

In 2003, I resigned my position as an assistant to Dr. James Dobson to start All Things Possible Ministries, in hope of reaching some of the most traumatized people in the U.S. with God’s healing power.
Today, that mission extends to the darkest places in the world, thanks to our amazing God and YOU, our wonderful donors!
He has been faithful and prompted so many of you to pray for and financially support our highrisk ministry from the beginning. I could write volumes on all that God has done through the years. And here we are, celebrating two decades in ministry with incredible growth, and now, nextgeneration leadership from our new president, Mr. Jeff Tiegs.
Jeff is a friend that’s closer than a brother — a time-tested faithful warrior for the Kingdom, and a faithful husband and father with leadership experience to take the ministry to a new level, as God is directing. We anticipate more and
greater fruit than ever before, with your valued partnership.
So what happens next for me and my Bride? Nothing, except the freedom to do more of what we do best: Evangelize the lost, equip believers for ministry, and educate others on the Word and its work in our lives.
Setting captives free physically, emotionally and spiritually is a simple way of explaining what ATP does. There are several specific lanes we are effectively — and with excellence — running in that God is undeniably blessing and granting us favor in.
We believe in the next decade that we are poised for more fruit than even in the last 20 years, understanding we are in the last days.
I’m convinced we will witness far greater things done by the power, blood and Word of God with loyal friends and partners like you. You are wise to the battle that rages and what can be accomplished when we all lock arms together for the glory of God.

Victor & Eileen Founders & CEOFor the past couple of years, many of you have known me as the Chief Operating Officer of ATP and Victor’s “right-hand man.”
I was at a friend’s house in Virginia discussing some sex-trafficking cases that I was just starting to explore. I was still on active duty, serving in U.S. Special Forces in the unit commonly referred to as Delta Force.
My friend needed to pause our discussion as he was about to get on a video call with Victor Marx from All Things Possible Ministries. I hadn’t heard of Victor yet, but he was polite enough to allow me to sit in on his meeting.
We compared notes and exchanged ideas about the counter-sex trafficking and counterpedophile projects we were working on.
It will come as no surprise to any of you that I liked Vic immediately. We both felt like God had something for us to collaborate on in the future. Little did we know that we would be led to where we are today — seven years later.
In 2017, Victor and ATP were invited to come to Iraq to help the country’s struggling women and children. ATP did many different things, one of them being the rescue and recovery of ISIS sex slaves in Iraq and Syria.
One of my projects in Syria overlapped with the work Victor and ATP were doing in the region. I remembered Victor and called him to ask if he
could lend me some weapons, ammo, a hand grenade or two, and maybe a place to stay in Iraq for a night as I worked a few things out.
The first time I met Victor in person was in Iraq. He came out to greet me in the front yard of his safehouse, shook my hand and offered me anything he had that could help me in my mission to recover some girls. When we went inside, I met Victor’s wife, Eileen, who was caring for some orphaned children that sorely needed a motherly hug.
Needless to say I was impressed.
From that first meeting, we joined forces. I became a board member and advisor to ATP, and Victor became a board member for the group I was working with at the time.
After a few years went by, it became evident that we should partner in more substantive and persistent ways. In 2020, Victor and Eileen invited me to become the Chief Operating Officer of ATP.
As COO, I thought I was already working in my dream job, but then Victor and Eileen went a step further by offering me the role of President.
Now, I am truly in my dream job and humbled to
be entrusted with taking ATP to the next level.
We are freeing up Victor and Eileen to focus on pure evangelism, and I will focus on building our team, so we can go further, wider and deeper into the legacy programs God has called us to.
The past few years have been incredible and I cannot thank you enough for supporting us. We are so honored to be the hands and feet of Jesus in some of the darkest places on the planet.

This will be a sort of “Jubilee Year” for ATP. Twenty years ago, in 2003, Victor and Eileen took a leap of faith and created this remarkable organization.

In 2020, while serving in an outreach at a strip club, providing assistance, resources and services to the female sex industry workers, I was introduced to “Corina.”
Right off the bat, “Corina” was cordial but standoffish. I am always understanding and patient with the girls in the sex industry when they have this disposition, as I know it stems from trauma and constantly being burned in the industry.
During my ongoing visits to the club, I continued talking with “Corina,” sharing different aspects of my own story along with the many vulnerable situations I found myself in while working in the sex industry.
Over time, “Corina” began sharing her experiences from childhood, along with the difficult life she was currently living. While this relationship was growing, we were having Samantha Weekends at All Things Possible Ministries. God clearly laid on my heart that I should invite “Corina” to one of our weekends.
On the first invitation, she accepted but did not end up attending. I soon learned that “Corina” had a debilitatingly intense fear of flying. Nevertheless, I made sure to keep the invitation open to her, so that, when she was ready to face her fears, we would welcome her with open arms.
Finally, the time came when Corina was ready to trust us and attend the Samantha Weekend by facing her fear of flying and boarding that plane for Colorado. But it turned out that flying was not her only apprehension.
She also expressed to us that she had an intense fear of guns and shooting. Remarkably, she faced her second fear and conquered it as well. During the Samantha Weekend, we were all so proud to see “Corina” not only overcome her fear of shooting but also get excited about doing more shooting!
I then told her what my life is like now. When she asked me how I would explain the transformation, I was compelled to answer that it was by the grace of God that my life had changed for the better.
I have always said that this ministry is longsuffering, and we must develop trust and solid relationships with those we serve. Now “Corina” looks forward to practicing shooting and has even expressed a desire to possibly work with us one day! I am beyond blessed to be able to serve her in any capacity, and I am genuinely excited for what God has in store for her.
By the grace of God, 2022 has been a year of remarkable healing and restoration. We can’t wait to see what 2023 brings.
SAMANTHA SUMMERS-RIVAS Empowerment and Outreach DirectorI’VE VIEWED WHAT ALL THINGS POSSIBLE MINISTRIES DOES IN OUR OUTREACHES AS A LONG GAME. HEALING AND RESTORATION DON’T HAPPEN OVERNIGHT. THESE CHANGES USUALLY TAKE PLACE INCREMENTALLY.
In 2022, ATP’s Intel Department conducted four Skull Games and one fully remote Skull Games or “Skull Games light.” We directly participated in operations around the country and provided front-end and back-end support to countless law enforcement operations, stings, requests for information and one murder case.
Of the many highlights we’ve had throughout the year, one of our favorites was the development of our “survivor-to-hunter” program. We currently have three women who escaped sex trafficking and are leading the way in finding even more survivors. Their mentorship and subject matter expertise is invaluable in the success of this mission.
Additionally, many of our vetted open-source intelligence (OSINT) analysts volunteer their time as a way of healing their own personal traumas. Learned helplessness from years of exploitation and abuse can be redirected into empowerment and confidence as “victims become victors” and transition from surviving to thriving as they find a new purpose as Skull Games hunters.
We began 2022 with dozens of vetted OSINT analysts. By year’s end, we tripled those numbers!
Partnerships with local law enforcement agencies (LEA) are essential to mission success. Thanks to our current LEA partners, positive media support and word-of-mouth, ATP added six new LEA partners to our growing list of cooperating agencies. Heading into 2023, we now have six additional U.S. cities we can hunt!
As impressive as this sounds, there are still limitations. A single Skull Game can overwhelm LEAs due to the sheer abundance of information we provide to them in our lead report packets. Most LEAs are only staffed with one or two people
to address sex trafficking, and the capacities of prosecuting attorneys and local courts can quickly become overburdened.
To provide a fuller picture, let’s have a look at how we target predators and locate victims of trafficking.
Every Skull Game begins with a victim advertised for sale in an online escort ad. We call this a “start point.” Our goal is to convert 25 percent of these start points into actionable lead reports that identify victims, with the bulk also identifying persons of interest (pimps and traffickers).
During 2022, we developed approximately 1000 start points. With a lot of effort, we took those start points and built many of them into lead reports. We successfully passed more than 300 lead reports to 13 different LEAs across the U.S.
Although we are all curious, most of the time we don’t get to know how the cases we hand over to law enforcement end. Recently, however, we found out that one of the victims who was recovered as a result of our lead report is free and has been sober for over two weeks. Getting out of “the life” is tough. Please join us in praying for this young woman.
As we build more partnerships with LEAs, we can scale all of this exponentially. Our goal for 2023 is to double these numbers. Looking forward, we’d like to put pimps and predators in the crosshairs of every LEA in the country by continuing to expand our operations.

In the spring of this year, our team went back to Iraq to check in on our team members caring for children injured by ISIS. We also had an opportunity to visit these kids, many of whom we’ve been walking alongside for years.
Victor and Eileen also conducted the first marriage conference in Erbil. It was amazing to be in a room packed with 300+ people, all wanting to hear about God’s design for a husband and wife.
But the highlight of that trip for me was when word came to us about an amazing young teenager who had recently escaped from ISIS after almost 8 years of being held captive as a sex slave. After she managed to get free of her captors, some people told her she needed to get to Erbil where Victor Marx was, because he was the only one who helped girls like her.
Let that sink in for a bit.
This brave girl arrived at our office a mere 48 hours after being reunited with her family. Timing was perfect. Victor and Eileen just so happened to be in the country and there at the office. What are the odds of that?
Odds mean nothing to the God of the universe
who created it and sustains it by His very will. But the infinite God also loves to be in the details of the lives of individuals like this precious daughter of His who needed someone to help her recover after having her body, mind and spirit quite literally broken.
She smiled the entire time she sat at our office, and when asked why, she just kept repeating, “I am free!”
What great perspective for all of us to glean from! The past is over, so let it be a signpost, not a hitching post. What a blessing it has been for us to walk with her this year as she is being restored.

Another notable highlight for me came at the end of 2022, when Victor and Eileen were asked to speak at a church in Tennessee for two special events: a Sunday evening discussion with Victor and a Women’s Christmas tea with Eileen.
During the Sunday evening session, Victor broached the subject of spiritual warfare. Remarkably, every single participant seemed riveted. Each person remained glued to his or her seat for the entire session. A full 3 ½ hours later, the crowd was dismissed.
However, the spiritual warfare battle didn’t end that night. At the close of the session, Victor told attendees that on Monday, our team would be available to pray for anyone who was interested in dealing with demonic oppression and asked for sign-ups. Eighteen people put their names on the list and showed up the next day! Then on Tuesday, we prayed for an additional 10-plus individuals. On Wednesday, as we were getting ready to head to the airport, 10 more people showed up to receive prayer.
One of the people I was asked to pray for was a sweet woman who had been demonized most of her life. Drugs and therapy had not been effective in her treatment. Despite trying to live a faith-filled life, she continued to struggle.
This woman manifested heavily during our prayer time. She experienced a lot of physical discomfort and heard the demons very clearly threatening me. At one point, the voice that spoke through her clearly told me how much it hated me.
She was a little scared when she heard these guttural words crawl out from her own lips. I moved in closer and took her hand to let her know that she had nothing to fear. I then told the demon that I knew of his hatred for me and all like me who love Jesus. I then told him that his time was just about up.
After getting the information we needed, a rather long time of prayer ended with a dear sister in the Lord experiencing freedom like she had not before. Family lines of involvement with the occult had made her a prime target for the works of darkness, but the Light of Christ brought her the freedom that medical science could not.
At ATP, we believe it is our calling to set captives free physically, emotionally and spiritually. I am honored and blessed to have a front-row seat to watch our Lord bring freedom to so many people.
During the past 10 years I’ve been with the ministry, there have been times where I’ve thought, “The ministry has never been stronger.”
I find myself saying that a lot lately. I’ve never worked with people like this. I’m so humbled to be able to learn under such great leaders and warriors. I love my job and cannot believe this is what I get to do in life. That, in itself, is an end-ofyear highlight.
Another major highlight for me was our last mission to Iraq. One of our key objectives was to bring ATP’s counter-trafficking expertise to the local communities. During training sessions with several law enforcement and human rights groups, we used an exercise called Modern Day Drawbridge to challenge participants by asking them to choose which character they think is to blame in a hypothetical sex-trafficking scenario.
The exercise starts by telling the story of a girl named Aisha. Aisha gets involved with a bad boyfriend who begins grooming and ultimately pimping her out to men. Then we ask the participants to determine who they believe is at fault. Is it Aisha, because of her poor choice in men? Is it the boyfriend? Is it the church that didn’t help her? Is it her father who made her feel isolated?
It’s a great exercise, but it’s sobering to see how many of the participants place primary blame on the victim. We see this response across the board, even in the United States.
At the end of the training session, after the participants have a chance to soak in the facts and realize some of the misconceptions in the trafficking world, we run the exercise again, this time asking participants to rate, on a scale from 1 to 10, who is most to blame for Aisha’s circumstances.
We were encouraged to see that every group we trained significantly changed its perspective. Of course, there are always outliers who still place blame heavily on the victims, but we consider this incredible training opportunity a major win.
What an amazing experience to see that the people of Iraq are not only interested, but ready to learn about this crime and combat it in their own communities.

LINDSEY WESTWOOD Director of OperationsATP Hawaii had a busy 2022. We’d like to share highlights from a couple of holiday events to give people a small snapshot of what we do.
Easter and Christmas were special opportunities for ATP Hawaii to minister to young people receiving care at Pearl Haven Residential Treatment Facility.
Pearl Haven provides services for 11- to 17-yearolds who have experienced complex trauma or are diagnosed with serious emotional and behavioral disturbances (SEBD) as a result of likely sexual exploitation or trafficking. ATP Hawaii plays an active role in these troubled kids’ recovery by meeting with them weekly.
In April, ATP Hawaii hosted an Easter celebration for the youth. We provided catered food and a Christian illusionist performed for the kids. We even built a 7-foot wooden cross that we installed on the grounds.
During the event, we saw multiple commitments for Jesus and performed numerous baptisms. Those who were baptized also received ATP certificates.
In December, we delivered a special Christmas message to the residents and provided them with gifts.
In another outreach, this time at the Federal Detention Facility in Honolulu, we spent time speaking with several adult women who were incarcerated there.
In our plans for 2023, at Pearl Haven we will build a gazebo for the cross we installed, creating a designated space where residents will be able to come and pray. We will also host another Easter celebration and continue our weekly sessions with the residents.
Additionally, we aim to expand our list of prayer warriors willing to devote some of their time to prayerfully supporting our Hawaii mission. And finally, we are praying that we may be able to restart our sessions at the Youth Detention Facility which were suspended because of COVID.
We are grateful to All Things Possible Ministries’ supporters for allowing us the opportunity to share the love of Jesus Christ and help change the lives and trajectory of troubled young people in the prison system.
From mid-2021 to the present, I have been working with a family whose young teenaged son was molested in a steam room at a local gym. During a counseling session with the boy and his dad, we had a breakthrough. The boy carried an enormous amount of guilt over this terrible event, but together we were able to help him release that guilt from his white-knuckled grip.
I was also able to pray with the boy and his family throughout the perpetrator’s court case. Thankfully, the man was convicted and sent to prison for the rest of his life. This experience, for me, was my finest moment in serving ATP.
In another situation, an adult woman living at home in a highly toxic family system contacted ATP for prayer and counsel. She and I have met monthly. As a pastor, I’ve prayed with her. I’ve also directed her to professional counseling resources where she’s made tremendous progress.
Helping someone break free from oppression, part with unfounded guilt and find health has really been a delight to my soul. I can confidently say that ATP has served this woman well.
A veteran suffering from PTSD and schizophrenia contacted ATP for prayer and support. He and I have engaged in numerous email conversations. At one point, the veteran’s teenage son contacted me to ask that I call his dad. The boy said I was able to talk his father out of his sense of hopelessness.
Later, the veteran’s wife contacted me and made it clear that her husband was desperately struggling, but the VA was overwhelmed and unavailable to help him. I put her in touch with a well-connected friend who was able to help them get the answers they needed. This family is still struggling, but they’ve found a bit of light thanks to ATP.

PASTOR JIM PICOU Pastor of DiscipleshipWhat a year at our House of Refuge! While we are working to bring hope and healing in the lives of many girls at our safe house, we would like to share one story, in particular, to provide a glimpse of the challenging work we’ve been doing.
Naomi has been raped, molested and trafficked since she was just 5 years old. She was never sent to school to learn to read and write. When our team took her in, she was 13.
During the time she was trafficked, Naomi’s captor took her out to eat at different restaurants where he would line up men to have sex with her in the bathrooms.
We were able to rescue Naomi because, one day, her trafficker was raping her in broad daylight behind some bushes. Thank God there was someone nearby who witnessed this individual sexually abusing her and did something about it.
After Naomi was rescued, we rushed her to the doctor and collected sufficient evidence to go after this predator.
With some effort, Praise God, Naomi’s trafficker was arrested!
When Naomi first arrived at the safe house, her trauma was so intense that she told us she was a boy and that she never wanted to be around men.
Since then, she’s been doing really well, but like some many trafficking and rape victims, her recovery is a process of baby steps.
Now safely living with us at the House of Refuge, we are teaching Naomi to read and write. She goes to Christian counseling and attends church with us weekly. Soon we will be going to court to ensure Naomi’s trafficker spends a significant amount of time in prison.
We are truly grateful for our supporters and prayer warriors who’ve helped us bring freedom and healing to our sweet Naomi and many other young girls at our House of Refuge.
We ask that our supporters and prayer warriors please continue to keep Naomi in prayer.

While turning our team member reports into stories, I can’t help but see the hand of God as chief orchestrator of ATP’s efforts to bring safety, healing and restoration to people all over the world.

JULES TIEGS Donor Relations ManagerTy Canter has been promoted to Chief Operating Officer (COO) of All Things Possible Ministries (ATP). In his new position, Ty will implement the annual strategy, develop and align programs and projects, oversee daily operations and administration, and enable and empower the team to plan, execute, and assess high-risk ministry and trauma-relief operations to set captives free — physically, emotionally and spiritually.
Ty is an activated disciple, husband, father and friend, answering the clarion call to step into the breach and engage in the spiritual battle that rages around us. He stands on the mission field to free the oppressed and to protect and defend women and children against the wickedness of evil.
Ty is an experienced U.S. Special Forces and Marine veteran with more than 30 years of proven success in organizational leadership, resource management and international engagement across the Indo-Pacific, the Middle East and Africa.
We are excited to see Ty step into this new role and bring his tremendous experience and expertise to All Things Possible Ministries.
My name is Jules Tiegs. Many of our supporters may recognize my writing style, as I have worked in the shadows of All Things Possible Ministries as Daily Intelligence Brief (DIB) Editor. Some may also recognize me by my Instagram alter-ego, ATP K-9 extraordinaires, Super Scout and Regan.
As I take on the additional role of Donor Relations Manager in this outstanding ministry, it is time to formally introduce myself. In addition to continuing as editor of the DIB and giving voice to K-9s Super Scout and Regan, I will also be the first line of communication to supporters of ATP.
You may also recognize my surname, as I am the wife of All Things Possible Ministries President Jeff Tiegs. Jeff and I have been married for over three decades. We were married in 1989, just months before he was deployed to Panama for Operation Just Cause. Jeff and I have shared a life together through four wars and countless deployments during his 25-year career in U.S. Army Special Operations. We have two adult sons, Aaron and Jonah, now embarking on careers of their own, both with wonderful women by their sides.
Our friendship with Victor and Eileen Marx has spanned several years. Jeff worked with Victor on projects prior to becoming part of ATP, and we even took the Marx family on a tour of Israel — a land near and dear to us — as we lived in Jerusalem for a year while Jeff worked for the State Department in the U.S. Consulate.
The work I have done for ATP has been a labor of love. Writing the DIB and interacting with Super Scout and Regan’s fans has been a blessing and a lot of fun. I am excited that I will now have the opportunity to get to know more of our wonderful supporters. What an honor it is to be a part of All Things Possible Ministries! I am truly excited to see what our Jubilee Year has in store.
We’ve been building an incredible base over the past few years and brought in some remarkable talent this past year. In 2023, we will build on our successes and focus on a few key areas, all with the tireless commitment to work globally to set captives free — physically, emotionally and spiritually.
This is weaved into everything we do. We live out the well-known phrase, “Preach the gospel at all times and use words only when necessary.” We don’t follow this maxim too tightly because, if you’ve ever heard Victor speak, the spirit moves in incredible ways every time he gets an opportunity to share his testimony. We will continue to speak in person, through our podcast and other multimedia channels, and invite you to participate in our online courses.
All of the priority efforts below are really just another way to demonstrate the love of our Lord and share his good news of hope, healing and redemption.
We are instituting a formal Discipleship Program in 2023 and are glad to introduce you to Jim Picou, ATP’s Discipleship Pastor. He’s been working behind the scenes with ATP for years and, in 2023, we will be moving him to front and center. We will be more intentional about the opportunities we can provide the lonely and hurting and offer more follow up advice than we’ve been able to do in the past.
This is a global effort, but our Director, Samantha Summers-Rivas, anchors much of her outreach in Las Vegas, Nevada. Our team there teaches about God’s heart of love and compassion toward people who have been abused and traumatized. They empower survivors of abuse and prevent other victims to become more confident, capable and courageous in their ongoing journey of restoration.
Our goal is to efficiently provide quality and effective care to those we serve that will set them up for long-term healing and success.
We are currently serving 30 families in Las Vegas alone. The range of children in each family we serve is from one child in the home to 10 children in the home.
We are currently operating with no safe designated meeting place. This unfortunately does not provide the women and children we serve with a sense of stability, since we have to meet with them in various public settings.
We have had many requests for bible studies and prayer meetings from those we serve. Unfortunately, without an office/drop-in shelter for us to consistently meet at, we are unable to accommodate this need right now. Due to the sensitivity of many situations we encounter, a public environment is not always ideal to provide a warm, safe environment for those who need our help.
Having an office/drop-in shelter will fill this need as well as act as a place for women to find safety, food, clothing, a shower and day-to-day supplies.
In 2023, we are going to add two more big strip clubs in Las Vegas to our outreach roster. One club has about 600 girls working and the second club has about 500. We can only do this with more case managers and a safe, stable place to meet. Our empowerment and outreach is becoming more known by word of mouth, and we would love to provide more quality care to those in need.
From December 2021 to Dec 2002, ATP’s Intelligence team, in conjunction with five Skull Games events, passed more than 300 lead reports to our law enforcement partners for action. These reports identify victims of sex trafficking and, in most cases, their traffickers and other persons of interest.
Despite this amazing accomplishment of our small team and dedicated Skull Games volunteers, we have exceeded our growth potential from five law enforcement partners to more than 12 in different cities nationwide.
This translates to more areas to surge, more direct support to operations and more Skull Game events to coordinate.
Further, the success of each Skull Games has catapulted us to the top event among the intelligence community and technology sector. Industry intel
teams volunteer at each event using their technology for #osintforgood.
The increase in volunteers has boosted the identification of victims and their traffickers. Unfortunately, this increase has overwhelmed our one full-time and one part-time staff, causing us to be less effective and unable to assist with direct support law enforcement operations.
On average, one Skull Games event provides enough information to produce three months of work for the ATP intel department. However, all this information needs to be verified and reports written. With one Skull Games per quarter, this workload prohibits us from accepting or fulfilling any other requests from existing or new law enforcement partners.
ATP’s intel department requires an additional full-time or two part-time intel analysts to maintain the growth and expansion that is currently taking place.

ATP Ministries is a faith-based organization that works globally to identify and restore victims of trauma from abuse and its damaging effects in order to free people from their suffering and interrupt the cycle of abuse for future generations.
ATP typically works in small, tactical teams. We follow the U.S. Special Forces model of leveraging locals. We want to be a force multiplier, impacting lives much further than we can reach on our own. With this in mind, we’ve built online courses and a few other avenues for volunteers to equip themselves where they feel led.
