“Split’ Tops ‘Dog’s Purpose’ With $26 Million

LOS ANGELES - Despite the TMZ videos and boycott threats, “A Dog’s Purpose” still managed to pull in family audiences, who apparently were not convinced of the significance of footage of a cowering German Shepherd being forced into rushing water.

The story of a dog who gets reincarnated, living through and playing “man’s best friend” to multiple masters, brought in $18.4 million in its opening weekend. That’s in line with the openings of other films for animal-lovers, such as “Eight Below” ($20.1 million) and “Dolphin Tale” ($19.1 million), neither one of which raised the ire of PETA. Universal and Amblin partnered on “A Dog’s Purpose.” It has a $22 million production budget.

“It opened right in the sweet spot,

if not on the higher end of expectations,” said Nick Carpou, Universal’s domestic distribution chief.

“The fact that the film has worked so well speaks directly to its resonating message. The controversy surrounding the protests generated by a highly edited video is hard to ignore.

However, the box office shows that this film rises above that.”

He noted that even at multiplexes where there were protests, such as the Arclight in Los Angeles, the film did strong business. It’s a solid opening,

one that suggests that the companies were successful in containing the wave of bad publicity that threatened “A Dog’s Purpose’s” release. After TMZ released the video, director Lasse Hallstrom, producer Gavin Polone, and various cast members expressed their outrage. They placed most of the blame on the film’s second-unit production team or argued that the video was manipulated, while Universal, looking to contain the blowback, cancelled the film’s premiere. The protest threats and viral video did take a bite out of the grosses -- tracking two weeks ago suggested the film would open to as much as $24 million -- but the public relations headaches weren’t fatal. Aspiring French dentist wins Miss Universe; advocates teaching, toothcare

MANILA - A dental student from Paris was crowned Miss Universe on Monday, becoming the second Frenchwoman to win the title in the pageant’s history and the first champion from Europe in more than a decade.

Iris Mittenaere beat 85 other hopefuls in the finale in the Philippines in the 65th edition of the three-hour show that focused on diversity and empowering women to overcome the struggles of life.

“I was very surprised I won, I feel blessed,” said the 24-year-old, whose competition profile had described her goal as advocating for dental and oral hygiene if she won.

Having clinched the crown,

Mittenaere said she wanted to go beyond that and promote education for children and young women.

“Miss Universe was a dream, every girl wants to be Miss Universe ... the stage is amazing, everything is amazing,” she said, beaming throughout her victory news conference. “I want to help people, I want to understand people, I want to meet people, that’s why this is a dream for me.”

Haiti’s Raquel Pelissier was

the first runner-up, while Andrea Tovar of Colombia placed second runner-up.

Thirteen contestants were picked for the swimsuit round of the finals after a preliminary competition last week, before being reduced to nine for the evening gown segment.

The contenders were then trimmed to six, including Thailand’s Chalita Suansane, Mary Esther Were of Kenya and local hopeful Maxene Medina, who overcame a torrent of domestic criticism of her public-speaking skills.

Medina had a hard act to follow in the run-up to the competition,

with the wildly popular Filipina Pia Wurtzbach the reigning champion, and hogging much of media attention. Wurtzbach said she was happy with the result and congratulated Medina.

Steve Harvey returned as show host after a gaffe in the 2015 competition, when he mistakenly announced the wrong winner.

Canada’s Sierra Bearchell, a 23year-old law student and entrepreneur, also won a Top 13 spot despite getting some tough comments from fans about her weight, and how she was bigger than her rivals.

“This competition is more than what we look like. It’s about being

comfortable with who we are,” she was quoted as saying in a media interview.

SINGARAJA — One of the areas experiencing coastal abrasion in Buleleng district is Bukti village, Kubutambahan, and it is still ongoing so far. Moreover, it has been getting more serious since the past few years. This condition also threatens the buildings owned by residents.

Based on the monitoring on Sunday (Jan. 29), the abrasion points are located in the coastal border of Bukti village and Tejakula subdistrict. The revetment previously standing firmly looks to have been damaged by quite big waves. Moreover, people’s plantations and settlements were also eroded and getting narrower.

One of the residents, Ketut Selamat, told that the abrasion at the location still continues. Moreover, it has happened since four years ago. The revetment built by the government and residents also collapsed due to hit by the waves. “Formerly, the land was quite extensive and can be used to play soccer. From year to year, it continues to decrease. Too many parts of the revetment are broken,” he said.

Brunt of the waves, he said, also threatened the building. In addition to the location, similar abrasion also hit other areas, especially in the area of Kubutambahan. “Land of the building also reduces. We hope there is a handling,” he said.

When confirmed separately, Chief Executive of the Buleleng regional disaster mitigation agency (BPBD), Made Subur, said that since the past few years the coastal area of North Bali is often hit by abrasion. The location is not only in the eastern region, but also in the west region. “Abrasion occurs throughout the coastal areas as the impact of big waves,” he explained.

Such conditions, according to him, have not caused any damages to people’s property. Nonetheless, it needs to still be alerted. In order to minimize the abrasion, he said that coastal areas have to be installed with stones, yet it is not the authority of local government. “We have disseminated so that people are vigilant against disaster. However, the handling of abrasion lies in the authority of the Bali-Penida River Agency,” he affirmed. (kmb45)

BALI actually has Regional Bylaw No.5/2005 regarding the Requirements of Building Architecture. In essence, it aims to feature local wisdom as an identity in the architecture field on the Island of the Gods. However, the strong locality as mandated by the bylaw has not been fully realized in the field.

“Regarding this matter, we have to check in the field. The permit is issued by the respective district and municipal government. We are in the province does not issue any building permits,” said the Head of Bali Municipal Police, I Made Sukadana, in Denpasar.

According to Sukadana, application for permission of building permit is surely accompanied with the building design. It is the time for district / municipal government through the Office of Human Settlements or the Integrated Licensing to filter. Do not allow the permit of the buildings not to apply the ornament of Balinese architecture at all.

“Here, the government should issue the permit selectively. Then, make surveillance by the permit issuer team of each county and municipality against the execution of construction,” he explained.

Sukadana added that his office had ever conducted an operation against buildings that do not apply typical

Balinese architecture at the roundabout area. However, ultimately it was hampered because the permit was issued by the district. “At that time, the permit was issued by Badung district,” he added.

In the meantime, Secretary of Commission III of the Bali House of Representative, Ketut Kariyasa Adnyana, said that the existence of Regional Bylaw on the Requirements of Building Architecture should be very beneficial for the preservation of Balinese architecture. That is why all the houses in Bali must reflect local wisdom.

They comprise the buildings of government, public services, shopping center and entertainment venues.

“But we see today, a lot of violations have occurred. For example, there are many buildings on Jalan Teuku Umar, Denpasar, that do not apply Balinese typical architecture.

They should be given a reprimand to sanctions as has been set forth in the legislation,” he said.

Although the building permit is issued by district or municipal government, continued Kariyasa, it does not mean that provincial government cannot crack down on it. The permit should be issued with the reference to provincial regulation related to the architecture. Unfortunately, the occurrence seems to have become negligence by district / municipality and province. This implementation then makes the regulation is just like a toothless tiger.

“When there has been violation, they are allowed to continue. Then, the dissemination and coordination are still lacking between the district and the province. In fact, when they issued a building permit and so on, there should comply with the requirements in accordance with Balinese architecture. In the enforcement against the violation, the province should be firm, at least send a letter and impose administrative sanction,” said this PDI-P politician. (kmb32)

Britain plan to leave Euratom could delay new nuclear build

NASA unveils spaceship hatch 50 years after fatal Apollo 1 fire

CAPE CANAVERAL - NASA on Friday marked the 50th anniversary of its moon program’s fatal Apollo launchpad fire with the first public display of the scorched hatch that trapped three astronauts inside their spaceship during a routine pre-launch test.

NASA astronauts Virgil “Gus” Grissom, Edward White and Roger Chaffee died when thick smoke filled the crew module of the Apollo 1 capsule on Jan. 27, 1967, in what was the first deadly accident in the space agency’s early days.

The men were unable to open the capsule’s three-part hatch before being overcome by smoke. Emergency rescue teams rushed to battle the fire at the launchpad, located at what is now Cape Canaveral Air Force Station, but were too late.

The hatch has now been taken out of storage and incorporated into a new display at the Kennedy Space Center Visitor Complex to honor the fallen astronauts and serve as a reminder of the risks of spaceflight.

“Had that accident occurred in space, we’d have never known exactly what had happened,” former Gemini and Apollo astronaut Tom Stafford said at a ceremony to mark the exhibit’s opening.

The deaths of these “three great heroes ... helped save at least one other in flight, maybe two,” he added.

Investigators discovered several problems with the Apollo capsule design that led to the fire, including an electrical wiring issue, a pure-oxygen environment and flammable materials throughout the crew cabin.

NASA made dozens of changes and resumed flying in October 1968, setting the stage for the historic Apollo 11 lunar landing in July 1969.

Grissom, aged 40 and one of the original Mercury 7 astronauts, became the second American in space in a suborbital flight that preceded John Glenn’s landmark first U.S. orbital space flight.

White, who was 36, became the first American to walk in space as pilot of the Gemini 4 mission in June 1965. Chaffee, 31, was a rookie astronaut with no previous spaceflight experience.

Friday’s ceremony was one of several events this week in which NASA also paid tribute to the Space Shuttle Challenger crew, killed during launch on Jan. 28, 1986, and the Shuttle Columbia astronauts, who died when that spaceship

broke apart as it re-entered the Earth’s atmosphere on Feb. 1, 2003.

At twilight, the families of the Apollo 1 astronauts gathered at the base of the seaside launch complex where Grissom, White and Chaffee had been testing their capsule when the fire broke out.

“It’s really important that we come together and we don’t forget who they were and what they sacrificed. Even more important we remember that we don’t ever want to have it happen again,” Kennedy Space Center director and former shuttle astronaut Bob Cabana told the families.

Cabana said the new exhibit was intended to highlight the importance of a work culture where people feel free to voice concerns. Management and communications problems contributed to both space shuttle accidents, investigators found.

LONDON - Jan 27 British plans to leave the European Atomic Energy Community (Euratom) when it exits the European Union could raise costs, delay new nuclear power projects and complicate research and international cooperation agreements, experts said on Friday.

On Thursday, Britain published the legislation it will use to seek parliamentary approval for triggering the process for leaving the European Union, saying the Prime Minister has the power to notify the European Council of withdrawal.

That includes withdrawal from Euratom, an accompanying document to the bill said.

Britain plans to build new nuclear reactors as it faces an electricity supply gap in the coming decade, the biggest of which is the $24 billion Hinkley Point C project being built by French utility EDF. “Clearly this is something which could impact the industry’s complex supply chain and it may well have an impact on Hinkley Point,” said Anthony Froggart, senior research fellow at thinktank Chatham House.

He added that EDF has already raised concerns to the UK government about the impact of Brexit on labour movement and trade restrictions which could potentially raise the cost of construction.

In December, EDF said that Britain should “ideally” remain in Euratom, because it provides a framework for compliance with international safeguards to control the use of uranium and plutonium.

“None of the current new-build projects in the UK are British designs, and most are reliant on foreign technology that is accessible only via the existing bilateral treaties through Euratom,” said Vince Zabielski, senior lawyer at Pillsbury Winthrop Shaw Pittman.

“If the U.K. leaves Euratom before new standalone nuclear cooperation treaties are negotiated with France and the United States, current new build projects will be placed on hold while those stand-alone treaties are negotiated,” he added.

Britain also has several international nuclear cooperation agreements with countries outside the EU which are reliant on Euratom safeguards being in place.

Japan’s Toshiba and France’s Engie, through a joint venture called NuGen, plan to build three reactors in Britain from U.S.-based Westinghouse, while Horizon, owned by Japan’s Hitachi, also plans new nuclear capacity.

A spokesman for Horizon said withdrawal from Euratom would present issues which would need to be addressed but the firm is confident they can be resolved so they deliver their lead project on time.

Toshiba said on Friday it would review its struggling nuclear operation, without mentioning the Nugen project.

Euratom is the EU’s framework for nuclear energy safety and development, establishing a European market for goods and services and compliance with international nuclear safeguards.

Euratom was formed before the EU in 1957.

Although it is legally separate from the EU, it has the same members and is governed by EU institutions.

The Department for Business, Energy and Industrial Strategy said the government remains committed to high standards of nuclear safety, safeguards and support for the nuclear industry and is confident it can ensure effective arrangements for nuclear cooperation with Europe and the rest of the world. Supply of clean water still relies on tank truck SINGARAJA - Thousands of families at Tejakula village and surrounding areas face clean water crisis. Now, they are still awaiting the repair of broken pipeline at Antapura hamlet, Tejakula, after being hit by flash floods. Temporarily, the water is still handled through fulfillment by tank truck supply.

According to the data issued by the government of Tejakula, a total of 2,444 families are facing water crisis. They do not include residents of other areas, such as the Bondalem village.

He mentioned that in addition to the pipeline, the handling is also focused on the piles of rocks that cover up the road leading to dozens of isolated families. In addition to working manually, the work is also helped by the use of heavy equipment.

Building without Balinese architecture on the rise SINGARAJA — Buleleng district already issued Regional Bylaw No.1/ 2015 on buildings. This regulation is made to set the building design of government institution and private sector to characterize Balinese architecture.

Unfortunately, the regulation is like ‘a toothless tiger,’ so that the regulation has not been obeyed in the whole. Building owners expressed a variety of reasons why they do not comply with the regulations ranging from regulation considered a new product to the high cost of building in the style of Balinese architecture.

Head of the Buleleng Public Works and Spatial Planning Agency, Ketut Suparta Wijaya, confirmed

on Saturday (Jan. 29) about the Regional Bylaw No.1/2015 that has not been followed either by the government institution or private sector.

Suparta Wijaya added that since the regulation was enacted the Public Works and relevant agencies have introduced the regulation mandates in the whole by targeting the district agencies.

The dissemination is focused on the rules of office building design in order to add ornaments or decorations showing off Balinese architecture in the main building. The addition of Balinese architecture pursuant to the government’s commitment is to maintain and preserve Balinese architectural heritage. “Since the

regulation was enacted, we as technical institution have disseminated it. However, we target government institution. Indeed we admit there are still many buildings that have not showed off Balinese architecture,” he said.

According to Suparta Wijaya, the regulation requires each building of government institution and private sector to apply Balinese architecture. As mandates of the regulation, the institution is pessimistic if it can be followed. It happens because not all the parties having the building are Hindus. In addition, the high cost of building in Balinese architecture also becomes the reason why the building owners are reluctant to ap-

ply Balinese architecture as a whole in the physical building.

“I am pessimistic that application of Balinese architecture cannot be applied one hundred percent.

On that account, in the dissemination we’ve done, the addition of Balinese architecture can be made to one corner of the building only and is not applied one hundred percent. We all know that the building owners in Bali have different religion, and the cost of Balinese architecture is quite expensive,” he explained.

On the other hand, Suparta Wijaya added that implementation of this regulation can actually be done when people submit the document

of building permit. In this process, the licensing office will probably not issue the license before the applicants are willing to follow the mandates of Regional Bylaw No.1/2015. In the meantime, for the existing buildings that have not followed the regulation, Suparta Wijaya stated that judicial team of Buleleng district has the authorities to discipline.

“I prefer to emphasize that when people apply for their building permit they are asked to comply with the mandates of the existing regulation.

Otherwise, their permit application will probably not be processed.

SEMARAPURA - Bamboo can be processed into various kinds of saleable handicrafts. In the hand of Ketut Sabar, an artisan from Pasekan hamlet, Aan, Banjarangkan, bamboo is processed into windmill.

It is not just a windmill, but his work is able to generate loud rhythm because it is combined with cungklik (bamboo gamelan).

When met at his workshop on Sunday (Jan. 29), Subur admitted that he has made bamboo music windmill since the past two years.

His work has a wide range of rhythms. There are at least three types of rhythm he has made namely the baleganjur, angklung and jauk.

Likewise, in terms of size, there are made in standard, jumbo and big jumbo size.

Sabar first started making the bamboo music windmill due to his fad to combine windmill and the rhythm of bamboo gamelan.

He got the inspiration to make it after a quick look at a windmill generating a rhythm on a street in the Ubud area.

“The inspiration was obtained long time ago around 1991 when still working in Denpasar. However, I have just pursued this craft since the past two years. There is no specific study, but I did it autodidactically,” he explained.

When he first made the music windmill, he had no business orientation. He gave the homemade music windmill to residents who are fond of the sound of traditional music. But over time, his work interests many people. It is evident from many orders received. “Now, it is booming. I get quite a lot of orders and get overwhelmed,” he said.

Among the three types of rhythms he makes so far, the rhythm of angklung and baleganjur get the most enthusiasts. The orders are not only from the region of Bali, but also from outside Bali such as Manado and Solo. He sells the bamboo music windmill for IDR 300,000600,000 each. “The difficulty of making this craft only happens when setting the appropriate tone,” he added. (kmb40)

Duterte, in a break from his steadfast support for the police, estimated 40 percent of the force were corrupt and as “lousy as drug lords”, responding angrily late on Sunday to the kidnap and killing of a South Korean businessman by drug squad officers.

Duterte has been unwavering in his defence of police involved in the campaign against drugs in the face of international outrage over the death toll, and repeatedly said he would protect those accused of wrongdoing.

He has, however, frequently voiced frustration at police corruption.

Duterte made it clear the drugs war would continue until his presidency ends in 2022 and his police chief, Ronald dela Rosa, said he hoped operations could resume within a month.

“To all the rogue cops, beware! We no longer have a war on drugs. We now have a war on scalawags,” Dela Rosa told reporters after a flag-raising ceremony at the police headquarters where South Korean Jee Ick-joo, 53, was strangled in October.

New York-based Human Rights Watch dismissed the suspension of the anti-drug campaign as a public relations stunt, unless Duterte “seeks meaningful accountability” for the wave of drug-related killings unleashed after he took office seven months ago.

More than 7,000 people have since been killed, about 2,250 during police operations. The remainder are being investigated.

The drugs war has alarmed the West and rights groups accuse Duterte of tolerating a wave of extrajudicial killings by police.

Three of the tourists were found dead on Sunday, while 22 people, including the boat’s captain, were rescued.

Military ships and aircraft were scouring an area of 2,400 square nautical miles of sea, the agency said. The search had been hampered by strong wind and choppy waters, officials added.

Chinese President Xi Jinping had offered assistance and neighbouring Brunei deployed a helicopter and naval assets to help.

The rescued passengers and crew arrived in Kota Kinabalu early on Monday and were taken to hospital, the agency said.

Authorities were investigating whether the boat should have been used as a tourist vessel, the MMEA’s director-general, Ahmad Puzi Ab Kahar, told reporters.

“According to the skipper, the boat was ‘broken’ after being hit by strong waves, and sank. All the tourists were tied together and were carried away by the currents,” he said late on Sunday.

Police have detained the captain and a crewman for questioning, media said.

BUSINESS Euro zone steams into 2017 despite political risks

LONDON - The euro zone economy has kicked off the year robustly, data showed on Monday, presenting the European Central Bank with evidence that its massive cash stimulus is working but also posing difficulties about the way forward. There are risks ahead - some political - but for now the 19 member states of the euro zone are doing better than many expected.

German inflation looks set to come in strongly after five federal states clocked up annual price rises close to - and in three cases above - the ECB’s just-under 2 percent target for the euro zone as a whole.

Spain, the euro zone’s fourth largest economy, reported its output grew last year at 3.2 percent, adding to 3.2 percent and 1.4 percent in the previous two years, signalling strong recovery from a banking-debt crisis and a recession.

Manufacturing confidence in the Netherlands - the fifth largest economy - hit its highest level since 2008, while various economic sentiment indexes for the euro zone as a whole came in much better than expected.

Bloc-wide economic sentiment, for example, hit a near six-year high.

Less heralded, there were also signs of growth among the currency bloc’s smaller economies - Lithuania’s year-on-year GDP was 3.0 percent in the fourth quarter, while Austrian inflation accelerated and its purchasing managers’ index soared.

The data comes after a week in which other reports showed relatively strong performances continuing into this year from 2016 for heavyweights

Germany and France.

“2017 seems to have started on a very solid footing,” said Jennifer McKeown, chief European economist at Capital Economics in London. “The economy is performing (well).”

HEADWINDS All this will be good news for the ECB, which has so far pumped just over 1.5 trillion euros ($1.6 trillion) into the euro zone economy to try to stave off deflation and kickstart some growth, along with providing negligible interest rates. But it will also add pressure on the ECB to pull back on some of its largesse.

German officials in particular take a dim view of the ECB’s free spending and with inflation expected to be higher in Germany, Europe’s biggest economy, than across the euro zone as a whole, the pressure will be on. “If this price development is sustainable, the prerequisite for the withdrawal from the loose monetary policy is created,” ECB policymaker and Bundesbank chief Jens Weidmann said last week.

The ECB, however, has indicated it is in no rush to turn off the taps.

German current account surplus to hit record, world’s largest in 2016 - Ifo

BERLIN - Germany’s current account surplus is expected to have hit a new record of $297 billion in 2016, overtaking that of China again to become the world’s largest, the Munich-based Ifo economic institute said on Monday.

This would be equivalent to 8.6 percent of total output, which means it would once again breach the European Commission’s recommended upper threshold of 6 percent. In 2015 the current account surplus stood at $271 billion.

The European Commission and the United States have urged Germany to lift domestic demand and imports to help reduce global economic imbalances and fuel global growth, including within the euro zone.

Germany rejects such criticism,

saying it already lifted domestic demand by introducing a national minimum wage in 2015 and agreeing on a strong hike in pension entitlements in 2016. In addition, the government has increased state spending on roads, digital infrastructure and asylum seekers while sticking to its goal of keeping a balanced budget.

Asked about Ifo’s estimate, a spokeswoman for the economy ministry said the government views the surplus as high but the imbalance was not excessive.

“The federal government shares the view of the European Commission that the German current account surplus has to be assessed as high - but it doesn’t represent an excessive imbalance,” spokeswoman Tanja Alemany Sanchez

de Leon said.

She added that Germany’s current account surplus with other euro zone countries halved to some 2 percent of gross domestic product in 2015 from roughly 4 percent in 2007.

“That shows there is a reduction of trade imbalances within the euro zone,” the spokeswoman said, adding that 44 percent of Germany’s current account surplus was due to business relations with the United States and Britain.

Sangging, a Person Officiating in Tooth Filling Ritual

One of the obligatory ceremonies to be implemented by the Hindus in Bali is mapandes or tooth filing ceremony. The ceremony is conducted by a sangging or tooth filer symbolically chiseling the four upper incisors and two canines. Then, it is resumed with filing the teeth by using a saw filer, so that they become flat and neat.

Dr. I Made Surada, a lecturer of State Hindu Dharma Institute (IHDN) Denpasar, said that sangging is person who has certain ability in the ceremony, such as making the offerings, bade tower, shrine building, sculpture, painting and others. People having the profession as sangging have already owned the skills. “To become a sangging, people have to go through a pawintenan or initiation rite according to the level of ceremony performed,” he said.

A sangging is not only good at making the works, but also able to perform initiation rite (spiritually animate the work). Sangging is not only able to officiate over physically (sekala), but also psychically (niskala).

“Sangging has to be able to chant mantra so that a sangging should have undergone a pawintenan at its spiritual teacher,” he said.

Temple priest and high priest usually also serve as sangging. In certain case, the sangging can also be assisted in the process of ceremony. At first, he consecrates the chisel, filer and gem with the meaning that the tooth to be filed will become brilliant. The palmleaf manuscripts used as reference for this tooth-filing ceremony are the Tatwa Kala, Kala Puja Pati, Semaradahana and Tutur Sanghyang Yama.

Lately, there is an official becoming a sangging. It is okay provided that it has undergone the initiation rite for the profession.

Otherwise, it can only watch the procession because the ritual must be accompanied with mantra to be chanted. Without mantra, the procession will be the same as filing teeth at beauty salon or dental clinic. “Although the people are not high priests, they can also become a sangging as long as they have taken the initiation rite for the profession first,” he said.

It is different from the case of tooth

filing for dead people. The sangging will be assigned to its biological mother. This provision is carried in the Proktah palm-leaf manuscript. The tool used to file the teeth is rice knife commonly used in earlier times.

Otherwise, it can be replaced with lotus flower as the rice knife seems to be difficult to find. “Sangging having not undergone the initiation rite is believed to bring in an effect on the next descent,” he explained.

He said that Hindu communities in Bali always organizes tooth filing ceremony for their sons and daughters after growing adult.

This ceremony aims to control the influence of Shadripu (six enemies) in the children because their desire will give more opportunities to be teased. When this happens, it will infiltrate and have negative impact on

their behavior.

On that account, they are purified by tooth filing rite whose implementation comes with a set of offerings symbolizing the teeth. In the filing ritual for the six teeth, the ends symbolize Adharma (untruth) that are then filed to make them flat symbolizing dharma.

By doing so, dharma remains to control of the life of children having undergone the ritual.

Tooth filing is a ritual with the meaning to discover the true nature of human and release from the shackles of darkness or Shadripu effect in humans. Shadripu poses six enemies arising from the nature of bad deeds in human, namely Kama (lust), Lobha (greed), Krodha (anger), Mada (arrogance), Moha (attachment) and Matsarya (jealousy).

People can undergo the tooth filing ceremony when they physically have entered adolescent period. In girls, it can be done after getting the first menstruation and in boys after experiencing voice changes. This ritual is meant to remove impurities in the form of kala, bhuta, pisacas and raksasa in the sense that the body and soul are overwhelmed by the Shadripu nature so as to find true nature of human.

Another objective is also to get reunited with their father and mother having been in sacred realm, to avoid punishment in hell later on imposed by Lord Yama in the form of biting lower end of petung bamboo as stated in the Atma Prasangsa palm-leaf manuscript and parents can meet their obligations to their children so as to be genuine human. Tens of thousands in U.S. cities protest Trump immigration order

NEW YORK - Tens of thousands of people rallied in U.S. cities and at airports on Sunday to voice outrage over President Donald Trump’s executive order restricting entry into the country for travelers from seven Muslim-majority nations.

In New York, Washington and Boston, a second wave of demonstrations followed spontaneous rallies that broke out at U.S. airports on Saturday as U.S. Customs and Border Protection agents began enforcing Trump’s directive. The protests spread westward as the day progressed.

The order, which bars admission of Syrian refugees and suspends travel to the United States from Syria, Iraq, Iran and four other countries on national security grounds, has led to the detention or deportation of hundreds of people arriving at U.S. airports.

One of the largest of Sunday’s protests took place at Battery Park in lower Manhattan, within sight of the Statue of Liberty in New York Harbor, long a symbol of welcome to U.S. shores.

Democratic Senator Charles Schumer of New York told the crowd that Trump’s order was un-American

and ran counter to the country’s core values.

“What we are talking about here is life and death for so many people,” the Senate Democratic leader said. “I will not rest until these horrible orders are repealed.”

The march, estimated to have grown to about 10,000 people, later began heading to the U.S. Customs and Border Protection office in lower Manhattan.

In Washington, thousands rallied at Lafayette Square across from the White House, chanting: “No hate, no fear, refugees are welcome here.”

It was the second straight weekend that Washington was the scene of protests. Last Saturday, hundreds of thousands of women participated in an anti-Trump rally and march, one of dozens staged across the country.

On Sunday, many of the protesters left the White House area and marched along Pennsylvania Avenue, stopping at the Trump International

Hotel where they shouted: “Shame, shame, shame.”

A crowd that police estimated at 8,000 people eventually arrived at the steps of the U.S. Capitol, where a line of uniformed officers stood guard.

As the crowd passed the Canadian Embassy en route to the Capitol, protesters chanted: “Hey hey, ho ho, I wish our leader was Trudeau.” It was a reference to Canadian Prime Minister Justin Trudeau’s Saturday Twitter message affirming his country’s welcoming policy toward refugees.

Trump defended the executive order in a statement on Sunday, saying the United States would resume issuing visas to all countries once secure policies were put in place over the next 90 days.

“To be clear, this is not a Muslim ban, as the media is falsely reporting,” Trump said. “This is not about religion - this is about terror and keeping our country safe.” (rtr)

Muslim-majority Indonesia deeply regrets U.S. immigrant vetting plans

JAKARTA - Indonesian Foreign Minister Retno Marsudi said on Sunday the Muslimmajority nation deeply regrets President Donald Trump’s plans for “extreme vetting” of people from some Muslim countries entering the United States under new immigration orders.

In a far-reaching order that caused chaos and confusion after it was signed late on Friday, Trump put a four-month hold on allowing refugees into the United States and temporarily barred travellers from Syria and six other Muslimmajority countries.

Indonesia, which has the world’s largest Muslim population, is not among the seven nations whose citizens face restrictions. However, when asked about Trump’s plans for “extreme vetting”, Marsudi said in social media message sent to Reuters: “We have deep regrets about the policy.”

In December 2015, Trump called for a ban on all Muslims entering the United States. The idea drew fire for suggesting a religious test for immigrants that critics said would violate the U.S. Constitution and later evolved into

a proposal for “extreme vetting”.

Most of Indonesia’s 220 million Muslims practise a moderate form of Islam, although the country has some vocal Islamist groups and has suffered in the past from attacks by militants. Indonesia has close relations with the United States and many of its citizens think highly of former U.S. President Barack Obama, who spent part of his childhood in Jakarta.

Indonesian President Joko Widodo said after Trump’s inauguration he was optimistic that relations between the countries would strengthen, to the benefit of both. Foreign Minister Marsudi said Indonesians seeking visas to go the United States had not faced any problems so far. She said there were “hundreds of thousands” of Indonesians in the United States.

A statement on the website of

the Indonesian embassy in Washington (http://bit.ly/2kdBJs1) urged its citizens in the United States to stay calm, but keep vigilant.

It said Indonesian citizens should respect U.S. laws and help ensure public order in their neighbourhoods, but also that they should understand their rights in case of any issues and directed them to the website of the American Civil Liberties Union (ACLU). (www.aclu.org).

The ACLU sought and won a temporary stay on Trump’s order to restrict travellers with passports from Syria, Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

JAKARTA — Indonesia, the world’s most populous Muslim nation, says President Donald Trump’s ban on citizens of seven Muslim countries from entering the U.S. could hurt the global fight against terrorism.

Foreign Ministry spokesman Armanatha Nasir said Monday that the policy is the sovereign right of the U.S. but Indonesia, which is not one of the directly affected countries, “deeply regrets” it and believes it will have a “negative impact on global efforts to fight terrorism” and the handling of refugees.

“It is wrong to associate radicalism and terrorism with a particular religion,” Nasir said in a statement.

“Efforts to combat terrorism must be carried out by promoting international cooperation, including

in addressing the root causes of terrorism.”

Trump on Friday signed an executive order placing a 90-day ban on travel to the U.S. by citizens of Iraq, Syria, Iran, Sudan, Libya, Somalia or Yemen, and a 120-day suspension of the U.S. refugee program. Syrians are indefinitely blocked from entry.

Some governments including U.S. allies have criticized the policy, which caused chaos at U.S. airports on the weekend as travelers were detained and sparked protests.

The Indonesian government has advised its citizens in the United States to be familiar with their rights and respect local laws. It said its missions are monitoring any developments that could affect Indonesians in the U.S.(ap)

Federer says his game-style made him believe he could win 18th slam

MELBOURNE - In his darkest moments last year when he doubted if he would ever get back to full fitness following his knee injury, Roger Federer clung on to one thought -- he still had the game to maybe sneak another grand slam title.

He was right. Federer, who missed the Rio Olympics and U.S. Open last year while he recovered, outlasted Rafa Nadal in five sets on Sunday to clinch his 18th grand slam title at Melbourne Park, four and half years after his last.

“There’s never a guarantee but I was always positive,” the 35year-old told the Australian Open website about how he got through the doldrums last year.

“It was about staying calm and believing the work’s paying off and that the variety I have in my game maybe allows me to maybe sneak in one or a couple.”

Federer said his belief was also based on the fact that until his injury, he was still competing well, reaching two grand slam finals in 2015 and two semi-finals in 2016.

“If you look back at my results, in 2016 and especially in 2015, I think I played some really good tennis and some good attacking tennis,” he said.

“Honestly I believed I could do it, the question was how’s Novak (Djokovic) going to play, how’s Andy (Murray) going to play, Rafa and everybody.

CLEVELAND - LeBron James scored 25 points, grabbed 14 rebounds and became the first player to score 20,000 points in a Cavaliers uniform in Cleveland’s 107-91 victory on Sunday against the Oklahoma City Thunder.

And yet the storm clouds of a turbulent week that James helped induce for the Cavs may not be completely over.

Kevin Love left the game in the second quarter with back spasms and did not make the trip to Dallas for Monday’s game against the Mavericks. Instead, he’ll remain in Cleveland for an MRI on his back, which has now cost him the equivalent of three games in the last two weeks.

Coach Tyronn Lue acknowledged Love’s back was bothering him when he arrived at the arena on Sunday.

“It’s nothing to play with,” James said of Love’s back issues. James had back problems of his own a couple years ago.

“It’s a terrible feeling when your back is hurt. It just limits you more than anything. I know it’s very frustrating for him because he puts in a lot of work.”

Russell Westbrook had 20 points, 12 rebounds and 10 assists for his 24th tripledouble of the season and first of his career

against the Cavs, but he struggled most of the day. Westbrook shot 7 of 26 and committed four turnovers while being guarded most of the day by Iman Shumpert.

“Russell’s seen every imaginable defense,” Thunder coach Billy Donovan said. “He had some good looks, both in deep and in the freethrow line area. He had some 3s. It was a game where maybe shots didn’t go down for him, but I didn’t feel he was laboring to get shots off or he was having a difficult time getting to the rim. It was one of those games.”

Kyrie Irving scored 29 points and passed for 10 assists, while Tristan Thompson grabbed 19 points and grabbed 12 rebounds for the Cavs, who have won consecutive games after losing six of their previous eight.

Thompson had one of his best defensive games of the season blocking four shots and picking off four steals. Now he is the last remaining big in the rotation since Love is down at least temporarily.

“This has been our mantra since we all came together: Next man up. We talk about it every year,” Thompson said. “We hope Kevin gets well, takes care of his body, because you know we’re going to need him for the long haul. The long coastline makes for a good walk, with virtually no other human in sight most of the time, other than occasional local seaweed farmers tending to their crops, or bold and lonesome surfers out on the reef break, having their thrill of a lifetime (only for the advanced, and those really determined on carrying their boards down and up the hill again). There are actually two halves of Nyang Nyang Beach, divided only by a broad grassy headland. Near the western end of the eastern half of Nyang Nyang, you’ll be treated to a lone split shipwreck on the sand. You can stay on for sunset here or make the climb up again before dark. It has also become a camping site for die-hard travellers and weekenders as the deserted ambiance makes it an excellent spot for bonfires under the stars and for those willing to set up tents and camp the night. Swimming out is not recommended; obviously there are no lifeguards on patrol. Also, be in good shape and bring adequate rations and drinking water – there are also no food stalls or peddlers, other than one at Nyang Nyang Beach’s western half, selling drinks and colourful beach cloths. CLEVELAND - LeBron James scored 25 points, grabbed 14 rebounds and became the first player to score 20,000 points in a Cavaliers uniform in Cleveland’s 107-91 victory on Sunday against the Oklahoma City Thunder.

And yet the storm clouds of a turbulent week that James helped induce for the Cavs may not be completely over.

Tens of thousands in U.S. cities protest Trump immigration order

NEW YORK - Tens of thousands of people rallied in U.S. cities and at airports on Sunday to voice outrage over President Donald Trump’s executive order restricting entry into the country for travelers from seven Muslim-majority nations.

In New York, Washington and Boston, a second wave of demonstrations followed spontaneous rallies that broke out at U.S. airports on Saturday as U.S. Customs and Border Protection agents began enforcing Trump’s directive. The protests spread westward as the day progressed.

The order, which bars admission of Syrian refugees and suspends travel to the United States from Syria, Iraq, Iran and four other countries on national security grounds, has led to the detention or deportation of hundreds of people arriving at U.S. airports.

One of the largest of Sunday’s protests took place at Battery Park in lower Manhattan, within sight of the Statue of Liberty in New York Harbor, long a symbol of welcome to U.S. shores.

Democratic Senator Charles Schumer of New York told the crowd that Trump’s order was un-American

and ran counter to the country’s core values.

“What we are talking about here is life and death for so many people,” the Senate Democratic leader said. “I will not rest until these horrible orders are repealed.”

The march, estimated to have grown to about 10,000 people, later began heading to the U.S. Customs and Border Protection office in lower Manhattan.

In Washington, thousands rallied at Lafayette Square across from the White House, chanting: “No hate, no fear, refugees are welcome here.”

It was the second straight weekend that Washington was the scene of protests. Last Saturday, hundreds of thousands of women participated in an anti-Trump rally and march, one of dozens staged across the country.

On Sunday, many of the protesters left the White House area and marched along Pennsylvania Avenue, stopping at the Trump International

Hotel where they shouted: “Shame, shame, shame.”

A crowd that police estimated at 8,000 people eventually arrived at the steps of the U.S. Capitol, where a line of uniformed officers stood guard.

As the crowd passed the Canadian Embassy en route to the Capitol, protesters chanted: “Hey hey, ho ho, I wish our leader was Trudeau.” It was a reference to Canadian Prime Minister Justin Trudeau’s Saturday Twitter message affirming his country’s welcoming policy toward refugees.

Trump defended the executive order in a statement on Sunday, saying the United States would resume issuing visas to all countries once secure policies were put in place over the next 90 days.

“To be clear, this is not a Muslim ban, as the media is falsely reporting,” Trump said. “This is not about religion - this is about terror and keeping our country safe.” (rtr)

Muslim-majority Indonesia deeply regrets U.S. immigrant vetting plans

JAKARTA - Indonesian Foreign Minister Retno Marsudi said on Sunday the Muslimmajority nation deeply regrets President Donald Trump’s plans for “extreme vetting” of people from some Muslim countries entering the United States under new immigration orders.

In a far-reaching order that caused chaos and confusion after it was signed late on Friday, Trump put a four-month hold on allowing refugees into the United States and temporarily barred travellers from Syria and six other Muslimmajority countries.

Indonesia, which has the world’s largest Muslim population, is not among the seven nations whose citizens face restrictions. However, when asked about Trump’s plans for “extreme vetting”, Marsudi said in social media message sent to Reuters: “We have deep regrets about the policy.”

In December 2015, Trump called for a ban on all Muslims entering the United States. The idea drew fire for suggesting a religious test for immigrants that critics said would violate the U.S. Constitution and later evolved into

a proposal for “extreme vetting”.

Most of Indonesia’s 220 million Muslims practise a moderate form of Islam, although the country has some vocal Islamist groups and has suffered in the past from attacks by militants. Indonesia has close relations with the United States and many of its citizens think highly of former U.S. President Barack Obama, who spent part of his childhood in Jakarta.

Indonesian President Joko Widodo said after Trump’s inauguration he was optimistic that relations between the countries would strengthen, to the benefit of both. Foreign Minister Marsudi said Indonesians seeking visas to go the United States had not faced any problems so far. She said there were “hundreds of thousands” of Indonesians in the United States.

A statement on the website of

the Indonesian embassy in Washington (http://bit.ly/2kdBJs1) urged its citizens in the United States to stay calm, but keep vigilant.

It said Indonesian citizens should respect U.S. laws and help ensure public order in their neighbourhoods, but also that they should understand their rights in case of any issues and directed them to the website of the American Civil Liberties Union (ACLU). (www.aclu.org).

The ACLU sought and won a temporary stay on Trump’s order to restrict travellers with passports from Syria, Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

JAKARTA — Indonesia, the world’s most populous Muslim nation, says President Donald Trump’s ban on citizens of seven Muslim countries from entering the U.S. could hurt the global fight against terrorism.

Foreign Ministry spokesman Armanatha Nasir said Monday that the policy is the sovereign right of the U.S. but Indonesia, which is not one of the directly affected countries, “deeply regrets” it and believes it will have a “negative impact on global efforts to fight terrorism” and the handling of refugees.

“It is wrong to associate radicalism and terrorism with a particular religion,” Nasir said in a statement.

“Efforts to combat terrorism must be carried out by promoting international cooperation, including

in addressing the root causes of terrorism.”

Trump on Friday signed an executive order placing a 90-day ban on travel to the U.S. by citizens of Iraq, Syria, Iran, Sudan, Libya, Somalia or Yemen, and a 120-day suspension of the U.S. refugee program. Syrians are indefinitely blocked from entry.

Some governments including U.S. allies have criticized the policy, which caused chaos at U.S. airports on the weekend as travelers were detained and sparked protests.

BUSINESS Euro zone steams into 2017 despite political risks

LONDON - The euro zone economy has kicked off the year robustly, data showed on Monday, presenting the European Central Bank with evidence that its massive cash stimulus is working but also posing difficulties about the way forward. There are risks ahead - some political - but for now the 19 member states of the euro zone are doing better than many expected.

German inflation looks set to come in strongly after five federal states clocked up annual price rises close to - and in three cases above - the ECB’s just-under 2 percent target for the euro zone as a whole.

Spain, the euro zone’s fourth largest economy, reported its output grew last year at 3.2 percent, adding to 3.2 percent and 1.4 percent in the previous two years, signalling strong recovery from a banking-debt crisis and a recession.

Manufacturing confidence in the Netherlands - the fifth largest economy - hit its highest level since 2008, while various economic sentiment indexes for the euro zone as a whole came in much better than expected.

Bloc-wide economic sentiment, for example, hit a near six-year high.

Less heralded, there were also signs of growth among the currency bloc’s smaller economies - Lithuania’s year-on-year GDP was 3.0 percent in the fourth quarter, while Austrian inflation accelerated and its purchasing managers’ index soared.

The data comes after a week in which other reports showed relatively strong performances continuing into this year from 2016 for heavyweights

Germany and France.

“2017 seems to have started on a very solid footing,” said Jennifer McKeown, chief European economist at Capital Economics in London. “The economy is performing (well).”

HEADWINDS All this will be good news for the ECB, which has so far pumped just over 1.5 trillion euros ($1.6 trillion) into the euro zone economy to try to stave off deflation and kickstart some growth, along with providing negligible interest rates. But it will also add pressure on the ECB to pull back on some of its largesse.

German officials in particular take a dim view of the ECB’s free spending and with inflation expected to be higher in Germany, Europe’s biggest economy, than across the euro zone as a whole, the pressure will be on. “If this price development is sustainable, the prerequisite for the withdrawal from the loose monetary policy is created,” ECB policymaker and Bundesbank chief Jens Weidmann said last week.

The ECB, however, has indicated it is in no rush to turn off the taps.

German current account surplus to hit record, world’s largest in 2016 - Ifo

BERLIN - Germany’s current account surplus is expected to have hit a new record of $297 billion in 2016, overtaking that of China again to become the world’s largest, the Munich-based Ifo economic institute said on Monday.

This would be equivalent to 8.6 percent of total output, which means it would once again breach the European Commission’s recommended upper threshold of 6 percent. In 2015 the current account surplus stood at $271 billion.

The European Commission and the United States have urged Germany to lift domestic demand and imports to help reduce global economic imbalances and fuel global growth, including within the euro zone.

Germany rejects such criticism,

saying it already lifted domestic demand by introducing a national minimum wage in 2015 and agreeing on a strong hike in pension entitlements in 2016. In addition, the government has increased state spending on roads, digital infrastructure and asylum seekers while sticking to its goal of keeping a balanced budget.

Asked about Ifo’s estimate, a spokeswoman for the economy ministry said the government views the surplus as high but the imbalance was not excessive.

“The federal government shares the view of the European Commission that the German current account surplus has to be assessed as high - but it doesn’t represent an excessive imbalance,” spokeswoman Tanja Alemany Sanchez

de Leon said.

She added that Germany’s current account surplus with other euro zone countries halved to some 2 percent of gross domestic product in 2015 from roughly 4 percent in 2007.

“That shows there is a reduction of trade imbalances within the euro zone,” the spokeswoman said, adding that 44 percent of Germany’s current account surplus was due to business relations with the United States and Britain.

Sangging, a Person Officiating in Tooth Filling Ritual

One of the obligatory ceremonies to be implemented by the Hindus in Bali is mapandes or tooth filing ceremony. The ceremony is conducted by a sangging or tooth filer symbolically chiseling the four upper incisors and two canines. Then, it is resumed with filing the teeth by using a saw filer, so that they become flat and neat.

Dr. I Made Surada, a lecturer of State Hindu Dharma Institute (IHDN) Denpasar, said that sangging is person who has certain ability in the ceremony, such as making the offerings, bade tower, shrine building, sculpture, painting and others. People having the profession as sangging have already owned the skills. “To become a sangging, people have to go through a pawintenan or initiation rite according to the level of ceremony performed,” he said.

A sangging is not only good at making the works, but also able to perform initiation rite (spiritually animate the work). Sangging is not only able to officiate over physically (sekala), but also psychically (niskala).

“Sangging has to be able to chant mantra so that a sangging should have undergone a pawintenan at its spiritual teacher,” he said.

Temple priest and high priest usually also serve as sangging. In certain case, the sangging can also be assisted in the process of ceremony. At first, he consecrates the chisel, filer and gem with the meaning that the tooth to be filed will become brilliant. The palmleaf manuscripts used as reference for this tooth-filing ceremony are the Tatwa Kala, Kala Puja Pati, Semaradahana and Tutur Sanghyang Yama.

Lately, there is an official becoming a sangging. It is okay provided that it has undergone the initiation rite for the profession.

Otherwise, it can only watch the procession because the ritual must be accompanied with mantra to be chanted. Without mantra, the procession will be the same as filing teeth at beauty salon or dental clinic. “Although the people are not high priests, they can also become a sangging as long as they have taken the initiation rite for the profession first,” he said.

It is different from the case of tooth

filing for dead people. The sangging will be assigned to its biological mother. This provision is carried in the Proktah palm-leaf manuscript. The tool used to file the teeth is rice knife commonly used in earlier times.

Otherwise, it can be replaced with lotus flower as the rice knife seems to be difficult to find. “Sangging having not undergone the initiation rite is believed to bring in an effect on the next descent,” he explained.

He said that Hindu communities in Bali always organizes tooth filing ceremony for their sons and daughters after growing adult.

This ceremony aims to control the influence of Shadripu (six enemies) in the children because their desire will give more opportunities to be teased. When this happens, it will infiltrate and have negative impact on

their behavior.

On that account, they are purified by tooth filing rite whose implementation comes with a set of offerings symbolizing the teeth. In the filing ritual for the six teeth, the ends symbolize Adharma (untruth) that are then filed to make them flat symbolizing dharma.

By doing so, dharma remains to control of the life of children having undergone the ritual.

Tooth filing is a ritual with the meaning to discover the true nature of human and release from the shackles of darkness or Shadripu effect in humans. Shadripu poses six enemies arising from the nature of bad deeds in human, namely Kama (lust), Lobha (greed), Krodha (anger), Mada (arrogance), Moha (attachment) and Matsarya (jealousy).

People can undergo the tooth filing ceremony when they physically have entered adolescent period. In girls, it can be done after getting the first menstruation and in boys after experiencing voice changes. This ritual is meant to remove impurities in the form of kala, bhuta, pisacas and raksasa in the sense that the body and soul are overwhelmed by the Shadripu nature so as to find true nature of human.

Another objective is also to get reunited with their father and mother having been in sacred realm, to avoid punishment in hell later on imposed by Lord Yama in the form of biting lower end of petung bamboo as stated in the Atma Prasangsa palm-leaf manuscript and parents can meet their obligations to their children so as to be genuine human. SEMARAPURA - Bamboo can be processed into various kinds of saleable handicrafts. In the hand of Ketut Sabar, an artisan from Pasekan hamlet, Aan, Banjarangkan, bamboo is processed into windmill.

It is not just a windmill, but his work is able to generate loud rhythm because it is combined with cungklik (bamboo gamelan).

When met at his workshop on Sunday (Jan. 29), Subur admitted that he has made bamboo music windmill since the past two years.

His work has a wide range of rhythms. There are at least three types of rhythm he has made namely the baleganjur, angklung and jauk.

Likewise, in terms of size, there are made in standard, jumbo and big jumbo size.

Sabar first started making the bamboo music windmill due to his fad to combine windmill and the rhythm of bamboo gamelan.

He got the inspiration to make it after a quick look at a windmill generating a rhythm on a street in the Ubud area.

“The inspiration was obtained long time ago around 1991 when still working in Denpasar. However, I have just pursued this craft since the past two years. There is no specific study, but I did it autodidactically,” he explained.

When he first made the music windmill, he had no business orientation. He gave the homemade music windmill to residents who are fond of the sound of traditional music. But over time, his work interests many people. It is evident from many orders received. “Now, it is booming. I get quite a lot of orders and get overwhelmed,” he said.

Among the three types of rhythms he makes so far, the rhythm of angklung and baleganjur get the most enthusiasts. The orders are not only from the region of Bali, but also from outside Bali such as Manado and Solo. He sells the bamboo music windmill for IDR 300,000600,000 each. “The difficulty of making this craft only happens when setting the appropriate tone,” he added. (kmb40)

Duterte made it clear the drugs war would continue until his presidency ends in 2022 and his police chief, Ronald dela Rosa, said he hoped operations could resume within a month.

“To all the rogue cops, beware! We no longer have a war on drugs. We now have a war on scalawags,” Dela Rosa told reporters after a flag-raising ceremony at the police headquarters where South Korean Jee Ick-joo, 53, was strangled in October.

“We will cleanse our ranks.”

New York-based Human Rights Watch dismissed the suspension of the anti-drug campaign as a public relations stunt, unless Duterte “seeks meaningful accountability” for the wave of drug-related killings unleashed after he took office seven months ago.

More than 7,000 people have since been killed, about 2,250 during police operations. The remainder are being investigated.

The drugs war has alarmed the West and rights groups accuse Duterte of tolerating a wave of extrajudicial killings by police.

The boat went down after being battered by heavy waves. The tourists were tied together and swept away by the current, the head of the Malaysian Maritime Enforcement Agency (MMEA) said.

Adrift for several hours, floating in their life jackets before help arrived, the tourists were picked up by the boats of fishermen who spotted them, Malaysian maritime officials said.

Three of the tourists were found dead on Sunday, while 22 people, including the boat’s captain, were rescued.

Military ships and aircraft were scouring an area of 2,400 square nautical miles of sea, the agency said. The search had been hampered by strong wind and choppy waters, officials added.

Chinese President Xi Jinping had offered assistance and neighbouring Brunei deployed a helicopter and naval assets to help.

The rescued passengers and crew arrived in Kota Kinabalu early on Monday and were taken to hospital, the agency said.

Anxious family members also arrived in the state capital on Monday, to be es-

corted to the hospital by Chinese embassy officials.

Authorities were investigating whether the boat should have been used as a tourist vessel, the MMEA’s director-general, Ahmad Puzi Ab Kahar, told reporters.

“According to the skipper, the boat was ‘broken’ after being hit by strong waves, and sank. All the tourists were tied together and were carried away by the currents,” he said late on Sunday.

Police have detained the captain and a crewman for questioning, media said.

NASA unveils spaceship hatch 50 years after fatal Apollo 1 fire

CAPE CANAVERAL - NASA on Friday marked the 50th anniversary of its moon program’s fatal Apollo launchpad fire with the first public display of the scorched hatch that trapped three astronauts inside their spaceship during a routine pre-launch test.

NASA astronauts Virgil “Gus” Grissom, Edward White and Roger Chaffee died when thick smoke filled the crew module of the Apollo 1 capsule on Jan. 27, 1967, in what was the first deadly accident in the space agency’s early days.

The men were unable to open the capsule’s three-part hatch before being overcome by smoke. Emergency rescue teams rushed to battle the fire at the launchpad, located at what is now Cape Canaveral Air Force Station, but were too late.

The hatch has now been taken out of storage and incorporated into a new display at the Kennedy Space Center Visitor Complex to honor the fallen astronauts and serve as a reminder of the risks of spaceflight.

“Had that accident occurred in space, we’d have never known exactly what had happened,” former Gemini and Apollo astronaut Tom Stafford said at a ceremony to mark the exhibit’s opening.

The deaths of these “three great heroes ... helped save at least one other in flight, maybe two,” he added.

Investigators discovered several problems with the Apollo capsule design that led to the fire, including an electrical wiring issue, a pure-oxygen environment and flammable materials throughout the crew cabin.

NASA made dozens of changes and resumed flying in October 1968, setting the stage for the historic Apollo 11 lunar landing in July 1969.

Grissom, aged 40 and one of the original Mercury 7 astronauts, became the second American in space in a suborbital flight that preceded John Glenn’s landmark first U.S. orbital space flight.

White, who was 36, became the first American to walk in space as pilot of the Gemini 4 mission in June 1965. Chaffee, 31, was a rookie astronaut with no previous spaceflight experience.

Friday’s ceremony was one of several events this week in which NASA also paid tribute to the Space Shuttle Challenger crew, killed during launch on Jan. 28, 1986, and the Shuttle Columbia astronauts, who died when that spaceship

broke apart as it re-entered the Earth’s atmosphere on Feb. 1, 2003.

At twilight, the families of the Apollo 1 astronauts gathered at the base of the seaside launch complex where Grissom, White and Chaffee had been testing their capsule when the fire broke out.

“It’s really important that we come together and we don’t forget who they were and what they sacrificed. Even more important we remember that we don’t ever want to have it happen again,” Kennedy Space Center director and former shuttle astronaut Bob Cabana told the families.

Cabana said the new exhibit was intended to highlight the importance of a work culture where people feel free to voice concerns. Management and communications problems contributed to both space shuttle accidents, investigators found.

LONDON - Jan 27 British plans to leave the European Atomic Energy Community (Euratom) when it exits the European Union could raise costs, delay new nuclear power projects and complicate research and international cooperation agreements, experts said on Friday.

On Thursday, Britain published the legislation it will use to seek parliamentary approval for triggering the process for leaving the European Union, saying the Prime Minister has the power to notify the European Council of withdrawal.

That includes withdrawal from Euratom, an accompanying document to the bill said.

Britain plans to build new nuclear reactors as it faces an electricity supply gap in the coming decade, the biggest of which is the $24 billion Hinkley Point C project being built by French utility EDF. “Clearly this is something which could impact the industry’s complex supply chain and it may well have an impact on Hinkley Point,” said Anthony Froggart, senior research fellow at thinktank Chatham House.

He added that EDF has already raised concerns to the UK government about the impact of Brexit on labour movement and trade restrictions which could potentially raise the cost of construction.

In December, EDF said that Britain should “ideally” remain in Euratom, because it provides a framework for compliance with international safeguards to control the use of uranium and plutonium.

“None of the current new-build projects in the UK are British designs, and most are reliant on foreign technology that is accessible only via the existing bilateral treaties through Euratom,” said Vince Zabielski, senior lawyer at Pillsbury Winthrop Shaw Pittman.

“If the U.K. leaves Euratom before new standalone nuclear cooperation treaties are negotiated with France and the United States, current new build projects will be placed on hold while those stand-alone treaties are negotiated,” he added.

Britain also has several international nuclear cooperation agreements with countries outside the EU which are reliant on Euratom safeguards being in place.

Japan’s Toshiba and France’s Engie, through a joint venture called NuGen, plan to build three reactors in Britain from U.S.-based Westinghouse, while Horizon, owned by Japan’s Hitachi, also plans new nuclear capacity.

A spokesman for Horizon said withdrawal from Euratom would present issues which would need to be addressed but the firm is confident they can be resolved so they deliver their lead project on time.

Toshiba said on Friday it would review its struggling nuclear operation, without mentioning the Nugen project.

Euratom is the EU’s framework for nuclear energy safety and development, establishing a European market for goods and services and compliance with international nuclear safeguards.

Euratom was formed before the EU in 1957.

Although it is legally separate from the EU, it has the same members and is governed by EU institutions.

The Department for Business, Energy and Industrial Strategy said the government remains committed to high standards of nuclear safety, safeguards and support for the nuclear industry and is confident it can ensure effective arrangements for nuclear cooperation with Europe and the rest of the world. Building without Balinese architecture on the rise SINGARAJA — Buleleng district already issued Regional Bylaw No.1/ 2015 on buildings. This regulation is made to set the building design of government institution and private sector to characterize Balinese architecture.

Unfortunately, the regulation is like ‘a toothless tiger,’ so that the regulation has not been obeyed in the whole. Building owners expressed a variety of reasons why they do not comply with the regulations ranging from regulation considered a new product to the high cost of building in the style of Balinese architecture.

Head of the Buleleng Public Works and Spatial Planning Agency, Ketut Suparta Wijaya, confirmed

on Saturday (Jan. 29) about the Regional Bylaw No.1/2015 that has not been followed either by the government institution or private sector.

Suparta Wijaya added that since the regulation was enacted the Public Works and relevant agencies have introduced the regulation mandates in the whole by targeting the district agencies.

The dissemination is focused on the rules of office building design in order to add ornaments or decorations showing off Balinese architecture in the main building. The addition of Balinese architecture pursuant to the government’s commitment is to maintain and preserve Balinese architectural heritage. “Since the

regulation was enacted, we as technical institution have disseminated it. However, we target government institution. Indeed we admit there are still many buildings that have not showed off Balinese architecture,” he said.

According to Suparta Wijaya, the regulation requires each building of government institution and private sector to apply Balinese architecture. As mandates of the regulation, the institution is pessimistic if it can be followed. It happens because not all the parties having the building are Hindus. In addition, the high cost of building in Balinese architecture also becomes the reason why the building owners are reluctant to ap-

ply Balinese architecture as a whole in the physical building.

“I am pessimistic that application of Balinese architecture cannot be applied one hundred percent.

On that account, in the dissemination we’ve done, the addition of Balinese architecture can be made to one corner of the building only and is not applied one hundred percent. We all know that the building owners in Bali have different religion, and the cost of Balinese architecture is quite expensive,” he explained.

On the other hand, Suparta Wijaya added that implementation of this regulation can actually be done when people submit the document

of building permit. In this process, the licensing office will probably not issue the license before the applicants are willing to follow the mandates of Regional Bylaw No.1/2015. In the meantime, for the existing buildings that have not followed the regulation, Suparta Wijaya stated that judicial team of Buleleng district has the authorities to discipline.

“I prefer to emphasize that when people apply for their building permit they are asked to comply with the mandates of the existing regulation.

Otherwise, their permit application will probably not be processed.

When people have built but still violate, the judicial team is mandatory to discipline,” he explained. (kmb38)

SINGARAJA — One of the areas experiencing coastal abrasion in Buleleng district is Bukti village, Kubutambahan, and it is still ongoing so far. Moreover, it has been getting more serious since the past few years. This condition also threatens the buildings owned by residents.

Based on the monitoring on Sunday (Jan. 29), the abrasion points are located in the coastal border of Bukti village and Tejakula subdistrict. The revetment previously standing firmly looks to have been damaged by quite big waves. Moreover, people’s plantations and settlements were also eroded and getting narrower.

One of the residents, Ketut Selamat, told that the abrasion at the location still continues. Moreover, it has happened since four years ago. The revetment built by the government and residents also collapsed due to hit by the waves. “Formerly, the land was quite extensive and can be used to play soccer. From year to year, it continues to decrease. Too many parts of the revetment are broken,” he said.

Brunt of the waves, he said, also threatened the building. In addition to the location, similar abrasion also hit other areas, especially in the area of Kubutambahan. “Land of the building also reduces. We hope there is a handling,” he said.

When confirmed separately, Chief Executive of the Buleleng regional disaster mitigation agency (BPBD), Made Subur, said that since the past few years the coastal area of North Bali is often hit by abrasion. The location is not only in the eastern region, but also in the west region. “Abrasion occurs throughout the coastal areas as the impact of big waves,” he explained.

Such conditions, according to him, have not caused any damages to people’s property. Nonetheless, it needs to still be alerted. In order to minimize the abrasion, he said that coastal areas have to be installed with stones, yet it is not the authority of local government. “We have disseminated so that people are vigilant against disaster. However, the handling of abrasion lies in the authority of the Bali-Penida River Agency,” he affirmed. (kmb45)

BALI actually has Regional Bylaw No.5/2005 regarding the Requirements of Building Architecture. In essence, it aims to feature local wisdom as an identity in the architecture field on the Island of the Gods. However, the strong locality as mandated by the bylaw has not been fully realized in the field.

“Regarding this matter, we have to check in the field. The permit is issued by the respective district and municipal government. We are in the province does not issue any building permits,” said the Head of Bali Municipal Police, I Made Sukadana, in Denpasar.

According to Sukadana, application for permission of building permit is surely accompanied with the building design. It is the time for district / municipal government through the Office of Human Settlements or the Integrated Licensing to filter. Do not allow the permit of the buildings not to apply the ornament of Balinese architecture at all.

“Here, the government should issue the permit selectively. Then, make surveillance by the permit issuer team of each county and municipality against the execution of construction,” he explained.

Sukadana added that his office had ever conducted an operation against buildings that do not apply typical

Balinese architecture at the roundabout area. However, ultimately it was hampered because the permit was issued by the district. “At that time, the permit was issued by Badung district,” he added.

In the meantime, Secretary of Commission III of the Bali House of Representative, Ketut Kariyasa Adnyana, said that the existence of Regional Bylaw on the Requirements of Building Architecture should be very beneficial for the preservation of Balinese architecture. That is why all the houses in Bali must reflect local wisdom.

They comprise the buildings of government, public services, shopping center and entertainment venues.

“But we see today, a lot of violations have occurred. For example, there are many buildings on Jalan Teuku Umar, Denpasar, that do not apply Balinese typical architecture.

They should be given a reprimand to sanctions as has been set forth in the legislation,” he said.

Although the building permit is issued by district or municipal government, continued Kariyasa, it does not mean that provincial government cannot crack down on it. The permit should be issued with the reference to provincial regulation related to the architecture. Unfortunately, the occurrence seems to have become negligence by district / municipality and province. This implementation then makes the regulation is just like a toothless tiger.

“When there has been violation, they are allowed to continue. Then, the dissemination and coordination are still lacking between the district and the province. In fact, when they issued a building permit and so on, there should comply with the requirements in accordance with Balinese architecture. In the enforcement against the violation, the province should be firm, at least send a letter and impose administrative sanction,” said this PDI-P politician. (kmb32)

That’s in line with the openings of other films for animal-lovers, such as “Eight Below” ($20.1 million) and “Dolphin Tale” ($19.1 million), neither one of which raised the ire of PETA. Universal and Amblin partnered on “A Dog’s Purpose.” It has a $22 million production budget.

“It opened right in the sweet spot,

if not on the higher end of expectations,” said Nick Carpou, Universal’s domestic distribution chief.

“The fact that the film has worked so well speaks directly to its resonating message. The controversy surrounding the protests generated by a highly edited video is hard to ignore.

However, the box office shows that this film rises above that.”

He noted that even at multiplexes where there were protests, such as the Arclight in Los Angeles, the film did strong business. It’s a solid opening,

one that suggests that the companies were successful in containing the wave of bad publicity that threatened “A Dog’s Purpose’s” release. After TMZ released the video, director Lasse Hallstrom, producer Gavin Polone, and various cast members expressed their outrage. They placed most of the blame on the film’s second-unit production team or argued that the video was manipulated, while Universal, looking to contain the blowback, cancelled the film’s premiere. The protest threats and viral video did take a bite out of the grosses -- tracking two weeks ago suggested the film would open to as much as $24 million -- but the public relations headaches weren’t fatal. Aspiring French dentist wins Miss Universe; advocates teaching, toothcare

MANILA - A dental student from Paris was crowned Miss Universe on Monday, becoming the second Frenchwoman to win the title in the pageant’s history and the first champion from Europe in more than a decade.

Iris Mittenaere beat 85 other hopefuls in the finale in the Philippines in the 65th edition of the three-hour show that focused on diversity and empowering women to overcome the struggles of life.

“I was very surprised I won, I feel blessed,” said the 24-year-old, whose competition profile had described her goal as advocating for dental and oral hygiene if she won.

Having clinched the crown,

Mittenaere said she wanted to go beyond that and promote education for children and young women.

“Miss Universe was a dream, every girl wants to be Miss Universe ... the stage is amazing, everything is amazing,” she said, beaming throughout her victory news conference. “I want to help people, I want to understand people, I want to meet people, that’s why this is a dream for me.”

Haiti’s Raquel Pelissier was

the first runner-up, while Andrea Tovar of Colombia placed second runner-up.

Thirteen contestants were picked for the swimsuit round of the finals after a preliminary competition last week, before being reduced to nine for the evening gown segment.

The contenders were then trimmed to six, including Thailand’s Chalita Suansane, Mary Esther Were of Kenya and local hopeful Maxene Medina, who overcame a torrent of domestic criticism of her public-speaking skills.

Medina had a hard act to follow in the run-up to the competition,

with the wildly popular Filipina Pia Wurtzbach the reigning champion, and hogging much of media attention. Wurtzbach said she was happy with the result and congratulated Medina.

Steve Harvey returned as show host after a gaffe in the 2015 competition, when he mistakenly announced the wrong winner.

Canada’s Sierra Bearchell, a 23year-old law student and entrepreneur, also won a Top 13 spot despite getting some tough comments from fans about her weight, and how she was bigger than her rivals.

“This competition is more than what we look like. It’s about being

comfortable with who we are,” she was quoted as saying in a media interview.
