‘Motown’ star Allison Semmes credits show with 1st big part

NEW YORK — One of the best moments in the carefully crafted Broadway show “Motown: The Musical” is when the unpredictable happens. That’s when actress Allison Semmes, who plays Diana Ross, goes off script to ask a member of the audience to join her onstage to sing “Reach Out and Touch.”

The good-natured Semmes, who has played Ross for 2½ years on tour, has seen audience members do everything from giving her suggestion a chilly reception to folks running up the aisle to the stage, screaming.

“You never know what you’re going to get,” said the Chicago native.

“Honestly, you feed off that energy.

It’s kind of like improv. Every night is different.”

Semmes has been lifted up into the air by an overeager fan and she’s had a feather boa wrapped around her.

Sometimes patrons refuse to leave the stage or want to clamber up onstage with their drinks. Other times, it’s very clear they’ve had way too much to drink.

“I always think, ‘What would Diana do in this moment?’ And there’s plenty of footage of her doing ‘Reach Out and Touch’ and she’s playful and she likes to poke fun and she likes to flirt with the crowd. So I just play along,” she said.

The song-heavy story of Motown Record’s tumultuous history won’t last long on Broadway — it closes Sunday — but it has been an important show for Semmes. It was her first big part and helped her fulfill the dream of singing onstage with Stevie Wonder.

Semmes studied opera at the Uni-

versity of Illinois at Urbana-Champaign before trying her luck in New York, graduating from New York University and snagging a part in “The Book of Mormon.” She was then hired as an ensemble member and understudy for Ross in “Motown” — going on twice as the diva — before starting a long national tour as Ross, maturing into the role.

“Before, I was just extremely careful and extremely conscious with every single choice that I made, making sure that it captured her essence.

But as I’ve done the show and lived in the role, I’ve found similarities that we have — Diana and myself,” she said.

The show traces the life of Motown Records founder Berry Gordy, who wrote the musical’s story, and examines how Gordy helped start the careers of Ross, Michael Jackson, Stevie Wonder, Smokey Robinson, Marvin Gaye and many more. The dozens of songs include “War,” ‘’What’s Going On” ‘’Sign, Sealed, Delivered,” ‘’My Girl” and “Dancing in the Streets.”

Chester Gregory, who plays Gordy, became friends with Semmes two years before they joined the show.

In a symbolic show of party unity, Clinton’s former rival, U.S. Senator Bernie Sanders of Vermont, told the chairwoman from the convention floor that Clinton, 68, should be selected as the party’s nominee at the dramatic climax of a state-bystate roll call at the Democratic convention in Philadelphia.

Capping nearly a quarter century in public life, Clinton will become the party’s standard-bearer against Republican nominee Donald Trump in the Nov. 8 election when she accepts the nomination on Thursday.

“If there are any little girls out there who stayed up late to watch, let me just say: I may become the first woman president, but one of you is next,” Clinton told the convention via a video satellite link.

In nominating Clinton, delegates made the point that the selection of a woman was a milestone in America’s 240year-old history. Women got the right to vote in 1920 after ratification of the 19th Amendment to the U.S. Constitution.

Clinton’s husband, former President Bill Clinton, portrayed her in a speech to the convention as a dynamic force for change as he made a case for her White House bid.

MANGUPURA - The impact of global economic crisis occurred in the past three years has started to be felt by small and medium enterprises (SMEs) sector. The sector mostly resistant to the onslaught of economic crisis has slowed down within the past two years. This was stated

by Hendri Saparini, an economic observer, when becoming a speaker in the Asian Credit Supplementation Institution Confederation (ACSIC), in Kuta, Monday (Jul. 25).

According to Hendri, who is also a member of Islamic Financial Services Development Committee (KPJKS) established by the Financial Services Authority (OJK), finance is not the only problem faced by the SMEs. He said there are still many issues in need of solution if wishing to make the SMEs into the economic backbone. “We have always said that the SMEs are the backbone of the economy, but generally the SMEs are often forgotten. There should

be an attempt to resolve the problems of the SMEs, ranging from the regulation, finance to the marketing of their products,” he said.

The SME sector, based on data owned by Hendri, only contributed as much as 16.4 percent of the total national exports. This could be interpreted that national SMEs still meet local needs, not the needs of global market. However, most of the raw materials of the SME production are brought in

from overseas.

In addition, business entanglement between large enterprises and the SMEs is very small. Both get raw materials from imports. This is the matter making to the global economic slowdown having an impact on the growth rate of the SME sector nationwide.

“Although 59 percent of the Indonesia’s exports belong to primary products that are not made by the SMEs, the global economic crisis has significant implications on the SMEs,” said Hendri.

As evidence, the claim amount of credit warrantor for micro and small businesses in the credit warrantor agency continued to increase during the past three years.

PT Indonesia Credit Insurance (Askrindo) is one of them. According to Director of Askrindo, Antonius Chandra, in 2014 the claim amount of the credit warrantor paid by Askrindo reached IDR1.2 trillion. The amount went up again to IDR 1.5 trillion in 2015. In the meantime, for the first half of 2016, the claim to be paid lies in the range of IDR 800 trillion.

He said that condition of the SMEs in Indonesia is relatively different from the SMEs in other countries, such as South Korea and Japan. In both countries, the global economic crisis does not significantly affect the performance of the SMEs. However, in Indonesia it is even on the contrary. “The government seeks to raise the SME sector through the increase in the public business credit (KUR) where previously it only laid in the range of IDR 40 trillion to IDR 120 trillion,” he said.

To address the slowdown in the SME sector, he said there should

be a continuous assistance from credit insurance companies. So, when a problem emerges, the credit insurance agency can provide solutions that will improve the resilience and competitiveness of the SMEs. “The SME players of Indonesia must be taught about production procedures and production management so that when having many customers they will not actually reduce the quality of their product. This concept should be taught to the SMEs so that they can survive in the situation of the economic slowdown,” said Antonius. (kmb18)

“Actually it must go on because Bali is a tourist destination so that at least the environment becomes the major concern.

Surely the new energies must be renewable and this should continue to be pursued,” said Secretary of Commission III of the Bali House of Representatives, Ketut Kariyasa Adnyana, in Denpasar, Tuesday (Jul. 26).

So far, Kariyasa has not seen concrete measures to realize the discourse on clean energy. With only the few samples, that impact cannot be felt by wider community. Now, the responsibility of Bali provincial government to create a program within next five or ten years should lead to the new renewable energy.

“However, the problem is that people’s investment to Bali with this (renewable energy—Ed), is high,” he added. However, added Kariyasa, there are several important measures that can be done by provincial government of Bali namely by realizing electricity of solar energy at government offices, public services as well as poor villages.

“We have considered that government offices, places of worship and temples should apply renewable energy. For instance, the office building of the Bali House of Representative can actually use solar cell entirely,” he explained.

Kariyasa hoped that developing Bali into clean and green province is not only the commitment of the current administration but also the next one, whoever the leader will be. Earlier, the Governor of Bali, Made Mangku Pastika, has signaled the establishment of the agency that will handle the new and renewable energy in particular. It will be established in the near future following Bali was chosen as a pilot project of the new center of excellence for renewable energy.

“New renewable energy is already indispensable to Bali. On that account, I think it necessary to set an agency to handle it.

When incorporated into the Public Works, I think this agency has handled too many affairs. Let it just handle roads and irrigation,” he said. If there has been an agency, said Pastika, it will certainly facilitate the management of the new renewable energy particularly which agencies that want to contribute in realizing Bali as the center of excellence. China’s condom policies to prevent HIV fail to protect sex workers: research

BANGKOK - Chinese police cracking down on sex workers routinely look for condoms as evidence of illegal activity, hindering efforts to prevent the spread of HIV among sex workers, one of the biggest at-risk groups in the country, experts said.

China, with a population of about 1.4 billion, has a relatively low HIV prevalence rate, with around half a million reported cases of people living with HIV or AIDS by the end of 2014, according to a government report published last year.

However, the HIV epidemic is concentrated among high risk groups, including men who have sex with men and sex workers, and the main mode of transmission is sex.

Up to 92 percent of the 104,000 cases diagnosed in 2014 resulted from sexual contact, according to research commissioned by Asia Catalyst, which promotes the right to health of marginalised groups in the region.

China provides free condoms for people living with HIV and allocates funds each year to buy condoms for distribution among at-risk populations, including sex workers, it said.

At the same time, police are authorised to crack down on sex work, which is illegal in China, and use condom seizure as its main tactic, Catalyst Asia said in a report.

“When police arrest sex workers, they will search for condoms, and that will decrease sex workers’

willingness to carry and use condoms,” said Tingting Shen, director of advocacy, policy, and research for Asia Catalyst.

“Among those who have been interrogated by police in the past year, condom usage rates are clearly lower,” Shen said in a Skype interview from Beijing. China’s public security ministry could not be reached for comment and did not respond to faxed questions about the survey.

POLICE VIOLENCE

The pro bono legal programme of the Thomson Reuters Foundation provided legal research and advice for the study, which was based on interviews with male, female and transgender sex workers, health professionals, police and managers of sex work venues.

Among sex workers who had not been questioned by police in the past year, 68 percent said they always used condoms, while 48 percent who had been interrogated said they consistently used condoms.

The research found that 76 percent of sex workers who had not been interrogated in the past year always carried condoms, compared with 48 percent of those who had

been questioned. The study said police use two methods to handle sex work cases - trying to catch sex workers in the act and inspecting sex work venues, with condoms as the main focus in operations.

Evidence of condoms was the deciding factor in whether police would take the sex worker to the police station for further action, it said, adding that 51 percent of the respondents interrogated suffered police violence.

UNAIDS said the confiscation of condoms and use of condoms as legal evidence in cases against sex workers is a widespread problem. “Unfortunately it’s a common problem in just about every country in the world,” said Steve Kraus, UNAIDS director for the Asia Pacific.

“When you confiscate condoms, studies again and again show that condoms are less likely to be used.

Commercial sex is going to take place in more risky venues, where the women selling sex are more vulnerable to violence, extortion, robbery, assault, gang rape.”

Asia Catalyst urged China’s public security ministry to eliminate search and confiscation of condoms, and their use as evidence of prostitution. It also called for China to move towards decriminalisation of sex work, and for police cooperation with the sex work community to be a central part of HIV prevention. (rtr)

U.S. health officials update Zika transmission and testing guidance

U.S. health officials issued updated recommendations for preventing and testing for Zika infection on Monday, warning that the virus can be transmitted through unprotected sex with an infected female partner.

Previously, the U.S. Centers for Disease Control and Prevention, and other experts, believed that the virus could only be sexually transmitted by males because it can reside in semen potentially for several months.

For that reason, the CDC had recommended that men who had been infected abstain from unprotected sexual contact for at least six months with a partner who is pregnant or hoping tobecome pregnant.

But a recently reported case of female-to-male sexual transmission in New York City, and limited human and non-human primate data indicating that Zika virus RNA can be detected in vaginal secretions, led to the new warning, the agency said.

CDC’s expanded warnings on sexual exposure to Zika now caution against sex without a condom or other barrier method of protection with any person, male or female, who has traveled to or lives in an area with Zika, including female to female transmission with a pregnant partner.

CDC also provided updated interim guidance for healthcare providers caring for pregnant

women with possible exposure to the virus, expanding the window for Zika-specific blood testing from a week after the onset of symptoms, or believed exposure, to 14 days.

“New information has indicated that some infected pregnant women can have evidence of Zika virus in their blood for longer than the previously recommended seven-day window for testing after symptoms begin, and that even pregnant women without symptoms can have evidence of the virus in their blood and urine,” the agency said.

CDC also advises that pregnant women, with possible Zika exposure but no symptoms, receive testing as well. “Expanding the use of the Zika-specific test could provide more women with Zika virus infection a definite diagnosis and help direct medical evaluation and care,” CDC said.

Zika has been proven to cause microcephaly, a birth defect marked by small head size that can lead to serious developmental problems, and has been linked to other severe fetal brain abnormalities. The connection between Zika and microcephaly came to light last fall in Brazil, which has now confirmed more than 1,600 cases of microcephaly that it considers related to Zika infections in the mothers. CDC has currently listed 400 pregnant women in the United States with evidence of Zika exposure on its registry. (rtr)

SINGARAJA — The government of Buleleng is preparing the implementation of the Buleleng Festival (Bulfest) 2016. The theme featured this year is the ‘Masterpieces of Buleleng’ to be held on the upcoming August 2-6.

The Head of the Buleleng Culture and Tourism Agency, I Nyoman Sutrisna, drafted the details of the Bulfest to be centered on the main stage of Singa Ambara Raja monument of Singaraja.

“The five-day organization of the Bulfest will be graced with various agendas and performances.

There are not many differences because we continue the Bulfest of previous year,” he said, Tuesday (Jul. 26).

His agency also made cooperation with the Indonesia Hotel and Restaurant Association (PHRI) of Buleleng and the central government to show off the cultural potential owned by Buleleng. To draw visitors from the entire districts in Bali, the committee invites Slank band group assessed to have national reputation and has abundant fans in the country.

“We feature the Slank bland and Joni Agung with the funds supported by central government. In the meantime, the amount of Buleleng regional budget allocated for the festival amounts to IDR 800 million. The fund of other activities is assisted by central government and sponsors,” he said.

On day one (Aug. 2), the event will be filled in by joged parade by involving 15 art troupes, mass Legong Tombol Dance (50 dancers), choir of the SMAN Bali Mandara high school Buleleng, mass Teruna Jaya Dance (20 dancers), performance by Balinese and national pop artists to the parade of the art studios, kid gender gamelan music, arja operetta and various exhibitions.

Bulfest itself is meant to increase the education and the

economy of North Bali. A number of space of activities to be utilized include the front area of the lion monument, cultural hall, Kanginan Palace, Laksmi Graha building, official residence of the regent, east parking of regent office, west parking of Buleleng parliamentary office, Jalan Pahlawan, Jalan Veteran and Jalan Gunung Agung Timur.

Opening session of the Bulfest will be filled with the conferment of the accolade on the determination of human puppet of Tejakula village as intangible world cultural heritage of the UNESCO. If there is no hindrance, the conferment will be carried out in person by the Director General of Culture, Ministry of Education and Cultural Affairs. Last but not least, it will also be filled in with introduction speech by Ministry of Education and Cultural Affairs, and the Ministry of Tourism.

“Mr. Director General will deliver the accolade of the UNESCO to the regent. We received it from the UNESCO last month from the ministry on the implementation of the Bali Arts Festival 2016. The accolade of the UNESCO for the wayang wong or human puppet of Tejakula belongs to intangible heritage having cultural values inherited through generations,” he added.

In the series of the Bulfest implementation, the committee will organized an exhibition of photography, painting, craft, film screening and culinary event. Additionally, there will be screening of documentary film, competition of preparing lawar delicacy for the level of high school and vocational school and customary village, fashion shows, classical rindik gamelan music, wayang wong, panca mask show, innovative shadow puppets, classical collaborative arts, jegeg-bagus beauty pageant, job fairs and agricultural exhibition. TABANAN — The height of rubbish at Mandung landfill located in Kerambitan, Tabanan, has reached approximately 20 meters. To hold the height from increasing, as well as managing the landfill so that it looks more presentable, it will be backfilled with soil every one or two weeks. Though with a limited budget, the backfill will constantly be done by purchasing land by way of debt.

Chief of Mandung landfill, Ni Luh Sukartini, said on Tuesday (Jul. 26) that operating cost is obtained from the main regional budget worth IDR 30 million. In the meantime, the hoarding is done at least one or two weeks and needs six trucks of soil at the price of IDR 500,000 per truck.

“This budget has run out. Then, in order to meet the soil needs to hoard the landfill, we take the soil first and pay later on. Payment will be allocated in the amended regional budget,” he said.

This soil hoarding system is hoped to prevent the level of rubbish from being higher. If possible, it is expected to diminish.

“With the placement of soil on the rubbish, decomposition process is expected to last more quickly so that the height can be maintained and even expected to be reduced,” said Sukartini.

In addition to controlled landfill system, added Sukartini, there is another system, namely the sanitary landfill. However, so far Tabanan

cannot apply this system because soil hoarding on the rubbish is carried out every day. Beside, the budget for the operation need is not sufficient.

“For the time being, we are still difficult to apply the controlled landfill system, so that we have not been able to apply the sanitary landfill system,” she said.

In addition to doing backfill, the Mandung landfill also applies inactive zone. This zone should not be backfilled again because it potentially contains methane gas that is vulnerable to get burned. In the active zone is installed a pipe to channel methane gas connected to gas stove.

“So, for cooking activities at this landfill, we have been using methane gas generated by rubbish,” she said. However, the methane gas produced is still in small volume and can be used for self-consumption only. During its heyday, called Orhan, many hotels were built in Antalya. “After many hotels have been established, travelers became reluctant to come to Antalya because its natural conditions have changed. Do not make the same mistake as Antalya,” he said.

He admitted to be interested in visiting Bali for its rich culture and religious activities carried out by the Hindus. Because of his love for Bali, this man having been traveling around the world and becoming a speaker at 5,000 conferences worldwide established a travel club in Turkey.

Residents begin returning home after Los Angeles wildfire

ACTON, Calif. - Thousands of California residents were allowed to return home on Monday after a deadly, destructive wildfire forced them from their houses in recent days as it raged through drought-parched canyons and foothills north of Los Angeles.

About 300 miles (480 km) to the north, though, another fire ravaged a hilly area near the scenic coastal city of Carmel-by-the-Sea, churning through 16,100 acres (6,500 hectares) and destroying 20 homes and two outbuildings, authorities said.

The so-called Soberanes Fire, burning in the Los Padres National Forest in Monterey County, threatened 1,650 structures by Monday evening and was only 10 percent contained, the U.S. Forest Service said.

Near Los Angeles, a beefed-up force of nearly 3,000 firefighters battled to outflank the blaze there - known as the Sand Fire - which has charred at least 50 square miles (130 square km) on the rugged northwestern fringes of the Angeles National Forest, authorities said.

The Sand Fire erupted on Friday and also remained just 10 percent contained on Monday evening as crews backed by bulldozers labored to hack buffer lines around

its perimeter.

The majority of the estimated 20,000 to 30,000 people who lived in the 10,000 homes that were evacuated earlier were allowed to return home on Monday evening, fire officials said.

Fed by dense brush left desiccated by five years of drought, flames were initially stoked by triple-digit heat and extremely low humidity.

Slightly cooler, moister weather and diminished winds were expected to assist firefighters on Monday.

“We have very little wind, we have an increase in relative humidity, and so it’s favorable for us to get out and to put out hot spots and work on line construction,” Los Angeles County Fire Chief Greg Hisel said. He said calmer winds were helping to keep the fire stationary.

The Sand Fire blaze was concentrated near the town of Acton, about 50 miles (80 km) north of Los Angeles, as it cast a pall of smoke and soot over a wide area. Much of the

Los Angeles basin was dusted with a thin layer of fine white ash from the fire on Saturday and Sunday.

At least 18 dwellings were destroyed over the weekend, and authorities have reported one fatality, an unidentified man found on Saturday evening in a burned-out car parked in the driveway of a home.

Among the properties to go up in flames was the landmark Sable Ranch, a popular location for television and movie shoots.

The causes of the two fires were under investigation. They are among some 3,750 blazes large and small to have erupted across California since January, a higher-thannormal total, collectively scorching more than 200,000 acres (80,940 hectares), state fire officials said.

The biggest so far was last month’s Erskine Fire, which consumed 48,000 acres (19,429 hectares) northeast of Bakersfield, killing two people and destroying about 250 structures.

By comparison, the 2003 Cedar Fire ranks as the biggest on record in the state. It blackened more than 273,000 acres (110,480 hectares), leveled 2,820 buildings and claimed 15 lives.(rtr)

MOSCOW — Ukraine’s interior minister on Tuesday bent to the pressure of nationalists and ordered police to bar a major religious procession from entering the capital, Kiev, after police found ammunition planted along the planned route. Ukrainian nationalists have previously threatened to attack the procession if it enters Kiev.

Thousands have been marching from monasteries in the country’s east and west since the beginning of July in the Holy Cross procession led by the Ukrainian branch of the Russian Orthodox Church.

The two marches were to meet up in Kiev later this week to mark the adoption of Christianity by what is now Russia and Ukraine in the 10th century.

Orthodox Christians in Ukraine adhere to the Ukrainian Orthodox Church and the Ukrainian branch of the Russian Orthodox Church.

Police decided to stop the procession from coming into Kiev because of security concerns, Interior Minister Arsen Avakov said.

Ukrainian nationalists on Monday blocked the procession from entering Kiev, calling the marchers “agents of Moscow” and pelting the believers who were carrying Orthodox icons and crosses with eggs. The nationalists claimed that the procession is a ruse to sow discord in Ukraine. The procession was reported to have taken a detour but still headed on to Kiev.

Relations between Russia and Ukraine, which share linguistic and cultural ties dating back hundreds of years, soured after Russia threw its support behind rebel separatists fighting government troops in eastern Ukraine. This conflict has claimed more than 9,400 lives and displaced more than 1 million people since it began in 2014.(ap)

said Nandita Baruah, Asia Foundation’s deputy country representative in Kathmandu.

“Their desperation makes them take greater risks, such as sending their children away for what they think are better lives, or even selling their kidneys,” she told the Thomson Reuters Foundation in an interview.

“We’re going to see an uptick in people moving out to earn money as their debts become due. Some of them will be trafficked,” Baruah added.

Some victims are duped into selling their kidneys and brought to India, where a chronic organ shortage has fuelled a black-market trade in illegal transplants, activists say.

Nepal’s economy is forecast by the Asian Development Bank to have grown only about 1.5 percent in the fiscal year to mid-July after reconstruction delays and trade disruptions. A recovery is dependent on the pace of reconstruction, it said.

“Now, the aid will also stop flowing. We’re going to see more migration, more trafficking,” said Baruah. “Those who have taken on debt don’t have options,” she said. (rtr)

N. Korea warns US of ‘terrifying price’ over nuke tensions

VIENTIANE — North Korea warned the United States on Tuesday that it will pay a “terrifying price” if the Korean Peninsula sinks into deeper tensions, stepping up its rhetoric hours after U.S. Secretary of State John Kerry blasted Pyongyang for its nuclear program.

Kerry told a regional security conference being hosted by Laos that North Korea’s pursuit of nuclear weapons — when the world is trying to rid itself of them — is “very provocative and deeply concerning.” He urged the country to follow the lead of Iran, which hammered out a deal to end its nuclear program in return for the lifting of sanctions.

However, North Korea was slapped with new U.N. sanctions in March, and Kerry urged the international community to fully enforce those and previous sanctions.

In North Korea’s typical fashion of unleashing rhetorical threats, its foreign minister, Ri Yong-ho, told the same conference, known as the ASEAN Regional Forum, that it is ready to face any sanctions and took them into account when it took the “inevitable strategic decision”

to develop nuclear weapons to counter the “never-ending nuclear blackmails of the U.S.” North Korea says it needs nuclear weapons to cope with what it sees as U.S. military threats.

The United States stations about 28,500 troops in South Korea and regularly holds joint military drills with South Korea. Pyongyang has long demanded Washington withdraw its troops from South Korea and stop the joint drills, which it calls an invasion rehearsal.

“We are ready to show that even a (powerful) country will surely not be safe if it tries to torment and harm a small country,” Ri said, according to the text of his speech released to the media. “The United States will have to pay dearly a terrifying price.”

Some analysts say North Korea has developed a handful of crude

nuclear devices and is working toward building a warhead small enough to mount on a long-range missile capable of reaching the continental U.S. However, South Korean defense officials say the North has neither such a miniaturized warhead nor a functioning intercontinental ballistic missile.

Kerry said if Iran can give up nuclear weapons so can North Korea.

“But North Korea alone ... the only country in the world defying the international movement towards responsibility, continues to develop its own weapon, continues to develop its missiles, continues the provocative actions,” he said.

“North Korea in January did another nuclear test. In February, March, April, May, continually they have done missile tests,” he said. “So together we are determined, all of us assembled here — perhaps with one exception assembled here — to make absolutely certain the DPRK understands that there are real consequences for these actions.” (ap)

BERLIN — Officials say a man has shot dead a doctor before killing himself at a Berlin hospital.

The shooting occurred around 1 p.m. Tuesday at the mouth, jaw and face surgery unit of the BenjaminFranklin Hospital in the southwest-

ern district of Steglitz.

Berlin police initially said the doctor had suffered life-threatening injuries, but later said he had died.

The circumstances of the shooting are still being investigated. Police said there was no indication of a “ter-

rorist background” to the attack.

A series of attacks over the past days, including the shooting deaths of nine people and a gunman in Munich on Friday, have prompted officials to call for stricter gun laws in Germany. (ap)

Israel to display ancient mummy with modern-day afflictions

JERUSALEM — Israel’s national museum is set to display a 2,200-year-old Egyptian mummy of a man who was afflicted with some modern-day illnesses such as osteoporosis and tooth decay, the museum said on Tuesday.

The illnesses, discovered using a CT scan, indicate that during his lifetime, the man was largely sedentary, avoided manual labor in the sun and probably ate a carbohydrate-heavy diet.

The mummy is the only such relic in Israel, named the “Protective Eye of Horus,” after a pharaonic deity. It was kept for decades at a Jesuit institute in Jerusalem before it was loaned to the Israel Museum. It will be displayed in a museum setting for the first time starting Wednesday.

The research on the mummy builds on previous international studies that have shown that people in ancient Egyptian times suffered from some of the modern-day diseases.

“Osteoporosis is a disease that is characteristic of the 20th century, when people don’t work so hard.

We are glued to screens,” said Galit Bennett, who curated the mummy exhibit. “We were very surprised that there were people who didn’t do physical work and that it affected their bodies like this

man here.”

The museum said that thanks to Egyptian embalming processes and Jerusalem’s dry climate, the mummy’s bones, teeth and remnants of blood vessels were found largely intact, assisting them in their research. The mummy was also found to have had tooth cavities.

Researchers studied the mummy’s remains earlier this year using a CT scanner, technology that allowed them to discover the diseases and determine the mummy was a man who lived to what was at the time a relatively old age of 30 and 40 years. He was originally 167 centimeters (5-foot-6) tall but that either in his lifetime or afterward, he had shrunk to 154 centimeters (5-foot-1). His apparently sedentary lifestyle, as well as inscriptions on his coffin, indicates he was a priest, the museum said.

The museum said the mummy is originally from Akhmim, some 480 kilometers (300 miles) south of present-day Cairo. It was given as a gift to the Jesuit Pontifical Biblical Institute in Jerusalem in the late 1920s by Jesuits in Alexandria, Egypt. The mummy, nicknamed “Alex,” was encased in a gold and black coffin and wrapped in strands of linen, a gold mask placed atop its concealed skull. (ap)

Putin to meet depleted Russian team ahead of Rio Games

MOSCOW - President Vladimir Putin will give a personal send-off on Wednesday to a diminished Russian Olympic team who travel to the Rio Games even as global sports bodies mull over the eligibility of Russian competitors.

The International Olympic Committee threw Russia a lifeline on Sunday, ignoring calls for the national team to be banned over allegations of state-backed doping and giving international sports federations the final say on whether individual Russian athletes could compete in Brazil.

Putin, who has warned of a split in the Olympic movement and what Russian officials call creeping political interference in sport, will address the Russian team on Wednesday after an earlier scheduled meeting was postponed due to the doping scandal, Russian news agencies cited the Kremlin as saying.

How many of the 387-strong Russian team originally billed will actually compete at the Rio Games remains to be seen.

Russia’s track-and-field athletes are already barred over doping offences and seven Russian swimmers, including four-times breaststroke world champion Yulia Efimova, were ruled out of the Games in August on Monday.

In a further blow to Russia’s medal hopes, two modern pentathletes and five Russian canoe sprinters - including the 2012 Olympic champion Alexander Dyachenko - were excluded by their sports’ governing bodies on Tuesday.

The International Judo Federation (IJF), however, told Reuters the 11 Russian competitors who qualified for the Rio Games will be allowed to compete, a move likely to please Putin who is a judo blackbelt and IJF honorary president.

Guardiola denies any weighty problems in City squad

MANCHESTER - Manager Pep Guardiola has dismissed reports that a small number of Manchester City players turned up for pre-season training overweight but stressed the importance of keeping players fit ahead of the new Premier League season.

Guardiola’s emphasis on fitness was highlighted when left back Gael Clichy revealed that the manager had taken pizzas off the menu at City and imposed strict weight parameters on the squad, with the threat of a ban from training with the first team if they were breached.

“They were not overweight but I want my players fit,” Guardiola told reporters on Wednesday.

“For me, the weight is so, so important. We need to run, to fight, to jump -- to have the ball, after three days, then another three days, then another three days. When you are not fit, that’s when the injuries come.”

Guardiola, who is on a pre-

season tour in China with City, has previously made use of defensive midfielders, such as Javier Mascherano and Javi Martinez, as centre backs in his first team and hinted he could do the same with Fernandinho.

“I think Fernandinho can play in 10 positions. He has the quality to play wherever. He could play at centre back,” he said.

“He has the quality to create good build-up. We think he can play there -- maybe Fernando, too, but he’s not as quick. I like midfielders to play at centre back because they can play good passes.

Guardiola also said he would let the players decide who will lead them in the absence of injury-prone

captain Vincent Kompany.

“The players have to choose the captain. They have to decide. If Vincent Kompany is not playing because he is injured, or (because of) my decision, it is not a big problem,” the 45-year-old said.

“We have a lot of experience.

I am not in the locker room, I am not in the meetings. They have to choose themselves. They know each other better than me. That is their responsibility.”

Guardiola, who replaced Manuel Pellegrini, has already added four players, including winger Nolito and German midfielder Ilkay Guendogan, to the City ranks hoping to rebuild the squad after the club stumbled to a fourth-place finish last season.

MADRID - Real Madrid coach Zinedine Zidane has ended speculation regarding the future of Colombian international James Rodriguez by confirming the 25-year-old winger will remain at the club.

Reports in England and Spain linked Rodriguez, who joined Real from Monaco shortly after the 2014 World Cup, with a move to the Premier League this summer, with Manchester United among the clubs keen to acquire his services.

Speaking ahead of his team’s opening pre-season game against Paris Saint-Germain on Thursday at the Ohio Stadium in Columbus, United States, Zidane said: “James is a Real Madrid player.

“We have a very good squad, we have won with this team and James is just one more in the team. He will remain at Real Madrid.”

Rodriguez impressed in his debut season at Real, scoring 17 goals and setting up 17 more in 46 appearances, but lost his place in the

starting line-up and made just 21 starts in the 2015-16 campaign.

Real, who finished runners-up to Barcelona in La Liga last season, have made just one signing so far this summer, with Spanish forward Alvaro Morata returning to the club two years after being sold to Juventus.

However, Real are hopeful to acquire another Juventus player, with Zidane revealing that the club are still in the race to sign France international Paul Pogba.

FA Cup to allow fourth substitute in extra time LONDON - Teams progressing to the latter stages of the FA Cup next season will be allowed to field a fourth substitute in extra time, the English Football Association (FA) announced on Wednesday.

The International Football As-

sociation Board (IFAB), the game’s law-making body, is carrying out a global study into a proposal for teams to make a fourth replacement during extra time.

The FA said as a trial for the study it would introduce the in-

novation for the quarter finals, semi-finals and final of the FA Cup, subject to IFAB approval.

If the FA gets the go-ahead from the IFAB, clubs that have used three substitutes from the seven players named on their bench dur-

ing the tournament’s final three rounds will be allowed to introduce a fourth player in extra time.

The format was first used in this year’s Copa America.

“With the cup now adopting a straight knockout format from

MANCHESTER - Midfielder Henrikh Mkhitaryan acknowledges his hefty price tag does not guarantee him a starting place at Manchester United and is prepared to fight for a spot in manager Jose Mourinho’s first team.

Mkhitaryan, who was voted Bundesliga Players’ Player of the Season in the previous campaign, joined from Borussia Dortmund earlier this month for a transfer fee estimated at 30 million pounds ($39.32 million) by the British media.

“It doesn’t matter if they buy me for, I don’t know, 38 million or

40 million, I am not guaranteed to play the games,” Mkhitaryan told British media.

“So I am trying to do my best during the training to earn this place to play and then we will see, because I don’t think I will play every game, depending on the tactical situation, depending on the opponent.”

Mourinho expects Mkhitaryan to adapt seamlessly to the physicality of English football due to the 27-year-old’s ability to break open the tightest defence with his passing skills and astute game reading.

Mkhitaryan refused to make any promises but hoped the pressure of playing for United would only make him better.

“I never promise something, I always say that I will try. Because if you promise something and you don’t do it you will always be under pressure,” the Armenia international said.

BARCELONA - Barcelona have completed the signing of Portugal midfielder Andre Gomes from Valencia on a five-year contract, the Spanish champions said on Wednesday.

Neither club released any financial details but Marca reported that Gomes cost 50 million euros ($54.99 million).

Barca had reached agreement with Valencia last week to acquire the 22-year-old, who was in the Portugal squad at Euro 2016 where the country won their first major title.

He came off the bench in Portugal’s 2-0 semi-final win over Wales but did not appear in the final against hosts France.

Putin to meet depleted Russian team ahead of Rio Games

MOSCOW - President Vladimir Putin will give a personal send-off on Wednesday to a diminished Russian Olympic team who travel to the Rio Games even as global sports bodies mull over the eligibility of Russian competitors.

The International Olympic Committee threw Russia a lifeline on Sunday, ignoring calls for the national team to be banned over allegations of state-backed doping and giving international sports federations the final say on whether individual Russian athletes could compete in Brazil.

Putin, who has warned of a split in the Olympic movement and what Russian officials call creeping political interference in sport, will address the Russian team on Wednesday after an earlier scheduled meeting was postponed due to the doping scandal, Russian news agencies cited the Kremlin as saying.

How many of the 387-strong Russian team originally billed will actually compete at the Rio Games remains to be seen.

Russia’s track-and-field athletes are already barred over doping offences and seven Russian swimmers, including four-times breaststroke world champion Yulia Efimova, were ruled out of the Games in August on Monday.

In a further blow to Russia’s medal hopes, two modern pentathletes and five Russian canoe sprinters - including the 2012 Olympic champion Alexander Dyachenko - were excluded by their sports’ governing bodies on Tuesday.

The International Judo Federation (IJF), however, told Reuters the 11 Russian competitors who qualified for the Rio Games will be allowed to compete, a move likely to please Putin who is a judo blackbelt and IJF honorary president.

The Russian judo squad will be joined by 18 Russian shooters who were cleared to compete by the International Shooting Federation and Russia’s equestrian team. (rtr)

VIENTIANE — North Korea warned the United States on Tuesday that it will pay a “terrifying price” if the Korean Peninsula sinks into deeper tensions, stepping up its rhetoric hours after U.S. Secretary of State John Kerry blasted Pyongyang for its nuclear program.

Kerry told a regional security conference being hosted by Laos that North Korea’s pursuit of nuclear weapons — when the world is trying to rid itself of them — is “very provocative and deeply concerning.” He urged the country to follow the lead of Iran, which hammered out a deal to end its nuclear program in return for the lifting of sanctions.

However, North Korea was slapped with new U.N. sanctions in March, and Kerry urged the international community to fully enforce those and previous sanctions.

In North Korea’s typical fashion of unleashing rhetorical threats, its foreign minister, Ri Yong-ho, told the same conference, known as the ASEAN Regional Forum, that it is ready to face any sanctions and took them into account when it took the “inevitable strategic decision”

to develop nuclear weapons to counter the “never-ending nuclear blackmails of the U.S.” North Korea says it needs nuclear weapons to cope with what it sees as U.S. military threats.

The United States stations about 28,500 troops in South Korea and regularly holds joint military drills with South Korea. Pyongyang has long demanded Washington withdraw its troops from South Korea and stop the joint drills, which it calls an invasion rehearsal.

“We are ready to show that even a (powerful) country will surely not be safe if it tries to torment and harm a small country,” Ri said, according to the text of his speech released to the media. “The United States will have to pay dearly a terrifying price.”

Some analysts say North Korea has developed a handful of crude

nuclear devices and is working toward building a warhead small enough to mount on a long-range missile capable of reaching the continental U.S. However, South Korean defense officials say the North has neither such a miniaturized warhead nor a functioning intercontinental ballistic missile.

Kerry said if Iran can give up nuclear weapons so can North Korea.

“But North Korea alone ... the only country in the world defying the international movement towards responsibility, continues to develop its own weapon, continues to develop its missiles, continues the provocative actions,” he said.

“North Korea in January did another nuclear test. In February, March, April, May, continually they have done missile tests,” he said. “So together we are determined, all of us assembled here — perhaps with one exception assembled here — to make absolutely certain the DPRK understands that there are real consequences for these actions.” (ap)

Man shoots dead doctor, kills himself at Berlin hospital

BERLIN — Officials say a man has shot dead a doctor before killing himself at a Berlin hospital.

The shooting occurred around 1 p.m. Tuesday at the mouth, jaw and face surgery unit of the BenjaminFranklin Hospital in the southwest-

ern district of Steglitz.

Berlin police initially said the doctor had suffered life-threatening injuries, but later said he had died.

The circumstances of the shooting are still being investigated. Police said there was no indication of a “ter-

rorist background” to the attack.

A series of attacks over the past days, including the shooting deaths of nine people and a gunman in Munich on Friday, have prompted officials to call for stricter gun laws in Germany. (ap)

Israel to display ancient mummy with modern-day afflictions

JERUSALEM — Israel’s national museum is set to display a 2,200-year-old Egyptian mummy of a man who was afflicted with some modern-day illnesses such as osteoporosis and tooth decay, the museum said on Tuesday.

The illnesses, discovered using a CT scan, indicate that during his lifetime, the man was largely sedentary, avoided manual labor in the sun and probably ate a carbohydrate-heavy diet.

The mummy is the only such relic in Israel, named the “Protective Eye of Horus,” after a pharaonic deity. It was kept for decades at a Jesuit institute in Jerusalem before it was loaned to the Israel Museum. It will be displayed in a museum setting for the first time starting Wednesday.

The research on the mummy builds on previous international studies that have shown that people in ancient Egyptian times suffered from some of the modern-day diseases.

“Osteoporosis is a disease that is characteristic of the 20th century, when people don’t work so hard.

We are glued to screens,” said Galit Bennett, who curated the mummy exhibit. “We were very surprised that there were people who didn’t do physical work and that it affected their bodies like this

man here.”

The museum said that thanks to Egyptian embalming processes and Jerusalem’s dry climate, the mummy’s bones, teeth and remnants of blood vessels were found largely intact, assisting them in their research. The mummy was also found to have had tooth cavities.

Researchers studied the mummy’s remains earlier this year using a CT scanner, technology that allowed them to discover the diseases and determine the mummy was a man who lived to what was at the time a relatively old age of 30 and 40 years. He was originally 167 centimeters (5-foot-6) tall but that either in his lifetime or afterward, he had shrunk to 154 centimeters (5-foot-1). His apparently sedentary lifestyle, as well as inscriptions on his coffin, indicates he was a priest, the museum said.

The museum said the mummy is originally from Akhmim, some 480 kilometers (300 miles) south of present-day Cairo. It was given as a gift to the Jesuit Pontifical Biblical Institute in Jerusalem in the late 1920s by Jesuits in Alexandria, Egypt. The mummy, nicknamed “Alex,” was encased in a gold and black coffin and wrapped in strands of linen, a gold mask placed atop its concealed skull. (ap)

in construction, as drivers and in hotels in India, the Middle East and Southeast Asia.

Some victims are duped into selling their kidneys and brought to India, where a chronic organ shortage has fuelled a black-market trade in illegal transplants, activists say.

Nepal’s economy is forecast by the Asian Development Bank to have grown only about 1.5 percent in the fiscal year to mid-July after reconstruction delays and trade disruptions. A recovery is dependent on the pace of reconstruction, it said.

“Now, the aid will also stop flowing. We’re going to see more migration, more trafficking,” said Baruah. “Those who have taken on debt don’t have options,” she said. (rtr)

He claimed to fear if Bali is increasingly congested and the congestion continues to occur, Bali will then be abandoned by travelers. “Currently, Bali is already getting crowded and jammed.

If reclaimed, more and more issues must be faced by Bali,” said Orhan who is also the Mining Department Head at the Istanbul Technical University.

During its heyday, called Orhan, many hotels were built in Antalya. “After many hotels have been established, travelers became reluctant to come to Antalya because its natural conditions have changed. Do not make the same mistake as Antalya,” he said.

He admitted to be interested in visiting Bali for its rich culture and religious activities carried out by the Hindus. Because of his love for Bali, this man having been traveling around the world and becoming a speaker at 5,000 conferences worldwide established a travel club in Turkey.

Residents begin returning home after Los Angeles wildfire

ACTON, Calif. - Thousands of California residents were allowed to return home on Monday after a deadly, destructive wildfire forced them from their houses in recent days as it raged through drought-parched canyons and foothills north of Los Angeles.

About 300 miles (480 km) to the north, though, another fire ravaged a hilly area near the scenic coastal city of Carmel-by-the-Sea, churning through 16,100 acres (6,500 hectares) and destroying 20 homes and two outbuildings, authorities said.

The so-called Soberanes Fire, burning in the Los Padres National Forest in Monterey County, threatened 1,650 structures by Monday evening and was only 10 percent contained, the U.S. Forest Service said.

Near Los Angeles, a beefed-up force of nearly 3,000 firefighters battled to outflank the blaze there - known as the Sand Fire - which has charred at least 50 square miles (130 square km) on the rugged northwestern fringes of the Angeles National Forest, authorities said.

The Sand Fire erupted on Friday and also remained just 10 percent contained on Monday evening as crews backed by bulldozers labored to hack buffer lines around

its perimeter.

The majority of the estimated 20,000 to 30,000 people who lived in the 10,000 homes that were evacuated earlier were allowed to return home on Monday evening, fire officials said.

Fed by dense brush left desiccated by five years of drought, flames were initially stoked by triple-digit heat and extremely low humidity.

Slightly cooler, moister weather and diminished winds were expected to assist firefighters on Monday.

“We have very little wind, we have an increase in relative humidity, and so it’s favorable for us to get out and to put out hot spots and work on line construction,” Los Angeles County Fire Chief Greg Hisel said. He said calmer winds were helping to keep the fire stationary.

The Sand Fire blaze was concentrated near the town of Acton, about 50 miles (80 km) north of Los Angeles, as it cast a pall of smoke and soot over a wide area. Much of the

Los Angeles basin was dusted with a thin layer of fine white ash from the fire on Saturday and Sunday.

At least 18 dwellings were destroyed over the weekend, and authorities have reported one fatality, an unidentified man found on Saturday evening in a burned-out car parked in the driveway of a home.

Among the properties to go up in flames was the landmark Sable Ranch, a popular location for television and movie shoots.

The causes of the two fires were under investigation. They are among some 3,750 blazes large and small to have erupted across California since January, a higher-thannormal total, collectively scorching more than 200,000 acres (80,940 hectares), state fire officials said.

The biggest so far was last month’s Erskine Fire, which consumed 48,000 acres (19,429 hectares) northeast of Bakersfield, killing two people and destroying about 250 structures.

By comparison, the 2003 Cedar Fire ranks as the biggest on record in the state. It blackened more than 273,000 acres (110,480 hectares), leveled 2,820 buildings and claimed 15 lives.(rtr)

MOSCOW — Ukraine’s interior minister on Tuesday bent to the pressure of nationalists and ordered police to bar a major religious procession from entering the capital, Kiev, after police found ammunition planted along the planned route. Ukrainian nationalists have previously threatened to attack the procession if it enters Kiev.

Thousands have been marching from monasteries in the country’s east and west since the beginning of July in the Holy Cross procession led by the Ukrainian branch of the Russian Orthodox Church.

The two marches were to meet up in Kiev later this week to mark the adoption of Christianity by what is now Russia and Ukraine in the 10th century.

Orthodox Christians in Ukraine adhere to the Ukrainian Orthodox Church and the Ukrainian branch of the Russian Orthodox Church.

Police decided to stop the procession from coming into Kiev because of security concerns, Interior Minister Arsen Avakov said.

“Mock mines and actual live grenades planted along the planned route give us no reason to doubt that the risk of threats and provocations is real,” Avakov said. “Security of the citizens is more important than religious rites.”

Ukrainian nationalists on Monday blocked the procession from entering Kiev, calling the marchers “agents of Moscow” and pelting the believers who were carrying Orthodox icons and crosses with eggs. The nationalists claimed that the procession is a ruse to sow discord in Ukraine. The procession was reported to have taken a detour but still headed on to Kiev.

Relations between Russia and Ukraine, which share linguistic and cultural ties dating back hundreds of years, soured after Russia threw its support behind rebel separatists fighting government troops in eastern Ukraine. This conflict has claimed more than 9,400 lives and displaced more than 1 million people since it began in 2014.(ap)

China’s condom policies to prevent HIV fail to protect sex workers: research

BANGKOK - Chinese police cracking down on sex workers routinely look for condoms as evidence of illegal activity, hindering efforts to prevent the spread of HIV among sex workers, one of the biggest at-risk groups in the country, experts said.

China, with a population of about 1.4 billion, has a relatively low HIV prevalence rate, with around half a million reported cases of people living with HIV or AIDS by the end of 2014, according to a government report published last year.

However, the HIV epidemic is concentrated among high risk groups, including men who have sex with men and sex workers, and the main mode of transmission is sex.

Up to 92 percent of the 104,000 cases diagnosed in 2014 resulted from sexual contact, according to research commissioned by Asia Catalyst, which promotes the right to health of marginalised groups in the region.

China provides free condoms for people living with HIV and allocates funds each year to buy condoms for distribution among at-risk populations, including sex workers, it said.

At the same time, police are authorised to crack down on sex work, which is illegal in China, and use condom seizure as its main tactic, Catalyst Asia said in a report.

“When police arrest sex workers, they will search for condoms, and that will decrease sex workers’

willingness to carry and use condoms,” said Tingting Shen, director of advocacy, policy, and research for Asia Catalyst.

“Among those who have been interrogated by police in the past year, condom usage rates are clearly lower,” Shen said in a Skype interview from Beijing. China’s public security ministry could not be reached for comment and did not respond to faxed questions about the survey.

POLICE VIOLENCE

The pro bono legal programme of the Thomson Reuters Foundation provided legal research and advice for the study, which was based on interviews with male, female and transgender sex workers, health professionals, police and managers of sex work venues.

Among sex workers who had not been questioned by police in the past year, 68 percent said they always used condoms, while 48 percent who had been interrogated said they consistently used condoms.

The research found that 76 percent of sex workers who had not been interrogated in the past year always carried condoms, compared with 48 percent of those who had

been questioned. The study said police use two methods to handle sex work cases - trying to catch sex workers in the act and inspecting sex work venues, with condoms as the main focus in operations.

Evidence of condoms was the deciding factor in whether police would take the sex worker to the police station for further action, it said, adding that 51 percent of the respondents interrogated suffered police violence.

UNAIDS said the confiscation of condoms and use of condoms as legal evidence in cases against sex workers is a widespread problem. “Unfortunately it’s a common problem in just about every country in the world,” said Steve Kraus, UNAIDS director for the Asia Pacific.

“When you confiscate condoms, studies again and again show that condoms are less likely to be used.

Commercial sex is going to take place in more risky venues, where the women selling sex are more vulnerable to violence, extortion, robbery, assault, gang rape.”

Asia Catalyst urged China’s public security ministry to eliminate search and confiscation of condoms, and their use as evidence of prostitution. It also called for China to move towards decriminalisation of sex work, and for police cooperation with the sex work community to be a central part of HIV prevention. (rtr)

U.S. health officials update Zika transmission and testing guidance

U.S. health officials issued updated recommendations for preventing and testing for Zika infection on Monday, warning that the virus can be transmitted through unprotected sex with an infected female partner.

Previously, the U.S. Centers for Disease Control and Prevention, and other experts, believed that the virus could only be sexually transmitted by males because it can reside in semen potentially for several months.

For that reason, the CDC had recommended that men who had been infected abstain from unprotected sexual contact for at least six months with a partner who is pregnant or hoping tobecome pregnant.

But a recently reported case of female-to-male sexual transmission in New York City, and limited human and non-human primate data indicating that Zika virus RNA can be detected in vaginal secretions, led to the new warning, the agency said.

CDC’s expanded warnings on sexual exposure to Zika now caution against sex without a condom or other barrier method of protection with any person, male or female, who has traveled to or lives in an area with Zika, including female to female transmission with a pregnant partner.

CDC also provided updated interim guidance for healthcare providers caring for pregnant

women with possible exposure to the virus, expanding the window for Zika-specific blood testing from a week after the onset of symptoms, or believed exposure, to 14 days.

“New information has indicated that some infected pregnant women can have evidence of Zika virus in their blood for longer than the previously recommended seven-day window for testing after symptoms begin, and that even pregnant women without symptoms can have evidence of the virus in their blood and urine,” the agency said.

CDC also advises that pregnant women, with possible Zika exposure but no symptoms, receive testing as well. “Expanding the use of the Zika-specific test could provide more women with Zika virus infection a definite diagnosis and help direct medical evaluation and care,” CDC said.

Zika has been proven to cause microcephaly, a birth defect marked by small head size that can lead to serious developmental problems, and has been linked to other severe fetal brain abnormalities. The connection between Zika and microcephaly came to light last fall in Brazil, which has now confirmed more than 1,600 cases of microcephaly that it considers related to Zika infections in the mothers. CDC has currently listed 400 pregnant women in the United States with evidence of Zika exposure on its registry. (rtr)

SINGARAJA — The government of Buleleng is preparing the implementation of the Buleleng Festival (Bulfest) 2016. The theme featured this year is the ‘Masterpieces of Buleleng’ to be held on the upcoming August 2-6.

The Head of the Buleleng Culture and Tourism Agency, I Nyoman Sutrisna, drafted the details of the Bulfest to be centered on the main stage of Singa Ambara Raja monument of Singaraja.

“The five-day organization of the Bulfest will be graced with various agendas and performances.

There are not many differences because we continue the Bulfest of previous year,” he said, Tuesday (Jul. 26).

His agency also made cooperation with the Indonesia Hotel and Restaurant Association (PHRI) of Buleleng and the central government to show off the cultural potential owned by Buleleng. To draw visitors from the entire districts in Bali, the committee invites Slank band group assessed to have national reputation and has abundant fans in the country.

“We feature the Slank bland and Joni Agung with the funds supported by central government. In the meantime, the amount of Buleleng regional budget allocated for the festival amounts to IDR 800 million. The fund of other activities is assisted by central government and sponsors,” he said.

On day one (Aug. 2), the event will be filled in by joged parade by involving 15 art troupes, mass Legong Tombol Dance (50 dancers), choir of the SMAN Bali Mandara high school Buleleng, mass Teruna Jaya Dance (20 dancers), performance by Balinese and national pop artists to the parade of the art studios, kid gender gamelan music, arja operetta and various exhibitions.

Bulfest itself is meant to increase the education and the

economy of North Bali. A number of space of activities to be utilized include the front area of the lion monument, cultural hall, Kanginan Palace, Laksmi Graha building, official residence of the regent, east parking of regent office, west parking of Buleleng parliamentary office, Jalan Pahlawan, Jalan Veteran and Jalan Gunung Agung Timur.

Opening session of the Bulfest will be filled with the conferment of the accolade on the determination of human puppet of Tejakula village as intangible world cultural heritage of the UNESCO. If there is no hindrance, the conferment will be carried out in person by the Director General of Culture, Ministry of Education and Cultural Affairs. Last but not least, it will also be filled in with introduction speech by Ministry of Education and Cultural Affairs, and the Ministry of Tourism.

“Mr. Director General will deliver the accolade of the UNESCO to the regent. We received it from the UNESCO last month from the ministry on the implementation of the Bali Arts Festival 2016. The accolade of the UNESCO for the wayang wong or human puppet of Tejakula belongs to intangible heritage having cultural values inherited through generations,” he added.

In the series of the Bulfest implementation, the committee will organized an exhibition of photography, painting, craft, film screening and culinary event. Additionally, there will be screening of documentary film, competition of preparing lawar delicacy for the level of high school and vocational school and customary village, fashion shows, classical rindik gamelan music, wayang wong, panca mask show, innovative shadow puppets, classical collaborative arts, jegeg-bagus beauty pageant, job fairs and agricultural exhibition. BANGLI — The inmates of Narcotic Prison at Buungan hamlet, Tiga, Susut, have tended to increase since the operation in April 2015.

It is inseparable from the number of cases revealed by police authority and the National Narcotic Agency. In order to eliminate the attention to the illicit goods, the

Chief of the Narcotic Prison, Arif Rahman, said on Tuesday (Jul. 26) that the dwellers of narcotic prison tend to increase every month. In January, there were only 44 people and this month has reached 106 people.

TABANAN — The height of rubbish at Mandung landfill located in Kerambitan, Tabanan, has reached approximately 20 meters. To hold the height from increasing, as well as managing the landfill so that it looks more presentable, it will be backfilled with soil every one or two weeks. Though with a limited budget, the backfill will constantly be done by purchasing land by way of debt.

Chief of Mandung landfill, Ni Luh Sukartini, said on Tuesday (Jul. 26) that operating cost is obtained from the main regional budget worth IDR 30 million. In the meantime, the hoarding is done at least one or two weeks and needs six trucks of soil at the price of IDR 500,000 per truck.

“This budget has run out. Then, in order to meet the soil needs to hoard the landfill, we take the soil first and pay later on. Payment will be allocated in the amended regional budget,” he said.

This soil stockpiling carried out every one or two weeks is called the controlled landfill system. So, if a cell or waste disposal pit has the height

reaching seven meters, it will be backfilled with soil. With this backfill, the Mandung landfill has started to look neat. Thus, there will be no rubbish looking scattered outside the landfill area. This soil hoarding system is hoped to prevent the level of rubbish from being higher. If possible, it is expected to diminish.

“With the placement of soil on the rubbish, decomposition process is expected to last more quickly so that the height can be maintained and even expected to be reduced,” said Sukartini.

In addition to controlled landfill system, added Sukartini, there is another system, namely the sanitary landfill. However, so far Tabanan

cannot apply this system because soil hoarding on the rubbish is carried out every day. Beside, the budget for the operation need is not sufficient.

“For the time being, we are still difficult to apply the controlled landfill system, so that we have not been able to apply the sanitary landfill system,” she said.

In addition to doing backfill, the Mandung landfill also applies inactive zone. This zone should not be backfilled again because it potentially contains methane gas that is vulnerable to get burned. In the active zone is installed a pipe to channel methane gas connected to gas stove.

“So, for cooking activities at this landfill, we have been using methane gas generated by rubbish,” she said. However, the methane gas produced is still in small volume and can be used for self-consumption only. If the methane gas from the rubbish backfill in the active zone has run out, the zone will be reactivated. (kmb24)

The increase is in line with the disclosure of the existing number of cases. As the process to eliminate the dependence on narcotics, they have been provided with rehabilitation program since three months ago. For this first phase, the rehabilitation involves 57 people.

“This program will be divided

into two stages. Possibly the number of participants will reaches sixty people,” he said.

Aside from involving the officers of prison having the capacity of 408 people, the rehabilitation also involves counselors in accordance with their appropriate field. The other activities provided include a coaching for the mak-

ing of some craft products, such as ritual facilities and various types of other crafts. The officers involved are specifically from internal prison officers. Through this activity, all prisoners are expected to be accepted in society. “With the program, we hope to divert their attention from drugs,” said Rahman. (sos)

“Although 59 percent of the Indonesia’s exports belong to primary products that are not made by the SMEs, the global economic crisis has significant implications on the SMEs,” said Hendri.

As evidence, the claim amount of credit warrantor for micro and small businesses in the credit warrantor agency continued to increase during the past three years.

PT Indonesia Credit Insurance (Askrindo) is one of them. According to Director of Askrindo, Antonius Chandra, in 2014 the claim amount of the credit warrantor paid by Askrindo reached IDR1.2 trillion. The amount went up again to IDR 1.5 trillion in 2015. In the meantime, for the first half of 2016, the claim to be paid lies in the range of IDR 800 trillion.

He said that condition of the SMEs in Indonesia is relatively different from the SMEs in other countries, such as South Korea and Japan. In both countries, the global economic crisis does not significantly affect the performance of the SMEs. However, in Indonesia it is even on the contrary. “The government seeks to raise the SME sector through the increase in the public business credit (KUR) where previously it only laid in the range of IDR 40 trillion to IDR 120 trillion,” he said.

To address the slowdown in the SME sector, he said there should

be a continuous assistance from credit insurance companies. So, when a problem emerges, the credit insurance agency can provide solutions that will improve the resilience and competitiveness of the SMEs. “The SME players of Indonesia must be taught about production procedures and production management so that when having many customers they will not actually reduce the quality of their product. This concept should be taught to the SMEs so that they can survive in the situation of the economic slowdown,” said Antonius. (kmb18)

“Actually it must go on because Bali is a tourist destination so that at least the environment becomes the major concern.

Surely the new energies must be renewable and this should continue to be pursued,” said Secretary of Commission III of the Bali House of Representatives, Ketut Kariyasa Adnyana, in Denpasar, Tuesday (Jul. 26).

So far, Kariyasa has not seen concrete measures to realize the discourse on clean energy. With only the few samples, that impact cannot be felt by wider community. Now, the responsibility of Bali provincial government to create a program within next five or ten years should lead to the new renewable energy.

“However, the problem is that people’s investment to Bali with this (renewable energy—Ed), is high,” he added. However, added Kariyasa, there are several important measures that can be done by provincial government of Bali namely by realizing electricity of solar energy at government offices, public services as well as poor villages.

“We have considered that government offices, places of worship and temples should apply renewable energy. For instance, the office building of the Bali House of Representative can actually use solar cell entirely,” he explained.

Kariyasa hoped that developing Bali into clean and green province is not only the commitment of the current administration but also the next one, whoever the leader will be. Earlier, the Governor of Bali, Made Mangku Pastika, has signaled the establishment of the agency that will handle the new and renewable energy in particular. It will be established in the near future following Bali was chosen as a pilot project of the new center of excellence for renewable energy.

“New renewable energy is already indispensable to Bali. On that account, I think it necessary to set an agency to handle it.

When incorporated into the Public Works, I think this agency has handled too many affairs. Let it just handle roads and irrigation,” he said. If there has been an agency, said Pastika, it will certainly facilitate the management of the new renewable energy particularly which agencies that want to contribute in realizing Bali as the center of excellence. ‘Motown’ star Allison Semmes credits show with 1st big part

NEW YORK — One of the best moments in the carefully crafted Broadway show “Motown: The Musical” is when the unpredictable happens. That’s when actress Allison Semmes, who plays Diana Ross, goes off script to ask a member of the audience to join her onstage to sing “Reach Out and Touch.”

The good-natured Semmes, who has played Ross for 2½ years on tour, has seen audience members do everything from giving her suggestion a chilly reception to folks running up the aisle to the stage, screaming.

“You never know what you’re going to get,” said the Chicago native.

“Honestly, you feed off that energy.

It’s kind of like improv. Every night is different.”

Semmes has been lifted up into the air by an overeager fan and she’s had a feather boa wrapped around her.

Sometimes patrons refuse to leave the stage or want to clamber up onstage with their drinks. Other times, it’s very clear they’ve had way too much to drink.

“I always think, ‘What would Diana do in this moment?’ And there’s plenty of footage of her doing ‘Reach Out and Touch’ and she’s playful and she likes to poke fun and she likes to flirt with the crowd. So I just play along,” she said.

The song-heavy story of Motown Record’s tumultuous history won’t last long on Broadway — it closes Sunday — but it has been an important show for Semmes. It was her first big part and helped her fulfill the dream of singing onstage with Stevie Wonder.

Semmes studied opera at the Uni-

versity of Illinois at Urbana-Champaign before trying her luck in New York, graduating from New York University and snagging a part in “The Book of Mormon.” She was then hired as an ensemble member and understudy for Ross in “Motown” — going on twice as the diva — before starting a long national tour as Ross, maturing into the role.

“Before, I was just extremely careful and extremely conscious with every single choice that I made, making sure that it captured her essence.

But as I’ve done the show and lived in the role, I’ve found similarities that we have — Diana and myself,” she said.

The show traces the life of Motown Records founder Berry Gordy, who wrote the musical’s story, and examines how Gordy helped start the careers of Ross, Michael Jackson, Stevie Wonder, Smokey Robinson, Marvin Gaye and many more. The dozens of songs include “War,” ‘’What’s Going On” ‘’Sign, Sealed, Delivered,” ‘’My Girl” and “Dancing in the Streets.”

Chester Gregory, who plays Gordy, became friends with Semmes two years before they joined the show.

In a symbolic show of party unity, Clinton’s former rival, U.S. Senator Bernie Sanders of Vermont, told the chairwoman from the convention floor that Clinton, 68, should be selected as the party’s nominee at the dramatic climax of a state-bystate roll call at the Democratic convention in Philadelphia.

Performance of SME players slows down

MANGUPURA - The impact of global economic crisis occurred in the past three years has started to be felt by small and medium enterprises (SMEs) sector. The sector mostly resistant to the onslaught of economic crisis has slowed down within the past two years. This was stated

by Hendri Saparini, an economic observer, when becoming a speaker in the Asian Credit Supplementation Institution Confederation (ACSIC), in Kuta, Monday (Jul. 25).

According to Hendri, who is also a member of Islamic Financial Services Development Committee (KPJKS) established by the Financial Services Authority (OJK), finance is not the only problem faced by the SMEs. He said there are still many issues in need of solution if wishing to make the SMEs into the economic backbone. “We have always said that the SMEs are the backbone of the economy, but generally the SMEs are often forgotten. There should

be an attempt to resolve the problems of the SMEs, ranging from the regulation, finance to the marketing of their products,” he said.

The SME sector, based on data owned by Hendri, only contributed as much as 16.4 percent of the total national exports. This could be interpreted that national SMEs still meet local needs, not the needs of global market. However, most of the raw materials of the SME production are brought in

from overseas.

In addition, business entanglement between large enterprises and the SMEs is very small. Both get raw materials from imports. This is the matter making to the global economic slowdown having an impact on the growth rate of the SME sector nationwide.
