It fictionializes and condenses some events, such as how Snowden smuggled the data out of the NSA dramatized with a Rubik’s Cube in the film - and got it to documentary filmmaker Laura Poitras and Guardian journalist Glenn Greenwald in Hong Kong. “I admitted that I did not have a plan beyond getting straight out of there (Hong Kong), I planned to ask the world for justice and see what happened. It was kind of surprising how that worked out,” he said. Developing relation between tourism and farming

DENPASAR – The relation between farming and tourism in Bali is very tight. Tourism can be the source of marketing for farming products and tourism can also increase the welfare of the farmers. Tourism in Bali is cultural tourism and inspired from the activity of the farmer himself.

“If we see that the farmers are marginalized then we can know that tourism is not giving a great effect for them. It depends on the leader of Bali to change that,” said Djaya Wirata, the Vice of Bali House of Chambers (Kadin) in Farming. In addition, he concern that the high economics development of Bali doesn’t give any benefit for

the locals especially farmer. Actually farmer plays important role in introducing Bali throughout the nation and abroad. “There is no use if Bali has a high economics growth but the gap is widening every time. The locals only become audiences in their own land,” Wirata added. To create a good relation between tourism and farming in Bali, there is a need a good political will from the leaders of Bali started from executives to legislative. It can make the Balinese preserve their occupation as farmer. Without any farmers, the concept of Tri Hita Karana is only

a concept. “The government must place the famer as their priority,” Wirata said. Meanwhile, Prof. Sucipta, a farming expert in Udayana University said that tourism must support the farmer in marketing the farming products. To implement it must use holistic and systemic approach. Currently, the relation between both is not giving any good effects on the farmers. “Holistic means that both sectors need each other. So there is a need to change the farming into agro-industry,” he added. Sucipta also said that currently, the policy of the government is not supporting the farmer. He hope that the government will give regulation to give the famers their rights. (win)

Plunged into drugs due to lacking of self-confidence

ERADICATION effort of drug trafficking and drug use has been intensively conducted by the National Narcotic Agency (BNN) and police authority. Dissemination on the distribution and the use of the illicit goods has been implemented very intensively and quite systematically in the community. Various lines and breakthroughs are made in breaking the chain and drug use. People in various layers such as social institution, civic organizations as well as formal and non-formal educational institutions have been already touched. The effort is very good and should be constantly performed as well because the government has very seriously addressed this issue. Incessant news on the arrest of drug offenses in the mass media and the impact of the drugs, in fact, are unable to increase the literacy of community, including the students. As evidence, some students are found positive to have taken drugs and there is even a female student getting involved in the trafficking of such illicit goods. “It is a serious problem that must be resolved, not only by government but also by general public, specifically parents of students. As strong evidence, the drug has entered into almost all sectors of life, different professions and the communities,” said I Made Ardana Putra, an academician at the Bali State

Polytechnic. According to Ardana, who is also chairman of BAP PAUD and PNF Bali, it becomes a complicated issue today that cannot be resolved by one party alone. Looking for accurate solution is a great job and must involve the public. Students can plunge into the world of drugs because they lack of self-confidence and parental affection. This does not only occur in a broken home family, but also in the family where their parents are successful but busy with their career so that they does not have time to pay attention to their children. Parents should be keen to see the association of children mainly outside school and community environment because good environment will produce good child and vice versa. Maximization related to moral deepening having socioreligious nature instilled by parents and the environment is a powerful way to fortify one’s self. Someone getting involved is started by a variety of reasons, such as curiosity and the intention to try, lifestyle, epitome

of the association and the most frequent reason is the intention to forget intricate problems. Without being realized, continuous use has made the body addicted. School curriculum having been integrated with other subjects is a great idea. However, the greatness of curriculum does not guarantee the success if educators do not have the understanding, knowledge and comprehensive understanding on drug. “Comprehensive insight is not enough. Educators should know about the art of transferring knowledge so that it is easily understood and absorbed. They should not only have the capability of teaching, but also of evaluating objectively whether the students have known and understood the conceptual basis. Most importantly, they know the applications in everyday life,” he said. The true success of an educator in this context is when the students consciously do not get involved with the illicit goods. Observing from the various previous cases, apparently there are some points needing to be completed in relation to the learning process, whether through workshop process by involving creative learning materials or teaching and self-eval-

uation process of the educators. With the addition of refreshment and ideas in particular, the educators are expected to teach professionally because instilling drug-related material is different from the other subjects having been taught over the years. “In my opinion, the matter of prosecution is unsustainable and complicated. There are perpetrators clearly becoming dealers but are charged as user, and vice versa. Sometimes the rules make it complicated,” said Ahmad Hadiana, a legal practitioner. When getting involved in narcotic cases, said Ahmad, the dealer should be rigorously pursued and their smuggling lanes must be closed. Besides, customary hamlet and the whole society should be involved in narcotic enforcement, especially in their respective territory. “In order to result in deterrent effect, all narcotic cases should be sent to jail and processed, especially those having been proven to be a dealer. For schools, the role of teachers is very much needed. If necessary, teachers are given an upgrading on the narcotics. Family also plays very important role in the fight against these illicit goods,” said Ahmad. (rah)

Harvest season, price of clove reaches IDR 100,000 per kg

BANGLI - Clove plants at a number of villages in Kintamani, one of which at Kutuh village, currently begins to enter harvest season. At Kutuh village itself, most clove farmers have started harvesting their cloves. “Most clove farmers have started to harvest,” he said. He said that the price of cloves at the beginning of harvest season is quite good at IDR 100,000 per kilogram. However, when compared to the price at the beginning of harvest season last year, the current price is still lower IDR

25,000. Armaya estimated the current price of clove will continue to rise until entering the end of harvest season. “Harvest takes place from July to November. Around September the price usually goes up,” he explained. All this time, the harvest result of clove farmers at Kutuh village is mostly purchased by collectors. In addition, there are also farmers selling their produce directly to the plant in the area of Singaraja.

Armaya revealed that the arrival of harvest season is welcomed by clove farmers, other residents as well as odd laborer for a living. As long as the clove harvest season is underway, residents can earn a living as laborer of clove picker from the tree and sorter of clove flower from its stalk. A clove picker is usually paid at IDR 80,000 per tree, while a sorter of clove fruit from the stalk is usually paid at IDR 1,000 per kilogram. (kmb40)

DUE to tourism rapid growth of tourism, many Balinese people leave the profession as farmer and compete to work in this tourism industry. Moreover, not a few people are ignorant and do not want to preserve the culture of farming, the ancestral local genius. Unlike the case of strangers, through tourism activities they actually want to preserve Balinese culture. They are even willing to pay expensive cost so as to be able to participate and enjoy the farming culture with its subak system. BEIJING - China has completed production of the world’s largest amphibious aircraft after seven years of work, which it plans to use to perform marine rescue missions and fight forest fires, the Xinhua news agency reported. The AG600, which is about the size of a Boeing 737 and was developed by state aircraft maker Aviation Industry Corporation of

China (AVIC), rolled off a production line in the southern city of Zhuhai on Saturday, Xinhua said quoting the firm.

AVIC deputy general manager, Geng Rugang, said the plane was “the latest breakthrough in China’s aviation industry.” A plan for the development and production of the AG600 received government approval in 2009. The aircraft has a maximum

flight range of 4,500 km and can collect 12 tonnes of water in 20 seconds. It has a maximum take-off weight of 53.5 tonnes, Xinhua said. China has been ramping up research into advanced new military equipment, including submarines, aircraft carriers and

anti-satellite missiles, which has rattled nerves regionally and in Washington as China takes a more muscular approach to territorial disputes in places like the South China Sea. In June, it put into service a new domestically-developed large transport aircraft. (rtr)

CAIRO - An aircraft powered by solar energy left Egypt on Sunday on the last leg of the first ever fuel-free flight around the globe. Solar Impulse 2, a spindly single-seat plane, took off from Cairo in darkness en route to Abu Dhabi, its final destination, with a flight expected to take between 48 and 72 hours. The plane, which began its journey in Abu Dhabi in March 2015, has been piloted in turns by Swiss aviators Andre Borschberg and Bertrand Piccard in a campaign to build support for clean energy technologies. “The round the world flight ends in Abu Dhabi, but not the project,” Piccard told Reuters a few days before takeoff. Solar Impulse flies without a drop of fuel, its four engines powered solely by energy collected from more than 17,000 solar cells in its wings. It relies on solar energy collected during the day and stored in batteries for electrical energy to fly at night. The carbon fibre plane, with a wingspan exceeding that of a Boeing 747 and the weight of a family car can climb to about 8,500 metres (28,000 feet) and cruise at 55-100 kph (34-62 mph). “The project is a big promotion of clean technologies around the world and the legacy of Solar Impulse is the created international community,” Piccard said. Last week, the solar-powered aircraft landed in Egypt for on its penultimate stop. The flight’s takeoff from Egypt to the United Arab Emirates was delayed due to a heatwave in Saudi Arabia. “I started to dream about this project 17 years ago in 1999 when I finished my hot-air balloon landing in Egypt, so 17 years later I take off where the balloon landed,” Piccard said. DENPASAR - Based on the report of the social security agency (BPJS) Health received by the Bali Health Agency until the end of June 2016, it has paid as much as IDR 620 billion for health care services in Bali. When compared to the BPJS participants in Bali reaching 2.1 million people, the figure is quite high. “It is only for Bali and actually quite high. When compared to the number of BPJS Health participants in Bali, actually the BPJS has spent more,” said the Head of the Bali Health Agency, Ketut Suarjaya, Sunday (Jul. 24). If the trend in the use of health care remains high like that, the BPJS Health can spend more than IDR1 trillion a year. Of the IDR 620 billion, larger amount is spent on treatment. In the meantime, claim payment system at the health centers and clinics applies capitation system. Of the 2.1 million populations, when averaged for one person is paid at IDR 80,000 multiplied by 2.1 million then it makes IDR 16 billion in a month. Within six months, it can reach around IDR 100 billion. So, of the IDR 620 billion of funds issued by the BPJS Health, approximately IDR 500 billion is used for payment claims of treatment to hospital, while only IDR 100 billion is for promotion and prevention at first health facilities namely the health centers and clinics. “It means that more than 80 percent goes to curative (treatment) to hospital. So, actually we are benefited by the BPJS because with the premium paid at IDR 80,000 we have got health care,” he explained. Therefore, the BPJS Health is effective and efficient for service providers both health centers, clinics, independent practice, hospitals, et cetera. With the service efficiency, hospital will be surely concerned with the quality. If the treatment takes place longer, it means that hospital is inefficient and does not pay attention to quality, and nosocomial infections can infect patient. Thus, it is also

detrimental to the hospital because the larger costs will incur either for electricity, water or food whereas the payment of claims to hospital is based on INA CBG package. For example, for the service of an appendectomy, with the INA CBG package it is paid at IDR 12 million. With such amount, the hospital has to think so that treatment cost must be in accordance with the costs incurred to operate on patients with appendicitis. “If it does not guarantee the quality, patient will need longer treatment for days or even a week, and the cost for one patient will increase. The payment will remain IDR 12 million, though patient is hospitalized for three days or five days,” he said. On that account, to ensure effective service, the efficiency must be applied. Quality should be paramount in the health service. Quality can be seen from the level of patient’s recovery. The cure rate of patient can be seen from the length of stay (LOS). If the LOS is more than three days, it means the service provided is inefficient and the quality of service is questionable. Though each patient has a different LOS, the average patient has LOS of three days. Effective and efficient service is also seen from the bed occupation rate (BOR). Good BOR is between 70-90 percent. If the BOR is under 70 percent, it means the hospital is shortage of patients so that it may earn less. However, if BOR is more than 90, it means it has too many patients so that it may not have time to clean up the room or sterilize the room so that it turns inefficient. Another indicator showing the application of effective and efficiency concept in the hospital services can also be seen in terms of the number of deaths. “There are many indicators such as standard indicator of hospital. It will show the quality of hospital,” he added. In the meantime, the effective and efficient indicator of outpatient, according to him, cannot be measured. (kmb42)

Wet drought, horticulture farmers beware of fungal attack

TABANAN - Dry season in 2016 belongs to wet drought where it remains to rain. For farmers cultivating horticultural crops like chili and onions, rain is one of the blessings because they are not hard to get water. On the other hand, the rain in the dry season must be alerted by farmers particularly related to fungal attack. Division Head of Horticultural Development at the Tabanan Agriculture, Horticulture and Food Crops Agency, Gusti Putu Wiadnyana, explained on Sunday (Jul. 24) that when compared to 2015 the horticultural program launched in 2016 is more simplified in terms of water availability. As is known, the horticulture program created by the government is meant to meet the needs of chilies and shallots throughout the season. To that end, farmers participating in this program are given the assistance in the form of seed, fertilizer and equipment, and planting against the season, especially during drought condition.

Even though it is easy in terms of water availability, added Wiadnyana, farmers still have to be careful, especially from fungal attack. Horticultural crops like chilies and shallots are very susceptible to this disease. To address this, the government has provided assistance in the form of fungicide for farmers. Further, Wiadnyana added that horticulture program itself has run almost entirely where the assistance for mangosteen development on 72 hectares has been planted. For chili cultivation on the area of 40 hectares, according to Wiadnyana, is in the process of land preparation. Garlic cultivation centered in Pupuan (40 hectares) and Baturiti

(10 hectares) has been planted and some have already grown mature, while shallot on 30 hectares of land in Baturiti is delayed until next August considering the rainfall is quite high in July. “We delay the cultivation of shallot until August because it is vulnerable to disease attack if the condition is too humid,” said Wiadnyana. Though there is water in dry season, but according to Wiadnyana, he could not ensure whether the horticultural crop production program will be more successful than last year. From the narrative of Toto Sunyoto, 63, the bus driver from Babakan Sari, Bandung, before the incident, he and his two colleagues namely Purnama Sidiq, 31, bus conductor from Cikancung Bandung and Dindin Saepudin, 48, reserve driver from Cilame Bandung, were just returning from dropping off 32 passengers from Bandung to Benoa that will work in the pioneer vessel, Saturday (Jul. 23). The entourage arrived in Benoa at 22:00. Because there was an order from his superior via telephone to pick up other passengers in the area of Madura, at the same night around 23:00 they should continue the journey. Initially the trip was smooth as usual, but upon arrival at the Yeh Otan Bridge precisely at descending path Toto said that he could not control the pace of the bus he drove. “I would like to swerve to the right but because there was a vehicle finally I turned left and fell into the river,” he said. Toto said that he was not drowsy because an hour before the incident he and two colleagues had a break in the area of Kerambitan. Similarly, the state of the brake before heading off to Bali was already adjusted twice in Bandung. “Since the stock of spare part required was not available, it was only tuned. When arriving at Gilimanuk, it was also reset. I do not know why the brake immediately did not work,” he said. On Duty Manager of the Tabanan Hospital, Dendra Purana, 31, confirmed that there are three victims of the bus traffic accident taken to the Tabanan Hospital

In the meantime, Chief of Selemadeg Police, Abdus Salim, explained that before the traffic accident, the Pahala Kencana bus was coming from the north or from Denpasar to Gilimanuk. On arrival at the scene, shortly after passing the sharp road bend to the right and descending path suddenly the bus driver was not able to control the pace of the bus and was then shaky to the right and crashed into the north side safety rail of the bridge. After that, the bus with three people inside fell into the river or Tukad Yeh Otan with a height of 10 meters. Evacuation process took a long time. Based on information, the death toll was unconscious when the accident occurred. “As temporary allegation, the victim’s head was hit hard at the time of the accident and his body was wedged by bus body to be submerged in river water,” explained Abdus Salim. Other than the death victim Dindin, the driver Toto driving the bus was also wedged for four hours before he could be evacuated. (kmb28)

ASEAN breaks deadlock on South China Sea

VIENTIANE - Southeast Asian nations overcame days of deadlock on Monday when the Philippines dropped a request for their joint statement to mention a landmark legal ruling on the South China Sea, officials said, after objections from Cambodia. China publicly thanked Cambodia for supporting its stance on maritime disputes, a position which threw the regional block’s weekend meeting in the Laos capital of Vientiane into disarray. Competing claims with China in the vital shipping lane are among the most contentious issues for the Association of Southeast Asian Nations, with its 10 members pulled between their desire to assert their sovereignty while finding common ground and fostering ties with Beijing. In a ruling by the U.N.-backed Permanent Court of Arbitration on July 12, the Philippines won an emphatic legal victory over China on the dispute. The Philippines and Vietnam both wanted the ruling, which denied China’s sweeping claims in the strategic seaway that channels more than $5 trillion in global

trade each year, and a call to respect international maritime law to feature in the communique. Backing China’s call for bilateral discussions, Cambodia opposed the wording on the ruling, diplomats said. Manila agreed to drop the reference to the ruling in the communique, one ASEAN diplomat said on Monday, in an effort to prevent the disagreement leading to the group failing to issue a statement. The communique referred instead to the need to find peaceful resolutions to disputes in the South China Sea in accordance with international law, including the United Nations’ law of the sea, to which the court ruling referred. “We remain seriously concerned about recent and ongoing developments and took note of the concerns expressed by some

ministers on the land reclamations and escalation of activities in the area, which have eroded trust and confidence, increased tensions and may undermine peace, security and stability in the region,” the ASEAN communique said. In a separate statement, China and ASEAN reaffirmed a commitment to freedom of navigation and overflight in the South China Sea and said they would refrain from activities that would complicate or escalate disputes. That included inhabiting any presently uninhabited islands or reefs, it added. C h i n a ’s F o r e i g n M i n i s t e r Wang Yi said a page had been turned after the “deeply flawed” ruling and it was time to lower the temperature in the dispute. “It seems like certain countries from outside the region have got all worked up keeping the fever high,” Wang told reporters. LOS ANGELES - More than 1,600 firefighters battled on Monday to contain a fast-spreading wildfire that has forced hundreds of evacuations in the drought-parched canyons north of Los Angeles, destroying 18 homes, killing at least one person and closing a highway. Authorities said the Sand Fire had grown to more than 33,000 acres (13,300 hectares) by early Monday, or more than 50 square miles (130 square km), fueled by high winds and parched conditions after years of drought. It was threatening a string of small communities near Santa Clarita, just outside the Angeles National Forest, the Los Angeles county sheriff’s department said. “This is the fifth year of an ongoing drought, so we have very extreme fire behavior,” the fire department chief, Daryl Osby told a Sunday news conference. “These are not normal times.” A 10,262-acre (4,155-hectare) fire was also burning in a coastal area of Monterey county, 300 miles (480 km) northwest of Santa Clarita, prompting authorities to widen evacuation orders to several communities on Sunday, a Cal Fire spokeswoman said. One person suffered non-life-threatening injuries and one structure was destroyed, the spokeswoman, Amber Anderson, said. The fire near Santa Clarita, first reported on Friday afternoon, has forced at least 1,500 residents to evacuate their homes and destroyed at least 18 homes, the Los Angeles county fire department said in a statement. All the affected communities, about 40 miles (65 km) northwest of Los Angeles, are in or around the San Gabriel Mountains, which is dotted with multimillion-dollar homes. About 100 commercial buildings in the path of the fire have been ordered to evacuate, fire officials said. An “unexpected wind event” forced officials to cancel plans for residents to return to some areas, fire officials said on social media network Twitter on Sunday. “All evacuations will remain in place,” they added. The 14 Freeway was closed to traffic because of the fire threat, the California Highway Patrol said on Twitter. The remains of an unidentified person were found late on Saturday in a charred vehicle in the path of the blaze. The cause of death had yet to be decided, fire officials said. Extreme heat, strong winds and parched rugged terrain will continue to hamper firefighters, the officials said, adding that they were still trying to pinpoint the cause of the wildfire, which had been only 10 percent contained by early on Monday. China’s growth sucks in more debt bucks for less bang

BEIJING - As China’s economy notches up another quarter of steady growth, the pace of credit creation grows ever more frantic for every extra unit of production, as inefficient state firms swallow an increasing share of lending. The world’s second-largest economy grew 6.7 percent in the first half of the year, unchanged from the first quarter, testament to policymakers’ determination to regulate the pace of slowdown after 25 years of breakneck expansion. Analysts say that determination has come at the cost of a damngerous rise in debt, which is six times less effective at generating growth than a few years ago. “The amount of debt that China has taken in the last 5-7 years is unprecedented,” said Morgan Stanley’s head of emerging markets, Ruchir Sharma, at a book launch in Singapore. “No developing country in history has taken on as much debt as China has taken on on a marginal basis.” While Beijing can take comfort that loose money and more deficit spending are averting a more painful

slowdown, the rapidly diminishing returns from such stimulus policies, coupled with rising defaults and non-performing loans, are creating what Sharma calls “fertile (ground) for some accident to happen”. From 2003 to 2008, when annual growth averaged more than 11 percent, it took just one yuan of extra credit to generate one yuan of GDP growth, according to Morgan Stanley calculations. It took two for one from 20092010, when Beijing embarked on a massive stimulus programme to ward off the effects of the global fi-

nancial crisis. The ratio had doubled again to four for one in 2015, and this year it has taken six yuan for every yuan of growth, Morgan Stanley said, twice even the level in the United States during the debt-fuelled housing bubble that triggered the global crisis. Total bond debt in China is up over 50 percent in the past 18 months to 57 trillion yuan ($8.5 trillion), equal to around 80 percent of GDP, and new total social financing, the widest measure of credit provided by China’s central bank, rose 10.9 percent in the first half of 2016 to 9.75 trillion yuan. “SHORT-TERMISM” China’s money supply has increased in tandem with new lending, and at 149 trillion yuan is now 73 percent higher than in the United States, an economy about 60 percent larger. “China is the largest money printer in the world - they have been

for some time. The balance is really extreme,” says Kevin Smith, CEO of U.S.-based Crescat Capital. The reason China gets such poor returns from this pump-priming is that state firms are the main beneficiaries of extra credit, at the expense of the more efficient private sector. Some of the slowdown in private sector growth is weak confidence in the business outlook, but a lack of access to affordable financing is also a factor, the government and economists say, as banks prefer the security of state-owned borrowers. Private firms had to pay 6 percentage points more in interest for bank loans in the second quarter versus the public sector, analysts at investment bank CICC estimate. Though Beijing officially wants to rebalance the economy to the private sector and cut surplus capacity in inefficient heavy industry, that aspiration clashes with its more

immediate ambition to hit its growth targets. For now it seems the latter goal is over-riding the former. Policymakers say that while corporate debt is high, the central government has room to increase its debt ratios and raise its fiscal deficit to between 4 and 5 percent to boost the economy. And analysts expect more monetary easing in the form of interest rate cuts, which will encourage more borrowing and more bad debts. “We believe that China’s shorttermism will only add to its longstanding problems of excess capacity and non-performing loans,” Fathom Consulting analyst Laura Eaton wrote in a note following the release of first-half GDP data. Smith at Crescat Capital thinks it will lead to a twin currency and banking crisis, with a 20 percent crash in the yuan versus the dollar. “It’s a question of when, and it looks like it’s coming pretty close,” he said.(rtr)

There are twelve water spouts that are used by worshippers to purify themselves with the temple water. Tirta Sudamala Temple is close to the center of Bangli, and is easy to access. Since the temple is located in the bank of the Sangsang river, worshippers visiting the temple will often descend numerous staits to pruify themselves in Tirta Sudamala as well. Hamlet chief of Sedit, Gusti Putu Kariyadnya, recently gave a brief explanation of the origins ot Tirta Sudamala Temple. An old inscription says that the establishment of the temple is related to the pilgrimage of Ida Pedanda Hender who, upon the request of the king of Bangli, went looking for a holy spring to take water from for a grandioase ceremony that was to take place. Ida Pedanda Hender started his pilgrimage from the south and sat in a plcae overgrown by many sambng plants to meditate about where he should go to find the stpring. During his meditation, a huge pig appeared. The pig proceeded to loosen the soil and formed a mound resembling a hill, in an attempt to distract Ida Pedanda Hender from his meditation. One of Ida Pendanda Hender’s companions however saw what the pig was doing and shooed the pig away. Because the mound abandoned by the huge pig resembled a hill, Ida Pedanda Hender then named the location Buung Hill. In his meditation Ida Pedanda Hender however did manage to find the location of the spring that he was looking for. He then resumed his pilgrimage northwards until he reached the location of the Sudamala spring. After Ida Pedanda Hender’s visit to the spring, the local people built a small shrine at the spring. The shrine was built near the current Tirta Sudamala water spouts. “Our senior figures once made a vow that Tirta Sudamala woould be able to repel pests attacking their crops, if they set up a temple near the location of Tirta Sudamala” explained hamlet chief Kariadnya. In fact, thanks to the Tirta Sudamala, the local community finally managed to keep the monkeys from invading their paddy fields. As promised, the community then established a temple called Tirta Sudamala Temple. Until now, Tirta Sudamala Temple is supported by the community of Sedit hamle. Temple celebrations for for Tirta Sudamala are normally held every six months (210 days) on Anggarkasih Prangbakat. (kmb)

Syrian blows himself up outside German music festival, 12 wounded

ANSBACH - A 27-year-old Syrian man denied asylum in Germany a year ago blew himself up on Sunday outside a crowded music festival, injuring 12 people in the country’s fourth violent attack on members of the public in less than a week. A spokeswoman for the Bavarian state police force said on Monday it was unclear whether the man was an Islamist militant, and that investigations were continuing. German newspaper Die Welt quoted Bavarian Interior Minister Joachim Herrmann earlier as saying: “My personal view is that it is unfortunately very likely that a real Islamist suicide attack took place here.” The incident, on top of three other attacks since July 18 that left 10 people dead and 34 injured, will fuel growing public unease about Chancellor Angela Merkel’s opendoor refugee policy. Turkey detains 42 journalists in crackdown as Europe sounds alarm

ISTANBUL - Turkey ordered the detention of 42 journalists on Monday, broadcaster NTV reported, under a crackdown following a failed coup that has targeted more than 60,000 people, drawing fire from the European Union. The arrests or suspensions of soldiers, police, judges and civil servants in response to the July 15-16 putsch have raised concerns among rights groups and Western countries, who fear President Tayyip Erdogan is capitalising on it to tighten his grip on power. EU Commission President JeanClaude Juncker questioned Ankara’s long-standing aspiration to join the EU. “I believe that Turkey, in its current state, is not in a position to become a member any time soon and not even over a longer period,” Juncker said on French television France 2. Juncker also said that if Turkey reintroduces the death penalty something the government has said it must consider, responding to calls from supporters at public rallies for the coup leaders to be executed - it

would stop the EU accession process immediately. Turkey abolished capital punishment in 2004, allowing it to open EU accession talks the following year, but the negotiations have made scant progress since then. Responding to Juncker’s comments, Turkish Foreign Minister Mevlut Cavusoglu told Haberturk TV that Europe cannot threaten Turkey regarding the death penalty. Erdogan has declared a state of emergency, which allows him to sign new laws without prior parliamentary approval and limit rights as he deems necessary. The government has said these steps are needed to root out supporters of the coup and won’t infringe on the rights of ordinary Turks. NTV reported that among the 42 journalists subject to arrest warrants was well-known commentator and former parliamentarian Nazli Ilicak. On the occasion President Jokowi also touched on his tax amnesty program. “This is a breakthrough that has never been implemented so far. Thank God its draft law was passed immediately by the House of Representatives. If it was made after July the opportunity would be lost,” he said. He said thousand trillion rupiahs gained during the the boom of oil, wood as well as other commodities were still kept abroad instead of in the country. He said the country was now badly in need of funds and so citizens participation was needed to bring back the funds to the country to be used for improving the welfare of the people. “How could they eat here, live here and do business here but keep their money overseas for other countries to enjoy. Other countries have become prosperous because of our money,” he said. President Jokowi said the funds were now badly needed in the country. “I am convinced the money would flow back into our country. We must be optimistic because the legal umbrella has been made. Execution of death row prisoners in Nusakambangan imminent?

CILACAP - The island of Nusakambangan is closed for a week to visitors adding to the speculation that execution of death row prisoners on the island a few miles off this southern Central Java coastal town, is imminent. The government has planned execution of a number of drug convicts meted out with death sentence now held at various prisons in the country. The execution is to be carried out on the island. A number of people planning to cross to the island to visit relatives held in the Nusakambangan prison have to turn back and return home from the Wijayapura port here on Monday. One of the people Nasiroh (60) said she was disappointed as she was not allowed to see her son serving jail term at the Besi prison on the island. “They said visit to Nusakambangan was closed for a week,” she said, adding the port officers refused to give reason. Port authorities said the decision to close visit for week had been made known to

the relatives of the prisoners, but they also refused to give reason. Observers said the execution of more drug death row prisoners looked to be take place soon on the island. Visit to the island was also closed when the government was about to carry out executions of death row prisoners earlier. On Sunday, Merry Utami, believed to be one of the convicts to face the firing squad, was moved from her cell in Tangerang , Banten, to Besi prison on Nusakambangan adding the specualtion of imminent

execution. Earlier, Attorney General M Prasetyo said the next round execution of drug death row prisoners under the present government would take place soon. All preparations had been made for the third round of execution in cooperation with the Central Java police, Prasetyo said. The attorney general referred to third round of execution of death penalty under the present government. Last year, 14 drug convicts with death penalty were executed on the same island in January and April. Foreigners such as from Australia, Brazil, Nigeria, made up most of the convicts executed last year. The execution drew sharp criticism including from home and abroad but President Joko Widodo (Jokowi) has repeatedly said he would not give clemency to drug convicts. (ant)

KENDARI - The government and the community in the district of Wakatobi, Southeast Sulawesi, have been ready to welcome the arrival of yachts participating in the Sail Indonesia 2016 early in August “The government of Wakatobi has made a marina ready to serve luxurious boats participating in the Sail Infonesia 2016,” the district administration spokesman, said here on Sunday. The government has finished the development of the marina on about 300 hectares of land which is able to receive more than 500 boats. Before its development it used to be able to accommodate only 50 boats. Its development is expected to give more contribution to the regional governments income, the spokesman said adding every boat mooring at the marina would have to pay US$50 per day. “So far the lack of the marina facility has been one of the factors distracting would be visitors to Wakatobi by boat,” he said. So far yachts only come to Wakatobi during Sail Indonesia from August to October and so with the availability of the new marina yacht tourists can now come there at any time, the official said.(ant)

SHANGHAI - Big money signings and investments in storied European clubs, and the backing of a president who is an avid soccer fan: things should be looking up for millions of Chinese supporting the ‘beautiful game’. Not so, say some long-time football enthusiasts like Bian Minming, who fear the game is being taken away from them. Chinese soccer’s new-found cash also means a deluge of heavy-handed corporate sponsorships, and Bian and others say that hampers Beijing’s aim of nurturing a grass-roots base for the sport and homegrown talent. All footballing nations have struggled to balance the interests of commercial sponsors with those of hardcore fans, but in China, encouraged by President Xi Jinping to become a soccer superpower, investors hold all the cards. All 16 clubs in China’s top league have been forced to incorporate the names of new owners or sponsors in their team names - constant changes that irritate fans. Others clubs been forced to move home, sometimes more than once. “The football association needs to learn,” said Bian, who protested moves to rebrand Shanghai Shenhua, the club he follows. “The league shouldn’t allow clubs to keep changing names, because only then will they be able to attract more fans.”The Chinese football association did not respond to a request for comment. China is currently hosting some of Europe’s biggest clubs, who flock to China to tap a millions-strong pool of fans and some deep-pocketed inves-

tors. Manchester United had been due to take on Manchester City, now part-Chinese owned, in a pre-season match later on Monday at Beijing’s Bird’s Nest Stadium - their first derby outside England - though the game has been cancelled due to weather concerns and the state of the pitch. The build-up to that match, in the middle of a busy Chinese league season, had overshadowed even last week’s clash between Shanghai Shenhua and city rivals Shanghai SIPG. Buying foreign talent may increase interest - China spent more in the winter transfer window than the entire English Premier League - but as with the Gulf States, sports industry veterans warn it will do little to boost the home-grown talent that China needs if it is to achieve Xi’s ambition of one day winning the World Cup. China currently ranks 81st in the world, behind St Kitts and Nevis, whose population of 55,000 would fit into Shanghai SIPG’s stadium. “China’s top-down approach to everything does not fit football at all,” said Cameron Wilson, who runs Wild East Football, a news website devoted to Chinese soccer. “You need a solid and long-stand-

ing football culture to generate a supply of people who have grown up watching, playing and most importantly, loving football.”

Last year, China drew up a farreaching reform plan aimed at reinvigorating the domestic game, which it said was “lagging in all respects”. High on its agenda was creating “hundred-year clubs” rooted in local communities and nurturing a genuine grass-roots sporting culture. To achieve this, it said it would curtail the power of rich investors to relocate or rebrand teams on a whim. But for now, money speaks loudest. Even as it called for a bottom-up sporting culture, China also demanded the establishment of ‘competitive brands’ and set a target of swelling the sports industry to 3 trillion yuan ($450 billion)- six times the estimated value of the existing global sports market - by 2020. Of course, without sponsorship, China’s clubs would have no chance of importing international stars such as former Arsenal and Roma striker Gervinho or Senegal’s Demba Ba. Such banner signings have fuelled lucrative TV deals - but not yet homegrown success. “There are differences in culture, in the national personality and tradition,” said Waley Ho, founder of Reds in Shanghai, a Manchester United supporters group. “It will still need time.”
