The two cases were merged for trial. Man held after BMW ‘deliberately’ ploughs into French soldiers in Paris

PARIS - Police hunting a driver who rammed his BMW into a group of French soldiers in western Paris, before speeding off, have arrested a suspect. The 37-year-old was stopped while driving towards the northern post of Calais, but officials said it was too early to say whether he was the man they were looking for. French media reported the suspect was shot during the arrest in a shootout with police. Six of a dozen or so troops were injured - three of them seriously - in the attack in the Levallois-Perret suburb of the city, which is being investigated by counter-terrorism officials. The attacker was waiting in the dark-coloured car in an alleyway before he drove at speed at the troops as they left their bar-

racks to go on patrol at around 8am local time.Nadia LeProhon heard the smash and came running out of her building to find two soldiers on the ground and other troops running after a vehicle shouting: “After him! Follow that car!” Mayor of Levallois-Perret, Patrick Balkany, condemned the attack as “an odious act of aggression”, adding: “Without any doubt, it was a deliberate act.” “It all happened very quickly. The vehicle did not stop. It hurtled at them... it accelerated rapidly,” he told broadcaster BFMTV. Officers and soldiers secured

the scene - situated around three miles from city centre landmarks such as the Eiffel Tower - as forensic teams combed the area for evidence and clues. Investigators were also scouring through CCTV footage from the suburb, as police stopped motorists in the region as they searched for the attacker.The Paris prosecutor’s office said it was “pursuing perpetrators on charges of the attempted murder of security forces in connection with a terrorist enterprise”. It means authorities believe the attack was intentional and planned with a terror-related motive. The soldiers, who were taken to a military hospital, were on duty as part of Operation Sentinelle, created to guard prominent French

sites after the Charlie Hebdo attack in January 2015. A mobile brigade officer allegedly attacked His firearm seized

MANGUPURA - Member of the Bali Police Mobile Brigade, Ida Bagus Suda Suwarna, was allegedly attacked and found unconscious in the parking lot of Hotel Ayana Jimbaran, South Kuta, on Tuesday (Aug. 8). Apparently his long-barrelled firearm was stolen by the perpetrator who remains unidentified. According to a source, based on the testimony of the victim’s colleague, I Nyoman Wenten, a member of Sub-detachment A Pioneer, who was on duty with the victim at Hotel Ayana, the victim was having lunch with the security personnel of Karang Mas Residence at Rimba Resort located approximately 500 meters from Hotel Ayana at 11:00. After lunch, the victim went to the bathroom and then left the cafeteria still carrying his firearm. He then headed for the front post. Moments later, the victim

was found by the security personnel, unconscious in a seated position. The left side of hs face was bruised, and when he came to he vomited and his eyes were red. Chief of South Kuta Police, Wayan Latra, when asked for his confirmation said that his institution was still investigating. “The case is still being explored”, he said. Chief of the Mobile Brigade Unit, Laksana, also conveyed that his unit is still investigating the incident. Spokesperson of Bali Police, Hengky Widjaja, said the mobile brigade officer, Ida Bagus Suda Suwarna, was alleged to have been attacked by unidentified person and lost an AK 101 long barrel firearm belonging with magazines containing three empty bullets and 27 rubber bullets. The Bali police have established a joint team consisting of members of the profession and security unit, mobile brigade, criminal investigation as well as intelligence and security unit to conduct the investigations. Bali’s economic growth reaches 5.87 percent DENPASAR - Economic growth of Bali in the second quarter of 2017 recorded Bali’s GRDP at IDR 52.68 trillion based on the current prices (ADHB) while if measured with constant prices (ADHK), the GRDP of Bali in the second quarter reached IDR 35.94 trillion. The figure of IDR 35.94 trillion indicates an increase of 3.22 percent when compared to the PDRB ADHK of Bali in the first quarter of 2017, which reached IDR 34.82 trillion. If compared to the GRDP of Bali in second quarter of 2016, which was IDR 33.85 trillion, we find an increase of 5.87 percent. “The socalled quarterly growth rate is they yoy economic growth of Bali in 2017 reaching 5.87 percent in the second quarter”, said the Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, on Monday (Aug. 7). The 5.87 percent increase this quarter is relatively strong compared to the growth rate earlier this year, however it does represent a decrease in growth

compared to the second quarter of 2016. “Though there is a slowdown, the growth rate of 5.87 percent can be categorized as impressive” he said, adding that he hopes that this momentum can be used to maintain economic growth in Bali. “Usually, the first quarter is a consolidated quarter, where the economy has not started moving. There are still preparations of various things. And such preparations are only beginning to be realized in the second quarter”, he said. When compared to second quarter of 2016, the second quarter of 2017 is seen stronger than last year’s achievement in terms of quarter to quarter (qtq). Thus, in terms of yoy it is slowing, and the magnitude is categorized as impressive. When added by qtq, the growth exceeded last year’s so that the growth of Bali is not in a disappointing position, even if it does not reach the expectation having been targeted previously. (kmb42)

NEGARA - Bali Police Mobile Brigade officer Bagus Suda Suwarna was assaulted by an unknown person causing Suwarna to become unconscious and to have his long-barrelled firearm stolen on Tuesday afternoon (Aug. 8) in the parking lot of Hotel Ayana Jimbaran, Badung. This incident has received serious attention from the Bali police. The ranks of the Jembrana police also responded by immediately intensified highway operations by going from Denpasar to Gilimanuk and back. Supervising officers from each subdistrict police station fielded dozens of personel at different hours. Jembrana police also held a highway operation at Dangin Tukadaya village, Jembrana subdistrict, led by Chief of Jembrana Police, Priyanto Priyo Hutomo, which involved deploying all police functions. Based on information obtained in

the field, Gilimanuk harbour as Bali’s entry and exit point is being strictly guarded with people goods and vehicles being thoroughly examined. Almost all ranks of the Bali police are taking part in effort to prevent another similar incident from taking place and to prevent the circulation of illicit goods. The perpetrator of the assault of the police officer on Tuesday has yet to be located. The operations in Gilimanuk have yet to reveal any criminals carrying hazardous goods nor has it netted the perpetrator of the recent assault, they only found a number of traffic violators. Chief of Jembrana Police, Priyanto Priyo Hutomo, confirmed that the Jembrana police have been intensifying highway patrols and operations. U.S. FDA to launch campaign against e-cigarette use among youth

WASHINGTON - Hot on the heels of its proposal to lower nicotine levels in cigarettes, the U.S. Food and Drug Administration announced plans on Tuesday for an education campaign to discourage use of electronic cigarettes among youth.

The plan follows the agency’s proposal last month to both lower nicotine in combustible cigarettes and extend by four years the date by which e-cigarette manufacturers will be required to apply for authorization to sell their products. Its new policy “aims to strike a careful balance between the regulation of all tobacco products, and the opportunity to encourage development of innovative tobacco products that may be less dangerous than combustible cigarettes,” FDA Commissioner Scott Gottlieb said in a statement. Gottlieb is walking a tightrope between satisfying the interests of tobacco control advocates, who like the idea of lowering nicotine levels in cigarettes, and e-cigarette companies that have been lobbying for a lighter regulatory hand. But while they welcomed the proposal to lower

nicotine content in conventional cigarettes, public health experts disapprove of the proposal to extend the deadlines by which e-cigarette companies will be required to seek authorization for new and existing products. The plan means products with flavors that appeal to children will be available longer than they would have been without the extension. The new education campaign could go some way towards mitigating those concerns. More than 2 million middle- and high-school students in the United States were current users of ecigarettes and other vaping devices in 2016 and half of all middle and high school students who used a tobacco product of some sort used two or more, the FDA said. Gottlieb said the figures reflect “the troubling reality that they are the most commonly-used tobacco product among youth.” The education campaign will be part of the agency’s “The Real Cost” campaign to discourage cigarette use and will begin this fall. A full-scale campaign will be launched in 2018. It will start by releasing new digital material to educate youth about the potential for nicotine to rewire a teen’s brain and create cravings that can lead to addiction. (rtr)

Marijuana use holds three-fold blood pressure death risk: study

LONDON - People who smoke marijuana have a three times greater risk of dying from hypertension, or high blood pressure, than those who have never used the drug, scientists said on Wednesday. The risk grows with every year of use, they said. The findings, from a study of some 1,200 people, could have implications in the United States among other countries. Several states have legalized marijuana and others are moving toward it. It is decriminalized in a number of other countries. “Support for liberal marijuana use is partly due to claims that it is beneficial and possibly not harmful to health,” said Barbara Yankey, who co-led the research at the school of public health at Georgia State University in the United States. “It is important to establish whether any health benefits outweigh the potential health, social and economic risks. If marijuana use is implicated in cardiovascular diseases and deaths, then it rests on the health community and policy makers to protect the public.” Marijuana is also sometimes used for medicinal purposes, such as for glaucoma. The study, published in the European Journal of Preventive Cardiology, was a retrospective follow-up study of 1,213 people aged 20 or above who had been involved in a large and ongoing National Health and Nutrition Examination Survey. In 2005–2006, they were asked if they had ever used marijuana.

For Yankey’s study, information on marijuana use was merged with mortality data in 2011 from the U.S. National Center for Health Statistics, and adjusted for confounding factors such as tobacco smoking and variables including sex, age and ethnicity. The average duration of use among users of marijuana, or cannabis, was 11.5 years. The results showed marijuana users had a 3.42-times higher risk of death from hypertension than non-users, and a 1.04 greater risk for each year of use. There was no link between marijuana use and dying from heart or cerebrovascular diseases such as strokes. Yankey said were limitations in the way marijuana use was assessed -- including that researchers could not be sure whether people had used the drug continuously since they first tried it. But she said the results chimed with plausible risks, since marijuana is known to affect the cardiovascular system. “Marijuana stimulates the sympathetic nervous system, leading to increases in heart rate, blood pressure and oxygen demand,” she said. Experts not directly involved in the study said its findings would need to be replicated, but already raised concerns. “Despite the widely held view that cannabis is benign, this research adds to previous work suggesting otherwise,” said Ian Hamilton, a lecturer in mental health at Britain’s York University. AMLAPURA — Karangasem district is rich in cultural traditions. Until now, this tradition continues to be preserved because it is closely related to religious ritual at traditional villages. This year, the Karangasem culture office will propose four cultural traditions to central government in order to be established into the national intangible cultural heritage. Secretary of the Karangasem Culture Agency, Komang Subadra, said on Monday (Aug. 4) the four traditions are related to usaba dangsil at Bungaya village, usaba dodol and siat sarang at Selat and siat ketupat at Tenganan Dauh Tukad and Apit Yeh village. The whole implementation of this tradition has been documented, as one of the requirements for the submission of the tradition into an intangible national cultural heritage. “If everything is approved, the government is also obliged to preserve it,” he said. The four traditions are proposed because they are considered the most feasible in accordance with the requirements set by central government, especially the ministry of education and culture of Indonesia. Nevertheless, he admitted the tradition in Karangasem is quite a lot and must be preserved. Therefore, the proposal of tradition into an intangible national cultural heritage will be done gradually every year

due to budget constraints. Having been set into an intangible national cultural heritage, if the tradition is almost extinct, the government must perform a reconstruction to restore or preserve. This measure has been done to revive the art of Wayang Wong and Gambuh at Ban Village, Kubu subdistrict. Two years ago, two Karangasem traditions had been established as the intangible national cultural heritage. Both traditions are gebug ende in Seraya village and terteran at Jasri village. After going through the session at the ministry of education and culture, both have been officially stipulated as a national cultural heritage. After the determination as a national cultural heritage, both cultural heritages are going to be proposed to the UNESCO as a world cultural heritage. The proposal will be submitted by central government. Another national cultural heritage of Karangasem was also achieved from distinctive geringsing cloth of Tenganan. It has been established as a national cultural heritage a few years ago after it was proposed by the Bali provincial government to central government. Moreover, after holding the predicate as a national cultural heritage, typical geringsing cloth has also been established by the UNESCO as world cultural heritage. (kmb31)

HONG KONG - Hong Kong has scooped up over 90 tonnes of palm oil and closed more than a dozen beaches after a ship spill washed foul-smelling, Styrofoamlike clumps ashore, the latest major environmental disaster to blight the territory’s waters. Dead fish, shells, rocks, plastic bottles and other rubbish could still be found coated with globules of palm oil on beaches across the Chinesecontrolled territory on Wednesday, six days after two vessels collided in the Pearl River estuary. The spill has sparked outrage among some residents and environmentalists and comes just a year after mountains of rubbish washed up on Hong Kong’s beaches, with labels and packaging indicating most of it had come from mainland China. The government said late on Tuesday it had collected 93 tonnes

of palm oil, most of it congealed, and that the amount of the substance floating in Hong Kong waters was decreasing. It has closed 13 beaches since Sunday, a day after it said it had been informed of the spill by mainland authorities. Media said the accident happened on Thursday. Environmental groups have said that the scale of the spill could have severe ecological consequences, although the government said preliminary tests showed low traces of oil from affected areas. Media reported that 1,000 tonnes of palm oil spilled into the water after the vessels collided. 170 traditional sailboats enliven BSVF 2017

DENPASAR - Jukung Competition series of BritAma Sanur Vilage Festival (BSVF) XII 2017 followed by hundreds of traditional sailboats. Hundreds of villagers from Daup Customary Villagers, Kintamani, thronged the outermost courtyard of the Bale Agung Temple on Wednesday afternoon (Jun. 28) at around 14:00 to eat together. This shared meal is part of the traditional ngaturang lakon procession that was carried out by ten former leaders of Daup customary village. Jero Penyarikan Payu accompanied by headman of Daup, Dewa Nyoman Saliawan, when met last Wednesday explained that ngaturang lakon is a tradition that must be executed by former customary leaders of Daup customary village in the position of Jero Kubayan, Jero Bau, Jero Singgukan, Jero Nyarikan and Jero Mangku (temple priest). On Wednesday there were a total of ten residents who took part in the ngaturang lako, seven of whom had served as Jero Kubayan, two as Jero Bau and one as Jero Mangku. “This ngaturang lakon signifies a kind of returning of the offerings that were accepted when they were serving as leaders” explained Saliawan. According to the customs of the ngaturang lakon, residents who once served as kubayan (the highest position in the ulu apad system), are obliged to offer certain oblations including two pigs. Those who served as Jero Bau and temple priests (Jero Mangku) only offer a pig. “This year a total of 17 pigs are being offered”, he said. Jero Penyarikan Payu explained that the ngaturang laku begins with the negtegang procession, followed by nanceb taring and ngingsah. The procession was commenced three days ago and on Wednesday, the mapiuning (notifying) procession took place at the Puseh Temple in the morning when the pigs were brought to the temple. Later in the afternoon, after performing the mapiuning, the participants went back to the Bale Agung to slaughter the pigs and prepared for various purposes. “Some of the pork is processed for offerings, some divided up for malang (divided equally amongst all the heads of family) and the remaining is made dishes like lawar, sate to be eaten together” Payu explained. Jero Penyarikan Payu went on to explained that the ngaturang lakon tradition is not actually a necessity, however, if it is not implemented the former leaders are considered to have a spiritual debt. “Usually people give up their position as customary leaders (pedulan) once all their children have gotten married” he added. N.Korea considers missile strike on Guam after Trump’s ‘fire and fury’ warning

GUAM - North Korea said on Wednesday it is considering plans for a missile strike on the U.S. Pacific territory of Guam, just hours after President Donald Trump told the North that any threat to the United States would be met with “fire and fury”.

The sharp increase in tensions rattled financial markets and prompted warnings from U.S. officials and analysts not to engage in rhetorical slanging matches with North Korea. Pyongyang said it was “carefully examining” a plan to strike Guam, which is home to about 163,000 people and a U.S. military base that includes a submarine squadron, an airbase and a Coast Guard group. A Korean People’s Army spokesman said in a statement carried by state-run KCNA news agency the plan would be put into practice at any moment once leader Kim Jong Un makes a decision. Guam Governor Eddie Calvo dismissed the North’s threat and said the island was prepared for “any eventuality” with strategically placed defences. He said he

had been in touch with the White House and there was no change in the threat level. “Guam is American soil ... We are not just a military installation,” Calvo said in an online video message. North Korea also accused the United States of devising a “preventive war” and said in another statement that any plans to execute this would be met with an “all-out war wiping out all the strongholds of enemies, including the U.S. mainland”. Washington has warned it is ready to use force if needed to stop North Korea’s ballistic missile and nuclear programmes but that it prefers global diplomatic action, including sanctions. The U.N. Security Council unanimously imposed new sanctions on North Korea on Saturday. Trump issued his strongest warning yet for North Korea in comments to reporters in New Jersey on Tuesday. “North Korea best not make any more threats to the United States. CAPE TOWN - South African President Jacob Zuma survived an attempt in parliament to force him from office on Tuesday, but was left politically wounded after some members of his ruling African National Congress (ANC) party voted with the opposition. The 75-year-old Zuma, in power since 2009, secured 198 votes to the opposition’s 177 in a no-confidence motion held by secret ballot as loyal ANC lawmakers rallied to his support. There were nine abstentions. ANC lawmakers erupted into singing and dancing in parliament even before the speaker of the house announced the result of the vote in favour of Zuma, whose eight years in office have been dogged by allegations of corruption. “They are pumping propaganda through the media that the ANC is no longer supported by the people. It is their own imagination,” an exuberant Zuma told a cheering crowd outside parliament in Cape Town after the result was announced. “The ANC is supported by the overwhelming majority,” he said,

He stated that Keris has already been listed as a cultural heritage by UNESCO in 2005. China will face problems if it opposes code of conduct

JAKARTA - Indonesias vice president Jusuf Kalla has said that China would face problems if it continued to oppose the ASEAN code of conduct in the South China Sea. “With regard to the South China Sea, I think China will not initiate conflict, because if it does, then it will face problems, because 60 percent of its trade passes through the South China Sea,” he said at his office here, Tuesday. He was speaking about Indonesias role in developing the ASEAN unity, in connection with the 50th anniversary of the regional organization that falls on August 8. “Differences do happen, but we share similar views on other issues, such as terrorism and economic development. It is only regarding the South China Sea that our views differed in the meeting yesterday. Our views are different; this might happen because of the influences from countries outside the region,” he noted. Indonesias foreign minister Retno Marsudi attended the ASEAN foreign ministers meeting in Manila, the Philippines, from August 4-8.

Kalla called on the Indonesian delegation to not hesitate in insisting on a consensus among the ASEAN member countries over the South China Sea code of conduct, so as to preserve security, stability and peace in the region. Although Indonesia is not one of the claimants in the South China Sea, it has an interest in ensuring the regional stability, because if conflict happens, then all the ASEAN countries will be affected, he observed. “Indonesia is a big country. However, under the ASEAN system, all member countries are equal, no matter how small or big they are. We must regard the issue objectively but not hesitate too much,” he remarked. Indonesias territory borders the South China Sea in Natuna, which is rich in natural resources, and so, the implementation of the code of conduct in South China Sea would ensure more stability in the regions around it. “We share a border in Natuna, which is rich in natural resources. MELBOURNE - The flood of Chinese cash reshaping world soccer has not only swept up some of the game’s biggest clubs, coaches and players but also found more humble investments like Australia’s Newcastle Jets. The battling A-League club was bought by China’s Ledman Group for A$5.5 million ($4.34 million) last year, a trifling amount compared to the fortunes lavished for minority stakes in big European teams, but enough to make the Jets the first top-flight side wholly owned by a Chinese foreign investor. Led by CEO and avid soccer fan Martin Lee, the Shenzhenbased optoelectronics company already sponsors the Chinese Super League and owns naming rights to the Portuguese second division, Ledman LigaPro. With such backing, hopes were high for the 2007/08 champions from the port city north of Sydney to rise up after years of underachievement and administrative turmoil. Lee was hailed as a ‘saviour’ of a team that had been propped up by Football Federa-

tion Australia, the national soccer governing body, after fallen coal baron Nathan Tinkler was forced to relinquish ownership under a pile of debt. N.Korea considers missile strike on Guam after Trump’s ‘fire and fury’ warning

GUAM - North Korea said on Wednesday it is considering plans for a missile strike on the U.S. Pacific territory of Guam, just hours after President Donald Trump told the North that any threat to the United States would be met with “fire and fury”.

The sharp increase in tensions rattled financial markets and prompted warnings from U.S. officials and analysts not to engage in rhetorical slanging matches with North Korea. Pyongyang said it was “carefully examining” a plan to strike Guam, which is home to about 163,000 people and a U.S. military base that includes a submarine squadron, an airbase and a Coast Guard group. A Korean People’s Army spokesman said in a statement carried by state-run KCNA news agency the plan would be put into practice at any moment once leader Kim Jong Un makes a decision. Guam Governor Eddie Calvo dismissed the North’s threat and said the island was prepared for “any eventuality” with strategically placed defences. He said he

had been in touch with the White House and there was no change in the threat level. “Guam is American soil ... We are not just a military installation,” Calvo said in an online video message. North Korea also accused the United States of devising a “preventive war” and said in another statement that any plans to execute this would be met with an “all-out war wiping out all the strongholds of enemies, including the U.S. mainland”. Washington has warned it is ready to use force if needed to stop North Korea’s ballistic missile and nuclear programmes but that it prefers global diplomatic action, including sanctions. The U.N. Security Council unanimously imposed new sanctions on North Korea on Saturday. Trump issued his strongest warning yet for North Korea in comments to reporters in New Jersey on Tuesday. “North Korea best not make any more threats to the United States. South Africa’s Zuma survives noconfidence vote, some ANC lawmakers join opposition

CAPE TOWN - South African President Jacob Zuma survived an attempt in parliament to force him from office on Tuesday, but was left politically wounded after some members of his ruling African National Congress (ANC) party voted with the opposition. The 75-year-old Zuma, in power since 2009, secured 198 votes to the opposition’s 177 in a no-confidence motion held by secret ballot as loyal ANC lawmakers rallied to his support. There were nine abstentions. ANC lawmakers erupted into singing and dancing in parliament even before the speaker of the house announced the result of the vote in favour of Zuma, whose eight years in office have been dogged by allegations of corruption. “They are pumping propaganda through the media that the ANC is no longer supported by the people. It is their own imagination,” an exuberant Zuma told a cheering crowd outside parliament in Cape Town after the result was announced. “The ANC is supported by the overwhelming majority,” he said,

before breaking boisterously into song, cracking jokes and telling his supporters that the opposition had been thwarted in an attempted power grab. South Africa’s rand weakened nearly 1.5 percent immediately after the news of Zuma’s victory. According to Jokowi (Joko Widodo), currently, Indonesian youngsters are less interested in cultural crafts such as Keris. He stated that Keris has already been listed as a cultural heritage by UNESCO in 2005. Other than that, Jokowi stated that other countries leaders such as Turkish President Recep Tayyip Erdogan and Russians Vladimir Putin have Keris collection from Indonesia and have already stated their interests towards the blade. “The values and philosophies of

Keris have attracted them,” Jokowi added. Even though people pursue national development, they should not forget their own traditional heritages. “That is why we should preserve the national heritages such as Keris,” he explained. There are 409 Keris being exhibited as collection in Nusantara Keris Museum. Jokowi also stated that he would entrust his possession to the museum. “We should remember that museums and histories are our windows to the past in order to walk for the future in an optimistic manner. I hope this Keris Museum could be our form of respect towards cultural arts and as an inspirational source of values,” president said. China will face problems if it opposes code of conduct

JAKARTA - Indonesias vice president Jusuf Kalla has said that China would face problems if it continued to oppose the ASEAN code of conduct in the South China Sea. “With regard to the South China Sea, I think China will not initiate conflict, because if it does, then it will face problems, because 60 percent of its trade passes through the South China Sea,” he said at his office here, Tuesday. He was speaking about Indonesias role in developing the ASEAN unity, in connection with the 50th anniversary of the regional organization that falls on August 8. “Differences do happen, but we share similar views on other issues, such as terrorism and economic development. It is only regarding the South China Sea that our views differed in the meeting yesterday. Our views are different; this might happen because of the influences from countries outside the region,” he noted. Indonesias foreign minister Retno Marsudi attended the ASEAN foreign ministers meeting in Manila, the Philippines, from August 4-8.

Kalla called on the Indonesian delegation to not hesitate in insisting on a consensus among the ASEAN member countries over the South China Sea code of conduct, so as to preserve security, stability and peace in the region. Although Indonesia is not one of the claimants in the South China Sea, it has an interest in ensuring the regional stability, because if conflict happens, then all the ASEAN countries will be affected, he observed. “Indonesia is a big country. However, under the ASEAN system, all member countries are equal, no matter how small or big they are. We must regard the issue objectively but not hesitate too much,” he remarked. Indonesias territory borders the South China Sea in Natuna, which is rich in natural resources, and so, the implementation of the code of conduct in South China Sea would ensure more stability in the regions around it. “We share a border in Natuna, which is rich in natural resources. Forbidden fruit: Indonesia palm oil plantations boost security to stop thieves

JAKARTA - Indonesian security companies have seen a surge in demand for guards to protect palm oil plantations from fruit thieves and land grabbers, amid a rebound in prices of the commodity used to churn out everything from cooking oil to soap. Palm prices have jumped over 15 percent in the last few months, boosting the temptation for individuals or small-scale criminal gangs to steal fruit to sell to middlemen in the world’s biggest producer of the tropical oil. Security companies said this was driving more business their way, with palm growers looking to step up the number of guards patrolling plantations that can sometimes cover up to 30,000 hectares, equivalent to nearly half the entire land area of nearby Singapore. Some of those vast plantations are now being guarded by up to 200 people, Agoes Dermawan, secretary-general of the Indonesian Security Industry Association, told Reuters. “Palm is one of the sectors that require a lot of security forces because the level of theft of fresh fruit bunches is quite high, and other crimes related to plantations have also been rising, Dermawan said. Unclear regulations on land ownership in palmgrowing regions such as Sumatra and Kalimantan have also led to overlapping claims for land, with indigenous people occasionally occupying the concession areas of palm oil companies. Around 15 percent of the 650 members of the Indonesian Palm Oil Association are expected to use private

Security guards trained by Nawakara, which has around 10,000 employees in total, are tasked with preventing “unauthorised people” from accessing palm plantations, especially during the harvest season, Hindarto said. 170 traditional sailboats enliven BSVF 2017

DENPASAR - Jukung Competition series of BritAma Sanur Vilage Festival (BSVF) XII 2017 followed by hundreds of traditional sailboats. This shared meal is part of the traditional ngaturang lakon procession that was carried out by ten former leaders of Daup customary village. Jero Penyarikan Payu accompanied by headman of Daup, Dewa Nyoman Saliawan, when met last Wednesday explained that ngaturang lakon is a tradition that must be executed by former customary leaders of Daup customary village in the position of Jero Kubayan, Jero Bau, Jero Singgukan, Jero Nyarikan and Jero Mangku (temple priest). On Wednesday there were a total of ten residents who took part in the ngaturang lako, seven of whom had served as Jero Kubayan, two as Jero Bau and one as Jero Mangku. “This ngaturang lakon signifies a kind of returning of the offerings that were accepted when they were serving as leaders” explained Saliawan. According to the customs of the ngaturang lakon, residents who once served as kubayan (the highest position in the ulu apad system), are obliged to offer certain oblations including two pigs. Those who served as Jero Bau and temple priests (Jero Mangku) only offer a pig. “This year a total of 17 pigs are being offered”, he said. Jero Penyarikan Payu explained that the ngaturang laku begins with the negtegang procession, followed by nanceb taring and ngingsah. The procession was commenced three days ago and on Wednesday, the mapiuning (notifying) procession took place at the Puseh Temple in the morning when the pigs were brought to the temple. Later in the afternoon, after performing the mapiuning, the participants went back to the Bale Agung to slaughter the pigs and prepared for various purposes. “Some of the pork is processed for offerings, some divided up for malang (divided equally amongst all the heads of family) and the remaining is made dishes like lawar, sate to be eaten together” Payu explained. Jero Penyarikan Payu went on to explained that the ngaturang lakon tradition is not actually a necessity, however, if it is not implemented the former leaders are considered to have a spiritual debt. “Usually people give up their position as customary leaders (pedulan) once all their children have gotten married” he added. HONG KONG - Hong Kong has scooped up over 90 tonnes of palm oil and closed more than a dozen beaches after a ship spill washed foul-smelling, Styrofoamlike clumps ashore, the latest major environmental disaster to blight the territory’s waters. Dead fish, shells, rocks, plastic bottles and other rubbish could still be found coated with globules of palm oil on beaches across the Chinesecontrolled territory on Wednesday, six days after two vessels collided in the Pearl River estuary. The spill has sparked outrage among some residents and environmentalists and comes just a year after mountains of rubbish washed up on Hong Kong’s beaches, with labels and packaging indicating most of it had come from mainland China. The government said late on Tuesday it had collected 93 tonnes

of palm oil, most of it congealed, and that the amount of the substance floating in Hong Kong waters was decreasing. It has closed 13 beaches since Sunday, a day after it said it had been informed of the spill by mainland authorities. Media said the accident happened on Thursday. Environmental groups have said that the scale of the spill could have severe ecological consequences, although the government said preliminary tests showed low traces of oil from affected areas. Media reported that 1,000 tonnes of palm oil spilled into the water after the vessels collided. The impact on the territory’s marine life, which includes the endangered Chinese white dolphins - also known as pink dolphins - was not immediately clear. On Pui O beach on Lantau

U.S. FDA to launch campaign against e-cigarette use among youth

WASHINGTON - Hot on the heels of its proposal to lower nicotine levels in cigarettes, the U.S. Food and Drug Administration announced plans on Tuesday for an education campaign to discourage use of electronic cigarettes among youth.

The plan follows the agency’s proposal last month to both lower nicotine in combustible cigarettes and extend by four years the date by which e-cigarette manufacturers will be required to apply for authorization to sell their products. Its new policy “aims to strike a careful balance between the regulation of all tobacco products, and the opportunity to encourage development of innovative tobacco products that may be less dangerous than combustible cigarettes,” FDA Commissioner Scott Gottlieb said in a statement. Gottlieb is walking a tightrope between satisfying the interests of tobacco control advocates, who like the idea of lowering nicotine levels in cigarettes, and e-cigarette companies that have been lobbying for a lighter regulatory hand. But while they welcomed the proposal to lower

nicotine content in conventional cigarettes, public health experts disapprove of the proposal to extend the deadlines by which e-cigarette companies will be required to seek authorization for new and existing products. The plan means products with flavors that appeal to children will be available longer than they would have been without the extension. The new education campaign could go some way towards mitigating those concerns. More than 2 million middle- and high-school students in the United States were current users of ecigarettes and other vaping devices in 2016 and half of all middle and high school students who used a tobacco product of some sort used two or more, the FDA said. Gottlieb said the figures reflect “the troubling reality that they are the most commonly-used tobacco product among youth.” The education campaign will be part of the agency’s “The Real Cost” campaign to discourage cigarette use and will begin this fall. A full-scale campaign will be launched in 2018. It will start by releasing new digital material to educate youth about the potential for nicotine to rewire a teen’s brain and create cravings that can lead to addiction. (rtr)

Marijuana use holds three-fold blood pressure death risk: study

LONDON - People who smoke marijuana have a three times greater risk of dying from hypertension, or high blood pressure, than those who have never used the drug, scientists said on Wednesday. The risk grows with every year of use, they said. The findings, from a study of some 1,200 people, could have implications in the United States among other countries. Several states have legalized marijuana and others are moving toward it. It is decriminalized in a number of other countries. “Support for liberal marijuana use is partly due to claims that it is beneficial and possibly not harmful to health,” said Barbara Yankey, who co-led the research at the school of public health at Georgia State University in the United States. “It is important to establish whether any health benefits outweigh the potential health, social and economic risks. If marijuana use is implicated in cardiovascular diseases and deaths, then it rests on the health community and policy makers to protect the public.” Marijuana is also sometimes used for medicinal purposes, such as for glaucoma. The study, published in the European Journal of Preventive Cardiology, was a retrospective follow-up study of 1,213 people aged 20 or above who had been involved in a large and ongoing National Health and Nutrition Examination Survey. In 2005–2006, they were asked if they had ever used marijuana.

For Yankey’s study, information on marijuana use was merged with mortality data in 2011 from the U.S. National Center for Health Statistics, and adjusted for confounding factors such as tobacco smoking and variables including sex, age and ethnicity. The average duration of use among users of marijuana, or cannabis, was 11.5 years. The results showed marijuana users had a 3.42-times higher risk of death from hypertension than non-users, and a 1.04 greater risk for each year of use. There was no link between marijuana use and dying from heart or cerebrovascular diseases such as strokes. Yankey said were limitations in the way marijuana use was assessed -- including that researchers could not be sure whether people had used the drug continuously since they first tried it. But she said the results chimed with plausible risks, since marijuana is known to affect the cardiovascular system. “Marijuana stimulates the sympathetic nervous system, leading to increases in heart rate, blood pressure and oxygen demand,” she said. Experts not directly involved in the study said its findings would need to be replicated, but already raised concerns. “Despite the widely held view that cannabis is benign, this research adds to previous work suggesting otherwise,” said Ian Hamilton, a lecturer in mental health at Britain’s York University. AMLAPURA — Karangasem district is rich in cultural traditions. Until now, this tradition continues to be preserved because it is closely related to religious ritual at traditional villages. This year, the Karangasem culture office will propose four cultural traditions to central government in order to be established into the national intangible cultural heritage. Secretary of the Karangasem Culture Agency, Komang Subadra, said on Monday (Aug. 4) the four traditions are related to usaba dangsil at Bungaya village, usaba dodol and siat sarang at Selat and siat ketupat at Tenganan Dauh Tukad and Apit Yeh village. The whole implementation of this tradition has been documented, as one of the requirements for the submission of the tradition into an intangible national cultural heritage. “If everything is approved, the government is also obliged to preserve it,” he said. The four traditions are proposed because they are considered the most feasible in accordance with the requirements set by central government, especially the ministry of education and culture of Indonesia. Nevertheless, he admitted the tradition in Karangasem is quite a lot and must be preserved. Therefore, the proposal of tradition into an intangible national cultural heritage will be done gradually every year

due to budget constraints. Having been set into an intangible national cultural heritage, if the tradition is almost extinct, the government must perform a reconstruction to restore or preserve. This measure has been done to revive the art of Wayang Wong and Gambuh at Ban Village, Kubu subdistrict. Two years ago, two Karangasem traditions had been established as the intangible national cultural heritage. Both traditions are gebug ende in Seraya village and terteran at Jasri village. After going through the session at the ministry of education and culture, both have been officially stipulated as a national cultural heritage. After the determination as a national cultural heritage, both cultural heritages are going to be proposed to the UNESCO as a world cultural heritage. The proposal will be submitted by central government. Another national cultural heritage of Karangasem was also achieved from distinctive geringsing cloth of Tenganan. It has been established as a national cultural heritage a few years ago after it was proposed by the Bali provincial government to central government. Moreover, after holding the predicate as a national cultural heritage, typical geringsing cloth has also been established by the UNESCO as world cultural heritage. (kmb31)

A mobile brigade officer allegedly attacked His firearm seized

MANGUPURA - Member of the Bali Police Mobile Brigade, Ida Bagus Suda Suwarna, was allegedly attacked and found unconscious in the parking lot of Hotel Ayana Jimbaran, South Kuta, on Tuesday (Aug. 8). Apparently his long-barrelled firearm was stolen by the perpetrator who remains unidentified. According to a source, based on the testimony of the victim’s colleague, I Nyoman Wenten, a member of Sub-detachment A Pioneer, who was on duty with the victim at Hotel Ayana, the victim was having lunch with the security personnel of Karang Mas Residence at Rimba Resort located approximately 500 meters from Hotel Ayana at 11:00. After lunch, the victim went to the bathroom and then left the cafeteria still carrying his firearm. He then headed for the front post. Moments later, the victim

was found by the security personnel, unconscious in a seated position. The left side of hs face was bruised, and when he came to he vomited and his eyes were red. Chief of South Kuta Police, Wayan Latra, when asked for his confirmation said that his institution was still investigating. “The case is still being explored”, he said. Chief of the Mobile Brigade Unit, Laksana, also conveyed that his unit is still investigating the incident. Spokesperson of Bali Police, Hengky Widjaja, said the mobile brigade officer, Ida Bagus Suda Suwarna, was alleged to have been attacked by unidentified person and lost an AK 101 long barrel firearm belonging with magazines containing three empty bullets and 27 rubber bullets. The Bali police have established a joint team consisting of members of the profession and security unit, mobile brigade, criminal investigation as well as intelligence and security unit to conduct the investigations. The figure of IDR 35.94 trillion indicates an increase of 3.22 percent when compared to the PDRB ADHK of Bali in the first quarter of 2017, which reached IDR 34.82 trillion. If compared to the GRDP of Bali in second quarter of 2016, which was IDR 33.85 trillion, we find an increase of 5.87 percent. “The socalled quarterly growth rate is they yoy economic growth of Bali in 2017 reaching 5.87 percent in the second quarter”, said the Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, on Monday (Aug. 7). Thus, in terms of yoy it is slowing, and the magnitude is categorized as impressive. NEGARA - Bali Police Mobile Brigade officer Bagus Suda Suwarna was assaulted by an unknown person causing Suwarna to become unconscious and to have his long-barrelled firearm stolen on Tuesday afternoon (Aug. 8) in the parking lot of Hotel Ayana Jimbaran, Badung. This incident has received serious attention from the Bali police. The ranks of the Jembrana police also responded by immediately intensified highway operations by going from Denpasar to Gilimanuk and back. Supervising officers from each subdistrict police station fielded dozens of personel at different hours. Jembrana police also held a highway operation at Dangin Tukadaya village, Jembrana subdistrict, led by Chief of Jembrana Police, Priyanto Priyo Hutomo, which involved deploying all police functions. Based on information obtained in

the field, Gilimanuk harbour as Bali’s entry and exit point is being strictly guarded with people goods and vehicles being thoroughly examined. Almost all ranks of the Bali police are taking part in effort to prevent another similar incident from taking place and to prevent the circulation of illicit goods. The perpetrator of the assault of the police officer on Tuesday has yet to be located. The operations in Gilimanuk have yet to reveal any criminals carrying hazardous goods nor has it netted the perpetrator of the recent assault, they only found a number of traffic violators. Chief of Jembrana Police, Priyanto Priyo Hutomo, confirmed that the Jembrana police have been intensifying highway patrols and operations. Man held after BMW ‘deliberately’ ploughs into French soldiers in Paris

PARIS - Police hunting a driver who rammed his BMW into a group of French soldiers in western Paris, before speeding off, have arrested a suspect. The 37-year-old was stopped while driving towards the northern post of Calais, but officials said it was too early to say whether he was the man they were looking for. French media reported the suspect was shot during the arrest in a shootout with police. Six of a dozen or so troops were injured - three of them seriously - in the attack in the Levallois-Perret suburb of the city, which is being investigated by counter-terrorism officials.
