Obama’s visit promotes tourism of Bali GIANYAR —

Holiday of the former President of the United States, Barack Obama, is ascertained to promote the image of Bali in international level. As evidence, a day after the visit by the 44th US president, the Agung Rai Museum of Art (ARMA) was directly thronged by tourists. They are mostly tourists from Europe and America, seeming to follow the path passed through by the US president in the museum belonging to A.A. Rai.

LONDON - British supermodel Kate Moss has been stripped down and immortalised as a naked, armless mannequin in an advant-garde sculpture titled ‘MILF’, which has gone on display in London.

The silicone sculpture of an expressionless Moss and her naked torso was unveiled at the Opera Gallery on Thursday, with the lifelike piece priced at 25,000 pounds ($31,800).

Atrist Edgar Askelovic, who has previously depicted late British rock star David Bowie as half man-half dog, spent four months working from photographs of Moss on the piece, made from silicone and polyurethane resin and weighing 80kg (176 lbs).

In addition to Barack Obama, Gung Rai revealed that many great world figures have been to the ARMA, such as Queen Elizabeth and Desmond Tutu. However, to Gung Rai, Barack Obama’s visit is the best gift received by the ARMA having reached the age of 21 years. “Exactly, on last June 9 the ARMA celebrated its anniversary. Such crowded tourist visit is considered as a fresh air. Tourist visit targeted to reach 800,000 people this year is believed to be achieved, even exceeded. “In addition to tourist attraction, cruise ship visits are also frequent. Booming visit, Tanah Lot attraction sets 24 CCTVs

TABANAN - Like a tradition, long holidays are always filled with visiting a number of tourist attractions. In Tabanan, one of the favorite objects is Tanah Lot. The surge of tourist visits both domestic and foreign tourists here has even been seen since the second day before the Eid al-Fitr, reaching 9,000 visitors. Moreover, the visit reached its peak on the first day of the Eid or Sunday (Jun. 25) totaling 13,000 people.

To anticipate the surge of tourist visit, the management has also set up CCTV and streamlined security guard. “On average, the tourist visit reaches 6,000 to 8,000 people dominated by foreign tourists,” explained public relations staff of the Tanah Lot tourist attraction on Tuesday (Jun. 27).

The staff added there is no addition of security guard this year because the security standards have been adjusted to the security as usual. “Security is carried out as usual by our internal officers such as security, pecalang and lifeguard, as well as assisted by police and transportation agency,” it explained.

In the meantime, Operations Manager of Tanah Lot tourist attraction, Toya Adnyana, said there are at least 24 CCTVs used to better monitor the activities of visitors. Though having been given prohibition related to signs or through loudspeakers, there are visitors remaining stubborn.

“These surveillance cameras are set at density-prone points poised by alerting security personnel,” he said. Moreover, for the security, his management already coordinated with police a week before.

Based on the data of tourist visit,

domestic tourists are dominant coming from various cities in Indonesia such as Jakarta, Surabaya, Bogor, Malang, Sidoarjo, Bandung and Jogjakarta to Makassar. Surge in tourist visit is seen from the parking spaces provided by the management that never looked empty. Similarly, the alternative parking spaces in empty land and Surya Mandala Cultural Park are also fully occupied. “Alternative parking lots are expected to accommodate visitors, especially the four- and six-wheeled vehicles,” he explained.

Here, thousands of tourists perform various activities ranging from having a promenade in tourist areas, making temporary tattoos, visiting sacred serpents, holy water, shooting, shopping, culinary adventure or just lounging at some cafés and restaurants while chatting with friends or family. However, the most awaited is the coming of sunset having been famous for its beauty to overseas. This moment is usually the most awaited by tourists and surely they will capture the moment with their camera snapshots.

The moment of Eid holiday has its own meaning to local residents who sell every day in the area of Tanah Lot. Mrs. Rus, for instance, a villager of Beraban who sells fruit salads, claimed to have sold since 10:00 and finishes before noon.

Solar energy powers clean water, business opportunities for refugees

DAR ES SALAAM - Sadick Thenest remembers how his 8-year-old daughter had a narrow brush with death two years ago, when she contracted cholera after drinking contaminated water.

“She was so gaunt, weak and had terrible diarrhoea,” said the refugee from Burundi. “A slight delay in rushing her to hospital would have meant something else - but with God’s grace she survived.”

The father of four, aged 35, is among thousands of refugees grappling with frequent outbreaks of waterborne diseases in the crowded Nyarugusu camp in western Tanzania, due to poor sanitation.

“Living in a refugee camp is a constant struggle.

You either stick to health rules or contract diseases,” he told the Thomson Reuters Foundation by phone.

The health risks in Nyarugusu camp - home to around 100,000 refugees, mainly from Burundi and Democratic Republic of Congo - have grown due to an influx of people this year, amid spikes in the political instability afflicting both countries.

But Thenest, who came to the camp two years ago at the height of political tensions in Burundi, has learned how to protect his family from bouts of diarrhoeal diseases - a major cause of death in children under five.

“I always ensure that my children use clean and safe water,” he said. “I have instructed them to wash their hands with soap after using a toilet.”

Thenest, who works as a technician with international engineering charity Water Mission, said the health situation in the camp is improving as more people get access to clean water from a recently installed solar-powered water treatment facility.

“The plant produces thousands of litres every day women no longer go far to fetch water,” he said.

As part of a broader initiative to help refugees access clean energy and sanitation, Water Mission is installing more such plants in three refugee camps in western Tanzania.

The $5.3 million project, funded by the Denmarkbased Poul Due Jensen Foundation, is expected to provide safe water for some 250,000 refugees in Nyarugusu, Nduta and Mtendeli camps.

Benjamin Filskov, Water Mission’s country director, said “huge” investment in solar technologies by the organisation would help communities access clean and safe water, and contribute towards achieving the world’s development goals.

“We will document saved lives and ensure general public health, as a result of safe water,” he told the Thomson Reuters Foundation.

According to Water Mission, the Tanzania project aims to pump 100 percent of the water using solar power, with diesel generators as back up.

A recent shipment of 780 solar panels to Tanzania will produce 226,000 watts of power and provide a continuous supply of safe water to keep children in good health, it said in a statement. (rtr)

India has a tradition of honouring older people, and of multi-generational families living together.

But with urbanisation, nuclear families and rising longevity, more elderly people are living by themselves or in care homes.

Nearly half the elderly people surveyed by non-profit HelpAge India said they had experienced abuse, both at home and in public, with more women saying they had suffered some form of mistreatment.

Growing awareness of elderly abuse has led to a host of new apps and technologies for the elderly or people who witness the abuse to call for help.

“It is unfortunate that we need such a solution, but that is the reality today,” said Prasad Bhide, founder of Aaji (meaning “grandmother”) Care, a mobile and webbased service that has launched a remote surveillance system.

Aaji Care offers a physical panic button, which calls five phone numbers, including the company itself in an emergency.

Bhide said he is also working on a smart device the elderly can use easily and discreetly to summon help when needed.

India has more than 104 million people aged 60 and older, according to official data. The elderly are forecast to make up a fifth of the country’s total popula-

tion by 2050.

An analysis of data from 28 countries, published this year by the Lancet Global Health, revealed nearly one in six people aged 60 and older had been psychologically abused, financially exploited, neglected, physically hurt or sexually abused.

Abuse against older people is forecast to rise as their population more than doubles to 2 billion by 2050, according to the World Health Organization.

“Despite the frequency and the serious health consequences, elder abuse remains one of the least investigated types of violence in national surveys, and one of the least addressed in national plans to prevent violence,” Alana Officer, an adviser at the WHO, said in a statement last week.

Responding to pressure from campaigners, the Indian government has asked state officials to take steps to ensure the safety of the elderly.

Police in Mumbai keep a record of elderly people living by themselves, and recently launched ElderLine, a helpline that connects older people with volunteer doctors, hospitals, counsellors, social workers and police.

Police contacted by the GPSbased tracking and dispatch system send appropriate assistance to the caller’s location.

A growing number of mobile app services catering to the elderly - such as in-home nursing and physiotherapy - are also adding features to help people report abuse.

BALINESE artist never tire of finding new inspiration for their creativity and giving birth to innovative works of art. In the creative hands of Balinese artists, piles of cardboard boxes and newspaper -commonly discarded as trash, can be transformed in beautiful works of art. I Komang Gede Marjana for example has been taking advantage of cardboard and newsprint to create barong masks that are no less exotic than similar type masks made of wood.

“I was first inspired to make these barong masks after seeing the piles of used cardboard boxes and newspaper that were being disposed of haphazardly at the motor paint workshop where I work. I thought it was a pity that those materials were not being put to use and that perhaps they could be used to create marketable products”, said this alumnus of SMK PGRI 1 Denpasar vocational school regarding his creative process.

For this teenager born in Denpasar on March 21, 1997, choosing to make barong masks was an obvious choice as he has been found of the art of barong making since he was a small child. He considered the barong figure as a source of strength that holds various elements of goodness and always moves his spirit in his creative process.

“In my elementary school, I really liked to draw barongs and observed the ornaments on the barong figures. This passion of mine continued and has motivated me to immortalize the barong figure in three-dimensional works no longer limited by the painted form” explained Marjana.

According to Marjana, it is not easy to form used cardboard and newspapers into an artistic barong mask. After a series of trials and errors, he finally found an appropriate technique to ‘conquer’ the character of these used goods that have now become the main materials that he uses to make his barong masks.

“I was only able to make masks that look like this one after trying and failing many times. At first, I made barong ket and barong macan (tiger) masks. Once they were finished I uploaded photos of them on Facebook and many netizens responded with positive appreciation” said this teenager who was orphaned at five years old.

One of netizens who expressed his appreciation was a photographer who then challenged Marjana to create various animals faces out of cardboard and newspaper. Marjana therefore not only made barong ket, barong macan (tiger), barong bangkal (boar) and barong gajah (elephant) masks that are widely known by art connoisseurs, but he also took up the challenge of making dragon, dog, cat, crocodile, fruit bat and civet masks as well as masks of other animals like iguana, chameleons and Leopard geckos.

“I was told that these masks would be used for a photo shoot. I was certainly delighted to accept the challenge as it allowed me to try something new. I use very striking colors so that the masks would look good in the photos. The photographer also challenged me to make various kinds of children toys from used cardboard and newspaper”, he affirmed.

Armed with such the confidence that this gave him, this teenager who is also one of the creative team members at the Penggak Men Mersi Cultural House at Kesiman was encour-

aged to hoist the “flag” of Kubu Kreatif Komang Marjana he has pioneered. Currently, he is working in a number of dragon mask orders that will be used on the heads of Balinese traditional janggan kites.

“Since I am just starting out, I do not put a high price on my works. They are quite affordable. I deliberately use cardboard boxes and newspaper as the medium of my creativity to show my care for the environmental. At least, this is a real way of reducing the volume of garbage that is becoming one of Bali’s most serious problems”, affirmed Marjana who previously also made barong from dried banana leaf (keraras) and endek cloth. Talibeng becomes center for shallot cultivation

AMLAPURA — Karangasem has been appointed to become Bali’s center of shallot cultivation.

The subdistrict of Sideman’s Talibeng village is where 40 hectares will be cultivated by farmers from the Uma Aya subak group.

Head of the Production Division of the Bali Agriculture agency, I Wayan Sunarta, said on Friday (Jun. 23) that IDR 1.6 billion had been allocated for the cultivation of shallots from the central government’s task assistance fund.

He emphasized that if the project goes well, not all the yields will be sold as seeds will also be stored.

40 tons of seed are estimated to produce 400 tons of shallot, worth IDR 6 billion, which is a significant increase over the total value of the seeds. “This project is aimed

at improving food security and Talibeng is a suitable place for its development” said Sunarta.

Karangasem has also received assistance in the form of harvest and pre-harvest infrastructure, as well as 25 tons of rice seeds for an area of ??1,000 hectares as well as maize seeds for 700 hectares, for a total cost of IDR 270 million. After officially planting the first shallot, Regent of Karangasem, I Gusti Ayu Mas Sumatri, said that the cultivation of shallots here is being seriously under the guidance of the best agency. The local government, he added should therefore keep an eye on everything from the planting to the maintenance to harvest.

Along with the local government, the Talibeng Village authorities are also required to supervise the shallot cultivation program and are being asked to support the farmers through the use of village allocation funds (ADD) in order to help support the development of Karangasem’s potential. “This area is very appropriate not only for

enhancing food security but also for the development of for ecotourism activities. We need to orient the development of agriculture towards tourism as well” said Sunarta.

Shallot cultivation at Talibeng village is also fully supported by the Indonesian military (TNI) from the 1623/Karangasem military district. Commander of the military district, Fierman Sjafirial Augustus, said that one of TNI’s duties is to maintain national food security, so

they always participates in guarding the agriculture programs and encourage people to plant.

So, lately the TNI have been like farmers always coming down to the fields. The central government has also provided agricultural equipment. “Farmers are allowed to use it. They just need to report to the military district and they will certainly be allowed to borrow the tools they need”, he explained. (kmb31)

U.S. threatens Syria, says Assad is planning chemical weapons attack

Buleleng empowers harvester groups SINGARJA — The existence of harvesting groups (sekaa manyi) is increasingly rare in Bali as so few young people are interested in pursuing farming as a means of earning a living. As a result, when harvest season arrives, farmers find it difficult to find additional labor.

In recent years, many people form outside of Bali have been called upon to help with the rice harvests in Bali.

This government of Buleleng has taken the problem of agricultural labor seriously. In line with policies focused on managing the agricultural sector, Buleleng under the leadership of Regent Putu Agus Suradnyana and Deputy Regent Nyoman Sutjidra is empowering harvesting groups in North Bali by providing them with post-harvest tools.

According to date collected by the Buleleng Agricultural Agency, as of Friday (Jun. 23), the only remaining harvesting groups in Buleleng are located in Jinang Dalem village, Alasangker, Penglatan (Buleleng District), and a few other villages. The harvesting group from Jinang Dalem consists of dozens of men and women, who used to harvest all the rice by hand with a tool known as nigtigang. Recently this group has started to use a threshing machine to speed up the process and increase productivity. The group did not have enough capital to buy the machine themselves so they turned to a rice mill owner who financed the purchase of the thresher. Not surprisingly, the group saw positive results from the use of the the threshing machine owned by the investor.

Recently, the harvester group received another thresher from the local government. Tools like power threshers and ‘combined harvesters’ were provided to the subak group in Buleleng as a grant. As of this year, 93 power threshers and 21 combined harvesters have been provided to farmers in the region.

Head of the Buleleng Agriculture Agency, Nyoman Swatantra, accompanied by Division Head of Food Crop, Gede Suadnyana, said that providing such machinery is one of the ways that the local government is showing its commitment to empowering harvester groups allowing them to be preserved. In addition to providing work for locals, these machines also help to overcome the labor crisis that farmers face during the harvest season.

“During the harvest season, our farmers have trouble finding laborers as most available workers prefer to pick clove of coffee, leaving the rice to dry in the fields. We are therefor continuing to empower the rice harvester groups with the hope that with more profits being made, more people will want to pursue this line of work” said Swatantra.

It is not enough to just provide facilities and infrastructure added Swatantra. Farmers’ skills also need to be improved especially when it comes to operating these machines. We are still seeing that many farmers do not know how to operate the machines being provided.

The agricultural agency is thereof also providing guidance to members of the rice harvester groups. “It is hard to find people to operate the machines so we are providing training so that farmers excel and seixe job opportunities in the agricultural sector” said Swatantra. (kmb38)

The White House said in a statement released late on Monday the preparations by Syria were similar to those undertaken before an April 4 chemical attack that killed dozens of civilians and prompted U.S. President Donald Trump to order a cruise missile strike on a Syrian air base.

“The United States has identified potential preparations for another chemical weapons attack by the Assad regime that would likely result in the mass murder of civilians, including innocent children,” White House spokesman Sean Spicer said.

“If ... Mr. Assad conducts another

mass murder attack using chemical weapons, he and his military will pay a heavy price,” he said.

White House officials did not respond to requests for comment on potential U.S. plans or the intelligence that prompted the statement about Syria’s preparations for an attack.

Trump, who took to Twitter not long after the statement went out, focused his attention on a Fox News report related to former President Barack Obama and the 2016 election rather than developments in Syria.

Trump ordered the strike on the

Shayrat airfield in Syria in April in reaction to what Washington said was a poison gas attack by Assad’s government that killed 87 people in rebel-held territory. Syria denied it carried out the attack.

Assad said in an interview with the AFP news agency earlier this year that the alleged April attack was “100 percent fabrication” used to justify a U.S. air strike.

The strike was the toughest direct U.S. action yet in Syria’s six-year-old civil war, raising the risk of confrontation with Russia and Iran, Assad’s two main military backers. (rtr)

SINGARAJA — The longest beach area lies in Buleleng district. This longest coastal area in Bali is apparently not yet free from any damages to the shorelines due to abrasion. As evidence, until 2017 the damage to beaches in North Bali is recorded along 5.886 kilometers. Unfinished handling of the coastal abrasion happens due to inadequate budget. Moreover, the cost of construction is quite expensive, so that shoreline damage has been left for many years. More seriously, the abrasion having been successfully handled gets eroded again, so the handling of coastal damage in Buleleng is difficult to be totally resolved.

Latest data at the public works and spatial planning agency (PUPR) of Buleleng indicate the northern coastline spreads along 157.050 km. Of this length, in the past few years the shoreline is damaged due to abrasion along 44.017 km. Since the damage occurred, the government can just handle along 38.211 km. Thus, the remaining 5.886 km is still facing abrasion. In addition to leaving the shorelines unhandled, there are several locations of the damages having been handled are now damaged again. This condition happens to coastal revetment at Air Sanih swimming pool object, Bukti village, Kubutambahan, collapsing after getting eroded by tidal waves during extreme weather season recently. Following the destruction of the coastal revetment, so far the government cannot make sure when the damage in the tourist area will be handled.

Head of the Buleleng Public Works and Spatial Planning Agency, Nyoman Suparta Wijaya, accompa-

nied by Division Head of Irrigation, Ngurah Darmika, said on Monday (Jun. 25) that since the abrasion hit the local government has not allocated any funds in local budget for handling the coastal abrasion.

Other than being unable to prepare the budget, the regulation states the handling of coastal abrasion is entirely the authority of central government through its extension, namely the Bali-Penida river agency (BWS). Not surprisingly, in this condition, local government can only propose or report in case of coastal abrasion occurs. “Of that length of coastal abrasion, some have been handled, while some still have not been handled. The handled areas have gone damaged again by tidal waves,” he said.

Suparta Wijaya added that BaliPenida river agency in 2017 has handled coastal abrasion at TingaTinga village, Gerokgak. This abrasion occurred long ago to reach Segara Temple area belonging to local customary village, and the

temple guardrail was crushed by the waves. The village has repeatedly applied for assistance to the government. Indeed, the report was followed up and related officers have come down to survey or measure the volume of coastal damage. Follow-up of the handling was formerly suspended, but could just be realized in 2017.

Similar conditions also occurred in the coastal area of Tukadmungga village, Buleleng subdistrict. The beach belonging to Lovina tourism area is severely eroded, and the proposed handling has not been approved for years.

This year, the Bali-Penida river agency could just realize the handling to the Hepi Beach area. “At the Tinga-Tinga, the construction is helped with armor rock. While in the area of Hepi Beach of Tukadmungga, the Bali-Penida river agency applied armor rock construction and tried the construction of interlocked concrete block,” said Suparta Wijaya. (kmb38)

Leaders of Scotland and Wales voiced anger at the deal, saying it would weaken, not strengthen, the ties that bind the United Kingdom by “throwing money” at one of its devolved regions at the expense of others.

China accuses Indian border guards of crossing into its territory BEIJING - China has accused Indian border guards of crossing into its territory from the state of Sikkim on India’s northeastern border with Tibet, the Chinese foreign and defence ministries have said, complicating an already difficult relationship.

Geng Shuang, a spokesman with China’s foreign ministry, said Indian guards “obstructed normal activities”

by Chinese forces on the border and called on India to withdraw immediately, according to a ministry statement late on Monday.

He urged India to respect China’s

territorial integrity and the border treaties signed by the two countries, and said China had already suspended official pilgrimages at the Nathu La Pass, which lies on the frontier between Sikkim state and Tibet.

A spokesman for the Indian Army declined to comment but said the army would issue a statement on Tuesday. India’s defence ministry did not immediately respond to a request for comment.

Nathu La connects India to Hindu and Buddhist sites in the region and was the site of a fierce border clash

between Chinese and Indian troops in 1967.

China’s Defence Ministry said in a separate statement India’s military had obstructed work on a road, a move it described as seriously threatening peace on the border.

“China is dedicated to developing bilateral relations, and will staunchly defend its legitimate rights,” it said.

“China hopes India will meet it halfway, not do anything to complicate the border issues and jointly maintain the good momentum of relations,” the defence ministry said.

Ties between China and India have long been frosty as a result of long-term territorial disputes, as well as Beijing’s support of Pakistan, and Indian leaders declined to attend China’s “Belt and Road” summit aimed at boosting regional economic and political ties last month.

Chinese President Xi Jinping told Indian Prime Minister Narendra Modi earlier this month that the two countries should work to “appropriately” manage their differences.

A visit in April by Tibetan spiritual leader the Dalai Lama, who Beijing

Japanese air bag maker Takata files for bankruptcy, gets China backing

TOKYO/WASHINGTON - Japan’s Takata Corp , at the center of the auto industry’s biggestever product recall, filed for bankruptcy protection in the United States and Japan, and said it had agreed to be largely acquired for $1.6 billion by the Chinese-owned U.S.-based Key Safety Systems. In the biggest bankruptcy of a Japanese manufacturer, Takata faces tens of billions of dollars in costs and liabilities resulting from almost a decade of recalls and lawsuits. Its air bag inflators have been linked to at least 16 deaths and 180 injuries around the world because they can rupture and send metal fragments flying.

Takata’s bankruptcy filing is a milestone in a restructuring orchestrated and financed in part by major automakers who need to assure a supply of replacement inflators for tens of millions of their cars that are still subject to recalls. The deal may also result in Key becoming a stronger competitor in the global market for air bag and safety technology and help ensure a broadly competitive air bag market for automakers.

TK Holdings, its U.S. operations, filed Chapter 11 bankruptcy in Delaware on Sunday with liabilities of $10 billion to $50 billion; the Japanese parent filed for protection with the Tokyo District Court early on Monday. Scott Caudill, chief operating officer of TK Holdings, said in a court affidavit that the company “faces insurmountable claims” relating to the recalls and owes billions of dollars to automakers. He disclosed that Takata has recalled, or expects to recall, by 2019 about 125 million vehicles worldwide, including more than 60

million in the United States.

Takata’s total liabilities stand at 1.7 trillion yen ($15 billion), Tokyo Shoko Research Ltd estimated.

Final liabilities would depend on discussions with carmaker customers who have borne the bulk of the replacement costs, a lawyer for the company said.

The filings open the door to the financial rescue by Key Safety Systems (KSS), a Michigan-based parts supplier owned by China’s Ningbo Joyson Electronic Corp. Ningbo Joyson acquired KSS in 2016 in a $920 million deal. In a deal that took 16 months to hammer out, KSS agreed to take over Takata’s viable operations, while the remaining operations will be reorganized to continue churning out millions of replacement inflators, the two firms said.

Jason Luo, CEO of KSS, said in a statement the “underlying strength” of Takata’s business had not diminished despite the recall, citing its skilled employees, geographic reach

and other safety products such as seat belts. Caudill said automakers would provide Takata up to $400 million over the course of the bankruptcy by accelerating payments and agreeing not to withhold what Takata owes them. In return, Takata agreed to provide the automakers access to their plants to ensure continued supply of parts.

Takata does not plan to hold an auction of its assets, often used to ensure assets fetch top dollar for creditors. Caudill said that would be a waste of time, given Takata was extensively shopped prior to the bankruptcy and that only one bidder had clear support from automakers.

Takata will ask the U.S. Bankruptcy Court in Delaware to appoint a representative for people who will be injured in the future from Takata inflators. The company said it plans to set aside sufficient money to cover those claims, which will be based on an expert’s estimate. An initial court hearing on the U.S. bankruptcy filing

is set for Tuesday.

“We believe taking these actions in Japan and the U.S. is the best way to address the ongoing costs and liabilities of the air bag inflator issues with certainty and in an organized manner,” Takata CEO Shigehisa Takada said in a statement. The remainder of Takata assets will be reorganized to produce replacement inflators, but it is not clear how long they will operate. CEO Takada said he and top management would resign “when the timing of the restructuring is set.”

His family - which still controls the 84-year-old company - likely would cease to be shareholders.

Takata in February pleaded in a U.S. federal court to a felony charge as part of a $1-billion settlement that included compensation funds for automakers and victims of its faulty air bag inflators. Three former senior Takata executives were charged in January with falsifying test results.

About two-thirds of 46.2 million recalled Takata inflators in the United States have not been fixed.

It also faces hundreds of lawsuits and claims in the United States, Mexico and Canada, including consumer protection lawsuits filed by three states and 100 personal injury and wrongful death claims. Honda Motor Co, Takata’s biggest customer, said it had reached no final agreement

Supreme Court breathes new life into Trump’s travel ban

WASHINGTON - The U.S. Supreme Court on Monday handed a victory to President Donald Trump by reviving parts of a travel ban on people from six Muslim-majority countries that he said is needed for national security but that opponents decry as discriminatory.

The justices narrowed the scope of lower court rulings that had completely blocked key parts of a March 6 executive order that Trump had said was needed to prevent terrorism attacks, allowing his temporary ban to go into effect for people with no strong ties to the United States. [tmsnrt.rs/2seb3bb] The court issued its order on the last day of its current term and agreed to hear oral arguments during its next term starting in October so it can decide finally whether the ban is lawful in a major test of presidential powers.

In a statement, Trump called the high court’s action “a clear victory for our national security,” saying the justices allowed the travel suspension to become largely effective.

“As president, I cannot allow people into our country who want to do us harm. I want people who can love the United States and all of its citizens, and who will be hardworking and productive,” Trump added.

Trump’s March 6 order called for a blanket 90day ban on people from Iran, Libya, Somalia, Sudan, Syria and Yemen and a 120-day ban on all refugees

while the government implemented stronger vetting procedures. The court allowed a limited version of the refugee ban, which had also been blocked by courts, to go into effect.

Trump issued the order amid rising international concern about attacks carried out by Islamist militants like those in Paris, London, Brussels, Berlin and other cities. But challengers said no one from the affected countries had carried out attacks in the United States.

Federal courts said the travel ban violated federal immigration law and was discriminatory against Muslims in violation of the U.S. Constitution. Critics called it a discriminatory “Muslim ban.”

Ahmed al-Nasi, an official in Yemen’s Ministry of Expatriate Affairs, voiced disappointment.

“We believe it will not help in confronting terrorism and extremism, but rather will increase the feeling among the nationals of these countries that they are all being targeted, especially given that Yemen is an active partner of the United States in the war on terrorism and that there are joint operations against terrorist elements in Yemen,” he said.

Groups that challenged the ban, including the American Civil Liberties Union, said that most people from the affected countries seeking entry to the United States would have the required connections. But they voiced concern the administration would interpret the ban as broadly as it could. (rtr)

Brazil’s President Michel Temer charged with taking bribes BRASILIA - Brazil’s top federal prosecutor charged President Michel Temer with taking multimillion-dollar bribes on Monday in a stinging blow to the unpopular leader and to political stability in Latin America’s largest country.

Rodrigo Janot submitted the charge in a document presented to the Supreme Court, saying “he fooled Brazilian citizens” and owed the nation millions in compensation for accepting bribes.

Under Brazilian law, the lower house of Congress must now vote on whether to allow the top tribunal to try the conservative leader, who replaced impeached leftist President Dilma Rousseff just over a year ago.

Lawmakers within Temer’s coalition are confident they have the votes to block the two-third majority required to proceed with a trial.

But they warn that support may wane if congressmen are forced to vote several times to protect Temer - whose popularity is languishing in the single-digits - from trial.

Temer’s office and his attorney, Antonio Mariz, declined to comment on the charges. Temer has repeatedly said he is innocent of any wrongdoing.

Investigators have uncovered stunning levels of corruption in recent years engulfing Brazil’s political class and business elites. Much of it centers on companies paying billions of dollars in bribes to politicians and executives at state-run enterprises in return for lucrative contracts.

Temer and one-third of his cabinet, as well as four former presidents and dozens of lawmakers are under investigation or already charged in the schemes. Over 90 people have been convicted.

Political analysts had warned, long before Monday, that the scandals reduced the chances Temer could push through reforms crucial for Latin America’s biggest economy to rebound from its worst recession on record.

Temer was charged in connection with a graft scheme involving the world’s largest meatpacker, JBS SA. Executives said in plea-bargain testimony the president took bribes for resolving tax matters, freeing up loans from state-run banks and other matters.

Monday’s charging document alleges Temer arranged to eventually receive a total of 38 million reais ($11.5 million) from JBS in the next nine months.

Joesley Batista, one of the brothers who control JBS, recorded a conversation with Temer in March in which the president appears to condone bribing a potential witness. Batista also accused Temer and aides of negotiating millions of dollars in illegal donations for his Brazilian Democratic Movement Party.

Brazil’s federal police released a separate document on Monday about that conversation with Batista. Police recovered a previously inaudible portion of the recording in which Temer is heard telling the scandal-plagued billionaire that it was mainly because of his influence that he chose to appoint Henrique Meirelles as finance minister.

The significance of the comment about Meirelles, who is widely respected in financial markets, was not immediately clear and the finance ministry did not respond to requests for comment. (rtr)

DILI - Police in East Timor on Thursday captured two foreign inmates who escaped from a prison on the Indonesian island of Bali this week by crawling through a tunnel under the walls, the police chief said.

Police said they had captured Bulgarian Dimitar Nikolov Iliev and Indian Sayed Mohammed Said near a port area in the East Timor capital of Dili after the two had arrived on a motor boat from the Indonesia.

“The two Indonesian police fugitives were involved in money laundering and narcotics,” East

Timor police chief Julio da Costa Hornay told reporters.

“Indonesian police had provided information via an official letter to East Timor police to recapture them,” he added.

Iliev and Said escaped from Bali’s Kerobokan prison with two other inmates, Australian Shaun Edward Davidson and Malaysian Tee Kok King, on Sunday night by crawling through a 12 metre (39 foot) long tunnel.

Hornay said East Timor’s attorney general’s office would decide if the two would be sent back to Indonesia. (ap)

Wolter Klaus, 49, from Oldenburg city, registered his name last Wednesday when he started climbing Mount Sibayak in North Sumatra’s Berastagi district on what should have been a day hike, said Budiawan, who is heading the search operation.

Budiawan, who uses a single name, said Klaus was reported missing by his hotel a day later when he did not return from the 2,200-meter (7,200-foot) mountain.

He said 150 soldiers, police and volunteers divided

into six teams were mobilized to look for Klaus, but the search has been hampered by the rugged, forested terrain and bad weather. A police helicopter supported the search efforts on Monday, he said.

“We heard a very weak sound like ‘aah’ came from a ravine when we called his name,” Budiawan said.

“We’ve been rappelling with ropes to the estimated location of the sound, but have not found him yet.”

In 2013, rescuers found a Japanese hiker alive in a ravine four days after he fell from a cliff on Mount Sibayak.

Mount Sibayak is one of about 130 volcanoes in Indonesia. Its last major eruption was in 1881, but its geothermal activity remains high. (ap)

Thousands of passengers arrive in Soekarno-Hatta airport

TANGGERANG - As many as 8,294 passengers, including 6,946 domestic visitors and 1,348 foreigners, arrived at the international airport of Soekarno Hatta, a day after Eid al-Fitr, the airport’s main office stated here on Tuesday.

Compared to last year’s record, the office predicted a rise in the number of passenger this year, the airports branch communication

manager, Dewandono Nugroho, stated. The number of passengers until 12.00 pm local time reached about 20,968 people.

Several cities, including Denpasar, Surabaya (East Java), Kualanamu (North Sumatera), Makassar (South Sulawesi), and Yogyakarta, have been noted to be the most favorite destinations of passengers.

Therefore , the office remarked that some 524 extra flights have been launched 10 days before and two days after Eid al-Fitr, which was celebrated on Sunday, to accommodate the passengers’ demands.

As the worlds most populous Muslimmajority country, many Indonesian citizens would celebrate the day by enjoying local

dishes, such as “opor,” which is chicken cooked with coconut milk and turmeric, and “lontong,” the rice cake, as well as visiting friends and families.

The Beach There is plenty of sand obviously and some hotels do put out deckchairs, but there is a fair amount of refuse and you just don’t see many people swimming here.

That’s not to say it isn’t a pretty beach though. The sunsets can be fabulous and at low tide the entire seaweed industry will be laid out for you to observe. Fascinating — and very photogenic. You cannot swim here at low tide.

Note that much of the immediate off-beach area here is used for drying seaweed and it has a very distinct, well, seaweedy smell. You get used to it after a while, but some find it gag-worthy.

Although the beach at Jungut Batu may not be the best place to swim due to all the boats anchored off shore, it’s still possible to find a small stretch to take a dip and cool off in. Just look at the village kids who do this on a daily basis and see how much fun they have!

The beach also offers stunning views across to Mount Agung in Bali on a clear day, and the sunsets from this side of the island are some of the best we reckon.

Heading south from the main beach, there’s a lovely little walkway that takes you up to the bukit or hill, where more upmarket accommodation is available. This area is also great to enjoy sunset drinks and views across to Mount Agung in Bali. (IBP/net)

LONDON - Roger Federer and Rafael Nadal have shared the grand slam spoils this year and it would take a hard heart not to hope for a fairytale rematch next month of their epic 2008 Wimbledon final.

Federer, 35, prevailed in their five-set battle in Australia to win a record-extending 18th slam, but sat out the claycourt season in which Nadal, 31, made his own history by winning a 10th French Open title -- ‘La Decima’ -- and 15th slam.

In 2008, Nadal was just 22. He survived two rain breaks and an enthralling Federer fightback to end the Swiss’s five-year reign as Wimbledon champion to finally triumph 6-4 6-4 6-7(5) 6-7(8) 9-7 after defeats in the 2006 and 2007 finals.

The match, at four hours and 48 minutes, is still the longest final in Wimbledon history. It was hailed by pundits, players and fans alike, with seven-time grand slam champion John McEnroe describing it as the greatest match he’d ever seen.

The Wimbledon seedings, to be confirmed on Wednesday, and Friday’s draw will determine whether the titans could meet on Centre Court in the final of the tournament, which runs from July 3 to 16, for the first time since that tussle.

But for those who believe in omens, Nadal, then all pirate swagger with his long shorts, long hair and sleeveless shirts, won the 2008 Wimbledon title after annexing the French Open without dropping a set -- a feat he repeated earlier in June.

Japanese chess prodigy, 14, breaks 30-year winning streak record TOKYO - A 14-year-old Japanese player of the traditional chess-like board game of shogi has captured the nation’s heart by winning a record straight 29 matches, breaking a record held for 30 years.

Sota Fujii, who trains himself with computer software and was the youngest player ever to turn professional, surpassed the previous record of 28 consecutive wins on Monday.

His feat, a rare bright spot in a nation grappling with more than 15 years of deflation and stagnation,

drew applause from all walks of life ranging from avid shogi fans to the prime minister. His picture was all over Tuesday’s front pages.

“Young power has made history. This victory gives dreams and hopes to the Japanese people,” Prime Minister Shinzo Abe told reporters.

After a gruelling 11-hour match on Monday with a 19-year-old fellow professional, Fujii was calm before reporters.

“Winning 29 straight matches was beyond my wildest imagination. I’m delighted, but I’m very

surprised as well,” Fujii said.

The object of shogi, also known as Japanese chess, is to checkmate the opponent’s king, as in the Western game. But there are no black and white squares or pieces, and most pieces can only move one square at a time.

Following the centuries-old shogi tradition, Fujii has a senior professional shogi player as an official mentor.

But his game has improved significantly since he started training with computer software about a year and a half ago, frowned on by

many professional shogi players, the Asahi Shimbun daily said.

“A professional shogi player is lucky if he has as many as 1,000 matches in his lifetime.

An artificial intelligence-based programme has several thousand times more matches than that virtually, and accumulates expertise,” a Japan Shogi Association official said.

“Professional players understand computers’ strength and their way of thinking is now shifting to how to use AI to improve their own strength.”

Fujii’s winning streak comes after Google’s AI programme, AlphaGo, beat Chinese Go master Ke Jie last month in a best of three series meant to test the limits of computers in taking on humans at complex tasks.

Ke, the world’s No.1 Go player, is 19, while Norway’s Magnus Carlsen, the current world chess champion, became a chess grandmaster at 13.

MOSCOW — After years of controversy, Russian officials think their World Cup has weathered the storm. Stadiums are either finished or nearing completion, and the Confederations Cup is going smoothly. “The project is very big and there are some delays or operational questions, minor questions, but nothing critical,” Deputy Prime Minister Vitaly Mutko, who oversees World Cup preparations, said Saturday.

But with a year to go, some serious concerns remain around Russia’s 643.5-billion-ruble ($10.8 billion) World Cup dream. Workers’ deaths and alleged rights abuses taint the new stadiums. Teams will live in far-flung, hard-tosecure locations. Many of the stadiums risk becoming white elephants. Here is a look at some of the key issues:

STADIUMS

Russia is desperate to avoid what Deputy Prime Minister Vitaly Mutko calls “the Brazilian scenario” — the construction delays and organizational disarray which marred the start of the last World Cup in 2014. Russian authorities have blacklisted 191 fans with criminal records, and hours before the Confederations Cup began, dozens more, including members of radical groups, were refused permission to attend the tournament.

League one club Shrewsbury Town have applied to become the first English side to have a safe standing section at their home ground, the club confirmed on Tuesday.

The club have formally approached Sports Ground Safety Authority (SGSA) and are looking to increase the capacity at Greenhouse Meadow stadium by 500 using rail seats in the Salop Leisure Stand.

“If the plans are given the green light by the SGSA and their local Safety Advisory Group amongst others the Oteley Road ground will become the first all-seater stadium in England and Wales to introduce safe standing,” the club said in a statement.

Shrewsbury are hoping to follow Scottish side Celtic, who introduced a 2,900-capacity safe standing section last year.

“There’s a clear demand from our fans for an area where they can stand safely,” said Roger Groves, the

joint chairman of Shrewsbury Town’s Supporters Parliament.

“We see that at every game with several hundred choosing to stand at their seats, which is not altogether safe.

“Rail seats will ensure that nobody falls over no matter how wildly they celebrate a goal and, by having a dedicated standing area, we believe that the overall atmosphere in the stadium will also be enhanced.”

All-seater stadiums became mandatory in England’s top two divisions following the Hillsborough disaster in 1989 when 96 fans were killed in a crush at the FA Cup semi-final between Liverpool and Nottingham Forest.

Bolt brings sunshine and heat on his last trip to Golden Spike meeting PRAGUE - As Usain Bolt deals with the emotions of closing the curtain on his record-breaking career, one thing that won’t trouble him as he prepares for his ninth and final appearance at the Ostrava Golden Spike meeting is the heat, he said on Monday.

The multiple Olympic and world gold medallist joked that sweltering temperatures and sunshine in the Czech Republic feels more like home in Jamaica as he prepares to compete in the 100 metre race on Wednesday.

“I am happy that I got to come here, it’s one of my favourite meets, and to be here for the last time, it’s a great feeling,” the 30 year-old told a news conference broadcast live on the event’s Fa-

cebook page.

“For me the weather stands out... I am shocked that it’s so warm, I guess I brought some sun from Jamaica.”

The double sprint world record holder, who has amassed eight Olympic golds and 13 world championship medals, will take his final bow in August in London, where he will only run the shorter sprint despite having a wild card for the 200 metres.

But Bolt confirmed he would not run the 200 metre event in London and said he had no regrets about stepping aside as his glittering career winds down.

“For me now, I’ve done everything I wanted to, now it’s coming to an end and I am fine with it, definitely looking forward to coming back to Ostrava, and just watch, to be part of the crowd, to see the younger generation coming up,” Bolt said. (rtr)

The Beach There is plenty of sand obviously and some hotels do put out deckchairs, but there is a fair amount of refuse and you just don’t see many people swimming here.

That’s not to say it isn’t a pretty beach though. The sunsets can be fabulous and at low tide the entire seaweed industry will be laid out for you to observe. Fascinating — and very photogenic. You cannot swim here at low tide.

Note that much of the immediate off-beach area here is used for drying seaweed and it has a very distinct, well, seaweedy smell. You get used to it after a while, but some find it gag-worthy.

Although the beach at Jungut Batu may not be the best place to swim due to all the boats anchored off shore, it’s still possible to find a small stretch to take a dip and cool off in. Just look at the village kids who do this on a daily basis and see how much fun they have!

The beach also offers stunning views across to Mount Agung in Bali on a clear day, and the sunsets from this side of the island are some of the best we reckon.

Heading south from the main beach, there’s a lovely little walkway that takes you up to the bukit or hill, where more upmarket accommodation is available. This area is also great to enjoy sunset drinks and views across to Mount Agung in Bali. (IBP/net)

Federer and Nadal primed for dream Wimbledon final reprise

LONDON - Roger Federer and Rafael Nadal have shared the grand slam spoils this year and it would take a hard heart not to hope for a fairytale rematch next month of their epic 2008 Wimbledon final.

Federer, 35, prevailed in their five-set battle in Australia to win a record-extending 18th slam, but sat out the claycourt season in which Nadal, 31, made his own history by winning a 10th French Open title -- ‘La Decima’ -- and 15th slam.

In 2008, Nadal was just 22. He survived two rain breaks and an enthralling Federer fightback to end the Swiss’s five-year reign as Wimbledon champion to finally triumph 6-4 6-4 6-7(5) 6-7(8) 9-7 after defeats in the 2006 and 2007 finals.

The match, at four hours and 48 minutes, is still the longest final in Wimbledon history. It was hailed by pundits, players and fans alike, with seven-time grand slam champion John McEnroe describing it as the greatest match he’d ever seen.

The Wimbledon seedings, to be confirmed on Wednesday, and Friday’s draw will determine whether the titans could meet on Centre Court in the final of the tournament, which runs from July 3 to 16, for the first time since that tussle.

But for those who believe in omens, Nadal, then all pirate swagger with his long shorts, long hair and sleeveless shirts, won the 2008 Wimbledon title after annexing the French Open without dropping a set -- a feat he repeated earlier in June.

“He’ll go to Wimbledon with so much confidence. For me, he’s favourite with Federer but Federer won’t have the confidence of coming in as French Open champion,” Mats Wilander, three-times French Open champion and Eurosport host, told Reuters.

Nadal, the world number two, pulled out of the traditional grasscourt warm-up tournament, the Aegon Championships at London’s Queen’s Club, to rest up for his challenge for a third Wimbledon title while preparing in his native Mallorca. (rtr)

Japanese chess prodigy, 14, breaks 30-year winning streak record TOKYO - A 14-year-old Japanese player of the traditional chess-like board game of shogi has captured the nation’s heart by winning a record straight 29 matches, breaking a record held for 30 years.

Sota Fujii, who trains himself with computer software and was the youngest player ever to turn professional, surpassed the previous record of 28 consecutive wins on Monday.

His feat, a rare bright spot in a nation grappling with more than 15 years of deflation and stagnation,

drew applause from all walks of life ranging from avid shogi fans to the prime minister. His picture was all over Tuesday’s front pages.

“Young power has made history. This victory gives dreams and hopes to the Japanese people,” Prime Minister Shinzo Abe told reporters.

After a gruelling 11-hour match on Monday with a 19-year-old fellow professional, Fujii was calm before reporters.

“Winning 29 straight matches was beyond my wildest imagination. I’m delighted, but I’m very

surprised as well,” Fujii said.

The object of shogi, also known as Japanese chess, is to checkmate the opponent’s king, as in the Western game. But there are no black and white squares or pieces, and most pieces can only move one square at a time.

Following the centuries-old shogi tradition, Fujii has a senior professional shogi player as an official mentor.

But his game has improved significantly since he started training with computer software about a year and a half ago, frowned on by

many professional shogi players, the Asahi Shimbun daily said.

“A professional shogi player is lucky if he has as many as 1,000 matches in his lifetime.

An artificial intelligence-based programme has several thousand times more matches than that virtually, and accumulates expertise,” a Japan Shogi Association official said.

“Professional players understand computers’ strength and their way of thinking is now shifting to how to use AI to improve their own strength.”

Fujii’s winning streak comes after Google’s AI programme, AlphaGo, beat Chinese Go master Ke Jie last month in a best of three series meant to test the limits of computers in taking on humans at complex tasks.

Ke, the world’s No.1 Go player, is 19, while Norway’s Magnus Carlsen, the current world chess champion, became a chess grandmaster at 13.

No matches between Fujii and an AI-based programme is planned at the moment, the Japan Shogi Association said. (rtr)

Supreme Court breathes new life into Trump’s travel ban

WASHINGTON - The U.S. Supreme Court on Monday handed a victory to President Donald Trump by reviving parts of a travel ban on people from six Muslim-majority countries that he said is needed for national security but that opponents decry as discriminatory.

The justices narrowed the scope of lower court rulings that had completely blocked key parts of a March 6 executive order that Trump had said was needed to prevent terrorism attacks, allowing his temporary ban to go into effect for people with no strong ties to the United States. [tmsnrt.rs/2seb3bb] The court issued its order on the last day of its current term and agreed to hear oral arguments during its next term starting in October so it can decide finally whether the ban is lawful in a major test of presidential powers.

In a statement, Trump called the high court’s action “a clear victory for our national security,” saying the justices allowed the travel suspension to become largely effective.

“As president, I cannot allow people into our country who want to do us harm. I want people who can love the United States and all of its citizens, and who will be hardworking and productive,” Trump added.

Trump’s March 6 order called for a blanket 90day ban on people from Iran, Libya, Somalia, Sudan, Syria and Yemen and a 120-day ban on all refugees

while the government implemented stronger vetting procedures. The court allowed a limited version of the refugee ban, which had also been blocked by courts, to go into effect.

Trump issued the order amid rising international concern about attacks carried out by Islamist militants like those in Paris, London, Brussels, Berlin and other cities. But challengers said no one from the affected countries had carried out attacks in the United States.

Federal courts said the travel ban violated federal immigration law and was discriminatory against Muslims in violation of the U.S. Constitution. Critics called it a discriminatory “Muslim ban.”

Ahmed al-Nasi, an official in Yemen’s Ministry of Expatriate Affairs, voiced disappointment.

“We believe it will not help in confronting terrorism and extremism, but rather will increase the feeling among the nationals of these countries that they are all being targeted, especially given that Yemen is an active partner of the United States in the war on terrorism and that there are joint operations against terrorist elements in Yemen,” he said.

Groups that challenged the ban, including the American Civil Liberties Union, said that most people from the affected countries seeking entry to the United States would have the required connections. But they voiced concern the administration would interpret the ban as broadly as it could. (rtr)

Brazil’s President Michel Temer charged with taking bribes BRASILIA - Brazil’s top federal prosecutor charged President Michel Temer with taking multimillion-dollar bribes on Monday in a stinging blow to the unpopular leader and to political stability in Latin America’s largest country.

Rodrigo Janot submitted the charge in a document presented to the Supreme Court, saying “he fooled Brazilian citizens” and owed the nation millions in compensation for accepting bribes.

Under Brazilian law, the lower house of Congress must now vote on whether to allow the top tribunal to try the conservative leader, who replaced impeached leftist President Dilma Rousseff just over a year ago.

Lawmakers within Temer’s coalition are confident they have the votes to block the two-third majority required to proceed with a trial.

But they warn that support may wane if congressmen are forced to vote several times to protect Temer - whose popularity is languishing in the single-digits - from trial.

Temer’s office and his attorney, Antonio Mariz, declined to comment on the charges. Temer has repeatedly said he is innocent of any wrongdoing.

Investigators have uncovered stunning levels of corruption in recent years engulfing Brazil’s political class and business elites. Much of it centers on companies paying billions of dollars in bribes to politicians and executives at state-run enterprises in return for lucrative contracts.

Temer and one-third of his cabinet, as well as four former presidents and dozens of lawmakers are under investigation or already charged in the schemes. Over 90 people have been convicted.

Political analysts had warned, long before Monday, that the scandals reduced the chances Temer could push through reforms crucial for Latin America’s biggest economy to rebound from its worst recession on record.

Temer was charged in connection with a graft scheme involving the world’s largest meatpacker, JBS SA. Executives said in plea-bargain testimony the president took bribes for resolving tax matters, freeing up loans from state-run banks and other matters.

Monday’s charging document alleges Temer arranged to eventually receive a total of 38 million reais ($11.5 million) from JBS in the next nine months.

Joesley Batista, one of the brothers who control JBS, recorded a conversation with Temer in March in which the president appears to condone bribing a potential witness. Batista also accused Temer and aides of negotiating millions of dollars in illegal donations for his Brazilian Democratic Movement Party.

Brazil’s federal police released a separate document on Monday about that conversation with Batista. Police recovered a previously inaudible portion of the recording in which Temer is heard telling the scandal-plagued billionaire that it was mainly because of his influence that he chose to appoint Henrique Meirelles as finance minister.

The significance of the comment about Meirelles, who is widely respected in financial markets, was not immediately clear and the finance ministry did not respond to requests for comment. (rtr)

DILI - Police in East Timor on Thursday captured two foreign inmates who escaped from a prison on the Indonesian island of Bali this week by crawling through a tunnel under the walls, the police chief said.

Police said they had captured Bulgarian Dimitar Nikolov Iliev and Indian Sayed Mohammed Said near a port area in the East Timor capital of Dili after the two had arrived on a motor boat from the Indonesia.

“The two Indonesian police fugitives were involved in money laundering and narcotics,” East

Timor police chief Julio da Costa Hornay told reporters.

“Indonesian police had provided information via an official letter to East Timor police to recapture them,” he added.

Iliev and Said escaped from Bali’s Kerobokan prison with two other inmates, Australian Shaun Edward Davidson and Malaysian Tee Kok King, on Sunday night by crawling through a 12 metre (39 foot) long tunnel.

Hornay said East Timor’s attorney general’s office would decide if the two would be sent back to Indonesia. (ap)

Wolter Klaus, 49, from Oldenburg city, registered his name last Wednesday when he started climbing Mount Sibayak in North Sumatra’s Berastagi district on what should have been a day hike, said Budiawan, who is heading the search operation.

Budiawan, who uses a single name, said Klaus was reported missing by his hotel a day later when he did not return from the 2,200-meter (7,200-foot) mountain.

He said 150 soldiers, police and volunteers divided

into six teams were mobilized to look for Klaus, but the search has been hampered by the rugged, forested terrain and bad weather. A police helicopter supported the search efforts on Monday, he said.

“We heard a very weak sound like ‘aah’ came from a ravine when we called his name,” Budiawan said.

“We’ve been rappelling with ropes to the estimated location of the sound, but have not found him yet.”

In 2013, rescuers found a Japanese hiker alive in a ravine four days after he fell from a cliff on Mount Sibayak.

Mount Sibayak is one of about 130 volcanoes in Indonesia. Its last major eruption was in 1881, but its geothermal activity remains high. (ap)

Thousands of passengers arrive in Soekarno-Hatta airport

TANGGERANG - As many as 8,294 passengers, including 6,946 domestic visitors and 1,348 foreigners, arrived at the international airport of Soekarno Hatta, a day after Eid al-Fitr, the airport’s main office stated here on Tuesday.

Compared to last year’s record, the office predicted a rise in the number of passenger this year, the airports branch communication

manager, Dewandono Nugroho, stated. The number of passengers until 12.00 pm local time reached about 20,968 people.

Several cities, including Denpasar, Surabaya (East Java), Kualanamu (North Sumatera), Makassar (South Sulawesi), and Yogyakarta, have been noted to be the most favorite destinations of passengers.

Therefore , the office remarked that some 524 extra flights have been launched 10 days before and two days after Eid al-Fitr, which was celebrated on Sunday, to accommodate the passengers’ demands.

As the worlds most populous Muslimmajority country, many Indonesian citizens would celebrate the day by enjoying local

dishes, such as “opor,” which is chicken cooked with coconut milk and turmeric, and “lontong,” the rice cake, as well as visiting friends and families.

Japanese air bag maker Takata files for bankruptcy, gets China backing

TOKYO/WASHINGTON - Japan’s Takata Corp , at the center of the auto industry’s biggestever product recall, filed for bankruptcy protection in the United States and Japan, and said it had agreed to be largely acquired for $1.6 billion by the Chinese-owned U.S.-based Key Safety Systems. In the biggest bankruptcy of a Japanese manufacturer, Takata faces tens of billions of dollars in costs and liabilities resulting from almost a decade of recalls and lawsuits. Its air bag inflators have been linked to at least 16 deaths and 180 injuries around the world because they can rupture and send metal fragments flying.

Takata’s bankruptcy filing is a milestone in a restructuring orchestrated and financed in part by major automakers who need to assure a supply of replacement inflators for tens of millions of their cars that are still subject to recalls. The deal may also result in Key becoming a stronger competitor in the global market for air bag and safety technology and help ensure a broadly competitive air bag market for automakers.

TK Holdings, its U.S. operations, filed Chapter 11 bankruptcy in Delaware on Sunday with liabilities of $10 billion to $50 billion; the Japanese parent filed for protection with the Tokyo District Court early on Monday. Scott Caudill, chief operating officer of TK Holdings, said in a court affidavit that the company “faces insurmountable claims” relating to the recalls and owes billions of dollars to automakers. He disclosed that Takata has recalled, or expects to recall, by 2019 about 125 million vehicles worldwide, including more than 60

million in the United States.

Takata’s total liabilities stand at 1.7 trillion yen ($15 billion), Tokyo Shoko Research Ltd estimated.

Final liabilities would depend on discussions with carmaker customers who have borne the bulk of the replacement costs, a lawyer for the company said.

The filings open the door to the financial rescue by Key Safety Systems (KSS), a Michigan-based parts supplier owned by China’s Ningbo Joyson Electronic Corp. Ningbo Joyson acquired KSS in 2016 in a $920 million deal. In a deal that took 16 months to hammer out, KSS agreed to take over Takata’s viable operations, while the remaining operations will be reorganized to continue churning out millions of replacement inflators, the two firms said.

Jason Luo, CEO of KSS, said in a statement the “underlying strength” of Takata’s business had not diminished despite the recall, citing its skilled employees, geographic reach

and other safety products such as seat belts. Caudill said automakers would provide Takata up to $400 million over the course of the bankruptcy by accelerating payments and agreeing not to withhold what Takata owes them. In return, Takata agreed to provide the automakers access to their plants to ensure continued supply of parts.

Takata does not plan to hold an auction of its assets, often used to ensure assets fetch top dollar for creditors. Caudill said that would be a waste of time, given Takata was extensively shopped prior to the bankruptcy and that only one bidder had clear support from automakers.

Takata will ask the U.S. Bankruptcy Court in Delaware to appoint a representative for people who will be injured in the future from Takata inflators. The company said it plans to set aside sufficient money to cover those claims, which will be based on an expert’s estimate. An initial court hearing on the U.S. bankruptcy filing

is set for Tuesday.

“We believe taking these actions in Japan and the U.S. is the best way to address the ongoing costs and liabilities of the air bag inflator issues with certainty and in an organized manner,” Takata CEO Shigehisa Takada said in a statement. The remainder of Takata assets will be reorganized to produce replacement inflators, but it is not clear how long they will operate. CEO Takada said he and top management would resign “when the timing of the restructuring is set.”

His family - which still controls the 84-year-old company - likely would cease to be shareholders.

Takata in February pleaded in a U.S. federal court to a felony charge as part of a $1-billion settlement that included compensation funds for automakers and victims of its faulty air bag inflators. Three former senior Takata executives were charged in January with falsifying test results.

About two-thirds of 46.2 million recalled Takata inflators in the United States have not been fixed.

It also faces hundreds of lawsuits and claims in the United States, Mexico and Canada, including consumer protection lawsuits filed by three states and 100 personal injury and wrongful death claims. Honda Motor Co, Takata’s biggest customer, said it had reached no final agreement

Rai Dharmawijaya Mantra accompanied by the Head of the Denpasar Tourism Office, Wayan Gunawan, and the agency heads within the Denpasar municipality. Mayor Rai Mantra said the development of tourism village with the icon of sustainable subak (Balinese irrigation cooperative) serves as the spirit of the village development.

Planning can be done holistically with the preparation of master plan, so that it can run continuously. “This meeting can be integrated and made holistic with clear planning,” he said.

The sustainable subak program is also a conservation program to restrain land conversion and provide community productivity. It should also be supported with infrastructure, in order that the subak goes on sustainably and remains productive.

“Prepare a complete master plan, and supporting facilities as a tourist area through the implementation of physical program and empower-

ment for the community,” said Rai Mantra.

Head of the Denpasar Tourism Office, Wayan Gunawan, said that tourism village discussion through the development of communitybased tourism with a sustainable discussion through the making of master plan. Other than the existence of subak at Penatih village, it will also be formed a governing body in order to coordinate future programs.

Besides, the Denpasar municipality has done so much like provision of tourism counseling, guidance of tourism awareness group, and gradual improvement of facility. “Penatih village is very promising to be a tourism village where the evaluation has been done jointly by seeing the potential of Penatih village,” he said.

The ammonium nitrate compound used in the air bags was found to become volatile with age and prolonged exposure to heat, causing the devices to explode. Takata continued to defend the compound even as competitors stopped using it, until reaching a 2015 agreement with regulators to phase out its use.

Costs so far have pushed the company into the red for three years, and it has been forced to sell subsidiaries.

Founded as a textiles company in 1933, Takata began producing air bags in 1987 and at its peak became the world’s No. 2 producer of the safety products. It also produces onethird of all seatbelts used in vehicles sold globally, along with other components. The Tokyo Stock Exchange said its shares would be delisted on July 27. Buleleng empowers harvester groups SINGARJA — The existence of harvesting groups (sekaa manyi) is increasingly rare in Bali as so few young people are interested in pursuing farming as a means of earning a living. As a result, when harvest season arrives, farmers find it difficult to find additional labor.

In recent years, many people form outside of Bali have been called upon to help with the rice harvests in Bali.

This government of Buleleng has taken the problem of agricultural labor seriously. In line with policies focused on managing the agricultural sector, Buleleng under the leadership of Regent Putu Agus Suradnyana and Deputy Regent Nyoman Sutjidra is empowering harvesting groups in North Bali by providing them with post-harvest tools.

According to date collected by the Buleleng Agricultural Agency, as of Friday (Jun. 23), the only remaining harvesting groups in Buleleng are located in Jinang Dalem village, Alasangker, Penglatan (Buleleng District), and a few other villages. The harvesting group from Jinang Dalem consists of dozens of men and women, who used to harvest all the rice by hand with a tool known as nigtigang. Recently this group has started to use a threshing machine to speed up the process and increase productivity. The group did not have enough capital to buy the machine themselves so they turned to a rice mill owner who financed the purchase of the thresher. Not surprisingly, the group saw positive results from the use of the the threshing machine owned by the investor.

Recently, the harvester group received another thresher from the local government. Tools like power threshers and ‘combined harvesters’ were provided to the subak group in Buleleng as a grant. As of this year, 93 power threshers and 21 combined harvesters have been provided to farmers in the region.

Head of the Buleleng Agriculture Agency, Nyoman Swatantra, accompanied by Division Head of Food Crop, Gede Suadnyana, said that providing such machinery is one of the ways that the local government is showing its commitment to empowering harvester groups allowing them to be preserved. In addition to providing work for locals, these machines also help to overcome the labor crisis that farmers face during the harvest season.

“During the harvest season, our farmers have trouble finding laborers as most available workers prefer to pick clove of coffee, leaving the rice to dry in the fields. We are therefor continuing to empower the rice harvester groups with the hope that with more profits being made, more people will want to pursue this line of work” said Swatantra.

It is not enough to just provide facilities and infrastructure added Swatantra. Farmers’ skills also need to be improved especially when it comes to operating these machines. We are still seeing that many farmers do not know how to operate the machines being provided.

The agricultural agency is thereof also providing guidance to members of the rice harvester groups. “It is hard to find people to operate the machines so we are providing training so that farmers excel and seixe job opportunities in the agricultural sector” said Swatantra. (kmb38)

The White House said in a statement released late on Monday the preparations by Syria were similar to those undertaken before an April 4 chemical attack that killed dozens of civilians and prompted U.S. President Donald Trump to order a cruise missile strike on a Syrian air base.

“The United States has identified potential preparations for another chemical weapons attack by the Assad regime that would likely result in the mass murder of civilians, including innocent children,” White House spokesman Sean Spicer said.

“If ... Mr. Assad conducts another

mass murder attack using chemical weapons, he and his military will pay a heavy price,” he said.

White House officials did not respond to requests for comment on potential U.S. plans or the intelligence that prompted the statement about Syria’s preparations for an attack.

Trump, who took to Twitter not long after the statement went out, focused his attention on a Fox News report related to former President Barack Obama and the 2016 election rather than developments in Syria.

SINGARAJA — The longest beach area lies in Buleleng district. This longest coastal area in Bali is apparently not yet free from any damages to the shorelines due to abrasion. As evidence, until 2017 the damage to beaches in North Bali is recorded along 5.886 kilometers. Unfinished handling of the coastal abrasion happens due to inadequate budget. Moreover, the cost of construction is quite expensive, so that shoreline damage has been left for many years. More seriously, the abrasion having been successfully handled gets eroded again, so the handling of coastal damage in Buleleng is difficult to be totally resolved.

Latest data at the public works and spatial planning agency (PUPR) of Buleleng indicate the northern coastline spreads along 157.050 km. Of this length, in the past few years the shoreline is damaged due to abrasion along 44.017 km. Since the damage occurred, the government can just handle along 38.211 km. Thus, the remaining 5.886 km is still facing abrasion. In addition to leaving the shorelines unhandled, there are several locations of the damages having been handled are now damaged again. This condition happens to coastal revetment at Air Sanih swimming pool object, Bukti village, Kubutambahan, collapsing after getting eroded by tidal waves during extreme weather season recently. Following the destruction of the coastal revetment, so far the government cannot make sure when the damage in the tourist area will be handled.

nied by Division Head of Irrigation, Ngurah Darmika, said on Monday (Jun. 25) that since the abrasion hit the local government has not allocated any funds in local budget for handling the coastal abrasion.

Other than being unable to prepare the budget, the regulation states the handling of coastal abrasion is entirely the authority of central government through its extension, namely the Bali-Penida river agency (BWS). Not surprisingly, in this condition, local government can only propose or report in case of coastal abrasion occurs. “Of that length of coastal abrasion, some have been handled, while some still have not been handled. The handled areas have gone damaged again by tidal waves,” he said.

Suparta Wijaya added that BaliPenida river agency in 2017 has handled coastal abrasion at TingaTinga village, Gerokgak. This abrasion occurred long ago to reach Segara Temple area belonging to local customary village, and the

temple guardrail was crushed by the waves. The village has repeatedly applied for assistance to the government. Indeed, the report was followed up and related officers have come down to survey or measure the volume of coastal damage. Follow-up of the handling was formerly suspended, but could just be realized in 2017.

Similar conditions also occurred in the coastal area of Tukadmungga village, Buleleng subdistrict. The beach belonging to Lovina tourism area is severely eroded, and the proposed handling has not been approved for years.

This year, the Bali-Penida river agency could just realize the handling to the Hepi Beach area. “At the Tinga-Tinga, the construction is helped with armor rock. Solar energy powers clean water, business opportunities for refugees

DAR ES SALAAM - Sadick Thenest remembers how his 8-year-old daughter had a narrow brush with death two years ago, when she contracted cholera after drinking contaminated water.

“She was so gaunt, weak and had terrible diarrhoea,” said the refugee from Burundi. “A slight delay in rushing her to hospital would have meant something else - but with God’s grace she survived.”

The father of four, aged 35, is among thousands of refugees grappling with frequent outbreaks of waterborne diseases in the crowded Nyarugusu camp in western Tanzania, due to poor sanitation.

“Living in a refugee camp is a constant struggle.

You either stick to health rules or contract diseases,” he told the Thomson Reuters Foundation by phone.

The health risks in Nyarugusu camp - home to around 100,000 refugees, mainly from Burundi and Democratic Republic of Congo - have grown due to an influx of people this year, amid spikes in the political instability afflicting both countries.

But Thenest, who came to the camp two years ago at the height of political tensions in Burundi, has learned how to protect his family from bouts of diarrhoeal diseases - a major cause of death in children under five.

“I always ensure that my children use clean and safe water,” he said. “I have instructed them to wash their hands with soap after using a toilet.”

Thenest, who works as a technician with international engineering charity Water Mission, said the health situation in the camp is improving as more people get access to clean water from a recently installed solar-powered water treatment facility.

“The plant produces thousands of litres every day women no longer go far to fetch water,” he said.

As part of a broader initiative to help refugees access clean energy and sanitation, Water Mission is installing more such plants in three refugee camps in western Tanzania.

The $5.3 million project, funded by the Denmarkbased Poul Due Jensen Foundation, is expected to provide safe water for some 250,000 refugees in Nyarugusu, Nduta and Mtendeli camps.

Benjamin Filskov, Water Mission’s country director, said “huge” investment in solar technologies by the organisation would help communities access clean and safe water, and contribute towards achieving the world’s development goals.

“We will document saved lives and ensure general public health, as a result of safe water,” he told the Thomson Reuters Foundation.

According to Water Mission, the Tanzania project aims to pump 100 percent of the water using solar power, with diesel generators as back up.

A recent shipment of 780 solar panels to Tanzania will produce 226,000 watts of power and provide a continuous supply of safe water to keep children in good health, it said in a statement. (rtr)

Panic buttons and apps come to rescue of elderly Indians suffering abuse MUMBAI - Police, advocates and entrepreneurs have launched mobile apps and panic buttons to report abuse against the elderly in India, where the number of older people living alone has risen, yet talking about their mistreatment remains taboo.

India has a tradition of honouring older people, and of multi-generational families living together.

But with urbanisation, nuclear families and rising longevity, more elderly people are living by themselves or in care homes.

Nearly half the elderly people surveyed by non-profit HelpAge India said they had experienced abuse, both at home and in public, with more women saying they had suffered some form of mistreatment.

Growing awareness of elderly abuse has led to a host of new apps and technologies for the elderly or people who witness the abuse to call for help.

“It is unfortunate that we need such a solution, but that is the reality today,” said Prasad Bhide, founder of Aaji (meaning “grandmother”) Care, a mobile and webbased service that has launched a remote surveillance system.

Aaji Care offers a physical panic button, which calls five phone numbers, including the company itself in an emergency.

Bhide said he is also working on a smart device the elderly can use easily and discreetly to summon help when needed.

India has more than 104 million people aged 60 and older, according to official data. The elderly are forecast to make up a fifth of the country’s total popula-

tion by 2050.

An analysis of data from 28 countries, published this year by the Lancet Global Health, revealed nearly one in six people aged 60 and older had been psychologically abused, financially exploited, neglected, physically hurt or sexually abused.

Abuse against older people is forecast to rise as their population more than doubles to 2 billion by 2050, according to the World Health Organization.

“Despite the frequency and the serious health consequences, elder abuse remains one of the least investigated types of violence in national surveys, and one of the least addressed in national plans to prevent violence,” Alana Officer, an adviser at the WHO, said in a statement last week.

Responding to pressure from campaigners, the Indian government has asked state officials to take steps to ensure the safety of the elderly.

Police in Mumbai keep a record of elderly people living by themselves, and recently launched ElderLine, a helpline that connects older people with volunteer doctors, hospitals, counsellors, social workers and police.

Police contacted by the GPSbased tracking and dispatch system send appropriate assistance to the caller’s location.

A growing number of mobile app services catering to the elderly - such as in-home nursing and physiotherapy - are also adding features to help people report abuse.

BALINESE artist never tire of finding new inspiration for their creativity and giving birth to innovative works of art. In the creative hands of Balinese artists, piles of cardboard boxes and newspaper -commonly discarded as trash, can be transformed in beautiful works of art. I Komang Gede Marjana for example has been taking advantage of cardboard and newsprint to create barong masks that are no less exotic than similar type masks made of wood.

“I was first inspired to make these barong masks after seeing the piles of used cardboard boxes and newspaper that were being disposed of haphazardly at the motor paint workshop where I work. I thought it was a pity that those materials were not being put to use and that perhaps they could be used to create marketable products”, said this alumnus of SMK PGRI 1 Denpasar vocational school regarding his creative process.

For this teenager born in Denpasar on March 21, 1997, choosing to make barong masks was an obvious choice as he has been found of the art of barong making since he was a small child. He considered the barong figure as a source of strength that holds various elements of goodness and always moves his spirit in his creative process.

“In my elementary school, I really liked to draw barongs and observed the ornaments on the barong figures. This passion of mine continued and has motivated me to immortalize the barong figure in three-dimensional works no longer limited by the painted form” explained Marjana.

According to Marjana, it is not easy to form used cardboard and newspapers into an artistic barong mask. After a series of trials and errors, he finally found an appropriate technique to ‘conquer’ the character of these used goods that have now become the main materials that he uses to make his barong masks.

“I was only able to make masks that look like this one after trying and failing many times. At first, I made barong ket and barong macan (tiger) masks. Once they were finished I uploaded photos of them on Facebook and many netizens responded with positive appreciation” said this teenager who was orphaned at five years old.

One of netizens who expressed his appreciation was a photographer who then challenged Marjana to create various animals faces out of cardboard and newspaper. Marjana therefore not only made barong ket, barong macan (tiger), barong bangkal (boar) and barong gajah (elephant) masks that are widely known by art connoisseurs, but he also took up the challenge of making dragon, dog, cat, crocodile, fruit bat and civet masks as well as masks of other animals like iguana, chameleons and Leopard geckos.

“I was told that these masks would be used for a photo shoot. I was certainly delighted to accept the challenge as it allowed me to try something new. I use very striking colors so that the masks would look good in the photos. The photographer also challenged me to make various kinds of children toys from used cardboard and newspaper”, he affirmed.

Armed with such the confidence that this gave him, this teenager who is also one of the creative team members at the Penggak Men Mersi Cultural House at Kesiman was encour-

aged to hoist the “flag” of Kubu Kreatif Komang Marjana he has pioneered. Currently, he is working in a number of dragon mask orders that will be used on the heads of Balinese traditional janggan kites.

“Since I am just starting out, I do not put a high price on my works. They are quite affordable. I deliberately use cardboard boxes and newspaper as the medium of my creativity to show my care for the environmental. At least, this is a real way of reducing the volume of garbage that is becoming one of Bali’s most serious problems”, affirmed Marjana who previously also made barong from dried banana leaf (keraras) and endek cloth. Talibeng becomes center for shallot cultivation

AMLAPURA — Karangasem has been appointed to become Bali’s center of shallot cultivation.

The subdistrict of Sideman’s Talibeng village is where 40 hectares will be cultivated by farmers from the Uma Aya subak group.

Head of the Production Division of the Bali Agriculture agency, I Wayan Sunarta, said on Friday (Jun. 23) that IDR 1.6 billion had been allocated for the cultivation of shallots from the central government’s task assistance fund.

He emphasized that if the project goes well, not all the yields will be sold as seeds will also be stored.

40 tons of seed are estimated to produce 400 tons of shallot, worth IDR 6 billion, which is a significant increase over the total value of the seeds. “This project is aimed

at improving food security and Talibeng is a suitable place for its development” said Sunarta.

Karangasem has also received assistance in the form of harvest and pre-harvest infrastructure, as well as 25 tons of rice seeds for an area of ??1,000 hectares as well as maize seeds for 700 hectares, for a total cost of IDR 270 million. After officially planting the first shallot, Regent of Karangasem, I Gusti Ayu Mas Sumatri, said that the cultivation of shallots here is being seriously under the guidance of the best agency. The local government, he added should therefore keep an eye on everything from the planting to the maintenance to harvest.

Along with the local government, the Talibeng Village authorities are also required to supervise the shallot cultivation program and are being asked to support the farmers through the use of village allocation funds (ADD) in order to help support the development of Karangasem’s potential. “This area is very appropriate not only for

enhancing food security but also for the development of for ecotourism activities. We need to orient the development of agriculture towards tourism as well” said Sunarta.

Shallot cultivation at Talibeng village is also fully supported by the Indonesian military (TNI) from the 1623/Karangasem military district. Commander of the military district, Fierman Sjafirial Augustus, said that one of TNI’s duties is to maintain national food security, so

they always participates in guarding the agriculture programs and encourage people to plant.

So, lately the TNI have been like farmers always coming down to the fields. The central government has also provided agricultural equipment. “Farmers are allowed to use it. They just need to report to the military district and they will certainly be allowed to borrow the tools they need”, he explained. (kmb31)

Obama’s visit promotes tourism of Bali GIANYAR —

Holiday of the former President of the United States, Barack Obama, is ascertained to promote the image of Bali in international level. As evidence, a day after the visit by the 44th US president, the Agung Rai Museum of Art (ARMA) was directly thronged by tourists. They are mostly tourists from Europe and America, seeming to follow the path passed through by the US president in the museum belonging to A.A. Rai.

The silicone sculpture of an expressionless Moss and her naked torso was unveiled at the Opera Gallery on Thursday, with the lifelike piece priced at 25,000 pounds ($31,800).

Atrist Edgar Askelovic, who has previously depicted late British rock star David Bowie as half man-half dog, spent four months working from photographs of Moss on the piece, made from silicone and polyurethane resin and weighing 80kg (176 lbs).

However, to Gung Rai, Barack Obama’s visit is the best gift received by the ARMA having reached the age of 21 years. “Exactly, on last June 9 the ARMA celebrated its anniversary.
