McLaren now more confident for 2010 Valencia - McLaren’s return to form in recent weeks has left the outfit more confident about its prospects for building a titlewinning car in 2010, but the team does not believe it can fully relax just yet. The Woking-based outfit started the season in big trouble with its car, and knew that it needed to understand what had gone wrong if it was not to make the same mistakes next year. Now that the MP4-24 has been turned into a race winner, the team is more confident about its chances for developing a successful successor. McLaren managing director Jonathan Neale said: “If we were still scrabbling around at the back of the grid whilst we are going through the release of the car for next year - which will happen over the next month - then I would be very much more concerned than I am now. “We are not complacent by any means. We have to recognise that our car has KERS on it which is probably worth 0.3s, and we have a very good engine package. “If I compare where other team’s chassis are, it’s clear that while we have a competitive package, we do not have the benchmark chassis and aero performance at the moment. “Therefore we will not be sitting on our laurels but working to recover
that on this year’s car and going in to next year, it’s a stretch for us.” Neale believes that the fact the MP4-24 was turned from being the worst car in pre-season testing to the winning machine in Hungary was proof that its design was not fundamentally flawed. “It’s a testament to a huge amount of hard work, but it is also evidence of what I said at the beginning of the season, which is that we hadn’t done anything wrong with the car, we just hadn’t done enough,” explained Neale. “When you end up with a car where you have taken a completely wrong turn with it, i.e you’ve screwed up the stiffnesses or you have done something to make it really unstable, it is notoriously difficult to get that back. “We had just under-developed the aero package and then in the cut and thrust of what happened between week 11 and getting to the first European race, we turned the organisation upside down here because we knew we had to fight back and try and overhaul teams that in themselves were pushing forwards.” He added: “In terms of the con-

On responding the matter, Director of Air Transportation, Directorate General of Air Transportation, Tri S Sunoko, said that the additional seats by adding the aircraft could be performed if it accorded to the original design of the number of aircraft of the airline itself. “As long as it meets the requirements stipulated, the additional number of aircraft remains to be allowed,” observed Tri while reminding that the airline operator should put priority on the condition of the aircraft serving the flight by the Idul Fitri festivity. PARIS - A first-half hat-trick from new Argentinian signing Lisandro crushed Anderlecht’s hopes of qualifying for the Champions League group stages as Lyon showed their last 32 credentials in a 3-1 win in Belgium. Thanks to their 5-1 victory over the Belgian side at the Gerland stadium last week, giving them an 8-2 aggregate result, Lyon were the most convincing team of the five who qualified for the group stage on Tuesday. Court documents obtained by the paper indicated Taylor was in a relationship with Dallas Mavericks player Nowitzki but he dumped her after the police showed up at their house to arrest her. While she didn’t mention Nowitzki by name, she clearly referred to him in her written pleas to the judge. “I was engaged to a great man,” Taylor had written to the judge. “I paid the ultimate price for my past. “When I got arrested at our home and the media got a hold of my story, the love of my life left me. I can’t say I blame him. It’s not like I was worthy of him giving me a chance.” Germany’s Nowitzki did not return phone calls on Monday. He said earlier during the NBA playoffs that he didn’t think his personal life to be a distraction to his career. “It is pretty obvious that I am going through a tough time in my personal life right now,” Nowitzki said. “I want to keep my private life private.” American legal experts estimate that with time off for good behaviour, Taylor could end up only having to serve just 14 months of her sentence.

MOSCOW - Russian crosscountry skiing Olympic champions Julia Chepalova and Yevgeny Dementiev have announced their decision to retire from the sport after testing positive for EPO (erythropoietin), local media reported Wednesday. The chief of Russian cross country skiing’s ruling body, Vladimir Loginov, said however the decision did not mean the pair would not be handed bans. “Unfortunately, this doping scourge has spread too far,” Loginov said. “We can’t possibly keep an eye on every athlete, every day. CAPE CANAVERAL - NASA was planning to launch the space shuttle Discovery early Friday after thunderstorms and a hydrogen fuel tank valve postponed two previous attempts. The shuttle and its crew of seven astronauts were preparing for a 13-day mission to supply the orbiting International Space Station (ISS). Ahead of the next planned launch attempt, engineers will evaluate a liquid hydrogen valve that became problematic when technicians began fueling Discovery on Tuesday, mission management team chairman Mike Moses told reporters. It was the second scuttled launch in a 24-hour period. A first launch attempt early Tuesday was scrubbed due to stormy weather. Moses said detailed test data about the valve would be examined before the shuttle’s fuel tank is filled with propellant ahead of the planned launch shortly after
midnight. If engineers cannot determine the exact nature of the problem or if the vlave must be replaced, he warned, “then we will probably not be in a position to launch 48 hours from now.” Weather and hurricane risks could also prevent a Friday launch, he noted. Discovery can blast off until about Sunday, after which any attempts would have to be postponed until mid-October due to scheduling conflicts. US space agency officials said the problem valve cycles liquid oxygen from the external fuel tank to the shuttle’s main propulsion system, and technicians will attempt to fix it while Discovery remains at the launch pad, positioning it for a third launch attempt Friday at 12:22 am (0422 GMT). The delays were a reminder of turbulence that surrounded the previous mission, when space shuttle Endeavour’s launch was postponed five times by weather woes and technical glitches.

The rival leaders, together with ex-presidents Didier Ratsiraka and Albert Zafy, began meeting Tuesday in Maputo to divide up the top posts in the new government, which was agreed on August 9 during a first round of talks.
“They haven’t reached an understanding on any sensitive post,” one source close to the talks said. Under the deal, the rivals will establish a transitional government in the large Indian Ocean island country and hold democratic elections by the end of 2010. The four leaders represent Madagascar’s main political movements, and each has set out its own proposals, according to sources close to the talks, which are medi-
ated by former Mozambican president Joaquim Chissano. Under the August 9 agreement, the four leaders must name an interim government by September 8. KUALA LUMPUR - Media rights campaigners on Wednesday condemned the seizure of hundreds of copies of a new political cartoon magazine and a raid on its offices, saying it was an assault on free speech. Home ministry officials on Tuesday confiscated 408 copies of the inaugural issue of “Gedung Kartun” shortly after the bi-weekly magazine hit the newsstands, the editor and a ministry official told AFP. Zainal Abidin Othman, the home ministry’s chief enforcement officer in central Selangor state, said the magazine was confiscated because it has not
yet received an official permit under Malaysia’s strict media licensing scheme. However, editor Zulkiflee Anwar Ulhaque disputed that claim and said the seizure of the inaugural edition — which had a caricature of Prime Minister Najib Razak on the front cover — was politically motivated. “Our permit was approved two weeks ago. We were told of the decision verbally and given the permit serial number, we are just waiting for the official letter,” he told AFP. NEW DELHI - For the past two decades, Indian artists have had to watch in envy as foreign buyers showered recognition and cash on their Chinese peers. But after years of institutional neglect, they finally seem to be getting the support they need to push their work on an international market that has traditionally focused on established artists in East Asia. Last week saw the biggest-ever gathering of contemporary galleries in the country with the four-day India Art Summit which aims to establish itself alongside other shows such as the now well-known Shanghai art fair. “This is just the beginning. The summit is still growing, just like Indian contemporary art,” said Neha Kirpal, associate director of the event. Like other experts, Kirpal concedes that China is “way ahead” of India in terms of the development of its art market. Visitors to the summit were struck, however, by the broad range of contemporary art on display, the interest of foreign galleries and the professional organisation. Last year, the first edition of the summit had three international galleries. This year 17 participated despite the economic slowdown, Kirpal said. But for Indian artists to reach a bigger audience, industry insiders
say the supporting infrastructure must be improved — a common problem in all areas of life in India. Art schools, galleries, museums and public funds are all lacking. “Can anybody enlighten me about the government’s role in promoting art?” said Dadiba Pundole, owner of the Pundole art gallery in Mumbai, one of India’s oldest galleries. “They have failed miserably and it is only the private players that have kept the scene alive.” The country has a legacy of artwork going back 9,000 years but there are just a handful of prominent galleries in India for thousands of artists and only a few crumbling museums, built between 1910-1920 by the British. “The total number of art schools can be counted on one’s fingertips,” said Kirpal. Yamini Mehta, director of modern and contemporary Indian art at the Christie’s auction house in London, says the Indian art business is gathering momentum but the absence of institutional support is a problem. “There has not been much insti-
tutional support and resources for the visual arts in India as there has been in China,” Mehta told AFP. She says the Chinese authorities have promoted the arts heavily since the 1980s to compensate for the loss of creativity during the Cultural Revolution of the 1960s. The Cultural Revolution tried to annihilate previous art practices, the sort of disturbance that India has never experienced Unlike Chinese art, however, much of the work by Indians is still bought by Indians, making the market inward-looking and limiting its development internationally. “Most Indians buy indigenous works, which is a good way to start collecting art but gradually Indian art has to step out of its own borders for wider acceptance,” said Stefan Wimmer from the Beck Eggling art gallery in Germany, which had a display at the art summit. The rise of India’s business elite is also creating a class of people ready to splash cash on domestic art, promising a brighter future for local galleries and artists. “There are the fixed (established) clients and there are the new clients who have invested in houses, cars, jewellery but are looking for more. Obese People Have ‘Severe Brain Degeneration’ A new study finds obese people have 8 percent less brain tissue than normal-weight individuals. Their brains look 16 years older than the brains of lean individuals, researchers said today. Those classified as overweight have 4 percent less brain tissue and their brains appear to have aged prematurely by 8 years. The results, based on brain scans of 94 people in their 70s, represent “severe brain degeneration,” said Paul Thompson, senior author of the study and a UCLA professor of neurology. “That’s a big loss of tissue and it depletes your cognitive reserves, putting you at much greater risk of Alzheimer’s and other diseases that attack the brain,” said Thompson. “But you can greatly reduce your risk for Alzheimer’s, if you can eat healthily and keep your weight under control.” The findings are detailed in the online edition of the journal Human Brain Mapping.

More than 300 million worldwide are now classified as obese, according to the World Health Organization. Another billion are overweight. Obese people had lost brain tissue in the frontal and temporal lobes, areas of the brain critical for planning and memory, and in the anterior cingulate gyrus (attention and executive functions), hippocampus (long-term memory) and basal ganglia (movement), the researchers said in a statement today. Overweight people showed brain loss in the basal ganglia, the corona radiata, white matter comprised of axons, and the parietal lobe (sensory lobe).

Starring Brad Pitt, the film about a roving Jewish-American militia that kills and scalps Nazis in occupied France earned 37.6 million dollars in its first week of release, according to box office tracker Exhibitor Relations. Falling to second place was “District 9,” which tells the story of extraterrestrial refugees who are granted asylum in South Africa but have to fight off a nefarious corporation seeking to harness their alien technology. The well-reviewed action thriller earned 18.2 million dollars in box office receipts in its second week of release. Also falling one place was “G.I. Los Angeles Superior Court Judge Patricia Schnegg told Brown that he could be sent to state prison if he violated any terms of his sentence, including an order to stay 100 yards away from Rihanna unless they’re attending music industry events. A probation report prepared for Tuesday’s sentencing describes two previous violent incidents. It said the first happened about three months before the February beating while the couple was traveling in Europe; Rihanna slapped Brown during an argument, and he shoved her into a wall. In the second instance, Brown allegedly broke the front and passenger side windows on a Range Rover they were driving while visiting Barbados, Rihanna’s home country. Neither attack was reported, the probation report states. Brown will serve his sentence in his home state — Virginia — and his community labor will be overseen by the police chief in Richmond. The judge said she wanted to ensure that Brown, 20, performs physical labor instead of community service, such as mentoring young people. He will also undergo a year of domestic violence counseling. Rihanna did not attend Tuesday’s sentencing. At one point, Brown, who was accompanied by his mother, agreed to the terms of the sentence before Schnegg had finished going through them all. The hearing had been planned for Thursday afternoon, but Brown’s
lawyer, Mark Geragos, asked to move up the singer’s sentencing to Tuesday. A previous attempt to sentence Brown was postponed when Schnegg said she hadn’t received adequate assurances that Brown would perform physical labor if allowed to serve probation in Virginia. The judge said she was satisfied with a letter presented by Geragos that Richmond Police Chief Bryan T. Norwood will directly oversee Brown’s labor program. After Brown pleaded guilty to felony assault in June, Schnegg ordered the pair to stay away from each other and to not contact one another. Her order Tuesday essentially extended that until Brown completes his sentence. Donald Etra, Rihanna’s attorney, has said he didn’t think the strict rules were necessary, but that he and Rihanna favored a less-stringent ruling that simply ordered Brown not to annoy, harass or molest the 21-yearold pop singer. He said after Tuesday’s hearing that Rihanna did not object to the stay-away order, which allows the former couple to be within 10 yards of each other if they are attending music industry events. Schnegg said she was aware of reports that Brown had been spotted on several occasions in the same places as Rihanna. “I am not amused with the chatter that has been on the airwaves and any violation of your probation in this case comes with the potential for state prison,” Schnegg told Brown.
A felony charge of making criminal threats was dropped during Tuesday’s sentencing. “We feel that the sentence for Mr. Brown is an equitable one,” said Sandi Gibbons, a district attorney’s spokeswoman. “He has his future in his hands. He has control of his fate.” Gibbons said Brown’s charge could eventually be reduced to a misdemeanor if he completes his sentence. Brown was arrested Feb. 8, hours after he was accused of beating Rihanna. The attack occurred in Los Angeles’ Hancock Park neighborhood as Brown drove a rented sports car. A Los Angeles police detective described a brutal attack in a search warrant affidavit filed in the case, stating Brown hit, choked and bit Rihanna and tried at one point to push her from the car. Brown’s career suffered after his arrest, with sponsors dropping him and radio stations refusing to play his music. Both he and Rihanna had to cancel several high-profile appearances, including planned performances at the Grammy Awards the day of the attack. In a probation report released after the sentencing, Brown is quoted as saying he was “depressed” since the attack and that he “‘does not want to carry on that cycle.’” The report included letters of support for Brown from RCA/Jive Label Group Chairman Barry Weiss as well as an entertainment lawyer and a pastor.

LOS ANGELES – A key point of contention has emerged in the case investigators are piecing together about the death of Michael Jackson: Exactly when did Dr. Conrad Murray realize that his patient had stopped breathing? There are currently two accounts of that moment on June 25, and about an hour separates them. According to police documents, Murray told detectives he put Jackson to sleep with drugs just minutes before he found the singer not breathing around 11 a.m., then let nearly 90 minutes go by — much of that time on his cell phone — before an ambulance was called. But Murray’s lawyer says the doctor didn’t discover a stricken Jackson until around noon. Investigators have ruled Jackson’s death a homicide, based on tests showing he was killed by the combination of the anesthetic propofol with at least two sedatives, a law enforcement official told The Associated Press, speaking on condition of anonymity because the finding has not been publicly released. The homicide designation does not necessarily mean a crime was committed, though it’s a helpful
starting point should prosecutors choose to seek criminal charges. Police have said Murray is the target of an investigation into manslaughter, defined as a homicide without malice or premeditation. Murray told police he spent the morning of June 25 administering
various sedatives to Jackson in an attempt to get him to sleep, according to an affidavit for a search warrant served last month on Murray’s clinic in Houston. Unsuccessful in inducing rest, the doctor ultimately gave in to the singer’s demands for a dose of propofol around 10:40 a.m.

Design chosen for Mumbai’s ‘Statue of Liberty’ Agence France-Presse
MUMBAI - A Bangkok-based company has been chosen to design a new monument off the coast of the Indian city of Mumbai that has drawn comparisons to New York’s Statue of Liberty, reports here said Wednesday. Bensley Design Studios will work with Mumbai firm Team One on the tribute to a 17th-century warrior which will stand 321 feet (98 metres) tall from its plinth on a purpose-built island in the Arabian Sea. It will be taller than the Statue of Liberty, which measures 305 feet from its base to the tip of the flame, the equivalent of a 22-storey building. KAWASOTI - When Uttam Sanjel began giving reading classes to street children in the Nepalese capital in the 1990s, he had little idea what his small teaching scheme would one day turn into. This month, the 35-year-old Kathmandu native who was once an aspiring Bollywood actor opened his tenth school in Nepal and revealed ambitious plans to provide affordable education for all children in the Himalayan nation. Over the past nine years, Sanjel has built up a nationwide network of schools that offer an education for just 100 rupees (1.40 dollars) a month in one of the world’s poorest countries. They are built using only the cheapest materials — earning them the nickname “bamboo schools” — with funds donated by local businesspeople and charitable organisations. “I want every child to benefit from my schools,” Sanjel told AFP after hosting a colourful opening ceremony for his latest addition in this village in western Nepal. “No child should be left out of school because the family can’t afford to pay for education. “When the current political turmoil is over in Nepal, we will need educated people to build this country.” When Sanjel built his first school in 2001, Nepal was in the grip of a 10year civil war between Maoist rebels and the army in which at least 13,000 people died. The conflict ended in 2006, but political stability remains elusive and more than half the population still lives beneath the poverty line. Nonetheless, education is highly prized and many families scrimp to
send children to fee-paying schools that offer classes in English rather than to the Nepali-language government schools. But a private education remains out of the reach of many in the Himalayan nation, where the average annual income is just 470 dollars. Public education only began in Nepal in 1951, and adult literacy rates remain among the lowest in the region. In 2005 — the latest year for which comparative data was available — only 48.6 percent of adults in Nepal were literate against 61 percent in India, 90.7 percent in Sri Lanka and 47 percent in Bangladesh, UN figures show. Sanjel said he wanted to offer a better alternative to the free government schools in Nepal, calling the discrepancy between private and public schooling a major social injustice. “There are two kinds of schooling. The public school students do not know how to speak in English even when they leave school. The private school students can send emails to their parents from grade two,” he said. “This is not how it should be. It is wrong because it will create two kinds of citizen.” Bus driver Dol Raj Subedi is sending his eldest son to Sanjel’s new school, and says he wishes he could have had the same opportunity as a child. “Driving is hard work. I am not very well and my back hurts a lot,” said the 37-yearold, who earns 150 rupees a day. “If I was educated, if my parents had
sent me to school, I think it would have been different. “All I care about is good education for my children. This new system of education in my village has helped me to get that.” Sanjel has won awards in Nepal for his work in the education sector, but he admits he did not excel at school, and says he never considered teaching as a career option. He spent seven years in Mumbai trying to realise his dream of becoming a Bollywood star before returning to Kathmandu where, finding himself at a loose end, he began teaching classes for street children. “I thought only a couple would show up. But around 100 children took part and started learning enthusiastically. I was overwhelmed,” Sanjel told AFP. The experience inspired him to start the first of his network of schools — called Samata, or Equality Schools, on the outskirts of Kathmandu with just 100 students. Now, that school alone educates 3,500 pupils and in all, Sanjel has 18,000 children in his care. “There were hardships along the way,” he told AFP. “At one point I hid inside a toilet cubicle for two hours because I did not have money to pay the construction contractors. “I was not able to pay the teachers’ salaries for three whole months and it was always difficult to pull together enough money to pay the staff. But if you are persistent, you will succeed.”

SAN FRANCISCO - Google on Tuesday invited US motorists to share their progress — or lack thereof — with other drivers through the Internet giant’s online mapping service linked to smart phones. Google Maps is being enhanced this week to combine feedback from individual drivers with other traffic information to let people know which roads are likely to get them to their intended destinations the quickest. “It takes almost zero effort on your part,” Google Maps product manager Dave Barth said in a message on the California technology titan’s website. “Just turn on Google Maps for mobile before starting your car, and the more people that participate, the better the resulting traffic reports get for everybody.” Google Maps software for mobile devices will use satellite positioning
features in smart phones to gather anonymous information regarding how fast people are moving along different roads, according to Barth. “Crowdsourcing traffic gives us a way to harness bits of location data from our users and give it back to them in a form they can use to make decisions that affect their free time, their pocketbooks and the environment,” he said. SINGAPORE - Asian governments should look to boost domestic demand to help the region return to strong economic growth, the Asian Development Bank (ADB) said Wednesday. With a weak global outlook limiting Asian exports the bank said countries had to speed up measures to bolster expansion at home, adding that the best way to achieve this is to provide help for small and medium-sized businesses. “While the global economy will no doubt recover from the current crisis, a return to a fast-growing developing Asia will require some rebalancing of growth toward domestic demand in the region as a whole,” it said in a report released here. “Fostering dynamism among Asian enterprises, especially SMEs, will be important to this effort.” Small and medium enterprises (SMEs) are businesses that employ fewer than 200 workers and are key employers in Asia, the ADB said, adding that in manufacturing alone they account for between 50 and 90 percent of employment. “It is precisely because SMEs employ so many of Asia’s workers that their productivity, and the earnings and wages they generate become crucial in determining living standards of many Asians,” the report said. Vibrant SMEs are crucial to the development of a large Asian middle class, seen as an important driver for domestic demand,
the Manila-based bank said. It urged Asian governments to remove several constraints it said prevented the growth of such businesses. Among the limits it says are hindering the firms are weak access to financing and new technologies that will help them become more innovative. The report also cited infrastructure problems such as poor transportation systems and lack of access to stable electricity supply. While Asia is recovering from the global crisis faster than the United States and other Western economies, this is largely due to government stimulus measures, which are likely to have a short-term impact, ADB chief economist Jong-Wha Lee said at a news briefing in Singapore. The crisis is an opportunity to look at longer-term issues to sustain Asia’s economic rise, he said, adding however that the process of rebalancing growth may take more than 10 years. “Public policy has an important role to play,” the report said. “The design of policy needs to be based on a clear understanding of the different types of enterprises in the region, how they are linked with one another and their potential for growth.”

COLOMBO - International credit rating agency Standard and Poor’s has raised the outlook on its rating for Sri Lanka’s debt to “stable” from “negative” following a 2.6-billion-dollar IMF bailout package. The move to a stable outlook reflects the improving state of the government’s finances and means the risk of a further downgrade of the main credit rating is diminished. The agency kept Sri Lanka’s rating at “B”, which is five notches below investment grade despite an improvement in the island’s foreign reserves. “The ratings could be raised if government policies lead to a sustainable boost in tax revenues and reduced fiscal imbalances,” S & P said in a statement received here late Tuesday. Sri Lanka’s foreign reserves, which fell to an eight-year low of 1.3 billion dollars in March, have climbed
to 3.2 billion dollars, boosted by inflows for bonds, the central bank governor Nivard Cabraal said Tuesday. In July, the IMF approved a 20month 2.6-billion-dollar loan and immediately released 322 million dollars to help avert a balance of payments crisis in the island that is just recovering from a 37-year war with ethnic Tamil rebels. Sri Lanka plans to sell bonds worth 500 million dollars to overseas investors next month to offset projected spending needed to rebuild infrastructure and homes in the war-torn north and east. “This would strengthen Sri Lanka’s external financing situation and permit the dedication of resources toward postwar reconstruction efforts,” said Anushka Shah, an economist at Citigroup Global Markets in India. Despite securing external aid, Sri Lanka’s gross external financing requirement will remain high, S & P said.

SYDNEY - Australia Wednesday approved a massive energy project that will supply natural gas worth tens of billions of dollars to China and India, giving new impetus to its resources boom. Environment Minister Peter Garrett imposed 28 conditions to protect wildlife but said he saw no reason to block the Gorgon liquefied natural gas (LNG) plant off Western Australia, allowing it to clear the final regulatory hurdle. The project is a joint venture by Chevron, Shell and ExxonMobil, which has signed a record 41 billion US dollar contract with Chinese giant PetroChina and another worth 21 billion dollars with India’s Petronet. “I’ve considered it very carefully, I don’t believe that there will be unacceptable (environmental) impacts and, as a consequence of that, I have made my decision today,” Garrett told reporters. He said the conditions included measures to protect endangered turtles and other species on nearby Barrow Island and to minimise noise and light emissions. “It is acceptable for the expansion to go ahead subject to the conditions,” he said. “The public can
have confidence that the environment of Barrow (Island) will be properly protected.” Garrett said he expected Chevron and the venture’s other partners would be “more than willing” to meet the conditions. “We have had those discussions with the company and it is the case that there is agreement on the basis of the conditions that I’ve put forward, and I welcome that,” he said. The Gorgon field, thought to hold more than 40 trillion cubic feet of gas, is expected to create thousands of jobs and pump billions of dollars into Australia’s economy. Chevron, majority partner in the project, welcomed Garrett’s approval and said a final investment decision would be made in the coming months. “The Gorgon project is Australia’s largest single resource project and is set to deliver significant economic benefits and create around 10,000 indirect and direct jobs during peak construction,” said Roy Krzywosinski, the company’s Australian managing director. He said the plant was “globally and nationally significant”, with an economic life of at least 40 years, adding it had been sited to minimise the environmental impact.

WASHINGTON - A ballooning US government budget deficit that could reach nine trillion dollars over a decade threatens to dent President Barack Obama’s reform plans and thwart long term economic growth. Forecasts by the White House and a congressional financial watchdog showed persistent large budget deficits even after the recession gripping the world’s largest economy ends possibly this year. The White House projected a whopping 9.05-trillion-dollar deficit for the 2010-2019 period, a twotrillion-dollar increase from the February estimate made a month after Obama entered office and inherited a gaping deficit from his predeces-
sor George W. Bush. The Congressional Budget Office (CBO), the financial watchdog of Congress, meanwhile, offered a more optimistic projection — 7.13 trillion dollars — assuming all Bush administration-imposed tax cuts expired in two years. The White House, however, trimmed the 2009 fiscal budget deficit projection to 1.58 trillion dollars from the previous estimate of 1.84 trillion dollars.
Still, the deficit, stemming mostly from aid to the financial system and fiscal stimulus to jolt the economy from recession, represents more than 11 percent of gross domestic product (GDP), the largest as a share of the economy since World War II, analysts pointed out. Under assumptions by both the White House and the CBO, the United States will consistently run up large deficits of around three to four percent of GDP. “Permanent deficits of this size are a real negative for long-run economic growth, pushing up interest rates and reducing the amount of capital available for private investment, ultimately reducing produc-

Counter-terror squad officers arrested Muhamad Jibril Abdurahman, alias Muhamad Ricky Ardan bin Mohammad Iqbal, near Jakarta late Tuesday and also raided the office of his website, Arrahmah.com, a police spokesman said. Police believe the Pakistan-educated suspect helped channel funds from abroad to finance the July 17 twin suicide bombings on the JW Marriott and Ritz-Carlton hotels that killed nine people, including six foreigners. JAKARTA - Indonesia and Malaysia have made some progress in their negotiations on their maritime border in the Ambalat area, according to Foreign Affairs Minister Hassan Wirajuda. The progress was among other things thanks to the presence of a renewed negotiating team of Malaysia which helped smooth the negotiations, the minister said at the presidential palace here on Tuesday after meeting with President Susilo Bambang Yudhoyono. Jibril’s detention brings to five the number of people in custody over the hotel attacks, the worst in the mainly Muslim country since 2005. DENPASAR - The doctor at Schapelle Corby’s Bali prison says the high-profile prisoner is not “clinically insane”, contrary to a psychiatrist’s report paid for by an Australian women’s magazine. The Age reports that Kerobokan Prison doctor Agus Hartawan said Corby is capable of socialising with other prisoners. “Judging from her daily routine, she’s fine,” he said. Psychiatrist Jonathan Phillips earlier in the week made a 20-page report on Corby’s condition, noting that the 32-year-old was “hanging on by a thread”. “Even if Schapelle got really good medical treatment in jail the place itself would destroy her, given her now precarious condition,” he said. But Dr Hartawan said Dr Phillips had spent no more than an hour with Corby and that she was “normal” most of the time. Wayan Rai has just arrived here from Thailand after leading a 25-member group of artists, made up of ISI lecturers and students, to sign the agreement. He said two cooperation agreements respectively with the University of Sonkla Rajabath Thailand and Suratani University of Thailand, while the third would soon be signed with an art institute in South Thailand. “If the two sides have reached an agreement, the memorandum of understanding on the cooperation will soon be signed in the near future,” Wayan Rai said. He said the cooperation with the

According to Wayan Rai, the interstate art cooperation with Thailand would involve lectures and student exchange programs for the participants to carry out teaching and learning process. Ingredients: 600 gr (1¼ lb) boneless pork leg or shoulder, cut in 1 cm (1/2in) cubes ½ cup basic spice paste 1 tsp salt 1 tsp black peppercorns, crushed 2 tbsp tamarind pulp, seeds and fibres removed vegetable oil for frying 1 meter (3ft) pork intestine or sausage casings Preparation: Combine pork meat with basic spice paste, salt, pepper and tamarind paste. Mix well for 5 minutes. Tie one end of pork intestines with string. Insert large round nozzle into pastry piping bag and fill it with the meat mixture. Place open end of intestine over nozzle of piping bag and fill intestine tightly. Tie end with string. Dry sausage for 8 hours on wire rack in oven at very low heat. Deep fry in oil over medium heat until golden brown. This dish is traditionally served with lawar (Vegetable Salad made from green beans) or with young jackfruits. Combine peanuts, garlic, chilies and kencur in a food processor and puree, or grind coarsely in a stone mortar. 2. Place in heavy sauce pan with coconut milk, sweet soy sauce and lime leaves. Bring to boil, reduce heat and simmer uncovered, stirring frequently to prevent the sauce from sticking, for 15 minutes. 3. WASHINGTON - A ballooning US government budget deficit that could reach nine trillion dollars over a decade threatens to dent President Barack Obama’s reform plans and thwart long term economic growth. Forecasts by the White House and a congressional financial watchdog showed persistent large budget deficits even after the recession gripping the world’s largest economy ends possibly this year. The White House projected a whopping 9.05-trillion-dollar deficit for the 2010-2019 period, a twotrillion-dollar increase from the February estimate made a month after Obama entered office and inherited a gaping deficit from his predeces-
sor George W. Bush. The Congressional Budget Office (CBO), the financial watchdog of Congress, meanwhile, offered a more optimistic projection — 7.13 trillion dollars — assuming all Bush administration-imposed tax cuts expired in two years. The White House, however, trimmed the 2009 fiscal budget deficit projection to 1.58 trillion dollars from the previous estimate of 1.84 trillion dollars.
Still, the deficit, stemming mostly from aid to the financial system and fiscal stimulus to jolt the economy from recession, represents more than 11 percent of gross domestic product (GDP), the largest as a share of the economy since World War II, analysts pointed out. He said Muhamad Jibril is not involved in the hotel bombings,” the lawyer told AFP. “The Arrahmah website contains articles on facts about jihad... to tell people what jihad is all about. It’s not a tool to spread terrorism.” Police however said they were investigating the website for possible breaches of the criminal code related to inciting hatred. The website was offline Wednesday. Jibril’s detention brings to five the number of people in custody over the hotel attacks, the worst in the mainly Muslim country since 2005. Five other suspects are being sought, including Malaysian alleged mastermind Noordin Mohammed Top, who was reported killed in a police raid earlier this month but remains at large. Another five members of the cell have been killed, including the operational planner who worked as a florist at the hotels, police said. KAWASOTI - When Uttam Sanjel began giving reading classes to street children in the Nepalese capital in the 1990s, he had little idea what his small teaching scheme would one day turn into. This month, the 35-year-old Kathmandu native who was once an aspiring Bollywood actor opened his tenth school in Nepal and revealed ambitious plans to provide affordable education for all children in the Himalayan nation. Over the past nine years, Sanjel has built up a nationwide network of schools that offer an education for just 100 rupees (1.40 dollars) a month in one of the world’s poorest countries. They are built using only the cheapest materials — earning them the nickname “bamboo schools” — with funds donated by local businesspeople and charitable organisations. “I want every child to benefit from my schools,” Sanjel told AFP after hosting a colourful opening ceremony for his latest addition in this village in western Nepal. “No child should be left out of school because the family can’t afford to pay for education. “When the current political turmoil is over in Nepal, we will need educated people to build this country.” When Sanjel built his first school in 2001, Nepal was in the grip of a 10year civil war between Maoist rebels and the army in which at least 13,000 people died. The conflict ended in 2006, but political stability remains elusive and more than half the population still lives beneath the poverty line. Nonetheless, education is highly prized and many families scrimp to
send children to fee-paying schools that offer classes in English rather than to the Nepali-language government schools. But a private education remains out of the reach of many in the Himalayan nation, where the average annual income is just 470 dollars. Public education only began in Nepal in 1951, and adult literacy rates remain among the lowest in the region. In 2005 — the latest year for which comparative data was available — only 48.6 percent of adults in Nepal were literate against 61 percent in India, 90.7 percent in Sri Lanka and 47 percent in Bangladesh, UN figures show. Sanjel said he wanted to offer a better alternative to the free government schools in Nepal, calling the discrepancy between private and public schooling a major social injustice. “There are two kinds of schooling. The public school students do not know how to speak in English even when they leave school. The private school students can send emails to their parents from grade two,” he said. “This is not how it should be. It is wrong because it will create two kinds of citizen.” Bus driver Dol Raj Subedi is sending his eldest son to Sanjel’s new school, and says he wishes he could have had the same opportunity as a child. “Driving is hard work. I am not very well and my back hurts a lot,” said the 37-yearold, who earns 150 rupees a day. “If I was educated, if my parents had
sent me to school, I think it would have been different. “All I care about is good education for my children. This new system of education in my village has helped me to get that.” Sanjel has won awards in Nepal for his work in the education sector, but he admits he did not excel at school, and says he never considered teaching as a career option. He spent seven years in Mumbai trying to realise his dream of becoming a Bollywood star before returning to Kathmandu where, finding himself at a loose end, he began teaching classes for street children. “I thought only a couple would show up. But around 100 children took part and started learning enthusiastically. I was overwhelmed,” Sanjel told AFP. The experience inspired him to start the first of his network of schools — called Samata, or Equality Schools, on the outskirts of Kathmandu with just 100 students. Now, that school alone educates 3,500 pupils and in all, Sanjel has 18,000 children in his care. “There were hardships along the way,” he told AFP. “At one point I hid inside a toilet cubicle for two hours because I did not have money to pay the construction contractors. “I was not able to pay the teachers’ salaries for three whole months and it was always difficult to pull together enough money to pay the staff. But if you are persistent, you will succeed.”

SINGAPORE - Asian governments should look to boost domestic demand to help the region return to strong economic growth, the Asian Development Bank (ADB) said Wednesday. With a weak global outlook limiting Asian exports the bank said countries had to speed up measures to bolster expansion at home, adding that the best way to achieve this is to provide help for small and medium-sized businesses. “While the global economy will no doubt recover from the current crisis, a return to a fast-growing developing Asia will require some rebalancing of growth toward domestic demand in the region as a whole,” it said in a report released here. “Fostering dynamism among Asian enterprises, especially SMEs, will be important to this effort.” Small and medium enterprises (SMEs) are businesses that employ fewer than 200 workers and are key employers in Asia, the ADB said, adding that in manufacturing alone they account for between 50 and 90 percent of employment. “It is precisely because SMEs employ so many of Asia’s workers that their productivity, and the earnings and wages they generate become crucial in determining living standards of many Asians,” the report said. Vibrant SMEs are crucial to the development of a large Asian middle class, seen as an important driver for domestic demand,
the Manila-based bank said. It urged Asian governments to remove several constraints it said prevented the growth of such businesses. Among the limits it says are hindering the firms are weak access to financing and new technologies that will help them become more innovative. The report also cited infrastructure problems such as poor transportation systems and lack of access to stable electricity supply. While Asia is recovering from the global crisis faster than the United States and other Western economies, this is largely due to government stimulus measures, which are likely to have a short-term impact, ADB chief economist Jong-Wha Lee said at a news briefing in Singapore. COLOMBO - International credit rating agency Standard and Poor’s has raised the outlook on its rating for Sri Lanka’s debt to “stable” from “negative” following a 2.6-billion-dollar IMF bailout package. The move to a stable outlook reflects the improving state of the government’s finances and means the risk of a further downgrade of the main credit rating is diminished. The agency kept Sri Lanka’s rating at “B”, which is five notches below investment grade despite an improvement in the island’s foreign reserves. “The ratings could be raised if government policies lead to a sustainable boost in tax revenues and reduced fiscal imbalances,” S & P said in a statement received here late Tuesday. Sri Lanka’s foreign reserves, which fell to an eight-year low of 1.3 billion dollars in March, have climbed
to 3.2 billion dollars, boosted by inflows for bonds, the central bank governor Nivard Cabraal said Tuesday. In July, the IMF approved a 20month 2.6-billion-dollar loan and immediately released 322 million dollars to help avert a balance of payments crisis in the island that is just recovering from a 37-year war with ethnic Tamil rebels. Sri Lanka plans to sell bonds worth 500 million dollars to overseas investors next month to offset projected spending needed to rebuild infrastructure and homes in the war-torn north and east. “This would strengthen Sri Lanka’s external financing situation and permit the dedication of resources toward postwar reconstruction efforts,” said Anushka Shah, an economist at Citigroup Global Markets in India. SYDNEY - Australia Wednesday approved a massive energy project that will supply natural gas worth tens of billions of dollars to China and India, giving new impetus to its resources boom. Environment Minister Peter Garrett imposed 28 conditions to protect wildlife but said he saw no reason to block the Gorgon liquefied natural gas (LNG) plant off Western Australia, allowing it to clear the final regulatory hurdle. The project is a joint venture by Chevron, Shell and ExxonMobil, which has signed a record 41 billion US dollar contract with Chinese giant PetroChina and another worth 21 billion dollars with India’s Petronet. “I’ve considered it very carefully, I don’t believe that there will be unacceptable (environmental) impacts and, as a consequence of that, I have made my decision today,” Garrett told reporters. He said the conditions included measures to protect endangered turtles and other species on nearby Barrow Island and to minimise noise and light emissions. “It is acceptable for the expansion to go ahead subject to the conditions,” he said. “The public can
have confidence that the environment of Barrow (Island) will be properly protected.” Garrett said he expected Chevron and the venture’s other partners would be “more than willing” to meet the conditions. “We have had those discussions with the company and it is the case that there is agreement on the basis of the conditions that I’ve put forward, and I welcome that,” he said. The Gorgon field, thought to hold more than 40 trillion cubic feet of gas, is expected to create thousands of jobs and pump billions of dollars into Australia’s economy. Chevron, majority partner in the project, welcomed Garrett’s approval and said a final investment decision would be made in the coming months. “The Gorgon project is Australia’s largest single resource project and is set to deliver significant economic benefits and create around 10,000 indirect and direct jobs during peak construction,” said Roy Krzywosinski, the company’s Australian managing director. He said the plant was “globally and nationally significant”, with an economic life of at least 40 years, adding it had been sited to minimise the environmental impact.

Los Angeles Superior Court Judge Patricia Schnegg told Brown that he could be sent to state prison if he violated any terms of his sentence, including an order to stay 100 yards away from Rihanna unless they’re attending music industry events. A probation report prepared for Tuesday’s sentencing describes two previous violent incidents. It said the first happened about three months before the February beating while the couple was traveling in Europe; Rihanna slapped Brown during an argument, and he shoved her into a wall. In the second instance, Brown allegedly broke the front and passenger side windows on a Range Rover they were driving while visiting Barbados, Rihanna’s home country. Neither attack was reported, the probation report states. Brown will serve his sentence in his home state — Virginia — and his community labor will be overseen by the police chief in Richmond. The judge said she wanted to ensure that Brown, 20, performs physical labor instead of community service, such as mentoring young people. He will also undergo a year of domestic violence counseling. Rihanna did not attend Tuesday’s sentencing. At one point, Brown, who was accompanied by his mother, agreed to the terms of the sentence before Schnegg had finished going through them all. The hearing had been planned for Thursday afternoon, but Brown’s
lawyer, Mark Geragos, asked to move up the singer’s sentencing to Tuesday. A previous attempt to sentence Brown was postponed when Schnegg said she hadn’t received adequate assurances that Brown would perform physical labor if allowed to serve probation in Virginia. The judge said she was satisfied with a letter presented by Geragos that Richmond Police Chief Bryan T. Norwood will directly oversee Brown’s labor program. After Brown pleaded guilty to felony assault in June, Schnegg ordered the pair to stay away from each other and to not contact one another. Schnegg said she was aware of reports that Brown had been spotted on several occasions in the same places as Rihanna. “I am not amused with the chatter that has been on the airwaves and any violation of your probation in this case comes with the potential for state prison,” Schnegg told Brown.
A felony charge of making criminal threats was dropped during Tuesday’s sentencing. “We feel that the sentence for Mr. Brown is an equitable one,” said Sandi Gibbons, a district attorney’s spokeswoman. “He has his future in his hands. He has control of his fate.” Gibbons said Brown’s charge could eventually be reduced to a misdemeanor if he completes his sentence. Brown was arrested Feb. 8, hours after he was accused of beating Rihanna. The attack occurred in Los Angeles’ Hancock Park neighborhood as Brown drove a rented sports car. A Los Angeles police detective described a brutal attack in a search warrant affidavit filed in the case, stating Brown hit, choked and bit Rihanna and tried at one point to push her from the car. Brown’s career suffered after his arrest, with sponsors dropping him and radio stations refusing to play his music. Both he and Rihanna had to cancel several high-profile appearances, including planned performances at the Grammy Awards the day of the attack. There are currently two accounts of that moment on June 25, and about an hour separates them. According to police documents, Murray told detectives he put Jackson to sleep with drugs just minutes before he found the singer not breathing around 11 a.m., then let nearly 90 minutes go by — much of that time on his cell phone — before an ambulance was called. But Murray’s lawyer says the doctor didn’t discover a stricken Jackson until around noon. Investigators have ruled Jackson’s death a homicide, based on tests showing he was killed by the combination of the anesthetic propofol with at least two sedatives, a law enforcement official told The Associated Press, speaking on condition of anonymity because the finding has not been publicly released. The homicide designation does not necessarily mean a crime was committed, though it’s a helpful
starting point should prosecutors choose to seek criminal charges. Police have said Murray is the target of an investigation into manslaughter, defined as a homicide without malice or premeditation. Murray told police he spent the morning of June 25 administering

Discovery grounded over hydrogen valve glitch Agence France-Presse
CAPE CANAVERAL - NASA was planning to launch the space shuttle Discovery early Friday after thunderstorms and a hydrogen fuel tank valve postponed two previous attempts. The shuttle and its crew of seven astronauts were preparing for a 13-day mission to supply the orbiting International Space Station (ISS). Ahead of the next planned launch attempt, engineers will evaluate a liquid hydrogen valve that became problematic when technicians began fueling Discovery on Tuesday, mission management team chairman Mike Moses told reporters. It was the second scuttled launch in a 24-hour period. A first launch attempt early Tuesday was scrubbed due to stormy weather. Moses said detailed test data about the valve would be examined before the shuttle’s fuel tank is filled with propellant ahead of the planned launch shortly after
midnight. If engineers cannot determine the exact nature of the problem or if the vlave must be replaced, he warned, “then we will probably not be in a position to launch 48 hours from now.” Weather and hurricane risks could also prevent a Friday launch, he noted. Discovery can blast off until about Sunday, after which any attempts would have to be postponed until mid-October due to scheduling conflicts. US space agency officials said the problem valve cycles liquid oxygen from the external fuel tank to the shuttle’s main propulsion system, and technicians will attempt to fix it while Discovery remains at the launch pad, positioning it for a third launch attempt Friday at 12:22 am (0422 GMT). The delays were a reminder of turbulence that surrounded the previous mission, when space shuttle Endeavour’s launch was postponed five times by weather woes and technical glitches.

The Youngest of nine children, Kennedy attended Harvard University. He was expelled for cheating in an exam, but returned to earn both a degree and fame for his American football skills. A report being released Wednesday by IBM Corp. shows a big drop in the volume of “phishing” e-mails, in which fraud artists send what looks like a legitimate message from a bank or some other company. If the recipients click on a link in a phishing e-mail, they land on a rogue Web site that captures their passwords, account numbers or any other information they might enter. IBM’s midyear security report found that phishing accounted for just 0.1 percent of all spam in the first six months of this year. In the same period in 2008, phishing made up 0.2

MAPUTO - Madagascar’s power-brokers Wednesday tackled the thorny question of who will lead a new transitional government meant to guide the island nation to elections, in talks in the Mozambican capital. The country fell into crisis in March when Andry Rajoelina, former mayor of the capital Antananarivo, overthrew president Marc Ravalomanana with military backing following weeks of violent street protests. The rival leaders, together with ex-presidents Didier Ratsiraka and Albert Zafy, began meeting Tuesday in Maputo to divide up the top posts in the new government, which was agreed on August 9 during a first round of talks.
“They haven’t reached an understanding on any sensitive post,” one source close to the talks said. Under the deal, the rivals will establish a transitional government in the large Indian Ocean island country and hold democratic elections by the end of 2010. The four leaders represent Madagascar’s main political movements, and each has set out its own proposals, according to sources close to the talks, which are medi-
ated by former Mozambican president Joaquim Chissano. Under the August 9 agreement, the four leaders must name an interim government by September 8. No member of the transitional government except its president will be eligible to run in the expected 2010 presidential election. Rajoelina, the country’s current leader, has declared on national television that only he could be the transitional president. Ousted president Ravalomanana, in exile in South Africa since his overthrow, has promised not to seek a direct role in the interim government. The talks are scheduled to wrap up later Wednesday.

KUALA LUMPUR - Media rights campaigners on Wednesday condemned the seizure of hundreds of copies of a new political cartoon magazine and a raid on its offices, saying it was an assault on free speech. Home ministry officials on Tuesday confiscated 408 copies of the inaugural issue of “Gedung Kartun” shortly after the bi-weekly magazine hit the newsstands, the editor and a ministry official told AFP. Zainal Abidin Othman, the home ministry’s chief enforcement officer in central Selangor state, said the magazine was confiscated because it has not
yet received an official permit under Malaysia’s strict media licensing scheme. However, editor Zulkiflee Anwar Ulhaque disputed that claim and said the seizure of the inaugural edition — which had a caricature of Prime Minister Najib Razak on the front cover — was politically motivated. “Our permit was approved two weeks ago. We were told of the decision verbally and given the permit serial number, we are just waiting for the official letter,” he told AFP. The caricature linked the premier to the sensational 2006 murder of a Mongolian model who was the lover of his former adviser — a case in which Najib has repeatedly denied
any involvement or knowledge. The publication also carried cartoons on the recent mysterious death of a political aide to an opposition legislator, as well as a crackdown on a massive rally against controversial internal security laws. “This is politically motivated... NEW DELHI - For the past two decades, Indian artists have had to watch in envy as foreign buyers showered recognition and cash on their Chinese peers. But after years of institutional neglect, they finally seem to be getting the support they need to push their work on an international market that has traditionally focused on established artists in East Asia. Last week saw the biggest-ever gathering of contemporary galleries in the country with the four-day India Art Summit which aims to establish itself alongside other shows such as the now well-known Shanghai art fair. “This is just the beginning. The summit is still growing, just like Indian contemporary art,” said Neha Kirpal, associate director of the event. Like other experts, Kirpal concedes that China is “way ahead” of India in terms of the development of its art market. Visitors to the summit were struck, however, by the broad range of contemporary art on display, the interest of foreign galleries and the professional organisation. Last year, the first edition of the summit had three international galleries. This year 17 participated despite the economic slowdown, Kirpal said. But for Indian artists to reach a bigger audience, industry insiders
say the supporting infrastructure must be improved — a common problem in all areas of life in India. Art schools, galleries, museums and public funds are all lacking. “Can anybody enlighten me about the government’s role in promoting art?” said Dadiba Pundole, owner of the Pundole art gallery in Mumbai, one of India’s oldest galleries. “They have failed miserably and it is only the private players that have kept the scene alive.” The country has a legacy of artwork going back 9,000 years but there are just a handful of prominent galleries in India for thousands of artists and only a few crumbling museums, built between 1910-1920 by the British. “The total number of art schools can be counted on one’s fingertips,” said Kirpal. Yamini Mehta, director of modern and contemporary Indian art at the Christie’s auction house in London, says the Indian art business is gathering momentum but the absence of institutional support is a problem. “There has not been much insti-
tutional support and resources for the visual arts in India as there has been in China,” Mehta told AFP. She says the Chinese authorities have promoted the arts heavily since the 1980s to compensate for the loss of creativity during the Cultural Revolution of the 1960s. The Cultural Revolution tried to annihilate previous art practices, the sort of disturbance that India has never experienced Unlike Chinese art, however, much of the work by Indians is still bought by Indians, making the market inward-looking and limiting its development internationally. “Most Indians buy indigenous works, which is a good way to start collecting art but gradually Indian art has to step out of its own borders for wider acceptance,” said Stefan Wimmer from the Beck Eggling art gallery in Germany, which had a display at the art summit. The rise of India’s business elite is also creating a class of people ready to splash cash on domestic art, promising a brighter future for local galleries and artists. “There are the fixed (established) clients and there are the new clients who have invested in houses, cars, jewellery but are looking for more. Obese People Have ‘Severe Brain Degeneration’ A new study finds obese people have 8 percent less brain tissue than normal-weight individuals. Their brains look 16 years older than the brains of lean individuals, researchers said today. Those classified as overweight have 4 percent less brain tissue and their brains appear to have aged prematurely by 8 years. The results, based on brain scans of 94 people in their 70s, represent “severe brain degeneration,” said Paul Thompson, senior author of the study and a UCLA professor of neurology. “That’s a big loss of tissue and it depletes your cognitive reserves, putting you at much greater risk of Alzheimer’s and other diseases that attack the brain,” said Thompson. “But you can greatly reduce your risk for Alzheimer’s, if you can eat healthily and keep your weight under control.” The findings are detailed in the online edition of the journal Human Brain Mapping.

While she didn’t mention Nowitzki by name, she clearly referred to him in her written pleas to the judge. “I was engaged to a great man,” Taylor had written to the judge. “I paid the ultimate price for my past. “When I got arrested at our home and the media got a hold of my story, the love of my life left me. I can’t say I blame him. It’s not like I was worthy of him giving me a chance.” Germany’s Nowitzki did not return phone calls on Monday. MOSCOW - Russian crosscountry skiing Olympic champions Julia Chepalova and Yevgeny Dementiev have announced their decision to retire from the sport after testing positive for EPO (erythropoietin), local media reported Wednesday. The chief of Russian cross country skiing’s ruling body, Vladimir Loginov, said however the decision did not mean the pair would not be handed bans. “Unfortunately, this doping scourge has spread too far,” Loginov said. “We can’t possibly keep an eye on every athlete, every day. Even the national team athletes. But at the end of the investigation the necessary decisions will be taken,” he said. On Monday, the International Ski Federation (FIS) informed Russia’s ruling ski body that Chepalova and Dementiev had tested positive for the banned blood booster during the Tour de Ski at Val di Fiemme, Italy, in January. Chepalova won gold medals at the Winter Games in 1998, 2002 and 2006. The 32-year-old

McLaren now more confident for 2010 Valencia - McLaren’s return to form in recent weeks has left the outfit more confident about its prospects for building a titlewinning car in 2010, but the team does not believe it can fully relax just yet. The Woking-based outfit started the season in big trouble with its car, and knew that it needed to understand what had gone wrong if it was not to make the same mistakes next year. Now that the MP4-24 has been turned into a race winner, the team is more confident about its chances for developing a successful successor. McLaren managing director Jonathan Neale said: “If we were still scrabbling around at the back of the grid whilst we are going through the release of the car for next year - which will happen over the next month - then I would be very much more concerned than I am now. “We are not complacent by any means. We have to recognise that our car has KERS on it which is probably worth 0.3s, and we have a very good engine package. “If I compare where other team’s chassis are, it’s clear that while we have a competitive package, we do not have the benchmark chassis and aero performance at the moment. “Therefore we will not be sitting on our laurels but working to recover
that on this year’s car and going in to next year, it’s a stretch for us.” Neale believes that the fact the MP4-24 was turned from being the worst car in pre-season testing to the winning machine in Hungary was proof that its design was not fundamentally flawed. “It’s a testament to a huge amount of hard work, but it is also evidence of what I said at the beginning of the season, which is that we hadn’t done anything wrong with the car, we just hadn’t done enough,” explained Neale. “When you end up with a car where you have taken a completely wrong turn with it, i.e you’ve screwed up the stiffnesses or you have done something to make it really unstable, it is notoriously difficult to get that back. “We had just under-developed the aero package and then in the cut and thrust of what happened between week 11 and getting to the first European race, we turned the organisation upside down here because we knew we had to fight back and try and overhaul teams that in themselves were pushing forwards.” He added: “In terms of the con-

It is the time for Bali Provincial Government to allocate its budget for facilitating the registration of art works created by Balinese artists,” said Kariyasa Adnyana. In the fiscal year 2009, he said that Bali Regional Government has allocated a budget of approximately IDR 2 billion to protect the works made by Balinese artists against the plundering by foreign parties.
