Foxconn shuts India plant after workers hospitalized Agence France Presse
TAIPEI – Taiwan’s troubled IT giant Foxconn has suspended operations at a factory in India after 250 workers were hospitalized in an incident thought to be linked to spraying of pesticide. Work at the facility in Chennai, southern India, was halted on Monday and is expected to resume in about a week, Foxconn said in a statement late Monday. It said the incident took place on Friday last week and that some
workers had “experienced sensations of giddiness and nausea”. While the problem was being investigated, it “may have been caused by the routine spraying of pesticide at the production facility,” Foxconn said. The company said 250 workers — about half the workforce — had been hospitalized, however all but 28 had been released after treatment, with the remainder remaining under observation in hospital. Activity of the fifth national art composing contest, last Monday (Jul 26), held in the courtyard of Tampaksiring presidential palace culminated with the unorganized announcement of the winners. Tears of disappointment dripped as kindled by the fault of the committee before President Susilo Bambang Yudhoyono (SBY), who was accompanied by First Lady Mrs. Ani Bambang Yudhoyono. A participant of song composing of junior high school level, Agustina Eka cried on the podium because her victory was canceled by the committee. The incident began on the reading of the winner of poetry, painting, song composing and batik designs by the President before a jury, Putu Wijaya. Unorganized condition started on the reading of winner of the painting contest. More tragically, it occurred during the reading of song composing winner. At that time, Putu Wijaya mentioned the name Agustina Eka went as the second winner of the song composing contest with different school of origin, namely SMP 37 junior high school of Jakarta. Agustina Eka who was called also rushed to the podium. Not long after, the jury of song composing contest, Purwacaraka, rectified the victory. The winner was Richard Herlambang. Of course, such cancellation made Agustina sad. With shedding tears, Agustina came back to the chair of participants. In response to the unorganized announcement of the contest winners, SBY’s face looked grim and immediately shook his head repeatedly. Pest prevention ritual at Kaba-Kaba Tabanan (Bali Post)—
Rat attack happened recently has been detrimental to farmers in Tabanan. In the village of Kaba-kaba, Kediri subdistrict, every physical (sekala) effort had been carried out, but all bore nothing. So, the entire local subak community (pekaseh— chief and members) had planned an intention to hold a ritual called Nangluk Merana or pest prevention ritual. Related to this matter, one of the senior figures of Kaba-Kaba Grand Palace, AA Gede Ngurah Surya Buana, last Monday (Jul 26), explained as a step of pekaseh (Gusti Ngurah Rai Sadia and Pan Liong) along with several other subak members came to Kaba-Kaba Grand Palace in order to deliver their plan. On such proposal, the palace responded positively as well as supported it. However, all subak members were expected not to kill any rats in any way. It was by considering the incident affecting the neighboring village that when performing the rat mass elimination, gang of rats even intensified their attack rampantly. Based on such belief, the entire subak community organized by the pekaseh, in the meeting in Kaba-kaba Grand Palace that was also attended by Chief of Kaba-kaba Customary Village, last Wednesday (Jul 21), invoked in order the royal heirlooms like kris dagger, copper shield and Ratu Dwayu sanctified effigy could be carried and accompanied by pekaseh and subak community to go around the villages and paddy fields. And the petition was finally confirmed by the Kaba-Kaba Grand Palace. “Ratu Dwayu will be carried on head in turn by priest of Kungkung Temple, Ujan Angin Temple and Sengguan Temple (Gurun Ayu). Two priests of Kungkung Temple will bring the sanctified kris dagger, while priest of Gaduh Temple will bring the copper shield,” Ngurah Gede explained. In the meeting, Ngurah Gede agreed to hold the Nangluk Merana on Sukla Paksa Sukra Keliwon Wara Uye. Furthermore, the ritual would be begun by taking out the royal heirlooms performed by local priests. Then,

Meanwhile, this lecturer of Fine Arts at the Indonesia Institute of Arts (ISI) Denpasar also added that as a preparatory step, the housewives in Kaba-Kaba Grand Palace and subak community headed by Ida Ayu Biyang Sulatri (royal oblation maker) from Griya Kawi Suniya, Kabakaba Village, made the oblation package, last Friday (Jul 24). Subsequently, Saturday (Jul 25), pekaseh coordinated the subak members to embellish the Family Temple of Kaba-Kaba Grand Palace. “As far as I know, this kind of ritual had been performed for three times, namely in 1954, 1956 and this year 2010. Even, the outbreak occurred in 1956 was truly horrible where hundreds of people became the victims of a mysterious disease. Allegedly, the community at that time was attacked by cholera,” he added. Related to the funding issues, the ritual was conducted by self-finance sourced from the extent of rice located at subak group 2 and 3. Subak group 2 consisted of 181 hectares and subak group 3 of 110 hectares. From the collection of donation amounted to IDR 500,000 per hectare, the total amount obtained was IDR 14,500,000. BUMN Subsidized Art and Culture Development Gianyar (Bali Post) –
State-Owned Enterprises (BUMN) is giving a subsidy to the Indonesian Republic Culture and Tourism Agency especially in developing both art and culture in Indonesia. The subsidy done by the state owned enterprises was taken from the profit percentage reached every year. This is mentioned in the MoU (Memorandum of Understanding) between Culture and Tourism Minister Jro Wacik with BUMN Minister Mustofa Abubakar, at National Art Creation Competition at Tampaksiring Palace on Monday (26/7). The signing of the agreement was in front Indonesia’s President Susilo Bambang Yudhoyono. With this BUMN can spare their profit for art and culture development. All this time there’s always a budget shortage in this development as it needs quite a huge amount. According to Jro Wacik, with the subsidy from BUMN it is hoped artist won’t be afraid in creating something anymore. With signing the agreement’s draft, the BUMN Minister Mustofa
Abubakar hoped art and culture will be a new field to be developed. It is mentioned, BUMN has always had programs for relations and environment. The environment program hardly focused on art and culture sector. So with spared profit from the environment program it is hoped to support the art and culture sector. Yet, Abubakar also mentioned that the agreement didn’t reach to how much percentage will be taken so this will be discussed further,
“What’s clear now BUMN companies who has MoU has already been instructed to spare their percentage to develop art and culture.” All this time in the BUMN environment program has spared their profit 70 percent and CSR (Corporate Social Responsibility) 30 percent. Besides investigating parcels sellers, Bali Supervision for Medicine and Food Agency (BBPOM) also investigates the food and drink sellers. The supervision was to make sure those sold for breaking the fast doesn’t contain banned substances such as textile coloring rhodamin B, borax, formalin usually used by the sellers. “During the Fasting month we will supervised the food and drinks sold by the seasonal sellers. Because, last year we experienced to have found a coloring substance rhodamin B that can’t be used in foods, also borax, formalin, and E-Coli bacteries,” Head of Bali BBPOM Dra. Corry Pandjaitan, Apt explained, in Denpasar last Monday (26/7). According to Corry, the substances usually found in foods such as kolak, traditional cakes/snacks, syrups, and fresh drinks with attractive colors,

Landslide, Eight Families Isolated Semarapura (Bali Post) –
Eight families of Dusun Tihingan, Tihingan, Banjarangkan were isolated. The only road to go to their place was broken because of a landslide due to the all day heavy rain on Sunday (25/7) to Monday early morning (26/7). The result, now the eight families whose head of families’ works as gamelan makers (pande gong) have to borrow someone’s garden to get in and out access from their houses. One of the isolated residents, Made Yastika, when met on location confirmed that Yastika knew there was a landslide after hearing a loud explosion. After checked turns out the three meters main road going to his area was also broken. The landslide’s length reached 20 meters which caused residents
couldn’t do their activities through that road. Besides a road access, it is also a subak (irrigation of Subak Penasan) and public washing access, “Now we are forced to borrow a resident’s garden to go through the main road. Beauty can stop everyone’s eyes flickering. Beauty of the kid song can lullaby a baby. Similarly, beauty also can toss the imagination, soothe the mind and draw people to get near. Bali has many sources of that beauty offering the charm of nature, culture or adventure. By maintaining traditions inspired by Hinduism, Balinese people go on running in harmony with the time. In other words, they do not feel inferior because of inheriting those traditions. Beauty in the form of various dance movements has been introduced since early ages. On seeing a dance staged, a toddler may watch it attentively or its fingers move and move as if imitating the movement of the dance. Virtually all customary villages in Bali have gamelan troupe. This troupe plays important role in expressing their entertainment arts and accompanying every ritual activity. This existence gives opportunity to villagers from child to adult to express their artistic talent especially in dance, drama and gamelan arts. Young girls under twelve or elementary school age have a chance to participate in performing Rejang Dance. By wearing white and yellow costumes and floral decoration on head, they dance beautifully accompanied by gamelan music. Rejang Dance is one of the sacred dances performed in relation to the organization of temple anniversary or odalan. Other than putting a basic love to their tradition, they also show devotional service or ngatur ayah through the arts. When they grow older, right on entering secondary school, they join customary village youth club or Sekaa Taruna. Here, with their male friends and their brothers and sisters start to learn about organization. Many things
can be learned through this organization. Since it has affiliation to customary village, they can learn about the making of some simple oblation under guidance of senior oblation maker and various traditional arts. In Bali, this youth club actually play important role in preparing young generation to maintain their valuable cultural heritages or to prepare themselves for inheriting customary responsibility. With their male counterpart, here the young girls also learn to play drama or more complex traditional arts. Popular genres of performance showed are pure entertainment and the one in combination with sacred dance. The latter usually features Calonarang. This magical drama involves a combination of male and female players. In essence, this Calonarang drama highlights the endless fight between truth and untruth symbolizing by sanctified effigies or tapakan like Rangda and Barong. By and large, it is also associated with ritual events at local temple. In the following stage, when woman gets married she will enter the new organization, namely customary village. Having learned much about ritual works, it is now the time to practice them in wider social life. They should attend some socio-religious activities when the events engage the members of customary village. At this stage, household mother can remain to show her devotional service through the arts other than social works. Through the arts, they may join the drama or individual psalmodic singing or pasantian. How is about their private life? It is normal as others. They also have opportunity to build career in their profession. In modern life with heterogeneous professions as today, woman also works as men do. African leaders agree to increase Somalia force Agence France Presse
KAMPALA – African Union leaders wrapping up a three-day summit Tuesday in Kampala agreed to send thousands of extra troops to reinforce its military contingent battling Al Qaeda-linked insurgents in Somalia. More than 30 heads of state approved a request by an east African regional body to send 2,000 extra soldiers to the war-torn capital Mogadishu. However, the leaders were still grappling with whether to completely change the mandate of the AU Mission in Somalia (AMISOM), currently tasked with protecting the fragile Somali government from the Islamist rebels. “This summit has just approved the requests made by the Inter-Governmental Authority on Development (IGAD),” Ethiopia’s Foreign Minister Seyoum Mesfin told AFP. The IGAD earlier this month pledged to send the additional troops to boost AMISOM’s current force of 6,000 Burundian and Ugandan soldiers to its intended full strength. The permanent secretary of Uganda’s foreign ministry James Mugume said the summit was yet to agree on whether to give the force a more aggressive mandate under chapter seven of the UN charter.
“The decision about the mandate is still being taken, but I think there is a realisation that chapter seven is difficult,” Mugume told AFP. “What we are hoping for is chapter six and a half. It involves an adjustment in the rules of engagement that allows us to act more robustly. “A change to six and a half would still require consultations with the UN Security Council,” he explained. Ugandan army spokesman Felix Kulayigye however said that AMISOM could now launch preemptive strikes following new rules of engagement. “Now the forces are free to attack in a pre-emptive manner,” Kulayigye told AFP. “If there is a realisation that you are about to be attacked you are mandated to attack first.” Somalia’s hardline Shebab militia fighting to topple the Western-backed government of President Sharif Sheikh Ahmed demonstrated their new regional dimension when they claimed July 11 bombings in Kampala that killed 76 people. They said the attack was to punish Uganda for its contribution to the AMISOM force, which the insurgents blame for killing civilians in Mogadishu. The Ethiopian foreign minister urged the immediate deployment of the additional forces.

PHNOM PENH, Cambodia – Khmer Rouge prison chief Duch will appeal against his conviction by Cambodia’s UN-backed war crimes tribunal, which sentenced him to 30 years in jail, his defence lawyer said Tuesday. Duch, whose real name is Kaing Guek Eav, was found guilty of war crimes and crimes against humanity by the court on Monday in a ruling that has been hailed as a “historic milestone” in tackling impunity in the country. He is the first Khmer Rouge cadre to face an international tribunal over crimes committed under the 19751979 hardline communist regime. The 67-year-old was initially handed 35 years but the court reduced the jail sentence on the grounds that he had been detained illegally for years before the UN-backed tribunal was established. “We will appeal against the (court’s) decision,” Duch’s lawyer Kar Savuth told AFP by telephone, without elaborating. Many survivors and relatives of victims were dismayed by the verdict, which also took into account the years Duch has served since his arrest in 1999, meaning that he could walk free in about 19 years. “He only apologised to the judges. Duch didn’t apologise to the victims,” said Chum Mey, 79, one of the handful who survived the prison because his mechanical skills were put to use repairing sewing machines and water pumps. Rescuers searched for 21 people missing after a landslide in Hanyuan County in China’s southern province of Sichuan on Tuesday morning, the official Xinhua News Agency reported. It said two dozen major rivers had risen beyond their warning levels, with workers scrambling to sandbag riverbanks along the Yellow, Jialing, Han, Huai and Yangtze rivers to prevent further flooding, the report said. Water levels along the middle reaches of the Huai River, notorious for flooding, were 5 feet (1.5 meters) above its warning level in the provinces of Anhui and Henan. Flooding this year has overwhelmed reservoirs, swamped towns and cities, and caused landslides that have smothered communities, including toppling 680,000 houses, Xinhua reported. The water level in the massive Three Gorges Dam — the world’s largest hydroelectric project which was also built to end centuries of floods along the Yangtze River basin — hit its highest level ever last week. More torrential rains are expected for the southwest, southeast and northeastern parts of the country through Wednesday, the National Meteorological Center said.

Foxconn plants by jumping from buildings, including 10 in the southern Chinese town of Shenzhen. Another worker at a Foxconn affiliate died last week after falling from a dormitory. The company has said none of the deaths were directly work-related and that it has been cleared by Chinese authorities of any wrongdoing. Foxconn announced last month it would hike monthly salaries for assembly line workers in Shenzhen by nearly 70 percent to 2,000 yuan (295 dollars) from October 1 to help stem the problems.

SYDNEY – A sailboat largely constructed from 12,500 recycled plastic bottles has completed a 4-month journey across the Pacific Ocean meant to raise awareness about the perils of plastic waste. The Plastiki, a 60-foot (18-meter) catamaran, and its six crew weathered fierce ocean storms during its 8,000 nautical miles at sea. It left San Francisco on March 20, stopping along the way at various South Pacific island nations including Kiribati and Samoa. It docked Monday in Sydney Harbour. “This is the hardest part of the journey so far — getting it in!” expedition leader David de Rothschild yelled from the boat as the crew struggled to maneuver the notoriously tough-to-steer vessel into port outside the Australian National Maritime Museum. A crowd of about 100 erupted into cheers after the Plastiki finally docked. De Rothschild — a descendant of the well-known British banking family — exchanged high fives and hugs with his crew, pumping his fists into the air in victory. “It has been an extraordinary adventure,” he said. De Rothschild, 31, said the idea for the journey came to him after he read a United Nations report in 2006 that said pollution — and particularly plastic waste — was seriously threatening the world’s oceans.
He figured a good way to prove that trash can be effectively reused was to use some of it to build a boat. The Plastiki — named after the 1947 KonTiki raft sailed across the Pacific by explorer Thor Heyerdahl — is fully recyclable and gets its power from solar panels and windmills. The boat is almost entirely made up of bottles, which are held together with an organic glue made of sugar cane and cashews, but includes other materials too. The mast, for instance, is recycled aluminum irrigation pipe. “The journey of the Plastiki is a journey from trash to triumph,” said Jeffrey Bleich, the U.S. ambassador to Australia, who greeted the team after they docked. During their 128-day journey, the six crew lived in a cabin of just 20 feet by 15 feet (6 meters by 4.5 meters), took saltwater showers, and survived on a diet of dehydrated and canned food, supplemented with the occasional vegetable from their small on-board garden. Fahrenheit (38 degrees Celsius) and torn sails. The crew briefly stopped in Queensland state last week, after battling a brutal storm off the Australian coast. Skipper Jo Royle also had the particular challenge of being the only woman on board. “I’m definitely looking forward to a glass of wine and a giggle with my girlfriends,” she said. Vern Moen, the Plastiki’s filmmaker, missed the birth of his first child — though he managed to watch the delivery on a grainy Skype connection. He met his son for the first time after docking in Sydney. “It was very, very surreal to show up on a dock and it’s like, ‘here’s your kid,” he said with a laugh. Although the team had originally hoped to recycle the Plastiki, de Rothschild said they are now thinking of keeping it intact, and using it as a way of enlightening people to the power of recycling. “There were many times when people looked at us and said, ‘you’re crazy,’” de Rothschild said. “I think it drove us on to say, ‘Anything’s possible.’”

court appearance Monday. Mankazana, a student in the U.S., traveled home to South Africa for the soccer tournament. His father is in a relationship with one of Nelson Mandela’s daughters and has close ties with the Mandela family. He is not being held in custody.

But even activists well versed in the realm of investigating war crimes would not go that far. “I don’t think this incident rises to the level of a war crime, but it disturbs me greatly that seven children were killed,” said Tom Parker, policy director at Amnesty International USA. The Afghanistan war, with its terrorist hit lists, counterinsurgency battles and high-tech battle gear, presents difficult questions. “It is really hard to know where assassination ends and war starts,” said Parker. Targeted military strikes, he said, are on the fringe of accepted military practice during an armed conflict. “This is a relatively new form of warfare that we’re seeing now,” he said. “The technology takes you to a different place and raises questions that just weren’t there 20 years ago. A lot of these questions don’t have answers — they have a test of acceptability.” Parker voiced concerns that have hounded the military, the administration and members of Congress over the past two years as the war has escalated: How
can the U.S. avoid civilian casualties that alienate the very population coalition forces are trying to win over in order to defeat the insurgency? “This is a war. The enemy is shooting at us, and we’re shooting at them,” said Rep. Adam Smith, D-Wash. “Are we really suggesting that while the Taliban plant suicide bombs, we shouldn’t try to kill anybody?” Smith said U.S. troops are “aggressively targeting” the Taliban and alQaida but any “condemnation of our troops is completely wrong and brutally unfair.” Congress and the military, he said, have already identified civilian casualties as a problem that must be corrected, and military leaders have adjusted their war tactics to try and minimize the killing of innocents. Parker added that Americans may accept the idea of a military team going after an enemy general, but when it’s reduced to a hit list of individuals’ names, it becomes less palatable. “Personalization makes people uncomfortable,” said Parker. Still, trying to kill or capture enemy leaders “is precisely what countries do when they are at war,” argued Juan Zarate, former senior counterterrorism official in the Bush administration. As the war in Afghanistan has dragged on, public support in the U.S. and abroad has begun to waver. And the counterinsurgency — which pits U.S. forces against bands of militants rather than another nation’s army — blurs the classic battle lines. There also may be public confusion about the U.S. government’s secret hit lists targeting militants. The military’s target list is different from a separate list run by the CIA. The two lists may contain some of the same names — Osama bin Laden, for instance — but they differ because the military and CIA operate under different rules. While the military can only operate in a war zone, the CIA is allowed to carry out covert actions in countries where the U.S. is not at war. The CIA’s target list came under scrutiny recently when it was revealed that it now includes radical Muslim cleric Anwar al-Awlaki, an American citizen believed to be hiding in Yemen. Al-Awlaki, who has emerged as a prominent al-Qaida recruiter, was added to the list after U.S. officials determined that he had shifted from encouraging attacks on the U.S. to planning and participating in them.

JAKARTA - Indonesian human rights activists on Monday urged President Susilo Bambang Yudhoyono to investigate attacks on Christian churches, which they say have increased in the last two years. From January to July, there were 28 cases of religious freedom violations by “intolerant groups targeting Christians,” up from 17 for the whole of 2008 and 18 in 2009, the Setara Institute for Democracy and Peace said in a report. Based on reports by churches and the media, the violations — mostly by radical Muslim groups — include forced closure of churches, revocation and delays in issuing building permits, and attacks such as torching and damaging churches, the institute said. “These incidents are a breach of law and human rights. The President and the government have been very silent on this matter and have not
provided enough protection to citizens,” Setara’s deputy chief Bonar Tigor Naipospos told AFP. “The attackers have become bolder as law enforcement is weak. We can’t let the incidents continue as peace in the country will be jeopardised,” he added. The attacks, which mostly took place in Jakarta and West Java province, have made Christians “scared and anxious”, said Parasian Hutasoit, spokesman for Huria Christian Protestant Batak Church Filadelfia. His church in Bekasi, an outer suburb of Jakarta, was forced to close in January after Muslim residents held protests there, saying it
was built illegally. “More than a hundred came to the church and demanded we shut down. We felt intimidated and discriminated against. We just want a place to practise our faith in peace,” he said. Indonesian lawmakers in June demanded the government outlaw a violent Islamist vigilante group that has threatened “war” against Christians in Jakarta and urged mosques to set up militia forces. The Islamic Defenders Front (FPI) — a private militia with a selfappointed mission to protect “Islamic” values in the secular country — urged Bekasi authorities to introduce Islamic sharia law and warned they would attack Christians unless the “Christianisation” ceased. Observers have said communal tensions could erupt into violence in Indonesia, a constitutionally secular country of 240 million people, 90 percent of who are Muslim.
Debt ratio predicted to drop Antara
JAKARTA - The government predicts the debt ratio to the Gross Domestic Product (GDP) will decline by more than one percent at the end of 2010. “By the end of 2010, the debt ratio to the GDP is predicted to drop further,” he said at a working meeting with the House of Representatives (DPR) Budgetary Board to discuss the implementation of the 2010 budget in the first semester and prognosis for the second semester here on Monday.
He said by the end of 2010 the country’s debt ratio to the GDP was predicted to reach 27 percent, which is lower than 28.3 percent recorded at the end of 2009. Regarding the realization of budget funding the minister said funding with loans was lower than the initial target. “The funding with loans is estimated to be lower by Rp16.7 trillion,” he said. The decline, he said, followed reduction of debts by Rp15.5 trillion, lower payment of principals and lower foreign gross loans taken. Regarding debt taking in the first
semester of 2010 the ministers said the realization was Rp5 trillion higher than in the first semester in 2009. “This happened because disbursement of program loans is higher and payment of foreign debt principals is lower,” he said. Realization of budget funding from non-debts during the first semester of 2010 meanwhile is Rp1.9 trillion higher than in the same period last year. This has happened because realization of investment fund accounts and the result of asset management are higher.
BANDUNG - Padjadjaran University (Unpad) spokesperson has clarified the police questioning of three Unpad students in connection with three sex-tape scandal celebrities. Weni Widyowati told ANTARA here Monday that the university’s clarification was needed to respond to mass media reports about the students’ alleged involvement in this hot issue. “We just wish to put the students’ position and alleged involvement in the porn video scandal in a proportionate manner,” she said. Widyowati said the students were just questioned by the Sumedang police in connection with the case over the weekend. The students, identified as Dicky Permana, Rudi Febriyanto, and Angga Eka Hanizar were questioned as witnesses. “The police had released them on Saturday night because they were just questioned in connection with the case,” she said. The students were reportedly arrested at their rented houses in
Hegarmanah village, Jatinangor sub-district, West Java, early on Saturday, for allegedly uploading the controversial videos. The scandal involving pop singer “Ariel Peterpan”, actress-host Luna Maya and model Cut Tari has not only attracted the attention of the Indonesian public and media but also some British newspapers. Ariel himself was named a suspect in the case and detained by the police. The British newspapers reported that Ariel was facing a 12-year jail sentence if found having violated the anti-pornography law. The police had arrested a man believed to be the first up-loader of the sex tape into the Internet. The police identified him as merely RJ. “The suspect, RJ, is a recording technician for certain musicians,” the head of the National Police’s public relations division, Inspector General Edward Aritonang, said. In connection with the case, the Commission for Children’s Protection (KPAI) had recently called on the police to settle the porn video scandal soon by bringing those responsible to justice.

JEMBER - The Indonesian Migrant Workers Union (SBMI) East Java chapter has reported that 18,641 Indonesians had become victim of human trafficking last year. “Almost every day, our migrant workers have become victim of human traffickers due to the East Java provincial government’s weak monitoring,” SBMI-East Java chapter’s Chairman Mohammad Cholily said here on Monday. Speaking to reporters, he said East Java was noted as the biggest sender of migrant workers to other countries. With this condition, East Java was prone to become target of human trafficking syndicates, he said. Quoting the report of the Indonesian Labor Placement and Protection Agency (BNP2TKI), he said the total number of last year’s migrant workers from East Java reached 37,899 “The districts of origin of those migrant workers, among others, are Tulungagung, Malang, Kediri, Jember and Banyuwangi,” he said. More than 18 thousands of those workers became victim of human traffickers as a result of the workers’ poor knowledge about overseas job placement procedures. “Unfortunately, local workforce and transmigration authorities remain weak in monitoring and enforcing law against the (illegal) worker recruiting brokers,” he said. The victims of this human traf-
ficking ring were usually equipped with fake documents so that the SBMI activists got difficulties in handling their cases, he said. “From the 18,461 workers, victimized by human traffickers last year, only 300 had reported their cases to the SBMI-East Java chapter,” he said. In preventing the migrant workers from being exploited abroad, Cholily urged the government to take stern action against the naughty job recruiters in Indonesia. Last week, a human trafficking case with five Balinese students as the victims had been disclosed to the public. Before their return to Bali on Monday, the girls were forced to work at an electric company in the Malaysian city of Penang since their arrival in April with low wages. GIANYAR - President Susilo Bambang Yudhoyono received global investor George Soros in his capacity as special envoy for climate change affairs of the United Nations secretary general in Bali on Monday. The meeting took place at the Tampaksiring presidential palace at around 4.30 pm, after President Yudhoyono attended a national student art competition. During the meeting the President was flanked by forestry minister Zukifli Hassan, coordinating minister for people’s welfare Agung Laksono, environment minister Gusti Muhammad Hatta and minister/state Secretary Sudi Silalahi. Directions Place the egg yolks, granulated sugar and vanilla into mixing bowl. Beat to very high soft peak. Stir in the layer cake extract, flour and butter. The batter should be very thick. Place wax paper at the bottom of a 8x8x8 inch buttered baking pan. Spread butter on top of the wax paper as well. Pour 3-4 Tbs. of batter into the wax covered pan and bake in a preheated 350°F oven (gas oven is better than electric oven) for 5 minutes. Remove from oven and press the cake evenly and then spread butter (not too much, just for flavoring) on cake top. Pour another 3-4 Tbs. of batter and bake it again for five minutes. MUMBAI - India hiked its main interest rates on Tuesday for a fourth time this year in a fresh bid to tame double-digit inflation that is souring the experience of economic growth for millions of poor citizens. The move was the second increase this month and designed to tackle surging consumer prices that are being driven by high food costs, rising wages and an expanding economy that is forecast to grow 8.5 percent this fiscal year. India’s inflation rate is now the highest among the Group of 20 economic powers. “The domestic economic recovery is firmly in place, strengthening, and steadily reverting to a pre-crisis growth trajectory,” Reserve Bank of India governor D. Subbarao said. But “inflationary expectations are elevated and persistent.” The bank opted for a 25-basispoint increase in its repo rate, the rate at which it lends to commercial banks, and a 50-basis-point rise for the reverse repo, the rate the RBI pays to banks for deposits. The rates now stand at 5.75 percent and 4.50 percent respectively. “We expect more rate hikes in coming months,” Angel Broking economist Vaibhav Agrawal told AFP, noting the tightening had been widely forecast by analysts. “We don’t expect the rate hikes to impact growth as we are still well below peak interest rate levels.” As the rate hike was announced, India’s parliament speaker was forced to adjourn the day’s session by opposition members raucously protesting

Data use via services such as mobile broadband is expected to account for 40.4 percent, or slightly over 12.4 billion US dollars, of mobile revenues earned by the region’s telecom operators by the end of 2015, consultancy Frost and Sullivan said.

SAN FRANCISCO - US copyright law was modified on Monday to make it legal to hack smartphones such as the iPhone to switch telecom service providers or install applications without Apple’s approval. The Digital Millennium Copyright Act (DMCA) revision came despite opposition from Apple, which argued that allowing iPhones to be hacked will open handsets to security holes, computer viruses, and hardware damage. AT&T is the exclusive carrier for the iPhone in the United States and Monday’s move would allow what is known as “jailbreaking,” or unlocking smartphones exclusively bound to specific telecom service providers. “The Copyright Office recognizes that the primary purpose of the locks on cell phones is to
bind customers to their existing networks, rather than to protect copyrights,” said Jennifer Granick of the Electronic Frontier Foundation (EFF), an Internet rights group that fought for the change. Revisions to the act also allow tampering with electronic book readers to enable text-tospeech features that read stories aloud. It was also made legal to bypass anti-copying technology on DVDs in the cases of documentaries, non-commercial works, and videos used for educational purposes by colleges. Apple steadfastly opposes breaching of safeguards built into iPhones and is still free to enforce terms of service agreed to by buyers. PARIS - The world’s top central bankers and regulators said Monday they had reached broad agreement on new standards to make sure the banking system could face any new financial crisis with confidence. “The agreements reached today are a landmark achievement to strengthen banking sector resilience in a manner that reflects the key lessons of the crisis,” European Central Bank president JeanClaude Trichet said. Officials “have ensured that the reforms are rigorous and promote the long term stability of the banking system,” he said in a statement. “We will put in place transition arrangements that ensure the banking sector is able to support the economic recovery.” Trichet’s was commenting on the Group of Governors and Heads of Supervision which oversees the work of the Basel Committee on Banking Supervision, tasked with drawing up a new regulatory framework for the banking industry. Nout Wellink, who heads the Basel committee and the Dutch cen-
tral bank, said “a strong banking sector is a necessary condition for sustainable economic growth.” Monday’s agreement should provide additional transparency on the planned reforms, thereby reducing market uncertainty, Wellink added. The Basel Committee’s new rules — dubbed ‘Basel III’ — will update previous regulatory accords in the fallout from the global financial crisis which sank many banks and plunged the global economy into recession. Its recommendations will be submitted to a summit of the Group of 20 top economies later this year for approval. The reforms and changes mainly cover capital and liquidity, and debt and provisioning rules to ensure that the commercial banks retain enough reserves to get them through any fresh crisis without the need to be bailed out. Rescue packages in many countries in the past two years have cost hundreds of billion of dollars and strained to breaking points many governments’ finances. The announcement follows stress tests whose results on Friday showed that the European banking system was largely sound and strong enough to survive another crisis.

The frenzy of film-making comes after a lacklustre 2009 and is in large part due, say industry officials, to a new 20 percent tax rebate offered for foreign features and television productions. The rebate, of a maximum four million euros (5.2 million euros), was brought in last year to match a similar scheme in neighbouring Britain and other European countries that made them more attractive locations than France. “The tax rebate has fully achieved its goal,” said Franck Priot of Film France, a state-financed body that seeks to attract international film projects. That goal is to “generate economic activity and enable foreign filmmakers to film France in France and no longer simulate it elsewhere,” he said, without directly referring to Tarantino’s 2009 war film “Inglourious Basterds.” Last year, the only major American movie to be shot in Paris was “Inception,” whose English director Christopher Nolan filmed in the French capital for just a week in the summer. But this summer alone, three major US projects are planned. PHILADELPHIA – Condoleezza Rice is no stranger to the whims of royalty. So when the Queen of Soul herself, Aretha Franklin, decided the two should get together to play a song or two for charity, it was decreed. The former U.S. secretary of state and Franklin take the stage Tuesday evening at Philadelphia’s Mann Music Center in a rare duet for Rice, the classically trained pianist, and Franklin, the divalicious voice of a generation. Their aim is to raise money for urban children and awareness for music and the arts. “It is a joint effort for the inner-city youth of Philadelphia and Detroit,” Franklin told The Associated Press the night before their concert with the Philadelphia Orchestra. Their appearance will brim not only with Franklin’s catalog of hits, but arias from the world of opera and classical music. “We decided to give it a try,” Franklin said. “So here we are, in
the city of Brotherly — and Sisterly — Love.” Rice, better known as a diplomat and national security adviser, will accompany Franklin singing her hits “(You Make Me Feel Like) A Natural Woman” and “I Say a Little Prayer.” Rice said she’s been practicing furiously for her performance of Mozart’s piano concerto in D Minor with the orchestra. Franklin’s repertoire will include songs from her new album “A Woman Falling Out of Love,” to be released later this year. Rice’s given name is derived from the Italian opera stage instruction con dolcezza, meaning “with sweetness.” Long a musician of note, she played from elementary school through college and beyond, in quartets and performing chamber music. She has even played with cellist YoYo Ma but “this will be the first time I’ve played with an orchestra since I was 18,” she said. When she learned that Rice played classical music, Franklin sent for one of her recordings “to hear what she sounded like.”

Employees of global beverages giant Pernod Ricard, the group were brought to Australia for a crash course in appreciating a wine range specially developed for the Chinese palate, Jacob’s Creek’s “Winemaker’s Selection”. With an average age of just 31 and a taste for quality brands, the group are key to Pernod Ricard’s push of the premium Australian range into China’s flourishing wine market and its 200-million-strong middle class. “We are definitely going after young new consumers that are coming into wine,” explained Con Constandis, the company’s China managing director. “Our belief in China is it’s more than just the sales and marketing people that are dealing with the customers, it’s every one of your employees that becomes an ambassador.” One of the world’s largest liquor producers and distributors, Pernod Ricard has cornered 45 percent of China’s spirit import market, building a name for itself on brands such as Chivas Regal, Ballantines and Absolut Vodka. But China’s seemingly boundless prosperity and thirst for the best of the west has opened up new opportunities, said Constandis. “Over the years, as the towns have become cities, consumers have had means in their hands,” he said. “Their tastes are changing, they’re discovering the rest of the world, their interest in international brands is growing. The remains of the super-rats, three times the size of the largest living species, were among 13 types of rodents discovered during years of research in East Timor. PARIS - After a summer in which French football hit rock bottom, Marseille and Paris Saint-Germain will begin to turn the page when they kick off the domestic season in the Champions Trophy on Wednesday. This year’s curtainraising match takes place in Rades, Tunisia and will be attended by new France coach Laurent Blanc and Fernand Duchaussoy, the interim president of the French Football Federation (FFF). Blanc and Duchaussoy are the men charged with the responsibility of restoring the image of football in the country after the France squad’s now infamous player revolt at the World Cup in South Africa. They will expect to see a spiky spectacle, given the traditional enmity between league champions Marseille and French Cup winners PSG, but the timing of the match means both sides are short of physical sharpness. The Ligue 1 season begins on August 7 and Marseille are yet to welcome back all their players from World Cup duty, while forwards Brandao and Mamadou Niang and young winger Jordan Ayew are all suspended. “We’ll give it our best considering we’re missing key players and we’ll do what’s necessary to win the Champions Trophy,” said Marseille coach Didier Deschamps, whose side ended an 18-year wait for the title last season. “I’m not going to take risks with certain players. The successor to Dunga, who was axed after Brazil was knocked out of this year’s World Cup in the quarter-finals, is to forge the new team ahead of the 2014 World Cup, which is to be held in Brazil. In a sign of how completely he planned to overhaul the “selecao,” he said a friendly Brazil is to play against the USA on August 10 would count only four players from the South African World Cup line-up. ISTANBUL – Spanish midfielder Jose Maria Guti has agreed a two-year contract with Besiktas, the Turkish first division club announced on Monday. “Under the agreement, the player will be paid 2.7 million euros per year,” Besiktas said in a statement to the Istanbul stock exchange. The 33-year-old, who left Real Madrid on Sunday after a 15-year career with the Spanish giants, was expected to arrive in Istanbul late on Monday and was due to undergo his medical on Tuesday morning before signing the deal. The midfielder confirmed at his final Real press conference on Sunday that he was studying an offer from Besiktas, who are coached by Bernd Schuster, Guti’s boss at Real in 2007-08. “I have a good offer from
them, an interesting one, now we will see,” he said. New Real coach Jose Mourinho had indicated that he was not counting on Guti, a product of the club’s youth system who made his professional debut in 1995. LONDON — London marks the two-year countdown to the 2012 Summer Games on Tuesday by throwing open venues to star athletes, issuing a call for 70,000 volunteers and opening the first official Olympic store for sale of mascots and other souvenirs. A series of activities were planned across the city to celebrate the buildup to the opening ceremony on July 27, 2012, when London will welcome the world to the greatest sports show on earth. The spotlight will be on the Olympic Park site in east London, where athletes will test out some of the key facilities that are still under construction but well on track to be completed next year. Michael Johnson, a former Olympic 200and 400-meter champion from the United States, will race against youngsters on a specially laid track in the 80,000-capacity main stadium. British cyclist Chris Hoy, a four-time gold medalist, will be the first to try out the velodrome. Former NBA player John Amaechi will shoot a few hoops at the basketball arena. “We’re not just the next games,” organizing committee president Sebastian Coe said in an interview with The Associated Press. “We’re the next big global event. The World Cup is out of the way. That’s where the world is coming. There’s nothing else between us and the games.” Organizers were launching the Olympic volunteer program and urging people to apply for specialist positions such as doctors, antidoping personnel and scoreboard operators. MADRID – Alberto Contador returned home Monday and presented a replica of his yellow Tour de France jersey to the prime minister of Spain, who is fast becoming an old hand at these sorts of things. Prime Minister Jose Luis Rodriguez Zapatero seems to be spending his summer greeting triumphant homegrown athletes. “Spanish sport is on a spectacular streak,” he said. Contador, who has won the Tour de France three of the last four years, was received by hundreds of fans — mostly from his native Pinto — at Madrid’s Barajas airport before meeting Zapatero. “It’s wonderful to contribute to this moment in Spanish sport, which is in such healthy shape and is the envy of so many other countries,” Contador said Monday. After his meeting with Zapatero at the Moncloa government palace, Contador was to head to Pinto, about 12 miles south of the capital, where another tribute was in store. Spain’s World Cup victory this month came two years after the country began its resurgence by capturing the European Championship. The title in South Africa came a week after Rafael Nadal clinched his second Wimbledon crown. A few months earlier, Nadal won the French Open for the fifth time.

Although Whitmarsh concedes he is under no illusions for this weekend, he does believe the nature of the circuit should allow McLaren to be stronger. “While we’re under no illusions that our pace relative to our r iva l s wa s lacking at Hockenheim, the MP4-25 should perform better in a more dedicated high-downforce configuration,” said Whitmarsh. “More encouragingly, we’ve now got one race with the blown diffuser under our belts, and this has already given us lots of data with which to take the concept forwards.
