Singapore Airlines flight returns to Changi, catches fire, no casualties

SINGAPORE - A Singapore Airlines Ltd (SIA) flight to Milan caught fire early on Monday after returning to Singapore’s Changi airport following an engine oil warning message but all passengers were safe, the airline and airport officials said.

The aircraft’s right engine caught fire after the aircraft, a Boeing 777300ER, touched down at Changi airport at around 6:50 am (2250 GMT). Emergency services put out

the fire and there were no injuries to the 222 passengers and 19 crew on board, a SIA statement said.

“Passengers disembarked through stairs and were transported

to the terminal building by bus.

Passengers will be transferred to another aircraft which is expected to depart for Milan later today,” the statement said.

The SIA flight, SQ368, departed at 2:05 am, but about two hours into the flight the pilot announced there was an engine problem and the flight would return to Singapore,

Currently, the effects of sexual violence are visible, not only in terms of social and psychological aspect, but also in terms of health aspect with the increasing cases of HIV/AIDS. Kadek Iwan Darmawan, Section Head of Family Health at the Bali Health Agency, explained that stillbirth is different from infant mortality. Stillbirth means that the infant died in the womb, while infant mortality is when the infant is born and alive and then dies anytime between the age of zero day and one year.

Stillbirth is caused by a number of complex factors. It can happen due to the poor nutritional intake of pregnant women or from a mother being anemic during pregnancy. “Similarly, it can also be caused by other diseases in the mother such as diabetes mellitus, asthma et cetera,” he said, on Sunday (Jun. 26). However, the exact cause of death is not known.

A stillbirth is considered when fetal death occurs anywhere after 20 weeks of until just before the delivery. “The main cause is usually malnutrition and anemia in pregnant women as well as accompanying diseases in pregnant women” he said adding that women who become pregnant before the age of 20 are also at risk of stillbirth as the mother still needs a high nutritional intake herself. “When the mother is pregnant, her baby also needs nutrients” he added.

So, getting married very young can affect pregnancy as can getting pregnant less than two years after giving birth to the last child. China on schedule for launch this year of 2nd space station

BEIJING — China on Sunday recovered an experimental probe launched aboard a new generation rocket, marking another milestone in its increasingly ambitious space program that envisions a mission to Mars by the end of the decade.

Space program authorities said the spaceship’s landing on the vast Inner Mongolian steppe keeps China on schedule to place its second space station into orbit later this year.

The launch of the spaceship aboard the newly developed Long March 7 rocket on Saturday was hailed as a breakthrough in the use of safer, more environmentally friendly fuels. The launch also marked the first use of the massive new Wenchang Satellite Launch Center on the southern island province of Hainan.

Since launching its first manned mission in 2003, China has sent up an experimental space station, the Tiangong 1, staged a spacewalk and landed its Yutu rover on the moon.

Its second space station, the Tiangong 2, is due to be slung into space in September.

Following that, the Shenzhou 11 spaceship with two astronauts on board is scheduled to dock with the station and remain for several days. Administrators suggest a manned landing on the moon may also be in the program’s future.

A source of enormous national pride, China’s military-backed space program plans a total of 20 space missions this year at a time when the U.S. and other countries’ programs are seeking new roles.

China is also developing the Long March 5 heavier-lift rocket needed to launch the Tiangong 2 and other massive payloads.

China plans to launch a mission to land a rover on Mars by 2020, attempting to recreate the success of the U.S. Viking 1 mission that landed a rover on the planet four decades ago. (ap)

LONDON - A UK-based laboratory is working to eradicate animal testing in the cosmetics industry by developing alternative methods which are not only cruelty-free but more scientifically advanced than other current tests.

XCellR8 uses scaffolds of cells from human skin donated by plastic surgery patients, which they say are ideally suited to testing cosmetic products.

“For skin irritation testing the cells are isolated from human skin that has been donated by people who have had plastic surgery and they’ve said that they’re quite happy for the tissue to be used for research purposes. So human skins cells are isolated from those skin samples and they’re grown in the laboratory,” explained XCellR8 founder Dr. Carol Treasure.

Skin cells are the first cells to be exposed to cosmetics and can provide a model for damage to other sites of the body. Many cosmetic ingredients are absorbed into the bloodstream, passing then to the organs, so it is vital any harmful effects are assessed. Trea-

sure said their methods provide a test bed to accurately determine any health implications.

“What you end up with is an artificial piece of skin in the laboratory where if you cut a cross section through it is almost identical to real skin on the body. It even has a skin barrier so you can apply full cosmetic formulations to the surface. And what we do is then incubate those skin models with samples of cosmetic products or ingredients and then we can look at how much damage is being done to the skin over a period of time,” Treasure told Reuters.

A number of cosmetic companies have sent their ingredients to XCellR8 to test at their lab in Cheshire, north-west England, including ethical cosmetics company Lush.

Other versions of a human cell-

based alternative to the traditional animal tests have been available for some years. But Treasure said the standard methods still use animal components, such as rat liver extract and bovine and horse serum.

“In many cases the culture of human cells still requires the use of animal components such as bloodderived components or liver extract which mean that ultimately animals have still been sacrificed for that work. One of the unique things about XCellR8 is that we’ve eradicated all of those components and so we have a truly animal free testing laboratory,” Treasure told Reuters.

For the industry-standard human skin sensitivity test, XCellR8 has replaced the bovine serum normally used with a human serum, and have shown that the test still works to an equivalent standard for regulatory purposes. (rtr)

KUALA LUMPUR - Malaysian Prime Minister Najib Razak reshuffled his cabinet on Monday, placing party loyalists in top posts in a bid to strengthen the ruling coalition amid speculation that he could call an early election next year.

Landslide victories in recent electoral outings have put the scandal-hit Najib and his ruling alliance, Barisan Nasional, in a position of strength, and the new cabinet appointments are seen as a move to build on that.

“This will strengthen the current administration further to ensure the government’s development agenda for the people - economic, welfare and security development - will continue smoothly as promised,” Najib told a news conference.

A source within the ruling administration told Reuters that the strong results in Sarawak state polls in May and two by-elections earlier this month were what Najib was waiting for to decide when he will call national polls, which will likely be by the second half of 2017.

The last cabinet reshuffle was in July 2015, when Najib dropped leaders critical of his handling of

troubled state fund 1MDB. Najib, who chaired the advisory board of 1MDB, has faced intense pressure following revelations that $681 million was transferred into his personal account. Najib has denied any wrongdoing.

Najib has faced calls to resign over the past year over 1MDB, which is being investigated for money-laundering in at least six countries including the United States, Switzerland and Singapore.

Of the new ministers, Mah Siew Keong, a senior ethnic Chinese politician and leader of the Malaysian People’s Movement Party, was appointed as the new plantation industry and commodities minister.

Noh Omar, a veteran leader of the ruling United Malay National Organisation (UMNO), was appointed minister for urban wellbeing, housing and local government.

Second Finance Minister Ahmad Husni Hanadzlah quit his post due to “personal reasons” and was replaced by Johari Abdul Ghani.

Prayuth heads the ruling junta, or National Council for Peace and Order, that took power after a bloodless coup toppled Prime Minister Yingluck Shinawatra’s elected government in May 2014 coup.

The military had justified the coup, saying it had acted to restore stability after months of street demonstrations in Bangkok had paralysed Yingluck’s government.

“I won’t resign. I am the one who lays out the rules for this country,” Prayuth told reporters

at Bangkok’s Government House, insisting Thais should not compare him to British Prime Minister David Cameron who announced his resignation last week after Britain voted in a referendum to quit the European Union.

The junta has said it would carry out political and economic reforms before a general election in 2017 that will start a transition back to democracy.

The Aug. 7 referendum will be the first national vote in Thailand since the coup and should provide

a test of the junta’s popularity, experts said.

Groups of all political stripes have denounced the draft constitution as undemocratic, with one major political party urging supporters to vote “no”.

The junta has banned criticism of the charter in the run-up to the vote and in May the Election Commission issued rules barring anyone from campaigning for either side ahead of the referendum.

In the latest crackdown on dissidents, a Thai court jailed seven activists on Friday for campaigning against the draft charter, which critics say will enshrine military power and emasculate civilian politics. (rtr)

BUSINESS Panama Canal opens $5B locks, bullish despite shipping woes

PANAMA CITY — Fireworks exploded as a huge container ship made the inaugural passage through the newly expanded Panama Canal on Sunday, formally launching the Central American nation’s multibillion-dollar bet on a bright economic future despite tough times for global shipping.

The Chinese-owned Cosco Shipping Panama went through the Atlantic locks at Agua Clara in the early morning, sailed the 50-mile (80-kilometer) passage to the Cocoli locks near the capital and passed into the Pacific in the evening, stewarded by tugboats and cheered by dignitaries and exuberant crowds of thousands.

The $5.25 billion project went online nearly two years late after construction delays, labor strife and apparent cost overruns, but officials were still bullish and in a celebratory mood as they declared the expanded canal open for business.

“This is an achievement that all of us Panamanians should be proud of,” President Juan Carlos Varela said at the inaugural ceremony on

the outskirts of Panama City. “Today marks a historic moment for Panama, for our hemisphere and the world.”

“This new transit route is the tip of the iceberg in making Panama once again the logistics center of the Americas,” canal administrator Jorge Luis Quijano said. “And it represents a significant opportunity for the countries of the region to improve their infrastructure, increase their exports.”

Crowds that began gathering before dawn lined both sides of the canal waving flags, partying to salsa music and watching videos on giant screens. Authorities said about 30,000 people and eight foreign heads of state were attending.

“It’s a one-time experience, a

great achievement,” said Felicia Penuela, a homemaker from Colon province. “Panama is showing the world that even though it is a small country it can do great things.”

The Cosco Shipping Panama is a 158-foot-wide (48.2 meters), 984foot-long (300 meters) behemoth that is one of the modern New Panamax class of mega-vessels that are seen as the future of global shipping and will now be able to use the canal. It carried some 9,000 cargo containers during the inaugural voyage and now heads to South Korea.

The waterway’s capacity doubles with the new locks, and canal authorities are hoping to better compete with the Suez Canal in Egypt and tap new markets such as natural gas shipments between the United States and Asia.

“The Panama Canal, with this expansion, is an important player not only for regional maritime commerce but worldwide,” said Oscar Bazan, the Panama Canal

Authority’s executive vice president for planning and commercial development. “The canal is a winning bet.”

Authorities said Sunday said that 85 percent of the 166 reserved crossings scheduled for the next three months are for container ships. Container cargo accounts for nearly 50 percent of the canal’s overall income.

Panamanians at the ceremony expressed hope that the expansion will help the economy in a country where about 25 percent of the people live in poverty, something that Varela echoed in his remarks.

“I think the inauguration of the locks is excellent for the current generations and those to come,” said Moises Gonzalez, a 40-yearold mechanic who worked on the construction of the locks for six years. “Opportunities for us. We have to find a way for it to reach the people.”

drop in oil prices, an economic slowdown in China, which is the canal’s second-largest customer, and other factors that have hit the waterway’s traffic and income.

While authorities anticipate increasing commerce between Asia and ports on the U.S. East Coast, doubts remain that not all those ports are ready to handle the huge New Panamex-class cargo ships.

Net cargo volume through the canal from the U.S. East Coast toward Asia fell 10.2 percent in 2015, according to official statistics. Meanwhile, the Suez recently lowered tariffs by up to 65 percent on large container carriers in an attempt to keep its traffic.

“It’s important to remember that the canal does not create demand.

The canal opens the route. Supply and demand on a world level is what will decide whether the Panama Canal will really bring more volume or not,” said Antonio Dominguez, a general manager for global shipping leader Maersk Line, which moves about 14.2 percent of world commerce. “What is certain is that the current canal has maxed out.”

Manuel Benitez, deputy canal administrator, said officials are thinking long-term about the benefits the new locks can bring through economies of scale and saving time and costs for large ships.

“These are cyclical questions.

The market will rebound again and when we are in an ‘up’ cycle again, shipping will generate money and the Panama Canal will generate money,” Benitez said.

Since the 50-mile (80-kilometer) canal was handed over from U.S. control at the end of 1999, it has generated about $10 billion in direct income for the Central American nation and is responsible for about 40 percent of its GDP, factoring in related economic activity. Some 35 to 40 vessels transit the waterway each day, and the canal is estimated to handle about 6 percent of world maritime commerce.

Panama began the expansion nearly a decade ago. Originally planned to open in late 2014 around the waterway’s centennial, the new locks can accommodate ships that carry up to three times the cargo of those previously able to use the canal. (ap)

JAKARTA - Foreign Minister Retno Marsudi has expressed deep condolences over the death of Indonesian ambassador to Croatia Alexander Litaay on Sunday. “I hope the family remains strong and patience in dealing with the loss,” she said.

Ambassador Alex died on Sunday (June 26) at Dubrava hospital in Zagreb, due to a heart disease, according to the foreign ministry.

He had suffered a heart disease and had a stroke since April 23, 2016 and remained in coma since April 25. Ambassador Alex died at the age of 68 and survived by a wife and three children.

Alex Litaay was a politician from the Indonesia Democratic Party Struggle (PDIP). He was born in Ambon, Maluku, and appointed as ambassador to Croatia by President Joko Widodo on January 13, 2016.

Several politicians from PDIP including cabinet secretary Pramono Anung and legislator Eva Kusuma Sundari were among those who have sent condolences to the family of the ambassador.(ant)

Referendum`s result must be respected: Ambassador

JAKARTA - The result of the referendum as per which the United Kingdom should leave the European Union, must be respected, the British Ambassador to Indonesia, Moazzam Malik, said at a press conference here on Saturday.

“The British people yesterday decided to plan a new future for their country, a future which is outside the political institution of the European Union. As said by Prime Minister David Cameron yesterday, the result is already evident and must be respected,” he stated.

The ambassador termed the result of the referendum conducted on June 23, 2016 as one reflecting the aspiration of all the British people everywhere.

“Anyone, whether they chose the UK to remain a member of the EU or leave it, should put aside all differences for the sake of unity and togetherness, while we are processing the implications and finding solutions in the future,” he added. The ambassador called upon all parties not to dispute the referendum.

“Its important to remain calm and rational and use our minds without emotion,” he stressed.

Reuters reported that the British people who wanted the UK to remain a member of the European Union lagged behind those who wanted the country to leave the EU by 21 million votes.

About 17.4 million people voted for the UK to leave the EU and 16.1 million people wanted the country to remain part of the EU. A landslide victory for those who wanted Britain to leave the EU took place in Sunderland, Leeds, Luton, Swindon and Kirkless. (ap)

Indonesia says coal on hold for Philippines after 7 sailors abducted

JAKARTA/MANILA - Indonesia said on Friday a halt on coal shipments to the Philippines will remain in place until Manila can secure its waters after seven Indonesian sailors were kidnapped, the latest in a string of abductions.

Philippine authorities could not immediately confirm the hostage-taking but said a Filipino woman held since September was freed on Friday by Abu Sayyaf, an Islamist militant group that has amassed tens of millions of dollars from kidnappings for ransom.

It was unclear whether the sailors were taken by Abu Sayaff, which has beheaded two Canadian nationals in recent weeks after ransom deadlines passed. The group is still holding men from Japan, the Netherlands and Norway.

Indonesia is concerned that piracy in the Sulu Sea area, a major sea traffic corridor for the world’s top thermal coal exporter, could reach levels previously seen in Somalia.

“The moratorium on coal exports to the Philippines will be extended until there is a

guarantee for security from the Philippines government,” Indonesian Foreign Minister Retno Marsudi told reporters.

Indonesia supplies 70 percent of the Philippines’ coal import needs, which Indonesian data shows stood at about 15 million tonnes, worth around $800 million, last year.

Analysts say $40 billion worth of cargo passes through the Sulu Sea area a year, including supertankers from the Indian Ocean that cannot use the crowded Malacca Strait.

Marsudi said earlier the seven Indonesians were kidnapped by two different armed groups in attacks on a tugboat towing a coal-carrying barge and that the government would “try all options to free the hostages”.

Fourteen Indonesians were abducted in

two separate assaults on tugboats in March and April but were freed in May. In April, the Indonesian navy instructed all commercial vessels to avoid piracy-prone waters near the southern Philippines.

Filipino captive Marites Flor, abducted from an upscale resort in September along with Canadian Robert Hall, was freed at dawn on Friday on Jolo, an army spokesman said. Hall was beheaded on June 13.

In Davao City, President-elect Rodrigo Duterte said they were “able to negotiate” for the release of two captives, a Norwegian man and Filipino woman.

“The kidnapped Norwegian could not get out yet because he could not cross because of the rough seas,” Duterte said, adding “there will be time that I will have to confront the Abu Sayyaf”.

Alarmed at the frequency of attacks, port authorities in some areas of Indonesia, particularly Kalimantan on Borneo, have stopped issuing permits to ships taking coal to the southern Philippines. (rtr)

Air pollution to kill millions more without energy policy change-IEA LONDON - Premature deaths from air pollution will continue to rise to 2040 unless changes are made to the way the world uses and produces energy, the International Energy Agency said on Monday.

Around 6.5 million deaths globally are attributed each year to poor air quality inside and outside, making it the world’s fourth-largest threat to human health, behind high blood pressure, dietary risks and smoking.

Harmful pollutants such as particulate matter - which can contain acids, metals, soil and dust particles - sulphur oxides and nitrogen oxides, are responsible for the most widespread effects of air pollution.

Tiny particulate matter can cause lung cancer, strokes and heart disease over the long term, as well as trigger symptoms such as heart attacks that kill more rapidly.

The release of these pollutants is mainly due to the unregulated or inefficient production and use of energy, the IEA said in a special report on energy and air pollution.

Without action, annual premature deaths attributable to outdoor air pollution will increase to 4.5 million in 2040 from around 3 million currently.

Premature deaths due to household air pollution however, should fall to 2.9 million from 3.5 million.

Asia will account for almost 90 percent of the rise in deaths.

Even though global emissions are

forecast to decline overall to 2040, existing and planned energy policies will not be enough to improve air quality, the report said.

Harmful greenhouse gas emissions should continue to fall in industrialised countries and recent signs of decline in China should continue, but emissions are set to rise in India, southeast Asia and Africa as energy demand growth dwarfs efforts to improve air quality.

The IEA said increasing total energy investment by 7 percent, or $4.7 trillion, to 2040 could help ensure premature deaths from outdoor pollution fall to 2.8 million and from household air pollution to 1.3 million.

“This is completely peanuts. With a seven percent increase you can save over three million lives,” IEA Executive Director Fatih Birol told reporters in London.

New energy and air quality policies will also deliver cleaner air.

Each country needs to have a credible, long-term air quality goal, the report said.

There should be a package of measures for the energy sector such as fitting coal-fired power plants with scrubbers; more use of renewable energy; increased energy efficiency and emissions control, it said. (rtr)

LONDON - Britain’s finance minister said on Monday the country’s economy was strong enough to cope with volatility caused by its vote to leave the European Union, whose leaders demanded a quick divorce and promised no special treatment.

With financial markets shaken by the shock outcome of Thursday’s referendum, Chinese Premier Li Keqiang said uncertainties over the global economy had heightened and called for a “united, stable EU, and a stable, prosperous Britain”.

But British politics are in crisis, with the ruling Conservatives facing a leadership battle and lawmakers in the main opposition party, Labour, trying to topple their leader.

On the financial markets, the pound has come under siege and

the euro has been struggling since the referendum, in which 52 percent of voters backed a British exit from the EU, or Brexit.

Speaking publicly for the first time since the vote, British Chancellor George Osborne said he was working closely with the Bank of England and officials in other leading economies for the sake of stability as Britain reshapes its relationship with the EU. “Our economy is about as strong as it could be to confront the challenge our country now faces,” he told reporters at the Treasury. “It is inevitable after Thursday’s vote that Britain’s economy is going to have to adjust to the new situation we find ourselves in.”

Boris Johnson, a leading proponent of a Brexit and likely contender to replace Prime Minister

David Cameron who resigned on Friday, praised Osborne for saying “some reassuring things to the markets.”

He said outside his home in north London that it was now clear “people’s pensions are safe, the pound is stable, markets are stable. I think that is all very good news.”

The vote last Thursday to leave the trading and political bloc Britain joined 43 years ago delivered the biggest blow since World War Two to the European project of forging greater unity.

LONDON - Serena Williams gave little away on Sunday as she assessed her chances of retaining her Wimbledon title -- and dismissed suggestions that she is under any pressure.

The 34-year-old American has not struck a ball competitively since losing to Spain’s Garbine Muguruza in the French Open final on June 4 - a defeat that frustrated her hopes of matching Steffi Graf’s professional era record of 22 grand slam titles.

Considering she also fell at the final hurdle in Australia against Angelique Kerber and went out of the U.S. Open semi-finals last year when two wins away from a calendar grand slam, Williams would be forgiven for feeling a little edgy.

But she was hiding any tension well to the world’s media on the eve of the tournament.

“I don’t feel any pressure. I feel good and confident,” she said at the All England Club where she has won six singles titles, one more than her older sister Venus.

Williams never feels the need to play grasscourt warm-up tournaments, preferring instead to hit on the hardcourts back home before arriving in the week before the tournament. It is a tried and tested formula.

“I got here, I think, on Monday.

So I’ve had a lot of time on the

grass. I did the same preparation, and it seems to work,” said Williams, who starts her campaign on Tuesday against 148th ranked Swiss qualifier Amra Sadikovic.

Asked if she has found out anything about Sadikovic, she said: “Not yet. But normally, my coach obviously does a lot of research, or the most that he can, then we go from there.

“Honestly, it doesn’t matter who I play. It doesn’t matter to me.”

While her approach is nonchalant, there are some who feel Williams’ struggle to match Graf’s record is playing on her mind.

“It’s not easy to try to do what she’s doing, to make history at this stage,” three-times Wimbledon champion John McEnroe said in the build-up.

Another former champion Chris Evert reckons Williams is still the favourite but says other players are seeing a chink in her armour as she gets older.

“In the last few years, she’s been good enough at 60 percent to 70 percent to win matches,” said the American, who will be commentating for the ESPN network along with McEnroe.

“Now I don’t think it’s going to win matches for her. The competition has gotten better. They’re less intimidated by her. They know she’s human. They’ve seen a couple of bad losses.” (rtr)

“I was so happy for Chase, I was crying when I was hugging him,” said Phelps, who now trains in Arizona with Kalisz under coach Bob Bowman.

“He is like my brother and watching him to be able to do that is a very special moment.

“I know Chase is very determined. I’ve trained with him every day and the kid works his butt off.”

Sp rt Chile wins Copa; Messi misses, says he’s quitting Argentina EAST RUTHERFORD — Lionel Messi put his penalty kick over the crossbar, grabbed his shirt, clenched his teeth and covered his face with both hands. A few minutes later he walked off the field, a dazed, pained look on his bearded face. The greatest player of his generation, perhaps soccer’s best ever, he was still without a title on Argentina’s national team — one he says may never come.

“The national team is over for me,” he told the Argentine network TyC Sports after Chile beat the Albiceleste on Sunday night for the Copa America title. “It’s been four finals. It’s not meant for me. I tried. It was the thing I wanted the most, but I couldn’t get it, so I think it’s over.”

Chile beat Argentina in the final for the second straight year, 4-2 in the shootout following a 0-0 tie that ended an expanded 16-nation Copa in the United States to mark the championship’s 100th anniversary.

Messi, five-time FIFA Player of the Year, winner of four Champions League titles and eight Spanish La Liga crowns with Barcelona, was crushed. Much of his nation had counted on him and the top-ranked Albiceleste to bring home the nation’s first major championship since 1993.

Playing two days after his 29th

birthday, Messi lost a final for the third year in a row and the fourth time overall with Argentina. There was also the 2007 Copa final against Brazil, when he was still a wunderkind, and then an extra-time loss to Germany in the 2014 World Cup. “My generation can’t compare him to Maradona — that’s for my genera-

tion, because of what Maradona did for Argentine soccer. But I think the best player ever played today here in the United States.”

A crowd of 82,026 filled MetLife Stadium — the largest to see a soccer game in New Jersey — and many wore Messi’s No. 10 jersey in Argentina’s blue and white and Barcelona’s navy and maroon. Francisco Silva converted the shootout finale for the fifth-ranked La Roja after goalkeeper Claudio Bravo — Messi’s Barcelona teammate — made a diving stop on Lucas Biglia’s attempt.

On an ill-tempered evening that included a first-half ejection on each side and eight yellow cards, the game was scoreless through regulation and 30 minutes of extra time, with Argentina’s Gonzalo Higuain missing a clear goal-scoring opportunity for the third straight final.

Belgium’s Hazard rewards coach’s faith with stellar display TOULOUSE — In undoubtedly his best performance in a Belgian shirt, Eden Hazard showed exactly why his coach made him captain of the team. Hazard was the driving force behind Belgium’s 4-0 drubbing of Hungary in a round of 16-match at the European Championship on Sunday.

And Hazard wasn’t just impressive in attack. The 25year-old worked tirelessly in defense too as Belgium delivered perhaps the best team performance at Euro 2016.

“There are a lot of people that were absolutely amazed that I gave the captain’s armband to Eden Hazard,” Belgium coach Marc Wilmots said.

“But you need to let this little man grow up. He doesn’t do a lot of talking. But he does his talking on the pitch. So I wasn’t really amazed by that. I know how much potential he has ... I think that it was almost impossible to take the ball off him tonight.”

Wilmots faced a lot of criticism when he handed the captain’s armband to Hazard after Vincent Kompany was ruled out of the tournament with a thigh injury.

But the Chelsea forward, who was so deeply disappointing during the last Premier League season, is proving all the doubters wrong — especially in the win over Hungary that means Belgium plays Wales in the quarterfinals on Friday in Lille.

LONDON - Serena Williams gave little away on Sunday as she assessed her chances of retaining her Wimbledon title -- and dismissed suggestions that she is under any pressure.

The 34-year-old American has not struck a ball competitively since losing to Spain’s Garbine Muguruza in the French Open final on June 4 - a defeat that frustrated her hopes of matching Steffi Graf’s professional era record of 22 grand slam titles.

Considering she also fell at the final hurdle in Australia against Angelique Kerber and went out of the U.S. Open semi-finals last year when two wins away from a calendar grand slam, Williams would be forgiven for feeling a little edgy.

But she was hiding any tension well to the world’s media on the eve of the tournament.

“I don’t feel any pressure. I feel good and confident,” she said at the All England Club where she has won six singles titles, one more than her older sister Venus.

Williams never feels the need to play grasscourt warm-up tournaments, preferring instead to hit on the hardcourts back home before arriving in the week before the tournament. It is a tried and tested formula.

“I got here, I think, on Monday.

So I’ve had a lot of time on the

grass. I did the same preparation, and it seems to work,” said Williams, who starts her campaign on Tuesday against 148th ranked Swiss qualifier Amra Sadikovic.

Asked if she has found out anything about Sadikovic, she said: “Not yet. But normally, my coach obviously does a lot of research, or the most that he can, then we go from there.

“Honestly, it doesn’t matter who I play. It doesn’t matter to me.”

While her approach is nonchalant, there are some who feel Williams’ struggle to match Graf’s record is playing on her mind.

“It’s not easy to try to do what she’s doing, to make history at this stage,” three-times Wimbledon champion John McEnroe said in the build-up.

Another former champion Chris Evert reckons Williams is still the favourite but says other players are seeing a chink in her armour as she gets older.

“In the last few years, she’s been good enough at 60 percent to 70 percent to win matches,” said the American, who will be commentating for the ESPN network along with McEnroe.

“Now I don’t think it’s going to win matches for her. The competition has gotten better. They’re less intimidated by her. They know she’s human. They’ve seen a couple of bad losses.” (rtr)

Air pollution to kill millions more without energy policy change-IEA LONDON - Premature deaths from air pollution will continue to rise to 2040 unless changes are made to the way the world uses and produces energy, the International Energy Agency said on Monday.

Around 6.5 million deaths globally are attributed each year to poor air quality inside and outside, making it the world’s fourth-largest threat to human health, behind high blood pressure, dietary risks and smoking.

Harmful pollutants such as particulate matter - which can contain acids, metals, soil and dust particles - sulphur oxides and nitrogen oxides, are responsible for the most widespread effects of air pollution.

Tiny particulate matter can cause lung cancer, strokes and heart disease over the long term, as well as trigger symptoms such as heart attacks that kill more rapidly.

The release of these pollutants is mainly due to the unregulated or inefficient production and use of energy, the IEA said in a special report on energy and air pollution.

Without action, annual premature deaths attributable to outdoor air pollution will increase to 4.5 million in 2040 from around 3 million currently.

Premature deaths due to household air pollution however, should fall to 2.9 million from 3.5 million.

Asia will account for almost 90 percent of the rise in deaths.

Even though global emissions are

forecast to decline overall to 2040, existing and planned energy policies will not be enough to improve air quality, the report said.

Harmful greenhouse gas emissions should continue to fall in industrialised countries and recent signs of decline in China should continue, but emissions are set to rise in India, southeast Asia and Africa as energy demand growth dwarfs efforts to improve air quality.

The IEA said increasing total energy investment by 7 percent, or $4.7 trillion, to 2040 could help ensure premature deaths from outdoor pollution fall to 2.8 million and from household air pollution to 1.3 million.

“This is completely peanuts. With a seven percent increase you can save over three million lives,” IEA Executive Director Fatih Birol told reporters in London.

New energy and air quality policies will also deliver cleaner air.

Each country needs to have a credible, long-term air quality goal, the report said.

There should be a package of measures for the energy sector such as fitting coal-fired power plants with scrubbers; more use of renewable energy; increased energy efficiency and emissions control, it said. (rtr)

LONDON - Britain’s finance minister said on Monday the country’s economy was strong enough to cope with volatility caused by its vote to leave the European Union, whose leaders demanded a quick divorce and promised no special treatment.

With financial markets shaken by the shock outcome of Thursday’s referendum, Chinese Premier Li Keqiang said uncertainties over the global economy had heightened and called for a “united, stable EU, and a stable, prosperous Britain”.

But British politics are in crisis, with the ruling Conservatives facing a leadership battle and lawmakers in the main opposition party, Labour, trying to topple their leader.

On the financial markets, the pound has come under siege and

the euro has been struggling since the referendum, in which 52 percent of voters backed a British exit from the EU, or Brexit.

Speaking publicly for the first time since the vote, British Chancellor George Osborne said he was working closely with the Bank of England and officials in other leading economies for the sake of stability as Britain reshapes its relationship with the EU. “Our economy is about as strong as it could be to confront the challenge our country now faces,” he told reporters at the Treasury. “It is inevitable after Thursday’s vote that Britain’s economy is going to have to adjust to the new situation we find ourselves in.”

Boris Johnson, a leading proponent of a Brexit and likely contender to replace Prime Minister

David Cameron who resigned on Friday, praised Osborne for saying “some reassuring things to the markets.”

He said outside his home in north London that it was now clear “people’s pensions are safe, the pound is stable, markets are stable. I think that is all very good news.”

The vote last Thursday to leave the trading and political bloc Britain joined 43 years ago delivered the biggest blow since World War Two to the European project of forging greater unity.

Cameron, who is staying on for three months as a caretaker, refused to notify the EU formally of Britain’s intention to quit, leaving the job to whoever replaces him as Conservative leader and prime minister. (rtr)

BUSINESS Panama Canal opens $5B locks, bullish despite shipping woes

PANAMA CITY — Fireworks exploded as a huge container ship made the inaugural passage through the newly expanded Panama Canal on Sunday, formally launching the Central American nation’s multibillion-dollar bet on a bright economic future despite tough times for global shipping.

The Chinese-owned Cosco Shipping Panama went through the Atlantic locks at Agua Clara in the early morning, sailed the 50-mile (80-kilometer) passage to the Cocoli locks near the capital and passed into the Pacific in the evening, stewarded by tugboats and cheered by dignitaries and exuberant crowds of thousands.

The $5.25 billion project went online nearly two years late after construction delays, labor strife and apparent cost overruns, but officials were still bullish and in a celebratory mood as they declared the expanded canal open for business.

“This is an achievement that all of us Panamanians should be proud of,” President Juan Carlos Varela said at the inaugural ceremony on

the outskirts of Panama City. “Today marks a historic moment for Panama, for our hemisphere and the world.”

“This new transit route is the tip of the iceberg in making Panama once again the logistics center of the Americas,” canal administrator Jorge Luis Quijano said. “And it represents a significant opportunity for the countries of the region to improve their infrastructure, increase their exports.”

Crowds that began gathering before dawn lined both sides of the canal waving flags, partying to salsa music and watching videos on giant screens. Authorities said about 30,000 people and eight foreign heads of state were attending.

“It’s a one-time experience, a

great achievement,” said Felicia Penuela, a homemaker from Colon province. “Panama is showing the world that even though it is a small country it can do great things.”

The Cosco Shipping Panama is a 158-foot-wide (48.2 meters), 984foot-long (300 meters) behemoth that is one of the modern New Panamax class of mega-vessels that are seen as the future of global shipping and will now be able to use the canal. It carried some 9,000 cargo containers during the inaugural voyage and now heads to South Korea.

The waterway’s capacity doubles with the new locks, and canal authorities are hoping to better compete with the Suez Canal in Egypt and tap new markets such as natural gas shipments between the United States and Asia.

“The Panama Canal, with this expansion, is an important player not only for regional maritime commerce but worldwide,” said Oscar Bazan, the Panama Canal

Authority’s executive vice president for planning and commercial development. “The canal is a winning bet.”

Authorities said Sunday said that 85 percent of the 166 reserved crossings scheduled for the next three months are for container ships. Container cargo accounts for nearly 50 percent of the canal’s overall income.

Panamanians at the ceremony expressed hope that the expansion will help the economy in a country where about 25 percent of the people live in poverty, something that Varela echoed in his remarks.

“I think the inauguration of the locks is excellent for the current generations and those to come,” said Moises Gonzalez, a 40-yearold mechanic who worked on the construction of the locks for six years. “Opportunities for us. We have to find a way for it to reach the people.”

drop in oil prices, an economic slowdown in China, which is the canal’s second-largest customer, and other factors that have hit the waterway’s traffic and income.

While authorities anticipate increasing commerce between Asia and ports on the U.S. East Coast, doubts remain that not all those ports are ready to handle the huge New Panamex-class cargo ships.

Net cargo volume through the canal from the U.S. East Coast toward Asia fell 10.2 percent in 2015, according to official statistics. Meanwhile, the Suez recently lowered tariffs by up to 65 percent on large container carriers in an attempt to keep its traffic.

“It’s important to remember that the canal does not create demand.

The canal opens the route. Supply and demand on a world level is what will decide whether the Panama Canal will really bring more volume or not,” said Antonio Dominguez, a general manager for global shipping leader Maersk Line, which moves about 14.2 percent of world commerce. “What is certain is that the current canal has maxed out.”

Manuel Benitez, deputy canal administrator, said officials are thinking long-term about the benefits the new locks can bring through economies of scale and saving time and costs for large ships.

“These are cyclical questions.

The market will rebound again and when we are in an ‘up’ cycle again, shipping will generate money and the Panama Canal will generate money,” Benitez said.

Since the 50-mile (80-kilometer) canal was handed over from U.S. control at the end of 1999, it has generated about $10 billion in direct income for the Central American nation and is responsible for about 40 percent of its GDP, factoring in related economic activity. Some 35 to 40 vessels transit the waterway each day, and the canal is estimated to handle about 6 percent of world maritime commerce.

Panama began the expansion nearly a decade ago. Originally planned to open in late 2014 around the waterway’s centennial, the new locks can accommodate ships that carry up to three times the cargo of those previously able to use the canal. (ap)

JAKARTA - Foreign Minister Retno Marsudi has expressed deep condolences over the death of Indonesian ambassador to Croatia Alexander Litaay on Sunday. “I hope the family remains strong and patience in dealing with the loss,” she said.

Ambassador Alex died on Sunday (June 26) at Dubrava hospital in Zagreb, due to a heart disease, according to the foreign ministry.

He had suffered a heart disease and had a stroke since April 23, 2016 and remained in coma since April 25. Ambassador Alex died at the age of 68 and survived by a wife and three children.

Alex Litaay was a politician from the Indonesia Democratic Party Struggle (PDIP). He was born in Ambon, Maluku, and appointed as ambassador to Croatia by President Joko Widodo on January 13, 2016.

Several politicians from PDIP including cabinet secretary Pramono Anung and legislator Eva Kusuma Sundari were among those who have sent condolences to the family of the ambassador.(ant)

Referendum`s result must be respected: Ambassador

JAKARTA - The result of the referendum as per which the United Kingdom should leave the European Union, must be respected, the British Ambassador to Indonesia, Moazzam Malik, said at a press conference here on Saturday.

“The British people yesterday decided to plan a new future for their country, a future which is outside the political institution of the European Union. As said by Prime Minister David Cameron yesterday, the result is already evident and must be respected,” he stated.

The ambassador termed the result of the referendum conducted on June 23, 2016 as one reflecting the aspiration of all the British people everywhere.

“Anyone, whether they chose the UK to remain a member of the EU or leave it, should put aside all differences for the sake of unity and togetherness, while we are processing the implications and finding solutions in the future,” he added. The ambassador called upon all parties not to dispute the referendum.

“Its important to remain calm and rational and use our minds without emotion,” he stressed.

Reuters reported that the British people who wanted the UK to remain a member of the European Union lagged behind those who wanted the country to leave the EU by 21 million votes.

About 17.4 million people voted for the UK to leave the EU and 16.1 million people wanted the country to remain part of the EU. A landslide victory for those who wanted Britain to leave the EU took place in Sunderland, Leeds, Luton, Swindon and Kirkless. (ap)

Indonesia says coal on hold for Philippines after 7 sailors abducted

JAKARTA/MANILA - Indonesia said on Friday a halt on coal shipments to the Philippines will remain in place until Manila can secure its waters after seven Indonesian sailors were kidnapped, the latest in a string of abductions.

Philippine authorities could not immediately confirm the hostage-taking but said a Filipino woman held since September was freed on Friday by Abu Sayyaf, an Islamist militant group that has amassed tens of millions of dollars from kidnappings for ransom.

It was unclear whether the sailors were taken by Abu Sayaff, which has beheaded two Canadian nationals in recent weeks after ransom deadlines passed. The group is still holding men from Japan, the Netherlands and Norway.

Indonesia is concerned that piracy in the Sulu Sea area, a major sea traffic corridor for the world’s top thermal coal exporter, could reach levels previously seen in Somalia.

“The moratorium on coal exports to the Philippines will be extended until there is a

guarantee for security from the Philippines government,” Indonesian Foreign Minister Retno Marsudi told reporters.

Indonesia supplies 70 percent of the Philippines’ coal import needs, which Indonesian data shows stood at about 15 million tonnes, worth around $800 million, last year.

Analysts say $40 billion worth of cargo passes through the Sulu Sea area a year, including supertankers from the Indian Ocean that cannot use the crowded Malacca Strait.

Marsudi said earlier the seven Indonesians were kidnapped by two different armed groups in attacks on a tugboat towing a coal-carrying barge and that the government would “try all options to free the hostages”.

Fourteen Indonesians were abducted in

two separate assaults on tugboats in March and April but were freed in May. In April, the Indonesian navy instructed all commercial vessels to avoid piracy-prone waters near the southern Philippines.

Filipino captive Marites Flor, abducted from an upscale resort in September along with Canadian Robert Hall, was freed at dawn on Friday on Jolo, an army spokesman said. Hall was beheaded on June 13.

In Davao City, President-elect Rodrigo Duterte said they were “able to negotiate” for the release of two captives, a Norwegian man and Filipino woman.

“The kidnapped Norwegian could not get out yet because he could not cross because of the rough seas,” Duterte said, adding “there will be time that I will have to confront the Abu Sayyaf”.

Alarmed at the frequency of attacks, port authorities in some areas of Indonesia, particularly Kalimantan on Borneo, have stopped issuing permits to ships taking coal to the southern Philippines. (rtr)

To that end, ITDC held Mandarin language training for traders, masseuse and even a security guard in the ITDC. With a course that lasted two months, is expected that Chinese tourists will no longer get lost because of language barriers.

“Many Chinese tourists were lost to found a place such as toilets, beaches and even his hotel when they vacation in the ITDC. We cannot help them because of the language barrier,” he said.

Mandarin courses will be held for 2 months involving dozens of traders, the masseurs and security

guards. “I want the guards and employees also included in this program. Because they are also the most frequent to be asked by tourists when they lost,” he said.

As ITDC officials, Wirawan also does not want to be outdone by the traders in the region. He did not shy participated in the Mandarin language training. “Learning a foreign language is very pleasant.

I also want to speak Mandarin, even though only basic conversation. Travelers of any nation in the world will be very happy and feel appreciated if there were locals who can speak their mother tongue although a little. It will surely raise the region’s image in the eyes of the Chinese travelers,” he added.

The participants will be trained by two coaches who are all supported by the ITDC. He said if traders are able to communicate

KUALA LUMPUR - Malaysian Prime Minister Najib Razak reshuffled his cabinet on Monday, placing party loyalists in top posts in a bid to strengthen the ruling coalition amid speculation that he could call an early election next year.

Landslide victories in recent electoral outings have put the scandal-hit Najib and his ruling alliance, Barisan Nasional, in a position of strength, and the new cabinet appointments are seen as a move to build on that.

“This will strengthen the current administration further to ensure the government’s development agenda for the people - economic, welfare and security development - will continue smoothly as promised,” Najib told a news conference.

A source within the ruling administration told Reuters that the strong results in Sarawak state polls in May and two by-elections earlier this month were what Najib was waiting for to decide when he will call national polls, which will likely be by the second half of 2017.

The last cabinet reshuffle was in July 2015, when Najib dropped leaders critical of his handling of

troubled state fund 1MDB. Najib, who chaired the advisory board of 1MDB, has faced intense pressure following revelations that $681 million was transferred into his personal account. Najib has denied any wrongdoing.

Najib has faced calls to resign over the past year over 1MDB, which is being investigated for money-laundering in at least six countries including the United States, Switzerland and Singapore.

Of the new ministers, Mah Siew Keong, a senior ethnic Chinese politician and leader of the Malaysian People’s Movement Party, was appointed as the new plantation industry and commodities minister.

Prayuth heads the ruling junta, or National Council for Peace and Order, that took power after a bloodless coup toppled Prime Minister Yingluck Shinawatra’s elected government in May 2014 coup.

The military had justified the coup, saying it had acted to restore stability after months of street demonstrations in Bangkok had paralysed Yingluck’s government.

“I won’t resign. I am the one who lays out the rules for this country,” Prayuth told reporters

at Bangkok’s Government House, insisting Thais should not compare him to British Prime Minister David Cameron who announced his resignation last week after Britain voted in a referendum to quit the European Union.

The junta has said it would carry out political and economic reforms before a general election in 2017 that will start a transition back to democracy.

The Aug. 7 referendum will be the first national vote in Thailand since the coup and should provide

a test of the junta’s popularity, experts said.

Groups of all political stripes have denounced the draft constitution as undemocratic, with one major political party urging supporters to vote “no”.

The junta has banned criticism of the charter in the run-up to the vote and in May the Election Commission issued rules barring anyone from campaigning for either side ahead of the referendum.

In the latest crackdown on dissidents, a Thai court jailed seven activists on Friday for campaigning against the draft charter, which critics say will enshrine military power and emasculate civilian politics. (rtr)

BEIJING — China on Sunday recovered an experimental probe launched aboard a new generation rocket, marking another milestone in its increasingly ambitious space program that envisions a mission to Mars by the end of the decade.

Space program authorities said the spaceship’s landing on the vast Inner Mongolian steppe keeps China on schedule to place its second space station into orbit later this year.

The launch of the spaceship aboard the newly developed Long March 7 rocket on Saturday was hailed as a breakthrough in the use of safer, more environmentally friendly fuels. The launch also marked the first use of the massive new Wenchang Satellite Launch Center on the southern island province of Hainan.

Since launching its first manned mission in 2003, China has sent up an experimental space station, the Tiangong 1, staged a spacewalk and landed its Yutu rover on the moon.

Its second space station, the Tiangong 2, is due to be slung into space in September.

Following that, the Shenzhou 11 spaceship with two astronauts on board is scheduled to dock with the station and remain for several days. Administrators suggest a manned landing on the moon may also be in the program’s future.

A source of enormous national pride, China’s military-backed space program plans a total of 20 space missions this year at a time when the U.S. and other countries’ programs are seeking new roles.

China is also developing the Long March 5 heavier-lift rocket needed to launch the Tiangong 2 and other massive payloads.

China plans to launch a mission to land a rover on Mars by 2020, attempting to recreate the success of the U.S. Viking 1 mission that landed a rover on the planet four decades ago. (ap)

XCellR8 uses scaffolds of cells from human skin donated by plastic surgery patients, which they say are ideally suited to testing cosmetic products.

“For skin irritation testing the cells are isolated from human skin that has been donated by people who have had plastic surgery and they’ve said that they’re quite happy for the tissue to be used for research purposes. So human skins cells are isolated from those skin samples and they’re grown in the laboratory,” explained XCellR8 founder Dr. Carol Treasure.

Skin cells are the first cells to be exposed to cosmetics and can provide a model for damage to other sites of the body. Many cosmetic ingredients are absorbed into the bloodstream, passing then to the organs, so it is vital any harmful effects are assessed. Trea-

sure said their methods provide a test bed to accurately determine any health implications.

“What you end up with is an artificial piece of skin in the laboratory where if you cut a cross section through it is almost identical to real skin on the body. It even has a skin barrier so you can apply full cosmetic formulations to the surface. And what we do is then incubate those skin models with samples of cosmetic products or ingredients and then we can look at how much damage is being done to the skin over a period of time,” Treasure told Reuters.

A number of cosmetic companies have sent their ingredients to XCellR8 to test at their lab in Cheshire, north-west England, including ethical cosmetics company Lush.

Other versions of a human cell-

based alternative to the traditional animal tests have been available for some years. But Treasure said the standard methods still use animal components, such as rat liver extract and bovine and horse serum.

“In many cases the culture of human cells still requires the use of animal components such as bloodderived components or liver extract which mean that ultimately animals have still been sacrificed for that work. One of the unique things about XCellR8 is that we’ve eradicated all of those components and so we have a truly animal free testing laboratory,” Treasure told Reuters.

For the industry-standard human skin sensitivity test, XCellR8 has replaced the bovine serum normally used with a human serum, and have shown that the test still works to an equivalent standard for regulatory purposes. (rtr)

Tourism potential of Menjangan Island hampered by central rules SINGARAJA - West Buleleng region has the opportunity to increase tourist visits. This potential is coupled with the arrangement of Banyumandi and Labuan Lalang dock at Pejarakan village, Gerokgak. The increase in price began after the issuance of the Government Regulation (PP) No. 12/2014, and the West Bali National Park (TNBB) handed over the derivative letter via Circular No.718/ BTNBB-1/2015 to tourism players in the region of Banyumandi and Labuan Lalang.

Tourism players had protested because the increase in ticket price has an impact on boat drivers. They have been affected nearly for a year.

Price of admission ticket at IDR 200,000 does not include the cost of supporting facilities used on the Island of Menjangan.

“We are still doing check-up. Now, it depends on patients whether they are willing to diligently do the check-up or not,” said the Chief of Buleleng Health Agency, I Gusti Nyoman Mahapramana, Sunday (Jun. 26).

The constraints faced by people living with HIV/AIDS are the lack of information dissemination. On the other hand, patients often hide their privacy and are ashamed of going to public places. HIV/AIDS disease in Buleleng is apprehensive reaching over 2,000 patients.

“Dissemination is very much needed. All stakeholders play a role in disseminating the information on HIV/AIDS. After receiving the dissemination, people are expected to be more aware and avoid negative actions,” he said.

out by placing Voluntary Counseling Test (VCT) clinic. Patients can go to Buleleng Hospital or public health centers equipped with VCT clinic. “Well, if people are affected by HIV/AIDS, they should regularly go to VCT clinic or public health center. Please be noted that VCT examination is free of charge.

If the results of people’s examination show negative, it means they are safe. If showing positive results, they should be checked again,” he said.

Mahapramana judged that combating HIV/AIDS cannot rely on

However, the exact cause of death is not known.

A stillbirth is considered when fetal death occurs anywhere after 20 weeks of until just before the delivery. “The main cause is usually malnutrition and anemia in pregnant women as well as accompanying diseases in pregnant women” he said adding that women who become pregnant before the age of 20 are also at risk of stillbirth as the mother still needs a high nutritional intake herself. “When the mother is pregnant, her baby also needs nutrients” he added.

So, getting married very young can affect pregnancy as can getting pregnant less than two years after giving birth to the last child. Singapore Airlines flight returns to Changi, catches fire, no casualties

SINGAPORE - A Singapore Airlines Ltd (SIA) flight to Milan caught fire early on Monday after returning to Singapore’s Changi airport following an engine oil warning message but all passengers were safe, the airline and airport officials said.

The aircraft’s right engine caught fire after the aircraft, a Boeing 777300ER, touched down at Changi airport at around 6:50 am (2250 GMT). Emergency services put out

the fire and there were no injuries to the 222 passengers and 19 crew on board, a SIA statement said.

“Passengers disembarked through stairs and were transported

to the terminal building by bus.

Passengers will be transferred to another aircraft which is expected to depart for Milan later today,” the statement said.

The SIA flight, SQ368, departed at 2:05 am, but about two hours into the flight the pilot announced there was an engine problem and the flight would return to Singapore,
