Bali News Art Center Library Condition Worrying Denpasar (Bali Post) –

The condition of Bali Art Center (Taman Budaya) has been worrying and never taken care when actually the book collections here were varied and some are rare. “But it seemed the worker in Art Center did not want to arrange the books well,” one visitor, Made Budarsana, explained last Sunday (26/6). According to Budarsana, this library is strategic being in the east of stage Ayodya which usually becomes a performance area in Bali Arts Festival. Yet the uncared library made no one wants to go in there. “Actually there’s so many special books collection there about culture and very good quality. It’s a shame if public couldn’t use it as reference or just to increase their culture knowledge,” he explained. What’s more worrying, the thousand books on the lower floor were just left like that which could damage the books easily and eaten by mites. Contacted separately, Head of

Bali Art Center Ketut Mantara Gandi admitted the library hasn’t been arranged well as until now Art Center hasn’t got a librarian and so just guarded by a staff. Even there is someone who’s guarding it, it’s only a staff and not a librarian,” he explained. The number of Jembrana HIV/ AIDS sufferers has been worrying according to Jembrana Health Agency. Even though the number of people who wants to check increased, yet the condition is much worse than that. Head of the Agency, dr. I Putu Suasta, stated until Sunday (26/6) at least 20 people 18-30 years old checked to VCT (Voluntary Counselling Test) Clinic per month and six or seven people were found positive. “There’s two possibilities it’s increasing this year, first the many people has been checking up and second that it is increasing as well,” he explained. Many of them were mothers who are having affairs or teenagers in free environment. This sexual behaviour of the public might have been caused mostly by this and it could be

avoided by ABC, Abstinence (desire control), Be faithful (to only one partner) and Condom (to use condom). Night entertainment cafes can be the problem to this. “Café servants, sex commercial workers and plus massage workers are most risked not only from drinking and massaging but the fact there’ll be intercourse,” he explained. Outside marriages affairs are also a cause where mothers has more than one partner. This has become another factor why it has increased. According to Suasta those who have it can transfer it to their babies if they are pregnant. In 2010 there were two mothers who had it, one still survives until now and another has died. This increasing cases has to be acted and Government has been trying to prevent it by forming organisations care of AIDS and also socialisations. (kmb26)

The people of Yeh Anakan, Banjarasem Village, Seririt, felt happy and sad in the same time as when they were repairing Pura Desa (Village Temple), a shrine meru tumpang tiga at Pura Segara (Sea Shore Temple) caught on fire last Friday (24/6). The incident happened when the residents were starting the ceremony of the repairing. 40 percent of beaches in Bali suffer from abrasion

Abrasion rate of coastal territory getting worse in Bali is accused due to activities of natural resource exploration carried out blindly. It is further aggravated by development activities tending to ignore the environmental sustainability. Currently, 40 percent of beaches stretching along the coast of Bali are ascertained to have been preyed by abrasion. Chairman of Bali environmental rescue and protection (SKPPLH), Made Mangku, revealed the matter on Sunday (Jun 26). Based on research conducted by his team some time ago, Mangku said that coastal erosion by waves and ocean currents were almost spread all over Bali. It was said Bali had beaches along 460 km where 40 percent of the length was categorized to have been abraded. “This rate indicates severe abrasion. The worst rate of abrasion occurs along the coast of Sanur and Padanggalak, East Denpasar. Virtually all the beaches of Denpasar have been crushed by severe abrasion,” he said. Even, he said, the water crib blocks or breaking waves installed by local government to withstand the onslaught of waves actually exacerbated and accelerated the abrasion if not taken care of properly. From the research conducted by his party, a meter of crib installed on the beach for 10 years would cause abrasion along four meters in the surrounding areas that were not protected by crib, he reminded. In response to the condition, said Mangku, government should rehabili-

Moreover, he considered there had been mismanagement in the crib installation. “Other than natural factor, abrasion is also caused by incorrect handling. So far, many individuals in the government had orientation to make the program into a project. We deeply regret it,” he complained. According to Mangku, coastal abrasion in Denpasar like on Padanggalak Beach reached four meters per year. Seeing the fact, seriousness of government was highly required in handling it so the abrasion could be minimized as low as possible. “Progressively severe abrasion in Bali is also triggered by the presence of large-scale sand mining in river basin at mountain areas leading to sea for building materials. This triggered an imbalance on coastal sand flow,” he said while adding that within one hour there were about 38

trucks carrying sand from the mountains for construction in the city. Except for Denpasar, he said, quite severe abrasion also occurred in Badung including on the beach of Canggu, Kuta and Seminyak. Meanwhile, for Tabanan, the point of a relatively severe abrasion occurred in the region of Kerambitan, Negara on Cupel Beach, Buleleng on the beach of Gerokgak, Pemuteran, Kampung Tinggi, eastward until Ponjok Batu and Penimbang. Then, in Karangasem, the most severe abrasion occurred in the region of Tianyar, while in Klungkung happened around Goa Lawah and Lebih Beach in Gianyar. “In general, the beaches in Denpasar undergo the most severe abrasion. In terms of the abrasion area, Buleleng had the most extensive area reaching 160 kilometers along the coastline, while Denpasar only has 9 kilometers,” he explained. (kmb13)

Massive tilapia death on Lake Batur, Kintamani, due to sulfuric blast occurred since June 19 has an incredible impact on the sales of fish in the level of food traders. The natural phenomenon in Batur has caused a decline in turnover by 50 percent. Other than a decline in turnover, scarcity in fish supply is also estimated to occur until next October. An owner of Warung Bagong, I Wayan Sukamara, Sunday (Jun 26), said that he strongly felt tremendous impact on such natural phenomenon. After the case widely spread, his frequent customers drastically

reduced. Normally, every day he could sell fresh tilapia up to 80 kg. At the moment, he could only sell maximally 40 kg. His fish supply was obtained from Batur, especially tilapia that was not affected by sulfuric bursts. Not all fish cages in Batur suffered such a fate, but only some points experiencing massive fish death. He strongly felt the impact considering that so far most points affected by the sulfuric bursts were his fish suppliers. As consequence, to meet the fish supply he should find out an alternative to fish farmers at Sangeh or there was possibility to directly bring in from West Java.

As predicted, the death of fish that should be harvested en masse about next month would lead to scarcity of fish supply up to several months. The former legislator in Bangli House in the 1999-2004 tenure expected that government should take immediate measures to help farmers because most fish farmers took advantage of loans from bank. From several owners of fish cage becoming his suppliers, to build some fish cages they should spend approximately IDR 350 million, while the harvest valued at around IDR 19 million. If farmers were not helped, they would suffer great losses and it was feared the availability of fish would discontinue. (kmb17)

Bali relying on tourism sector is on target of big investors. Based on the receipt of investment plan during the first quarter of 2011, it has been noted there are totally 25 projects consisting of foreign investment (PMA) and domestic investment (PMDN) worth IDR 340,309,706. The investment is supported by tertiary sector dominated by foreign investment including construction, trade and repair, hotels and restaurants. Unfortunately, 80 percent of the investment is owned by foreigners, while only 20 percent is undertaken by domestic investors. Chairman of PHRI Denpasar, Ida Bagus Sidharta, said that Bali just served as a cash cow. IB Sidharta explained that investments along Jalan Pantai Sanur or in Kuta and Nusa Dua area were mostly owned by investors from outside. Similarly, most perpetrators of handicraft industry in Bali came from outside Bali. “If possible, this must be discontinued because Bali just gets the traffic congestion, garbage and other problems, while the results of tourism run out of this region,” said IB Sidharta in Denpasar on Sunday (Jun 26). According to IB Sidharta, the high foreign investment caused capital flight or a very high economic leakage because Bali highly depended on factor of production from outside Bali. At the moment, raw materials and workforce were brought in from outside Bali. It was certainly inseparable from of the coming of investors from outside Bali whose network from outside. “We’re not allergic to foreign investment, but Bali does not really need workforce from outside because many workers in Bali are not working because they are competing against workers from outside Bali,” he explained. He added that capital flight could be prevented by laws, conducive climate to investment and encouraging domestic investment. Some of them could be resolved by the ease in licensing, taxes and support from the banks. “Government must have clear rules to prevent the capital flight,” he said. Meanwhile, Division Head of Bali Capital Investment Assessment (BPM), Suta Astawa,

stated the target of investment growth in 2011 was IDR 15.79 trillion with PMA and PMDN reaching IDR 4 trillion. The figure rose from the target in the period of 2010 namely IDR 12, 9 trillion with realization of foreign and domestic investment reaching IDR 3.1 trillion. “Tertiary sector, especially in the field of tourism, remains the leading sector even reaches 82 percent, while agriculture reaches less than 1 percent and the remaining is industrial sector,” he explained. He described the regions favored by many investors consisted of Badung, Gianyar, Karangasem and Denpasar, rather than Bangli, Buleleng, Jembrana, Tabanan and Klungkung. “Those investors came from the United States, Australia, Holland, Germany, Canada, South Korea, and France,” he explained. Furthermore, he explained that BPM continuously attempted to promote investment in agriculture in Bali. However, his party had not been able to attract more investors having more interest in the leading sector of Bali. Most investors wishing to invest in agriculture would prefer Sulawesi or Kalimantan. “Investment in tourism field has been quite a lot in Bali. However, it is impossible for us to prohibit investors in the tourism field as long as they comply with the existing rules,” he said. Bali required a temporary moratorium to stop development activities in the three regencies such as Badung, Gianyar and Denpasar. So far, it has been recorded that 45,557 hotel rooms spread across Bali, while 85 percent of them are concentrated in south Bali. Based on survey made by PHRI Bali in 2010, the number of star hotels and boutique hotels in Bali reached 2,260 units with a total room of 56,971. Among them, 88.5 percent or 50,436 rooms were concentrated in South Bali such as in Badung Regency (36,947 rooms), Denpasar City (10,097) and Gianyar Regency (3,410). Result of this survey indicated a greater number than the data of Bali Government. Based on the record of Bali Government, there were currently 2,190 business units of accommodation with 45,557 rooms where 85 percent of them were concentrated in South Bali. (par)

BENGHAZI, Libya – NATO operations in Libya entered a 100th day on Monday with airstrikes having eased the siege of key rebel cities but with Moamer Kadhafi still in power and fears of an open war lingering. Three months after French jets flew their first missions over eastern Libya, NATO is still pounding targets across the country in what has become a war fought on multiple fronts, but with few clear victories for either side. As “Operation Unified Protector” approaches its 5000 strike sortie, NATO is still hitting around 50 targets a day, mostly in or around Tripoli and Misrata in the west; Brega in the east; and the Nafusa Mountains to the south of the capital. But the alliance’s early success in pushing Kadhafi’s forces outside striking distance of Benghazi and Misrata have not decisively tipped the balance in favour of the rebels.

An uneasy stalemate has taken hold, with rebel fighters told to hold their positions around Misrata and Ajdabiya, near Brega, despite the occasional rocket or mortar attack causing casualties. “It was all quiet today,” said Musa Maghrebi, a rebel based at Ajdabiya, late on Sunday. “The forces are staying in position.” Only in the Nafusa Mountains does the rebel army of ill-equipped irregulars and defectors appear to be making any sustained progress toward Tripoli. SEOUL – At least nine people have been killed, mostly drowned in flooding, after a typhoon battered South Korea, a disaster official said on Monday, while impoverished North Korea braced for huge waves and torrential rain. Lee Gon-hee of the Central Disaster and Safety Control Center in Seoul said a further three people were missing after Typhoon Meari skirted the west coast of South Korea at the weekend.

Meari, the Korean word for “echo,” was due to make landfall in North Korea early on Monday. The North’s KCNA state news agency warned residents in the coastal areas of South Hamgyong Province and Kangwon Province to be ready for “tidal waves.” Dozens of domestic flights were canceled in South Korea on Sunday and ships ordered to stay in port. Authorities said international flights were not affected. The historic Chilgok bridge in North Gyeongsang, built to honor

soldiers killed in the 1950-53 Korean War, partially collapsed at the weekend after the Nakdong River flooded. The same typhoon left nearly 30 people dead or missing in the Philippines and Vietnam last week.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

TOKYO – The operator of Japan’s Fukushima nuclear plant moved closer to ending its radiation crisis on Monday with the start of a system to cool damaged reactors that could also help avoid dumping highly contaminated water into the Pacific Ocean. The move was hailed as “a giant step forward” by Goshi Hosono, an adviser to Prime Minister Naoto Kan. “This is critical in two aspects,” Hosono told a news conference. “First, the system will solve the problem of contaminated water, which gave all sorts of worries to the world. Second, it will enable stable cooling of reactors.” Reactors at the plant, on the Pacific coast 240 km (150 miles) north of Tokyo, went into meltdown after the March 11 earthquake and tsunami knocked out their cooling systems. Plant operator Tokyo Electric Power Co is running out of space to store a huge amount of radioactive water that has accumulated during efforts to cool the reactors. It hopes the new system, which decontaminates water and re-circulates it to reduce reactor temperatures, will help achieve its goal of bringing the plant to stability by next January. Thousands of residents remain in temporary housing after being evacuated from around the plant due to radiation leaks. The water treatment system, using technology from French nuclear group Areva and U.S. company Kurion, is designed to handle 1,200 tons of radioactive water a day. Tokyo Electric expects processing the estimated 250,000 tons of water that will have been contaminated by the time the crisis ends to cost about 53 billion yen ($660 million). More than 100,000 tons of highly radioactive water has already collected at the plant. The utility dumped low-level radioactive water into the sea in April to make room to store more highly contaminated water, irking neighboring countries including China and South Korea.

PHNOM PENH, Cambodia – Now old and infirm, the four top surviving leaders of Cambodia’s brutal Khmer Rouge regime went on trial before a U.N.-backed court for the first time Monday, facing justice three decades after their plan for a communist utopia left an estimated 1.7 million people dead. Security was tight at the U.N. backed tribunal, with dozens of police on guard and 500 spectators — the majority victims of the 1975-79 regime_ watching from the gallery. With Khmer Rouge leader Pol Pot long dead, this may be the nation’s best chance to hold the accused architects of the “killing fields” and the enslavement of millions of Cambodians accountable, though all four say they are innocent. On trial Monday are 84-year-old Nuon Chea, who was Pol Pot’s No. 2 and the group’s chief ideologist; 79-year-old former head of state Khieu Samphan; ex-foreign minister Ieng Sary, 85; and his 79-yearold wife, Ieng Thirith, who served as minister for social affairs. The tribunal’s chief judge, Nil Nonn, opened the court session and was expected to read out charges against the four that included crimes against humanity, war crimes, genocide, religious persecution, homicide and torture. Pol Pot escaped justice with his death in 1998, then a prisoner of his own comrades as his once-mighty guerrilla movement, in jungle retreat, was collapsing. The tribunal, officially known as the Extraordinary Chambers in the Courts of Cambodia, started operations in 2006. Its first defendant was Kaing Guek Eav, also known as Duch, commandant of Tuol Sleng prison, where only a handful of prisoners survived. Up to 16,000 people

were tortured under Duch’s command and later taken away to be killed. Duch, now 68, was sentenced to 35 years in prison for war crimes and crimes against humanity. His sentence was reduced to a 19-year term because of time previously served and other technicalities, bringing angry criticism from victims who called the punishment too lenient. Cambodia has no death penalty. Alex Hinton, an anthropology professor at Rutgers University and author of a book about atrocities in Cambodia, says Duch’s case had “enormous symbolic value” because the prison was so closely associated with the horrors of the Khmer Rouge. But Case 002 “is more significant in that it will put the four most senior surviving Khmer Rouge leaders on trial for the first time.” “We will learn much about their thinking, the way their regime worked, and, ultimately, how their program of mass murder was enabled and unfolded,” he says. Coffee helping to conserve Aceh‘s environment Antara

JAKARTA - On a sunny afternoon at a coffee shop in Banda Aceh city, Aceh province, four men were engrossed in a lively discussion while another man sitting next to them was smiling while zipping a cup of black coffee. In front of the four gentlemen lay four small plates of traditional cakes made from sticky rice, namely timpan and onde-onde. That‘s the usual view that one may find when visiting a joint named Mecca‘s Terrace, Aceh province. Local people already had a coffee drinking tradition, even long before the present-day boom in modern coffee shops occurred. Luckily the hobby is supported by the region‘s high coffee production from hundreds of thousands of hectares of coffee plantations existing in the province. However, there is increasing concern about the fact that local farmers have started to chop down trees in the forest to open new plantations. According to them, such action was necessary because the soil in existing plantations is gradually losing its fertility - a condition having a negative impact on the quality of the crops. The problem is that opening forest areas for plantations was against the principle of nature conservation which has now become a focus of international attention. Responding to the concern, an NGO named Conservation Inter-

national (CI) Indonesia has since three years ago been introducing the “Conservation Coffee” system to coffee farmers in Takengon, Aceh Tengah district, which is one of the biggest exporters of arabica coffee along with Bener Meriah district with a total production of 65 tons per year. The term “Conservation Coffee” itself refers to a system of work that allows farmers to not only improve the quality of their product but also support global efforts to save the environment. “Since 2009, CI has provided capacity building trainings for coffee farmers in Takengon such as how to use natural ingredients as fertilizer and the technique of cutting down the coffee tree`s stem to boost the production of coffee fruit in the future,” Publication Coordinator for CI Indonesia Fachruddin Mangunjaya said. Why did CI choose coffee plantations in Takengon as the area of their pilot project? Located in the highland area of Gayo (1,200 meters above sea level), coffee from Takengon has risen to fame for its complex flavor and thick texture. In fact, according to the cupping test system introduced by Erna Knutsen since 1974, arabica coffee from Takengon is categorized as good coffee earning the point of 86 to 90 out of 100. “With such development, there is also a risk of deforestation ahead because coffee plantation is estimated to last for 30 years but then the soil gradually loses its fertility and that`s when farmers start to

open new plantation field in the forest,” Fachruddin said. He said capacity building trainings that has been given to the farmer in Takengon aims to intensify the quality of the soil and coffee tree in the plantation. “With fertile soil farmers will no longer plan to penetrate new field to be made as plantation,” he said. Meanwhile, CI‘s local project coordinator Saodah Lubis stated apart from helping farmers improving the quality of their coffee trees, CI also encouraged farmers to plant inter cropping plants such as orange, chili and shade trees to gain added values. “Basically coffee tree must not be directly exposed by the sunlight or else the growth may be interrupted. Previously farmers used to plant lamtoro as shade tree but recently we introduce mahoni and sengon tree to the farmers with consideration that the latter have better price when sold,” she said. She said having inter cropping plants in the coffee plantation, the farmers indirectly help the government in implementing conservation program to tackle the negative impacts of climate change. Many farmers have already stated their positive impression towards the “Conservation Coffee” program conducted in takengon. Hasbullah, a coffee farmer from Bebesen village, stated the organic fertilizer system makes the coffee trees grow healthier and produce a good quality of fruit.

“We have done a lot (to stop narcotics crime) but it seems that it is not yet enough, we still have to be more aggressive,” the president said. The first point of the president‘s instruction to free Indonesia from narcotics in 2015 is to increase the intensity prevention of illegal drug trafficking. The second point is a request to increase regional and international cooperation in an effort to protect Indonesia so that it would not easily be disrupted by narcotics organizations. Yudhoyono also called on educators, parents and religious leaders to actively educate younger gen-

erations so that they would not be misled and involved in narcotics crimes. The president‘s fourth point of instruction was directed to police and legal enforcers to actively uncover narcotics crimes and punish the perpetrators with appropriate punishment. “The fifth one, Yudhoyono said, is that the people should become more active and give more care,” he said. In the meantime, the sixth point concerned common efforts to encourage narcotics rehabilitation programs and the preparedness to accept former drug addicts to return in the middle of society.

Subsidized fuel quota hike inevitable Antara

JAKARTA - Coordinating Minister for Economic Affairs Hatta Rajasa has predicted that subsidized fuel consumption this year will inevitably outstrip the quota of 38.6 million kiloliters set under the 2011 state budget. “It (subsidized fuel consumption) will inevitably soar. We predict the quota of subsidized fuels will increase,” he said here on Sunday. He noted that the first-semester subsidized fuel consumption exceeded the quota because the assumed global crude price outstripped the government-set target of US$80 a barrel. “On the price side, the global crude price reached more than US$100, well above our assumed crude price of US$80 a barrel. Consequently, our fuel oil imports rose,” he said. The other factor raising fuel oil consumption was that many power plants still used fuel oils because of inadequate gas supplies, he said. “Hindrance to the construction of power plants with a combined capacity of 10,000 megawatts, coupled with lower-than-expected gas supplies has posed a problem. Of course, state power utility PLN uses fuel oils to increase power supplies. These will all lead to an increase in subsidy,” he said. But he declined to comment on how much the quota of subsidized fuels would be raised and budget allocations for the subsidized fuel would increase on the ground he still

Pertamina spokesman M Harun said last Thursday the company had predicted that subsidized fuel consumption until the end of 2011 would reach 40.5 million kiloliters, up by 2 million kiloliters from the quota of 38.6 million set under the 2011 state budget. “According to our forecast, it (subsidized fuel consumption) until the end of this year will reach 40.5 million kiloliters,” he said. Earlier, the Energy and Mineral Resources Ministry predicted that subsidized fuel consumption this year would reach 41.42 million, well above the quota of 38.6 million kiloliters. The prognosis is based on subsidized fuel consumption in the five months through May which reached 15.46 million kiloliters. Under the 2011 state budget, the quota of subsidized fuels has been set at 38.6 million kiloliters consisting of 23.19 million kiloliters of gasoline, 2.32 million kiloliters of kerosene, and 13.08 million kiloliters of diesel oil.

DENPASAR - Sting of the sun seems to have not discouraged the spirit of artists from Denpasar City, Jembrana, Karangasem and Badung getting involved in the Ngelawang Parade or gallivanting show around the area of Bali Art Center, Saturday (Jun 26). Art envoys from the four regencies and city still looked attractive to satisfy abundant visitors of Bali Arts Festival 2011 who were jostling to see the attraction where almost all the supporting artists were still young. In the Ngelawang Parade, the envoy of Denpasar represented by Yonggy Swara Ngelawang Troupe, Pemecutan Village, West Denpasar, got a chance to appear first. This envoy featured Barong Tantri with title Provocation of Patih Sambada. According to Putu Suarjana, composer of the gamelan music, the envoy of Denpasar consisted of 60 kid artists. Performance of this troupe was somewhat different from the other envoys because the dancers talked directly without intermediary of puppeteer. “We indeed want to be different so the appearance of Denpasar envoy has its own charm,” said Suarjana while adding that his party involved kid artists ranging from musicians to dancers.

Magoak-goakan before going to war To mark the pinnacle of the 407th anniversary of Singaraja City, Buleleng government held the magoak-goakan colossal dance presented by the youth of Singaraja. Magoak-goakan attraction cannot be separated from the history of Singaraja City founded by Anglurah Pandji Sakti. Magoak-goakan is originated from the folk games of Buleleng that supposedly highly favored by Pandji Sakti. Before attacking the Blambangan Kingdom in East Java, Pandji Sakti had time to play games or magoakgoakan with his soldiers. This method was intended to keep the original flavor of the cake. Another cake seller revealed that kaliadrem remained in high demands in the market today. It was not only due to its cheap price, but also due to sweet taste fitting with local appetite. Wen, who is traveling in Europe, was quoted by Hong Kong media on Monday as saying that while he sees the Chinese economy growing above 8-9 percent this year; it was hard for China to keep inflation under 4 percent in 2011. “China’s financial situation will still be among the best in the world this year, with economic growth kept above 8-9 percent, and CPI controlled fewer than 5 percent,” Wen told Hong Kong television media during the England leg of his Europe tour. Wen’s latest comments sounded somewhat less sanguine than his remarks on Friday, when he said China’s inflation was firmly under control this year and should cool steadily. However, they may not alter investors’ thinking about monetary policy. Many economists had assumed China would overshoot its 4 percent target given that the inflation rate has

stayed well above that mark since January, and is expected to peak at 6 percent in June or July. Inflation rose in May to a 34-month high of 5.5 percent. Economists polled by Reuters in June predicted China would stay in a tightening mode, raising its benchmark lending rate by one-quarter of a percentage point and its deposit rate by a half-point this year. Investors are watching carefully to see whether Beijing can ease inflation without stifling growth. A string of disappointing readings on factory activity and exports raised concerns that China’s economy may be slowing down more sharply than expected. Copper prices lost ground on Monday in part because of concern that inflation pressures may prompt top buyer China to tighten credit further. A sharper China slowdown would be particularly damaging for global

WASHINGTON – French Finance Minister Christine Lagarde appeared poised to become the head of the International Monetary Fund this week despite a strong challenge to Europe’s traditional hold on the job. An informal survey by Reuters of voting countries indicated Lagarde would easily get the majority consensus needed over Mexico’s central bank governor Agustin Carstens to become the next managing director of the global lender. Carstens picked up endorsements from Canada and Australia late on Friday in a significant challenge to Europe’s grip on the IMF top post, but it is unlikely to change the outcome. The IMF’s 24-strong board of member countries will hold a straw poll on Monday to determine whether either candidate has a clear majority. The race has been one of the most hotly contested in IMF history as developing countries have aggressively pursued a process that would be based on the best qualified candidate and not based on nationality, despite Europe’s large voting bloc. The determining voice over the next two days will be the United States, which so far has been silent on who it supports. However, the Obama administration is widely expected to back Lagarde, 55, to preserve the long-standing convention with Europe that Americans will be the IMF’s No. 2 official and the president of the World Bank. Japan and China, which rank second and third behind the United States in voting influence, have also refrained from publicly supporting any candidate. However, IMF board officials said both countries are likely to vote for Lagarde. The U.S. holds close to 17 percent of the vote. As a group European countries, including Nordic countries, hold somewhere between 40 to 47 per-

While Brazil has been silent on whether it supports him or not, IMF board officials expect it to join the rest of the region. Supporters of Lagarde cite her political and economic credentials throughout Europe, which is the focal point of IMF efforts to head off another global economic downturn. Both candidates have committed to more voting power for emerging economies and even-handed advice to both advanced and developing countries. Developing nations want their growing clout in the global economy reflected at the IMF, but have won only modest increases in voting power so far. MANILA – A frog with fangs, a blind snake and a round-headed dolphin are among more than 1,000 new species recently found on the incredible Melanesian island of New Guinea, environment group WWF said. Scientists made the astounding discoveries, which also included a river shark and dozens of butterflies, on New Guinea at a rate of two a week from 1998 to 2008, WWF said in a new report on the island’s natural habitat. “This report shows that New Guinea’s forests and rivers are among the richest and most biodiverse in the world,” said WWF’s Western Melanesia programme representative, Neil Stronach. New Guinea — divided between the Indonesian province of Papua in the west and Papua New Guinea to the east — has one of the world’s least spoilt and most stunning ecosystems. Its rainforests are the third biggest in the world after the Amazon and the Congo, and, while the island covers just 0.5 per cent of the Earth’s landmass, it contains up to eight percent of the world’s species,

according to WWF. What was previously known about New Guinea’s biodiversity was already breathtaking, such as the world’s biggest butterfly — with a 30-centimetre (12inch) wingspan — and giant rats that can grow up to a metre long. Scientists believe that one square kilometre (247 acres) of the island’s lowland rainforest may contain as many as 150 bird species, according to WWF. The 1,060 species confirmed by scientists as new discoveries between 1998 and 2008 are believed to have only scratched the surface of New Guinea’s dazzling ecosystems. “Such is the extent of New

Guinea’s biodiversity that new discoveries are commonplace even today,” WWF said in its report, titled “Final Frontier: Newly Discovered Species of New Guinea”. One of the most notable finds documented in the WWF report was a round-headed and snub-finned dolphin, which swims in protected, shallow coastal waters near rivers and creek mouths. Discovered in 2005 in Papua New Guinea, it was the first new dolphin species recorded anywhere in the world in three decades, and is now known to also exist in Australia, WWF said. Another of the 12 mammals found over the decade was an anteater named in honour of British naturalist Sir David Attenborough, Sir David’s Long-beaked Echinda or, scientifically, Zaglossus attenboroughi. One of the 134 frogs discovered was dubbed Litoria sauroni because its striking red and black spotted eyes reminded scientists of the evil character Sauron in the “Lord of the Rings” movies.

STOCKHOLM – At the “Egalia” preschool, staff avoid using words like “him” or “her” and address the 33 kids as “friends” rather than girls and boys. From the color and placement of toys to the choice of books, every detail has been carefully planned to make sure the children don’t fall into gender stereotypes. “Society expects girls to be girlie, nice and pretty and boys to be manly, rough and outgoing,” says Jenny Johnsson, a 31-yearold teacher. “Egalia gives them a fantastic opportunity to be whoever they want to be.” The taxpayer-funded preschool which opened last year in the liberal Sodermalm district of Stockholm for kids aged 1 to 6 is among the most radical examples of Sweden’s efforts to engineer equality between the sexes from childhood onward. Breaking down gender roles is a core mission in the national curriculum for preschools, underpinned by the theory that even in highly egalitarian-minded Sweden,

society gives boys an unfair edge. To even things out, many preschools have hired “gender pedagogues” to help staff identify language and behavior that risk reinforcing stereotypes. Some parents worry things have gone too far. An obsession with obliterating gender roles, they say, could make the children confused and ill-prepared to face the world outside kindergarten. “Different gender roles aren’t problematic as long as they are equally valued,” says Tanja Bergkvist, a 37-year-old blogger and a leading voice against what she calls “gender madness” in Sweden. Those bent on shattering gender roles “say there’s a hierarchy where everything that boys do is given higher value, but I wonder who decides that it has higher value,” she says. “Why is there higher value in playing with cars?” At Egalia — the title connotes “equality” — boys and girls play together with a toy kitchen, waving plastic utensils and pretending to cook. Now, some 40 years after moon dust brought back from the Apollo 11 mission went missing, it was recovered at a St. Louis auction house and returned to the Johnson Space Center in Houston this week. “It’s a speck - the size of a fingertip,” said David Kols of Regency-Superior auction house, where the dust had been placed for sale. “But it’s lunar material, and since we’re not going back to the

moon in my lifetime or yours, that makes it worth a lot to some people.” The U.S. attorney’s office in St. Louis, which announced the recovery of the moon dust on June 23, said that investigators with NASA believed the dust had come from the film cartridge of a camera used by astronauts on humanity’s first trip to the moon in 1969. The dust was lifted from the cartridge using a 1in. (2.5 cm) piece of clear tape. Somehow, it reached the black market and was sold in 2001, NASA

investigators believe, to a German collector who cut up the tape into tiny slivers rather than return it to the U.S. government. When investigators from both NASA and the U.S. attorney’s office noticed moon dust listed for sale in St. Louis, they shut down the transaction with the cooperation of the auction house and the seller. The widow trying to sell the dust - her name was not released - said she didn’t know where her late husband had purchased it. She “immediately and graciously agreed to relinquish

The violence soon spread to the streets outside the stadium, where police used horses and water cannon to control furious fans, television footage showed. The clashes left 68 people injured, 50 arrested and 15 vehicles destroyed, according to the Federal Police. SINSHEIM, Germany – Both France and Nigeria feel that the 2011 Women’s World Cup opener was just that — an opener to Group A play. And neither the winners France nor losers Nigeria are counting the group stage as over. “Just like every other team, we want to win every game we play. We earned three very, very important points. But we have three do-or-die matches and have to win at least two. Now we have to win one more of them,” said France coach Bruno Bini, whose team is even with Germany with three points after their 1-0 win in the Group A opener. Nigeria and Canada both have zero points with two matches each to play. “It’s not done for us, and it’s not done for Nigeria. They are a very good team. Nigeria will torture a couple other teams,” said Bini. The French coach has an injury concern looming as right outside back Wendie Renard was forced out injured after 69 minutes and replaced by Laure Lepailleur. Renard, who was badly limping with a heavily taped left upper leg after the game, was already taking the place of regular starter Corine Franco on the right side. LONDON – Defending champion Rafael Nadal’s Wimbledon campaign runs into the imposing 1.98m (6ft 6ins) figure of dangerman Juan Martin del Potro Monday while the rejuvenated Williams sisters eye another final date. OKLAHOMA CITY – After being introduced as the newest member of the Oklahoma City Thunder, firstround draft pick Reggie Jackson made only one promise about what people should expect from him. “I don’t have any predictions on the court for what’s going to happen with my career, but I can guarantee you I’ll definitely give 100 percent every day in practice,” Jackson said at a news conference Saturday at a Boys and Girls Club to announce his arrival. “It’s what I’ve done my whole life since being up at 5 a.m. in high school shooting to going back to the gym from about 11 to 1 at night. It’s just what I love to do. Definitely, I just want to get better every day and help the team get better.” Jackson called himself “very inconsistent” with his shot as a freshman and sophomore point guard at Boston College, but he had a breakthrough junior season after Steve Donahue was hired as the Eagles’ head coach. McLaren still ‘optimistic’ about British Grand Prix McLaren team principal Martin Whitmarsh says he remains an ‘optimist’ about Lewis Hamilton and Jenson Button’s chances for the British Grand Prix, despite a difficult time in Valencia last weekend. Both Button and Hamilton were unable to challenge Red Bull Racing and Ferrari’s leading drivers as they struggled with tyre degradation at the European Grand Prix. After the race, both drivers urged the team to deliver improvements to the car - and Hamilton conceded that his world championship chances were effectively over because he was now 89 points adrift of Sebastian Vettel. But Whitmarsh is refusing to throw the towel in yet, and says that improvements in the pipeline for Silverstone – which could include a revamped DRS wing – plus different track conditions, could help his team return to form. “There has never been a car that has had enough power and enough downforce,” said Whitmarsh about the comments his drivers had made. “You are working all the time to do that. We were not exploiting the tyres correctly; we were struggling with traction

– and that was not to do with downforce, that was tyre temperature.” He added: “But I am an optimist. We plan to go to Silverstone with some new things; we will have new parts and possibly a new rear wing – various bits and pieces. “Silverstone is very different to here. Anyone who stands here and say I am sure we will be back with the quickest race car would be rather foolish, but we will see how we get on. “We’ve had a difficult afternoon, but we had three races with the quickest race car and we just did not have the quickest one here. This is not the intention and we will be working hard to develop the car to be quicker at Silverstone.” Hamilton’s difficult afternoon in Valencia left him in no doubt that Sebastian Vettel was well on course to take his second world title. “He has pretty much won it,” Hamilton was quoted as saying by the British press. “It’s finished really, in the sense of the championship. Unless he doesn’t finish the next 10 races, which is very unlikely, then he is gone. “We just can’t beat Red Bull right now. They would need to fall off the track for me to beat them. Winner Vettel says he is not thinking of title yet despite huge gap Sebastian Vettel insists he is not looking at the championship table yet, despite his huge advantage after his victory in Valencia. The world champion scored his sixth win in eight races on Sunday, extending his lead in the championship over Mark Webber and Jenson Button to 77 points. The gap means Vettel would still lead the championship even if he missed the next three races. But the Red Bull driver says it is important ro focus on each race to try to achieve the best result, and claimed he is not focused on the championship yet. “I don’t look at the gap, it is a long season,” said Vettel. “For sure we have had a phenomenal start to the season. We continue that way, we have to take every single race as it comes. Surely we don’t have to win by taking too much risk but the target is still to win races. “It feels wonderful like I said today and we try to achieve our optimum. If we have the chance to win then we have to take it. If

the day comes and we are not competitive enough, and we are good enough for third, we have to finish third and not seventh. “At the moment we all enjoy it. It is incredible the achievement and step the team made in the last two/three years. Every single department got so much professional. We have to keep doing what we do, and stay hungry wanting to win races and wanting to become better and better every time.” The German, who has also been on pole position in all but one of the races this year, denied his win in Valencia had been easy. He also praised the work of his Red Bull team for having produced such a strong car again. “Maybe from the outside,” he said. “I don’t know how much there was happening in the grand prix. From myself it looked like an absorbing race. I enjoy it so much when it is you and your car every single lap. I had pressure from behind with Fernando and Mark, they were pitting some times before and some times after, they were pushing hard. “For some reason I enjoy this track and it’s smooth too - it is fantastic. The team has done a phenomenal job. Even though we come here and say it might be tricky, we managed to put everything together. A faultless weekend and I am very happy with this result.”
