Carrie Fisher, ‘Star Wars’ Princess Leia, dies at 60
LOS ANGELES - Carrie Fisher, who rose to fame as Princess Leia in the “Star Wars” films and later endured drug addiction before going on to tell her story as a best-selling author, died on Tuesday aged 60, her family said. Fisher, a mental health advocate who spoke about her own struggles with bipolar disorder and cocaine addiction, had suffered a heart attack on Friday as she flew into Los Angeles. The daughter of actor Debbie Reynolds and the late singer Eddie Fisher had been returning from England where she was shooting the third season of the British sitcom “Catastrophe.” “Thank you to everyone who

She made headlines last month when she disclosed that she had a three-month love affair with her “Star Wars” co-star Harrison Ford 40 years ago. Fisher revealed the secret to People magazine while promoting her new memoir, “The Princess Diarist,” just before it went on sale. The book is based on Fisher’s diaries from her time working on the first “Star Wars” movie. Harrison said in a statement Fisher was funny, emotionally fearless and one-of-a-kind. “She lived her life, bravely...We will all miss her.” Fisher said the affair started and ended in 1976 during production on the blockbuster sci-fi adventure in which she first appeared as the intrepid Princess Leia. Ford played the maverick space pilot Han Solo. “It was Han and Leia during the week, and Carrie and Harrison during the weekend,” Fisher told People. She was 19 and Ford was 33 at the time. “How could you ask such a shining specimen of a man to be satisfied with the likes of me? I was so inexperienced, but I trusted something about him. Kerry to lay out vision for Israeli-Palestinian peace

WASHINGTON - U.S. Secretary of State John Kerry will lay out his vision for ending the Israeli-Palestinian conflict in a speech on Wednesday, days after the United States cleared the way for a U.N. resolution demanding an end to Israeli settlements. The speech, less than a month before President Barack Obama leaves office, is expected to be the administration’s last word on a decades-old dispute that Kerry had hoped to resolve during his four years as America’s top diplomat. It could also be seen in Israel as another parting shot at Israeli Prime Minister Benjamin Netanyahu, who has had an especially acrimonious relationship with Obama since they both took office in 2009. broke with a longstanding approach of diplomatically shielding Israel and abstained on a United Nations Security Council resolution that passed with 14 countries in favor and none against. Crossing traffic in Bali Strait starts to be crowded As observed at Gilimanuk Harbor, the incoming traffic of vehicles started to show an increase. Data of the ASDP Ketapang indicated that on Sunday (Dec. 25) until Monday (Dec. 26) there were 33,209 passengers and 5,069 units of cars coming into Bali. This number increased when compared to previous days during the past week. In addition, there were 2,709 motorcycles crossing to Bali via Gilimanuk Harbor.
“It has started to rise since this week, where the highest increase occurred on Christmas Day,” said Business Manager of Ketapang Harbor, Ardi Ekapaty, when contacted on Monday (Dec. 26). In 2017, tourist arrival targeted to reach 3.5 million
SINGARAJA - Tourist visit to Buleleng in 2017 is targeted to increase from this year. It is adjusted to the rapidly growing tourist attraction. To support the growth, the district government will be more diligent in the promotion and arrangement. The Head of the Buleleng Culture and Tourism Agency, I Nyoman Sutrisna, revealed that the target of tourist arrival in 2017 reaches 3.5 million people. This figure increased from this year of 2.75 million people and in 2015 reached 2.5 million people. “Since 2015, the target of tourist arrival has continued to increase. The achievement is also continuously exceeded. They are dominated by domestic travelers. Foreign travelers are dominated by those from Europe,” he said at his office on Tuesday (Dec. 27). He added that the increase is inseparable from the rapid tourism development. The objects on offer are no longer confined to natural attractions that have been managed by the community or tourism village as set forth in the Regent Decree No.430/927/HK/2015. There are also spiritual attractions spreading across in some areas. “Tourist attraction has increasingly developed, both in mainland and the sea. Besides, there are also Hindu and Islamic spiritual tourism. This is becoming the reason of the increase in the target,” he said. To achieve the target, the ad-
dition of supporting facilities at a number of tourist attractions will also be carried out in 2017. The budget is obtained from the special allocation fund (DAK) valued at IDR 2.5 billion. “Now, there have been ten tourism villages. Later on, some of them will get arrangement program determined based on the scale of priorities,” he said. The measures taken do not just stop there. In order to attract more travelers to visit the earth of Panji Sakti (Buleleng), tourism promotion will continue to be rolled out. Other than by district government, the promotion is also made through promotion of regional agency having been established not long ago. “Later, this agency will cooperate with travel agencies. The whole objects will be promoted,” said Sutrisna. Previously, promotional measures have been carried out through the exhibition organized by the government, both regionally, nationally and internationally. At that time, all the potentials are outlined in the brochures and calendar of events. In 2016, there are 10 events organized. Some of them are the Buleleng Festival, Twin Lakes Festival, Buleleng Bali Lovina Dive Festival and Lovina Festival. “In 2017, there will be three additional events. Pregnancy linked to changes in mothers’ brains
PREGNANCY may trigger changes in the structure and size of regions in a woman’s brain that are involved in responding to social and emotional cues, a recent study suggests. Many of these changes appeared to last at least two years after giving birth, the study found. Mothers who had the most pronounced alterations in their brains also scored higher on tests of emotional attachment to their babies than women whose brains underwent subtler changes. “This study provides the first insights into the impact of pregnancy on the gray matter architecture of the human brain,” said lead study author Elseline Hoekzema of the University of Leiden in The Netherlands. While the exact cause of these shifts in the brain isn’t clear, it’s possible the changes may help women prepare for the social demands of motherhood, researchers report in the journal Nature Neuroscience. For the study, researchers scanned the brains of 25 women who had never had
babies, then did imaging tests again after the women gave birth for the first time. Researchers also looked at brain scans from 19 first-time fathers, 17 men without children and 20 women who had never given birth. Compared to the other participants, the first-time mothers had a distinct loss of gray matter in regions of the brain associated with what’s known as “theory of mind,” or the ability to attribute mental states such as thoughts, feelings and intents to themselves and other people. When researchers showed these first-time mothers pictures of their own babies, they had more activity in some of these pregnancy-altered brain regions than when they looked at images of other babies, the study also found. years after women delivered their babies. Some of the gray matter volume that was reduced during pregnancy returned in the hippocampus, a region associated with memory. This pattern of structural changes was so consistent that it could be used to distinguish the brains of women who had given birth from those who had not, as well as to predict the quality of mothers’ attachment to their infants in the postpartum period, the researchers conclude. Beyond its small size, limitations of the study include the lack of information about when or why changes in the brain might occur for first-time mothers. It’s unclear if the changes in the mothers’ brains were caused by nine months of pregnancy, many hours of labor and delivery or by the first days and weeks of mother-infant bonding, said Dr. Rebecca Saxe, a neuroscience researcher at the Massachusetts Institute of Technology in Cambridge who wasn’t involved in the study. Why more heart-related deaths happen around the holidays
DEATHS from heart-related causes tend to spike around the holidays, and the cold weather may not really be to blame, a recent study suggests. To rule out the potential influence of freezing temperatures, researchers examined data on more than 738,000 deaths from 1988 to 2013 in New Zealand, where Christmas comes during the summer. Overall, about 197,000 of these fatalities were heart-related. Outside of the hospital, there were 4.2 percent more heart-related deaths during the last week of December and the first week of January – the period encompassing Christmas and New Year’s Eve – than would be expected if the holidays didn’t affect death rates, the study found. The mortality rate works out to about an extra four deaths per year attributable to the holidays. The average age at the time of death was also slightly younger during the holiday season – 76.2 – compared with 77.1 during other times of year. “This strongly suggests that the Christmas effect isn’t caused by temperature or anything related to the winter season,” said lead study author Dr. John Knight of the University of Melbourne in Australia. “When temperature is removed as a likely cause that leaves a reasonably small pool of established social, health and health-system-related risk factors,” Knight added by email. Previous research has documented a spike in deaths from natural causes during the holiday season in the United States, where Christmas tends to fall during the coldest time of year and death rates are already seasonally high due to influenza, researchers note in the Journal of the American Heart Association. For the current study, researchers analyzed death trends in New Zealand, where cardiac death rates tend to be lowest during the summertime in general. The study is observational, and doesn’t prove the holidays or the weather directly cause an uptick in fatalities or heart-related deaths, the authors note. Researchers also didn’t track daily temperatures in New Zealand, which has an island climate without extreme swings in hot and cold weather that have been associated with heart-related deaths in other studies. It’s possible, though, that heart-related deaths during the holiday season might spike due to seasonal stress, changes in diet and alcohol consumption or lower staffing at hospitals, the authors speculate. At least some of the increase in cardiac deaths around the holidays might also occur because people put off needed care during this time of year or avoid seeking treatment for acute illness because they’re traveling away from home, the researchers also point out. Some terminally ill patients also may manage to hold off dying until just after they get through one last Christmas with friends or loved ones, the authors conclude. In particular, other research has documented a link between excessive drinking and a greater likelihood that people will develop or need treatment for heart problems, said Dr. Tim Stockwell, a researcher at the University of Victoria in British Columbia who wasn’t involved in the study. In 2017, arrangement of Lake Buyan planned to be massive
SINGARAJA - Lake Buyan bearing the status as one of the national tourism strategic areas (KSPN) cannot be freed from weeds and sedimentation. Likewise, it is not free from plastic waste carried away by water flow when flood occurs. Responding to the issue, central government in cooperation with the government of Buleleng is going to hold a massive cleanup in 2017. This was said by the Head of the Buleleng Environment Agency (BLH), Nyoman Surya Temaja, on Monday (Dec. 26). The onslaught of weeds on the lake located in the Sukasada subdistrict has becomes a classic spectacle. If seeing the function as the KSPN, the authority of management lies in the central government through the Ministry of Environment and Forestry. However, since the lake is geographically located in the district of Buleleng, the local government has a concern for the rescue of a number of issues, where one of which is the cleanup of the weeds. “Since the implementation of festival in 2014, the local government in coordination with provincial and central government carries out the cleanup,” said Temaja. He said that the cleanup is carried out by 20 contract workers who also work as a fisherman. The weeds collected are directly processed into fertilizer for local farmers. Aside from the weed invasion, the lake is also experiencing sedimentation. In response to this, the local government has
re-coordinated with technical agencies in the district for the handling since early 2015. However, the implementation has not been able to run quickly because the existing equipment in the form of two units of amphibious excavators is not fully supported. “We have coordinated the handling of sedimentation with relevant technical agencies. Since the equipment is not fully supported, in 2017 the central government will bring in a ranger. This equipment is bigger,” he said. Next year, the arrangement of the lake area will be carried out on a large scale. It will not only be focused on the handling of weeds and waste only, but also on the other infrastructure such as the embankment and pavement. Draft of the cooperation program between the district and central government had been prepared. The signatories will be facilitated by the Center for Eco-regional Development Control (P3B) for Bali-Nusra. “In 2017, it is going to undertake massive cleanup activity and must be completed,” he said. When asked about the water quality of the lake, Temaja mentioned that it remains quite good. In order to minimize pollution, the measure of educating the public has been already conducted for the surrounding communities. The implementation is also coordinated with other relevant agencies. “Since there are many farms in the area, the agriculture agency also provides an education,” he affirmed. (kmb45)

Taking place at muddy paddy field, the competition became more exciting than the usual tug-of-war
contest. More interestingly, both teams namely the winners and losers were smeared in mud. “If one team has got pulled, it will be difficult to survive as it is quite slippery and heavy,” said one of the participants. Creativity of the East Duda village community got appreciation from the Regent of Karangasem, IGA Mas Sumatri. According to her, the tug-of-war in the mud is not only able to increase togetherness, but also proves that village government is able to implement its work program. “It also serves as a medium to build civilizations and indicator if the work program of the village has run,” he said. Evacuation of materials at Teratai Bang Temple continues
TABANAN - After flash floods and landslides at Teratai Bang Temple, Candikuning village, Baturiti, the effort to evacuate the sludge material continued until Tuesday (Dec. 27). To clean up the remnants of the existing materials, at least it takes four days. Hundreds of civil servants of Tabanan district mingled with the ranks of military personnel, regional disaster mitigation agency (BPBD) and local community as well as did mutual assistance to move the mud material in the outermost courtyard of the temple. Heavy equipments including two excavators and one bulldozer seemed to have been used since three days after the incident. A member of the Tabanan House of Representatives from Candikuning village, Nyoman Suta, said that it took ten days for the post-disaster handling. Moreover, the aid of heavy equipment just arrived three days ago. “We continue to clean up the landslide materials like beside the Beji Temple as well as in the middle and outermost temple courtyard,” he said. He added that workmanship of thorough cleansing for the temple area will take approximately four days ahead. In the meantime, the Regent of Tabanan, Ni Putu Eka Wiryastuti, who came down to see the damage at some points in the Bedugul area, said that local government will back up the disaster management budget while waiting for help from provincial or central government. She said that if only waiting for the assistance from provincial government, it will require a process. HYDERABAD - Vasudeva Prakash left his job as a mechanic in Hyderabad three years ago for what he calls a more lucrative career: taking part in clinical trials on generic drugs. For two years, Prakash participated in trials of drugs being
tested to treat HIV/AIDS and other diseases for contract research organizations (CROs) hired by global pharmaceutical companies. The drugs tested at Indian CROs have been key in getting several hundred medicines approved for sale around the world.

Yet, Prakash did not follow international guidelines for testing - and the CROs that hired him didn’t require him to. He says that to earn more money he would participate in back-to-back trials on different drugs with gaps of only a few weeks or even a few days, instead of waiting the 90 days that the World Health Organization recommends. Half of more than a dozen volunteers interviewed by Reuters across four cities - Chennai, Hyderabad, Bengaluru, and New Delhi - also said they waited much less than 90 days between trials. In the past threeto-four years, they said they spent several months at a time in different cities so that they could participate in as many studies as possible. Prakash provided documentation proving he underwent trials with short gaps at Apotex Research Pvt Ltd, owned by Canadian drugmaker Apotex Inc; Lotus Labs, owned by U.S. generics giant Actavis; Ethics Bio Lab, owned since last year by U.S. drugmaker Par Pharmaceutical Inc; and India’s Semler Research Center Pvt Ltd,
among others. Ethics Bio and Apotex did not respond to requests for comment. Lotus Labs and Semler said they had systems in place to check for cross-participation by trial volunteers. The guidelines of the WHO, which decides on approvals for drugs sold in several countries dependent on United Nations programs for basic medicines, are not legally-binding for the CROs. While India has guidelines on clinical trials, they don’t specify the length of time participants should take between trials. Still, the serial testing of some volunteers is raising new questions about the level of oversight of India’s generic drug trials industry, after some CROs came under recent international regulatory scrutiny. Last year, the European Medicines Agency banned about 700 medicines across Europe after an investigation revealed data tampering in some trials of generic drugs in India. International medical experts said that undergoing back-to-back trials endangers the health of
patients participating. It can also compromise clinical data gathered through these trials, on the basis of which drugmakers seek approval to sell generic medicines around the world. “The time gap between participation in two different trials should be 90 days minimum,” said Stephanie Croft, a lead inspector at the WHO. “When is incomplete or incorrect it could pose a serious risk to patients.” Gyanendra Nath Singh, head of India’s national drug watchdog, the Central Drugs Standard Control Organization (CDSCO), said that it has been trying to inspect more CROs in the past two years. The watchdog is also considering the introduction of a track-and-trace system through which patients can be tracked across CROs, he told Reuters. “We are emphasizing on good regulatory practices some reports have shown that the CROs have deviated from (the) system,” said Singh. A Unique Pendet Pasepan Dance

It is categorized as a sacred dance because it is closely related to spiritual arts and ritual traditions . “It is danced with sincerity by young women who want to devote themselves sincerely and flexibly”, said Rai Sudiarta. This pendet dance is accompanied by terompongan gamelan INSTRUMENTS that carry classical spiritual meaning. TOKYO - The dollar edged up against the yen on Wednesday within sight of a 10-1/2 month high in thin holiday trade, after strong U.S. economic data reinforced expectations that the U.S. Federal Reserve would be more hawkish in the year ahead. Wing flap fault main theory behind Black Sea Russian jet crash
MOSCOW - Russian investigators looking into the crash of a military plane that crashed, killing all 92 on board, believe a fault with its wing flaps was the reason it plunged into the Black Sea, an investigative source told the Interfax news agency on Tuesday. The plane, a Tupolev-154 belonging to the Defence Ministry, disappeared from radar screens two minutes after taking off on Sunday from Sochi in southern Russia, killing dozens of Red Army Choir singers and dancers en route to Syria to entertain Russian troops in the run-up to the New Year. The three black box flight recorders from the aircraft were found on Tuesday, Russian news agencies said, amid unconfirmed reports that authorities had grounded all aircraft of the same type. The Defence Ministry confirmed one box had been found. The Life.ru news portal, which has close contacts to law enforcement agencies, said it had obtained a readout of one of the pilot’s last words, indicating a problem with
the wing flaps: “Commander, we are going down,” the pilot was reported to have said. There was no official confirmation of the readout. The Interfax news agency separately cited an unnamed investigative source as saying preliminary data showed the wing flaps had failed and not worked in tandem. As a result, the aging Soviet-era plane had not been able to gather enough speed and had dropped into the sea, breaking up on impact. The president made the remarks when inaugurating the Lahendong Geothermal Power Plant (PLTP), Unit 5 and 6, as well as Ulubelu PLTP, Unit 3, Lampung, in Tampaso, Minahasa, North Sulawesi on Tuesday. “I want to remind you once again, one should not believe in spreading slanderous rumors, which project labor and investment issues as a threat, a threat of being flooded by foreign workforce. I need to say no,” said the President. He added that, according to the rumors, nearly 10-20 million work-
ers from China had illegally entered Indonesia. “The information that I received is that there are, indeed, Chinese workers but their number is only 21,000. They come in and go back because there are a lot of things that we are not yet ready to do. When we are ready we will use our own labor force,” he said. The President pointed out the case of the Lahendong Geothermal Power Plant Unit 5 and 6 as well as in Lampung Ulubelu PLTP Unit 3, where foreign workers came into the country briefly, at the beginning of the project. Furthermore, he said, foreign workers help prepare and initially set up the project, and also transfer knowledge and technology to the
domestic workforce. “After that they go home, because they prefer to work in their own country. Do you think that they are happy to work here? They are happy in their own country where they are closer to their families and receive higher salaries there,” he said. The president believes that the issue of foreign workers in Indonesia is not logical because wages in Indonesia are only about Rp1.5 million to Rp3 million compared with over Rp5 million in China. “They were here but in the early days of a project because we do not know the technology, we have no experience about it. Eventually, it will benefit, for example in PLTP Lahendong and Ulubelu, us, the people,” he said. (ant)

HOBART — Supermaxi Perpetual Loyal has taken line honors in the Sydney to Hobart yacht race with its winning time nearly five hours faster than the previous record. Skippered by Anthony Bell, Perpetual Loyal crossed the finish line at Constitution Dock in Hobart around 2:30 a.m. local time on Wednesday to complete the 630-nautical-mile race in 1 day, 13 hours, 31 minutes, 20 seconds. That shattered the race record, set in 2012 by rival supermaxi Wild Oats XI, by 4 hours, 51 minutes, 52 seconds. Wild Oats XI had been leading the race and was on target to take line honors for the ninth time when it suffered a hydraulic failure on Tuesday and was forced to withdraw. Perpetual Loyal inherited a comfortable lead, making up for its misfortunes of the last two years when it had to quit the race. In 2015 it was forced out with rudder damage and, in 2014, it withdrew after striking a submerged object. This year it was able to take full advantage of favorable wind condi-
tions which propelled the 88-boat fleet at a record pace. “We got a good set of weather conditions,” Bell said. “Sometimes you just need a little bit of luck and we’ve certainly had our fair share of bad luck, so I was entitled to ask the forecasters for that.” Bell said he was immediately aware of the misfortune that struck Wild Oats XI and handed Perpetual Loyal the race lead. The failure of a hydraulic ram affected the movement of the yacht’s keel and forced it to pull out of the race and head for the port of Eden. “We saw the boat tilt right over, we saw them come to a sudden stop,” Bell said. “Our first worry was that it might have lost a crew member overboard. “We radioed them and said, ‘Hey if you’re in trouble we’re prepared to stop the race and go over and help the guys’ but the fortunate thing is no one got hurt.” Wild Oats arrived safely in Eden late Tuesday night. Owner Sandy Oatley, who was not aboard, was shocked the yacht was
forced out of the race for the second straight year. “Last year we tore the mainsail and we’ve done a lot of preparation and training in that regard and the boys were very happy with that,” Oatley said. “This hydraulic failure has come out of left field.” The 70-foot New Zealand yacht Giacomo, skippered by Jim Delegat and whose teenage sons Nikolas and James were among the 14-man crew, crossed the line two hours after Perpetual Loyal to take second place. Giacomo completed the race in 1 day, 15 hours, 27 minutes, 5 seconds, just a few minutes ahead of the Hong Kong-based supermaxi Scallywag. All three top finishers were under the 2012 record. “This type of yachting is a boyhood dream come true,” Delegat said. “The key really is we picked a good plan, a good strategy.” Bell said following the race that he wouldn’t defend his title next year, preferring to sell Perpetual Loyal and move on to other sailing challenges. In a statement released late on Tuesday, the Qatari-owned club said that the 62-year-old Spaniard had agreed to cut short his contract by 2 ½ years. HOBART — Supermaxi Perpetual Loyal has taken line honors in the Sydney to Hobart yacht race with its winning time nearly five hours faster than the previous record. Skippered by Anthony Bell, Perpetual Loyal crossed the finish line at Constitution Dock in Hobart around 2:30 a.m. local time on Wednesday to complete the 630-nautical-mile race in 1 day, 13 hours, 31 minutes, 20 seconds. That shattered the race record, set in 2012 by rival supermaxi Wild Oats XI, by 4 hours, 51 minutes, 52 seconds. Wild Oats XI had been leading the race and was on target to take line honors for the ninth time when it suffered a hydraulic failure on Tuesday and was forced to withdraw. Perpetual Loyal inherited a comfortable lead, making up for its misfortunes of the last two years when it had to quit the race. In 2015 it was forced out with rudder damage and, in 2014, it withdrew after striking a submerged object. This year it was able to take full advantage of favorable wind condi-
tions which propelled the 88-boat fleet at a record pace. “We got a good set of weather conditions,” Bell said. “Sometimes you just need a little bit of luck and we’ve certainly had our fair share of bad luck, so I was entitled to ask the forecasters for that.” Bell said he was immediately aware of the misfortune that struck Wild Oats XI and handed Perpetual Loyal the race lead. The failure of a hydraulic ram affected the movement of the yacht’s keel and forced it to pull out of the race and head for the port of Eden. “We saw the boat tilt right over, we saw them come to a sudden stop,” Bell said. “Our first worry was that it might have lost a crew member overboard. “We radioed them and said, ‘Hey if you’re in trouble we’re prepared to stop the race and go over and help the guys’ but the fortunate thing is no one got hurt.” Wild Oats arrived safely in Eden late Tuesday night. Owner Sandy Oatley, who was not aboard, was shocked the yacht was
forced out of the race for the second straight year. “Last year we tore the mainsail and we’ve done a lot of preparation and training in that regard and the boys were very happy with that,” Oatley said. “This hydraulic failure has come out of left field.” The 70-foot New Zealand yacht Giacomo, skippered by Jim Delegat and whose teenage sons Nikolas and James were among the 14-man crew, crossed the line two hours after Perpetual Loyal to take second place. Giacomo completed the race in 1 day, 15 hours, 27 minutes, 5 seconds, just a few minutes ahead of the Hong Kong-based supermaxi Scallywag. All three top finishers were under the 2012 record. “This type of yachting is a boyhood dream come true,” Delegat said. “The key really is we picked a good plan, a good strategy.” Bell said following the race that he wouldn’t defend his title next year, preferring to sell Perpetual Loyal and move on to other sailing challenges. Wing flap fault main theory behind Black Sea Russian jet crash
MOSCOW - Russian investigators looking into the crash of a military plane that crashed, killing all 92 on board, believe a fault with its wing flaps was the reason it plunged into the Black Sea, an investigative source told the Interfax news agency on Tuesday. The plane, a Tupolev-154 belonging to the Defence Ministry, disappeared from radar screens two minutes after taking off on Sunday from Sochi in southern Russia, killing dozens of Red Army Choir singers and dancers en route to Syria to entertain Russian troops in the run-up to the New Year. The three black box flight recorders from the aircraft were found on Tuesday, Russian news agencies said, amid unconfirmed reports that authorities had grounded all aircraft of the same type. The Defence Ministry confirmed one box had been found. The Life.ru news portal, which has close contacts to law enforcement agencies, said it had obtained a readout of one of the pilot’s last words, indicating a problem with
the wing flaps: “Commander, we are going down,” the pilot was reported to have said. There was no official confirmation of the readout. The Interfax news agency separately cited an unnamed investigative source as saying preliminary data showed the wing flaps had failed and not worked in tandem. As a result, the aging Soviet-era plane had not been able to gather enough speed and had dropped into the sea, breaking up on impact. If confirmed, the technical failure will raise questions about the future of the TU-154, which is still actively used by Russian government ministries but not by major Russian commercial airlines. On Pearl Harbor visit, Abe pledges Japan will never wage war again PEARL HARBOR - Japanese Prime Minister Shinzo Abe made a symbolic visit to Pearl Harbor with President Barack Obama on Tuesday, commemorating the victims of Japan’s World War Two attack and promising that his country would never wage war again. The visit, just weeks before Republican President-elect Donald Trump takes office, was meant to highlight the strength of the U.S.-Japan alliance amid concerns that Trump could forge a more complicated relationship with Tokyo. “I offer my sincere and everlasting condolences to the souls of those who lost their lives here, as well as to the spirits of all the brave men and women whose lives were taken by a war that commenced in this very place,” Abe said. “We must never repeat the horrors of war again. Rumors of Chinese workers flooding Indonesia slanderous: President Jokowi
MINAHASA - President Joko Widodo (Jokowi) has said that rumors of Indonesia being flooded by illegal foreign workers, mainly from China, were slanderous and untrue. The president made the remarks when inaugurating the Lahendong Geothermal Power Plant (PLTP), Unit 5 and 6, as well as Ulubelu PLTP, Unit 3, Lampung, in Tampaso, Minahasa, North Sulawesi on Tuesday. “I want to remind you once again, one should not believe in spreading slanderous rumors, which project labor and investment issues as a threat, a threat of being flooded by foreign workforce. I need to say no,” said the President. He added that, according to the rumors, nearly 10-20 million work-
ers from China had illegally entered Indonesia. “The information that I received is that there are, indeed, Chinese workers but their number is only 21,000. They come in and go back because there are a lot of things that we are not yet ready to do. When we are ready we will use our own labor force,” he said. The President pointed out the case of the Lahendong Geothermal Power Plant Unit 5 and 6 as well as in Lampung Ulubelu PLTP Unit 3, where foreign workers came into the country briefly, at the beginning of the project. Furthermore, he said, foreign workers help prepare and initially set up the project, and also transfer knowledge and technology to the
domestic workforce. “After that they go home, because they prefer to work in their own country. Do you think that they are happy to work here? They are happy in their own country where they are closer to their families and receive higher salaries there,” he said. The president believes that the issue of foreign workers in Indonesia is not logical because wages in Indonesia are only about Rp1.5 million to Rp3 million compared with over Rp5 million in China. “They were here but in the early days of a project because we do not know the technology, we have no experience about it. Eventually, it will benefit, for example in PLTP Lahendong and Ulubelu, us, the people,” he said. (ant)

A Unique Pendet Pasepan Dance
This sacred dance is performed after supporting devotees of the temple express their genuine devotion and gratitude for the blessings that have been bestowed, through the melasti or purificatory rite procession for Ida Bhatara (deities). Dance coordinator I Dewa Gede Rai Sudiarta explained that the form of this pendet is the same as other pendet dances exept that instead of holding flower offerings, the dancers carry the pasepan. “The concept of this sacred dance has to do with GENERATING an aura of spiritual purity. The means used is called agni hotra”, he said. The Pendet Pasepan Dance is a calssical Balinese ritual that is particular to Nusa Penida and is filled with spiritual nuances. The number of dancers involved is not determined, but depends on how many people are able to carry it out. It is categorized as a sacred dance because it is closely related to spiritual arts and ritual traditions . “It is danced with sincerity by young women who want to devote themselves sincerely and flexibly”, said Rai Sudiarta. This pendet dance is accompanied by terompongan gamelan INSTRUMENTS that carry classical spiritual meaning. HAVANA - Cuba’s economy shrank 0.9 percent this year in tandem with the crisis in key trading partner Venezuela, President Raul Castro told the National Assembly on Tuesday in a closeddoor speech, predicting a slightly brighter outlook for 2017. TOKYO - The dollar edged up against the yen on Wednesday within sight of a 10-1/2 month high in thin holiday trade, after strong U.S. economic data reinforced expectations that the U.S. Federal Reserve would be more hawkish in the year ahead. The dollar was last flat against the yen at 117.45, after gaining nearly 0.5 percent to 117.63 yen on Tuesday in the wake of data showing U.S. consumer confidence hit 15-year peak in December. The dollar rose as high as 118.66 yen on Dec. 15. The Conference Board said its U.S. Consumer Confidence Index rose to 113.7, the highest since August 2001, as expectations for strength
in job growth, business conditions and the stock market continued to build following Donald Trump’s election to president. U.S. house prices also continued their steady recovery in October, although a spike in borrowing costs could present a headwind to sustained home value gains, as rates rose after the election. Evacuation of materials at Teratai Bang Temple continues
TABANAN - After flash floods and landslides at Teratai Bang Temple, Candikuning village, Baturiti, the effort to evacuate the sludge material continued until Tuesday (Dec. 27). To clean up the remnants of the existing materials, at least it takes four days. Hundreds of civil servants of Tabanan district mingled with the ranks of military personnel, regional disaster mitigation agency (BPBD) and local community as well as did mutual assistance to move the mud material in the outermost courtyard of the temple. Heavy equipments including two excavators and one bulldozer seemed to have been used since three days after the incident. A member of the Tabanan House of Representatives from Candikuning village, Nyoman Suta, said that it took ten days for the post-disaster handling. Moreover, the aid of heavy equipment just arrived three days ago. “We continue to clean up the landslide materials like beside the Beji Temple as well as in the middle and outermost temple courtyard,” he said. He added that workmanship of thorough cleansing for the temple area will take approximately four days ahead. In the meantime, the Regent of Tabanan, Ni Putu Eka Wiryastuti, who came down to see the damage at some points in the Bedugul area, said that local government will back up the disaster management budget while waiting for help from provincial or central government. Chinese carrier docks after drill amid new tension over Taiwan
TAIPEI - China’s sole aircraft carrier has arrived at a naval base on the southern Chinese province of Hainan, a senior Taiwanese military officer said on Wednesday, after drills that took it around self-ruled Taiwan, an island China claims as its own.

HYDERABAD - Vasudeva Prakash left his job as a mechanic in Hyderabad three years ago for what he calls a more lucrative career: taking part in clinical trials on generic drugs. For two years, Prakash participated in trials of drugs being
tested to treat HIV/AIDS and other diseases for contract research organizations (CROs) hired by global pharmaceutical companies. The drugs tested at Indian CROs have been key in getting several hundred medicines approved for sale around the world.

Yet, Prakash did not follow international guidelines for testing - and the CROs that hired him didn’t require him to. He says that to earn more money he would participate in back-to-back trials on different drugs with gaps of only a few weeks or even a few days, instead of waiting the 90 days that the World Health Organization recommends. Half of more than a dozen volunteers interviewed by Reuters across four cities - Chennai, Hyderabad, Bengaluru, and New Delhi - also said they waited much less than 90 days between trials. In the past threeto-four years, they said they spent several months at a time in different cities so that they could participate in as many studies as possible. Prakash provided documentation proving he underwent trials with short gaps at Apotex Research Pvt Ltd, owned by Canadian drugmaker Apotex Inc; Lotus Labs, owned by U.S. generics giant Actavis; Ethics Bio Lab, owned since last year by U.S. drugmaker Par Pharmaceutical Inc; and India’s Semler Research Center Pvt Ltd,
among others. Ethics Bio and Apotex did not respond to requests for comment. Lotus Labs and Semler said they had systems in place to check for cross-participation by trial volunteers. The guidelines of the WHO, which decides on approvals for drugs sold in several countries dependent on United Nations programs for basic medicines, are not legally-binding for the CROs. While India has guidelines on clinical trials, they don’t specify the length of time participants should take between trials. Still, the serial testing of some volunteers is raising new questions about the level of oversight of India’s generic drug trials industry, after some CROs came under recent international regulatory scrutiny. Last year, the European Medicines Agency banned about 700 medicines across Europe after an investigation revealed data tampering in some trials of generic drugs in India. International medical experts said that undergoing back-to-back trials endangers the health of
patients participating. It can also compromise clinical data gathered through these trials, on the basis of which drugmakers seek approval to sell generic medicines around the world. “The time gap between participation in two different trials should be 90 days minimum,” said Stephanie Croft, a lead inspector at the WHO. “When is incomplete or incorrect it could pose a serious risk to patients.” Gyanendra Nath Singh, head of India’s national drug watchdog, the Central Drugs Standard Control Organization (CDSCO), said that it has been trying to inspect more CROs in the past two years. The watchdog is also considering the introduction of a track-and-trace system through which patients can be tracked across CROs, he told Reuters. “We are emphasizing on good regulatory practices some reports have shown that the CROs have deviated from (the) system,” said Singh. Pregnancy linked to changes in mothers’ brains
PREGNANCY may trigger changes in the structure and size of regions in a woman’s brain that are involved in responding to social and emotional cues, a recent study suggests. Many of these changes appeared to last at least two years after giving birth, the study found. Mothers who had the most pronounced alterations in their brains also scored higher on tests of emotional attachment to their babies than women whose brains underwent subtler changes. “This study provides the first insights into the impact of pregnancy on the gray matter architecture of the human brain,” said lead study author Elseline Hoekzema of the University of Leiden in The Netherlands. While the exact cause of these shifts in the brain isn’t clear, it’s possible the changes may help women prepare for the social demands of motherhood, researchers report in the journal Nature Neuroscience. For the study, researchers scanned the brains of 25 women who had never had
babies, then did imaging tests again after the women gave birth for the first time. Researchers also looked at brain scans from 19 first-time fathers, 17 men without children and 20 women who had never given birth. Compared to the other participants, the first-time mothers had a distinct loss of gray matter in regions of the brain associated with what’s known as “theory of mind,” or the ability to attribute mental states such as thoughts, feelings and intents to themselves and other people. When researchers showed these first-time mothers pictures of their own babies, they had more activity in some of these pregnancy-altered brain regions than when they looked at images of other babies, the study also found. years after women delivered their babies. Some of the gray matter volume that was reduced during pregnancy returned in the hippocampus, a region associated with memory. This pattern of structural changes was so consistent that it could be used to distinguish the brains of women who had given birth from those who had not, as well as to predict the quality of mothers’ attachment to their infants in the postpartum period, the researchers conclude. Beyond its small size, limitations of the study include the lack of information about when or why changes in the brain might occur for first-time mothers. It’s unclear if the changes in the mothers’ brains were caused by nine months of pregnancy, many hours of labor and delivery or by the first days and weeks of mother-infant bonding, said Dr. Rebecca Saxe, a neuroscience researcher at the Massachusetts Institute of Technology in Cambridge who wasn’t involved in the study. Why more heart-related deaths happen around the holidays
DEATHS from heart-related causes tend to spike around the holidays, and the cold weather may not really be to blame, a recent study suggests. To rule out the potential influence of freezing temperatures, researchers examined data on more than 738,000 deaths from 1988 to 2013 in New Zealand, where Christmas comes during the summer. Overall, about 197,000 of these fatalities were heart-related. Outside of the hospital, there were 4.2 percent more heart-related deaths during the last week of December and the first week of January – the period encompassing Christmas and New Year’s Eve – than would be expected if the holidays didn’t affect death rates, the study found. The mortality rate works out to about an extra four deaths per year attributable to the holidays. The average age at the time of death was also slightly younger during the holiday season – 76.2 – compared with 77.1 during other times of year. “This strongly suggests that the Christmas effect isn’t caused by temperature or anything related to the winter season,” said lead study author Dr. John Knight of the University of Melbourne in Australia. “When temperature is removed as a likely cause that leaves a reasonably small pool of established social, health and health-system-related risk factors,” Knight added by email. Previous research has documented a spike in deaths from natural causes during the holiday season in the United States, where Christmas tends to fall during the coldest time of year and death rates are already seasonally high due to influenza, researchers note in the Journal of the American Heart Association. For the current study, researchers analyzed death trends in New Zealand, where cardiac death rates tend to be lowest during the summertime in general. The study is observational, and doesn’t prove the holidays or the weather directly cause an uptick in fatalities or heart-related deaths, the authors note. Researchers also didn’t track daily temperatures in New Zealand, which has an island climate without extreme swings in hot and cold weather that have been associated with heart-related deaths in other studies. It’s possible, though, that heart-related deaths during the holiday season might spike due to seasonal stress, changes in diet and alcohol consumption or lower staffing at hospitals, the authors speculate. At least some of the increase in cardiac deaths around the holidays might also occur because people put off needed care during this time of year or avoid seeking treatment for acute illness because they’re traveling away from home, the researchers also point out. Some terminally ill patients also may manage to hold off dying until just after they get through one last Christmas with friends or loved ones, the authors conclude. In particular, other research has documented a link between excessive drinking and a greater likelihood that people will develop or need treatment for heart problems, said Dr. Tim Stockwell, a researcher at the University of Victoria in British Columbia who wasn’t involved in the study. In 2017, arrangement of Lake Buyan planned to be massive
SINGARAJA - Lake Buyan bearing the status as one of the national tourism strategic areas (KSPN) cannot be freed from weeds and sedimentation. Likewise, it is not free from plastic waste carried away by water flow when flood occurs. Responding to the issue, central government in cooperation with the government of Buleleng is going to hold a massive cleanup in 2017. This was said by the Head of the Buleleng Environment Agency (BLH), Nyoman Surya Temaja, on Monday (Dec. 26). The onslaught of weeds on the lake located in the Sukasada subdistrict has becomes a classic spectacle. If seeing the function as the KSPN, the authority of management lies in the central government through the Ministry of Environment and Forestry. However, since the lake is geographically located in the district of Buleleng, the local government has a concern for the rescue of a number of issues, where one of which is the cleanup of the weeds. “Since the implementation of festival in 2014, the local government in coordination with provincial and central government carries out the cleanup,” said Temaja. He said that the cleanup is carried out by 20 contract workers who also work as a fisherman. The weeds collected are directly processed into fertilizer for local farmers. Aside from the weed invasion, the lake is also experiencing sedimentation. In response to this, the local government has
re-coordinated with technical agencies in the district for the handling since early 2015. However, the implementation has not been able to run quickly because the existing equipment in the form of two units of amphibious excavators is not fully supported. “We have coordinated the handling of sedimentation with relevant technical agencies. Since the equipment is not fully supported, in 2017 the central government will bring in a ranger. This equipment is bigger,” he said. Next year, the arrangement of the lake area will be carried out on a large scale. It will not only be focused on the handling of weeds and waste only, but also on the other infrastructure such as the embankment and pavement. Draft of the cooperation program between the district and central government had been prepared. The signatories will be facilitated by the Center for Eco-regional Development Control (P3B) for Bali-Nusra. “In 2017, it is going to undertake massive cleanup activity and must be completed,” he said. When asked about the water quality of the lake, Temaja mentioned that it remains quite good. In order to minimize pollution, the measure of educating the public has been already conducted for the surrounding communities. The implementation is also coordinated with other relevant agencies. “Since there are many farms in the area, the agriculture agency also provides an education,” he affirmed. (kmb45)

More interestingly, both teams namely the winners and losers were smeared in mud. “If one team has got pulled, it will be difficult to survive as it is quite slippery and heavy,” said one of the participants. Creativity of the East Duda village community got appreciation from the Regent of Karangasem, IGA Mas Sumatri. According to her, the tug-of-war in the mud is not only able to increase togetherness, but also proves that village government is able to implement its work program. “It also serves as a medium to build civilizations and indicator if the work program of the village has run,” he said. Crossing traffic in Bali Strait starts to be crowded As observed at Gilimanuk Harbor, the incoming traffic of vehicles started to show an increase. Data of the ASDP Ketapang indicated that on Sunday (Dec. 25) until Monday (Dec. 26) there were 33,209 passengers and 5,069 units of cars coming into Bali. This number increased when compared to previous days during the past week. In addition, there were 2,709 motorcycles crossing to Bali via Gilimanuk Harbor.

In 2017, tourist arrival targeted to reach 3.5 million
SINGARAJA - Tourist visit to Buleleng in 2017 is targeted to increase from this year. It is adjusted to the rapidly growing tourist attraction. To support the growth, the district government will be more diligent in the promotion and arrangement. The Head of the Buleleng Culture and Tourism Agency, I Nyoman Sutrisna, revealed that the target of tourist arrival in 2017 reaches 3.5 million people. This figure increased from this year of 2.75 million people and in 2015 reached 2.5 million people. “Since 2015, the target of tourist arrival has continued to increase. The achievement is also continuously exceeded. They are dominated by domestic travelers. Foreign travelers are dominated by those from Europe,” he said at his office on Tuesday (Dec. 27). He added that the increase is inseparable from the rapid tourism development. The objects on offer are no longer confined to natural attractions that have been managed by the community or tourism village as set forth in the Regent Decree No.430/927/HK/2015. There are also spiritual attractions spreading across in some areas. “Tourist attraction has increasingly developed, both in mainland and the sea. Besides, there are also Hindu and Islamic spiritual tourism. This is becoming the reason of the increase in the target,” he said. To achieve the target, the ad-
dition of supporting facilities at a number of tourist attractions will also be carried out in 2017. The budget is obtained from the special allocation fund (DAK) valued at IDR 2.5 billion. “Now, there have been ten tourism villages. Later on, some of them will get arrangement program determined based on the scale of priorities,” he said. The measures taken do not just stop there. In order to attract more travelers to visit the earth of Panji Sakti (Buleleng), tourism promotion will continue to be rolled out. Other than by district government, the promotion is also made through promotion of regional agency having been established not long ago. “Later, this agency will cooperate with travel agencies. The whole objects will be promoted,” said Sutrisna. Kerry to lay out vision for Israeli-Palestinian peace

WASHINGTON - U.S. Secretary of State John Kerry will lay out his vision for ending the Israeli-Palestinian conflict in a speech on Wednesday, days after the United States cleared the way for a U.N. resolution demanding an end to Israeli settlements. The speech, less than a month before President Barack Obama leaves office, is expected to be the administration’s last word on a decades-old dispute that Kerry had hoped to resolve during his four years as America’s top diplomat. It could also be seen in Israel as another parting shot at Israeli Prime Minister Benjamin Netanyahu, who has had an especially acrimonious relationship with Obama since they both took office in 2009. The United States on Friday
broke with a longstanding approach of diplomatically shielding Israel and abstained on a United Nations Security Council resolution that passed with 14 countries in favor and none against. Kerry will discuss the abstention when he speaks at the State Department at 11 a.m. ET (1600 GMT), a senior State Department official told reporters. “We believe that with the twostate solution in peril, it is important to share the deeper understanding
we have developed of both sides’ bottom lines during intensive consultations in recent years,” the official said. The speech will also address what the official called “misleading” accusations by Israeli officials that the Obama administration drafted and forced the resolution to a vote. Continued to page 6
