation ground, Ivy Chimneys, Lower Swaines, Frampton Road and Parklands, Coopersale. We have made some selected changes to the playgrounds to aid social distancing, such as removing nest swings and one swing from each double bay.
We have provided detailed signage regarding how the playgrounds should be used, to make them as safe as possible for all users. Please ensure that you adhere to this guidance to enable us to keep the playgrounds open.

Stonards Hill tennis courts refurbishment
Epping Town Council are in the process of refurbishing the tennis courts at Stonards Hill recreation ground. The courts have been resurfaced and had a root barrier inserted. They are soon to be painted (dark green and light green) and new floodlights installed to facilitate selected evening play. The newly refurbished tennis courts will be open for free community play. We will also be working with community partner David Watson tennis, who will be providing paid for coaching sessions.
Please look out for the public opening times. If you would like to book a coaching lesson with David, his details are below.Please contact him directly. We hope you will enjoy the new courts, which have been jointly financed by Sport England and Epping Town Council. The picture (right) shows the colour scheme that has been chosen. Julie’s cafe at Stonards
Julie’s cafe is now open again for takeaways and outdoor seating. The cafe is open: Monday to Sunday, 9.30am-3.30pm.
Julie’s have missed their customers, both human and doggies, while they were closed. The cafe serves a variety of snacks, hot and cold drinks, ice cream and lunches. Do go along and say hello. Julie’s is a very dog friendly cafe. Quotes from customers:

Julie's in the hope of getting a chino. The measure of Julie’s success can be measured by how much she was missed during the recent lock down. Jack & Joy Elliott Since Julies Cafe opened last year at Stonards, I have always found it a very welcoming and friendly clean place to enjoy a cuppa coffee and refreshments after walking my dog. Since COVID began and Julie was able to open again, it has become a lifeline for me and many other people that are isolating. Julie has set her tables and chairs on the green where we are able to meet up (still social distancing) for refreshments and social get together. Epping Monday Market and High Street: welcome back
Epping’s Monday Market reopened on Monday 1st June 2020 with the ‘essentials’ traders (those selling food, pet food, household items, etc, in line with those shps that were allowed to reopen. We operated a phased return with additional traders on 8th June and the majority of the market back on 15th June. Many people told us how much they had missed the market and our town was certainly not the same without the market and our shops. While the market was closed we made some changes to the market’s operations to aid flexibility for social distancing and the market’s longer term viability. We monitor the market very closely to ensure our traders are supported as much as possible.
We moved from the traditional market stalls to gazebos. This gives the market more flexibility and enables us to keep the traders’ rent as low as possible. We removed a line of ‘stall’ spaces to aid social distancing and open up the market. We hope you like the visual impact and the changes we have made. We have had to limit the number of new traders we are able to welcome onto the market at the current time, to ensure we can maintain social distancing. We hope to be able to increase this as the months go on. Please come along and support our market traders and High Street as all businesses that make up our great town try to recover from the difficulties they have experienced this year. Please practise social distancing at all times to enable everyone to enjoy the town safely. If you are interested in a market space in the future, please contact us to be put on the list.
VJ Day 75 2020: Saturday 15th August 2020
Although it was not possible to hold the large VE Day 75 event that had been planned, Epping held a small commemoration including a bugler on the piazza, a church service at St John’s, Epping and prayer/wreath laying at Epping War Memorial on Saturday 15th August 2020. Readings were given by Alan Smith,Town Mayor Grahame Scruton, Epping Forest District Council Chairman Helen Kane and town councillor John Duffell on behalf of the Royal British Legion, Epping & District branch. The event was smaller than we would have liked, but no less poignant, as we remember.

Reopening of Epping Hall for bookings
The team at Epping Hall have been working behind the scenes to continue all services and functions during the coronavirus heath situation.
The building is closed to the public, but all work has continued by telephone, email and appointment. The main office reception will be closed to the public for the foreseeable future and all services will be available by contacting us by telephone on: 01992 57944 or by email at: info@eppingtowncouncil.gov.uk This will enable us to welcome our groups and bookings back to Epping Hall safely and aid social distancing. Cemetery appointments can be scheduled if necessary. Our regular bookings will return from 1st September 2020. Please contact the group organiser directly if you are part of an Epping Hall booking, as they will be managing their group sizes and return processes personally in conjunction with our team.
Please help us to keep the building as safe as possible for all users by following our safety guidelines. This will enable us to remain open for bookings. There is no public parking at Epping Hall. Bakers Lane car park is in very closed proximity, accessed by the road opposite. We have missed having our bookings with us and look forward to welcoming them back.

Epping Town’s Neighbourhood Plan
Epping Town Council’s grounds team have been working hard to continue all services and functions during the coronavirus heath situation. Their work includes Stonards Hill recreation ground, Epping Cemetery, two allotment sites, the Town Greens, five playgrounds and four associated green spaces. A big thank you to them for keeping our green spaces so nice for us all to enjoy. The Jack Silley Pavilion has been closed for bookings and classes since March and will be reopening from 1st September. Again, please help us to keep the building as safe as possible for all users by following our safety guidelines. The hall is very well used, so please make sure everyone can enjoy it safely. Contact your group organiser directly for their specific returning plans. The Jack Silley Pavilion has a decidated car park for hall users. While we have been closed, the Essex Room has been refurbished, redecorated and has a new floor (top left). The bar area has been removed to increase floor space for our groups. The entrance porch has also been refurbished and refloored (middle left). The cafe attached to the Pavilion is open, so do visit and say hello. We look forward to welcoming you back.
Epping Town Council are waiting for Epping Forest District Council to complete works on their draft Local Plan. Once complete, the Town Council will make some further amendments to their Neighbourhood Plan (as the Neighbourhood Plan needs to be in broad conformity) before the Neighbourhood Plan is submitted for examination. Our local residents will need to be happy with the Neighbourhood Plan before it can be brought forward as a key planning document that will help shape Epping Parish’s development until 2033.

Rotary Club of Epping: Awards
The Rotary Club of Epping have awarded their 2020 ‘Service Above Self’ Award to Liz Jones. This award is given to a local citizen for outstanding service to the community over a sustained period of time. Nominations were received from a number of local organisations, with Liz being an exceptional candidate. Liz has been involved with the Friends of St Margarets Hospital, St Clare Hospice and local Scouts, amongst a number of other charitable groups. During her time with St Clare Hospice, Liz initiated the first 10K run, which now attracts thousands of entrants and raise enormous sums for the hospice. She was also on the committee which organised the move to their current site in Hastingwood. Liz joined the Friends of St Margaret’s Hospital around 13 years ago, and for the last seven years she has been Chairman, only stepping down this year. More recently Liz has started volunteering at the Oxfam bookshop in Epping,furthering her enjoyment of books. Epping Rotary have also given a ‘Paul Harris Fellow’ Award to Club President Barbara Scruton. Paul Harris was the founder of the Rotary movement in Chicago back in 1905, and the Award recognises a major contribution to either Rotary itself or to the wider community. Apart from being a town councillor and former Mayor, Barbara has been heavily involved with Rotary activities since joining the Club, and has particularly sought to forge a strong relationship with St John’s School. Epping’s historic lamp posts
These lamp posts should be retained as they featured across the whole town from the late 1930s to the mid 1970s. The two described remain at the Sports Centre in Hemnall Street. A single lamp post is in the car park of Woodland Grove off Centre Drive. None are in working order. There may be others in the town. Bleeco lamp posts were in use in the mid-1970s at Bell Common and Lindsey Street. Obviously, they cannot stay in situ when the site is redeveloped. However, I suggest that all three might be incorporated into this or another development site. They could be refurbished and reinstalled on entrances, public areas or along external pathways. May the existence of these lamp posts be drawn to the attention of developers? Please point out their value in the context of the town’s history. The original brackets were probably more ornate and carried tungsten lanterns. The octagonal columns date to the early 1930s. They have been modernised since. They stand 14 foot and appear to have been painted green. The column below the timing/fuse box was made by BLEECO of Brighton. The finial is typical of AC Ford or later REVO; this pushes the bracket into the 1950s/1960s. The lanterns are AEI Amber Minors Thorn Beta 5s, again the early 1960s. This information on the lanterns was confirmed by Simon Cornwell in August 2020. He goes on to say: “The old photos of Epping showing the original lighting fixtures – these look like BLEECO fittings especially the one with the refractor fitted. So I suspect Epping Council simply used BLEECO columns, brackets and lanterns to light the town.” These are both the same “VENNER TIME SWITCH” and “FUSES” fuse box/time switch box is made by Venner who made time switches. This may date from the 1950s to the 1970s. The finial is typical of AC Ford or later REVO; this pushes the bracket into the 1950s/1960s. Have your say on the future of Epping: Aug 20
It’s a really exciting time for Epping as EFDC’s new company, Qualis seeks public consultation on five sites identified in the emerging Local Plan for redevelopment. Qualis was set up to ensure that the council meets its objectives of creating more jobs, growing the local economy, improving housing and public amenities. Unlike other development companies, Qualis will reinvest profits back into EFDC so they can continue to develop council housing, keep council tax low and deliver the quality services that residents deserve. A consultation platform has been set up: https://workingtogetherforepping.commonplace.is to allow people to provide their views on the five sites. The suggested proposals show new homes being built around green spaces on the St Johns Road site, the Conder Building and car park at The Civic Centre and the Epping Sports Centre sites, with the Bakers Lane site being used specifically for a new leisure centre, including a new swimming pool and Cottis Lane site providing car parking and other uses such as retail, offices, a new cinema, hotel to complement the established High Street. The location of these new facilities will potentially also create increased footfall to the High Street and generate a real energy for the walkable town centre. A Covid-safe public exhibition will also be held on 7th-12th September in Epping to ensure everyone has an opportunity to see the suggested proposals. Bakers Lane public toilets
Bakers Lane public toilets (in the car park behind Marks & Spencer) are currently open on Mondays and Saturdays from 10am to 4pm. Due to the coronavirus health situation, the toilets need more cleaning more often and this must be managed within Epping Town Council’s budget. The Town Council manages the public toilets and they are free to use. We hope to be able to increase the number of days they are open, so please bear with us while we adapt the cleaning and staffing regimes in accordance with the current guidance.

Our committee secretary Doreen retires
Epping Town Council’s committee secretary, Doreen Kennedy, has retired after seventeen and a half years with Epping Town Council.
Doreen has prepared agendas for the planning committee, collated agendas for Council meetings, been responsible for keeping a minute index, having all the minutes bound, recorded councillor attendances, kept the diaries for each Mayor, collated electronic cemetery records, plus many other duties. Doreen has worked with four different Town Clerks and 16 different Town Mayors.
The Town Council is a small team and Doreen will be very much missed by Council and her colleagues. We all wish Doreen a very long, happy and healthy retirement and thank her for all her years of service to our community. Doreen (left) with Council’s minute books.

Epping Parish has three conservation areas. Conservation area status is awarded to those areas which have special characteristics, including heritage buildings and beautiful green spaces. Our three conservation areas are: Epping High Street, Bell Common and Coopersale Street. Conservation areas receive extra attention when planning matters are being considered, in order to protect the characteristics which resulted in their designation.
Safer Epping group
Epping Town Council are leading the Safer Epping group where issues of concern relating to Epping Parish can be raised regarding safety. The group is designed to cover all aspects of local safety and will pick up some of the invaluable work undertaken by the Neighbourhood Action Panel, under its Chairman Mike Compton, over many years. There have been no meetings during the coronavirus health situation, but we do hope to hold a drop in session, probably at Stonards Hill recreation ground (outside Julie’s cafe), hopefully in September.
