The staff of the Office of the Diocese has worked over the past 11 months to refine, improve and expand the communication paths to our beloved community. In our communal journey, we have found that it is necessary and pastoral to assure that all channels of communication are met - the web, social media, email, video, and print.

Thus, we are always seeking channels to share with the world and one another our work in the vineyard.

It is our intention to publish the magazine every three months for the first year and then move to every two months in the summer of 2018. We plan to print a hard copy for those who do not have easy access to a computer or may desire a print version. We need your help in identifying those who want a hard copy or do not have computer access. Please spread the word about the print issues as we are building a database of addresses. If necessary, send us the address on behalf of someone else. To protect the environment and to be mindful of any additional costs, the formation of the database is critical.

It is our prayer the magazine will highlight the rich ministries, people, and outreach of the Episcopal Diocese of Pennsylvania. The magazine will be about the work of your church. It will be about the Good News of Jesus Christ. It will be about you! Also, we will feature clergy, laity, and churches who are making a difference in the world. Please send us your stories, pictures, and events. We are excited about this new journey. God bless you and know you are in our prayers.

Answering the Call

By The Rev. Canon Shawn Wamsley Next to my roles as husband and father, serving Bishop Gutiérrez and the Episcopal Diocese of Pennsylvania has been the greatest calling in my life. In the past nine months, I have learned a great deal about how uniquely wonderful the clergy, laity, and congregations of the Diocese truly are. In the Offices, we have already seen much transition. Under the Bishop’s leadership, we have reorganized the staff of the offices to better serve and strengthen our congregations. All this restructuring has been accomplished without adding any expense or positions to the Bishop’s office. I have had the opportunity to be with several of our congregations for Sunday worship, preaching and celebrating Holy Eucharist. Already, I have participated in both the joys and sorrows of our beloved family.

pyramid on its head’ by creating an environment where congregations are confident that the Offices of the Diocese are there to serve, encourage, and support them, I will make it a priority to do the exact same for the Bishop and the staff. I envision this servant ministry also extending to the various committees, councils, and leadership of the Diocese as well. As I understand the Bishop’s vision, the greater the responsibility the greater the need for leading and serving by example. It is an endearing vision of leadership that emulates the life of Jesus and encourages us to utilize biblical principles of authority. It is a vision I will use all my abilities to help actualize.

In August of 2016, in anticipation of my arrival to Philadelphia and by way of introduction, I shared a few things with the Standing Committee. Reviewing that first communication, it occurred to me that much of what I anticipated has come to fruition in even greater ways than I imagined, and I would like to share part of it here.

“I am honored to answer a call to the Diocese of Pennsylvania. I am thrilled to continue ministry directly under the leadership of Bishop Gutiérrez. I am encouraged by past successes of the Diocese, and expectant about its ongoing ministry.

In many ways, I see my ministry in the Diocese as an extension of what the Bishop will accomplish within the Diocese. As he seeks to ‘turn the

For me, it will be a daily prayer, driving philosophy,

and sustaining theology that these things and more are brought about by our love. As we learn to listen, to serve, and to reach out, that love will not only change us but makes us agents of change.”

As Canon to the Ordinary and Chief of Staff, it has been and continues to be my joy to proclaim the Gospel of Jesus Christ through a ministry of service to our congregations. Much of my work is the implementation of the Bishop’s vision with the staff of the offices. A priority for the staff is to work as a team, to create a culture that welcomes accountability, and to direct our ministry efforts toward serving as a resource to our congregations. With a small staff, this means I have the privilege of being out at meetings and in churches to guarantee that we are responsive and serving.

Additionally, I have the responsibility to help shepherd the efforts of several committees that have grown organically out of both the Bishop’s leadership and the prayerful creativity of our clergy and laity. These efforts seek to empower the Diocese to raise up ministry and help us to become a people of prayer, proclamation, and peace. In my own ministry, in the ministries of this faithful diocese, and in the faces of all of God’s beloved, I see the transformation that comes through the beauty of knowing Jesus Christ.

If ever you need us, you can call me or any of the Canons at the Offices of the Diocese of Pennsylvania. It is our call to serve.

Commission on Clergy Compensation and Employee Benefits (CCCEB)

The Commission on Clergy Compensation and Employee Benefits (CCCEB) administers clergy financial assistance, monitors diocesan health and pension benefits, and reviews compensation for clergy in the Diocese of Pennsylvania (DioPA). The Commission consists of 12 members, six clergy and six lay, who serve 3-year staggered terms.

The Bishop is Chair of CCCEB with other members of the diocesan staff providing support. The Commission has three committees: Benefits, Loans & Grants, and Compensation.

The Benefits Committee monitors the Denominational Health Plan (DHP) and supplemental health benefits for clergy and lay employees; sets Retired Clergy Medical Assistance (RCMA) assessments of parishes; and supports the lay employee pension system (LPS) administration. Employers (parishes and other Episcopal organizations) subject to the authority of the Dio3

cese of Pennsylvania are required to offer eligible clergy and lay employees equal access to all of the health benefit plans offered through the Diocese.

The Loans and Grants (L&G) Committee administers the Clergy Financial Assistance Fund and monitors parish remittances to the Clergy Pension Fund. Financial assistance is available for: 1) clergy in transition from one parish to another, 2) moving from parochial to nonparochial ministry, and 3) in cases of household distress. Loans and grants are approved for up to a period of three months. Please refer to the form on the DioPA website: http://www.diopawellness.org/benefits.html to apply for financial assistance.

The Compensation (previously Salary Monitoring) Committee recommends annually to the Convention of the Diocese the minimum, midpoint, and maximum compensation

for each grade level based on the cost of living adjustment (COLA) for the Philadelphia area for clergy and lay personnel. A recent study noted that female clergy were paid less than their male colleagues.

CCCEB members confer with vestries and advisory committees of parishes and missions, which are paying less than the minimum compensation, with purpose of stimulating increased payments.

CCCEB is also focused on appropriate compensation for part-time clergy.

Current clergy members are: Edward Shiley, Rodger Broadley, Nazereno Javier, Anne Thatcher, Emmanuel Mercer, and Sandra Etemad. Lay members are: Marc Andonian, Loretha Badger, Douglas Sisk, John Gillespie, Carl Sheppard, and Elizabeth Curtis Swain.

Seeking Those with a Heart for Serving

Do you know a young adult who is discerning their way in the world? Perhaps the job market has not opened up in the way they expected, or they don’t like their field of work as much as they initially thought they would.

Maybe they have even thought about ordained or lay ministry, but need to more fully discern that call.

Some people find they just want to take a year “giving back” before they commit to their career. Our Servant Year Program might be the perfect fit for them! It is part of the Episcopal Service Corps, a community justice and faith-based network of young adult service programs.

Simply stated this is a ministry of transformation for both Servant Year members as well as those they serve.

Servant Year members live together in intentional Christian community gathering for prayer, meals, educational programs, worship and social events. They receive a small monthly stipend but the rewards go beyond money.

It’s an opportunity to make a difference in someone else’s life; to be changed by the service they give; to deepen their faith; and discern where the spirit is calling them to live and work all while enjoying new places, meeting new people and living out their faith that echoes Paul’s call in Galatians, “You, my brothers and sisters, were called to be free. But do not use your freedom to indulge… rather, serve one another humbly in love.”

Budgeting for the Diocese of Pennsylvania

The Budget Sub-Committee of the Diocesan Finance Committee is busy preparing the budget for the Diocese for 2018. By Canonical Law, the 2018 Draft Budget needs to be prepared for review by the Bishop and the various governing bodies of the Diocese by June 1 of each year, and a Final Budget is ready for discussion 60 days prior to the Diocesan Convention in November. The Budget is then considered and approved by the Convention.

Our budget is a reasonably large one, with (based on the 2017 approved Budget totals) about $4.5 million in revenue and expenses.

Overall, using rounded numbers and based on the 2017 Approved Budget, our revenue sources are as follows: Endowment Income: $1.9 million Episcopate Assessment: $1.5 million Voluntary Pledging: $0.7 million Other Income: $0.3 million Transfers from Property Fund: $0.1 million Total: $4.5 million

Our Expenses are concentrated as follows: Church House Staff and Operations: $3.0 million Mission Churches: $0.6 million Obligations to the National Church: $0.4 million Family and Young Adult Ministries: $0.3 million Diocesan Ministries and Grants: $0.2 million Total: $4.5 million The following outlines the overall timetable for creating the budget, and the process for the Diocese to have input into the budget.

The Budget Sub-Committee has met four times prior to June 1. On the sub-committee are representatives from the Diocesan Council, from the Offices of the Diocese, and the Standing Committee, so all the governing bodies are represented. In addition, there are members of the Finance Committee, elected at large from the Diocese.

The Rev. Canon Shawn Wamsley and Doug Horner, Finance & Business Administrator are providing diocesan staff and operations costs, as well as goals for our contribution to The Episcopal Church. The Rev. Canon Nancy Deming has provided input for the Mission Congregations; requests for adjustments to the 2017 budgets for these churches ought to be forwarded to her. The Rev. Betsy Ivey will provide input for the revenues and expenses for the programs for Family and Youth.

The Finance Committee has delegated responsibility to the Diocesan Council to recommend, within specified dollar limits, Grants to Congregations for one-time needs, and funding for Diocesan Ministries, such as the AntiRacism program, Hispanic Ministries, and Anti-Human Trafficking. These overall dollar allocations were provided to the Diocesan Council before the end of March.

Requests for funding for Grants and Diocesan Ministries are directed to the Diocesan Council. Requests for Grants are by a formal application, with supporting documentation. Recommendations for these grants and activities have been sent by the Diocesan Council to the Budget Sub-Committee for approval.

The Finance Committee has reviewed and approved the draft Budget in May. The Standing Committee and the Diocesan Council received the draft Budget and Budget Narrative in June, and will provide feedback to the Budget Sub-Committee, along with input from the parishes, working towards a final agreed upon Final Budget.

In early Fall, members of the Budget Sub-Committee and/or the Finance Committee will present the final Budget at pre-Convention meetings for discussion and explanation.

In November, the Diocesan Convention will receive and approve the final Budget.

Budgeting is always a matter of difficult choices, as there are always more good works and good causes than available funds. In 2018 the Diocese will not have appreciably more revenue. Given this reality, we shall endeavor to be cost conscious: for example, costs at Offices of the Diocese will be contained, and we shall keep assessments at the same level as 2017.

We shall, however, as we develop our budget, endeavor to aid our congregations to engage in mission. Supporting our parishes and our missions is our objective. The Diocese exists to serve the parish.

As we go through this process, the parishes and congregations are encouraged to send their thoughts and ideas to their various representatives. We shall keep the Diocese informed of our progress during the next several months as we go forward.

An Update from the Commission on Ministry

by The Rev. Erika L. Takacs A pause can be a very good thing. A beat, a breath, can be just what we need to experience the Grace that is all around us. We all know how important it is to allow for silence in our prayers so as to truly listen, just as we all know how important it is to take a moment to reflect before speaking. During the season of Lent, we were reminded of the importance of creating a holy pause in our lives.

The Church invited us to give ourselves the space we need to pray daily, to worship regularly, to give generously, to repent fearlessly, to forgive joyfully, and to preach the Gospel hopefully in all that we say and do. These pauses in our lives are not a stopping place in our spiritual growth; rather, they feed and encourage that growth. A pause can be a place of spiritual continuity, helping us to connect ourselves more deeply to the vision that God has for all of Creation.

What is emerging from these conversations is the need for the COM to craft a process of discernment that mirrors the kind of leadership the Church needs. If we are looking for prayerful, passionate followers of Jesus who can lead our Church in doing holy work, then the work of the COM – the “process” – needs to be prayerful, passionate, and Jesus-centered. Our time together as a Commission needs to be holy time that cherishes and supports all of God’s people. Thankfully, the COM is full of faithful people who embody this kind of leadership. The members of the COM are powerful icons of discernment, people who model how to use their own gifts to build up the Kingdom.

St. Gabriel’s Episcopal Church ~ A Timeline of History ~

• 1915 - St. Gabriel Mission held its first service in a former motion picture theater at Rising Sun Avenue & Rockland Street with the rector of St. Nathanial’s Church in charge.

• 1916 - The Diocese bought property at Front Street & Roosevelt Boulevard with funds provided by the Advancement Society.

• 1917 - A frame church was built.

• 1924 - Parish House was built.

• 1928 - Present church/stone building was built.

• 1945 - St. Gabriel’s reached parish status when it was admitted into the convention.

• 1977 - The church considered closing due to decreased membership. It returned to mission status led by accounting warden, George C. Clyde and with the support of the rector of Trinity Church, Oxford.

Creating a Place to Come to: Bringing Saint Stephen’s Episcopal Church back to life

The English theoretical physicist, Stephen Hawking, reminds us that we must look up at the stars and not down at our feet if we are ever to discover mystery and wonder. It is no accident that when one walks into Saint Stephen’s Episcopal Church on 10th St. in Center City Philadelphia, one not only looks up naturally but one also looks around. The first time I was in Saint Stephen’s, I not only looked up and around, but I looked all over, and as I looked I was totally mesmerized, drawn into a landscape of mysterious beauty and wondrous silence.

And when I came to Saint Stephen’s as Interim Vicar in February 2017, charged with bringing the church back to life, I felt taken into a building that spoke without having to say anything and into a place that was palpably sacred; a place that was intimate and enveloping; a place of wonder and serenity; a place that seemed fully present.

A Diocesan colleague I admire and respect very much often talks about what a church building is “called to do,” suggesting that its calling may not be what we think church buildings ought to be about or ought to be doing.

In the four months I have been at Saint Stephen’s, I have learned more about it as a place that has a unique calling, a calling that is grounded in the 1823 building itself. And this unique calling has to do with my sense that Saint Stephen’s is “a place to come to” for the nurturing of the spirit, the care of the soul, and an encounter with a religious sensibility.

Saint Stephen’s sits on a small site (comparatively) in the middle of a block on 10th street between Market Street on the North and Chestnut Street on the South. The church seems perfectly centered as it “opens out” into a vibrant and teeming urban block, where pedestrian traffic is the norm and where automobile traffic is often so thick it is brought to a standstill, so while there are lots and lots of people walking, there are also lots and lots of people waiting. This notion of “waiting” is an important signpost in that both the idea and the reality can invite reflection and repose, invite imagination and wonderment, and can be an important point on a cultural map. Going further, this idea of waiting can generate an opportunity to create a place where a natural synthesis of spirit, soul and religion can occur. Pierre Teilhard de Chardin has explained this idea with simplicity and depth: We are 9

not human beings having a spiritual experience. We are spiritual beings having a human experience. In entering Saint Stephen’s, we recognize instantly that we are spiritual beings and that the experience we have in the intimacy of the space is both powerfully spiritual and profoundly human.

Much of what I and Sharon Derstine, the Building Administrator, are doing in these early months is attending to the physical needs of our building and this involves a structural assessment, a systems assessment, an acoustic evaluation and an evaluation of what restoration might need to be done. In addition, we have commissioned two experienced church archivists to evaluate and organize the substantial Saint Stephen’s archives and recommend how they can be used in a reasonable and productive way, not only for Saint Stephen’s but for the Diocese of Pennsylvania, as well, and where the archives might be housed. This is all part of what it means to bring the parish back to life.

Then there is the design of the model we are building, a model that has several primary components: 1. A dailiness in liturgy and worship grounded NOT in Sunday liturgy but in weekday services; 2. A rich and vital spiritual arts program that includes music, drama, dance, and the spoken word; 3. A synergy between the liturgy and spiritual arts as a complementary route to spiritual insight and experience; 4. A place to be seen and experienced as a pastoral and spiritual “resource center” in the Episcopal tradition for all pilgrims seeking to strengthen their relationship with God and to nourish their souls; 5. In all that we do as a sacred place that represents the Episcopal Diocese of Pennsylvania, to practice compassion, intelligence, kindness, learning, openness, serenity, silence, wisdom, and wonder.

Finally, in these early days of putting pieces together and building and rebuilding anew, we are trying to live and work in and be guided by the Spirit and to remember Emily Dickinson’s exhortation that “the soul should always stand ajar.” We believe this is how pilgrims can find their way to our “place to come to” that is Saint Stephen’s. We will welcome them.

The Liturgical Commission members are excited about this project and eagerly accepted the invitation of our bishop to prepare the Liturgical Resource Guide for the Diocese. It will begin with a few articles and we will allow it to grow and expand as others are written and become ready for publication. So, you will need to keep checking back to see what’s new and you will always be able to ask us to include a topic in which you are interested or have a question.

In order to do that, it might be good to introduce you to the members of the Liturgical Commission. We are laity and clergy representing the breadth and expanse of our diocese starting at the heart of it with The Very Rev. Judith Sullivan, Dean of our Cathedral and ex officio member of the Commission. The Rev. Mark Smith serves two parishes, St. Paul’s Chester and St. John’s Essington. Everyone who participates in any diocesan liturgy knows the service that the President of the Altar Guild, Dina L. Harvey, offers this diocese and she is an invaluable member of the Commission. She is also the Administrative Assistant to the Rector/Parish Administrator at St. Luke’s Germantown. The Rev. Deacon Rob Davidson from St. Paul’s Chestnut Hill is a member who has served on the Commission for many years. Another invaluable member is the person whom we rely upon to share the history of the Diocese and to make sure we understand

our roots, The Rev. Thomas McClellan.

We have two members who are both priests and members of religious communities. The Rev. Benjamin Wallis serves at Incarnation Holy Sacrament in Drexel Hill and The Rev. Emmanuel Williamson at Redemption in Southampton, Bucks County. From Morrisville and the Church of the Incarnation comes Dave Dixon and across the Diocese from Royersford, the Church of the Epiphany serves The Rev. Beth Hixon. There are two St. Christopher’s represented on the Commission, one in Gladwyne led by The Rev. Dr. Hillary Raining and the other in Oxford near the Maryland border led by The Rev. Dr. Mary Ann Mertz, who also serves as the chair of the Commission.

We are offering the names and locations of the members of the Commission because we bring to the table an understanding and experience of various parts of the Diocese as well as our own gifts and love for the liturgy.

We want you to have the names of the members of the Liturgical Commission because not only are we writing a Resource Guide to be published, but each of us and all of us are ready and willing to be a human resource for you in your parishes. All you have to do is call or write one of us and we will be glad to serve.

Let us together worship the Lord in the beauty of holiness.
