Leadership Opportunities and Programs

By Pat MulQueeny, IOM, President Eden Prairie Chamber of Commerce Spring is a time of programs and promotions for our members! If you missed out on some of the programs and opportunities from the last couple of months, here are some highlights: • March – not only did we see record crowds at our Business@Breakfast program, but a record crowd turned out for the Chamber’s Home, Landscape and Garden Expo; plus we partnered with the Bloomington, Edina, and Richfield Chambers to present the Minneapolis Federal Reserve President.

• We held two of our Public Policy Breakfasts featuring our State elected officials – Chamber Member Representative Jenifer Loon and Senator David Hann (unfortunately Representative Selcer could not make this program) who spoke to our members at Biaggi’s and Chamber Member U.S. Congressman Erik Paulsen addressed our members at C.H. Robinson. The next Public Policy Breakfast is featuring Chamber Member Hennepin County Commissioner Jan Callison on May 3 at Biaggi’s.

Business Conference June 19th!

• Chamber Member Ann Sangpan of Check Engine Express gave a very informative presentation on starting a business and the ins and outs of running a business at our Women’s Networking Luncheon. One of our best and most detailed presentations of the year!

• International Trips – the Chamber held its 8th trip in March – this one to Ireland where 20 people from our area were awed by the beauty of Ireland, learned about their culture and businesses. Our next trip is departing October 29 for Prague, Vienna & Budapest with the informational meeting taking place on May 1st at 5:00 p.m. If interested in more information, please e-mail pat.mulqueeny@epchamber.org.

Community Building Update from the Eden Prairie School District

By Eden Prairie Schools The end of another school year is in sight and that means there are many activities and events happening in Eden Prairie Schools. As we look to close out the current school year, planning is underway for the next school year. Here are a few of the highlights happening in Eden Prairie Schools: Referendum proposal recommendations – At a board workshop on Tuesday, April 9, Superintendent Curt Tryggestad and district administrators presented referendum proposal recommendations to the school board. The recommendations were presented to the board to be considered as ballot questions for a possible referendum election in November 2013. Prior to the presentation of the recommendations, the board heard a presentation from Dr. Bill Morris, president of Decision Resources, Ltd. (DRL), on the community survey that was conducted by DRL in the district in late February and early March. Information from the survey was used to develop the referendum proposal recommendations. The recommendations presented to the board include the following:

•Ballot question #1 – Revoke the existing operating levy of $1,200 per pupil unit and replace it with a levy for $1,666.54 per pupil unit each year for the next 10 years beginning with the 2014-2015 school year; the ballot question would also include language to allow the district to increase the per pupil levy amount as the state increases the referendum cap.

•Ballot question #2 – Renew the existing technology/capital projects levy at a 6.52955 percent tax rate for the next 10 years beginning with the 2015-2016 school year.

•Ballot question #3 – Propose a bond referendum amount of $5-$10 million for safety and security updates at district schools; the details and the exact dollar amount will be determined in the coming weeks.

The district administration also recommended that the board schedule the referendum election for November 2013 rather than waiting until November 2014. The operating levy and technology/capital projects levy will expire at the end of the 2014-2015 school year if not renewed. The board will continue to discuss the administration’s recommendation throughout the spring. A board decision on whether to schedule a referendum election for November 2013 is expected to be made in early summer.

Board approves land lease with EP boosters –At its March 26 meeting, the Eden Prairie School Board approved a lease agreement with the Eden Prairie Boosters to lease a small amount of land at the EPHS Aerie Stadium for the boosters to install a new video display board. The boosters are proposing to purchase and install the video display board, which will be used by a variety of athletic teams and activity groups. The display board will be entirely funded by the boosters and will not use district funds. The district contribution to the project is to lease a small amount of land where the display board will be placed and to provide the electrical lines to power the board.

Budget recommendations presented – At a workshop session earlier this spring, Superintendent Curt Tryggestad and the district administration presented a list of budget adjustments, investments, and organizational and strategic efficiencies for the 2013-2014 general fund budget. As part of the budget development process, the district has identified a gap between revenues and expenditures of approximately $4.6 million for 2013-2014. The budget gap is caused by two major factors. First, the district will receive less revenue due to its lower student enrollment. The size of the incoming kindergarten class is expected to be smaller than the current year’s grade 12 class. Second, funding from the state has not kept pace with the increased costs of operating the school district. Under the budget adjustments category, the superintendent recommended the use of a small portion of the unassigned fund balance to cover the budget gap. The unassigned fund balance has been preserved over a period of several years to be prudently used when necessary. The use of the fund balance to address the budget gap will reduce the amount to be cut as part of the 2013-2014 budget.

The district administration has identified a list of adjustments and a list of organizational and strategic efficiencies that would result in a reduction in expenditures and help close the budget gap. In addition, the superintendent is recommending an increased investment to the budget, amounting to about $400,000 for the new full-day elementary program for highly gifted students.
