Traders complain about prolonged dry season Bali Post

DENPASAR - Prolonged dry season followed by fuel price hike makes many people uneasy on responding to the commodity prices, without exception for traders. Congestion around the Badung and Denpasar region has become daily spectacle and it slows down the distribution of goods. Traders and consumers are unable to do much to anticipate it.

Based on a survey at the Badung Market on Monday (Nov 24), the prices of commodity were estimated to rise ahead of Galungan and Kuningan feast.

So far, the price of imported fruits already rose, while no local fruits were available at the market as beyond their season.

The only local fruit available was mango sold for IDR 10,000 per kilogram. Tangerine formerly sold at IDR 10,000 per kg already increased to IDR 18,000 per kg.

Imported fruits such as Fuji apple formerly sold for IDR 25,000 per kg already rose to IDR 35,000 per kg. Banana as a mandatory fruit used to fill in ritual oblation always increased where the plantain and stony

banana were sold for IDR 2,000 - IDR 2,500 each. Meanwhile, per cluster it was sold for IDR 250,000 - IDR 350,000. “It is feared the prices will rise again before holiday as the supply of goods reduces and then the price increase is irreversible,” said a trader at the Badung Market Denpasar, Mrs. Sudarmi from Sibang Gede who had been selling there for 30 years.

Other than bananas, she added the price of young coconut leaf also continued to rise to IDR 25,000 per bundle this month.

It happened because the supply of Bali could not meet the market needs, then it was brought in from outside Bali. Young coconut leaf and banana from

outside Bali had better quality than the local products so that the price was more expensive.

Meanwhile, the infrastructure should also get subsidy transfer from fuel so that it could build competitiveness, including diminishing the costs incurred due to logistical problems and so forth. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Stealthy spy software snooping for years

SAN FRANSISCO - Computer security firm Symantec on Monday said it uncovered stealthy software wielded as part of a years-long spying campaign, most likely by a nation state.

The malicious software, dubbed Regin, has a rare level of sophistication and has been targeting government agencies, telecoms, utilities, airlines, research facilities, private individuals and others since at least 2008, according to Symantec Corporation.

Attacks on telecom firms appeared aimed at getting access to

calls being routed through networks.

“Regin is a highly complex threat which has been used in systematic data collection or intelligence gathering campaigns,” the Silicon Valley-based computer security firm said in a paper detailing the threat.

“The development and opera-

tion of this malware would have required a significant investment of time and resources, indicating that a nation state is responsible.”

Regin was found mainly in 10 countries, but more than half of infections discovered were in Russia and Saudi Arabia, according to Symantec researchers.

“Regin’s developers put considerable effort into making it highly inconspicuous,” the report said.

“Its low key nature means it can potentially be used in espionage campaigns lasting several years.”

Wood product exports generate US$62.94 million Antara

DENPASAR - Bali province earned a total profit of US$62.94 million from the export of wooden statues and handicrafts during January-October 2014, the province’s Chief of Statistics Bureau (BPS) Panasunan Siregar stated on Tuesday.

“The number is decreasing by 21.66 percent as compared to US$89.35 million recorded during the same period last year,” Siregar

pointed out.

He noted that during the period between January and October 2013, Bali had exported 65.13 million units of wooden products abroad, while during the same period this year, the number of exported products decreased to 63.48 million units.

Among the countries that imported Bali’s wooden products during the past years were the United States, Australia, Japan, China, Thailand, England, and Germany.

Rahmat Gobel explained that the shortage in chili supply must be overcome by expanding chili plantations and implementing technological innovations in land toiling, plants’ care, and fertilizing and harvest.

He stated that the new government under President Joko Widodo would continue to encourage farmers to cultivate chili and transform the commodity into industrial products to increase its added

value for farmers.

He said if the commodity is transformed into industrial products, it would further benefit farmers, traders, and other parties as the product can be preserved for a longer time.

The minister noted that the shortage in chili supply has led to the increase in the price of the commodity.

The taste of chili produce differs across regions such as from Sumatra, Kalimantan to Sulawesi, thereby proving to be more beneficial to the farmers if they can process it into products for wider markets and exports.

With regard to that, he called on Iwapi members to play a bigger role in developing agricultural products, such as chili, which have huge potential in the country.

“We hope Iwapi that has signed a memorandum of understanding for cooperation with the ministry of trade would follow up the deal seriously and meet the target,” he added.

SINGARAJA - Potential for the tangerine cultivation in Buleleng is quite promising. A number of farmers at Asah Panji hamlet, Wanagiri village, Sukasada subdistrict, are intensifying the production of tangerine. Their target market remains to be focused on local markets in Bali. Nevertheless, some farmers hope their tangerine product can increase every year, while some kinds of disease during the growth of tangerine fruits can be diminished.

One of the local tangerine farmers, Wayan Sukarma, 43, said the tangerine production tended to increase. It was dominantly sold by residents to the markets in Buleleng and Denpasar. He explained that Asah Panji hamlet had a woman farmer group named Sari Amerta Giri. The price of tangerine at farmer level ranged from IDR 4,000 to IDR 6,000 per kilogram. Local farmers often implemented intercropping systems namely a combination of coffee and tangerine.

They took advantage of tangerine harvested once a year.

“I am still applying the intercropping system. So far, I have harvested tangerine for nearly five times with an estimated harvest of once a year. We plan to withdraw our tangerine plants to be replaced with coffee plants. When wishing to grow tangerine, it must be done on new land. It happens because we face obstacles related to the land and the tangerine disease after harvesting for several years,” he said, Monday (Nov 24).

Tangerine cultivation was often attacked by some kinds of specific diseases such as the symptom of citrus vein phloem degeneration (CVPD) attack, in which the part of leaf turned yellow, thicker and harder, while the leaf was dominantly dark green. The other diseases included fungus known as Oidium Tingitanium, where the leaves were covered in flour-like layer and another disease was wet Diplodia.

“The increase in bus ticket price has occurred since the past four days, a day after the announcement of the fuel price hike by the president. However, some companies still do not raise their ticket price,” said the management of Organda Bali, Bagus Budi, met at Ubung Terminal, Denpasar.

He said the government wanted the increase in bus ticket by 10 percent, but the Land Transportation Organization (Organda) wanted an increase of 30 percent. The bus transportation companies were confused to set the ticket price because there had been no certainty from the government related to the official ticket price. “Actually, the price of spare parts has increased as well as the crossing at Gilimanuk increased from IDR 490,000 to IDR 540,000. Likewise, the allowance of driver and conductor also increased,” he told reporter of Antara in Denpasar.

Bagus Budi, the Field Coordinator of Restu Mulya bus company, also explained that although some bus companies had increased their ticket price, his company remained to sell ticket at the old price. “It is taken because there has been no definite decision from the government and Organda about the magnitude of the ticket price increase to be enforced,” he said.

According to him, Restu Mulya remained to sell ticket at the old price. However, passengers usually getting a discounted rate could no longer get it for executive class. For example, the Denpasar to Yogyakarta route still charged as much as IDR 275,000; Denpasar-Surakarta (IDR 275,000); Denpasar-Madura (IDR 190,000) and DenpasarSurabaya (IDR 175,000). “We have not yet decided to raise the ticket price, although every bust departure we’ve spent approximately IDR 1,900,000 for East Java region

including the allowance for driver and conductor as well as the cost of diesel fuel,” said Budi.

Meanwhile, the Coordinator of Ubung Terminal, Agung Gede, explained the ticket price of Akas Bus for Denpasar-Jember route was set at IDR 95,000 from the previous price of IDR 75,000 and Midas Bus to IDR 170,000 from IDR 150,000. In the meantime, the Pahala Kencana serving the Denpasar-Surabaya route increased the ticket price to the range of IDR 170,000 to IDR 175,000 from the previous price at IDR 160,000; for Denpasar-Surakarta route increased to IDR 300,000 from IDR 275,000. “The increase in the bus ticket price of Akas, Midas and Pahala Kencana reached IDR 20,000 to IDR 25,000 per route.

UNITED NATIONS — The Islamic State group which controls a large swath of Syria and Iraq has received between $35 million and $45 million in ransom payments in the past year, a U.N. expert monitoring sanctions against al-Qaida said Monday. Yotsna Lalji told a meeting of the U.N. Security Council’s Counter-Terrorism Committee that an estimated $120 million in ransom was paid to terrorist groups between 2004 and 2012.

Kidnapping for ransom “continues to grow,” she said, as demonstrated by the money the extremist group calling itself the Islamic State has collected, between $35 million and $45 million in the past years.

She said in recent years that alQaida and its affiliates have made kidnapping “the core al-Qaida tactic for generating revenue.” She pointed to an October 2012 recording in which al-Qaida leader Ayman al-Zawahri incites militants worldwide to kidnap Westerners.

TOKYO - Policymakers were sharply divided over expanding the Bank of Japan’s huge monetary easing plan last month, with opponents warning that the risks far outweighed any benefits, minutes from the meeting showed Tuesday.

The BoJ surprised markets on October 31 by announcing it would inflate its asset-buying plan by up to 80 trillion yen ($676 billion) annually. The move was narrowly passed in a 5-4 vote among board members.

The decision, which came days after the US Federal Reserve wound down its own stimulus, has sent the yen plunging to multi-year lows against the dollar and euro while pushing equities to highs not seen since before the global financial crisis.

However, critics on the policy board questioned “the sustainability of its effects” and said the impact of fresh measures on the world’s number three economy -- and the BoJ’s drive to hit a 2.0 percent inflation target -- “would

not be large”. They also said it could “considerably” squeeze liquidity in Japanese government bond markets.

One member warned that the yen’s weakness would batter small domestic firms, which are facing soaring import costs.

The four opposing members were Koji Ishida and Yoshihisa Morimoto, both former business executives seen as loyal to BoJ chief Haruhiko Kuroda, along with former private sector economists Takehiro Sato and Takahide Kiuchi.

The close call suggested that Kuroda -- who was hand-picked

by Prime Minister Shinzo Abe as part of a wider plan to kickstart the economy -- almost became the first BoJ chief to lose a vote on a policy that he backed, according to Dow Jones Newswires.

However, one member who supported the move said: “These measures were expected to produce stronger effects on corporate profits, employment, and wages than in the past”, while another warned that failing to

act could hurt the bank’s credibility in helping kickstart the economy.

Following last month’s policy meeting, Kuroda said Japan’s economy was at a “critical moment” in emerging from years of deflation, and the BoJ would “not hesitate” to initiate more easing if necessary.

In a speech Tuesday morning, Kuroda again defended the decision, saying it was “necessary to pursue monetary easing more powerfully... and to reiterate (the BoJ’s) unwavering resolution to achieving the price stability target of two percent”.

Separately, the government on Tuesday maintained its outlook on the economy in November, after cutting its view in the previous two months.

The monthly economic report said the economy was moderately recovering but “weakness can be seen in private consumption”.

Japan’s economy plunged into recession during the third quarter, prompting Abe to delay a planned sales tax rise next year and call snap elections.

SEOUL - Higher US interest rates or a sharp rise in the dollar could pose challenges to East Asia’s local-currency bond markets, the Asian Development Bank warned Tuesday.

While the markets have shown themselves to be resilient, the Manilabased lender said in its quarterly Asia Bond Monitor that their composition left them vulnerable to external influences.

“Higher US rates and a stronger dollar could prove a challenge given increased foreign holdings of Asia’s bonds, which could easily reverse, and record US dollar bond issuance by the region’s companies,” said Iwan Azis, the head of ADB’s Office of Regional Economic Integration.

US dollar debt becomes more expensive to service in local currency terms when the dollar appreciates.

Markets currently anticipate no US interest rate rise before the middle of next year, but the ADB said a swifterthan-expected improvement in the US economy could bring that forward.

The quarterly report also noted that companies in East Asia may have trouble raising local-currency capital because of stricter rules requiring banks to reduce holdings of riskier bonds.

“There are concerns that liquidity conditions are tightening because the higher capital requirements under Basel III regulations have pushed banks to reduce their holdings of bonds,” the ADB said.

ING to cut 1,700 jobs, take $400 million charge Associated Press

AMSTERDAM — ING Group NV, the Dutch bank, says it will cut 1,700 jobs, or 2.7 percent of its workforce, to cut costs.

An additional thousand jobs will be lost at external suppliers, the bank said in a statement Tuesday.

ING said the cuts are part of a move to expand its digital banking operations and jobs will be lost

“at the headquarters of ING Retail Banking and in the back offices, call centers and IT departments.”

The company will book a 320 million euro ($400 million) charge to cover costs, and expects to save 270 million euros annually from 2017.

Earlier this month, ING paid back the last of a 10 billion euro bailout it received from the Dutch state during the financial crisis of 2008.

“We will start the Trans-Sumatra toll road and railway development project next year,” he informed newsmen in Bakauheni, Lampung.

The president said he would gather inputs from the governor of Lampung regarding the province’s preparations.

Jokowi, as the president is

popularly known, hoped that the development project will help to improve connectivity and integration between the regions in the future.

“We wish to see its development in the next 50 to 100 years,” he affirmed.

State Enterprises Minister Rini M. Soemarno has urged all state-

owned construction companies involved in the Trans-Sumatra toll road development project to strengthen coordination, so that it can be implemented in line with the acceleration program for infrastructure development that has been proposed by the government.

In February 2012, the govern-

ment, through the state enterprises ministry, planned to develop a 2.7 thousand-kilometer-long TransSumatra toll road connecting the provinces of Aceh and Lampung, with an investment of almost Rp300 trillion.

In economic terms, the project cannot be single-handedly handled by the central government, and so, an agreement has been reached that the project would be carried out by a joint company to be set up by the state-owned road construction company Jasa Marga in collaboration with the regional governments

in Sumatra.

The project will be divided into four main corridors and three priority corridors.

The four main corridors are Lampung-Palembang stretching 358 kilometers long, PalembangPekanbaru (610 kilometers), Pekanbaru-Medan (548 kilometers), and Medan-Banda Aceh (460 kilometers).

The three priority corridors are between Palembang and Bengkulu (303 kilometers), Pekanbaru-Padang (242 kilometers), and MedanSibolga (175 kilometers).

SINGAPORE - Singapore’s sovereign wealth fund GIC and Rajawali Group will jointly invest $500 million in Indonesian real estate with a focus on projects in fastgrowing Jakarta, both firms said Tuesday.

The joint venture would involve the development of office, retail, residential as well as mixed-used projects in Indonesia, the Singapore firm said in a statement on its website.

“GIC is confident in Indonesia’s longterm growth potential and believe we can create value through the acquisition of assets in prime locations and active asset management,” said Loh Wai Keong, cohead of GIC Real Estate in Asia.

JAKARTA - A 73-year-old Japanese man has been arrested in western Indonesia for allegedly attempting to smuggle crystal methamphetamine into the country, an offence punishable by death, police said Monday.

He was detained Saturday when his flight from Malaysia landed in the city of Padang, on Sumatra island, and customs officials found 2.5 kilograms (5.5 pounds) of the drug hidden in his bag, they said.

“He claimed that he was not aware that (the bag) contained

illegal drugs,” said Padang police official Untung Suropati.

The man, whom police did not identify, had travelled to China, Macau and Malaysia before arriving in Indonesia, Suropati said.

“He could face the death penalty if a court finds him guilty of smuggling illegal drugs,” he added.

Yushi Suzuki, Japanese vice-consul in the city of Medan on Sumatra, confirmed that the detained man was a Japanese passport holder.

Indonesia enforces stiff penalties for drug trafficking, including life imprisonment

and death.

Foreigners are frequently arrested for attempting to smuggle drugs into the country, although most are caught on the popular holiday island of Bali.

A Frenchman was jailed for 15 years in July for attempting to smuggle a huge stash of crystal methamphetamine into Bali at the beginning of the year.

Iraq to overhaul Baghdad security to stop bombings Associated Press Writer

BAGHDAD — Baghdad’s neighborhood of Gorayaat, a small Shiite enclave on a bend in the Tigris River, exemplifies the failures of Iraq’s security agencies trying to protect the capital from attacks by the Islamic State. The district has been a target for years, hit by so many bombings, suicide attacks, rockets and mortars that residents have lost count.

After a car bomb ripped through its main commercial street earlier this month, killing 15 people and wounding 42, security forces responded as they have after every previous attack. Soldiers and police swarmed in to secure Gorayaat’s streets. At checkpoints, they checked people’s IDs, and anyone who was not a resident had to account for his presence. “That goes on for one or two days, then it’s back to normal and we wait for the next bombing,” said Idris Jawad, a resident.

For months, Islamic State group militants have hammered Baghdad with bombings and suicide attacks, the work of dozens of cells operating in the Iraqi capital, officials say. Security agencies have floundered trying to stop them, relying on techniques that haven’t changed — or succeeded — in a decade.

The government is now trying to revamp security measures, moving away from reliance on concrete blast walls and police checkpoints. Instead, the plan is to beef up police intelligence units that have gone understaffed and underfunded since the 2003 fall of Saddam Hussein, according to intelligence and Interior Ministry officials.

Among the ideas being considered is to significantly increase the recruitment of informers among the public to report on suspicious behavior, the ministry official told The Associated Press.

That would mean recruiting Sunnis, something that has been difficult in the past. Sunnis deeply distrust the Shiite-dominated security forces, which they often accuse of discriminating against their co-religionists.

Moreover, the security forces are known to be infiltrated by both Sunni and Shiite militants, meaning that anyone who cooperates with authorities against militants risks being exposed.

The Interior Ministry official and two intelligence officials spoke on condition of anonymity because they are not authorized to discuss the steps under discussion.

Interior Ministry spokesman Maan Saad said a large shipment of new, U.S.-made bomb-detection equipment is arriving soon in Iraq. “It will be very useful and effective in minimizing the terrorist threats against Iraqis,” he said, refusing to give details of the technology or the cost.

GIANYAR - Tirta Empul Temple and sacred bathing place is located at rural Manukaya areas, Tampak siring sub district, Gianyar Regency. The sub district with the area 0f42.63 square km has 8 villages.

Federer crushed Richard Gasquet 6-4 6-2 6-2 to give the Swiss a 3-1 win over the hosts, but the 17-times grand slam champion refused to be the hero.

“I’m very happy the way I played,” he said. “Clearly I expected (French number one) Jo(Wilfried Tsonga) to be on the other side of the net but I had an hour to get ready. “Things were not easy but I was able to play aggressive and I’m happy it paid off.”

Iraq to overhaul Baghdad security to stop bombings Associated Press Writer

BAGHDAD — Baghdad’s neighborhood of Gorayaat, a small Shiite enclave on a bend in the Tigris River, exemplifies the failures of Iraq’s security agencies trying to protect the capital from attacks by the Islamic State. The district has been a target for years, hit by so many bombings, suicide attacks, rockets and mortars that residents have lost count.

After a car bomb ripped through its main commercial street earlier this month, killing 15 people and wounding 42, security forces responded as they have after every previous attack. Soldiers and police swarmed in to secure Gorayaat’s streets. At checkpoints, they checked people’s IDs, and anyone who was not a resident had to account for his presence. “That goes on for one or two days, then it’s back to normal and we wait for the next bombing,” said Idris Jawad, a resident.

For months, Islamic State group militants have hammered Baghdad with bombings and suicide attacks, the work of dozens of cells operating in the Iraqi capital, officials say. Security agencies have floundered trying to stop them, relying on techniques that haven’t changed — or succeeded — in a decade.

The government is now trying to revamp security measures, moving away from reliance on concrete blast walls and police checkpoints. Instead, the plan is to beef up police intelligence units that have gone understaffed and underfunded since the 2003 fall of Saddam Hussein, according to intelligence and Interior Ministry officials.

Among the ideas being considered is to significantly increase the recruitment of informers among the public to report on suspicious behavior, the ministry official told The Associated Press.

That would mean recruiting Sunnis, something that has been difficult in the past. Sunnis deeply distrust the Shiite-dominated security forces, which they often accuse of discriminating against their co-religionists.

Moreover, the security forces are known to be infiltrated by both Sunni and Shiite militants, meaning that anyone who cooperates with authorities against militants risks being exposed.

The Interior Ministry official and two intelligence officials spoke on condition of anonymity because they are not authorized to discuss the steps under discussion.

Interior Ministry spokesman Maan Saad said a large shipment of new, U.S.-made bomb-detection equipment is arriving soon in Iraq. “It will be very useful and effective in minimizing the terrorist threats against Iraqis,” he said, refusing to give details of the technology or the cost.

Thousands of people rallied late Monday in U.S. cities including Los Angeles and New York to passionately but peacefully protest a grand jury’s decision not to indict a white police officer who killed a black 18-year-old in Ferguson, Missouri. They led marches, waved signs and shouted chants of “hands up, don’t shoot,” the refrain that has become a rallying cry in protests over police killings across the U.S. The most disruptive demonstrations were in the St. Louis area and Oakland, California, where protesters flooded the lanes of freeways, milling about stopped cars with their hands raised in the air.

Activists had been planning to protest even before the nighttime announcement that Officer Darren Wilson

will not be charged in the shooting death of Michael Brown.

The racially charged case in Ferguson has inflamed tensions and reignited debates over police-community relations even in cities far from the predominantly black St. Louis suburb.

Police departments in several major cities braced for large demonstrations with the potential for the kind of violence that marred nightly protests in Ferguson after Brown’s killing.

Demonstrators there vandalized police cars and buildings, hugged barricades and taunted officers with expletives Monday night while police fired smoke canisters and tear gas. Gunshots were heard on the streets and fires raged. But police elsewhere reported that gatherings were mostly peaceful following Monday’s announcement.

In Seattle, marching demonstrators stopped periodically to sit or lie down in city intersections, blocking traffic before moving on, as dozens of police officers watched.

TOKYO - Policymakers were sharply divided over expanding the Bank of Japan’s huge monetary easing plan last month, with opponents warning that the risks far outweighed any benefits, minutes from the meeting showed Tuesday.

The BoJ surprised markets on October 31 by announcing it would inflate its asset-buying plan by up to 80 trillion yen ($676 billion) annually. The move was narrowly passed in a 5-4 vote among board members.

The decision, which came days after the US Federal Reserve wound down its own stimulus, has sent the yen plunging to multi-year lows against the dollar and euro while pushing equities to highs not seen since before the global financial crisis.

However, critics on the policy board questioned “the sustainability of its effects” and said the impact of fresh measures on the world’s number three economy -- and the BoJ’s drive to hit a 2.0 percent inflation target -- “would

not be large”. They also said it could “considerably” squeeze liquidity in Japanese government bond markets.

One member warned that the yen’s weakness would batter small domestic firms, which are facing soaring import costs.

The four opposing members were Koji Ishida and Yoshihisa Morimoto, both former business executives seen as loyal to BoJ chief Haruhiko Kuroda, along with former private sector economists Takehiro Sato and Takahide Kiuchi.

The close call suggested that Kuroda -- who was hand-picked

by Prime Minister Shinzo Abe as part of a wider plan to kickstart the economy -- almost became the first BoJ chief to lose a vote on a policy that he backed, according to Dow Jones Newswires.

However, one member who supported the move said: “These measures were expected to produce stronger effects on corporate profits, employment, and wages than in the past”, while another warned that failing to

act could hurt the bank’s credibility in helping kickstart the economy.

Following last month’s policy meeting, Kuroda said Japan’s economy was at a “critical moment” in emerging from years of deflation, and the BoJ would “not hesitate” to initiate more easing if necessary.

In a speech Tuesday morning, Kuroda again defended the decision, saying it was “necessary to pursue monetary easing more powerfully... and to reiterate (the BoJ’s) unwavering resolution to achieving the price stability target of two percent”.

Separately, the government on Tuesday maintained its outlook on the economy in November, after cutting its view in the previous two months.

The monthly economic report said the economy was moderately recovering but “weakness can be seen in private consumption”.

Japan’s economy plunged into recession during the third quarter, prompting Abe to delay a planned sales tax rise next year and call snap elections.

SEOUL - Higher US interest rates or a sharp rise in the dollar could pose challenges to East Asia’s local-currency bond markets, the Asian Development Bank warned Tuesday.

While the markets have shown themselves to be resilient, the Manilabased lender said in its quarterly Asia Bond Monitor that their composition left them vulnerable to external influences.

“Higher US rates and a stronger dollar could prove a challenge given increased foreign holdings of Asia’s bonds, which could easily reverse, and record US dollar bond issuance by the region’s companies,” said Iwan Azis, the head of ADB’s Office of Regional Economic Integration.

US dollar debt becomes more expensive to service in local currency terms when the dollar appreciates.

Markets currently anticipate no US interest rate rise before the middle of next year, but the ADB said a swifterthan-expected improvement in the US economy could bring that forward.

The quarterly report also noted that companies in East Asia may have trouble raising local-currency capital because of stricter rules requiring banks to reduce holdings of riskier bonds.

“There are concerns that liquidity conditions are tightening because the higher capital requirements under Basel III regulations have pushed banks to reduce their holdings of bonds,” the ADB said.

ING to cut 1,700 jobs, take $400 million charge Associated Press

AMSTERDAM — ING Group NV, the Dutch bank, says it will cut 1,700 jobs, or 2.7 percent of its workforce, to cut costs.

An additional thousand jobs will be lost at external suppliers, the bank said in a statement Tuesday.

ING said the cuts are part of a move to expand its digital banking operations and jobs will be lost

“at the headquarters of ING Retail Banking and in the back offices, call centers and IT departments.”

The company will book a 320 million euro ($400 million) charge to cover costs, and expects to save 270 million euros annually from 2017.

Earlier this month, ING paid back the last of a 10 billion euro bailout it received from the Dutch state during the financial crisis of 2008.

The president said he would gather inputs from the governor of Lampung regarding the province’s preparations.

State Enterprises Minister Rini M. Soemarno has urged all state-

owned construction companies involved in the Trans-Sumatra toll road development project to strengthen coordination, so that it can be implemented in line with the acceleration program for infrastructure development that has been proposed by the government.

In February 2012, the govern-

ment, through the state enterprises ministry, planned to develop a 2.7 thousand-kilometer-long TransSumatra toll road connecting the provinces of Aceh and Lampung, with an investment of almost Rp300 trillion.

In economic terms, the project cannot be single-handedly handled by the central government, and so, an agreement has been reached that the project would be carried out by a joint company to be set up by the state-owned road construction company Jasa Marga in collaboration with the regional governments

in Sumatra.

The project will be divided into four main corridors and three priority corridors.

The four main corridors are Lampung-Palembang stretching 358 kilometers long, PalembangPekanbaru (610 kilometers), Pekanbaru-Medan (548 kilometers), and Medan-Banda Aceh (460 kilometers).

The three priority corridors are between Palembang and Bengkulu (303 kilometers), Pekanbaru-Padang (242 kilometers), and MedanSibolga (175 kilometers).

JAKARTA - A 73-year-old Japanese man has been arrested in western Indonesia for allegedly attempting to smuggle crystal methamphetamine into the country, an offence punishable by death, police said Monday.

He was detained Saturday when his flight from Malaysia landed in the city of Padang, on Sumatra island, and customs officials found 2.5 kilograms (5.5 pounds) of the drug hidden in his bag, they said.

“He claimed that he was not aware that (the bag) contained

illegal drugs,” said Padang police official Untung Suropati.

The man, whom police did not identify, had travelled to China, Macau and Malaysia before arriving in Indonesia, Suropati said.

“He could face the death penalty if a court finds him guilty of smuggling illegal drugs,” he added.

Yushi Suzuki, Japanese vice-consul in the city of Medan on Sumatra, confirmed that the detained man was a Japanese passport holder.

SINGARAJA - Potential for the tangerine cultivation in Buleleng is quite promising. A number of farmers at Asah Panji hamlet, Wanagiri village, Sukasada subdistrict, are intensifying the production of tangerine. Their target market remains to be focused on local markets in Bali. Nevertheless, some farmers hope their tangerine product can increase every year, while some kinds of disease during the growth of tangerine fruits can be diminished.

One of the local tangerine farmers, Wayan Sukarma, 43, said the tangerine production tended to increase. It was dominantly sold by residents to the markets in Buleleng and Denpasar. He explained that Asah Panji hamlet had a woman farmer group named Sari Amerta Giri. The price of tangerine at farmer level ranged from IDR 4,000 to IDR 6,000 per kilogram. Local farmers often implemented intercropping systems namely a combination of coffee and tangerine.

They took advantage of tangerine harvested once a year.

“I am still applying the intercropping system. So far, I have harvested tangerine for nearly five times with an estimated harvest of once a year. We plan to withdraw our tangerine plants to be replaced with coffee plants. When wishing to grow tangerine, it must be done on new land. It happens because we face obstacles related to the land and the tangerine disease after harvesting for several years,” he said, Monday (Nov 24).

Tangerine cultivation was often attacked by some kinds of specific diseases such as the symptom of citrus vein phloem degeneration (CVPD) attack, in which the part of leaf turned yellow, thicker and harder, while the leaf was dominantly dark green. The other diseases included fungus known as Oidium Tingitanium, where the leaves were covered in flour-like layer and another disease was wet Diplodia.

“The increase in bus ticket price has occurred since the past four days, a day after the announcement of the fuel price hike by the president. However, some companies still do not raise their ticket price,” said the management of Organda Bali, Bagus Budi, met at Ubung Terminal, Denpasar.

Stealthy spy software snooping for years

SAN FRANSISCO - Computer security firm Symantec on Monday said it uncovered stealthy software wielded as part of a years-long spying campaign, most likely by a nation state.

The malicious software, dubbed Regin, has a rare level of sophistication and has been targeting government agencies, telecoms, utilities, airlines, research facilities, private individuals and others since at least 2008, according to Symantec Corporation.

Attacks on telecom firms appeared aimed at getting access to

calls being routed through networks.

“Regin is a highly complex threat which has been used in systematic data collection or intelligence gathering campaigns,” the Silicon Valley-based computer security firm said in a paper detailing the threat.

“The development and opera-

tion of this malware would have required a significant investment of time and resources, indicating that a nation state is responsible.”

Regin was found mainly in 10 countries, but more than half of infections discovered were in Russia and Saudi Arabia, according to Symantec researchers.

Wood product exports generate US$62.94 million Antara

DENPASAR - Bali province earned a total profit of US$62.94 million from the export of wooden statues and handicrafts during January-October 2014, the province’s Chief of Statistics Bureau (BPS) Panasunan Siregar stated on Tuesday.

“The number is decreasing by 21.66 percent as compared to US$89.35 million recorded during the same period last year,” Siregar

pointed out.

He noted that during the period between January and October 2013, Bali had exported 65.13 million units of wooden products abroad, while during the same period this year, the number of exported products decreased to 63.48 million units.

Among the countries that imported Bali’s wooden products during the past years were the United States, Australia, Japan, China, Thailand, England, and Germany.

The minister noted that the shortage in chili supply has led to the increase in the price of the commodity.

The taste of chili produce differs across regions such as from Sumatra, Kalimantan to Sulawesi, thereby proving to be more beneficial to the farmers if they can process it into products for wider markets and exports.

With regard to that, he called on Iwapi members to play a bigger role in developing agricultural products, such as chili, which have huge potential in the country.

“We hope Iwapi that has signed a memorandum of understanding for cooperation with the ministry of trade would follow up the deal seriously and meet the target,” he added.

DENPASAR - Prolonged dry season followed by fuel price hike makes many people uneasy on responding to the commodity prices, without exception for traders. Congestion around the Badung and Denpasar region has become daily spectacle and it slows down the distribution of goods. Traders and consumers are unable to do much to anticipate it.

Based on a survey at the Badung Market on Monday (Nov 24), the prices of commodity were estimated to rise ahead of Galungan and Kuningan feast.

So far, the price of imported fruits already rose, while no local fruits were available at the market as beyond their season.

The only local fruit available was mango sold for IDR 10,000 per kilogram. Tangerine formerly sold at IDR 10,000 per kg already increased to IDR 18,000 per kg.

Imported fruits such as Fuji apple formerly sold for IDR 25,000 per kg already rose to IDR 35,000 per kg. Banana as a mandatory fruit used to fill in ritual oblation always increased where the plantain and stony

banana were sold for IDR 2,000 - IDR 2,500 each. Meanwhile, per cluster it was sold for IDR 250,000 - IDR 350,000. “It is feared the prices will rise again before holiday as the supply of goods reduces and then the price increase is irreversible,” said a trader at the Badung Market Denpasar, Mrs. Sudarmi from Sibang Gede who had been selling there for 30 years.

Other than bananas, she added the price of young coconut leaf also continued to rise to IDR 25,000 per bundle this month.

It happened because the supply of Bali could not meet the market needs, then it was brought in from outside Bali. Young coconut leaf and banana from

outside Bali had better quality than the local products so that the price was more expensive.

It was getting more expensive again after influenced by the fuel price hike.

As a result, the price of canang sari oblation also showed a price hike to IDR 50,000 per fifty pieces or IDR 1,000 each. The canang sari posed a means of ritual always presented every day by the Hindus. Meanwhile, the flowers commonly used in the making of canang oblation also showed an increase in price, such as marigold was sold from IDR 28,000 to IDR 30,000 per kg, garden balsam at IDR 14,000 per kg and sliced fragrant pandanus at IDR 10,000 per kg. Related to the increase in the price of chili and other food issues, Rachmat claimed to have been making coordination with the Ministry of Agriculture. He considered the process of farming to the production of finished goods should be supported with a touch of technology.

Rachmat continued that education and health sector including skill improvement became the focus because they were important capital when competing against other nations. Meanwhile, the infrastructure should also get subsidy transfer from fuel so that it could build competitiveness, including diminishing the costs incurred due to logistical problems and so forth. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.
