Storm-hit Houston reels from influx of evacuees, crime outbreak

LOS ANGELES - Kim Kardashian and her family on Tuesday donated a collective $500,000 to storm Harvey relief efforts, joining celebrities like Jennifer Lopez, Dwayne Johnson, NFL player J.J. Watt and comedian Kevin Hart who have pledged funds to help the tens of thousands affected by the devastation in Texas. Kardashian, her sisters Khloe and Kourtney and mom Kris Jenner made the pledges on Twitter, directing their funds to the Red Cross and Salvation Army. “Houston we are praying for you! My mom, sisters & I will be donating $500,000,” the TV reality star tweeted. Tropical Storm Harvey, which hit land as a hurricane over the weekend, has brought catastrophic flooding to Texas, killing at least 11 people and paralyzing Houston. City officials on Tuesday prepared

to shelter up to 19,000 people, with thousands more expected to flee the area. “Ride Along” star Hart set the celebrity ball rolling on Monday with a $50,000 donation and social media challenge that called on stars to match him. Johnson, Lopez and rapper DJ Khaled each have pledged $25,000. Houston Texans NFL player Watt launched his own online effort on Sunday with a $100,000 donation and a video plea. The fund quickly reached $1 million,

and Watt tweeted on Tuesday his goal was now $4 million. Houston’s most famous export, Beyonce, who has recently moved from New York to Los Angeles, has said she is working on a plan to help her hometown recover “Texas You are in my prayers,” the singer posted on her Instagram page. Taylor Swift’s new music video makes biggest YouTube debut ever LOS ANGELES - Taylor Swift’s vengeful new music video “Look What You Made Me Do,” is smashing records on YouTube, garnering more than 43 million views in its first 24 hours of release. YouTube said on Tuesday it was the biggest debut of any video in YouTube history, beating the 36-million mark set by South Korean singer Psy’s “Gentleman” for that time frame in 2013. “Look What You Made Me Do,” in which Swift takes aim at those who have attacked her professionally and personally in the last 10 years, has been heavily scrutinized by fans and entertainment media since it was premiered at the MTV Video Music Awards show on Sunday. HOUSTON - Houston strained under the arrival of tens of thousands of people fleeing submerged homes and flooded roads on Wednesday and faced an outbreak of looting and armed robberies that forced a midnight curfew. The city opened the George R. Brown Convention Center over the weekend with a plan to house 5,000 people and be run largely by American Red Cross volunteers. The center’s size quickly doubled, as people streamed in from areas south and west of the city. Despite promising two more “mega” centers early Tuesday, Houston opened one, at a basketball arena, and two smaller centers. That proved too little for county officials who set up their own location as an outbreak of looting and armed robberies prompted the city to order an indefinite curfew from midnight to 5 a.m. (0500 to 1000 GMT). Houston Police Chief Art Acevedo said late Tuesday individuals impersonating police officers knocked on doors in at least two parts of the city telling residents to evacuate their homes. Saying it spent days trying to coordinate an emergency plan with city, federal and county officials, Harris County officials late Tuesday decided to open a separate shelter for 10,000 people at a county-owned exhibition hall. “The Red Cross

was pretty much overwhelmed,” the county’s chief administrator, Ed Emmett, said at a news conference late Tuesday. After joint efforts didn’t come together, Emmett said officials decided “we can’t wait. We need to get this done.” A county-owned exhibition hall, the NRG Center, was opened at 10 p.m. local time Tuesday. Emmett said it would be staffed in part by members of the National Guard. More than 3,000 Houston homes were underwater and thousands more were threatened by two reservoirs swollen by an estimated 35 inches (90 cm) of rain. In Brazoria County south of Houston, a levee broke on Tuesday morning, and the county’s chief administrator urged

residents to “get out now.” Mandatory evacuation orders covered Brazoria, Galveston and Fort Bend counties south and west of Houston, and officials issued calls for people to leave voluntarily across the region. Some 9,000 people were at the nearly 2-million-square-foot Houston convention center early Tuesday, and local officials began searching for two additional sites as more headed to the city. Officials defended a decision not to call for a mass evacuation because of the dangers posed by such a move. A 2005 evacuation ahead of Hurricane Rita turned into a nightmare for many in Texas and Louisiana who found themselves trapped on clogged road-

ways and running out of fuel. Area churches and aid organizations donated clothing, bedding and food for those forced to leave their home. The American Red Cross brought at least 1,000 volunteers to staff the city’s convention center, and provided cots, blankets and food for 34,000 across the region, officials said. Houston called on the Federal Emergency Management Agency (FEMA) to send cots, other supplies and food to help 10,000 people “as soon as possible,” Houston Mayor Sylvester Turner said. The main shelter was initially expected to take in 5,000 people, but more than

2,000 arrived late on Monday, and the numbers swelled. Among them were Maria Davila, 56, her husband, daughter, and two grandchildren, who arrived Monday night after their Houston home was flooded. “We left our cars and belongings and starting swimming,” she said. “We don’t know how long we will be here.” Dulcie Alexander, 44, was trapped along with several other drivers by heavy water on a highway Saturday night. Edward said he was conducting this research to repatriate old documents that had never been seen by Balinese artists, scholars and the people of Bali. “We have a disk collection about Balinese culture and customs, chiefly the songs of ancient Bali from around 1928. Our research project is entitled ‘the 1928 repatriation’ and we found 111 Balinese songs including the CD”, he said. He had many challenges including repeatedly requesting permission to have these documents. According to Edward, these belong to the people of Bali so he did what he could to get a soft copy. “II am

A few months ago, Edward got an old movie from the National Library of Washington DC. He can can watch while noting what the dancer says. Hopefully he can become the hero of anthropology from Bali”, he said. Nowadays it wold be known as Kebyar Duduk dance. I am very happy to meet with this senior figure and his family here so that I can know the name of the gamelan players and dancers in this movie from 1928”, he said. TABANAN —Tabanan coffee farmers have been facing quite a challenge over the part two years with regards to weather conditions. After overcoming the challenge of a long dry season in 2016, in 2017 they had to face similarly long rainy season. As a result, over the last two years, coffee production has continued to decline. In 2017, Robusta coffee beans with the potential for export were only produced at 25 percent of the harvest from the previsou year. Chief of the Pupuan Coffee Association, Wayan Dira, who is also a coffee farmer, said on Tuesday (Aug. 29) that Robusta coffee production in Pupuan dropped dramatically this year. On average, he used to produce about one ton of coffee beans per hectare but this year productinon has dropped to 250 kilograms per hectare”, he said. Dira added that the decline in the production of coffee beans over the past two years was caused by extreme weather conditions. The growing season of 2016 was to dry and this year it was too wet. Coffee farmers in Pupuan hope that 2018 growing season will be more conducive to productive crops. He decline in productino over the last two years has menat that the Pupan Coffee Association could not meet the rather large demand for Robusta overseas. “This year we could not meet the export demands, we could only meet domestic needs” explained Dira. Currently, the price of Pupuan coffee shows an increase though not a significant one. Dry coffee beans are being sold in the range of IDR 30,000 to IDR 35,000. Based on data from the agriculture agency, the area of Robusta coffee plantations in 2016 spread across the 39 subak abian organizations in Pupuan was recorded to reach 9,586.31 hectares, with 822.45 hectares had not produced any beans yet; 8,197.91 hectares have produced beans and 1,134.27 hectares that had been planted but did not produce any beans or produced damaged beans. Steady may win the weight-loss race PHILADELPHIA - Dieters who lose varying amounts of weight each week may not shed as many excess pounds as people who consistently lose the same amount week in and week out, a U.S. study suggests. Researchers examined data on183 overweight and obese adults who participated in a weight loss program with meal replacements provided along with goals for calorie monitoring and exercise. After two years, the dieters who had the most consistent weight loss during the first three months of the program shed more excess pounds than the people who initially had more fluctuation, researchers report in the journal Obesity. While the study can’t explain whether or how consistency in weekly weight loss might contribute to success, it’s possible that different approaches to dieting played a role, said study co-author Michael Lowe, a psychology researcher at Drexel University in Philadelphia. “Those who lose weight steadily may have had more consistent eating and exercise habits before they joined our program and continued with that pattern as they cut back on calories and exercised more,” Lowe said by email. “Those with more variable patters may be trying to lose weight as quickly as possible - so they sometimes have big weight losses, but this leaves them starving and unable to stay on their diet for a week or so,” Lowe added. “They regain some of their weight, get upset, and try to lose as much as they can again.” At the start of the study, participants were 51 years old on average and typically obese. The majority were white, and most were women. Overall, participants’ weekly weight loss tended to vary by about 1.09 pounds during the first six weeks and by 1.33 pounds during the first 12 weeks of the study. Women tended to be more consistent dieters than men, with less variation from one week to the next at both six weeks and 12 weeks. The researchers found that higher weight variability during the initial six and 12 weeks of weight loss treatment predicted poorer subsequent, long-term weight control at one year and at two years. For example, someone who lost four pounds one week, regained two and then lost one the next tended to fare worse than someone who lost one pound consistently each week for three weeks. Interestingly, individuals who reported lower emotional eating, binge eating and preoccupation with food at the start of the study showed higher weight variability and less weight loss overall. This suggests that initial weight change, rather than relationships with or behaviors toward food, is much more important in predicting who will succeed in weight loss and maintenance, the authors conclude. It’s also possible that variation in weight loss from one week to the next slows down overall weight loss, making it harder for people to achieve long-term weight loss goals, said Susan Roberts of the USDA Nutrition Center at Tufts University in Medford, Massachusetts. “So people who are on their program some weeks but not others will inevitably lose less weight because you can’t really catch up in the sense of making up bad weeks,” Roberts, who wasn’t involved in the study, said by email. “At best, you can only get back on track.” Participants who had more consistent results might also do more thorough job of tracking what they eat and how much they exercise, said Dr. Anne McTiernan of the Fred Hutchinson Cancer Research Center in Seattle. Study challenges conventional wisdom on fats, fruits and vegetables

ONTARIO - Global dietary guidelines should possibly be changed to allow people to consume somewhat more fats, to cut back on carbohydrates and in some cases to slightly scale back on fruits and vegetables, a large study suggests. Over the course of about seven years, diets with roughly 35 percent of calories from fats were tied to a lower mortality rate than diets with about 60 percent of calories from carbohydrates. “What we are suggesting is moderation as opposed to very low and very high intakes of fats and carbohydrates,” said Mahshid Dehghan from McMaster University in Hamilton, Ontario, Canada. Dehghan and colleagues write in The Lancet that cardiovascular disease is a global epidemic, with 80 percent of the burden being found in low- and middle-income countries. The World Health Organization currently advises people to get no more than 30 percent of energy from fats and to avoid saturated fats found in things like animal products. Those recommendations are based on data from North America and Europe, however. The new data are drawn from the Prospective Urban Rural Epidemiology (PURE) study, which recruited people ages 35 to 70 in 18 countries between 2003 and 2013. The researchers had dietary and other information from 135,335 people who were followed for roughly seven years. During the study period, the researchers identified 5,796 deaths and 4,784 cardiovascular events like strokes and heart attacks among the study population.

When the researchers separated people into five groups based on carbohydrate consumption, they found that people who ate the most carbohydrates were 28 percent more likely to die from any cause during the study than those who ate the least. When people were divided into five groups based on how much fat they consumed, those who consumed the most fat - of any kind - were about 23 percent less likely to die during the study than those who ate the least. The findings were consistent no matter what type of fat was consumed. “We are hoping that dietary guidelines are reconsidered in light of the new findings,” Dehghan told Reuters Health. Guidelines could relax restrictions on fat while focusing on carbohydrate intake, for example. A second analysis from the PURE study also suggests that the benefits of eating fruits and vegetable aren’t limitless. WHO guidelines suggest five servings of fruits, vegetables or legumes each day, according to coauthor Victoria Miller, who is also with McMaster University. Those guidelines, again, are mostly based on evidence from North America and Europe. In other parts of the world, five servings of fruit each day may be too expensive. “Our findings show the lowest risk of death was among people

who ate three to four servings with little additional benefit beyond that range,” said Miller. If dietary guidelines were adjusted to reflect a smaller recommended amount, she told Reuters Health, it would be more achievable and more people would meet that goal. MANGUPURA — The airport expansion plan for the apron development at the Ngurah Rai International Airport jutting into the sea has got approval from three adjacent customary villages namely the Kelan, Tuban and Kuta. Legal Section Head of Ngurah Rai Airport, Arie Ahsanurrohim, said on Tuesday (Aug. 29) that his management had a meeting with three customary villages namely Kuta, Tuban and Kelan on Monday (Aug. 28). The meeting aimed to provide official information on the construction plan of Ngurah Rai Airport’s apron. “We only invite the chief of the three customary villages because their area is possibly affected in the construction of apron expansion later on,” he said. He explained that in the meeting was delivered two options to be done in the apron development namely reclamation and piles. Cus-

tomary village chiefs that attended the meeting suggested paying attention to environmental aspect during the apron construction. “In this apron construction plan, we from the Angkasa Pura (AP) I prioritize the pile option. However after the review, the pile option will also impact the airport’s operating hours where the airport should be closed for 12 hours every day,” he said. According to Arie, the closure is done to avoid flight accidents. During the construction, it will use a high-sized heavy equipment to plug the piles. “If the local government together with Balinese people sup-

A series of coordinated attacks by Rohingya insurgents on security forces in the north of Myanmar’s Rakhine state on Friday has triggered a fresh exodus to Bangladesh of Muslim villagers trying to escape the violence. At least 109 people have been killed in the clashes in Myanmar, according to the government, most of them militants but including members of the security forces and civilians. The United Nations Security Council will meet behind closed doors on Wednesday, at the request of Britain, to discuss the situation in Myanmar. Bangladesh border guards told Reuters they had sent about 550 Rohingya back across the Naf river that separates the two countries since Monday, despite an appeal by U.N. SecretaryGeneral Antonio Guterres for Dhaka to allow Rohingya to seek safety. Border patrols were also trying to block people from crossing the frontier. The treatment of about 1.1 million Muslim Rohingya in Myanmar has become the biggest challenge for national leader Aung San Suu Kyi, who has been accused by Western critics of not speaking out on behalf of a minority who have long complained of persecution. The Rohingya are denied citizenship in Myanmar and classified as illegal immigrants, despite claiming roots there that go back centuries. The violence marks a dramatic escalation of a conflict that has simmered since October, when a similar, but much smaller, series of Rohingya attacks on security posts prompted a fierce military response dogged by allegations of human rights abuses. The top U.N. human rights official, Zeid Ra’ad al-Hussein, called on Myanmar on Tuesday to ensure its security forces refrained from using disproportionate force, adding that the political leadership had a duty to protect all civilians “without discrimination”. “This turn of events is deplorable. last two weeks” she explained Monday (Aug. 28). Currently the price of dry frangipani can reach IDR 7,000 per kilogram. Recently, many collectors have also been actively purchasing these flowers from their neighbours. Rahayu hopes the price of frangipani will continue to rise because it can help people earn a little extra money. Almost everyone has a frangipani tree in their yard. NEW YORK - U.S. stocks recovered on Tuesday from steep early losses brought by fears of escalation of hostilities in the Korean Peninsula, with major indexes steadily climbing into positive territory. MEXICO CITY - Mexico sees a serious risk the United States will withdraw from NAFTA and is planning for that eventuality, Economy Minister Ildefonso Guajardo said on Tuesday, calling talks to renegotiate the deal a “roller coaster” that could lead to an impasse. U.S. President Donald Trump has threatened three times in the past week to abandon the North American Free Trade Agreement, revisiting his view that the United States would probably have to start the process of exiting the accord to reach a fair deal for his country. Trump has vowed to get a better deal for American workers, and the lively rhetoric on both sides precedes a second round of talks starting on Friday in Mexico City to renegotiate the 1994 accord binding the United States, Mexico and Canada. “This is not going to be easy,” Guajardo said at a meeting with senators in Mexico City. “The start of the talks is like a roller coaster.” “Next Friday there is the possibility that we find an impasse, the possibility that this does not advance, we can’t rule that out,” he said. Guajardo has previously estimated a 60 percent chance the talks would be wrapped up by an ambitious soft deadline for January, a date Mexico said was important to avoid the talks becoming politicized ahead of its July presidential election. “NO NAFTA” The need for a back-up plan in case Trump shreds the deal underpinning a trillion dollars in annual trade in North America has been a long-standing position of the trade minister, who travels to Washington on Tuesday with foreign minister Luis Videgaray to meet senior

White House and trade officials. “We are also analyzing a scenario with no NAFTA,” Guajardo said. In an interview published earlier on Tuesday in Mexican business daily El Economista, Guajardo said “there is a risk, and it’s high” that the Trump administration abandons NAFTA. Responding to Guajardo’s comments, Canadian Prime Minister Justin Trudeau said his government would continue to work “seriously” to improve NAFTA. Earlier this month, Guajardo told Reuters a “Plan B” meant being prepared to replace items such as some of the billions of dollars in grain Mexico imports from the United States annually. To that end, and to seek openings in more markets, Mexico is hosting trade talks with Brazil this week. Trade officials are also discussing a possible replacement for the TransPacific Partnership trade pact that Trump ditched after taking office. Overlapping with the NAFTA talks, Mexico will participate in separate trade meetings with Australia and New Zealand in Peru, and President Enrique Pena Nieto travels to China this weekend.

Still, attempts to diversify trade will not be easy. Some 80 percent of all Mexican exports go to the United States, and economies such as Brazil and China often compete with Mexico. Guajardo also suggested World Trade Organization tariffs that would kick in if NAFTA crumbled would be more favorable for Mexico, a view held by many Mexican experts who think trade with the United States would survive the demise of the 1994 deal. “I don’t think it’s going to make that much of a difference in terms of the trading relationship, said Andres Rozental, a former Mexican deputy foreign minister. “If we have to go to WTO tariffs, for us it’s fairly straightforward.” Guajardo’s and Videgaray’s trip to Washington was announced after Trump not only threatened to pull out of the trade deal, but again said that Mexico would end up paying for the wall he wants to build between the two countries. Nearly a third of Harris County was under water, an area 15 times the size of Manhattan, according to the Houston Chronicle newspaper. Harvey has affected nearly a fifth of U.S. refining capacity, triggering worries about lack of gasoline and sending gasoline futures to a two-year high this week. Nearly 20 percent of refining capacity is offline in Texas and Louisiana, according to company reports and Reuters estimates. Freeport, Indonesia to end years of wrangling over mining rights JAKARTA - Indonesia on Tuesday agreed to let Freeport-McMoRan Inc keep operating its giant Grasberg copper mine, after the U.S. company said it would cede control of its Indonesian unit, ending years of wrangling. Freeport has been in talks with Indonesia since late 2009 to work out how to shift to a new permit for Grasberg, the world’s second-biggest copper mine, as mandated in a mining law passed that year.

SEOUL - The United Nations condemned North Korea’s “outrageous” firing of a ballistic missile over Japan on Tuesday, demanding Pyongyang halt its weapons programme but holding back on any threat of new sanctions on the isolated regime.

North Korea said the launch of an intermediate-range ballistic missile (IRBM) was to counter U.S. and South Korean military drills and was a first step in military action in the Pacific to “contain” the U.S. territory of Guam. The North’s leader Kim Jong Un ordered the launch to be conducted for the first time from its capital, Pyongyang, and said more exercises with the Pacific as the target were needed, the North’s KCNA news agency said on Wednesday. “The current ballistic rocket launching drill like a real war is the first step of the military operation of the KPA in the Pacific and a meaningful prelude to containing Guam,” KCNA quoted Kim as saying. The Korean People’s Army or KPA is the North’s military. Earlier this month, North Korea threatened to fire four missiles into the sea near Guam, home to a major U.S. military presence, after President Donald Trump said the North would face “fire and fury” if it threatened the United States. In a statement the 15-member Security Council said it was of “vital importance” that North Korea take immediate, concrete actions to reduce tensions and called on all

states to implement U.N. sanctions on Pyongyang. However, the U.S.-drafted statement, which was agreed by consensus, does not threaten new sanctions on North Korea. The company said on Tuesday it had made a “major concession and compromise” in selling a 51 percent stake in PT Freeport Indonesia (PT-FI). The world’s biggest publicly listed copper miner said the deal would be structured such that it would retain control over operations and governance of PTFI. Shares of Freeport were down 5.6 percent at $14.64 on Tuesday. The miner will also build a second smelter in Indonesia and plans to invest between $17 billion and $20 billion in Grasberg through 2031. “It is a short-term positive in that, it allows FCX to export for the foreseeable future,” Clarksons Platou Securities analyst Jeremy Sussman said. “With that said, the up to $20 (billion) spend was more than we were anticipating, and material uncertainty still exists over ‘fair market value’.” Top-quality copper mines remain rare and the agreement underlines the mine’s importance to Freeport, which produces a quarter of its copper from Grasberg. It also marks the return of a more muscular stance from a host government, a trend that was

common during the commodities boom. Freeport can “immediately apply” for a 10-year permit extension to mine at Grasberg beyond 2021, said Indonesian Energy and Mineral Resources Minister Ignasius Jonan, and a second extension could be proposed before 2031. “The mandate of the president, which has been agreed to by Freeport, is that the divestment should reach 51 percent,” Jonan told a joint news conference, alongside Freeport Chief Executive Richard Adkerson. “All that is left is to discuss the timing. NEW YORK - World number three Roger Federer survived a first-round scare from Frances Tiafoe before grinding out a 4-6 6-2 6-1 1-6 6-4 victory over the American teenager in front of a raucous crowd at the U.S. Open on Tuesday. Federer looked more relieved than overjoyed when Tiafoe’s forehand found the net on match point to keep his hopes of a 20th grand slam title alive. “We had a good fight,” Federer said in an on-court interview. “It was exciting and this is why I

Federer said Tiafoe could go on to have a big career. “He is a great player and has a bright future ahead of him,” he said of the 19-year-old. He acknowledged that he was worried about his back going into

MANCHESTER - All throughout the build-up to this, so far, enthralling Premier League season, the question asked was which of the “Big Six” would be able to pull away and make themselves champions. But after Arsenal’s appalling, lifeless, display in their 4-0 hammering by Liverpool at Anfield the question that now surely has to be asked as to whether there really still is a six-team elite in the division? Last season, while the team struggled to finish fifth, there was constant speculation about the future of their manager Arsene Wenger but that uncertainty was supposed to end when the Frenchman was given a new two-year contract. Yet here we are, not yet at the end of August, and sections of the Arsenal support are calling for Wenger’s removal and the team’s displays suggest far deeper problems afflict the North London club than just a slow start to the season. It was not so much the scoreline at Anfield, bad though that was,

that dejected the Gunners faithful, it was the utterly lifeless performance, dreadful body language and general sense of malaise about the team that was so depressing for them. Amid the stinging criticism from former players and pundits, perhaps the most damning comment came from the team’s goalkeeper Petr Cech. “OK, you can come and lose a match 4-0 if you have a bad day, when you are fighting but are unlucky, but not like how it happened today,” he said. “We were not fighting, not winning any individual battles, and we completely failed to respond to their way of playing. This is the most disappointing thing,” added the Czech keeper. It was the biggest match of the season so far for Arsenal and

Indeed, if the Gunners performance is contrasted with Everton’s energetic and aggressive display in their 1-1 draw at Manchester City last Monday, it is fair to ask whether the top six is even on the cards. Certainly the two Manchester clubs along with Liverpool and Chelsea are a cut above the current Arsenal. Tottenham are having teething problems this season but a team that finished second last year should be aiming for the top four once they get used to their tempo-

rary residence at Wembley. Everton may have been clear second best at Chelsea on Sunday in a 2-0 loss, but Ronald Koeman’s side have shown enough to indicate that their strengthened squad can realistically target sixth place. Arsenal have attacking talent but without steel in midfield and organisation and basic competence at the back, they look destined for another frustrating season. It is hard not to wonder if the decision to renew Wenger’s contract was merely putting off the inevitable overhaul and cultural change that will be required when he leaves. The biggest question of all, though, is whether the Arsenal hierarchy, in particular the largest shareholder American businessman Stan Kroenke, are ready to make those changes and commit to truly competing, in the transfer market and every other level, with the “Big Five”.(rtr)
