The Mayor’s view

In the last edition, I said I was looking forward to the summer; I am now reflecting on a fantastic season of events and activities.

The Town Show had a record attendance attracting visitors from outlying villages and Towns. I am sure most of you will remember the day the Tour de France passed through our town.

The bunting provided by the Town Council helped to create a carnival atmosphere which carried forward into the following week when we had a visiting French market.

At the Epping Festival we were entertained by several bands throughout the day.

My duties have been very varied, ranging from the high profile public events to more personal ones. I had the privilege of being invited to celebrate a 100th birthday with a resident at Bakers Villas organised by 4th Epping Brownies and I attended an Opera called ‘You only Live Once’ written, composed and performed by year 5 at Coopersale and Theydon Garnon Primary. The children supported by a team of committed staff put on a wonderful production.

I have met so many interesting people from different walks of life and I am amazed at the talent we have within our Town. This was demonstrated by the number of entries

in the Horticultural show held in St. John’s Church and some of the achievements I have witnessed from our young people.

This year being the centenary of the First World War has meant that there has been a serious side to my year and I have attended a number of exhibitions and services in commemoration of the sacrifices and hardships our predecessors faced.

Sadly, in June, Ken Avey passed away. He had served the Town as a Councillor for many years and will be remembered for his passion and commitment to Epping and its residents. I would like to pay tribute to his work on their behalf.

It is a privilege to have served on the Council with Ken. Having known him since I was 17, I have lost a dear friend and he will be sadly missed by all who knew him.

As chair of the Council, one of my objectives is to promote the Town, our street Market and our High Street. The Council has to embrace change but at the same time protect our heritage and on this point I would like to see more engagement from the public particularly at Council meetings where the public can attend.

I am now looking forward to future events leading up to Christmas as we begin to prepare for our hugely popular Christmas Market and look forward to all new Christmas lights in the HIgh Street this year.

A tribute to Cllr Ken Avey

Cllr Ken Avey passed away on 25th June 2014. Ken had served on Epping Town Council since 2003 and is the only person to have served as Epping Town Mayor twice, in 2004 and 2011. His election to serve on Epping Forest District Council for a first term in 2011 was surprising, not because of his age but because until then he had referred to the District Council’s offices as ‘the mausoleum’ and indeed continued to

do so after he was elected! Ken was known for his forthright and occasionally outspoken views, often expressing views in Council meetings that other other members didn’t want to hear but always with the best interests of the Town and its residents at heart. However, there was more to Ken than his service on the Council.

Ken lived in Epping for nearly 50 years but lived in the area all his life as the Aveys were long es-

tablished in North Weald. During WW2, Ken was too young to serve in the army, so he volunteered as a fireman at North Weald airfield whilst studying at the South West Essex Technical School and later an apprentice engineer at the LNER’s Stratford Locomotive Works.

After his apprenticeship, Ken worked at Pantin’s in Epping and had a successful career in business where he was a Director of Pantin’s, British Matthews and the CEO of Lambrechts, providing employment to many local people. He was a keen golfer and former captain of Theydon Bois golf club, though some of his contempories have conceded his enthusiasm for the game exceeded his skill! Ken had a soft side too, and was a very attentive grandfather to his granddaughters Olivia and Constance. He was a one off and will be missed by everyone who knew him.

About the Avey family.....

Ken was one of a long line of Aveys who led interesting lives. Ken’s grandfather George Avey moved to North Weald to become the landlord of the Kings Head pub in 1887 and later established a coal delivery business there.

There is a George Avey Croft in the village, named either for him or Ken’s uncle (also called George). Ken’s father Fred was a professional footballer, scoring 28 goals in 62 appearances for Fulham between 1928 and 1931 and later running the coal business. Ken’s cousin Denis and his Uncle George were in the same POW camp at the same time during WW2, where Denis actually swapped places with a jewish prisoner for a night to see what conditions were like inside Auschwitz. He later wrote a book on the subject, “The Man who broke into Auschwitz”.

Ken’s son Nigel lives in Epping and is a serving Town Councillor.

Le Tour de France There’s no doubt that the biggest event of the year was the visit of the Tour de France to Epping on July 7th. After months of discussions and planning it all went past in a flash but everyone agrees that the atmosphere in Town that day was electric and the feeling of community in the Town made it well worth all the effort. From the Town Council’s perspective there were a number of issues, not least the fact that we had to cancel the Monday market at the height of summer - a decision that was inevitable but not universally popular. The Town was consulted during the planning stages on everything from where to put the toilets to the road closures, however probably our biggest contribution to the day was the bunting in the High Street. We purchased 500m of the Tour jersey bunting and enlisted the help of townsperson of the year Derek Whitbread and his colleagues from Epping Fire Station who gave up an evening to dress the town.

We think that the bunting looked great and helped to create the atmosphere on what was an unforgettable day. We also enlisted the help of the Epping Arts Society to smarten up the former West End Furniture shop window in preparation for the day. The fly posting was removed, the windows cleaned and a pop-up exhibition installed.

A look back at the Summer’s Events The long hot Summer of 2014 has seen the Town Council organise a number of events In June the Town Council, in partnership with St John’s Church, Epping Forest District Museum and the British Legion , organised events to mark the 70th anniversary of the loss of HM submarine Sickle, Epping and Harlow’s adopted warship. An exhibition detailing the history of the vessel and it’s men was held at Epping Hall and a memorial service held to mark the Anniversary, during which a bronze plaque cast with the names of the crew and the crest of the vessel was dedicated in the memorial garden of the Church. The service was attended by relatives of the crew who had travellled from as far as the USA to attend, the Chairman of Harlow District Council, the Vice Chairman of Epping Forest District Council and the Town Mayors of Epping, Loughton and Waltham Abbey. Wreaths were laid at the dedication ceremony. The men of Sickle will now be honoured every year during the Town’s Remembrance Day ceremonies. Town Mayor Barbara Scruton said: “I am glad we have been able to create a memorial for the men of the Sickle who served and died together 70 years ago. There is no other place where they are all remembered together and I am glad the Town Council has been able to bring it about.” The plaque is in the memorial garden at the Church and can be viewed at any time.

July 6th - Epping Town Show

Hot on the heels of the Town Show and the Tour de France, the High Street welcomed a continental market on Saturday 12th July. Despite a few hitches, like the bread stall holder missing their ferry from France and not arriving, residents welcomed the opportunity to pick up a selection of authentic continental delicacies. First hand accounts say that the cheese and saucisson being offered on the day were particularly delicious!

Town Mayor Barbara Scruton tried her hand at crepe making with limited success, although it did taste very nice!

The Town Council is planning to run regular continental markets throughout the year and discussions are already advanced to invite the French market back to town and invite an italian specialist market as well.

This year’s Town Show had a special atmosphere, taking place as it did on the eve of the Tour de France’s visit to the town. At first the weather looked as though it would let us down but fortunately the heavens smiled on us and the sun broke through and shone on a fantastic family day out. It was a fitting send off for Julia Warner, the Town Council officer who put the day together as it was her last day before she left to take up a new role at St Johns school. The staff and members of the Town Council wish her all the best for the future. This year’s highlights included the amazing Dhol drummers who kicked off the Show, Roger Arnay’s circus skills workshops and a special guest appearance from actress Vicki Michelle supporting the Dream Factory charity. A special mention must go to the Epping Eppingen Association’s crockery shy, which thankfully produced no injuries from wayward balls and proved to be extremely popular, particularly with younger visitors! Epping’s rotarians raised over £440 for their nominated charities whilst marshalling the car park, a testament to the generosity of Epping residents.

July 12th - Continental Market

Townsperson of the Year 2015 The Town Council wants you to nominate a person who has made a difference to the life of the town. This could be because of the contribution they have made to a local club or organisation, work they have done for charity or for a longstanding commitment they have made to the interests of the Town and its people.

Nominations should be submitted before the end of January 2015. The winner will be schosen by Council and be presented their award at the Mayor's Civic Reception in April 2015.

Neighbourhood Planning The Town Council has had it’s application to be designated as a Neighbourhhood Planning Area approved by the District Council.

Epping in 1914 Local historian John Duffel reflects on the outbreak of World War One a century ago and the impact it had in Epping

On 4th August 1914 Britain declared war on Germany. Here in Epping people prayed for peace in all the town’s churches and chapels.

Men in uniform soon became a familiar sight as Epping’s regular and territorial soldiers went to join their regiments.

Within a few days of war being declared a detachment of the Warwickshire Regiment was billeted at the Thatched House Hotel.

The young men of Epping were quick to volunteer their services.

Many of them had hardly left Epping before, let alone travelled abroad. They saw it as a great adventure; they would travel across to France, chase the Huns back across the Rhine and be back home in time for Christmas. Sadly, 113 of them didn’t return at all.

Two of them lost their lives in 1914. The first was 38 year-old Thomas Maynard, who

was reported missing when the steam trawler Nelson was sunk on 5th September. The second was William Stevens, who was killed in action the following month serving with the Royal Fusiliers during the Battle of the Aisne.

As more and more of Epping’s young men joined up the effect on the town began to be noticed. At the time Epping had a football league consisting of six teams. By September 1914 a total of 98 players from these teams had left to enlist into the services. A meeting was held to discuss the situation, and the decision was taken to suspend the league, and also the Epping Hospital Charity Shield competition, until further notice.

Even in those early days there was some concern about the possibility of a German air attack. At a meeting of

Epping Urban District Council the Reverend Thomas Llloyd suggested that the tops of all Epping’s streetlamps should be blacked over to prevent the town from being seen by enemy aeroplanes.

£1.18.6. Three houses were rented for the refugees, in St John’s Road, Bower Vale and Thornwood. An appeal was placed in the West Essex Gazette asking for donations, subscriptions, loan of furniture, gifts and offers of hospitality. By the end of the month all three houses were occupied

As the year drew to a close, many children in Epping were faced with the prospect of spending Christmas without their fathers. For some it would be several years before they could do so again.

At this year’s AGM the Epping Society launched the Photo archive for Epping, a place to store all the precious memories we have for future generations in an electronic medium so that they never degrade.

We have received generous donations from the history of Epping going back over 100 years detailing the change in our town from one with a livestock market and over 20 pubs to the modern town we see today.

In the modern age of digital photography where many photos never leave the stor-

age of a mobile phone let alone get printed we run the risk of losing a record of what life in Epping in the 21st century is like for our children and grandchildren.

The archive is run by the Epping Society for the people of Epping and is accessible to all via our website at www.eppingsociety.org.uk and selecting galleries from the menu bar.

We are always happy to accept not just historical photos of the town but contemporary ones as these are most often posted on social

Allotment Awards

The winners of the 2014 awards for the best allotments were Mr H C Bacon (Meadow Rd) and Mr P Hockley (Bury Lane). The winners will receive a £20 award at the Mayor’s ‘At Home’ function next February.

The Town Council currently has vacant plots at Meadow Road allotments. If you are interested in cultivating your own produce and would like to apply for a plot, prices are only £15 or £20 for a year.

The 26th July saw the Epping Festival, organised by the Epping Town Centre partnership take over the High Street for the day. The day saw a smörgåsbord of events around the town, from the Hartland Rd lake being opened to the public for the day for fishing, stories for children at the Epping bookshop, trips for the brave to the top of St Johns’ tower, Military displays on the green, a market, a fire station open day, music, dancing, an art exhibi-

tion by Epping Art Society, face painting to vintage hairdressing. Of course, no Epping Event would be complete without Church’s famous barbecue and the Festival did not disappoint. This year’s event had a vintage theme, recognising that the event was held almost 100 years to the day that hostilities began in World War One.

The Cover for this month’s edition of Talk About Epping is by Walter E. Spradbury

Walter Spradbery was born in East Dulwich, London on March 28 1889.

He studied at Walthamstow Art School, and then worked as an art teacher. He also worked as an art teacher, exhibiting at the Royal Academy, a linocut artist, and a poster designer, mainly for London Transport. Spradbery was a lifelong pacifist, serving in the Royal Army Medical Corps in the First World War, whilst an official war artist, and was awarded the Distinguished Conduct Medal for leading a stretcher party under fire. In 1929 Spradbery married Dorothy D’Orsay. Spradbery’s life story appeared in Uphill (published by the Stamford Hill Boys’ and Girls’ clubs) in late 1943. The article linked his poster work with the work he did for youth clubs. ‘The writer describes how his great love

of trees has influenced all his work.

He attributes it to the fact that Spradbery has lived since childhood on the fringes of Epping Forest’. Spradbery actually lived in Buckhurst Hill for most of his life. In 1944, Spradbery designed his last series for London Transport ‘The Proud City’, for which he chose the quotations. Art and Industry noted that his work would have already been known ‘to all connoisseurs of good commercial art, through his characteristic posters for the Southern and London North Eastern Railways’.

Spradbery died on December 31 1969, and a memorial exhibition of his work was held at the William Morris Gallery, London, in 1970.

The Cottis Family of Epping

by Anthony O’Connor, Epping Forest District Museum In Palestine in 1916, two young army officers from Epping (one of them a Cottis Employee) saw an agricultural implement in a millet field near Beersheba. When they examined it they found the name plate “Cottis and sons patent horse hoe, Epping, Essex”.

Famed from Epping to Palestine, the Epping Firm of William Cottis and Sons played a dominant role in Epping Life from 1858 to 1969.

Their coffee hulling machines were used in Africa and Central and Southern America, their hay sweeps were sent to Australia, New Zealand even Russia.

Lamps were made for the gold mines of S. Africa.

In 1899 they listed the following people amongst their patrons Queen Victoria,the Prince of Wales, The Empress of Germany, The Emperor of Austria, the late Emperor of France and the Viceroy of Egypt.

trict Museum include a wealth of material which charts the fascinating story of this family who played such a major role in the development of Epping at the end of the 19th and through the first half of the 20th centuries and

whose iron foundry, brickworks, and shops were major features of the town and whose steam horn was a valuable time keeper for the town!

How many shoppers today parking in realise they are on the site of ‘Archimedean Ironworks’ and how many commuters leaving their cars at the station

know they are on the site of the Cottis Brickworks, which helped to build the town?

Cottis and Sons was founded in 1858 by Crispus Cottis, the eldest son of William (who later joined his sons in the venture). Agricultural machinery lay at the heart of the Cottis business, but it also expanded into architectural fittings, transport and household items,even some of the ironwork for the Menai Straits Bridge in Wales.

They also constructed a large revolving staircase for Drury Lane Theatre, ornamental lampstands for the London Embankment and the railings for Buckingham Palace.

Cottis was also an inventor and produced many patent inventions which had a significant effect on the agricultural world.

Most notable were improvments to the hay sweep and the expanding hoe.

Crispus was very active in public life. He was vice chairman of the

first Epping Parish Council (1895-96) and vice chairman of the new Urban District in 1896 and chairman in 1902. He was also a Trustee of Theydon Garnon Charities and Chairman of the Epping Sanitary Steam Laundry Committee.

Crispus later recalled about Epping in the 1850’s - “there was no railway, no gas, no pavement, no fountain, no trees, no decent cottages, no foundry or Town Hall.” At least a dozen shops in the High Street were unoccupied at this time.

The company continued to prosper in the first quarter of the 20th Century under C J Cottis. C J followed his father in playing an active part in both the affairs of the business and in public life.

In 1899 Crispus joined the Loyal Suffolk Hussars and was the first voluneteer from Epping to serve in South Africa during the Boer War. On his return, according to the Essex Imperial Yeomanry

Magazine “on the formation of the Essex Imperial yeomanry in 1901, Cottis took Epping in hand and soon raised a troop which has been a credit to the regiment.

After his fathers death in 1917 he became Managing Director of the firm. He was reputed to have a fierce temper, but was liked and respected by his staff. His fairness, sense of humour and the way in which he dealt with his employees showed in their tremendous loyalty to the firm. He died in 1945 and a report in the West Essex Gazettte, was headed “last Tribute to everybody’s Friend”.

Changes from the 1950’s onwards led to a decline in the business and the foundry closed in 1982 after a period of being operated by other owners. The Cottis hardware store closed its doors in 1977. However the legacy the Cottis family created for Epping is still all around us today.

Epping Horticultural Society 75th Anniversary

A special 75th anniversary year for Epping Horticultural society! This year members have helped us celebrate in style. So far this year we held a tulip completion in April and had a special day trip to Wisley in June. We held our annual horticultural show at St Johns church Epping on Saturday 23rd August which was a day full of flowers, fun and awards as a record number of entrants and visitors came along to our special ‘Dig for Victory’ show. On display was the very best community garden vegetable produce, flowers and baking examples. The Epping Forest Bee Keeping Association added an extra section to the show with many honey classes too, to the delight of visitors and exhibitors. St John’s was decorated with a WW2 theme and committee members dressed up to add an extra touch. There was a vintage style tea room too. There was a wonderful atmosphere with plenty of smiles all around. The prize winners were: · · · · · · · · · · · · · ·

Theydon Oak wins Epping in Bloom The Theydon Oak pub has been presented with Epping Town Council’s Epping in Bloom rose bowl after winning the floral display competition for the second time in three years.

The Coopersale Street pub has now won the competition – which is open to all commercial premises in Epping – for the eighth time since the award was first presented

in 1990.

Epping mayor Barbara Scruton, who presented the award and a framed certificate, said: “The pub has had a beautiful, colourful display of flowers and hanging baskets and was worthy of recognition yet again.”

Pub manager Iain Moran said: “I’m ecstatic. I’ve worked really hard on the displays.” The pub has also been supporting the Mayor’s Charity the Dream Factory at it’s

recent Beer Festival where it dedicated two weekends to raising funds for the Hainault charity.

The Dream Factory, which launched in 2008, has already granted almost 300 wishes for those aged three to 25 years and have life threatening conditions or severe disabilities. Mr Moran said “It’s great supporting a local charity that’s doing such great things.”

You may be aware that our old building in Hemnall Street, Epping was demolished last year.

Plans are underway for a new building on the same site which we hope to move into in the Autumn of 2015. Details of the new Epping Service will be available nearer the time.

Winter Salt Bag Partnership

During periods of extreme weather such as the heavy snow we have experienced in recent winters, communities and individuals can do a lot to help themselves and others. Self-help is actively promoted as it is about communities coming together to help each other on a voluntary basis to target their local needs and build their resilience.

Essex County Council operates the Salt Bag Partnership scheme which is designed to help local communities support themselves during periods of heavy snow.

The Town Council is participating in the initiative for the third year, and will be distributing a tonne of 20kg bags of salt to residentsin late November/ early December when the salt is delivered. To register your interest in receiving a free salt bag this winter, please send an email to info@eppingtowncouncil.gov.uk with the subject line “Salt Bag Scheme” and including your name and address details in the body of the message and we will contact you with details of when to come and collect your salt.

The Loughton & Epping Branch of the WEA has planned the following courses for Autumn 2014 and Spring 2015.

You can come to the first class of any course to see whether you want to join before paying. All the courses except Literature are for 10 weeks and the fee is £70. The Literature class will run for 23 weeks at a fee of £150.

A Christmas Day Invitation from Churches Together in Epping Churches Together in Epping and District would like to invite anyone will be alone on Christmas Day (and who is living in the Epping area) to join us for lunch at the Catholic Church Hall, Church Hill, Epping. Our new Town Sign Eagle eyed residents will have noticed that the sign on the Town Green has been replaced. Town Councillors decided to replace the sign at the other end of town near Tower Rd as the post was rotting and the sign itself had deteriorated to the point where refurbishment would not be possible. Local craftsmen were commissioned to produce the sign, which looked so good that it was decided to put the new sign on the Town Green and replace the Tower Rd one with the original Town Green sign.
