Swift to receive Dick Clark award for excellence

NEW YORK — Taylor Swift is getting a special — and new — award from the American Music Awards. Dick Clark productions announced Friday that Swift would receive the Dick Clark Award for Excellence at Sunday’s show.

Swift is receiving the honor for her record-setting sales.

Titled “1989,” her fifth album that was released last month, became the singer’s third album to sell more than 1 million units in its debut week.

Dick Clark’s widow, Kari Clark, said in a statement that “the first time Dick saw Taylor perform, he knew she was something special.”

TAIPEI — A Chinese-French film about blind masseurs and Chinese actor and director Chen Jianbin scooped the most accolades at Taiwan’s 51st Golden Horse movie awards, considered the Chineselanguage equivalent of the Oscars.

“Blind Massage” from Chinese director Lou Ye won six of the seven categories it had been nominated in, including best feature film, best cinematography and best sound effects. The film, adapted from a novel, centers on the lives of workers in a massage parlor in China’s Nanjing city.

The other big winner on Saturday evening was Chen, 44, who won best lead actor and best new director for “A Fool” — a film about a Chinese farmer who meets a homeless man and takes him home — as well as best supporting actor for his role in Taiwanese military drama “Paradise in Service.”

Also at the awards ceremony in Taipei, Ann Hui won her third Golden Horse best director award for “The Golden Era,” which portrays the turbulent life of Chinese writer Xiao Hong.

The film had been nominated in five categories. Hui said her win was a surprise and she would have preferred her actress, Tang Wei, to win in the best lead actress category.

known actress, Chen Shiang-chyi, for “Exit.”

“I feel like I have made it, to be able to win this award for Taiwan. I love Taiwan films and I dedicated this for Taiwan,” said Chen in her acceptance speech.

prize this year, won the award for best art direction. It had been nominated in eight categories.

The Golden Horse film festival celebrates Chinese-language cinema, and the awards are the most prestigious in the greater China region.

A total of 38 films were nominated for 21 awards this year. There was a total of 364 entries, 100 more than last year.

DENPASAR - A total of 3,122,893 million foreign tourists visited Bali province during the period of January to October 2014, increasing by 16.86 percent from those in the same period last year, the province’s Tourism Office data showed.

Based on the data, Bali received an average of 310,000 foreign tourists every month.

Local tourism observer Tjok Gede Agung said foreign tourists

visiting Bali had been increasing during the past years and was expected to increase more in the future as Indonesia implements visa-free policy for tourists from

some countries such as the ASEAN countries.

Indonesia targets to receive 9.5 million foreign tourists in 2014. The tourism ministry hopes to attract

at least 3.5 million tourists from ASEAN, including 1.75 million from Singapore, 1.4 million from Malaysia, and 315,000 from the Philippines.

Last year, Singapore was the biggest source of tourist arrivals in Indonesia, followed by Malaysia, Australia, China, Japan, South Korea, the Philippines, Taiwan, the United States and Britain.

In addition to Singapore, Malaysia, Australia, Japan and South Korea, China is now one of the main markets for Indonesian tourism.

Data from the Indonesian Central Bureau of Statistics (BPS) showed the number of Chinese tourists visiting Indonesia in the first eight months of last year rose 25.54 percent to 412,698 over the same period in the previous year.

LONDON - British star Robbie Williams is to launch a 30-piece clothing collection with retailer Primark, the singer announced on Thursday.

Williams, who rose to fame as a member of pop band Take That, has his own fashion label, Farrell.

The brand was saved from closure in 2013 by entrepreneur Peter Jones, and the collection will be joint produced by Farrell and Primark, a subsidiary of Associated British Food.

“What a great collaboration, let’s have it!”

Williams said, adding he was “delighted”.

The autumn-winter collection will be launched in 15 branches of the budget chain, which has shops in several countries in Western Europe.

It comes after US singer Beyonce announced she would launch a sporty clothes collection with retailer Topshop in 2015, offering “clothing, footwear and accessories across dance, fitness and sports”.

Fuel price hike believed to affect foreign tourist visits

BANGLI - The increase in the fuel price announced last Tuesday (Nov 18) is believed to have an impact on tourism sector in Bali, including in Bangli County. The increase in fuel price will make travel agencies raise the price of their tour packages so that it gives impression if the packages are expensive in the eyes of travelers. Meanwhile, at the moment a number of restaurants in Kintamani have increased their tariff to 10 percent from the previous one.

It was revealed by Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Bangli Chapter, Ketut Putranata, Saturday (Nov 22). According to him, so far the increase in fuel price of IDR 2,000 did not indicate significant effect on tourism sector. He admitted the tourist visit was still normal and did not show any decrease. It happened because travel agencies so far had been offering their old package price. “As happened to the previous fuel price hike, the price of tour package did not immediately go up.

It took time to adjust,” he explained.

The fuel price hike, said Putranata, would usually have an impact a month after the announcement. At that time, travel agencies would usually begin to apply their new tour package price having been adjusted to the increase in the tariff of hotel room, transportation and other basic materials.

Sutrisna said the development of pyramid salt posed the leading product of North Bali. It happened because the marketability of pyramid salt in the market was quite high in contrast to the ordinary salt. In addition, the production

of pyramid salt was only carried out in Buleleng and no other competitor did in other regions across Indonesia.

“This pyramid salt is unique and has not yet been produced in other places. The price ranges from IDR 250 to IDR 280per kilogram, while the ordinary salt is at IDR 500 to IDR 1,000 per kilogram. With the amazing price, the pyramid salt is very popular among the salt farm-

ers in Buleleng,” he said amidst the event.

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Venice declares war on noisy suitcases Agence France-Presse

ROME - Famed for the serene silence of its timeless nooks and crannies, Venice is about to get even quieter ... by banning noisy suitcases on wheels.

Residents of Italy’s floating city have had up it to here with the round-the-clock rumble of luggage being dragged across cobblestoned alleyways and bridges by a large proportion of the 27 million visitors who flock there every year.

And their mounting irritation has prompted city authorities to draw up draft rules which will, from next year, see tourists become liable for fines of up to 500 euros ($627) if they fail to switch to noise-free wheels which are either made of rubber or air-filled -- or simply opt to carry their luggage to and from their hotels.

The ban also targets trolleys used by workers for the final leg of goods deliveries to businesses and residences within the city and local officials appear to be counting on bag manufacturers coming up with Venice-friendly models.

Italian media said residents of the car-free city would be exempted from the ban although there was no mention of the provision, which would be of questionable legality, in a statement issued by the local council on its plans.

“The rule is designed to respond to the numerous citizens

who have in recent years complained to the local council about the serious irritation caused by stuff being moved about at times of the day and night when the law provides for protection against noise pollution,” the statement said.

Officials also said that cushioned wheels were required to protect the city’s ancient paving.

“We have also had numerous expressions of concern about the gradual deterioration and wear and tear of our paving and bridges which had survived intact for centuries,” the council statement said.

Longer visas for Chinese could spur US tourism

NEW YORK — A rule change allowing Chinese visitors to return to the U.S. multiple times over a 10-year period is being hailed as a boon to American tourism, with the federal government predicting the economic impact could be $85 billion by 2021.

Chinese visitors are already familiar faces in major U.S. destinations such as New York City, San Francisco and Las Vegas, but other parts of the country could also see a boost.

“One simple decision like this ... is going to reap tremendous benefits to the country,” said Chris Thompson, president and CEO of Brand USA, the public-private partnership responsible for marketing the United States as a travel destination.

The U.S. and China jointly announced the change last week at a conference of world leaders in Beijing, and it has already gone into effect.

Business and short-term visas that currently expire after one year will now be valid for 10 years, while student and cultural exchange visas will last for five.

Obtaining a U.S. visa involves waiting in long lines at a consulate during the work day, passing an interview and then waiting at least three days, a process that won’t change under the new rules.

Chinese have been among the fastest-growing and highest-spending U.S. visitors in recent years. In 2013, there were about 1.8 million Chinese visitors to the U.S., contributing about $21 billion to the economy.

According to government figures, Chinese visitors spend about $7,000 per person in the U.S., compared with the average of $4,500 for all overseas visitors. In announcing the visa change, the White House said it could result in $85 billion economic impact in the U.S. by 2021.

In New York City, Chinese visitors have increased more than 300 percent over the past five years, with 646,000 in 2013 and 743,000 expected by year’s end.

Las Vegas gets an estimated 300,000 Chinese visitors annually, and officials hope to see that number increase to more than 1 million by 2021.

HONG KONG - Hong Kong has boosted its number of starred restaurants due to an influx of foreign chefs, Michelin said Friday as it released its 2015 guide for the southern Chinese city.

Michelin awarded a host of chefs from abroad new stars, with judges saying the former British colony’s seven million residents are becoming more adventurous when it comes to food.

Frenchman Olivier Elzer’s ‘Seasons’ was handed one star just a few months after opening while ‘Nur’, ‘Upper Modern Bistro’ and ‘Akrame’ were other newly-anointed restaurants where foreign-born chefs ply their trade.

“The selection in the 2015 guide... shows to what extent Hong Kong is increasingly attractive to young foreign chefs, more and more of whom are moving to the city or opening their own restaurant after training in other Hong Kong restaurants,” said Michael Ellis, international director of the Michelin guides.

Ellis added that foreign chefs were attracted to Hong Kong because there is a culture of eating out and locals, who often live in cramped apartments, liked to try different cuisines.

French chef Akrame Benallal said he opened his eponymous

restaurant in Hong Kong because it was a route into the Chinese market.

Seven establishments retained their three stars, including French chef Joel Robuchon’s ‘L’Atelier’ and 8 1/2 Otto e Mezzo, where diners can feast on the delights created by Italian Umberto Bombana.

The guide featured 14 two-star restaurants in Hong Kong and a further two in nearby Macau.

There were three new two-star restaurants -- Spanish chef Jonay Armas’s ‘The Principal’ and local Cantonese offerings ‘Yan Toh Heen’ and ‘Duddell’s’.

The Michelin Guide Hong Kong & Macau 2015 features more than 50 types of cuisine, including 21 different styles of Chinese cooking.

Judges noted that semi-autonomous Hong Kong “is still the only city where one can have lunch or dinner in a starred restaurant for less than 10 euros”, citing traditional Cantonese favourites ‘Yat Lok’ and ‘Kam’s Roast’.

“The city’s creativity, curiosity and culture openness constantly enriches one of the most dynamic gourmet dining scenes anywhere,” Ellis said.

“Hong Kong has become an undisputed leader in the international culinary landscape,” he added.

Annexation of green belt in Gianyar rampant Bali Post

GIANYAR - As a rapidly growing town, Gianyar has much changed compared to dozens of years ago. One of the most striking changes is the difficulty to find out green belt in the town of Gianyar. So far, actually there are at least some active green belts. But the reality in the field has changed so much.

Pursuant to information compiled, the areas remaining to belong to the green belt include the Bukit Jati area, precisely in the east side of Jalan Raya Bukit Jati. However, condition in the field has changed so much compared to the status of the green belt inherent in the region.

Similar changes also occur to the green belt starting from the west side of Goa Gajah tourist attraction to the area of Peliatan, Ubud.

Actually this area belongs to green belt. However, the current condition in the field indicates if virtually all the lands along the main road have been filled with tourism facilities such as hotels and villas. The active farming area is only left along a few hundred meters before entering the territory of Peliatan. According to some residents, the buildings had been established a few years earlier, or more than five years ago.

Beyond the green belt, many tourist destinations violate the Regional Bylaw on Spatial Plan. Most of the violations are commonly seen along the Ayung River. Dozens of hotels and villas are established by breaking the rules on the river borderline especially around the Ayung River

and Kedewatan, Ubud. Even, many facilities established touch the edge of the river. Meanwhile, along the coast, from Sukawati to Gianyar region, can be seen a row of villas and hotels violating the coastal borderline.

However, some of those buildings have been hit by abrasion.

A member of Commission 2 of the Gianyar House, Ketut Karda, claimed to be sad to see the high land conversion in the area of Gianyar because the agricultural land supposed for productive farming areas had decreased each year. “Many land areas have been converted into building purposes as happened at the riverside and on the beach.

Similarly, our wetlands have also been converted so that their acreage reduces,” he said.

From the data obtained, the paddy field reduction in Gianyar area reached 53 hectares each year or 0.32 percent of the total area amounting to 14,792 hectares.

Most or 80 percent of the wetland conversions were utilized for settlement, then 17 percent for business, while the rest was for construction of public facilities. “Indeed, the wetland conversion in Gianyar

MANGUPURA - The fuel price hike has triggered the rise in the price of goods and services. This causes the poor, especially in Badung, to increasingly get marginalized. As a result, the poverty rate is also worried to turn higher.

Such increasing poverty was not denied by the Regent of Badung, AA Gde Agung. Through the Spokesperson of Badung government, AA Raka Yuda, he stated that the increase in fuel prices would certainly have implications on the inflation (the declining value of money due to the impact of macro economy) followed by an increase in prices of basic necessities.

“It would surely boost the inflation. On that account, it will greatly affect the people’s purchasing power.

Moreover, the purchasing power of poor people will decline,” said Raka Yuda.

Likewise, in the effort to reduce the burden on the poor who were generally susceptible to various diseases, it had been supported with the Badung Society Health Insurance (JKKB) Manguwaras program as the supplement to Bali Mandara Health Insurance (JKBM). “With these programs, people no longer need to be

burdened by the cost of healthcare, school fees for the family of household target. This program is also going to become one of the indicators of human development index and has an effect on poverty reduction,” he said.

According to the regent, added Raka Yuda, in the effort to strengthen

Operating cost doubles Yeh Gangga fishermen remain to go fishing

TABANAN - The fuel price hike of IDR 2,000 was keenly felt by fishermen at Yeh Gangga, Tabanan. In order to be able to go to sea, the operating costs needed would be double. However, fishermen at Yeh Gangga claimed to still go to sea in order to earn income. One of the fishermen of Yeh Gangga, Nyoman Jute, admitted that before the fuel price hike, his boat needed operating cost as much as IDR 25,000 for once departure. “Operating cost includes gasoline and lubricant,” he said.

But after the price hike, the operating costs went up to IDR 50,000 for once departure to sea.

Further, he admitted that it could not be complained. “Our complaint is also useless. Now, our focus is just on fishing,” he said.

Currently, the fishermen at Yeh Gangga preferred to look for lobster instead of catching fish. Other than much more expensive than fish, lobster was also available almost along the coast of Tabanan from Yeh Gangga Beach to Soka Beach. According to Jute, he had

done it for long time enough. “In addition to having low price, finding fish is also too hard. We rarely can get fish,” he said.

Since the price of fish was cheap, he and other fishermen were more focused on searching for lobster.

“Typically, we just catch fish during the season of beltfish,” he said. To maintain the lobster habitat, fishermen at Yeh Gangga captured it with an eco-friendly bamboo lobster pot. According to Warcana, they never caught a fish or lobster with chemicals or bombs.

VIENNA - U.S. Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif are discussing new ideas aimed at breaking the deadlock in nuclear talks between Tehran and six world powers, sources close to the talks said on Friday. The sources, who spoke to Reuters on condition of anonymity, said the top Iranian and U.S. diplomats were preparing ideas that could be shown to both countries’ capitals.

“Discussions are continuing,” said a senior U.S. official, who declined to discuss details about the negotiations in Vienna. One source said it was too early to say whether this latest joint effort indicated an actual narrowing of the wide differences between Iran and the six powers.

The United States, Britain, France, Germany, Russia and China began a final round of talks with Iran on Tuesday, looking to clinch a pact under which Tehran would curb its nuclear work in exchange for a lifting of economically crippling sanctions. Iran rejects Western allegations that it has been seeking to develop a nuclear bomb capability.

Officials close to the negotiations in Vienna said at mid-week the two sides remained deadlocked on key issues, were unlikely to secure a definitive accord by Nov. 24, and might need to extend the deadline.

Separately, sources close to the talks said Oman’s Foreign Minister Yusuf bin Alawi was in Vienna, though Western officials said he was not playing an active

mediation role in relation to the latest ideas under discussion by Kerry and Zarif. Oman was a key intermediary when Tehran and Washington launched secret talks on a possible nuclear deal more than a year ago.

British Foreign Secretary Philip Hammond said earlier on Friday in Vienna: “These are complex issues and there are still significant gaps between the parties. We’re all going away to have technical discussions with our experts and we’ll resume again over the ... weekend.”

Putin did not rule out running for a fourth term in 2018, which would extend his time in office through 2024. He said staying beyond that, however, would be “detrimental for the country.”

Putin, who is 62, has effectively led Russia since he was first elected in 2000. He stepped aside after two four-year terms to abide with constitutional term limits, retaining power as prime minister.

He was re-elected in 2012 for a new, now six-year term.

Speaking in an interview with the Tass news agency released Sunday, Putin said he would decide whether to run in 2018 depending on the situation in the country and his “own mood.”

LONDON - The OPEC oil producers cartel will hold one of its toughest and most significant meetings in recent years as, faced with sliding prices, its members must contemplate whether to cut output.

Ahead of Thursday’s meeting of the Organization of Petroleum Exporting Countries in Vienna, home to the cartel’s headquarters,

its dozen member countries are split on what direction to take after a 30 percent drop in crude prices since June has slashed revenues.

OPEC’s poorer members, led by Venezuela and Ecuador, have called publicly for a cut in output, while Iran has hinted at a need to reduce production.

But the cartel’s Gulf members, led by kingpin Saudi Arabia, are rejecting calls to pump out less oil unless they are guaranteed market

So far, the U.S. has escaped any drag from the slowdown overseas.

Fed policymakers said at a meeting last month that the impact on the U.S. would be “quite limited.”

Jay Bryson, a global economist at Wells Fargo Securities, said the U.S. is “relatively insulated” from overseas developments. Exports are a smaller source of growth than in other developed nations and many major employers, such as health care and education providers, are largely unaffected by overseas activity.

The slowdown in global growth is becoming an increasing concern for policymakers. Japan confirmed this week that it has fallen back into recession and will delay a tax increase to help consumer spending.

In Europe, it is not only weak growth but also the low inflation rate that is worrying the ECB. Low inflation or an outright drop in prices can weaken an economy further by encouraging delays in spending and investment. The economy of the 18country eurozone grew by a scant 0.2 percent in the third quarter compared with the previous three months.

As indicators for the eurozone and global economy disappoint, ECB President Mario Draghi was firm in his message: “’’We will do what we must to raise inflation and inflation expectations as fast as possible,” he said in a speech in Frankfurt.

Of major economies, only the U.S. is considering raising interest rates. The Federal Reserve only recently ended a massive bondbuying program that helped reduce market interest rates because the economy is strengthening.

But the prospect of higher rates in the U.S. is exposing the country to a potentially painful rise in the dollar — currencies tend to strengthen with higher rates. The dollar hit a seven-year high against the yen, and jumped almost 1 percent against the euro on Friday. A stronger dollar makes it tougher for U.S. exporters to sell their goods internationally.

The People’s Bank of China said it is trying to address “financing difficulties” caused by a shortage of credit. It also said the move was not a change in monetary policy and economic conditions are within an “appropriate range.”

China’s economic growth fell to a five-year low of 7.3 percent in the latest quarter and manufacturing and other indicators are declining.

That has prompted suggestions Beijing might intervene to prop up growth.

The rate charged by banks for loans to each other rose this week to its highest level since early October, reflecting reduced availability of credit, a concern for Chinese economic planners.

“If necessary, the central bank will provide timely liquidity support,” or extra credit to markets, it said in a separate statement.

The bank cut the rate on a oneyear loan by commercial banks by 0.4 percentage points to 5.6 percent.

The rate paid on a one-year savings was lowered by 0.25 point to 2.75 percent.

It was the first rate cut since July 2012, and comes after the Cabinet called this week for steps to reduce financing costs for industry to make the economy more efficient.

AMLAPURA - Geographical condition with hills and beaches causes Bugbug village to be proposed in order to obtain a worldwide recognition as a model of natural resource management based on community empowerment or Global Important Agricultural Heritage System (GIAHS). To be recognized as a heritage of the agriculture and food system of the world, the United Nations Food and Agriculture Organization (FAO) performed a direct assessment by visiting Bugbug village.

The assessment was made directly by Deputy of Empowerment for Human Development and Cultural Affairs, FAO Representative Indonesia and FAO Rome. In the visit, Bugbug village featured a variety of agricultural products and processed foods made from local agricultural products. In addition, local community also presented the ceremonial rituals intended to address the pest and diseases in the paddy field.

FAO Representative of Indonesia, Dr. Herianto Ageng, revealed that Bugbug village had the potential to be proposed as one of the heritage of farming systems in Indonesia.

However, there was possibility if the Bugbug village could be filed as one of the world heritages in the matter of agricultural and food systems. “We try to propose the farming system of Bugbug village to be recognized worldwide. Next, there

will be an attempt to improve after being recognized so that the crops can be better utilized,” he explained amidst the assessment.

The Head of Landscape Management Laboratory, the Bogor Agricultural University (IPB), Prof.

Dr. Hadi Susilo Arifin, explained that Bugbug village was selected as a representative to compete against five other provinces in gaining recognition of the FAO. According to him, the Bugbug village was very suitable for the model as a legacy of the world agriculture and food system as it had a concept known as Nyegara Gunung (seawardmountainward).

The village has an area of 815 hectares of land consisting of hills and coastal regions. Meanwhile, 40 percent of the village area belongs to agricultural land divided into five subak (Balinese irrigation co-

However, one of the coachmen, Wayan Gunung, 66, said on Friday (Nov 21), that when entering the mid of 1970s, the existence of gig began to be marginalized. Such traditional transportation means began to be left. Then, its number persistently diminished in keeping with the development of public transport and other vehicles.

Now, the coachman remaining to operate consisted of only four people. Gunung admitted if he only relied on passengers from the circles of housewife who were still fond of riding gig as a means of transportation. BEIRUT — Teenagers carrying weapons stand at checkpoints and busy intersections in Iraq’s second-largest city, Mosul. Patched onto the left arms of their black uniforms are the logos of the Islamic Police.

In Raqqa, the Islamic State group’s de facto capital in Syria, boys attend training camp and religious courses before heading off to fight. Others serve as cooks or guards at the extremists’ headquarters or as spies, informing on people in their neighborhoods.

Across the vast region under IS control, the group is actively conscripting children for battle and committing abuses against the most vulnerable at a young age, according to a growing body of evidence assembled from residents, activists, independent experts and human rights groups.

In the northern Syrian town of Kobani, where ethnic Kurds have been resisting an IS onslaught for weeks, several activists told The Associated Press they observed children fighting alongside the militants. Mustafa Bali, a Kobanibased activist, said he saw the bodies of four boys, two of them younger than 14. And at least one 18 year old is said to have carried out a suicide attack.

In Syria’s Aleppo province, an activist affiliated with the rebel Free Syrian Army said its fighters encountered children in their late teens “fairly often” in battles against the rival Islamic State group. It is difficult to determine just how widespread the exploitation of children is in the closed world of IS-controlled territory.

There are no reliable figures on the number of minors the group employs.

But a United Nations panel investigating war crimes in the Syrian conflict concluded that in its enlistment of children for active combat roles, the Islamic State group is perpetrating abuses and war crimes on a massive scale “in a systematic and organized manner.”

The group “prioritizes children as a vehicle for ensuring longterm loyalty, adherence to their ideology and a cadre of devoted fighters that will see violence as a way of life,” it said in a recent report. The panel of experts, known as the Independent International Commission of Inquiry on Syria, conducted more than 300 interviews with people who fled or are living in IS-controlled areas, and examined video and photographic evidence.

The use of children by armed groups in conflict is, of course, nothing new. In the Syrian civil war, the Free Syrian Army and Nusra Front rebel groups also recruit children for combat, said Leila Zerrougui, the U.N. secretarygeneral’s special representative for children and armed conflict.

But no other group comes close to IS in using children in such a systematic and organized way.

And the effect is that much greater because IS commands large areas in which the militants inculcate the children with their radical and violent interpretation of Shariah law.

“What is new is that ISIS seems to be quite transparent and vocal about their intention and their practice of recruiting children,” said Laurent Chapuis, UNICEF regional child protection adviser for the Middle East and North

Strong quake in west China kills 5; 54 hurt Associated Press Writer

BEIJING — A strong earthquake that hit a sparsely populated, mountainous area of western China killed at least five people and injured 54 others, officials said Sunday. The injured included schoolchildren in a stampede.

The U.S. Geological Survey said the magnitude-5.9 quake hit Saturday about 30 kilometers (20 miles) from the county of Kangding in Sichuan province. China’s seismological agency put the magnitude at 6.3. One person was also missing as of Sunday afternoon, according to a statement from the Ganzi prefecture government, which oversees Kangding.

The four dead included a woman in her 70s who was struck by a falling window pane, the official Xinhua News Agency and state broadcaster CCTV said, citing Chen Yunbing, a doctor at the region’s Ganzi People’s Hospital. A stampede at a primary school in Tagong town during the quake injured 42 children, according to Xinhua.

Thirty homes collapsed and 2,630 others suffered serious damage, the Sichuan government information office said.

Western China is regularly hit by earthquakes, and reports said Saturday’s quake could be felt in the Sichuan provincial capital of Chengdu on the plains below the Himalayan foothills.

Sichuan was struck by a magnitude-7.9 quake in May 2008 that left nearly 90,000 people dead, many of them in collapsed schools and other poorly constructed buildings.

Construction standards have been significantly tightened since then, and the country’s disaster response capacity has improved with better equipment and trained rescue teams.

Police seize 35 foreign ships entering Indonesia’ territory Antara

JAKARTA - The joint forces consisting of water police and officials from the Marine Affairs and Fisheries Ministry have seized 35 foreign ships illegally entering Indonesian waters in 2014, Minister of Marine Affairs and Fisheries Susi Pudjiastuti said on Sunday.

According to data from the ministry the 35 seized ships were from Thailand, Vietnam and the Philippines.

Minister Susi said tight supervision was the key to prevent foreign ships from illegally entering Indonesian territory and capture the fish resources there.

“The efforts to reduce illegal fishing have been conducted through a close cooperation between related authorities in the sea,” said Susi.

Susi took example of the tight patrol conducted in the Natuna sea.

She targeted the Natuna sea would be entirely free from illegal fishers within six months ahead.

Apart from securing Indonesian waters from illegal foreign ships, Susi also emphasized on the importance of improving the fishery management in Indonesia by creating season for fish capturing activities. This action was expected to ensure the availability of

fish throughout the year.

“Another important efforts to improve our fishery management are by increasing the tax from big sized ships, giving subsidy for fishery-related credit, erasing tax imposed to the traditional fishermen and improving regulations on investment in fishery sector,” said Susi.

On international level, Indonesia had asked its partner countries to cooperate in combating illegal fishing.

TUNIS, Tunisia — Tunisia took another step forward in its peaceful transition to democracy on Sunday by holding its first free presidential election, with voters hoping for more stability and a better economy.

Many Tunisians weighed security against the freedoms brought by their revolution and by its democratic transition, which has remained on track in sharp contrast to the upheavals brought by the Arab Spring elsewhere in the region, including the brutal military coup in Egypt and the conflicts in Syria, Yemen and Libya.

It hasn’t been easy for Tunisia, however, and the nearly four years since the revolution have been marked by social unrest, terrorist attacks and high inflation that has voters punishing the moderate Islamists that first came to power. The front runner of the nearly two dozen candidates for the presidency is Beji Caid Essebsi, an 87-year-old former minister from the previous administrations who many are hoping will get the country back on track.

“He is a veteran politician with experience that can ensure security and stability,” said Mouldi Cherni, a middle age driver living in Tunis’ Carthage suburb who voted for Essebsi. “The people are tired, life has grown expensive and Tunisians don’t even have enough to make an ojja,” the local omelet favored by the poor.

The strikes, social unrest and occasional political assassinations have kept away foreign investment and the economy foundered after the revolution as an Islamist-led coalition government struggled with the country’s problems.

In the end, the Islamist Ennahda Party stepped down at the start of the year in favor of a government of technocrats, but they still completed one of the region’s most progressive constitutions. The Islamists, who won about a quarter of the seats in parliament, opted not to field a presidential candidate.

Voters have since turned to Essebsi’s Nida Tunis party, a loose collection of liberal and leftist politicians, giving them nearly 38 percent of the new parliament last month.

JAKARTA - In an old cemetery in the Indonesian capital, Enur’s family and others live in makeshift houses between tombstones, a handful of the millions of poor people that new President Joko Widodo has pledged to help.

But Widodo’s promise to close a fast-growing wealth gap is looking tougher after his decision last week to hike subsidised fuel prices, which observers warn will hit the poor hard as food prices rocket due to higher transportation costs.

While the reduction in government subsidies is widely viewed as the right move towards getting Southeast Asia’s top economy back on track, for those at the bottom it will mean a harder time in the short term.

Enur, 40, who earns about 50,000 rupiah ($4) a day to feed his family by driving a construction truck and selling fried snacks, sees no other choice than to borrow more to deal with an expected spike in inflation.

“What else is there to cut? Should I halve our daily rice intake? My children will be crying in hunger,” the father of two, who has another child on the way and goes by one name, told AFP. It is the same story for his neighbours at the Jakarta cemetery, many of whom work as scavengers in the city’s rubbish dumps, hunting for plastic

bottles and cardboard boxes that they can sell on to scrape by.

About 100 million Indonesians, out of a population of 250 million, have missed out on the country’s sustained economic boom over the past decade, living below or just slightly above the poverty line.

The country’s Gini coefficient, which measures income inequality, rose from 31 percent in 2001 to 41 percent in 2012, one of the fastest rates in Asia, the World Bank said. The higher the figure, the less evenly wealth is distributed in an economy.

The gap is all too clear in Jakarta, a sprawling metropolis where flashy Lamborghini sports cars zoom past people hauling wooden carts filled with rubbish that they are trying to sell, and in which they sleep at night.

In the short term, the increase in fuel costs risks widening this gap. Fuel prices rose more than 30 percent, to 8,500 rupiah (70 US cents) for a litre of petrol and 7,500 rupiah for diesel, but are still among the cheapest in the world. While it is Indonesians wealthy enough to own cars and motorbikes who mainly benefitted from the subsidies, they are not the ones who are hardest hit when the payouts are cut, observers warn.

The government predicts inflation will increase by around two percent in the coming weeks but the poor, who often live in remote places where it is more difficult to transport food, will

face even higher price rises.

Inflation was 4.8 percent year-onyear in October.

Nevertheless, observers agree that Indonesia had no choice but to reduce the subsides that gobble up a huge chunk of the state budget, particularly at a time growth is slowing and the money is needed to help the economy.

“It is a bitter pill that we have to swallow because we need it,” Asep Suryahadi, the director of a thinktank focusing on poverty, SMERU, told AFP. They also say that any inflation spike is likely to be temporary -- after an increase in the fuel price last year, the rate jumped initially but then dropped back.

Widodo, who took office last month, argues that in the long term the money can be diverted to aid the poorest, through programmes aimed at helping the country’s many millions of hard-pressed farmers and fishermen.

Just before the fuel price was increased, Widodo, known by his nickname Jokowi, also launched a system of benefit cards to help the poorest across the sprawling archipelago.

This included immediate cash handouts for the poor families to cushion the impact.

However analysts believe that such moves are insufficient to stave off the short-term effects of a broad rise in the cost of everyday goods.

JAKARTA - The Ministry of Trade has predicted that Indonesia’s coffee exports will increase by 9.5 percent this year from last year’s US$1.17 billion.

“As the world’s third biggest coffee producer after Brazil and Vietnam, Indonesia must boost its exports. We hope Indonesia’s coffee exports will increase by about 9.5-10.5 percent,” Director General for National Export Development (PEN) Nus Nuzulia Ishak said.

The directorate general of national export development has facilitated Indonesian coffee exporters during the Tea & Coffee China exhibition in Shanghai, China, on November 12-14.

“Indonesia’s coffee exports to China over the past five years have shown an upward trend by about 82.6 percent. Chinese consumers have changed their tea drinking life style

to drinking coffee. We see this as an opportunity to expand coffee market,” the director general said.

The Tea & Coffee China exhibition is part of that country’s Food and Hospitality China (FHC) 2014, which was attended by 1,820 exhibitors of 70 countries and was visited by 26,188 visitors.

Indonesia’s coffee was exhibited in two pavilions where the ministry of trade facilitated a 90-sq m pavilion and the ministry of industry provided another 40-sq m.

During the exhibition, the value of Indonesian coffee transactions stood at US$1.1 million for green bean coffee and roasted bean coffee of the Arabica Gayo and Arabica Mandailing types.

China is the second biggest importer of Indonesia’s coffee. In Shanghai and surrounding there are 4,000 cafes and 200 coffee roasting companies with an annul need for coffee of 20,000 tons.

Islamic State group recruits, exploits children Associated Press

BEIRUT — Teenagers carrying weapons stand at checkpoints and busy intersections in Iraq’s second-largest city, Mosul. Patched onto the left arms of their black uniforms are the logos of the Islamic Police.

In Raqqa, the Islamic State group’s de facto capital in Syria, boys attend training camp and religious courses before heading off to fight. Others serve as cooks or guards at the extremists’ headquarters or as spies, informing on people in their neighborhoods.

Across the vast region under IS control, the group is actively conscripting children for battle and committing abuses against the most vulnerable at a young age, according to a growing body of evidence assembled from residents, activists, independent experts and human rights groups.

In the northern Syrian town of Kobani, where ethnic Kurds have been resisting an IS onslaught for weeks, several activists told The Associated Press they observed children fighting alongside the militants. Mustafa Bali, a Kobanibased activist, said he saw the bodies of four boys, two of them younger than 14. And at least one 18 year old is said to have carried out a suicide attack.

In Syria’s Aleppo province, an activist affiliated with the rebel Free Syrian Army said its fighters encountered children in their late teens “fairly often” in battles against the rival Islamic State group. It is difficult to determine just how widespread the exploitation of children is in the closed world of IS-controlled territory.

There are no reliable figures on the number of minors the group employs.

But a United Nations panel investigating war crimes in the Syrian conflict concluded that in its enlistment of children for active combat roles, the Islamic State group is perpetrating abuses and war crimes on a massive scale “in a systematic and organized manner.”

The group “prioritizes children as a vehicle for ensuring longterm loyalty, adherence to their ideology and a cadre of devoted fighters that will see violence as a way of life,” it said in a recent report. The panel of experts, known as the Independent International Commission of Inquiry on Syria, conducted more than 300 interviews with people who fled or are living in IS-controlled areas, and examined video and photographic evidence.

The use of children by armed groups in conflict is, of course, nothing new. In the Syrian civil war, the Free Syrian Army and Nusra Front rebel groups also recruit children for combat, said Leila Zerrougui, the U.N. secretarygeneral’s special representative for children and armed conflict.

But no other group comes close to IS in using children in such a systematic and organized way.

And the effect is that much greater because IS commands large areas in which the militants inculcate the children with their radical and violent interpretation of Shariah law.

“What is new is that ISIS seems to be quite transparent and vocal about their intention and their practice of recruiting children,” said Laurent Chapuis, UNICEF regional child protection adviser for the Middle East and North

Africa, using an alternate acronym for the group. “Children as young as 10, 12 years old are being used in a variety of roles, as combatants as messengers, spies, guards, manning checkpoints but also for domestic purposes like cooking, cleaning, sometimes providing medical care to the wounded.”

“This is not a marginal phenomenon. This is something that is being observed and seems to be part of the strategy of the group,” Zerrougui said in a phone interview from New York.

She said some children join voluntarily for various reasons but others are targeted.

“They are abducting children and forcing them to join, they are brainwashing children and indoctrinating them to join their group. All the tools used to attract and recruit children are used by this group,” she said, adding that children as young as 9 or 10 are used for “various roles.”

BEIJING — A strong earthquake that hit a sparsely populated, mountainous area of western China killed at least five people and injured 54 others, officials said Sunday. The injured included schoolchildren in a stampede.

The U.S. Geological Survey said the magnitude-5.9 quake hit Saturday about 30 kilometers (20 miles) from the county of Kangding in Sichuan province. China’s seismological agency put the magnitude at 6.3. One person was also missing as of Sunday afternoon, according to a statement from the Ganzi prefecture government, which oversees Kangding.

The four dead included a woman in her 70s who was struck by a falling window pane, the official Xinhua News Agency and state broadcaster CCTV said, citing Chen Yunbing, a doctor at the region’s Ganzi People’s Hospital. A stampede at a primary school in Tagong town during the quake injured 42 children, according to Xinhua.

Thirty homes collapsed and 2,630 others suffered serious damage, the Sichuan government information office said.

Western China is regularly hit by earthquakes, and reports said Saturday’s quake could be felt in the Sichuan provincial capital of Chengdu on the plains below the Himalayan foothills.

Sichuan was struck by a magnitude-7.9 quake in May 2008 that left nearly 90,000 people dead, many of them in collapsed schools and other poorly constructed buildings.

Construction standards have been significantly tightened since then, and the country’s disaster response capacity has improved with better equipment and trained rescue teams.

JAKARTA - The joint forces consisting of water police and officials from the Marine Affairs and Fisheries Ministry have seized 35 foreign ships illegally entering Indonesian waters in 2014, Minister of Marine Affairs and Fisheries Susi Pudjiastuti said on Sunday.

According to data from the ministry the 35 seized ships were from Thailand, Vietnam and the Philippines.

Minister Susi said tight supervision was the key to prevent foreign ships from illegally entering Indonesian territory and capture the fish resources there.

“The efforts to reduce illegal fishing have been conducted through a close cooperation between related authorities in the sea,” said Susi.

Susi took example of the tight patrol conducted in the Natuna sea.

She targeted the Natuna sea would be entirely free from illegal fishers within six months ahead.

Apart from securing Indonesian waters from illegal foreign ships, Susi also emphasized on the importance of improving the fishery management in Indonesia by creating season for fish capturing activities. This action was expected to ensure the availability of

fish throughout the year.

“Another important efforts to improve our fishery management are by increasing the tax from big sized ships, giving subsidy for fishery-related credit, erasing tax imposed to the traditional fishermen and improving regulations on investment in fishery sector,” said Susi.

On international level, Indonesia had asked its partner countries to cooperate in combating illegal fishing.

TUNIS, Tunisia — Tunisia took another step forward in its peaceful transition to democracy on Sunday by holding its first free presidential election, with voters hoping for more stability and a better economy.

Many Tunisians weighed security against the freedoms brought by their revolution and by its democratic transition, which has remained on track in sharp contrast to the upheavals brought by the Arab Spring elsewhere in the region, including the brutal military coup in Egypt and the conflicts in Syria, Yemen and Libya.

It hasn’t been easy for Tunisia, however, and the nearly four years since the revolution have been marked by social unrest, terrorist attacks and high inflation that has voters punishing the moderate Islamists that first came to power. The front runner of the nearly two dozen candidates for the presidency is Beji Caid Essebsi, an 87-year-old former minister from the previous administrations who many are hoping will get the country back on track.

“He is a veteran politician with experience that can ensure security and stability,” said Mouldi Cherni, a middle age driver living in Tunis’ Carthage suburb who voted for Essebsi. “The people are tired, life has grown expensive and Tunisians don’t even have enough to make an ojja,” the local omelet favored by the poor.

The strikes, social unrest and occasional political assassinations have kept away foreign investment and the economy foundered after the revolution as an Islamist-led coalition government struggled with the country’s problems.

In the end, the Islamist Ennahda Party stepped down at the start of the year in favor of a government of technocrats, but they still completed one of the region’s most progressive constitutions. The Islamists, who won about a quarter of the seats in parliament, opted not to field a presidential candidate.

Voters have since turned to Essebsi’s Nida Tunis party, a loose collection of liberal and leftist politicians, giving them nearly 38 percent of the new parliament last month.

JAKARTA - In an old cemetery in the Indonesian capital, Enur’s family and others live in makeshift houses between tombstones, a handful of the millions of poor people that new President Joko Widodo has pledged to help.

But Widodo’s promise to close a fast-growing wealth gap is looking tougher after his decision last week to hike subsidised fuel prices, which observers warn will hit the poor hard as food prices rocket due to higher transportation costs.

While the reduction in government subsidies is widely viewed as the right move towards getting Southeast Asia’s top economy back on track, for those at the bottom it will mean a harder time in the short term.

Enur, 40, who earns about 50,000 rupiah ($4) a day to feed his family by driving a construction truck and selling fried snacks, sees no other choice than to borrow more to deal with an expected spike in inflation.

“What else is there to cut? Should I halve our daily rice intake? My children will be crying in hunger,” the father of two, who has another child on the way and goes by one name, told AFP. It is the same story for his neighbours at the Jakarta cemetery, many of whom work as scavengers in the city’s rubbish dumps, hunting for plastic

bottles and cardboard boxes that they can sell on to scrape by.

About 100 million Indonesians, out of a population of 250 million, have missed out on the country’s sustained economic boom over the past decade, living below or just slightly above the poverty line.

The country’s Gini coefficient, which measures income inequality, rose from 31 percent in 2001 to 41 percent in 2012, one of the fastest rates in Asia, the World Bank said. The higher the figure, the less evenly wealth is distributed in an economy.

The gap is all too clear in Jakarta, a sprawling metropolis where flashy Lamborghini sports cars zoom past people hauling wooden carts filled with rubbish that they are trying to sell, and in which they sleep at night.

In the short term, the increase in fuel costs risks widening this gap. Fuel prices rose more than 30 percent, to 8,500 rupiah (70 US cents) for a litre of petrol and 7,500 rupiah for diesel, but are still among the cheapest in the world. While it is Indonesians wealthy enough to own cars and motorbikes who mainly benefitted from the subsidies, they are not the ones who are hardest hit when the payouts are cut, observers warn.

The government predicts inflation will increase by around two percent in the coming weeks but the poor, who often live in remote places where it is more difficult to transport food, will

face even higher price rises.

Inflation was 4.8 percent year-onyear in October.

Nevertheless, observers agree that Indonesia had no choice but to reduce the subsides that gobble up a huge chunk of the state budget, particularly at a time growth is slowing and the money is needed to help the economy.

“It is a bitter pill that we have to swallow because we need it,” Asep Suryahadi, the director of a thinktank focusing on poverty, SMERU, told AFP. They also say that any inflation spike is likely to be temporary -- after an increase in the fuel price last year, the rate jumped initially but then dropped back.

Widodo, who took office last month, argues that in the long term the money can be diverted to aid the poorest, through programmes aimed at helping the country’s many millions of hard-pressed farmers and fishermen.

Just before the fuel price was increased, Widodo, known by his nickname Jokowi, also launched a system of benefit cards to help the poorest across the sprawling archipelago.

This included immediate cash handouts for the poor families to cushion the impact.

However analysts believe that such moves are insufficient to stave off the short-term effects of a broad rise in the cost of everyday goods.

JAKARTA - The Ministry of Trade has predicted that Indonesia’s coffee exports will increase by 9.5 percent this year from last year’s US$1.17 billion.

“As the world’s third biggest coffee producer after Brazil and Vietnam, Indonesia must boost its exports. We hope Indonesia’s coffee exports will increase by about 9.5-10.5 percent,” Director General for National Export Development (PEN) Nus Nuzulia Ishak said.

The directorate general of national export development has facilitated Indonesian coffee exporters during the Tea & Coffee China exhibition in Shanghai, China, on November 12-14.

“Indonesia’s coffee exports to China over the past five years have shown an upward trend by about 82.6 percent. Chinese consumers have changed their tea drinking life style

to drinking coffee. We see this as an opportunity to expand coffee market,” the director general said.

The Tea & Coffee China exhibition is part of that country’s Food and Hospitality China (FHC) 2014, which was attended by 1,820 exhibitors of 70 countries and was visited by 26,188 visitors.

Indonesia’s coffee was exhibited in two pavilions where the ministry of trade facilitated a 90-sq m pavilion and the ministry of industry provided another 40-sq m.

During the exhibition, the value of Indonesian coffee transactions stood at US$1.1 million for green bean coffee and roasted bean coffee of the Arabica Gayo and Arabica Mandailing types.

China is the second biggest importer of Indonesia’s coffee. In Shanghai and surrounding there are 4,000 cafes and 200 coffee roasting companies with an annul need for coffee of 20,000 tons.

LONDON - The OPEC oil producers cartel will hold one of its toughest and most significant meetings in recent years as, faced with sliding prices, its members must contemplate whether to cut output.

its dozen member countries are split on what direction to take after a 30 percent drop in crude prices since June has slashed revenues.

Jay Bryson, a global economist at Wells Fargo Securities, said the U.S. is “relatively insulated” from overseas developments. Exports are a smaller source of growth than in other developed nations and many major employers, such as health care and education providers, are largely unaffected by overseas activity.

The slowdown in global growth is becoming an increasing concern for policymakers. Japan confirmed this week that it has fallen back into recession and will delay a tax increase to help consumer spending.

In Europe, it is not only weak growth but also the low inflation rate that is worrying the ECB. Low inflation or an outright drop in prices can weaken an economy further by encouraging delays in spending and investment. The economy of the 18country eurozone grew by a scant 0.2 percent in the third quarter compared with the previous three months.

As indicators for the eurozone and global economy disappoint, ECB President Mario Draghi was firm in his message: “’’We will do what we must to raise inflation and inflation expectations as fast as possible,” he said in a speech in Frankfurt.

Of major economies, only the U.S. is considering raising interest rates. The Federal Reserve only recently ended a massive bondbuying program that helped reduce market interest rates because the economy is strengthening.

But the prospect of higher rates in the U.S. is exposing the country to a potentially painful rise in the dollar — currencies tend to strengthen with higher rates. The dollar hit a seven-year high against the yen, and jumped almost 1 percent against the euro on Friday. A stronger dollar makes it tougher for U.S. exporters to sell their goods internationally.

The People’s Bank of China said it is trying to address “financing difficulties” caused by a shortage of credit. It also said the move was not a change in monetary policy and economic conditions are within an “appropriate range.”

China’s economic growth fell to a five-year low of 7.3 percent in the latest quarter and manufacturing and other indicators are declining.

That has prompted suggestions Beijing might intervene to prop up growth.

The rate charged by banks for loans to each other rose this week to its highest level since early October, reflecting reduced availability of credit, a concern for Chinese economic planners.

“If necessary, the central bank will provide timely liquidity support,” or extra credit to markets, it said in a separate statement.

The bank cut the rate on a oneyear loan by commercial banks by 0.4 percentage points to 5.6 percent.

The rate paid on a one-year savings was lowered by 0.25 point to 2.75 percent.

It was the first rate cut since July 2012, and comes after the Cabinet called this week for steps to reduce financing costs for industry to make the economy more efficient.

AMLAPURA - Geographical condition with hills and beaches causes Bugbug village to be proposed in order to obtain a worldwide recognition as a model of natural resource management based on community empowerment or Global Important Agricultural Heritage System (GIAHS). To be recognized as a heritage of the agriculture and food system of the world, the United Nations Food and Agriculture Organization (FAO) performed a direct assessment by visiting Bugbug village.

The assessment was made directly by Deputy of Empowerment for Human Development and Cultural Affairs, FAO Representative Indonesia and FAO Rome. In the visit, Bugbug village featured a variety of agricultural products and processed foods made from local agricultural products. In addition, local community also presented the ceremonial rituals intended to address the pest and diseases in the paddy field.

FAO Representative of Indonesia, Dr. Herianto Ageng, revealed that Bugbug village had the potential to be proposed as one of the heritage of farming systems in Indonesia.

However, there was possibility if the Bugbug village could be filed as one of the world heritages in the matter of agricultural and food systems. “We try to propose the farming system of Bugbug village to be recognized worldwide. Next, there

will be an attempt to improve after being recognized so that the crops can be better utilized,” he explained amidst the assessment.

The Head of Landscape Management Laboratory, the Bogor Agricultural University (IPB), Prof.

Dr. Hadi Susilo Arifin, explained that Bugbug village was selected as a representative to compete against five other provinces in gaining recognition of the FAO. According to him, the Bugbug village was very suitable for the model as a legacy of the world agriculture and food system as it had a concept known as Nyegara Gunung (seawardmountainward).

The village has an area of 815 hectares of land consisting of hills and coastal regions. Meanwhile, 40 percent of the village area belongs to agricultural land divided into five subak (Balinese irrigation co-

However, one of the coachmen, Wayan Gunung, 66, said on Friday (Nov 21), that when entering the mid of 1970s, the existence of gig began to be marginalized. TABANAN - The fuel price hike of IDR 2,000 was keenly felt by fishermen at Yeh Gangga, Tabanan. In order to be able to go to sea, the operating costs needed would be double. However, fishermen at Yeh Gangga claimed to still go to sea in order to earn income. One of the fishermen of Yeh Gangga, Nyoman Jute, admitted that before the fuel price hike, his boat needed operating cost as much as IDR 25,000 for once departure. “Operating cost includes gasoline and lubricant,” he said.

But after the price hike, the operating costs went up to IDR 50,000 for once departure to sea.

Further, he admitted that it could not be complained. “Our complaint is also useless. Now, our focus is just on fishing,” he said.

Currently, the fishermen at Yeh Gangga preferred to look for lobster instead of catching fish. Other than much more expensive than fish, lobster was also available almost along the coast of Tabanan from Yeh Gangga Beach to Soka Beach. According to Jute, he had

done it for long time enough. “In addition to having low price, finding fish is also too hard. We rarely can get fish,” he said.

Similar opinion was also exposed by Warcana, the man having been involved in the profession as fisherman since his childhood.

Since the price of fish was cheap, he and other fishermen were more focused on searching for lobster.

“Typically, we just catch fish during the season of beltfish,” he said. To maintain the lobster habitat, fishermen at Yeh Gangga captured it with an eco-friendly bamboo lobster pot. According to Warcana, they never caught a fish or lobster with chemicals or bombs.

The fuel price hike surely had an impact on the price of lobster caught by fishermen. I Made Suanda, a fisherman from Yeh Gangga, described that the fuel

price hike would affect the price of fishermen catch at Yeh Gangga dominantly belonged to lobster fisherman. However, the increase in the price of lobster catch would apply after December considering the fuel price hike was just been made, while currently the lobster harvest season was still going on. So, it was difficult for fisherman to raise the selling price in the market. VIENNA - U.S. Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif are discussing new ideas aimed at breaking the deadlock in nuclear talks between Tehran and six world powers, sources close to the talks said on Friday. The sources, who spoke to Reuters on condition of anonymity, said the top Iranian and U.S. diplomats were preparing ideas that could be shown to both countries’ capitals.

“Discussions are continuing,” said a senior U.S. official, who declined to discuss details about the negotiations in Vienna. One source said it was too early to say whether this latest joint effort indicated an actual narrowing of the wide differences between Iran and the six powers.

The United States, Britain, France, Germany, Russia and China began a final round of talks with Iran on Tuesday, looking to clinch a pact under which Tehran would curb its nuclear work in exchange for a lifting of economically crippling sanctions. Iran rejects Western allegations that it has been seeking to develop a nuclear bomb capability.

Officials close to the negotiations in Vienna said at mid-week the two sides remained deadlocked on key issues, were unlikely to secure a definitive accord by Nov. 24, and might need to extend the deadline.

Separately, sources close to the talks said Oman’s Foreign Minister Yusuf bin Alawi was in Vienna, though Western officials said he was not playing an active

mediation role in relation to the latest ideas under discussion by Kerry and Zarif. Oman was a key intermediary when Tehran and Washington launched secret talks on a possible nuclear deal more than a year ago.

British Foreign Secretary Philip Hammond said earlier on Friday in Vienna: “These are complex issues and there are still significant gaps between the parties. We’re all going away to have technical discussions with our experts and we’ll resume again over the ... weekend.”

Putin did not rule out running for a fourth term in 2018, which would extend his time in office through 2024. He said staying beyond that, however, would be “detrimental for the country.”

Putin, who is 62, has effectively led Russia since he was first elected in 2000. He stepped aside after two four-year terms to abide with constitutional term limits, retaining power as prime minister.

He was re-elected in 2012 for a new, now six-year term.

Speaking in an interview with the Tass news agency released Sunday, Putin said he would decide whether to run in 2018 depending on the situation in the country and his “own mood.”

Putin also denied Moscow would be isolated internationally

over the Ukraine crisis and said Russia’s economy would not be the only one to suffer from Western sanctions and falls in oil prices and the rouble.

The United States and the European Union have imposed sanctions on Russia over its annexation of Ukraine’s Crimean peninsula and its backing for separatists in the east opposed to Kiev’s rule.

“We understand the fatality of an ‘Iron Curtain’ for us,” Putin was quoted as saying the TASS news agency in an interview published on Sunday. “We will not go down this path in any case and no one will build a wall around us.

That is impossible!”

Sanctions have hit Russia’s weak economy and sparked a slide

in rouble, pressure exacerbated by a sharp drop in the global price for oil, one of Russia’s main exports. “If the price of energy is lowered on purpose, this also hits those who introduce those limits,” Putin said.

“It’s far from certain that sanctions, sharp falls in the oil price (and) the depreciation of the national currency will cause negative effects or catastrophic consequences only for us. No such thing will happen!”

Putin linked the oil price slide to the rise in U.S. shale oil and gas production, increased output from Libya and Saudi Arabia, as well as output from Iraq, including what he said were black market sales

by Islamic State militants who control swathes of that country.

‘ADDITIONAL EFFORTS’

A senior Western diplomat said he was not optimistic about prospects for a long-term agreement

by Monday’s deadline. Russian Foreign Minister Sergei Lavrov and Kerry agreed that “additional efforts” were needed to reach a deal by the self-imposed deadline, Russia’s Foreign Ministry said.

“The sides did not rule out the possibility of holding a ministerial meeting of the parties to the talks on Iran’s nuclear programme, if the prospect for progress appears,” the ministry said in a statement.

A senior Western diplomat declined to comment on the nature of the discussions between Zarif and Kerry, but said “we are still very far away” from an agreement.

Western powers suspect Iran has aimed to covertly acquire a nuclear bomb capability from its enrichment of uranium. Iran says the programme is for producing civilian energy only. The lingering dispute has raised fears of a wider Middle East war.

ROME - Famed for the serene silence of its timeless nooks and crannies, Venice is about to get even quieter ... by banning noisy suitcases on wheels.

Residents of Italy’s floating city have had up it to here with the round-the-clock rumble of luggage being dragged across cobblestoned alleyways and bridges by a large proportion of the 27 million visitors who flock there every year.

And their mounting irritation has prompted city authorities to draw up draft rules which will, from next year, see tourists become liable for fines of up to 500 euros ($627) if they fail to switch to noise-free wheels which are either made of rubber or air-filled -- or simply opt to carry their luggage to and from their hotels.

The ban also targets trolleys used by workers for the final leg of goods deliveries to businesses and residences within the city and local officials appear to be counting on bag manufacturers coming up with Venice-friendly models.

Italian media said residents of the car-free city would be exempted from the ban although there was no mention of the provision, which would be of questionable legality, in a statement issued by the local council on its plans.

“The rule is designed to respond to the numerous citizens

who have in recent years complained to the local council about the serious irritation caused by stuff being moved about at times of the day and night when the law provides for protection against noise pollution,” the statement said.

Officials also said that cushioned wheels were required to protect the city’s ancient paving.

“We have also had numerous expressions of concern about the gradual deterioration and wear and tear of our paving and bridges which had survived intact for centuries,” the council statement said.

Longer visas for Chinese could spur US tourism

NEW YORK — A rule change allowing Chinese visitors to return to the U.S. multiple times over a 10-year period is being hailed as a boon to American tourism, with the federal government predicting the economic impact could be $85 billion by 2021.

Chinese visitors are already familiar faces in major U.S. destinations such as New York City, San Francisco and Las Vegas, but other parts of the country could also see a boost.

“One simple decision like this ... is going to reap tremendous benefits to the country,” said Chris Thompson, president and CEO of Brand USA, the public-private partnership responsible for marketing the United States as a travel destination.

The U.S. and China jointly announced the change last week at a conference of world leaders in Beijing, and it has already gone into effect.

Business and short-term visas that currently expire after one year will now be valid for 10 years, while student and cultural exchange visas will last for five.

Obtaining a U.S. visa involves waiting in long lines at a consulate during the work day, passing an interview and then waiting at least three days, a process that won’t change under the new rules.

Chinese have been among the fastest-growing and highest-spending U.S. visitors in recent years. In 2013, there were about 1.8 million Chinese visitors to the U.S., contributing about $21 billion to the economy.

According to government figures, Chinese visitors spend about $7,000 per person in the U.S., compared with the average of $4,500 for all overseas visitors. In announcing the visa change, the White House said it could result in $85 billion economic impact in the U.S. by 2021.

In New York City, Chinese visitors have increased more than 300 percent over the past five years, with 646,000 in 2013 and 743,000 expected by year’s end.

Las Vegas gets an estimated 300,000 Chinese visitors annually, and officials hope to see that number increase to more than 1 million by 2021.

HONG KONG - Hong Kong has boosted its number of starred restaurants due to an influx of foreign chefs, Michelin said Friday as it released its 2015 guide for the southern Chinese city.

Michelin awarded a host of chefs from abroad new stars, with judges saying the former British colony’s seven million residents are becoming more adventurous when it comes to food.

Frenchman Olivier Elzer’s ‘Seasons’ was handed one star just a few months after opening while ‘Nur’, ‘Upper Modern Bistro’ and ‘Akrame’ were other newly-anointed restaurants where foreign-born chefs ply their trade.

“The selection in the 2015 guide... shows to what extent Hong Kong is increasingly attractive to young foreign chefs, more and more of whom are moving to the city or opening their own restaurant after training in other Hong Kong restaurants,” said Michael Ellis, international director of the Michelin guides.

Ellis added that foreign chefs were attracted to Hong Kong because there is a culture of eating out and locals, who often live in cramped apartments, liked to try different cuisines.

French chef Akrame Benallal said he opened his eponymous

restaurant in Hong Kong because it was a route into the Chinese market.

Seven establishments retained their three stars, including French chef Joel Robuchon’s ‘L’Atelier’ and 8 1/2 Otto e Mezzo, where diners can feast on the delights created by Italian Umberto Bombana.

The guide featured 14 two-star restaurants in Hong Kong and a further two in nearby Macau.

There were three new two-star restaurants -- Spanish chef Jonay Armas’s ‘The Principal’ and local Cantonese offerings ‘Yan Toh Heen’ and ‘Duddell’s’.

The Michelin Guide Hong Kong & Macau 2015 features more than 50 types of cuisine, including 21 different styles of Chinese cooking.

Judges noted that semi-autonomous Hong Kong “is still the only city where one can have lunch or dinner in a starred restaurant for less than 10 euros”, citing traditional Cantonese favourites ‘Yat Lok’ and ‘Kam’s Roast’.

“The city’s creativity, curiosity and culture openness constantly enriches one of the most dynamic gourmet dining scenes anywhere,” Ellis said.

“Hong Kong has become an undisputed leader in the international culinary landscape,” he added.

Annexation of green belt in Gianyar rampant Bali Post

GIANYAR - As a rapidly growing town, Gianyar has much changed compared to dozens of years ago. One of the most striking changes is the difficulty to find out green belt in the town of Gianyar. So far, actually there are at least some active green belts. But the reality in the field has changed so much.

Pursuant to information compiled, the areas remaining to belong to the green belt include the Bukit Jati area, precisely in the east side of Jalan Raya Bukit Jati. However, condition in the field has changed so much compared to the status of the green belt inherent in the region.

Similar changes also occur to the green belt starting from the west side of Goa Gajah tourist attraction to the area of Peliatan, Ubud.

Actually this area belongs to green belt. However, the current condition in the field indicates if virtually all the lands along the main road have been filled with tourism facilities such as hotels and villas. The active farming area is only left along a few hundred meters before entering the territory of Peliatan. According to some residents, the buildings had been established a few years earlier, or more than five years ago.

Beyond the green belt, many tourist destinations violate the Regional Bylaw on Spatial Plan. Most of the violations are commonly seen along the Ayung River. Dozens of hotels and villas are established by breaking the rules on the river borderline especially around the Ayung River

and Kedewatan, Ubud. Even, many facilities established touch the edge of the river. Meanwhile, along the coast, from Sukawati to Gianyar region, can be seen a row of villas and hotels violating the coastal borderline.

However, some of those buildings have been hit by abrasion.

A member of Commission 2 of the Gianyar House, Ketut Karda, claimed to be sad to see the high land conversion in the area of Gianyar because the agricultural land supposed for productive farming areas had decreased each year. “Many land areas have been converted into building purposes as happened at the riverside and on the beach.

Similarly, our wetlands have also been converted so that their acreage reduces,” he said.

From the data obtained, the paddy field reduction in Gianyar area reached 53 hectares each year or 0.32 percent of the total area amounting to 14,792 hectares.

MANGUPURA - The fuel price hike has triggered the rise in the price of goods and services. This causes the poor, especially in Badung, to increasingly get marginalized. As a result, the poverty rate is also worried to turn higher.

Such increasing poverty was not denied by the Regent of Badung, AA Gde Agung. Through the Spokesperson of Badung government, AA Raka Yuda, he stated that the increase in fuel prices would certainly have implications on the inflation (the declining value of money due to the impact of macro economy) followed by an increase in prices of basic necessities.

“It would surely boost the inflation. On that account, it will greatly affect the people’s purchasing power.

Moreover, the purchasing power of poor people will decline,” said Raka Yuda.

Related to such concerns, the Badung government attempted to improve people’s purchasing power through a pro-people budget policy.

It was an instrument to improve the welfare of the community, especially to increase the people’s purchasing power.

He explained that social protection programs for people being vulnerable to poor became one of the priorities in anticipating the increase in poverty in Badung. Some of the programs included the scholarships for school-age children from household target (RTS) which in the fiscal year 2015 was drafted to reach IDR 7 billion. Likewise, in the effort to reduce the burden on the poor who were generally susceptible to various diseases, it had been supported with the Badung Society Health Insurance (JKKB) Manguwaras program as the supplement to Bali Mandara Health Insurance (JKBM). “With these programs, people no longer need to be

burdened by the cost of healthcare, school fees for the family of household target. This program is also going to become one of the indicators of human development index and has an effect on poverty reduction,” he said.

According to the regent, added Raka Yuda, in the effort to strengthen

Fuel price hike believed to affect foreign tourist visits

BANGLI - The increase in the fuel price announced last Tuesday (Nov 18) is believed to have an impact on tourism sector in Bali, including in Bangli County. The increase in fuel price will make travel agencies raise the price of their tour packages so that it gives impression if the packages are expensive in the eyes of travelers. Meanwhile, at the moment a number of restaurants in Kintamani have increased their tariff to 10 percent from the previous one.

It was revealed by Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Bangli Chapter, Ketut Putranata, Saturday (Nov 22). According to him, so far the increase in fuel price of IDR 2,000 did not indicate significant effect on tourism sector. He admitted the tourist visit was still normal and did not show any decrease. It happened because travel agencies so far had been offering their old package price. “As happened to the previous fuel price hike, the price of tour package did not immediately go up.

It took time to adjust,” he explained.

The fuel price hike, said Putranata, would usually have an impact a month after the announcement. At that time, travel agencies would usually begin to apply their new tour package price having been adjusted to the increase in the tariff of hotel room, transportation and other basic materials.

Sutrisna said the development of pyramid salt posed the leading product of North Bali. It happened because the marketability of pyramid salt in the market was quite high in contrast to the ordinary salt. In addition, the production

of pyramid salt was only carried out in Buleleng and no other competitor did in other regions across Indonesia.

“This pyramid salt is unique and has not yet been produced in other places. The price ranges from IDR 250 to IDR 280per kilogram, while the ordinary salt is at IDR 500 to IDR 1,000 per kilogram. With the amazing price, the pyramid salt is very popular among the salt farm-

ers in Buleleng,” he said amidst the event.

The 9th National Conference took the theme a good maritime governance and coastal territories for the welfare of a sustainable society. Sutrisna added the price of pyramid salt product reached IDR 95,000 per kilogram for the snow and dice type, while IDR 280,000 per kilogram for pyramid salt. The salt production of Tejakula village

Generally the pyramid salt is used in tourism sector and the three types of salt is used for spa treatment at hotels in Bali.

In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Swift to receive Dick Clark award for excellence

NEW YORK — Taylor Swift is getting a special — and new — award from the American Music Awards. Dick Clark productions announced Friday that Swift would receive the Dick Clark Award for Excellence at Sunday’s show.

Swift is receiving the honor for her record-setting sales.

Titled “1989,” her fifth album that was released last month, became the singer’s third album to sell more than 1 million units in its debut week.

Dick Clark’s widow, Kari Clark, said in a statement that “the first time Dick saw Taylor perform, he knew she was something special.”

‘Blind Massage’ big Golden Horse winner in Taiwan

TAIPEI — A Chinese-French film about blind masseurs and Chinese actor and director Chen Jianbin scooped the most accolades at Taiwan’s 51st Golden Horse movie awards, considered the Chineselanguage equivalent of the Oscars.

“Blind Massage” from Chinese director Lou Ye won six of the seven categories it had been nominated in, including best feature film, best cinematography and best sound effects. The film, adapted from a novel, centers on the lives of workers in a massage parlor in China’s Nanjing city.

The other big winner on Saturday evening was Chen, 44, who won best lead actor and best new director for “A Fool” — a film about a Chinese farmer who meets a homeless man and takes him home — as well as best supporting actor for his role in Taiwanese military drama “Paradise in Service.”

Also at the awards ceremony in Taipei, Ann Hui won her third Golden Horse best director award for “The Golden Era,” which portrays the turbulent life of Chinese writer Xiao Hong.

The film had been nominated in five categories. Hui said her win was a surprise and she would have preferred her actress, Tang Wei, to win in the best lead actress category.

known actress, Chen Shiang-chyi, for “Exit.”

“I feel like I have made it, to be able to win this award for Taiwan. I love Taiwan films and I dedicated this for Taiwan,” said Chen in her acceptance speech.

A total of 38 films were nominated for 21 awards this year. There was a total of 364 entries, 100 more than last year.

DENPASAR - A total of 3,122,893 million foreign tourists visited Bali province during the period of January to October 2014, increasing by 16.86 percent from those in the same period last year, the province’s Tourism Office data showed.

Based on the data, Bali received an average of 310,000 foreign tourists every month.

Local tourism observer Tjok Gede Agung said foreign tourists

visiting Bali had been increasing during the past years and was expected to increase more in the future as Indonesia implements visa-free policy for tourists from

some countries such as the ASEAN countries.

Indonesia targets to receive 9.5 million foreign tourists in 2014. The tourism ministry hopes to attract

at least 3.5 million tourists from ASEAN, including 1.75 million from Singapore, 1.4 million from Malaysia, and 315,000 from the Philippines.

Last year, Singapore was the biggest source of tourist arrivals in Indonesia, followed by Malaysia, Australia, China, Japan, South Korea, the Philippines, Taiwan, the United States and Britain.

In addition to Singapore, Malaysia, Australia, Japan and South Korea, China is now one of the main markets for Indonesian tourism.

Data from the Indonesian Central Bureau of Statistics (BPS) showed the number of Chinese tourists visiting Indonesia in the first eight months of last year rose 25.54 percent to 412,698 over the same period in the previous year.

LONDON - British star Robbie Williams is to launch a 30-piece clothing collection with retailer Primark, the singer announced on Thursday.

Williams, who rose to fame as a member of pop band Take That, has his own fashion label, Farrell.

The brand was saved from closure in 2013 by entrepreneur Peter Jones, and the collection will be joint produced by Farrell and Primark, a subsidiary of Associated British Food.

“What a great collaboration, let’s have it!”

Williams said, adding he was “delighted”.

The autumn-winter collection will be launched in 15 branches of the budget chain, which has shops in several countries in Western Europe.

It comes after US singer Beyonce announced she would launch a sporty clothes collection with retailer Topshop in 2015, offering “clothing, footwear and accessories across dance, fitness and sports”.
