President George H.W. Bush apologizes after actress accuses him of groping LOS ANGELES - Former U.S. President George H.W. Bush apologized through a spokesman on Wednesday for what an actress described as a sexual assault but which Bush said was intended as a friendly pat and a joke to put her at ease during a picture-taking session.

Heather Lind, who starred in the AMC cable television network’s historical drama “Turn: Washington’s Spies,” accused Bush of groping her as they posed for photos together with his wife and others during a promotional event for the show in 2014.

The allegation surfaced in an Instagram post from Lind featuring a photograph of Bush, 93, shaking hands with former President Barack Obama during an appearance of all five living former presidents at Saturday’s hurricane fund-raising benefit.

In the post, Lind, 34, said that seeing that photo reminded her of her own meeting with the 41st president three years earlier, when, according to her, “he sexually assaulted me while I was posing for a similar photo.”

“He didn’t shake my hand. He touched me from behind from his wheelchair with his wife Barbara Bush by his side,” Lind wrote. “He told me a dirty joke. And then, all the while being photographed, touched me again.”

Lind said the former first lady “rolled her eyes as if to say, ‘not

again.’”

The Instagram post, since deleted, carried the “MeToo” social media hashtag spawned by the recent outpouring of sexual assault and sexual harassment accusations leveled against former Hollywood executive Harvey Weinstein. Weinstein has denied engaging in non-consensual sex with anyone.

Bush’s spokesman Jim McGrath, issued a statement in response to Lind’s post that sought to explain the former president’s behavior as an attempt to make light of social awkwardness posed by his own physical disability during photo sessions.

Confined to a wheelchair, as Bush has been for about the past five years, “his arm falls on the lower waist of people with whom he take pictures,” McGrath said.

“To try to put people at ease, the president routinely tells the same joke - and on occasion, he has patted women’s rears in what he intended to be a good-natured manner. Some have seen it as innocent; others clearly view it as inappropriate,” McGrath wrote.

“To anyone he has offended, President Bush apologizes most sincerely.”

Representatives for the actress were not immediately available for comment on the president’s response to her allegations, and it was not clear what prompted her to take down the Instagram post in question. (rtr)

Thor finds his funny side as apocalypse nears in ‘Ragnarok’

LOS ANGELES - The end of the world is nigh, and Marvel’s brawny superhero Thor finds himself hammerless and held hostage on a kitsch futuristic planet light years away from his home, in a sequel that revamps the slightly dim-witted Norse god with irreverent humor.

“Thor: Ragnarok,” the third installment of Marvel’s standalone “Thor” film franchise, sees Chris Hemsworth reprise his role as the superhero and places Thor well outside of his comfort zone, relying on others to help him save the world.

“I was a bit sick of the Thor I’d created,” Chris Hemsworth told Reuters.

“I think that I have an obligation to change it up, you know, and give people something different, something new,” he added.

“Ragnarok,” in international theaters this week and on Nov. 3 in North America, opens with Thor hanging from a dungeon ceiling in a cave talking to a skeleton, and as things only get more bizarre, Hemsworth showcases his comedic timing with off-the-cuff jokes.

“He’s literally playing himself,” director Taika Waititi said. “You look at Chris, he looks like Thor weirdly, and he’s funny, charming, beautiful guy, lovely guy and loves hammers ... he is that character.”

After reuniting with his mischievous and devious brother Loki, Thor discovers they have a sister, the formidable Hela (Cate Blanchett), who has her eyes on destroying his celestial home of Asgard.

Thor loses his magic powerwielding hammer and is cast away by his sister to an unknown futuristic planet and held hostage by an eccentric Grandmaster (Jeff Goldblum), forced to fight his fellow Avenger, the Hulk.

“Ragnarok,” part of Walt Disney Co’s Marvel film franchise, is by

far the biggest production for New Zealand director Waititi, who previously wrote and directed small, independent fare such as 2010’s “Boy” and 2016’s “Hunt For the Wilderpeople.”

But the comedy in “Ragnarok” is very much a trademark of Waititi, who likes to find comedy often by placing unlikely characters in mundane settings, such as vampires sharing an apartment in 2014’s cult hit “What We Do in the Shadows.”

Waititi said in fact that the vampire mockumentary may be remade into an American TV series.

“I love the idea of ... Hulk and Thor (sitting) on the bed making up after an argument -- like, you don’t see that in these films,” Waititi said.

“The fact that they allowed me to put that kind of stuff in this movie is amazing and that’s why I think it feels like a Taika film.” (rtr)

KOSAMBI - Two explosions and a fire at a fireworks factory in the western outskirts of Indonesia’s capital killed 47 people and injured dozens on Thursday, police said, and the death toll was expected to rise. Thick plumes of dark smoke billowed from a factory warehouse in the Tangerang district of Jakarta, an industrial and manufacturing hub on the island of Java, TV broadcasts showed.

Hours later the burnout factory was still smouldering and there was a strong smell of burning plastic and chemicals. Witnesses said there were two explosions, one at around 10 a.m. (0300 GMT) and another about three hours later, both of which could be heard miles away, media reports said.

A grisly video of the scene inside the warehouse, which was widely shared on social media, showed onlookers counting badly charred bodies. “From the manifest we obtained, there were 103 workers. Of those 103 workers ... there were 46 who were

injured,” Jakarta police spokesman Argo Yuwono told Metro Television.

“We also found some who had died.

There are 47 bodies.”

An official had earlier put the death toll at 30. Yuwono said 10 people on the manifest who were not accounted for may have left with light injuries or not been working at the time of the blasts. The online video and media images of the PT Panca Buana Cahaya Sukses warehouse showed smouldering ash and debris, with the roof missing in some parts.

A search and rescue official,

Deden Nurjaman, said bodies were still inside and he expected the death toll to climb. “People were burned so badly you couldn’t see their faces... It was really bad,” said Nurjaman.

PVMBG evaluates Mt. Agung’s alert level in Jakarta

AMLAPURA - Governor of Bali, Made Mangku Pastika, has asked the Center for Volcanology and Geological Disaster Hazard Mitigation (PVMBG) to lower Mt. Agung’s alert level from ‘warning’ to ‘watch.’ And that residents living outside the radius of 6 kilometers from the mountain be allowed to return home. The PVMBG however has not granted this request but said that they would conduct an evaluation meeting related to the status of Mt. Agung volcanic activity in Jakarta on Thursday (Oct. 26).

Sub-division Head of Volcanic Mitigation for Eastern Region, Devy Kamil Syahbana, said on Wednesday (Oct. 25) that despite the decline in seismicity from the range of 600-1000 incidents around Oct 20th to the 300-300 incidents happening now, this does not indicate that there has been a gradual decline in volcanic activity. Syahbana explained that sudden decline in seismicity of around 100 times shows spatial changes in the location of earthquakes, including the measurement of pulsation of Mount Agung.

“Previously, the seismic pattern occurred in the crater from the west and northwest, while on October 20 the earthquake dropped from the crater to the northeast.

This condition must still be monitored”, said Syabhana.

Any decrease in the alert level warning for Mt. Agung will have to wait for the results of the evaluation meeting on October 26. This evaluation will take into consideration all the parameters from the equipment installed on Mount Agung including seismicity, deformation, visual aspects and other criteria. “ Let us see the results first. Then we can see if the alert level should be lowered to ‘watch’”, she said.

According Devy Syahbana, if the alert level of Mount Agung is lowered, it does not mean that Mount Agung has recovered 100 percent. She added that although some people assess that there has been a decrease in seismicity, the seismogram is still recording hundreds of earthquakes a day. “If there are still hundreds of earthquakes we have to remain alert and must not be careless because the potential of an eruption has not disappeared at all” said Devy Syahbana.

Related to preparations for the evaluation in Jakarta, Devy explained that her office has compiled all the data that has been collected through the equipment used to monitor Mount Agung all this time. “The data we get from the equipment has been analyzed and evaluated comprehensively to allow for the best decisions. Please wait for the results of the evaluation to see what will be deiced in terms of the alert level”, she explained.

The increase of PVMBG’s alert level from watch to warning over a month ago was decided in Bali, so many people are asking why the decision to lower the alert level should now be decided in Jakarta. Devy explained that the authority to decrease the warning level does in fact lies with the Ministry of Energy and Mineral Resources, and that the meeting in Jakarta is to evaluate the current data. The decision regarding the alert status will not be made in Jakarta because it is entirely under the authority of the PVMBG to make such a decision.

“So, the Ministry of Energy and Mineral Resources is entitled to decide what the alert level of Mount Agung is to and issue a recommendation. It is the responsibility of the PVMBG in accordance with the Ministry of Energy and Mineral Resources regulation No. 15/ 2011”, she explained.

When asked about the insistence to lower the alert level and the issuance of the recommendation for evacuees from villages outside of the 6 kilometer radius of Mt. Agung should return home, Devy Syabhana asserted that her office is open to suggestions and input,. However she added that everything related to the decree on the alert level and recommendation for evacuees to return home in the authority of the PVMBG. SO whatever decision is taken by the PVMBG is best for the community.

“We are going to find the best solution for the public.

We can make recommendations but it does not mean that people are free from this crisis and can go back to their normal daily activities. Based on the experience of other volcanos in the world under similar conditions we see two options, one is that it takes time before the volcano erupts, the other is that the volcano runs out of gas. But here we are still seeing sulfuric gaz smoke coming out of the crater. This is a sign that there is pressure in the body of the volcano. Both scenarios may occur”, said Syahbana. (kmb41)

MANGUPURA - Although the installation of the Garuda Wisnu Kencana (GWK) statue has faced some challenges, the 234th module is now in the process of being installed. The lower part of the Garuda bird is currently being installed in 28 modules and should be finished by October 31rst. The total number of modules for this part of the statue is 262 of the total of 754 modules. “The 28 modules consist of 12 wing modules and 16 modules for lower part of the Garuda bird”, explained sculptor Nyoman Nuarta, who started work on the GWK again on (Oct. 25).

Nuarta said that the figure of Garuda Wisnu Kencana is slowly starting to take shape.

The Garuda figure standing at a height of 250 meters is expected to be fully assembled together between November 25-31. Hundreds of artists have been involved in the process of creating the GWK modules in the

Nyoman Nuarta Studio.

“A total of 120 artists are working on the installation in Bali. We hope the GWK will be fully completed by August 2018. The area of the culture park however, will continue to be worked on, built up and developed” said Nuarta.

From the planning and design phase that started in 1989 until the construction that started in 2017, the Garuda Wisnu Kencana statue has been created over 28 years. The GWK is to become a new landmark for Bali tourism that relies on heritage. There is also pride in being able to show the world that, developing countries like Indonesia can create a masterpiece of this stature “GWK will be evidence that we are sovereign in the field of culture.

We hope the world cultural qibla will happen at GWK Cultural Park because this attraction does not only offer a statue, but also world cultural forums”, added Nuarta. (kmb23)

Residents complain about mobile bar and mobile ads

MANGUPURA - Local residents have been complaining about the mobile bar circulating in Kuta and Legian because the vehicle in question moves very slowly causing traffic jams.

Also this mobile bar business is considered to not be in line with the culture and character of the international tourism area that Kuta is.

According to Chief of LPM Legian, Ketut Sudana, accompanied by his deputy chief, AA Bagus Cahyadi, said on Wednesday (Oct. 25) that this innovative business is not suited to the culture of Bali and that drinking on the sidewalk is in fact prohibited – let alone a circulating bar.

“This can also be dangerous for the drinking passengers” he said.

This mobile bar is dangerous for both road users and passengers and is basically a alcohol party on the streets. “If tourists are getting drunk who will be responsible? Moreover, the vehicle passes on public roads from morning until night”, added Sudana who further explained that the concept had been put forward

some five years ago but was not granted permission to operate.

IN addition to complaints about the mobile bar business, local residents have also been complaining about ads plastered on motorcycles that roam around town. Sudana said that one such business was stopped three times as they did not have a permit for such activities. “They claim that they have requested a permit but until they have one they are not allowed to pass through Legian” he said.

IN response to these complaints, headman of Legian, Made Madiya Surya Natha, said that he wrote a letter to the Badung Transportation Agency, the Tourism Office, the Integrated Office of Licensing and Investment and the Badung Municipal Police. Together with LPM Legian, Natha requested exposure for clarity of information related to the moving bar business. “The point is that we are asking for an explanation about whether this business has a license or not. Belarus Fashion Week

MINSK - Belarus Fashion Week is an international professional event, aimed at the promotion of designer clothes “prêt– a–porter” and “prêt–a–porter de luxe” in Belarus. First season of BFW was held in Minsk in the fall of 2010. Small businesses facing potential bankruptcy

OJK issues credit dispensation policy AMLAPURA — Numerous small businesses in Karangasem have been worried about the severe decrease in their income and ensuing inability to pay the banks interest on their loans following the threat of Mt- Agung erupting. The Financial Services Authority (OJK) finally had a meeting with the Mt. Agung Disaster Precaution Taskforce, the OJK and bank representatives that took place at the Tanah Ampo Command Post on Tuesday (Oct. 24). The OJK affirmed that they would be issuing a credit dispensation policy for affected businesses. Dozens of small businesses in Karangasem had coalesced into HIPKAR to address this issue.

Head of OJK for Regional 8 Bali and Nusra, Hisbullah, said that after receiving letters of complaint from small entrepreneurs and hearing out the Commander of Taskforce, Fierman Sjafirial Augustus and Deputy Regent of Karangasem I Wayan Artha Dipa, he explained that a supporting letter from the Government of Bali, the Tanah Ampo Command Post and the BNPB stating that that this credit dispensation policy is needed.

“Furthermore, the Bali representative OJK will conduct an evaluation and immediately propose the policy to the Central OJK”, Hisbullah said.

This OJK policy is specifically to address issues with banks. In the meantime, the village credit agency (LPD) are not subject to the OJK. This micro finance institution is managed by customary villages under the supervision of the local government, as do other financial institutions such as cooperatives. Apparently the government of Bali has prepared a liquidity fund worth some IDR 4 billion for the 60 LPDs that are affected.

The OJK indeed has the authority to regulate the domestic financial industry by issuing strategic policies.

Since the warning alert level for MT. Agung was announced, the OJK has been working with the affected banks.

According to bank records, there are 24 banks and 54 people’s credit banks (BPR) in the disaster-prone areas with total loans reaching some IDR 22.

3 billion. In addition to commercial banks, banks outside the radius of the warning zone have also issued some IDR 584.4 billion worth in credit to businesses in Karangasem. BPD Bali has also issued some IDR 4.6 trillion worth in credit to businesses within the warning zone. Credit affairs in Karangasem certain amount to a lot and currently there is about IDR 54 billion worth in credit that is at risk due to the threat of a volcanic eruption.

Deputy Regent of Karangasem, I Wayan Artha Dipa said that he hopes that the credit dispensation policy will be issued soon because if things

continue as they are there is a real threat Karangasem’s economy – particularly small businesses will be in serious trouble.

Commander of the MT. Agung Taskforce, Fierman, admitted that he was relieved to hear that a solution had been found. This solution he added s commonly applied to situations like this as witnesses in the cases of Mount Sinabung and Mount Merapi.

Branch Manager of BRI Karangasem, I Gede Dianarta, said that his management is ready to apply whatever policy is issued by the OJK. “We are just waiting for the official policy”, he said.

As reported previously, the threat of Mount Agung erupting over the last month has paralyzed Karangasem’s business sector with turnover rates dropping by some 90 percent. Many businesses are facing the real threat of bankruptcy, as they are unable to pay their interest on bank loans.

Following the increase of the alert level for Mount Agung to warning status on September 22nd, entrepreneurs in Karangasem finally joined together to establish the Small Entrepreneur Association of Karangasem (Hipkar).

They met the Regent of Karangasem I Gusti Ayu Mas Sumatri in her office on Monday (Oct. 23).

Gradual construction of golden triangle port needs IDR 100 billion

SEMARAPURA — Klungkung government has the ambition to realize the construction of the golden triangle port at Pesinggahan village, Dawan subdistrict, Sampalan village, Batununggul and Bias Munjul in Nusa Ceningan.

The budget required to realize the project is around IDR 100 billion. This was conveyed by the Head of the Klungkung Transportation Agency, I Nyoman Sucitra, on Tuesday (Oct. 24).

To smooth the plan, the district government has made technical preparations. For instance, development plan of Sampalan Port has entered the stage of presentation of Detailed Engineering Design (DED) and master plan. Then, the Pesinggahan and Bias Munjul have been in the feasibility study with the budget sourcing from regional budget 2017. “For the Sampalan Port, the construction requires a budget of IDR 35 billion. To realize them all will totally need IDR 100 billion,” he said.

Considering the budget is quite fantastic, he stated the construction is difficult to be completed within one year, but must be done gradually. “The budget is very large. As planned, the port project at Sampalan

Ahead of Galungan, refugees start to return home Taskforce re-arrange guard post

AMLAPURA — Ahead of Galungan and Kuningan celebration on November 1, the refugees begin to leave their refugee camp. This is seen from the number of refugees continuing to decrease since Tuesday (Oct. 24) where from 133,503 refugees in 388 evacuations have reduced to 133,468 in 387 refugee points on Wednesday (Oct. 25). To anticipate this, the Mt. Agung Disaster Management Taskforce will rearrange all the guard posts leading to warning zone.

Commander of the taskforce, Fierman Sjafirial in Augustus, said to have met with leaders of religious institutions, traditional leaders and community leaders to anticipate this. In the meeting, the commander of taskforce explained the nature of disaster threats, share the same understanding and explain to the public that position of residents within the warning zone is in danger. “Firstly, we have done in Rendang. NEGARA — A week before Galungan, the prices of some commodities have been gradually on the rise. In addition, the needs for local fruits such as snakefruit of Karangasem are difficult to find.

To replace the needs for snakefruit, merchants are forced to bring in snakefruit from Java.

A number of fruit merchants in Negara Public Market stated that snakefruit of Karangasem with its distinctive taste has been rarely supplied since this week.

Nevertheless, they still provide snakefruit brought in from outside Bali. “Perhaps, the scarcity since a month ago also happens as the impact of warning alert level,” said Putu Parwani, a fruit merchant, on Wednesday (Oct. 25).

Usually, ahead of Galungan and Kuningan, local fruits including Balinese snakefruit are hunted by

many consumers. Although merchants provide snakefruit from Java sold for IDR 15,000 per kilogram, many consumers still ask for snakefruit of Karangasem. Actually at this time, the price of Balinese snakefruit is more expensive than Javanese snakefruit.

Smooth supplies In the meantime, to monitor the price and availability of basic necessities ahead of next religious holidays, the Jembrana Cooperatives, Industry and Commerce Agency made site inspection to a number of traditional markets.

On his Facebook profile, Cody wrote that he was looking for a girlfriend who will accept “me for me.”

“Y am I ugly,” he posted on Christmas Day 2015.

Cody lived with his parents in an aged motorhome at an East Tennessee campground. When he was well enough, he worked on a farm with his father, feeding cattle, putting up hay, hauling molasses in a dump truck from one barn to another.

On August 2, 2016, Cody died after a heart attack on his way home from dialysis. Too poor to bury or cremate him, Cody’s parents donated their son’s body to an organization called Restore Life USA. The facility sells donated bodies – in whole or by part – to researchers, universities, medical training facilities and others.

“I couldn’t afford nothin’ else,” father Richard explained.

The month after Cody died, Restore Life sold part of the young man’s body: his cervical spine. The transaction required just a few email exchanges and $300, plus shipping.

Whether Restore Life vetted the buyer is unclear. But if workers there had verified their customer’s identity, they would have learned he was a reporter from Reuters. The news agency was seeking to determine how easy it might be to buy human body parts and whether those parts would be useful for medical research.

In addition to the spine, Reuters later purchased two human heads from Restore Life, each priced at $300.

The transactions demonstrate the startling ease with which human body parts may be bought and sold in the United States. Neither the sales nor the shipments violated any laws, say lawyers, professors and government officials who follow the issue closely. Although it’s illegal to sell organs used for transplants, it’s perfectly legal in most states to sell body parts that were donated for research or education. Buying wine over the Internet is arguably more tightly controlled, generally requiring at minimum proof of age.

To comply with legal, ethical and safety considerations before the purchases, Reuters consulted with Angela McArthur, who directs the body donation program at the

University of Minnesota Medical School. She took immediate custody of the spine and heads for Reuters, inspecting and storing them at the medical school. McArthur said she was troubled by how easily the body parts were acquired and by the failure of Restore Life to perform proper due diligence.

“It’s like the Wild West,” McArthur said. “Anybody could have ordered these specimens and had them delivered to their home for whatever purpose they want.”

McArthur examined the remains and the documentation included with them to determine how useful the parts would be for medical research. Her review was based on national safety and ethics standards she helped draft for the American Association of Tissue Banks, the American Association of Clinical Anatomists and the University of Minnesota.

She concluded that the medical history Restore Life provided was insufficient, and that the accompanying paperwork was sloppy and inadequate. For those reasons, the specimens did not meet standards for use at her university, she said.

“I haven’t seen anything this egregious before,” McArthur said.

“I worry about the future of body donation and public trust in body donation when we have situations like this.”

“RESPECT AND DIGNITY” Contacted several months after the sales, Restore Life President James Byrd briefly explained his approach to business.

“Organizations like ours are what I consider accountable because, especially us, we have direct contact with the donor family,” he said. “And there’s a certain level of respect and dignity that is involved there because we have that personal relationship with them.”

Byrd subsequently declined to be interviewed or answer written questions. But he emailed a statement in which he criticized Reuters for making the purchases.

“It’s obvious your team at Thomson Reuters has no concern for those that seek help from our organization,” he wrote. “You only wish to hurt those that need help the most.”

Byrd added that Restore Life does good work by supplying body parts to researchers working to cure cancer, dementia and other diseases.

“We help countless people through a wide range of research working with world-renowned researchers,” he wrote.

Whatever good Restore Life hoped to achieve by supplying these body parts, McArthur said, its poor handling of the remains “miserably failed” to serve researchers and the three donors: Cody Saunders and the unidentified man and woman whose heads Byrd sold to Reuters.

McArthur said the relatives of donors, whose intentions are noble during a difficult time, deserve better from the industry.

“People think they are doing the right thing, and they want to fulfill their loved ones’ wishes,” said McArthur, who formerly chaired Minnesota’s body donation commission and serves on the leadership council of the American Association of Clinical Anatomists. “I know they would feel exploited to know that something like this happened.”

Thomas Champney, an anatomy professor at the University of Miami Miller School of Medicine, also expressed alarm at the ease of the sales.

“Human body parts should not be bought and sold in the same manner as used refrigerators,” he said.

THE BROKER Byrd, 50, has been in the body parts business for two decades. An East Tennessee native, the body broker recently was runner-up in a stand-up comedy contest called The Funniest Person in the Tri-Cities, the region surrounding Kingsport, Johnson City and Bristol.

Before opening Restore Life, Byrd directed a nonprofit tissue bank called American Donor Services, then located near Memphis.

For several years, one of American Donor’s chief orthopedic customers was a Texas firm affiliated with a company that distributed bone grafts made in part from human tissue. In 2005, according to sworn testimony in a civil lawsuit, American Donor shifted to a new chief orthopedic customer. The new buyer paid as much as $10,000 per donor, provided a $200,000 line of credit and began managing American Donor’s financial affairs.

Byrd left American Donor Services a short while later, worked briefly for a vascular tissue bank, and then founded Restore Life in 2008.

Based in Elizabethton, Tennessee, Restore Life obtains bodies mostly from people in Tennessee, Virginia and North Carolina. In return for body donations, Restore Life offers to pick up the deceased, cremate the unused remains for free and return them to the family.

In 2011, Byrd spoke publicly about

Restore Life in a presentation to the commissioners in nearby Sullivan County. Officials there had grown frustrated by the increasing cost to taxpayers of cremating the indigent.

According to a recording of that meeting, Byrd explained that he could help the county. He also noted that many families who donated to Restore Life did so for financial reasons: All expenses were covered, including cremation.

“We have become more a service for those indigent and pauper cases that can’t afford a funeral,” Byrd told the commissioners. “It’s a perfect fit for situations where families don’t have the funding or sometimes where it’s left to the county for funding.”

Restore Life’s informal arrangement with Sullivan County to take indigent bodies continues today, county officials said. A few times a month, they said, the medical examiner or other officials refer pauper cases to Byrd for possible donation. At the 2011 meeting, County Attorney Dan Street said a formal arrangement with Byrd was unnecessary because officials were merely referring the indigent to him, without any endorsement implied.

“This company is simply going to come and take these bodies,” Street told commissioners. “We’re simply getting out of the way and letting them do what private enterprise does best.” (rtr)

“The first capitalist city in the world ... this is the unique thing that will be revolutionary,” said Prince Mohammed, heir to the throne of the largest Arab economy, an absolute monarchy. “Without a doubt, at the end of the day NEOM will be floated in the markets. The first zone floated in the public markets. It’s as if you float the city of New York.” The 32-year-old spoke on the sidelines of the Future Investment Initiative conference, which has attracted nearly 4,000 delegates from around the world to Riyadh this week.

On Aramco’s IPO, he said: “We are on track in 2018... but the listing (details) are still under discussion ... It will be IPO-ed in 2018.” Switching between English and Arabic, sometimes in the same sentence, the prince seemed most excited discussing his plans for the new city.

“We’re pursuing until we can be sure that nothing will happen there like Hezbollah again, because Yemen is more dangerous than Lebanon,” he said. Hezbollah, armed and backed by Iran, has become a formidable force in Lebanon and Syria. The Houthis also reportedly receive arms and training from Iran, Riyadh’s arch-rival. Jaja Iku-Iku, a Sweet and Sticky Cake Delight your senses in Balinese traditional cakes. Local community has a variety of sticky and sweet jaja (cake). Various types of cake are made specifically to be part of ritual, offered to the ancestors, while some others are made deliberately for consumption. However, all the cakes are usually used for offering other than for snacks and on the way round.

One of the cakes serving as a part of ritual, but usually presented as the offering, is the iku-iku cake.

This round and oval-shaped cake with a flat bottom like a turtle has

a sweet taste and sticky. Sweet taste is prostrated not due to artificial sweetener, but it is from pure sugar.

For the base, it uses banana leaf to avoid chemicals.

Jaja iku-iku is often used as a snack by farmers served in their mutual assistance. For example, it is served when transplanting paddy seedlings in mutual assistance in the fields. In such a mass activity, it is usually accompanied with the provision of small lunch party. Jaja iku-iku is served as dessert after having the main course.

BOSTON - More than half a century after U.S. President John F. Kennedy was struck down by an assassin’s bullet in Dallas, Texas, the United States is due on Thursday to release the final files on the investigation into the killing that rattled a nation.

Academics who have studied Kennedy’s slaying on Nov. 22, 1963, said they expected the final batch of files to offer no major new details on why Lee Harvey Oswald gunned down the first and only Irish-American Roman Catholic to hold the office.

They also feared that the final batch of more than 5 million total pages on the Kennedy assassination held in the National Archives will do little to quell long-held conspiracy theories that the 46-year-old president’s killing was organized by the Mafia, by Cuba, or a cabal of rogue agents.

Thousands of books, articles, TV shows and films have explored the idea that Kennedy’s assassination was the result of an elaborate conspiracy. None have produced conclusive proof that Oswald, who was shot dead a day after killing Kennedy, worked with anyone else, though they retain a powerful cultural currency.

Sea of black as thousands gather in Thailand for late king’s funeral

BANGKOK - Amid beating drums, the whistle of an ancient flute and an artillery salute, Thailand began a lavish and elaborate ceremony on Thursday steeped in ancient rites for the funeral and cremation of revered late King Bhumibol Adulyadej.

Hundreds of thousands of blackclad mourners lined the streets of Bangkok to watch the funeral procession, with buildings on the route draped in yellow marigolds before his cremation.

Mourners slept overnight on thin plastic mats on pavements near the Grand Palace in the Thai capital so they could get a good view of the procession.

“This is the last goodbye. I really love and miss him. It is very difficult to describe,” said a tearful Pimsupak Suthin, 42, who traveled to Bangkok from the northern province of Nan. King Bhumibol, also known as King Rama IX, died last October aged 88 after ruling for seven decades. He played a pivotal role in maintaining stability during years of political upheaval and rapid development.

Officials dressed in blue and orange removed a symbolic golden urn from the Dusit Maha Prasart Throne Hall at the start of the ceremony.

The late king’s body, which had been lying in state at the palace since his death, was moved to the cremation area on Wednesday night.

New King Maha Vajiralongkorn, King Bhumibol’s only son, arrived at the Grand Palace dressed in a red uniform with his two daughters and young son.

He presided over religious chanting as the urn was removed by soldiers and placed onto a golden chariot. Other senior members of the Thai royal family walked behind the urn, which arrived at the royal crematorium early on Thursday afternoon before the evening’s cremation.

A sum of $90 million has been set aside for the funeral, the likes of which has never been seen in Thailand, officials have said, even though King Bhumibol was portrayed as a frugal man despite being one of the world’s wealthiest monarchs.

In other parts of the Thai capital and around the country, 85 smaller replicas of the royal crematorium and more than 870 pavilions were built for mourners to lay sandalwood flowers and pay their final respects to their beloved king.

Many were visibly moved as dozens of men, clad in ancient red garb, pulled the golden chariot carrying the royal urn.

Others clutched black and white pictures of the late king and many chose to prostrate themselves as the royal urn passed by. The practice was abolished in 1873 by King Chulalongkorn, also known as Rama V. In Nonthaburi province north of Bangkok, a long queue of black-clad mourners waited to place sandalwood flowers to pay their final respects as volunteers handed out food. (rtr)

Indonesia warned about price of palm oil on environment

LONDON - Indonesia is exacerbating the effects of climate change by swapping its rainforest for palm plantations in a switch that could make water more scarce and wildfires more common, scientists said on Wednesday.

The world’s biggest producer of palm oil - which is used in everything from soap to cereal - has lost almost a quarter of its forest since 1990, according to U.N. and World Bank data.

Outbreaks of haze - the result of fires that are started as a cheap way to clear land for crops - engulf the region each year. They cost the country $16 billion in 2015 and left more than 500,000 Indonesians with respiratory ailments. Loss and

degradation of forests also account for about 15 percent of global emissions of greenhouse gases, which contribute to global warming, conservation groups say.

Now, an international team of scientists has found the loss of rainforest has a direct effect on local temperatures, too. “Land use change from forest to cash crops such as oil palm and rubber plantations ... has a surface warming effect, adding to climate change,” Alexander Knohl, a co-author of the study published in the journal Biogeosciences, said in a statement.

The study analysed satellite data collected between 2000 and 2015 over the Jambi province in the island of Sumatra, one of the areas most affected by deforestation. It found that overall, average mid-morning surface temperature went up by 1.05 Celsius in the re-

gion, but increased only 0.45 C in untouched forest areas, suggesting deforestation was boosting the effect of climate change. Land freshly cleared of trees was up to 10 C degrees warmer than forest areas. The differences in surface temperature remained when plantations had replaced the old vegetation.

Fully grown palm oil plantations were about 0.8 C warmer than forests, while young palm oil plantations were up to 6 C warmer, as young trees have fewer and smaller leaves, which transpire less water reducing their cooling effect. “Also, the soil receives more solar radiation and dries out

faster,” said lead author Clifton Sabajo of the University of Gottingen in Germany. Under the landmark Paris accord reached in 2015, rich and poor countries pledged to limit the rise in average world temperatures to well below 2 degrees C above pre-industrial times. (rtr)

Indonesian government intensifies talks on country`s land, maritime borders

JAKARTA - The Indonesian government continues to intensify negotiations on its land and maritime boundaries with several countries, Foreign Minister Retno L.P. Marsudi stated. “The diplomacy to uphold our sovereignty and to protect the Unitary State of the Republic of Indonesia is conducted through negotiations on its borders, both land and maritime,” he noted here on Thursday.

The statement was made by the Indonesian foreign minister at a press briefing to highlight the three-year achievements of the application of the foreign policy of the Working Cabinet held at the Pancasila Building of the Ministry of Foreign Affairs. According to Marsudi, the efforts to intensify border negotiations by Indonesia

are crucial, as discussions with some countries have not been held since 2003.

“Hence, we are committed to intensifying the discussions. However, negotiations on the boundaries of the country take a long time, but we still have confidence that there will be progress,” he remarked. On the occasion, Foreign Minister Marsudi elaborated on some negotiations on the border regions of Indonesia held in the last three years.

In 2015, the Government of Indonesia had conducted nine maritime border negotiations with the Philippines, Malaysia, and Timor Leste. In addition, the government had held 14 land border negotiations with several countries.

In 2016, the Indonesian gov-

ernment had conducted 20 negotiations on Indonesias maritime boundaries with several countries, three deliberations held by special envoys, and 16 land boundary negotiations.

“Indonesia and Malaysia have agreed on a memorandum of understanding for conducting a survey and a demarcation between Kalimantan and Sabah, and we are also in the final phase of negotiations on land boundaries between Indonesia and Timor Leste,” Foreign Minister Marsudi pointed out.

In 2017, the Government of Indonesia had ratified two maritime boundary agreements for the Indonesia-Singapore maritime border and the Exclusive Economic Zone agreement between Indonesia and the Philippines. (ant)

“I am very happy - tonight I saw a lot of positive things - the young players’ performance. Charly Musonda, Kenedy, Ampadu - he is only 17 years old - they all played a very good game,” Conte told reporters after the match.

“It is important to trust in these players and I am happy because I had a good answer, the answer I was waiting for.

Allegri demands big improvement from see-saw Juve MILAN - Juventus coach Massimiliano Allegri has told his team that they will lose to AC Milan in Saturday’s Serie A showdown at San Siro unless they improve from what he considered an untidy display in their last match. Conte rotated his team after last Sunday’s 4-2 win over Watford in the Premier League and rested several key players, handing starts to 17-year-old Ethan Ampadu along with Brazilian Kenedy and Charly Musonda.

Ampadu, who was making his first start, and Kenedy played the full game while Musonda was substituted in the 70th minute as Chelsea held on to beat Everton despite a late goal from Dominic Calvert-Lewin.

“I am very happy - tonight I saw a lot of positive things - the young players’ performance. Charly Musonda, Kenedy, Ampadu - he is only 17 years old - they all played a very good game,” Conte told reporters after the match.

“It is important to trust in these players and I am happy because I had a good answer, the answer I was waiting for.

“I think that in these type of games the young players are improving - to see Ampadu tonight is important because we know we have many young players we can improve and give them opportunities.”

Allegri demands big improvement from see-saw Juve MILAN - Juventus coach Massimiliano Allegri has told his team that they will lose to AC Milan in Saturday’s Serie A showdown at San Siro unless they improve from what he considered an untidy display in their last match. Both teams enjoyed 4-1 wins on Wednesday with Juve beating SPAL at home and Milan winning away to Chievo, but there were very different reactions from the two coaches.

BOSTON - More than half a century after U.S. President John F. Kennedy was struck down by an assassin’s bullet in Dallas, Texas, the United States is due on Thursday to release the final files on the investigation into the killing that rattled a nation.

Academics who have studied Kennedy’s slaying on Nov. 22, 1963, said they expected the final batch of files to offer no major new details on why Lee Harvey Oswald gunned down the first and only Irish-American Roman Catholic to hold the office.

They also feared that the final batch of more than 5 million total pages on the Kennedy assassination held in the National Archives will do little to quell long-held conspiracy theories that the 46-year-old president’s killing was organized by the Mafia, by Cuba, or a cabal of rogue agents.

Thousands of books, articles, TV shows and films have explored the idea that Kennedy’s assassination was the result of an elaborate conspiracy. None have produced conclusive proof that Oswald, who was shot dead a day after killing Kennedy, worked with anyone else, though they retain a powerful cultural currency.

Sea of black as thousands gather in Thailand for late king’s funeral

BANGKOK - Amid beating drums, the whistle of an ancient flute and an artillery salute, Thailand began a lavish and elaborate ceremony on Thursday steeped in ancient rites for the funeral and cremation of revered late King Bhumibol Adulyadej.

Hundreds of thousands of blackclad mourners lined the streets of Bangkok to watch the funeral procession, with buildings on the route draped in yellow marigolds before his cremation.

Mourners slept overnight on thin plastic mats on pavements near the Grand Palace in the Thai capital so they could get a good view of the procession.

“This is the last goodbye. I really love and miss him. It is very difficult to describe,” said a tearful Pimsupak Suthin, 42, who traveled to Bangkok from the northern province of Nan. King Bhumibol, also known as King Rama IX, died last October aged 88 after ruling for seven decades. He played a pivotal role in maintaining stability during years of political upheaval and rapid development.

Officials dressed in blue and orange removed a symbolic golden urn from the Dusit Maha Prasart Throne Hall at the start of the ceremony.

The late king’s body, which had been lying in state at the palace since his death, was moved to the cremation area on Wednesday night.

New King Maha Vajiralongkorn, King Bhumibol’s only son, arrived at the Grand Palace dressed in a red uniform with his two daughters and young son.

He presided over religious chanting as the urn was removed by soldiers and placed onto a golden chariot. Other senior members of the Thai royal family walked behind the urn, which arrived at the royal crematorium early on Thursday afternoon before the evening’s cremation.

A sum of $90 million has been set aside for the funeral, the likes of which has never been seen in Thailand, officials have said, even though King Bhumibol was portrayed as a frugal man despite being one of the world’s wealthiest monarchs.

In other parts of the Thai capital and around the country, 85 smaller replicas of the royal crematorium and more than 870 pavilions were built for mourners to lay sandalwood flowers and pay their final respects to their beloved king.

Many were visibly moved as dozens of men, clad in ancient red garb, pulled the golden chariot carrying the royal urn.

Others clutched black and white pictures of the late king and many chose to prostrate themselves as the royal urn passed by. The practice was abolished in 1873 by King Chulalongkorn, also known as Rama V. In Nonthaburi province north of Bangkok, a long queue of black-clad mourners waited to place sandalwood flowers to pay their final respects as volunteers handed out food. (rtr)

Indonesia warned about price of palm oil on environment

LONDON - Indonesia is exacerbating the effects of climate change by swapping its rainforest for palm plantations in a switch that could make water more scarce and wildfires more common, scientists said on Wednesday.

The world’s biggest producer of palm oil - which is used in everything from soap to cereal - has lost almost a quarter of its forest since 1990, according to U.N. and World Bank data.

Outbreaks of haze - the result of fires that are started as a cheap way to clear land for crops - engulf the region each year. They cost the country $16 billion in 2015 and left more than 500,000 Indonesians with respiratory ailments. Loss and

degradation of forests also account for about 15 percent of global emissions of greenhouse gases, which contribute to global warming, conservation groups say.

Now, an international team of scientists has found the loss of rainforest has a direct effect on local temperatures, too. “Land use change from forest to cash crops such as oil palm and rubber plantations ... has a surface warming effect, adding to climate change,” Alexander Knohl, a co-author of the study published in the journal Biogeosciences, said in a statement.

The study analysed satellite data collected between 2000 and 2015 over the Jambi province in the island of Sumatra, one of the areas most affected by deforestation. It found that overall, average mid-morning surface temperature went up by 1.05 Celsius in the re-

gion, but increased only 0.45 C in untouched forest areas, suggesting deforestation was boosting the effect of climate change. Land freshly cleared of trees was up to 10 C degrees warmer than forest areas. The differences in surface temperature remained when plantations had replaced the old vegetation.

Fully grown palm oil plantations were about 0.8 C warmer than forests, while young palm oil plantations were up to 6 C warmer, as young trees have fewer and smaller leaves, which transpire less water reducing their cooling effect. “Also, the soil receives more solar radiation and dries out

faster,” said lead author Clifton Sabajo of the University of Gottingen in Germany. Under the landmark Paris accord reached in 2015, rich and poor countries pledged to limit the rise in average world temperatures to well below 2 degrees C above pre-industrial times. (rtr)

Indonesian government intensifies talks on country`s land, maritime borders

On the occasion, Foreign Minister Marsudi elaborated on some negotiations on the border regions of Indonesia held in the last three years.

In 2015, the Government of Indonesia had conducted nine maritime border negotiations with the Philippines, Malaysia, and Timor Leste. In addition, the government had held 14 land border negotiations with several countries.

In 2016, the Indonesian gov-

ernment had conducted 20 negotiations on Indonesias maritime boundaries with several countries, three deliberations held by special envoys, and 16 land boundary negotiations.

“Indonesia and Malaysia have agreed on a memorandum of understanding for conducting a survey and a demarcation between Kalimantan and Sabah, and we are also in the final phase of negotiations on land boundaries between Indonesia and Timor Leste,” Foreign Minister Marsudi pointed out.

In 2017, the Government of Indonesia had ratified two maritime boundary agreements for the Indonesia-Singapore maritime border and the Exclusive Economic Zone agreement between Indonesia and the Philippines. (ant)

“The first capitalist city in the world ... this is the unique thing that will be revolutionary,” said Prince Mohammed, heir to the throne of the largest Arab economy, an absolute monarchy. “Without a doubt, at the end of the day NEOM will be floated in the markets. The first zone floated in the public markets. It’s as if you float the city of New York.” The 32-year-old spoke on the sidelines of the Future Investment Initiative conference, which has attracted nearly 4,000 delegates from around the world to Riyadh this week.

On Aramco’s IPO, he said: “We are on track in 2018... but the listing (details) are still under discussion ... It will be IPO-ed in 2018.” Switching between English and Arabic, sometimes in the same sentence, the prince seemed most excited discussing his plans for the new city.

Hezbollah, armed and backed by Iran, has become a formidable force in Lebanon and Syria. The Houthis also reportedly receive arms and training from Iran, Riyadh’s arch-rival. Jaja Iku-Iku, a Sweet and Sticky Cake Delight your senses in Balinese traditional cakes. Local community has a variety of sticky and sweet jaja (cake). Various types of cake are made specifically to be part of ritual, offered to the ancestors, while some others are made deliberately for consumption. However, all the cakes are usually used for offering other than for snacks and on the way round.

One of the cakes serving as a part of ritual, but usually presented as the offering, is the iku-iku cake.

This round and oval-shaped cake with a flat bottom like a turtle has

a sweet taste and sticky. Sweet taste is prostrated not due to artificial sweetener, but it is from pure sugar.

For the base, it uses banana leaf to avoid chemicals.

Jaja iku-iku is often used as a snack by farmers served in their mutual assistance. For example, it is served when transplanting paddy seedlings in mutual assistance in the fields. In such a mass activity, it is usually accompanied with the provision of small lunch party. Jaja iku-iku is served as dessert after having the main course.

Ahead of Galungan, refugees start to return home Taskforce re-arrange guard post

AMLAPURA — Ahead of Galungan and Kuningan celebration on November 1, the refugees begin to leave their refugee camp. This is seen from the number of refugees continuing to decrease since Tuesday (Oct. 24) where from 133,503 refugees in 388 evacuations have reduced to 133,468 in 387 refugee points on Wednesday (Oct. 25). To anticipate this, the Mt. Agung Disaster Management Taskforce will rearrange all the guard posts leading to warning zone.

Commander of the taskforce, Fierman Sjafirial in Augustus, said to have met with leaders of religious institutions, traditional leaders and community leaders to anticipate this. In the meeting, the commander of taskforce explained the nature of disaster threats, share the same understanding and explain to the public that position of residents within the warning zone is in danger. “Firstly, we have done in Rendang. NEGARA — A week before Galungan, the prices of some commodities have been gradually on the rise. In addition, the needs for local fruits such as snakefruit of Karangasem are difficult to find.

To replace the needs for snakefruit, merchants are forced to bring in snakefruit from Java.

A number of fruit merchants in Negara Public Market stated that snakefruit of Karangasem with its distinctive taste has been rarely supplied since this week.

Nevertheless, they still provide snakefruit brought in from outside Bali. “Perhaps, the scarcity since a month ago also happens as the impact of warning alert level,” said Putu Parwani, a fruit merchant, on Wednesday (Oct. 25).

Usually, ahead of Galungan and Kuningan, local fruits including Balinese snakefruit are hunted by

many consumers. Although merchants provide snakefruit from Java sold for IDR 15,000 per kilogram, many consumers still ask for snakefruit of Karangasem. Actually at this time, the price of Balinese snakefruit is more expensive than Javanese snakefruit.

On his Facebook profile, Cody wrote that he was looking for a girlfriend who will accept “me for me.”

“Y am I ugly,” he posted on Christmas Day 2015.

Cody lived with his parents in an aged motorhome at an East Tennessee campground. When he was well enough, he worked on a farm with his father, feeding cattle, putting up hay, hauling molasses in a dump truck from one barn to another.

On August 2, 2016, Cody died after a heart attack on his way home from dialysis. Too poor to bury or cremate him, Cody’s parents donated their son’s body to an organization called Restore Life USA. The facility sells donated bodies – in whole or by part – to researchers, universities, medical training facilities and others.

“I couldn’t afford nothin’ else,” father Richard explained.

The month after Cody died, Restore Life sold part of the young man’s body: his cervical spine. The transaction required just a few email exchanges and $300, plus shipping.

Whether Restore Life vetted the buyer is unclear. But if workers there had verified their customer’s identity, they would have learned he was a reporter from Reuters. The news agency was seeking to determine how easy it might be to buy human body parts and whether those parts would be useful for medical research.

In addition to the spine, Reuters later purchased two human heads from Restore Life, each priced at $300.

The transactions demonstrate the startling ease with which human body parts may be bought and sold in the United States. Neither the sales nor the shipments violated any laws, say lawyers, professors and government officials who follow the issue closely. Although it’s illegal to sell organs used for transplants, it’s perfectly legal in most states to sell body parts that were donated for research or education. Buying wine over the Internet is arguably more tightly controlled, generally requiring at minimum proof of age.

To comply with legal, ethical and safety considerations before the purchases, Reuters consulted with Angela McArthur, who directs the body donation program at the

University of Minnesota Medical School. She took immediate custody of the spine and heads for Reuters, inspecting and storing them at the medical school. McArthur said she was troubled by how easily the body parts were acquired and by the failure of Restore Life to perform proper due diligence.

“It’s like the Wild West,” McArthur said. “Anybody could have ordered these specimens and had them delivered to their home for whatever purpose they want.”

McArthur examined the remains and the documentation included with them to determine how useful the parts would be for medical research. Her review was based on national safety and ethics standards she helped draft for the American Association of Tissue Banks, the American Association of Clinical Anatomists and the University of Minnesota.

She concluded that the medical history Restore Life provided was insufficient, and that the accompanying paperwork was sloppy and inadequate. For those reasons, the specimens did not meet standards for use at her university, she said.

“I haven’t seen anything this egregious before,” McArthur said.

“I worry about the future of body donation and public trust in body donation when we have situations like this.”

“RESPECT AND DIGNITY” Contacted several months after the sales, Restore Life President James Byrd briefly explained his approach to business.

“Organizations like ours are what I consider accountable because, especially us, we have direct contact with the donor family,” he said. “And there’s a certain level of respect and dignity that is involved there because we have that personal relationship with them.”

Byrd subsequently declined to be interviewed or answer written questions. But he emailed a statement in which he criticized Reuters for making the purchases.

“It’s obvious your team at Thomson Reuters has no concern for those that seek help from our organization,” he wrote. “You only wish to hurt those that need help the most.”

Byrd added that Restore Life does good work by supplying body parts to researchers working to cure cancer, dementia and other diseases.

“We help countless people through a wide range of research working with world-renowned researchers,” he wrote.

Whatever good Restore Life hoped to achieve by supplying these body parts, McArthur said, its poor handling of the remains “miserably failed” to serve researchers and the three donors: Cody Saunders and the unidentified man and woman whose heads Byrd sold to Reuters.

McArthur said the relatives of donors, whose intentions are noble during a difficult time, deserve better from the industry.

“People think they are doing the right thing, and they want to fulfill their loved ones’ wishes,” said McArthur, who formerly chaired Minnesota’s body donation commission and serves on the leadership council of the American Association of Clinical Anatomists. “I know they would feel exploited to know that something like this happened.”

Thomas Champney, an anatomy professor at the University of Miami Miller School of Medicine, also expressed alarm at the ease of the sales.

“Human body parts should not be bought and sold in the same manner as used refrigerators,” he said.

THE BROKER Byrd, 50, has been in the body parts business for two decades. An East Tennessee native, the body broker recently was runner-up in a stand-up comedy contest called The Funniest Person in the Tri-Cities, the region surrounding Kingsport, Johnson City and Bristol.

Before opening Restore Life, Byrd directed a nonprofit tissue bank called American Donor Services, then located near Memphis.

For several years, one of American Donor’s chief orthopedic customers was a Texas firm affiliated with a company that distributed bone grafts made in part from human tissue. In 2005, according to sworn testimony in a civil lawsuit, American Donor shifted to a new chief orthopedic customer. The new buyer paid as much as $10,000 per donor, provided a $200,000 line of credit and began managing American Donor’s financial affairs.

Byrd left American Donor Services a short while later, worked briefly for a vascular tissue bank, and then founded Restore Life in 2008.

Based in Elizabethton, Tennessee, Restore Life obtains bodies mostly from people in Tennessee, Virginia and North Carolina. In return for body donations, Restore Life offers to pick up the deceased, cremate the unused remains for free and return them to the family.

In 2011, Byrd spoke publicly about

Restore Life in a presentation to the commissioners in nearby Sullivan County. Officials there had grown frustrated by the increasing cost to taxpayers of cremating the indigent.

According to a recording of that meeting, Byrd explained that he could help the county. He also noted that many families who donated to Restore Life did so for financial reasons: All expenses were covered, including cremation.

“We have become more a service for those indigent and pauper cases that can’t afford a funeral,” Byrd told the commissioners. “It’s a perfect fit for situations where families don’t have the funding or sometimes where it’s left to the county for funding.”

Restore Life’s informal arrangement with Sullivan County to take indigent bodies continues today, county officials said. A few times a month, they said, the medical examiner or other officials refer pauper cases to Byrd for possible donation. At the 2011 meeting, County Attorney Dan Street said a formal arrangement with Byrd was unnecessary because officials were merely referring the indigent to him, without any endorsement implied.

“This company is simply going to come and take these bodies,” Street told commissioners. “We’re simply getting out of the way and letting them do what private enterprise does best.” (rtr)

Agung Disaster Precaution Taskforce, the OJK and bank representatives that took place at the Tanah Ampo Command Post on Tuesday (Oct. 24). The OJK affirmed that they would be issuing a credit dispensation policy for affected businesses. Dozens of small businesses in Karangasem had coalesced into HIPKAR to address this issue.

Head of OJK for Regional 8 Bali and Nusra, Hisbullah, said that after receiving letters of complaint from small entrepreneurs and hearing out the Commander of Taskforce, Fierman Sjafirial Augustus and Deputy Regent of Karangasem I Wayan Artha Dipa, he explained that a supporting letter from the Government of Bali, the Tanah Ampo Command Post and the BNPB stating that that this credit dispensation policy is needed.

“Furthermore, the Bali representative OJK will conduct an evaluation and immediately propose the policy to the Central OJK”, Hisbullah said.

This OJK policy is specifically to address issues with banks. In the meantime, the village credit agency (LPD) are not subject to the OJK. This micro finance institution is managed by customary villages under the supervision of the local government, as do other financial institutions such as cooperatives. Apparently the government of Bali has prepared a liquidity fund worth some IDR 4 billion for the 60 LPDs that are affected.

The OJK indeed has the authority to regulate the domestic financial industry by issuing strategic policies.

Since the warning alert level for MT. Agung was announced, the OJK has been working with the affected banks.

According to bank records, there are 24 banks and 54 people’s credit banks (BPR) in the disaster-prone areas with total loans reaching some IDR 22.

3 billion. In addition to commercial banks, banks outside the radius of the warning zone have also issued some IDR 584.4 billion worth in credit to businesses in Karangasem. BPD Bali has also issued some IDR 4.6 trillion worth in credit to businesses within the warning zone. Credit affairs in Karangasem certain amount to a lot and currently there is about IDR 54 billion worth in credit that is at risk due to the threat of a volcanic eruption.

Deputy Regent of Karangasem, I Wayan Artha Dipa said that he hopes that the credit dispensation policy will be issued soon because if things

continue as they are there is a real threat Karangasem’s economy – particularly small businesses will be in serious trouble.

Commander of the MT. Agung Taskforce, Fierman, admitted that he was relieved to hear that a solution had been found. This solution he added s commonly applied to situations like this as witnesses in the cases of Mount Sinabung and Mount Merapi.

Branch Manager of BRI Karangasem, I Gede Dianarta, said that his management is ready to apply whatever policy is issued by the OJK. “We are just waiting for the official policy”, he said.

As reported previously, the threat of Mount Agung erupting over the last month has paralyzed Karangasem’s business sector with turnover rates dropping by some 90 percent. Many businesses are facing the real threat of bankruptcy, as they are unable to pay their interest on bank loans.

Following the increase of the alert level for Mount Agung to warning status on September 22nd, entrepreneurs in Karangasem finally joined together to establish the Small Entrepreneur Association of Karangasem (Hipkar).

They met the Regent of Karangasem I Gusti Ayu Mas Sumatri in her office on Monday (Oct. 23).

Gusti Gariada is one of the small business owners who joined the HIPKAR and he explained that he and others in his position need to have a bank policy that allows them to legally default on their loan payments for the next few months. The HIPKAR therefore requested that the Regent of Karangasem facilitate this process. “ Business is down by 90 percent. If we continue to pay our loans we will use up all our capital just paying our loan interest” said the owner of Kumendel Restaurant.

Another entrepreneur, Kadek Dwi Jayantha, explained that many entrepreneurs in Karangasem had tried to negotiate individually with the banks and were told that they would be prioritized for credit amnesty. What form such a policy will take however remained unclear while the obligation to pay interest on loans continues despite the month long alert level of Mt. Agung. “Letters to the banks received the same answer -something to the effect that there has yet to be an eruption. We then contacted the Financial Services Authority (OJK) who have the authority to control such policies for of all banks. Based on the experience of the Mount Merapi eruption disaster in Java, banks can in fact issue a relaxation policy like in the current situation. Hopefully, this policy can also be applied in Karangasem as the impact of Mount Agung eruption threat”, said Dwi Jayantha. (kmb31)

Gradual construction of golden triangle port needs IDR 100 billion

SEMARAPURA — Klungkung government has the ambition to realize the construction of the golden triangle port at Pesinggahan village, Dawan subdistrict, Sampalan village, Batununggul and Bias Munjul in Nusa Ceningan.

The budget required to realize the project is around IDR 100 billion. This was conveyed by the Head of the Klungkung Transportation Agency, I Nyoman Sucitra, on Tuesday (Oct. 24).

To smooth the plan, the district government has made technical preparations. For instance, development plan of Sampalan Port has entered the stage of presentation of Detailed Engineering Design (DED) and master plan. Then, the Pesinggahan and Bias Munjul have been in the feasibility study with the budget sourcing from regional budget 2017. “For the Sampalan Port, the construction requires a budget of IDR 35 billion. To realize them all will totally need IDR 100 billion,” he said.

Considering the budget is quite fantastic, he stated the construction is difficult to be completed within one year, but must be done gradually. “The budget is very large. As planned, the port project at Sampalan

can have been worked on. This is implemented in stages,” he said.

Later on, the port is expected to support the tourism sector having grown rapidly. In addition, the patterned development will be able to facilitate the security and monitoring. “It is for the boat. With the gold triangle pattern, the crossing will go through single door so that it can be more easily monitored,” he said.

The development plan is greeted positively by headman of Pesinggahan, I Nyoman Suastika. It is believed to have a positive impact on the people’s economy, especially those living in the coastal areas. Additionally, in terms of tourist visit to a number of tourist objects around the area will also get boosted. “Moreover, Pesinggahan is a tourism village so it can have a good impact. We hope it can be realized,” he said.

To support the plan, his agency also continues to explore tourism potential at the village. Now, the Bukit Tengah is attempted to be touched by the arrangement. This location has often been used as trekking and cycling tracks. However, it remains to be constrained by road access to realize it. “Road to the hill is owned by provider, so it is sometimes closed.

PVMBG evaluates Mt. Agung’s alert level in Jakarta

AMLAPURA - Governor of Bali, Made Mangku Pastika, has asked the Center for Volcanology and Geological Disaster Hazard Mitigation (PVMBG) to lower Mt. Agung’s alert level from ‘warning’ to ‘watch.’ And that residents living outside the radius of 6 kilometers from the mountain be allowed to return home. The PVMBG however has not granted this request but said that they would conduct an evaluation meeting related to the status of Mt. Agung volcanic activity in Jakarta on Thursday (Oct. 26).

Sub-division Head of Volcanic Mitigation for Eastern Region, Devy Kamil Syahbana, said on Wednesday (Oct. 25) that despite the decline in seismicity from the range of 600-1000 incidents around Oct 20th to the 300-300 incidents happening now, this does not indicate that there has been a gradual decline in volcanic activity. Syahbana explained that sudden decline in seismicity of around 100 times shows spatial changes in the location of earthquakes, including the measurement of pulsation of Mount Agung.

“Previously, the seismic pattern occurred in the crater from the west and northwest, while on October 20 the earthquake dropped from the crater to the northeast.

This condition must still be monitored”, said Syabhana.

Any decrease in the alert level warning for Mt. Agung will have to wait for the results of the evaluation meeting on October 26. This evaluation will take into consideration all the parameters from the equipment installed on Mount Agung including seismicity, deformation, visual aspects and other criteria. “ Let us see the results first. Then we can see if the alert level should be lowered to ‘watch’”, she said.

According Devy Syahbana, if the alert level of Mount Agung is lowered, it does not mean that Mount Agung has recovered 100 percent. She added that although some people assess that there has been a decrease in seismicity, the seismogram is still recording hundreds of earthquakes a day. “If there are still hundreds of earthquakes we have to remain alert and must not be careless because the potential of an eruption has not disappeared at all” said Devy Syahbana.

Related to preparations for the evaluation in Jakarta, Devy explained that her office has compiled all the data that has been collected through the equipment used to monitor Mount Agung all this time. “The data we get from the equipment has been analyzed and evaluated comprehensively to allow for the best decisions. Please wait for the results of the evaluation to see what will be deiced in terms of the alert level”, she explained.

The increase of PVMBG’s alert level from watch to warning over a month ago was decided in Bali, so many people are asking why the decision to lower the alert level should now be decided in Jakarta. Devy explained that the authority to decrease the warning level does in fact lies with the Ministry of Energy and Mineral Resources, and that the meeting in Jakarta is to evaluate the current data. The decision regarding the alert status will not be made in Jakarta because it is entirely under the authority of the PVMBG to make such a decision.

“So, the Ministry of Energy and Mineral Resources is entitled to decide what the alert level of Mount Agung is to and issue a recommendation. It is the responsibility of the PVMBG in accordance with the Ministry of Energy and Mineral Resources regulation No. 15/ 2011”, she explained.

When asked about the insistence to lower the alert level and the issuance of the recommendation for evacuees from villages outside of the 6 kilometer radius of Mt. Agung should return home, Devy Syabhana asserted that her office is open to suggestions and input,. However she added that everything related to the decree on the alert level and recommendation for evacuees to return home in the authority of the PVMBG. SO whatever decision is taken by the PVMBG is best for the community.

“We are going to find the best solution for the public.

We can make recommendations but it does not mean that people are free from this crisis and can go back to their normal daily activities. Based on the experience of other volcanos in the world under similar conditions we see two options, one is that it takes time before the volcano erupts, the other is that the volcano runs out of gas. But here we are still seeing sulfuric gaz smoke coming out of the crater. This is a sign that there is pressure in the body of the volcano. Both scenarios may occur”, said Syahbana. (kmb41)

MANGUPURA - Although the installation of the Garuda Wisnu Kencana (GWK) statue has faced some challenges, the 234th module is now in the process of being installed. The lower part of the Garuda bird is currently being installed in 28 modules and should be finished by October 31rst. The total number of modules for this part of the statue is 262 of the total of 754 modules. “The 28 modules consist of 12 wing modules and 16 modules for lower part of the Garuda bird”, explained sculptor Nyoman Nuarta, who started work on the GWK again on (Oct. 25).

Nuarta said that the figure of Garuda Wisnu Kencana is slowly starting to take shape.

The Garuda figure standing at a height of 250 meters is expected to be fully assembled together between November 25-31. Hundreds of artists have been involved in the process of creating the GWK modules in the

Nyoman Nuarta Studio.

“A total of 120 artists are working on the installation in Bali. We hope the GWK will be fully completed by August 2018. The area of the culture park however, will continue to be worked on, built up and developed” said Nuarta.

From the planning and design phase that started in 1989 until the construction that started in 2017, the Garuda Wisnu Kencana statue has been created over 28 years. The GWK is to become a new landmark for Bali tourism that relies on heritage. There is also pride in being able to show the world that, developing countries like Indonesia can create a masterpiece of this stature “GWK will be evidence that we are sovereign in the field of culture.

We hope the world cultural qibla will happen at GWK Cultural Park because this attraction does not only offer a statue, but also world cultural forums”, added Nuarta. (kmb23)

Residents complain about mobile bar and mobile ads

MANGUPURA - Local residents have been complaining about the mobile bar circulating in Kuta and Legian because the vehicle in question moves very slowly causing traffic jams.

Also this mobile bar business is considered to not be in line with the culture and character of the international tourism area that Kuta is.

According to Chief of LPM Legian, Ketut Sudana, accompanied by his deputy chief, AA Bagus Cahyadi, said on Wednesday (Oct. 25) that this innovative business is not suited to the culture of Bali and that drinking on the sidewalk is in fact prohibited – let alone a circulating bar.

“This can also be dangerous for the drinking passengers” he said.

This mobile bar is dangerous for both road users and passengers and is basically a alcohol party on the streets. “If tourists are getting drunk who will be responsible? Moreover, the vehicle passes on public roads from morning until night”, added Sudana who further explained that the concept had been put forward

some five years ago but was not granted permission to operate.

IN addition to complaints about the mobile bar business, local residents have also been complaining about ads plastered on motorcycles that roam around town. Sudana said that one such business was stopped three times as they did not have a permit for such activities. “They claim that they have requested a permit but until they have one they are not allowed to pass through Legian” he said.

IN response to these complaints, headman of Legian, Made Madiya Surya Natha, said that he wrote a letter to the Badung Transportation Agency, the Tourism Office, the Integrated Office of Licensing and Investment and the Badung Municipal Police. Together with LPM Legian, Natha requested exposure for clarity of information related to the moving bar business. “The point is that we are asking for an explanation about whether this business has a license or not. President George H.W. Bush apologizes after actress accuses him of groping LOS ANGELES - Former U.S. President George H.W. Bush apologized through a spokesman on Wednesday for what an actress described as a sexual assault but which Bush said was intended as a friendly pat and a joke to put her at ease during a picture-taking session.

Heather Lind, who starred in the AMC cable television network’s historical drama “Turn: Washington’s Spies,” accused Bush of groping her as they posed for photos together with his wife and others during a promotional event for the show in 2014.

The allegation surfaced in an Instagram post from Lind featuring a photograph of Bush, 93, shaking hands with former President Barack Obama during an appearance of all five living former presidents at Saturday’s hurricane fund-raising benefit.

In the post, Lind, 34, said that seeing that photo reminded her of her own meeting with the 41st president three years earlier, when, according to her, “he sexually assaulted me while I was posing for a similar photo.”

“He didn’t shake my hand. He touched me from behind from his wheelchair with his wife Barbara Bush by his side,” Lind wrote. “He told me a dirty joke. And then, all the while being photographed, touched me again.”

Lind said the former first lady “rolled her eyes as if to say, ‘not

again.’”

The Instagram post, since deleted, carried the “MeToo” social media hashtag spawned by the recent outpouring of sexual assault and sexual harassment accusations leveled against former Hollywood executive Harvey Weinstein. Weinstein has denied engaging in non-consensual sex with anyone.

Bush’s spokesman Jim McGrath, issued a statement in response to Lind’s post that sought to explain the former president’s behavior as an attempt to make light of social awkwardness posed by his own physical disability during photo sessions.

Confined to a wheelchair, as Bush has been for about the past five years, “his arm falls on the lower waist of people with whom he take pictures,” McGrath said.

“To try to put people at ease, the president routinely tells the same joke - and on occasion, he has patted women’s rears in what he intended to be a good-natured manner. Some have seen it as innocent; others clearly view it as inappropriate,” McGrath wrote.

“To anyone he has offended, President Bush apologizes most sincerely.”

Representatives for the actress were not immediately available for comment on the president’s response to her allegations, and it was not clear what prompted her to take down the Instagram post in question. (rtr)

Thor finds his funny side as apocalypse nears in ‘Ragnarok’

LOS ANGELES - The end of the world is nigh, and Marvel’s brawny superhero Thor finds himself hammerless and held hostage on a kitsch futuristic planet light years away from his home, in a sequel that revamps the slightly dim-witted Norse god with irreverent humor.

“Thor: Ragnarok,” the third installment of Marvel’s standalone “Thor” film franchise, sees Chris Hemsworth reprise his role as the superhero and places Thor well outside of his comfort zone, relying on others to help him save the world.

“I was a bit sick of the Thor I’d created,” Chris Hemsworth told Reuters.

“I think that I have an obligation to change it up, you know, and give people something different, something new,” he added.

“Ragnarok,” in international theaters this week and on Nov. 3 in North America, opens with Thor hanging from a dungeon ceiling in a cave talking to a skeleton, and as things only get more bizarre, Hemsworth showcases his comedic timing with off-the-cuff jokes.

“He’s literally playing himself,” director Taika Waititi said. “You look at Chris, he looks like Thor weirdly, and he’s funny, charming, beautiful guy, lovely guy and loves hammers ... he is that character.”

After reuniting with his mischievous and devious brother Loki, Thor discovers they have a sister, the formidable Hela (Cate Blanchett), who has her eyes on destroying his celestial home of Asgard.

Thor loses his magic powerwielding hammer and is cast away by his sister to an unknown futuristic planet and held hostage by an eccentric Grandmaster (Jeff Goldblum), forced to fight his fellow Avenger, the Hulk.

“Ragnarok,” part of Walt Disney Co’s Marvel film franchise, is by

far the biggest production for New Zealand director Waititi, who previously wrote and directed small, independent fare such as 2010’s “Boy” and 2016’s “Hunt For the Wilderpeople.”

But the comedy in “Ragnarok” is very much a trademark of Waititi, who likes to find comedy often by placing unlikely characters in mundane settings, such as vampires sharing an apartment in 2014’s cult hit “What We Do in the Shadows.”

Waititi said in fact that the vampire mockumentary may be remade into an American TV series.

“I love the idea of ... Hulk and Thor (sitting) on the bed making up after an argument -- like, you don’t see that in these films,” Waititi said.

“The fact that they allowed me to put that kind of stuff in this movie is amazing and that’s why I think it feels like a Taika film.” (rtr)

KOSAMBI - Two explosions and a fire at a fireworks factory in the western outskirts of Indonesia’s capital killed 47 people and injured dozens on Thursday, police said, and the death toll was expected to rise. Thick plumes of dark smoke billowed from a factory warehouse in the Tangerang district of Jakarta, an industrial and manufacturing hub on the island of Java, TV broadcasts showed.

Hours later the burnout factory was still smouldering and there was a strong smell of burning plastic and chemicals. Witnesses said there were two explosions, one at around 10 a.m. (0300 GMT) and another about three hours later, both of which could be heard miles away, media reports said.

A grisly video of the scene inside the warehouse, which was widely shared on social media, showed onlookers counting badly charred bodies. “From the manifest we obtained, there were 103 workers. Of those 103 workers ... there were 46 who were

injured,” Jakarta police spokesman Argo Yuwono told Metro Television.

“We also found some who had died.

There are 47 bodies.”

An official had earlier put the death toll at 30. Yuwono said 10 people on the manifest who were not accounted for may have left with light injuries or not been working at the time of the blasts. The online video and media images of the PT Panca Buana Cahaya Sukses warehouse showed smouldering ash and debris, with the roof missing in some parts.

A search and rescue official,

Deden Nurjaman, said bodies were still inside and he expected the death toll to climb. “People were burned so badly you couldn’t see their faces... It was really bad,” said Nurjaman.
