Filmmaking icon Tim Burton soars to new heights with ‘Dumbo’ LOS ANGELES - He has never liked the Big Top, mainly due to the caged animals and freaky clowns, but for legendary director Tim Burton there is no denying the romance of running away to join the circus. And even more so if the adventure involves a flying elephant, says the 61-year-old Californian, who is hitting red carpets with his 26th feature, a remake of the 1941 Disney classic “Dumbo.” “The thing I liked about ‘Dumbo’ was just the idea -- the image of a flying elephant and a misfit -- and all that sort of stuff is very appealing to me,” he told AFP. The visionary behind a slew of hits spanning four decades, from Gothic animation to screwball comedy, Burton recalls being something of a misfit himself -- the other kids at school called him “weirdo.” But like “Dumbo,” Burton’s Achilles heel was his superpower. The outsider persona gave him space to grow into one of Hollywood’s most sought-after creatives when he might just have been part of the crowd. The theme of alienation or disability as a source of strength runs through much of his oeuvre, and his

most recognizable characters, from Beetlejuice and Batman at the start of his career through Edward Scissorhands, Ed Wood and Sweeny Todd, have been outsiders. “You can have a misfit perceived as something and they use that as a positive thing,” says Burton, pointing to Dumbo’s big, floppy ears -- a source of shame that becomes an advantage. The live action update follows the 1941 animated Disney fable in some aspects -- as in the original, Burton’s pachyderm protagonist is mute -- but the human characters get a bigger role. And while Jon Favreau’s 2017 “Beauty and the Beast” hewed close to the 1991 animated version -- notwithstanding some extraneous backstory -- “Dumbo” is a very different creature from its wartime progenitor. “I felt liberated that I didn’t have to follow too much, because it’s not really a story, it’s a very simple fable,” Burton told AFP. The second thing to note is the essence of education. All components in education must know the essence of education. It is not only building knowledge but overall, starting with attitudes, knowledge and skills. “Essentially, three aspects namely attitudes, knowledge and skills are used to resolve life problems, and evaluate things comprehensively. It’s the education,” she explained. To achieve the essence of education, a learning model is needed. In 2014, the government launched a learning method based on the Indonesian National Qualifications Framework (KKNI). “In the era of education, we now see how to achieve the essence of education desired. Then, we must use the right education method to achieve comprehensive education as well as develop attitudes, knowledge and skills in one educational process. So, the process must be done simultaneously,” she explained. In terms of teaching staff, they must also prepare well the learning plan, achievement targets and measurable achievements as well as know how to measure. By that way, the education process will result in outcome. The expected product is in the form of a graduate profile. “For today’s education, people will see the outcome or profile of the graduates. In the past education, output was placed in the last order, while now we come to the outcome,” he said. Output is the result of learning, while the outcome is a feedback from the results of education. Educational outcomes are the results of education having been applied and evaluated. Today’s education has four references, namely education must be professional, relevant, effective and efficient. Professional describes quality. Manifestation of quality is professionalism and expertise. “It is not just doing but having expert on what is done and he is able to account for,” she said. Relevant is not untolerable, follows the needs of the industry so there is a link and match between the education and industry sector. Effectiveness is the results obtained in accordance with the plan. Thus, learning must have careful planning. Careful planning must also be accompanied with an evaluation to see the suitability of the results with the plan. “After that, we can learn more effectively,” he concluded. People can sense Earth’s magnetic field, brain waves suggest

Like birds, bacteria and other creatures with an ability known as magnetoreception, humans can sense Earth’s magnetic field (illustrated), a new study suggests.

BEIJING - A new analysis of people’s brain waves when surrounded by different magnetic fields suggests that people have a “sixth sense” for magnetism. Birds, fish and some other creatures can sense Earth’s magnetic field and use it for navigation. Scientists have long wondered whether humans, too, boast this kind of magnetoreception. Now, by exposing people to an Earthstrength magnetic field pointed in different directions in the lab, researchers from the United States and Japan have discovered distinct brain wave patterns that occur in response to rotating the field in a certain way. These findings, reported in a study published online March 18

in eNeuro, offer evidence that people do subconsciously respond to Earth’s magnetic field — although it’s not yet clear exactly why or how our brains use this information. “The first impression when I read the [study] was like, ‘Wow, I cannot believe it!’” says Can Xie, a biophysicist at Peking University in Beijing. Previous tests of human magnetoreception have yielded inconclusive results. This new evidence “is one step forward for the magnetoreception field and probably a big step for the human

magnetic sense,” he says. “I do hope we can see replications and further investigations in the near future.” During the experiment, 26 participants each sat with their eyes closed in a dark, quiet chamber lined with electrical coils. These coils manipulated the magnetic field inside the chamber such that it remained the same strength as Earth’s natural field but could be pointed in any direction. Participants wore an EEG cap that recorded the electrical activity of their brains while the surrounding magnetic field rotated in various

directions. This setup simulated the effect of someone turning in different directions in Earth’s natural, unchanging field without requiring a participant to actually move. (Complete stillness prevented motorcontrol thoughts from tainting brain waves due to the magnetic field.) The researchers compared these EEG readouts with those from control trials where the magnetic field inside the chamber didn’t move. Joseph Kirschvink, a neurobiologist and geophysicist at Caltech, and colleagues studied alpha waves to determine whether the brain reacts to changes in magnetic field direction. Alpha waves generally

dominate EEG readings while a person is sitting idle but fade when someone receives sensory input, like a sound or touch. Sure enough, changes in the magnetic field triggered changes in people’s alpha waves. Specifically, when the magnetic field pointed toward the floor in front of a participant facing north — the direction that Earth’s magnetic field points in the Northern Hemisphere — swiveling the field counterclockwise from northeast to northwest triggered an average 25 percent dip in the amplitude of alpha waves. That change was about three times as strong as natural alpha wave fluctuations seen in control trials. (net)

WASHINGTON - A tiny new frog species discovered in tropical forests of southwest India has been one of a kind for millions of years. Palaniswamy Vijayakumar and his colleagues first spotted the new species one night in 2010 while surveying frogs and reptiles roughly 1,300 meters up in India’s Western Ghats mountain range. The frog hardly stood out — its brown back, orange belly and starlike spots acted as camouflage against the dark hues and water droplets on the forest floor. And at only 2 to 2.9 centimeters long, “it can sit on your thumb,” says Vijayakumar, a biogeographer

at George Washington University in Washington, D.C. Dubbed the starry dwarf frog by the team, the frog didn’t seem special among the dozens of other possibly new species discovered on the trip. But analysis of its DNA, anatomy and geographic distribution told a different story. The frog represents the sole known species of a lineage dating back 57 million to 76 million years ago, the researchers report March 12 in PeerJ. That’s around when the Indian subcontinent was merging with Asia after breaking away from Madagascar. “I had no clue I was holding

onto a 50-million-year-old lineage,” Vijayakumar says. The researchers say the frog represents not just a new species and genus, but possibly even a new family, which they are working to confirm through genetic analysis and anatomical comparisons. “It’s a unique, old lineage without any close relatives” known to science, he says. The team called the frog Astrobatrachus kurichiyana — with a genus name that includes “astro” for the frog’s bluish-white starlike dots, and species name that refers to the indigenous Kurichiyan people in the southern state of Kerala where the frog was found. SEMARAPURA — Klungkung district government is not quite satisfied with the development of tourism in the Nusa Penida Islands at this time. The endeavors to explore other potentials continue to be made so as to provide new colors for local tourism. One of them is by developing new destinations that can add to the reference of travel in Nusa Penida. There is another coastline being eyed by investors because tourists have often visited it. The coastline sits at Sakti village, known to residents as Gamat Beach. It is a white sandy bay with a cliff edge. From the parking space to the beach, visiting tourists must pass the path down the rock cliffs. This beach is expected to become a more charming tourist attraction following the Crystal Bay Beach having been well known among domestic and foreign tourists.

To start the branding, the Klungkung government through the Tourism Office and the entire Klungkung government took action by cleaning up around Gamat Beach last Saturday (Mar. 23). This coastline is quite attractive for tourists to visit, no less beautiful than Cristal Bay Beach having been already known. The beach cleanup action was led directly by the Regent of Klungkung, I Nyoman Suwirta with Mrs. Ayu Suwirta, involving local residents, volunteers caring

about garbage and customary village youth clubs. Regent Suwirta explained it was the beginning of the arrangement, so the local beach environment is always kept clean by realizing the importance of maintaining cleanliness to local residents. Moreover, the location will be promoted as a new tourist destination in Nusa Penida. According to the regent from Ceningan, Gamat Beach has not been known to many visitors. He hoped Gamat Beach can

become the next destination after Crystal Bay Beach located quite close. He also asked tourism players and the local community to more aggressively promote and do branding for the beach. One of the obstacles is access to the beach considered less good and uncomfortable because visitors have to pass through rocky cliffs. The regent emphasized that government will not remain silent. His arrival wanted to see and plan further to make the local road access better. “All infrastructures must be handled, especially after seeing the potential of Gamat Beach like this. If necessary, I will submit it to

central government, so the handling will be faster,” he said. Headman of Sakti, Ketut Partita, said the Gamat Beach belonging to the Sakti hamlet area has a very good attraction. Other than being potential for tourist attraction, this beach is also a spiritual object for local residents. This can be seen from people coming on particular days with abnormalities that cannot walk. After burying their legs in the sand, it can be cured. “This beach is known as a diving and snorkeling location. There are about 30 boats every day coming to bring tourists to this area. SEMARAPURA — Klungkung Education Agency plans to prepare a duplicate of kris dagger and spear belonging to the era of Gelgel Palace. The duplicate will be placed in the Semarajaya Museum for the education process of visitors coming to the museum. Thus, people can find out about various heirlooms owned by the ancestors of royal times. Head of the Klungkung Education Agency, Nyoman Mudarta, stated on Sunday (Mar. 24) there are at least two heirlooms planned to be duplicated namely the Wardawalika Kris and Ki Bayu Gudug spear. Both heirlooms are currently stored in the Jakarta National Museum. The original heirlooms are said to have been presented directly in Klungkung. Finally, they were presented at the Centennial Commemoration of Puputan Klungkung, where it was picked up directly by the Regent of Klungkung at the time, Wayan Candra. “In addition, the original Crown of the King kept there will also be duplicated. BANGKOK - Thai junta chief Prayut Chan-O-Cha appears on the cusp of a remarkable reinvention from a gruff -- and often-ridiculed -- general to a civilian prime minister with a popular mandate, after his party took a surprise lead in the country’s first election since the 2014 coup. Prayut, 65, has struck a stoic pose in the chaotic last weeks of a campaign that saw the king’s elder sister Princess Ubolratana briefly ranged against him as a candidate for premier. She was put forward by a party allied with Prayut’s nemesis -- Thaksin Shinawatra -- in what momentarily appeared to be a brilliant move to checkmate the political aspirations of the royalist general.

“Prayut wants to continue to lead the country... He may also have personal interests to protect, fearing what could happen if his opponents regained power,” said Thitinan Pongsudhirak, a political scientist at Chulalongkorn University.

CAIRNS - A man has been bitten on the leg by a shark in Australia’s Great Barrier Reef, authorities said Monday, the fourth such attack in six months at the popular tourist site. Paramedics were called to a diving pontoon at Hardy Reef off the Queensland coast just after midday local time after the man, aged in his 20s, was bitten on his thigh. His injuries did not appear to be life-threatening and he was taken

by helicopter to a nearby hospital in a stable condition, Queensland ambulance and rescue authorities said. It is the fourth shark attack -- including one fatality -- in six months in the Whitsunday Islands region. A 33-year-old man died in November after his legs and arm were mauled. In September, a woman and a 12-year-old girl were bitten and seriously hurt by sharks within 24 hours of each other in the same area.

Authorities had set out baited lines to capture and kill several sharks after the September attacks. Australia has one of the world’s highest incidences of shark attacks, but fatalities remain rare. Shark attacks are considered to be uncommon in the Whitsundays, a collection of spectacular tropical islands and popular tourist destination at the heart of the Barrier Reef. (afp)

Sri Lanka opens work on $3.85bn refinery near strategic port Sri Lanka began construction Sunday of a nearly $4 billion oil refinery it hopes will revive foreign interest in its shipping facilities after Beijing’s takeover of a nearby port spooked international investors. Prime Minister Ranil Wickremesinghe said Hambantota, a district in Sri Lanka’s south which lies on one of the world’s busiest shipping lanes, would become a global investment hub with the addition of the oil refinery and storage complex. The $3.85 billion project is the single largest foreign investment in Sri Lanka’s history. It is jointly funded by Oman and Singaporeregistered Silver Park International, a company owned by an Indian business family. The oil facility is near the port of Hambantota, which was controversially leased to a Chinese state-owned firm in 2017 for 99 years after Sri Lanka failed to service a loan from Beijing. The circumstances surrounding China’s acquisition of the port generated concern in neighbouring India and beyond over Beijing’s expanding presence in the Indian Ocean. But the government pointed to this new line of cash pouring into the region as proof foreign investors were not deterred by that experience. “The interest shown by the Oman government, the interest shown by many other investors from other parts of the world shows that Hambantota will become a truly international investment zone,” Wickremesinghe said Sunday. Wickremesinghe also said he hoped to strike a deal within three months with Indian airport authorities to revive a $210 million airport in Hambantota dubbed the “world’s emptiest” international terminal for its lack of flights. The oil storage tanks are expected to be completed within two years while the refinery is due to be up and running by 2023. Once fully operational the refinery -- the second in Sri Lanka -- is to export nine million tonnes of petroleum products annually. The Indian Ocean island nation does not have oil of its own. It refines imported crude, but the existing refinery is unable to meet demand. The Hambantota port was built by former president Mahinda Rajapakse, but like many of his ambitious infrastructure projects it ended up a white elephant. Unable to service the loan, the Wickremesinghe government in 2017 leased the Chinesebuilt port to a Beijing company for $1.12 billion. This stoked controversy, with Beijing rejecting suggestions it ensnared Sri Lanka in a “debt trap” to acquire the port. Several major foreign-backed projects were put on hold last year amid a constitutional crisis after President Maithripala Sirisena’s aborted bid to remove Wickremesinghe. (afp)

UK firms step up preparations for a ‘no-deal’ Brexit

LONDON — U.K. companies have ratcheted up their preparations for a disorderly “no-deal” Brexit as best they can over the past couple of months, the Bank of England said Thursday. With the prospect of a chaotic Brexit potentially eight days away, a survey by the central bank’s agents showed that around 80 percent of companies “judged themselves ready” for such a scenario, in which the country crashes out of the European Union with no deal and no transition to new trading arrangements with the bloc. That’s up from around 50 percent in an equivalent survey in January. For decades, trading with the rest of the EU has been seamless. A disorderly Brexit could see the return of tariffs and other restrictions on trade with the EU, Britain’s main export destination. To prepare, some firms have moved jobs and operations to the EU to continue to benefit from its seamless trade. Many have had to learn how to file customs declarations and adjust labels on goods. Exporters of animals are learning about health checks they will need to comply with. According to the bank’s survey, however, many of those companies preparing for a “no-deal” Brexit said “there were limits to the degree of readiness that was feasible in the face of the range of possible

outcomes in that scenario.” There’s only so much companies can do, for example, to prepare for new tariffs and exchange rate movements. Britain appears headed for a “no-deal” Brexit on March 29 if Prime Minister Theresa May fails to win parliamentary support for her withdrawal agreement with the EU. She is meeting EU leaders in Brussels on Thursday in an attempt to get support for a delay to the country’s departure date to June 30. EU leaders have said a short extension would have to be conditional on her Brexit plan getting parliamentary backing and have indicated they would only be willing to back a delay to May 22, the day before elections to the European Parliament. After two heavy rejections in parliament, there are doubts as to whether she will be able to get parliamentary approval. What would happen next is uncertain. The Bank of England warned in November that the British economy could shrink by a massive 8 percent within months, though Governor Mark Carney has indicated the recession will be less

savage, partly because of heightened preparedness. According to the minutes of the latest meeting of the bank’s nine-member Monetary Policy Committee, at which the main interest rate was kept at 0.75 percent, ratesetters warned “Brexit uncertainties would continue to affect economic activity looking ahead, most notably business investment.” Brexit uncertainty has dogged the British economy for nearly three years. In 2018, the economy grew by 1.4 percent, its lowest rate since 2012, even during what was then a global upswing. Business investment was down 3.7 percent in the fourth quarter from the year before. “Business investment had now fallen in each of the past four quarters as uncertainties relating to Brexit had intensified,” the rate-setters said. The survey showed uncertainty was likely to remain for months, even years, as Britain works out its long-term relationship with the EU. It said around 60 percent of U.K. firms in February said Brexit was one of their top three uncertainties, compared with 40 percent just after the June 2016 Brexit referendum. Around 40 percent of firms expect the uncertainty to be resolved only by the end of 2019 and 20 percent anticipate it persisting into 2021 or beyond. (ap)

ADDIS ABABA - Ethiopian Airlines “believes in” Boeing despite the crash of its 737 MAX 8 plane that killed all 157 people on board and led to the model’s grounding, the carrier’s CEO said on Monday. “Let me be clear: Ethiopian Airlines believes in Boeing. They have been a partner of ours for many years,” Tewolde GebreMariam wrote in a statement. “We will work with investigators in Ethiopia, in the US and elsewhere to figure out what went wrong,” he added. Flight ET 302 crashed on March 10 just minutes into its flight to Nairobi. It was the second disaster for the 737 MAX 8 since the October crash of an Indonesian Lion Air Jet that killed all 189 passengers and crew. Aviation regulators responded by grounding the model around the world. Ethiopia’s transport minister has said “clear similarities” exist between the two crashes based on an analysis of black box data, without giving further details. While pledging “full and transparent cooperation to discover what went wrong,” Tewolde also hit back at reports critical of Ethiopian’s safety record. The New York Times reported last week that the pilot of the doomed flight had not trained on a 737 MAX 8 simulator. “Contrary to some media reports, our pilots who fly the new model were trained on all appropriate simulators,” Tewolde said in the Monday statement. The Washington Post also reported that the US Federal Aviation Administration (FAA) received two complaints about Ethiopian’s training and safety record in 2015, before the 737 MAX 8 was in use. Tewolde announced on Saturday the airline would sue both publications for “publishing baseless defamatory stories”, according to Ethiopia’s state-affiliated Fana Broadcasting Corporate. Ethiopian Airlines is Africa’s largest carrier and has had a long association with American aviation. Founded in 1945 with assistance from former American carrier Trans World Airlines (TWA), Boeing aircraft make up the majority of the Ethiopian fleet. Tewolde called for the 737 MAX 8’s grounding after the crash, but in the statement struck a conciliatory tone towards Boeing. “Despite the tragedy, Boeing and Ethiopian Airlines will continue to be linked well into the future,” he said. The rocket from the Palestinian enclave and expected Israeli response comes at a highly sensitive time just ahead of Israel’s April 9 elections. JAKARTA - The European Union (EU) is committed to ensuring the sustainability of bioenergy, and is advancing toward its 2020 and 2030 energy and climate targets. “We also continue to build an Energy Union with secure, affordable and sustainable energy,” Ambassador of the EU to Indonesia Vincent Guérend said in a statement here on Friday. As part of our comprehensive policy framework, a new binding, renewable energy target for the EU for 2030 of at least 32 persons was agreed upon between the European Parliament and the EU Member States in June last year through the adoption of the Renewable Energy Directive (REDII). Biofuels are an important element of the EU’s renewable energy policy. However, rules are needed to ensure the production of feedstock for biofuels is sustainable and does not cause deforestation through indirect land use change (ILUC), Guerend remarked. The Renewable Energy Directive (a modality of the EU law), which is already in force, therefore includes a new approach, ensuring that crops used for the production of biofuels are not sourced from recently deforested areas or peatlands – no matter where they are produced – and they have not merely displaced other production to high-carbon, high-nature value areas, elsewhere either, Guerend said. He said that no specific biofuel or feedstock is targeted. All vegetable oils are treated equally. Palm oil is not identified as a bad biofuel. The Directive mandates the gradual reduction of certain types of biofuels in keeping with the renewable energy targets, Guerend said. For the implementation of this directive, the European Commission adopted on March 13 a delegated act (a European Commission Regulation), as requested by the European Parliament and the Council of the EU (the EU Institution representing Member States). Both institutions have, during a two-month scrutiny period, a right to express objections, after which, if none are received, the text will be published in the Of-

ficial Journal of the European Union, he said. The delegated act, accompanied by a report, is based on the best available scientific data (2008-2015). The reference period starts in 2008 because this is the cut-off date contained in the EU sustainability criteria for biofuels. The year 2015 has the latest available consistent data. The data shows that palm oil has been associated with the highest level of deforestation and over the period 2008-2015, 45 percent of the expansion of palm oil took place in high carbon stock areas, he said. This is not comparable to other feedstock. Palm oil that is certified as low ILUC risk can continue to benefit from incentives. Exemptions, for example, include planting on unused lands. Another exception is for smallholders, noting the importance of smallholders in Indonesia and Malaysia. Guerend said that the delegated regulation has set a threshold of two hectares for smallholders to ensure that their tenure and independence over land is secured. This finding is based on the FAO smallholder farmers’ data portrait - which provides a comprehensive, systematic and standardized overview of the profile of smallholder farmers across the world. Palm oil farms with 25 or 50 ha cannot be deemed “small” or family-run anymore; they would typically employ 5 to 10 professional full time workers. Indeed, the productivity factor of palm oil is higher than that of other crops but the factor used in the formula to determine the ILUC is calculated based on the energy content of traded products of different annual crops such as soy, rape seed and sunflower, compared to palm oil. The European Commission will reassess the data, and if appropriate, the methodology in 2021 and will carry out a revision of the delegated regulation in 2023. At that moment, any efforts undertaken by Indonesia (such as a revamped ISPO, the moratorium, the one map policy, or the recently adopted national action plan) will be taken into account, Ambassador Guerend said.(ant)

GIANYAR - Peliatan is best known for its legong - a graceful dance traditionally performed by two pre-pubescent girls in glittering costumes. Indeed, the first Balinese dance troupe to travel abroad was a legong group from Peliatan that performed at the Paris Exhibition in 1931 under the leadership of the late Anak Agung Gede Mandera (affectionately known as “Gung Kak”) a man who excelled in both music and dance. The most popular of Legongs is the Legong Kraton, Legong of the palace. Formerly, the dance was patronized by local rajas and held in a puri, residence of the royal family of the village. Dancers were recruited from the aptest and prettiest children. Today, the trained dancers are still very young, a girl of fourteen approaches the age of retirement as a Legong performer. The highly stylized Legong Kraton enacts a drama of a most purified and abstract kind. The story is performed ‘ by three dancers: the condong, a female attendant of the court, and two identically dressed legongs (dancers), who adopt the roles of royal persons. Originally, a

storyteller sat with the orchestra and chanted the narrative, but even this has been refined away in many Legongs. Only the suggestive themes of the magnificent gamelan gong (the full Balinese orchestra) and the minds of the audience conjure up imaginary changes of scene in the underlying play of Legong Kraton. The story derives from the history of East Java in the 12th and 13th centuries: when on a journey the King of Lasem finds the maiden Rangkesari lost in the forest. He takes her home and locks her in a house of stone. Rangkesari’s brother, the Prince of Daha, learns of her captivity and threatens war unless she is set free. Rangkesari begs her captor to avoid war by giving her liberty, but the king prefers to fight. On his way to battle, he is met by a bird of ill omen that predicts his death. In the fight that ensues he is killed. The dance dramatizes the farewells of the King of Lasem as he departs for the battlefield and his ominous encounter with the bird. It opens with an introductory solo by the condong. She moves with infinite suppleness, dipping to the ground

Cardiff to claim Sala transfer ‘null and void’: report Cardiff are set to tell FIFA that the £15 million ($19.8m, 23m euros) deal they agreed to pay Nantes for Emiliano Sala became “null and void” after he died in a plane crash, a report said on Monday.
