Dear Friends and Colleagues, In 2021, Episcopal Migration Ministries (EMM) celebrated the resettlement of 100,000 individuals since the ministry’s inception as a resettlement organization in the 1980s. We could not have done this without the support, generosity, dedication, and spiritual gifts of our partners and supporters. Our history as a resettlement agency, the challenges we have faced, and the victories we have celebrated all led us to be the ministry we are today.
As I write this letter of introduction to Episcopal Migration Ministries’ annual report, the world finds itself in another conflict in Ukraine; as of today, 2 million refugees—mostly women and children—are fleeing into neighboring countries from the destruction of war. It is a stark reminder that in our world there are families who are forced to flee their homes, seeking safety from war and oppression. Ukraine is but the latest conflict that has resulted in refugees, who worldwide now number over 25 million, as estimated by the United Nations High Commissioner for Refugees (UNHCR). This latest event comes in the wake of the evacuations from Afghanistan, where over 70,000 Afghans were assisted by the U.S. Again, the script was the same: individuals seeking safety and shelter from oppression. In their latest Global Needs Assessment report for 2022, UNHCR is projecting 1.47 million refugees will be in need of resettlement to a third country. Resettlement is the last option that refugees have in rebuilding lives shattered by violence and persecution for reasons of their faith, race, ethnicity, social, or political views. For the past 40-plus years, Episcopal Migration Ministries has been helping refugees establish themselves in the U.S. in partnership with the U.S. government, affiliate networks, congregations, community members, and countless volunteers. In 2021, EMM reached a milestone of helping over 100,000 individuals find peace and safety in the U.S. In the pages that follow, you will find a summary of the work of EMM this past year, and the cohort of organizations, government entities, congregations, volunteers, and individuals whose contributions make EMM’s work possible. As EMM looks to 2022 and beyond, we hope to continue to expand our work to assist asylum seekers through our Neighbor to Neighbor program. The conflicts at our southern border that give rise to the influx of migrants seeking safety and security must not be forgotten. Despite this litany of tragic events, the goodwill of so many gives hope. To the thousands of volunteers who came forward, EMM thanks you. For the over $1 million in gifts given to directly meet the needs of these vulnerable individuals, EMM thanks you. Central American Minor Program On March 10, 2021, the U.S. Department of State announced the reopening of the Central American Minor Program in two phases. Phase one began in March 2021 and focused on reopening and processing eligible affidavits of relationship (AORs) that were closed when the program was terminated in 2018.
In 2021, the EMM network helped open 49 eligible Central American Minor AORs that were previously closed in 2018.
Matching Grant

EMM’s Matching Grant program is a public-private partnership and an employment-focused comprehensive case management program that aims to help enrollees attain economic self-sufficiency within six months (now extended to eight months) of enrollment in the program, as an alternative to public cash assistance. The program offers agencies an opportunity to work with clients beyond that initial 90-day period, to offer referrals, life-skills, and job search assistance that might otherwise not be possible while financially helping clients cover necessities such as housing, rent, utilities, and transportation.

Matching Grant New Partnerships In early 2021, EMM connected with Sodexo Company for their work with companies to fill entry-level needs, including food services, custodial services, landscaping, hospital aides, and home aides. EMM partnered with the TENT organization to provide affiliates a new mentorship initiative for LGBTQ+ refugees and employment opportunities through their program. EMM established a new partnership with Upwardly Global, a nonprofit that helps professional refugees and newly arrived Afghan Allies, including SIVs, rebuild their careers through oneon-one job coaching, job readiness
training, and job placements.

Preferred Communities (PC)
In 2021, Episcopal Migration Ministries served 308 vulnerable clients through the Preferred Communities program funded by the Office of Refugee Resettlement. Nationalities represented among the clients included Afghanistan, the Democratic Republic of Congo, Somalia, Burma, Congo, Ethiopia, Iraq, Syria, Honduras, El Salvador, Liberia, Sudan, Eritrea, Nicaragua, Russia, Sierra Leone, Burundi, Cuba, Dominican Republic, Guatemala, Iran, Malaysia, Saudi Arabia, and South Africa. The intensive case management services aimed at helping clients achieve self-sufficiency were provided to minors (under 18 years old), singleparent households, elderly people, individuals with social/psychological conditions or risk of suicide, ill or disabled individuals, secondary migrants, and survivors of torture or sexual gender-based violence.

VIRTUAL FISCAL YEAR ‘21
EMM PC CONFERENCE,
“EMPOWERMENT
IN ACTION”
During a national Preferred Communities program conference, EMM partnered with affiliates to share their best practices in creative case management activities, building sustainable community relationships, and development of specialized client orientation materials and staff development. National staff provided training on multiple topics; other presenters provided information on strengths-based methods for case management services. Pre- and post-survey results revealed an average of 334% increase in knowledge among affiliate participants and across various topics covered during the conference.
Preferred Communities Program Highlights Minnesota Council of Churches, Minneapolis, Minnesota
Interfaith Works of Central New York, Syracuse, New York Preferred Communities intensive case managers served a young individual who was on dialysis three days per week and required a kidney transplant. Through extended orientations and one-on-one support, the program empowered the client to improve his confidence in navigating the complicated healthcare system and helped him enroll in the national kidney transplant list. Through strong medical advocacy efforts, the intensive case manager was able to successfully backdate the client’s case on the list. At the end of 2021, the client successfully received his kidney transplant, a life-changing surgery that will expedite his journey toward self-sufficiency.
Minnesota Council of Churches strengthened its partnership with community health workers at local medical facilities to build community capacity to serve especially vulnerable refugees with medical health conditions. Through having a direct link to health workers at primary healthcare providers, the Preferred Communities program has facilitated meaningful coordination efforts with clients and their individual medical care teams. Additionally, the community health workers assist clients in fulfilling immediate requests for transportation, medication refills, and appointment scheduling. This strong partnership has promoted clients’ ability to navigate health care systems independently and provided intensive case managers additional time to focus on educational efforts for client empowerment.
Interfaith Ministries for Greater Houston, Houston, Texas Rawaa, a 43-year-old single mother of two teenagers and a refugee from Iraq, resettled in Houston, TX through Interfaith Ministries for Greater Houston. Both her son and daughter attend high school in Houston, and the family is relieved to be in their new home. Throughout the resettlement process, the Refugee Services team at Interfaith Ministries for Greater Houston has been by their side to assist them with the drastic changes that come with the resettlement process. Rawaa and her children struggled with feelings of sadness and homesickness, as many refugees often do. Refugees flee their beloved homelands due to war, persecution, or violence. Through the Preferred Communities/ Intensive Case Management program at Interfaith Ministries, Rawaa received mental health support and assistance navigating the healthcare system to get the care she needed.
Interfaith Ministries volunteer Tehmina led a fundraising drive to help Rawaa purchase a vehicle. Tehmina collected the donations, helped Rawaa find the best vehicle to fit her needs, and guided her through the car registration process. Rawaa was able to start working fulltime while also supporting the needs of her children. Rawaa has a bachelor’s in biology from an Iraqi university. Through the Interfaith Ministries for Greater Houston Professional Recertification Program, Rawaa is having her degree evaluated in the U.S.
Assisting vulnerable Afghan humanitarian parolees Using recently aproved Afghan Supplemental Allocation funding from the Office of Refugee Resettlement, EMM and its Preferred Communities network addressed immediate needs of Afghan parolees, providing financial aid for emergency, temporary to long-term housing assistance, nutrition, utilities and medical care. The overall goal is to build additional national office and network Preferred Communities program capacity to serve emerging longer-term needs of Afghan parolees through intensive case management and individual volunteer and group community sponsor support.

Impacts of COVID-19 Due to the prolonged impact of the COVID-19 pandemic on health and support services nationwide, EMM and its Preferred Communities network continued to serve already enrolled clients, as well as new ones, through COVID-19 Supplemental Funding provided by the Office of Refugee Resettlement. Their services included helping ensure food deliveries for elderly and immunosuppressed clients; procuring and distributing personal protective equipment to staff and clients; and providing continued psycho-social support to clients as well as affiliate staff members impacted by stressors while assisting clients during COVID-19. This was achieved through contracting on-site and virtual mental health therapists. Affiliate Program Highlight Interfaith Ministries for Greater Houston’s Women Refugees’ Art Project (WRAP) has its main goal as preventing isolation and cultivating emotional resilience through creative expression. Virtual workshops with a focus on painting expand participants’ self-esteem and build communitysupported integration.

Curriculum and Study Resources In 2021, EMM offered an Epiphany Bible Study based on the Gospel of Mark. During the season of Advent, EMM offered a virtual Advent calendar featuring reflections, prayers, art, and music from different voices in the EMM network on the topic of “Welcoming All: Refugees, Asylum Seekers, and Immigrants.”

Episcopal Asylum & Detention Ministry Network In 2021, the EMM Engagement unit hosted monthly conversations with ministry network members focused on best practice-sharing in areas of direct service, organizing, advocacy, Christian formation and worship resources, and community education. The ministry network convenes in support of protecting asylum, promoting humane and dignified alternatives to detention, and support of asylum seekers and those harmed by the immigration detention system. EMM, in partnership with members of the Episcopal Asylum & Detention Ministry Network, offered a daily Lenten devotional series featuring reflections from EMM supporters, friends, and ministry partners through the lens of migration---
480 individuals registered to receive the daily devotions.
Book Discussion Kits
EMM offers book discussion kits to empower local congregations, book clubs, and other groups to learn more about immigrant communities and individuals. World Refugee Day
In honor of World Refugee Day, EMM hosted a June 20 virtual prayer vigil on its Facebook page, with a downloadable order of service.
The vigil offered a time of prayer, reflection, and celebration in honor of refugees around the globe.
Neighbor to Neighbor Neighbor to Neighbor, a program of EMM, directly trains and provides ongoing support to faith communities who serve as community sponsors for their new neighbors. Community sponsors welcome their new neighbors by offering friendship, fostering community connections, and providing practical support such as housing, assistance in accessing services and navigating the community, enrolling children in school, supporting adults in learning English and securing employment, and more. Neighbor to Neighbor offers two tracks for congregations: Track One trains faith communities to serve as community sponsors to asylum seekers; Track Two trains faith communities to serve as community sponsors to newly arriving Afghan families through EMM’s partnership with the Sponsor Circle Program for Afghans. Both tracks include training, preparation, and ongoing support.

StoryCorps StoryCorps, an initiative to preserve and share humanity’s stories in order to build connections between people and create a more just and compassionate world, launched American Pathways, a new initiative to record, preserve, and share the stories and experiences of refugees, asylees, immigrants, and Muslims living in the United States. EMM clients participated in the project and recorded their stories with friends or family members.
The stories will be preserved at the Library of Congress in StoryCorps’ Tapestry of Voices Collection and Anwar Collection of Muslim Voices.

The Church of Jesus Christ of Latter-day Saints provided EMM an in-kind grant to support the work of EMM’s local affiliate network. EMM affiliates were able to access Bishop Storehouse goods to provide clients with canned food and pantry items, cleaners, and household products. Through Deseret Manufacturing, affiliates were able to provide clients with mattresses, bed frames, dressers, tables, and chairs.
Bridge Refugee Services Housing Technical Assistance Grant In 2021, with a generous donation from The Church of Jesus Christ of Latter-day Saints, EMM awarded a grant to two of its affiliate offices in Tennessee, Bridge Refugee Services and Sponsorship in Knoxville and Chattanooga, to develop a technical assistance housing project to stabilize client housing. The two affiliates and a research non-profit are conducting a nationwide needs study and interviewing stakeholders such as tenants, landlords, and EMM affiliate staff to find sustainable and equitable housing solutions for clients. The project is ongoing and in FY22, the two affiliates and their local partners will coordinate with EMM to provide trainings, guidance, and toolkits to the EMM network on finding safe, clean, and affordable housing, based on recommendations from the needs study.
Refugee Services of Texas– Austin, Asylum Seekers Assistance Program In 2021, with a generous donation from The Church of Jesus Christ of Latter-day Saints, EMM awarded a grant to its affiliate office in Austin, Texas, Refugee Services of Texas. They used the funding to hire a case manager to serve asylum seekers in the community and helped 59 clients in 2021. The case manager met frequently with clients, coordinated donations, and referred clients to legal services, English as a second language services, and health insurance resources.

EMM plays an operational role in the Sponsor Circle Program by recruiting, vetting, supporting, and overseeing multiple Sponsor Circles carrying out resettlement responsibilities to help newly arrived Afghans.
