‘Moonlight,’ ‘American Honey’ lead indie film Spirit nominations

LOS ANGELES - Two coming-of-age movies, “Moonlight,” and “American Honey,” got a leading six nominations each on Tuesday for the Independent Spirit Awards which celebrate low-budget artistic films that often also do well at the Oscars. Grief-driven blue-collar family drama “Manchester by the Sea” and “Jackie,” about former U.S. first lady Jacqueline Kennedy, also did well, earning nods that included best film and best actor for their respective leads, Casey Affleck and Natalie Portman. “Moonlight,” which follows a young black man growing to adulthood in a hard-scrabble Miami neighborhood, received six nominations in all, including best film, best director Barry Jenkins and for Jenkins’ screenplay.

But there was nothing for “Moonlight”s three main actors, who play the central character at different stages of his life. Kenneth Lonergan, the director of “Manchester by the Sea,” and Michelle Williams in an emotionally powerful supporting role, were also left off the list on Tuesday. Shia LeBeouf, 30, efforting a comeback after alcohol disrupted his career for five years, was nominated best supporting actor for his turn as the leader of a gang of thieves in “American Honey.”

SEOUL - South Korea raised the country’s bird flu alert status on Wednesday to its second-highest level following three more outbreaks of the highly pathogenic H5N6 strain after the first cases were confirmed last week. The new bird flu outbreaks were discovered at two duck farms in the central and southwestern regions of the country, the Ministry of Agriculture, Food and Rural Affairs said in a statement on Wednesday. All 30,500 ducks at the farms have been culled. One more case was confirmed on Tuesday and the second earlier on Wednesday, the ministry statement said. The third case was confirmed later on Wednesday at a chicken farm in the city of Yangju, about 38 kilometres (23.61 miles)north of Seoul, the ministry said. Since the first cases of the H5N6 avian influenza virus were reported in the same region on Friday, a total of five cases have been found and two other poultry farms in other parts of the country are being

tested, the ministry said. The agriculture ministry raised its bird flu alert level to ‘alert,’ from ‘caution,’ as an increasing number of farms are reporting suspected infections in a short period of time. Over 510,000 birds have been slaughtered to contain the spread of the virus, accounting for less than 1 percent of the country’s poultry population of 84.7 million, an agriculture ministry official who declined to be identified said on Wednesday. Cases of human infection from the H5N6 virus have previously been reported in places including China and Hong Kong, with the virus killing 10 people in China since April 2014, according to data from the ministry. The agriculture ministry has

already put in place a poultry movement ban for farms within a 10-kilometre radius of where the virus had been found earlier. The ministry said it is also considering a temporary nationwide standstill order to prevent the virus from spreading. There have been previous bird flu cases in South Korea, Asia’s fourth-largest economy, since 2014. The outbreaks lasted for more than 660 days, killing at least 13 million birds, ministry data showed. The lessee of shorline land in Dharmajati Tukadmungga customary village, Buleleng, is still in the process of submitting an application for a license to build a villa. While carifying the situation, project coordinator Putu Riasa, said on Tuesday (Nov. 22) that his client hopes to be able to contribute to the development of tourism in the area and that the new building will be adapted to conditinos of the existing building. Riasa also explained that the old building on the leased land is indeed set close to the shoreline since. Before starting construction, the old bulding was dismantled and once the land had been made ready, it was set up up again further back from the shoreline at about he same distance from the sea as a hotel that stands to the east. Efforts were deliberately made not to violate regulations regarding construction on shorelines. “IN essece we are complying with existing rules about distance from shoreline”, he said. They are already preparing the files needed to apply for a license and the licencing procedures required by the local government will also be followed up on. Thy will be applying for a villa lease as the intention in to lease the building to travellers. Riasa added that he does not want to run an illegal business like the Sri homstay that is operating withotu a lience from

the required agency. “We are submiting an application for a license for the villa so that it can function as a legal business unlike the previous property that had no license and claimed to funciton as a residential home”, he explained. As reported earlier, this waterfront construction project had given rise to questions from residents and NGO activits in Buleleng. The locatino of the building so close to the shoreline was alleged to have violated coastal borderline construciton regulations and there had apparently been no applicatio for a license from the local government. Residents in the area finally turned to an NGO to assiste them in getting clarification related to the villa development. Based on field information, this land belongs to Dharmajati Tuakdmungga customary village and spreads over an area of ??2,800

square meters. Previously, the customary village had contracted the land to third parties. At that time the lessee established the Sri Homestay. When the contract expired, the land was re-contracted to third parties. The old building has been completely demolished and now people can see the view of the beach from the south. The position of the new villa buildings that is half built is alleged to be in violation of laws that govern how close to the shore a bulding can be built. People worried that relevant agencies were nto monitoring the situation, as a nearby builing is also rather close to the shore. SO far no one has questioned the building ot the west so construction of the new villa went ahead. Unlawful development project should however be prevented from running rampant, and many hoep tha thte local government will see to it. (kmb38)

DENPASAR— The island of Nusa Penida in the district of Klungkung district is currently at issue due to the five apsects of this area that make in a “golden egg” fo rthe Island of the Gods. The five special attributes that it has are: it lies on the outer limit of the territory of Indonesia, is a national tourism strategic areas, it has marine protected areas and small islands, is has a Bali cattle breeding center, and energy tourism. The IBP/Rindra government of Bali Ngakan Made Samudra plans to invite a number of ministers to discuss development plans for Nusa on November 26th, aboard a cruise ship. “The development of Nusa Penida whether in terms of tourism, Bali cattle, energy or other secotrs, needst o take into consideration transportation- both on land and at sea” said Nusa Penida native and member of the Bali House of Representatives, Ngakan Made Samudra, in Denpasar on Tuesday (Nov. 22). Samudra added there is already passenger transport to and from Nusa Penida and although it can be said to run smoothly, the cost is still relatively high. For example, transportation to Nusa Penida from Sanur by boat costs IDR 75,000 or IDR 150,000 return. “Land transportation is also quite expensive. The governments needs to address this matter, so that transportation can be readily available, run smoothly and be cheap”, he explained. He also criticized the operation of Gunaksa Pier that is unclear. Actually, the central government has determined the status of Gunaksa Pier as an inter-provincial pier. “However, having failed its test, we feel pessimistic” this Democrat Party politician. In addition to transportation issues, continued Samudra, detailed spatial plan (RDTR) for Nusa Penida has not been prepared. He advised the local authorities to immediately create one.. Moreover, a number of ministers will come to discuss about the development of Nusa Penida. If the discussion leads to undertaking development by involving investors, the spatial plan will become even more very important. “A spatial plan is a must. There needs to at least be a a macro master plan that can serve as guidance for investors, otherwise the results will be a shambles”, he affirmed. Governor of Bali Made Mangku Pastika said that some ministers have already expressed their readiness to attend the meetings on the cruise ship to discuss Nusa Penida. They include: the Coordinating Minister for Maritime Affairs, Minister of Tourism, the Minister of Transportation, the Minister of Agriculture, the Minister of Rural and Development of Disadvantaged Areas, the Minister of Education and Culture and the the Minister of Health. Other ministers such as the Minister of Public Works as well as the Minister of Maritime Affairs and Fisheries will be represented by their Director General, while the Minister of Economics will be represented by its Deputy Minister. TV ads may spur snacking in kids as young as two

Hope for eradicating tuberculosis emerges in Peru slum

NEW YORK - Mindless snacking in front of the television set may start long before children know how to work the remote control, a US study suggests. In an experiment with 60 kids aged 2 to 5 years, researchers focused on how advertising influences what’s known as eating in the absence of hunger. They gave all the children a healthy snack to make sure they had a full belly, and then sat the kids down to watch a TV programme with ads for Bugles corn chips or for a department store. All of the kids had Bugles corn chips and one other snack in front of them while they watched the show. Children who saw ads for the corn chips ate 127 calories on average, compared to just 97 calories for kids who didn’t see Bugles on the screen, researchers report in Pediatrics. “This is the first study to show that exposure to food ads cues immediate eating among younger children - even after they had a filling snack,” said lead study author Jennifer Emond of Geisel School of Medicine at Dartmouth College in Hanover, New Hampshire. “Young children average up to three hours of TV viewing a day,” Emond added by email. “If kids are exposed to food ads during that time, they may unconsciously overconsume snacks which can lead to extra weight gain.” More than one third of US children are overweight or obese, according to the Centers for Disease Control and Prevention. The American Academy of Pediatrics (AAP) recommends against any screen time for children younger than 18 months and suggests no more than an hour a day for kids aged 2 to 5 in part to encourage language development, support healthy sleep habits and limit sedentary activity that can set preschoolers on a path toward obesity. The type of TV programme matters too. The AAP encourages educational programming like “Sesame Street” that can support language learning. For the experiment, researchers sat kids down to watch a 14minute segment of Elmo’s World that included three minutes of advertising. Before the show started, all of the kids could snack as much as they liked on banana, sliced cheese and crackers. They also got water to drink. (rtr)

“I want to walk again, to work again. I want to get up in the morning, get on a bus and head to the countryside,” Campos said from his bed beneath a sheet-draped window in the shantytown Carabayllo, one of the poorest districts in Peru’s capital, Lima. A clothes vendor before falling ill, Campos is one of at least 30,000 Peruvians infected with tuberculosis, an ancient disease that killed 1.8 million globally last year - more than AIDS-related and malaria deaths combined. Campos is also part of a lowbudget pilot program that aims to eradicate tuberculosis from the poorest corners of the world, where it continues to thrive despite being curable. In places like Villa Esperanza, or Village of Hope, a neighborhood in Carabayllo where clusters

of pastel-colored homes cling to dusty hills, the problem is inadequate health services to help patients follow through with treatment, which takes six months to a couple years. Partners in Health (PIH), a Boston-based non-profit that works with Peru’s health ministry, offers a simple solution. It trains community volunteers to tend to tuberculosis patients in their homes, making sure they take medicine daily and helping them navigate the public health bureaucracy. The volunteers, nearly all women already active in the community, have proven better at finding people with tuberculosis than white-coated health professionals, said Dr. Leonid Lecca, executive director of PIH in Peru. Guadalupe Quispe, 61, has

treated some eight patients as a volunteer in her neighborhood, where the stigma of tuberculosis can cost people jobs and relationships. The position does not pay, but Quispe said it has other rewards. She pointed to a small house on a slanted street where she once persuaded a young woman coughing up blood to get treatment. The woman would have likely died otherwise. “After she got better, she went to school. And now she’s a nurse. When I think of her, I feel happy,” Quispe said. So far, no tuberculosis patient in PIH’s year-and-a-half-old program has dropped out, a key challenge in slowing the spread of drug-resistant forms of tuberculosis that result from unfinished treatment, said Lecca. One of the bamboo crafters at Kayang hamlet, Kayubihi, named Ni Nengah Kartini, said that product sales had become sluggish ever since the beginning of the year and even up until this last September. Not only were exports down, but local business wasa also sluggish. She even went a whole month without a single order. “Our sales pver the last nine months have been relatiely low. We had not choice but to cut down on our production” she said on Tuesday (Nov. 22). However, at the start of October, this crafter and mother of two begant to feel some relief. The demand for her products that she had been dreaming of started to become a reality and things have been improving ever since. Though still limited to the local market, it is quite

encouraging. “Thankfully, we have received some orders from the local market”, she said. Most of her orders, she explained are form tourism area such as Badung and Gianyar. The crafts ebing ordered include vases, basket lamps, rice baskets and dust bins.While, sokasi (food baskets) are mostly desired by the local communities. “Our production is still based on orders. We do not dare to make too much stocks” she said. Despite the slight increase in demands, Kartini admitted that she had noly managed to make a small profit because of the rising price. Because bamboo has gone up from IDR 35,--- to IDR 40,000 a meter but she had kept the same prices for her products, naturally her profit margin has been reduced. “We do not dare to raise the price depsite the price

hike for materials as we are worried that customers will not want to buy from us. The important thing is that we are not loosing money”, she said, adding that she hopes the market will improve in the futur. Head of the Bangli Cooperatives and SMEs Agency, I Dewa Gede Suparta, revealed that sales of SME products since last month are likely to have improved. However, it is limited to the local market. Exports remain at about 30 percent less than last year. “Bamboo crafts like sokasi are mostly sold to locals who need them. This is why sales have imporved”, he explained. AMLAPURA - The number of people who are unemployed in Karangasem is recorded as 6,000 people, a figure that is considered to be quite high according to Head of the Karangasem Manpower and Transmigration Agency, I Gusti Nyoman Arya Sulang who spoke of this issue on Tuesday (Nov. 22). He said that his agency has been attempting to provide training for young job seekers. However, there have only been a few participants in the 6 month skill trainning program. This is because we lack the budget to train more people. “After learning about hteory, the participants of the trainning program are provided with the opportunity to take part in interships in local companies most of which are located near the local agencies (SKPD)”, he said. Actually, added this man from Tabanan, many jobs opportunities are available outside the region of Karangasem in places like in Denpasar and Badung. However many job seekers from Karangasem do not want to leave the region. “In the garment industry, for instance, there are still many vacancies. We are already working with major garment industries in Denpasar who are ready to hire anyone with sewing skills. Unfortunately, many people fomr Karangasem with sewing skills are not awilling to work in a garment company in Denpasar unless there is a compellign reason to do so”, he said. Sulang added that one of the reasons people many are unwilloing to work in the city in because the cost of living in urban areas – include the cost of renting a room , is quite high. According to the Karangasem Population and Cicil Registry, of Karangasem’s total population of 568,000 people, 296,000 of them are gainfully employeed. Related to the high unemployment rate, several approaches have been taken, including cooperating with a Japanese company that hired some 300 people from Karangasem. Australian diplomats set to meet teen drug suspect in Bali

CANBERRA — Australian diplomats will meet Wednesday with an Australian teenager detained on suspicion of drug possession during endof-school celebrations on the Indonesian resort island of Bali, Australia’s foreign minister said. Jamie Murphy was allegedly found with a small plastic bag of white powder by security staff at a nightclub in the entertainment precinct of Kuta early Tuesday. The 18-year-old was celebrating with fellow graduates from their high school in the Australian west coast city of Perth. News Corp. newspapers reported he could be sentenced to 12 years in prison if the powder proves to be less than 5 grams (0.18 of an ounce) of an illicit drug. Foreign Minister Julie Bishop said consular staff in Bali had contacted Murphy in a Kuta police cell and would meet him Wednesday. Murphy could be held for six days before a decision is made to formally arrest him, she said. “This is very early days. I don’t want to say anything that would compromise his circumstances or be counterproductive,” Bishop told Sky News television. “At this stage, our focus is on assisting his family and the young man navigate their way through the Indonesian judicial system,” she said. Bishop said the case was a warning to thousands of Australian school leavers who travel overseas to celebrate their graduations that they must abide by sometimes harsh local laws. Australian Nicholas Langan, 26, was freed from a Bali prison in January after serving 12 months for sharing a marijuana cigarette on a beach. A 14-year-old Australian boy, who was not named, was sentenced to two months in prison after he was arrested with 3.6 grams (0.13 of an ounce) of marijuana during a family vacation to Bali in 2011. Diplomatic tensions increased between the countries last year when Indonesia executed eight drug convicts, including two Australians, despite Australian pleas for leniency. (ap)

SEMARAPURA - In 2017, all villages in Klungkung will be asked to allocate temporary integrated landfills (TPST), so that each village can manage its garbage independantly. Provinding an impetus for each village to procure a temporary landfill is one of the reaosns that the local government will be closing down the Sente landfill that is already filled well over capacity. The closure of the Sente landfill is scheduled to take place at the end of 2017. Related to this, the Klungkung Sanitation and Landscaping Agency (DKP) has an obligation to restore the Sente landfill to its normal condition. Head of the DKP Klungkung, Anak Agung Ngurah Kirana, sais that before the Sente landfill is permanently closed his agency has the obligation to address the overloaded rubbish issue. In addition to setting

up a compound wall, the agency has also increased the number of sorting workers. Later, the piles of rubbish will be sorted and recycled. Organic waste will be used turned into fertilizer while the inorganic one will

be taken to plastic waste recycling facilities. His agency also encourages all villages to manage their waste independently by budgeting the procurement of TPST in 2017. According to

Kirana, it is very important to process the waste coming from households in order to reduce overall volume. “We encourage every village to make TPST so that village can manage waste independently” he stressed. DKP Klungkung also continues the cooperation between the districts of Klungkung and Bangli regarding the utilization of the Bangli regional landfill. They are still waiting for the draft of agreement from the Province of Bali so that waste can be disposed of in the regional landfill. “It is

ascertained that assurance regarding the cooperation will be obtained this December”, he said. However, in order to be able to dispose of waste in Bangli, the DKP is constrained by the lack of trucks and the age of the ones that are availbe that are over 15 years old. He said that the old trucks are very heavy when having to transport rubbish to Bangli where raods are steep. Speaking during a visit to Mongolian capital Ulaanbaatar and asked about the U.S. election, the Dalai Lama said he had always considered the United States a “leading nation of the free world”. “I think there are some problems to go to United States, so I will go to see the new president,” he told reporters, without elaborating. It was Obama’s fourth White House meeting with the Dalai Lama in the past eight years. In Beijing, Chinese Foreign Ministry spokesman Geng Shuang said the Dalai Lama travelled the globe seeking audiences with foreign leaders to try to damage relations between them and China. “We hope the international community can further see clearly the anti-China, separatist essence of the Dalai Lama, and appropriately and cautiously handle Tibet-related issues,” Geng told a daily news briefing. English, brushed off some of the U.S. election campaign rhetoric. “Sometimes I feel during election the candidate has more freedom to express. Once elected, having the responsibility, then they have to tell you their sort of vision, their works according to reality.” China regards the Dalai Lama as a separatist, though he says he merely seeks genuine autonomy for his Himalayan homeland Tibet, which Communist Chinese troops “peacefully liberated” in 1950. China has been angered by Mongolia’s decision to allow him to visit, though Mongolia’s Foreign Ministry said in a statement to the Montsame news agency that the government had nothing to do with the trip, which they said was arranged by Mongolian Buddhists. After the Dalai Lama’s visit to Mongolia in 2006, China briefly cancelled flights between Beijing and Ulaanbaatar. Lufthansa pilots start two-day strike, hundreds of flights cancelled BERLIN - Lufthansa pilots in Germany began a two-day strike on Wednesday, grounding hundreds of flights at one of Europe’s largest airlines in a long-running pay dispute. The Vereinigung Cockpit (VC) pilots’ union initially called a 24hour walkout for Wednesday but extended the strike for an extra day after two courts rejected attempts by Lufthansa to halt the industrial action. Lufthansa management, led by CEO Carsten Spohr, has refused to budge from its insistence that, despite record profit in 2015, the airline has no choice but to reduce costs if it wants to compete with leaner rivals such as Ryanair on short-haul flights and Emirates on long-haul routes. Shares in the company have lost 12 percent of their value this

year, but were up 0.3 percent at 0817 GMT, outperforming German blue chips. The airline said it had cancelled 876 of roughly 3,000 flights scheduled for Wednesday, affecting about 100,000 passengers in what is the 14th strike in the dispute since early 2014. Lufthansa, which expects the strike to cost between 7 million euros and 9 million euros ($7.4 million to $9.6 million) a day, will give details of Thursday’s cancellations at about 1130 GMT on Wednesday. He moved to Bulgaria, leaving his wife and family in Thessaloniki, Greece’s second largest city an hour’s drive away. “The taxman in Greece takes 70 to 90 percent of earnings, Greece simply doesn’t let you live,” the 50year-old said as he walked through a warehouse stacked with ladders and paint tubs. It took him a few days to register his company in Bulgaria. Eighty percent of the goods he handles is imported from other European states and then exported to his customers in Greece.

A sole trader, Kalaitzoglou now nets about 50,000 euros a year after paying the 10 percent corporate tax, a 5 percent tax on dividends and about 100 euros a month in pension contributions. HARD TIMES Serres, a town of just under 100,000 people on the frontier, has been hit by business flight. Membership of the Serres Chamber of Commerce and Industry has fallen to 10,000 from 17,000 pre-crisis as businesses have closed. Of the 7,000 that shut, 1000 went to Bulgaria, the chamber’s president Christos Meglas said. Indonesia security leaders say rally may be treason guise

JAKARTA — Indonesian authorities said Monday they believe a protest planned by Muslim hard-liners next month in the capital may be a guise for treason and are warning the organizers against holding the rally. The protest planned for Dec. 2 is to demand the arrest of Jakarta’s minority-Chinese governor, Basuki “Ahok” Tjahaja Purnama, who is being investigated for alleged blasphemy after he spoke about a passage in the Quran that prohibits Muslims from electing non-Muslims as leaders. National police chief Gen. Tito Karnavian and military chief Gen. Gatot Nurmantyo said at a joint news conference they have received credible information about the possibility of treason behind the planned rally. “We know that they have held several meetings where they plan to mobilize people to occupy the Parliament building,” Karnavian said. The Parliament building was occupied by thousands of students during the mass protests in 1998 that caused dictator Suharto to step down. Karnavian said an attempt to try to occupy the building again could be seen as a move to topple President Joko “Jokowi” Widodo’s administration. Ahok is a Jokowi ally and the accusation of blasphemy against the governor has galvanized their political opponents and given a

notorious group of hard-liners a national stage. The Islamic Defenders Front, a vigilante group that wants to impose Shariah law in the secular nation, is demanding Ahok’s arrest after a video circulated online of his remarks. Nurmantyo reminded that while people have the right to protest, “if turns to be treason, then it will be the task of police and army to deal with.”

JAKARTA - Ahmad Doli Kurnia, a young politician of Golkar Party, questioned the decision of the Golkar Executive Board to replace current House Speaker Ade Komarudin with Setya Novanto, who had given up his House Speaker position before. “We should remember that Novanto was not fired but stepped down as House Speaker. So, has Komarudin made mistakes that he has to be replaced,” Kurnia said here on Tuesday. The Golkar Party Executive Board (DPP) has decided to reinstate Novanto, currently Golkar Chairman, as House Speaker because he was not proven guilty in a case called “Papa Asks for shares,” where he had been accused of using the presidents name to seek shares of gold and copper mining company PT Freeport Indonesia last year. Kurnia called on the partys Advisor Board and Honorary Board to take a firm stance regarding the planned replacement. In the meantime, the Golkar Faction in the House of Representatives (DPR) will soon send a letter to the DPR leadership about reinstating Setya Novanto as the House Speaker. The letter would be sent after the Golkar Faction in the Parliament receives a letter from the Golkar Executive Board, Aziz Syamsuddin, Secretary of the Golkar Faction, said here on Tuesday. The decision was taken following a ruling by the Constitutional Court (MK) that accepted the judicial review submitted by Novanto. Novanto is the general chairman of Golkar, and therefore, it is important to restore his name, he said. The Parliaments Ethics Council (MKD) has recovered his reputation following the MK ruling, which is the base of returning him back to the House Speaker seat, he added. The decision was discussed in a plenary meeting of Golkar on Monday (Nov 21), he remarked. Executive Chairman of the Golkar Executive Board Nurdin Halid said the decision was taken referring to the ruling of the MK concerning “Papa asks for share” case and also based on the fact that the MKD never sanctioned Novanto. Yorrys Raweyai, Golkar coordinator for political, legal and security affairs, said the current House Speaker, Ade Komarudin, would be replaced not because he performed poorly but because of a need to restore the dignity of the party.(ant)

Trump keeping ‘open mind’ on pulling out of climate accord

NEW YORK - U.S. President-elect Donald Trump said on Tuesday he was keeping an open mind on whether to pull out of a landmark international accord to fight climate change, in a softening of his stance toward global warming. Trump told the New York Times in an interview that he thinks there is “some connectivity” between human activity and global warming, despite previously describing climate change as a hoax. A source on Trump’s transition team told Reuters earlier this month that the New York businessman was seeking quick ways to withdraw the United States from the 2015 Paris Agreement to combat climate change. But asked on Tuesday whether the United States would withdraw from the accord, the Republican said: “I’m looking at it very closely. I have an open mind to it.” A U.S. withdrawal from the pact, agreed to by almost 200 countries, would set back international efforts to limit rising temperatures that have been linked to the extinctions of animals and plants, heat waves, floods and rising sea levels. Trump, who takes office on Jan. 20, also said he was thinking about climate change and American

competitiveness and “how much it will cost our companies,” he said, according to a tweet by a Times reporter in the interview. Two people advising Trump’s transition team on energy and environment issues said they were caught off guard by his remarks. A shift on global warming is the latest sign Trump might be backing away from some of his campaign rhetoric as life in the Oval Office approaches. Trump has said he might have to build a fence, rather than a wall, in some areas of the U.S.-Mexican border to stop illegal immigration, tweaking one of his signature campaign promises. Colombia, FARC rebels to sign new peace deal on Thursday BOGOTA - A new peace accord between Colombia’s government and Marxist FARC rebels will be signed on Thursday and sent to Congress for approval, President Juan Manuel Santos said on Tuesday, bringing a formal end to the 52-year civil war ever closer. The revised document will be signed in Bogota between FARC leader Rodrigo Londono and Santos, who won the Nobel Peace Prize last month for his efforts to end the conflict with the insurgent group. “We have the unique opportunity to close this painful chapter in our history that has bereaved and afflicted millions of Colombians for half a century,” the president said in a televised address. The government and the Revolutionary Armed Forces of Colombia (FARC) have been in talks in Havana, Cuba for the last four years, hammering out a deal to end a conflict that has killed more than 220,000 and displaced millions in the Andean country. The government published the revised peace deal last week in a bid to build support after the original draft was rejected in an Oct. 2 referendum amid objections it was too favorable to the rebels. Santos and Londono signed the original deal two months ago in an emotional ceremony before world leaders and United Nations Secretary General Ban Ki-moon. The decision to ratify the revised accord in Congress instead of holding another referendum will anger members of the opposition, particularly former President Alvaro Uribe who spearheaded the push to reject the original accord and wants deeper changes to the new version. “This new accord possibly won’t satisfy everybody, but that’s what happens in peace accords. There are always critical voices; it is understandable and respectable,” said Santos, 65, warning another plebiscite could divide the nation and put in danger the bilaterial cease-fire. The expanded and highly technical 310-page document appears to make only small modifications to the original text, such as clarifying private property rights and detailing more fully how the rebels would be confined in rural areas for crimes committed during the war. Uribe has criticized it as just a slightly altered version of the original and wants rebel leaders to be banned from holding public office and for them to be jailed for crimes. The USAT Liberty shipwreck

AMLAPURA - Bali’s most famous dive site. Built circa WWI this cargo ship was equipped with guns for WWII, torpedoed by the Japanese off Lombok; despite attempts to tow the ship to N Bali it was taking on too much water so was semi-beached at Tulamben. Over the years anything reusable was removed. In 1963, with the earth tremors from the last eruption of Mount Agung, the wreck slid further down the slope where it still lies (as close to the beach as it can be and still be underwater!). The Liberty lies approximately 30m offshore almost parallel to the beach on the sand slope and is suitable for all levels of qualification and experience. The wreck lies in depths from 9-30m; the shallowest part of the wreck, where it touches the sand slope, is at 5-10m. Depth along the middle of the wreck is 16-20m. The lower edge of the wreck, ie: furthest down the slope, is 20-28m (at high tide). The wreck is 120m long, it’s pretty broken up (ie: no penetration possible) but you can still see the guns, toilets, boilers, anchor chain, etc. It is a lovely dive site, possibly the world’s easiest wreck dive. LOS ANGELES - Former pro basketball star Dennis Rodman has been charged with driving the wrong way on a California highway and forcing another car to swerve into a concrete dividing wall before he left the scene, prosecutors said. The Orange County district attorney’s office said it brought the hit-and-run charges against Rodman on Monday in connection with the July 20 incident in Santa Ana. The case represents the Hall of Fame player’s latest brush with the law. Rodman, a former National Basketball Association forward with the Detroit Pistons and the Chicago Bulls, drove his sport utility vehicle the wrong way on Interstate 5 in the carpool lane, prosecutors said in a statement. Prosecutors did not say

whether the occupants of the other vehicle were injured. Prosecutors charged Rodman, 55, with hit-and-run that causes property damage, driving a motor vehicle across a dividing section, giving false information to a police officer and driving without a valid license. He faces up to two years in jail if convicted, and was ordered to appear in court on Jan. 20. Rodman’s attorney, Paul S. Meyer, said in a statement that the exit ramp the retired basketball player entered did not have adequate signage to prevent confusion. “Mr. Rodman turned and corrected the driving error, stopped and spoke with the people in the other car. Their cars never

touched,” Meyer said. The driver of a sedan driving the correct way had to swerve to avoid a head-on collision with Rodman’s SUV and slammed into a concrete wall along the carpool lane, prosecutors said. The driver of the sedan called 911 and California Highway Patrol (CHP) officers responded, but when they arrived Rodman had driven away, prosecutors said. CHP investigators determined Rodman was the SUV driver but when they eventually spoke to him he gave false information about the incident, prosecutors said. Rodman, nicknamed “The Worm” during his playing career, is considered one of the best defensive players and rebounders in NBA history. (rtr)

Dortmund beats Legia 8-4 to break Champions League record

Manchester United fullback Matteo Darmian believes they must beat Feyenoord at Old Trafford on Thursday as they bid to reach the Europa League knockout stage from a difficult Group A. Defeat by second-placed Feyenoord would put United, a point behind the top two, out if leaders Fenerbahce beat visiting Ukrainian side Zorya Luhansk in their penultimate group match. “I think it is a difficult group because we have to face a difficult opponent, but we are still in the race. We have an important game against Feyenoord and have to win. We’ll prepare to make sure we’re ready,” Darmian told MUTV. United lost 1-0 to Feyenoord in Rotterdam in September but are on a 13-game unbeaten streak at home in Europe, last losing to Real Madrid at Old Trafford in the 2012-13 season. Feyenoord have not won in their last three European away games. “I remember (playing Feyenoord away) because it was not a good game for us. We have to change this and win our away games, but for now we’re playing at home and maybe that is a little bit easier.” Italian Darmian said. The Europa League is the only major title United have not won and Darmian said the competition had become more attractive since the winners were guaranteed a Champions League spot. United are sixth in the Premier League after 12 games, two places and six points below the Champions League spots. “I think it (the Europa league) is a big competition.
