The Mayor’s view
Little did l imagine after moving to Epping some thirty five years ago, that l would become a town councillor and then Mayor, which is an honour l never expected and l thank my fellow councillors for electing me. I shall endeavour to keep up the high standards that Mike Wright, last year’s Mayor achieved. One of my first duties was to greet some twenty language students from our twin town of Eppingen. I have already had the pleasure of representing the Town at a tree planting at Ivy Chimney’s Primary School, a street party in Theydon Grove, a service in St John’s Church (both part of the Queen’s 90th birthday celebrations) and a fundraising event for St John’s Heart of Epping appeal which TV celebrity Bradley Walsh hosted. I would like to mention that l have combined my charities with this year’s Epping Rotary President, Barbara Scruton and we are supporting BIBIC (British Institute for Brain Injured Children) and the Heart of Epping appeal for St John’s church. The Heart of Epping appeal is raising funds for a community space next to the Church. Another highlight was the Epping in Bloom awards ceremony, where we presented certificates and medals to the winners of the
Tower Road flower bed designs (our local school children) and also the hand-made insects, which were displayed in Tesco over six weeks and run by the group as a children’s craft exercise. Epping in Bloom entered the Anglia in Bloom competition this year for the first time. The flower beds at Tower Road green, the fire station tubs, the underground station and the District Council raised flower beds were judged and they were particularly impressed with Tower Road green, where the children came to talk to the judges about their designs. It was also wonderful to help Piccola celebrate 50 years in our High Street, with MP Eleanor Laing, Peppa Pig and Peter Rabbit. What an achievement. Unfortunately, the Town Show was cancelled due to waterlogging at Stonards Hill Recreation Ground. The Town Council are looking at ways of overcoming this for future years. In July, we said goodbye to one of our dear office staff, Gill Ratcliff, after eleven and a half years. We hope she has a very enjoyable retirement. She is already very much missed. There are lots of exciting things to look forward to as we move towards the autumn. Epping at the Movies

Epping at the Movies is an exciting new, not-for-profit initiative, aiming to bring film screenings to the town in 2017. Our first event will be a test-screening day early next year and will consist of a family showing in the morning, a classic matinee in the afternoon and a new release title in the evening. Supported by Epping Town Council, the test day will be held in Epping Hall, St John’s Road and we hope to announce more details in autumn this year, so please do keep an eye out locally and online. If the test day is successful, Epping at the Movies will move forward, setting up a more regular screening offer in the town, hosting events throughout the year including film talks and cinema themed quiz nights. So if you’re a fan of the silver screen we hope you’ll come along and get involved. Having discussed the project with Cinema for All (the national organisation that supports community cinema) and other regional cinema groups, we’ve found that a local screening programme offers residents a safe and welcoming environment to view films on the big screen, provides a shared cultural experience close to home, giving the opportunity to make new friends and helping to foster community spirit. Epping High Street had a cinema until the mid 1950s and all available research shows that residents have a real appetite for a new screening venue in the area. Epping at the Movies will endeavour to fill this hungry gap for film. Epping is a fantastic place to live, work and visit and Epping at the Movies hopes to make it even better! We’re currently reaching out to local businesses and caterers for support for the test-screening day, so if you’d like further information about how you could help the project, please do get in touch (details below). The Mayor and Deputy Mayor of Epping are elected by their fellow town councillors at the Annual Council Meeting in May. The Mayor and Deputy Mayor for 2016-17 are: Cllr Les Burrows (Mayor, right) and Cllr Tony Church (Deputy Mayor, left). They will both attend many events during the year.

Neighbourhood Planning
Thank you to everyone who completed an Epping Together Household Questionnaire, either a paper copy or online. We had hundreds of responses and thousands of comments to go through. Every comment has now been read and the data analysed. We couldn’t have got that evidence without your help.
Together, we can make a difference to Epping’s future.
The results of the Household Questionnaire can be found on Epping Town Council’s website under Neighbourhood Planning (top right). There is a drop down menu, so you can see the kind of things we have been doing. Neighbourhood Planning is about giving residents a say in how Epping develops in the future. It is the vision of the community. We therefore need you to be involved throughout the process, so do look out for information. From the evidence gathered so far, we have identified six key topic areas and project groups have now been established to research those subjects in more detail. (Please see the green box, right.)

There are some things we cannot control through Neighbourhood Planning, but there are many things we can. Many of you will have told us about pavements and potholes, for example and those things cannot be addressed through a Neighbourhood Plan.
They have, however, provided us with lots of evidence, so we can lobby those able to PROJECT GROUPS do something about those issues. The Neighbourhood Plan will be one of the documents planning applications are judged against, so we have a chance to influence planning policies for the future. Planning affects all of us. This is our chance to have our say.

On 14th July, the Epping Society gave an archive of original documents from the 1920s and 30s to the Essex Records Office in Chelmsford. They related to the Epping and District Social Club. The Club was formed in 1921 on the first floor of the Victoria Building in the High Street, with assistance from local firms and individuals. The building was demolished in the late 1960s for the Co-op and
currently Marks & Spencer. The Epping Society was given these papers by Mr & Mrs O’Gorman of Bury Road. The previous owner of their home, Ernest Fowell, was the Secretary to the Club. There were 1,633 separate paper items relating to the accounts and purchases of the Club. In total, 58 different companies and organisations feature, from local businesses to breweries from East London. A selection of these documents will feature on the Epping Society website. On 22nd July, a group from Bishop’s Stortford Citizens Advice Bureau, staff past and present, were given a guided walk around the town centre. This was led by Charlie Geddes of the Society. Our Mayor, Les Burrows and his wife Carol, welcomed the group at Epping Hall and accompanied the tour.

Theydon Grove Street Party
Theydon Grove celebrated the Queen’s 90th birthday with a special street party.

Despite the weather, the community spirit of Theydon Grove was burning bright to celebrate the Queen’s 90th birthday on Sunday 12th June. The Mayor and his wife, Leslie and Carol Burrows, opened the party with Derek Berwin, an ex-royal photographer, on hand to take photographs of partygoers dressed in royal regalia alongside cardboard cut-outs of the Queen. The street was lined with picnic tables and adorned with bunting in a red, white and blue theme. Champagne corks popped and anything from soggy cheese sandwiches to lobster was served. An array of homemade cakes were presented on the ‘cake stand’ which were enjoyed by all. Children had their faces painted and there were lots of traditional games to play on the crescent. Michael Perry introduced the 50s and 60s band which could be heard all across Theydon Grove. There was jiving to Jerry Lewis and jitterbug dancing to Jonny Cash, Peter Ross, Chairman of the Theydon Grove Residents’ Association, was on hand to judge the best balcony, window box and best dressed Royal child and adult. Prizes included jars of sweets for the children and tickets to the Ideal Home Show and the Grand Designs exhibition, courtesy of Lisa Allen, Editor of Good Homes Magazine. The Theydon Grove Residents’ Association kindly donated funds to the organisers of the party, Lisa Allen, Emma Gilbert, Ruth Stock, Nicolle Ayres, Kate Williamson, Lisa Griffith and Louisa Jenkins. The day united neighbours and family members of all ages. Lesley Bailey, 63, said “It’s great to see everyone out in force; the weather hasn’t dampened our spirits at all!” As the event drew to a close and the band finished their set, there were calls of ‘encore’ and a final toast to Her Majesty, wishing her a very Happy Birthday! Tony Ayres, 38, said “I look forward to doing it all again in 10 years’ time”. Nanny Doris, 80, danced with her son and grandsons to the band and commented “I’ve had a delightful day with my family; it’s so nice to see the community get together”.

Team Rector, Epping District Team Ministry, Parish Church of St John the Baptist, Epping

Born in 1946, he describes himself as a Victory Baby – born almost exactly 9 months after Victory in Europe Day (the end of the Second World War). His early years were spent in Oldham, with his mother and extended family; he left school at 16, initially working first as a library assistant and then at the Board of Trade, based in Manchester. He parted company from the church just shortly after being confirmed, but had a religious experience in St John’s College Chapel, Cambridge. As a result of this, he promised God he would return to church. He fulfilled his promise and became fully involved in Church life. At 24, he felt called to Ordination and so studied at King’s College, London; becoming first a Deacon in 1974 and then a Priest in 1975, working first in Darlington, in the diocese of Durham. He became the Diocesan Vocations Officer in 1979 and later combined this with being college chaplain at the University of Durham. From there he became Vice Provost of St Mary’s Cathedral, Edinburgh. He was also Director of Ordinands for the Edinburgh and Argylle & The Isle Dioceses. Then to the South to the Diocese of Blackburn, where he was Diocesan Director of Ordinands, identifying and encouraging people to train as priests. In his spare time (!), he was vicar of St James Church, Whitechapel and St Eadmer’s Church, Admarsh-in-Bleasdale, Lancashire (a very rural area, set just below Beacon Fell on the Southern edge of the Forest of Bowland, in an Area of Outstanding Natural Beauty). He still keeps strong links with some people from this time, including his housekeeper who has morphed into “Aunty” Mary. He took up the post with us of Team Rector to the Epping District Team Ministry in 2000; this meant initially running a group of 4 churches, leading a group of 3 or 4 clergy and several lay ministers (eg lay readers). He served as Area Dean (like a local Supervisor) for 5 years from 2004-2010. He was appointed a non-residentiary canon of Chelmsford Cathedral in May 2012 for services to training and education. He is an Area Ordination Advisor – bringing on new / young clergy has been a trademark of his Ministry – there has hardly been a year when his Churches have not had at least one Curate (a training post) and successfully urged people to go forward in training, to become priests or lay ministers. Only in early July, another 2 young people were ordained priests, who had been through Geoffrey’s supportive nurture. He is particularly skilled at networking, whether it be walking through the Monday Epping market (which he says always takes at least an hour) or at a wide range of meetings and social events. So many organisations have benefitted from his care and support, just a few include: Chaplain Royal British Legion Epping Branch; Chair of Family Care Counselling Service; Trustee of the Epping & Theydon Garnon Charity; serving on Epping Town Partnership; for 10 years Governor at St. John’s CE School; member of various societies. Last year he achieved a life-long ambition of walking most of the Camino des Ingles in Northern Spain, in pilgrimage to the shrine of Santiago de Compostella; some photos of this are on show in church, if evidence be needed! Geoffrey was chosen as Epping Town Council’s Townsperson of the Year 2015, after multiple nominations. He received a certificate and gift from the Town Mayor at a Civic Awards evening, which meant a lot to him. Although he is now retiring, he has been leading plans for a new community centre next to the church, called the Heart of Epping project, which has since gained full planning consent. At the Council’s awards evening, then Town Mayor Michael Wright said: “Geoffrey has helped to create a community spirit and a focal point for the people of Epping. He has helped to make the church not just a place of worship but a place for brass band concerts, Christmas tree festivals, art exhibitions, horticultural shows and much, much more.” He added: “Geoffrey’s warmth and enthusiasm is reflected in his sermons, services and everything he does in the community. He epitomises the type of person that was envisaged by this award.” Geoffrey said the award was a “great privilege”. He was also awarded a Service Above Self Award by Epping Rotary, this year. Although he will have regrets about leaving Epping where he has felt ‘at home’ for 16 years, he is looking forward to a retirement where he will have time to pursue his hobbies and visit friends across the globe. He says that there will always be a bit of Epping in his heart. Epping Town Council would like to thank Geoffrey for all he has given to the Epping community. He will be very much missed.

Congratulations Piccola
Epping Toy Shop Piccola celebrates 50 years with a visit from Epping dignatories (along with Peppa Pig and Peter Rabbit!)
A toy shop that first opened its doors on the morning of the 1966 World Cup Final celebrated its 50th anniversary on Saturday 30th July 2016. Piccola, one of Britain’s longest standing children’s shops and an iconic part of Epping High Street in Essex since 1966, celebrated by welcoming the official licensed characters of Peppa Pig and her brother George, as well as Peter Rabbit, to meet and greet its customers. The landmark of 50 years of trading from Piccola’s High Street premises was also recognised by the unveiling of a commemorative plaque by Eleanor Laing MP, Member of Parliament for Epping Forest. Later in the afternoon, the founding owners of Piccola, sisters in law Janet Marcantonio and Carol Venditti, who both still serve behind the counter to this day, were presented with an award from Epping Town Council by the Mayor of Epping, Les Burrows, accompanied by his wife. Piccola’s sister shop in Brentwood, Essex joined in the party by also hosting Peppa, George and Peter Rabbit, while Piccola’s online platform www.piccola.co.uk celebrated by offering fifty of Piccola’s favourite products at 50% off. Owner Janet Marcantonio said, “We’re so happy to reach this incredible landmark. When Piccola first opened television was in black and white, the Beatles were at their height and people paid for things in shillings and pence, so it’s genuinely amazing to think that we’re still going strong fifty years later.” "It’s been a wonderful journey, which has enabled us to be a part of the lives of so many children as they grew up, and it’s been even more rewarding to see them return to us as adults to shop for their own sons and daughters. Now, we’re even seeing customers who first came to Piccola as a child visiting us to buy presents for their grandchildren.” "You can only last in business for fifty years if you have loyal and generous customers, and so, above all else, we’d like to thank the wonderful people of Epping for their friendship and kindness over the past half century. It’s been an honour and a privilege to have been a small part of the history of our great town and its amazing community and we’re so humbled, even now, that the people of Epping still choose to come to us to buy things for their little ones.” “If we have been able to bring happiness to the lives of the children of Epping and their families over the last half century, then the fifty years Carol and I have spent behind the counter at Piccola will certainly have been time well spent.”

Epping in Bloom enter regional competition for the town
Epping in Bloom have been making a real difference to our town by improving the floral displays. You will hopefully have noticed Tower Road green by the water tower, the lovely planters in the High Street, the barrels outside the fire station and our pretty station. On 8th July, regional judges from Anglia in Bloom came to look at the displays to see if Epping was worthy of any awards. The judges were driven around Epping in a big black car flying an Epping flag. They met John Duffell and members of the Royal British Legion at the fire station barrels, the school children who have designed the flower beds at Tower Road and Tina at Epping Station who has worked so hard to make our station look so lovely. Matthews Plants at Roydon donated some plants to the station and made the hanging baskets. The judges had never been to Epping before and were very impressed with the town as a whole and the cleanliness of our station. They were particularly overwhelmed by the school children who came to meet them at Tower Road and discuss their winning designs (pictured). Chairman Victoria Robertson and members of Epping in Bloom worked incredibly hard to make sure the morning was a success. The Mayor, Deputy Mayor and Cllr Michael Wright helped make the judges feel welcome and were on hand to answer any town-related questions. The group will find out in September if they will win any awards this year. They have done a fantastic job bringing our community together and filling the town with flowers and colour.
Market Garden - Community Project You may have noticed the new black fence beside the market store land opposite the side entrance to Marks & Spencer. Work has now begun on clearing this site and levelling the surface in order to create a community garden for everyone to enjoy. The community garden will be created by Epping in Bloom with the financial support of Epping
Town Council, Marks & Spencer and some kind local donations. If you would like to be involved with creating the community garden, please contact Chairman Victoria Robertson by email on: eppinginbloom@gmail.com

Community Agents – supporting elderly, vulnerable people in Epping Forest
Community Agents is an Essex-wide project, providing support to vulnerable older people and their informal carers. Most of the people Community Agents help want information and advice. Many want to know how to maximise their income and others help with continuing to live independently. With the support of Community Agents, more than nine out of ten people who contacted them in the past year are still living independently in their own homes. The community project is a partnership between Essex County Council, the Rural Community Council of Essex, British Red Cross, Age UK Essex and Neighbourhood Watch Essex. It is a free service and most of the initial visits normally are made within two working days of the enquiry. Community Agents are easy to talk to and a fountain of knowledge about how to access services, benefits as well as local clubs and groups to help combat feelings of loneliness.
Community Agents helped a lady who is poorly and has to go to hospital regularly. Her husband, 78, is her full time carer and drives her everywhere but he is concerned that his eyesight is failing. She was worried that her husband was becoming worn down with all the things she used to do and looking after her. She was becoming frustrated that her health wouldn’t allow her to continue doing things around the home. Community Agents provided information on community transport, emergency care planning and benefits. They also arranged for grab rails in the bathroom, a perching stool for the kitchen sink so she can prepare meals again, a handrail for the staircase and a ‘message in a bottle’ – an item containing all emergency information about the couple in case of illness. Frampton Road playground
Epping Town Council will be refurbishing the playground at Frampton Road Recreation Ground, by the Lindsey Street Community Association. The playground currently has a slide, multiplay unit, swing and a goal combo unit. Frampton Road Recreation Ground is also used for football and the playground sits at the back in this lovely setting, with fields behind. There are lots of visitors to the Lindsey Street Community Association and dog walkers, so improved seating is also planned. Epping Town Council asked the residents in the adjoining roads what they would like to see at the playground and we plan to provide something for children of all ages and some adult exercise equipment, which many residents felt would be a nice addition. Work is due to be completed by Spring 2017, if not before. Epping Town Council have five playgrounds and each is different. Council have a rolling programme to refurbish all the playgrounds, so they will each be done in turn. There will be a playground opening when work is complete. Thank you to everyone who has given their views. We will do our best to provide something for everyone and make the playground fun, interactive and welcoming.

Epping Christmas Market will be on FRIDAY 2nd DECEMBER 2016, so put the date in your diary. Once again, it will coincide with the Christmas Tree Festival at St John’s Church. PLANNING MEETINGS
Epping Forest District Council are the Local Planning Authority and make the decisions on planning applications. Epping Town Council are consulted on every planning and TPO tree application in Epping Town (Parish). Epping Town Council’s Planning & General Purposes Committee meet fortnightly on a Tuesday. If you are interested in an application, look at Epping Town Council’s website and the noticeboard outside Epping Hall to see which application is being discussed when. Both Councils discuss them on different dates.

ANDREW O’BRIEN
Epping Town Council were very sad to hear of the sudden death of former District Councillor Andrew O’Brien. Andrew and his wife June have done so much for Epping and particularly for our senior citizens. There will be a tribute to Andrew in the winter issue of Talk About Epping. Our thoughts are with his wife, children and family.
TOWN SHOW 2016
It was with enormous regret that Epping Town Council had to cancel the Town Show this year. Continued rain had made Stonards Hill Recreation Ground waterlogged to a point beyond such use. Look out for details of next year’s Town Show!
Dr Diana Lowry of The High Street practice in Epping retired on August 17. Dr Lowry started work at the practice in 1982 - which was then at 267 High Street. With Drs Pradhan and Hayden, a new surgery was built in 1995 and is now 301 High Street but is still known to many as the ‘High Street Surgery’. Many of Dr Lowry’s patients have become friends over the years and she says she will miss them, although she suspects she will see them in town. Dr Lowry’s son has also recently qualified as a GP. There was a retirement tea party for patients at The Box premises in St John’s Road. During retirement, Dr Lowry plans to stay in Epping and increase her work at St John’s Church where she is already a qualified Lay Minister. She regularly preaches there and at other churches in the area and is also able to officiate at funerals. She will also enjoy holidays, hobbies such as sewing, gardening and cooking and spending time with her family and dog. We wish Dr Lowry a very fulfilling and happy retirement.

Epping Town Council were very sad to hear of the death of Parish Priest Fr James Hawes STL of the Catholic Church, Epping, who was a very important part of our community. Our thoughts are with his family.
