Perry on Wednesday took to Twitter, where she has more followers than anyone else in the world, to take down Swift in a row set off by the nominations for the MTV Video Music Awards.

Rapper Nicki Minaj had voiced outrage that her “Anaconda” failed to be nominated for Video of the Year. She suggested that the music industry was biased against her as an African-American woman and preferred female stars “with very slim bodies.”

Swift, who received the most nominations for the August 30 awards, responded by inviting Minaj to join her on stage if Swift wins.

MANILA — Grammy awardwinning singer Chris Brown’s departure from Manila was delayed Wednesday because of fraud allegations against him and his promoter for a canceled concert last New Year’s Eve in the Philippines.

The recording artist, who performed at a packed concert Tuesday night in Manila, was prevented from leaving on a private plane Wednesday pending clearance by the Bureau of Immigration.

“It was a misunderstanding that has since been cleared up,” said a spokeswoman for Brown, Nicole Perna. “Chris leaves tomorrow for Hong Kong to continue his planned performances.”

The religious group that owns the New Year’s Eve concert venue petitioned the Philippines Department of Justice for help prosecuting Brown. It wasn’t immediately clear whether a formal complaint was filed.

Rabies-suspected dog bites four residents

AMLAPURA - Rabies-suspected stray dog continues to spread threats. This time, four residents becoming bite victim of rabies-suspected dog. The four residents were rushed to Penta Medika Clinic in Manggis on Wednesday.

Manager of Penta Medika Clinic, Putu Ardana, said that the four victims came to the clinic almost simultaneously. They consisted of Ni Wayan Ariati, 45, I Ketut Artana, 51, I Made Wendi Prayoga Putra, 11, and Nengah Merta, 55.

The four victims suffered serious injuries. Ariati, for instance, from Padangbai village was bitten by rabies-suspected stray dog on her right heel causing a deep wound.

In the meantime, the victim I Ketut Artana is quite unlucky. This resident having a profession as a veterinarian was even bitten by the dog of his client on the index finger of right hand. Then, the victim I

At least about 2,000 wild and domesticated dogs declared to be positive to rabies have been immediately eliminated. GIANYAR - The case of Bali resident, Ketut Adi Jaya found to burned to death in his car on Jalan Bypass I.B. Mantra, Saba village, Blahbatuh on Tuesday morning (Jul. 21) is still under investigation by the Gianyar Police Criminal Investigation Unit. Information about the burning Toyota Altis DK 386 XA was first provided to the four witnesses who have given their testimony, by a mysterious woman who first saw the burning car.

“We have five witnesses in this case, four of whom claim to have been notified about the fact that someone was in a car that was on fire, form a woman that stopped in the middle of the road,” said the First Unit Chief of the Gianyar Police Criminal Investigation, IGN Winangun, with permission from the Gianyar Police Investigation Unit Chief, Dewa Putu Gede Anom Danujaya, on Wednesday.

Based on the testimony of these four witnesses, the police are assuming that this mystery woman could provide information about what happened to the car before the other four witness showed up on the scene. “Unfortunately, according to their testimony, after seeing that the car was on fire, the woman vanished, and we have yet to discover who she is,” he explained.

IGN Winangun reiterated that there are no other witnesses that

saw the car before the fire incident.

One witness only heard the sound of an explosion and then found that the car was already on fire. “So, the testimony of all the witnesses so far only disclose information about the car after it was burning at the site where the police found it.

We have not found any witnesses that can have been able to tell us the chronology of events before the fire,” he said.

When asked about the possibility of a motive for murder, Winangun said that there was nothing leading to such an allegation. He added that his officers had explored a number of settlements around the scene of the fire, but no residents heard any commotion or quarrelling that is usually present in the case of a murder. As for the examination of the victim’s body, police said that: “we are still waiting for the lab results for the investigation of this case”.

Although police are still investigating the victim’s body, the family has confirmed that is in fact the body of Ketut Adi Jaya and have asked that the victim’s body to be brought home to be given a ceremony. “The family has confirmed that it is indeed Ketut Adi Jaya’s body as seen from the broken upper right incisor tooth and the cream-colored pants that the victim was last seen wearing,” he explained.

Toriah Bright and Kelia Moniz to host global beach fitness event

JIMBARAN - In the name of promoting an active and healthy beach lifestyle, Olympic gold medallist snowboarder Torah Bright and 2x longboard world champion Kelia Moniz will host Bali’s inaugural #runsupyoga event on 15 August at Sundara Bali, the beach-club and restaurant at Four Seasons Resort Bali at Jimbaran Bay. Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon.

The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

NEW YORK — It’s the men’s turn. New York Fashion Week has always celebrated the glamour of women’s fashion, but has relegated menswear to a supporting role. This week, building on a growing public appetite for menswear, the industry is putting on the first stand-alone men’s fashion week in New York in nearly two decades (a brief attempt fizzled in the late ‘90s.

The affable Kors went old school, presenting each of 27 looks himself, salon-style, to intimate groups of fashion editors, buyers and media.

The goal: to outfit the Kors man for a quick island getaway, from Capri to Catalina. He departs in black — a crushed-cotton blazer, tank and loose single-pleated trouser — and changes upon arrival into all white seersucker that has the ease of cozy pajamas.

No linings or shoulder pads here. And Kors was feeling tactile in fabrics that included chambray linen, along with an Anorak you can actually wear when it’s wet.

“We all have a closet full of raincoats that you can’t wear in the rain,” he said to laughs.

Banter might as well be Kors’ middle name. He did it well when presenting a cashmere pullover and long cardigan sweater.

“The weather is crazy,” he said, echoing feedback from retailers.

“We need sweaters all year round. We need cotton in the winter.

We need wool in the summer. Forget the rules!”

Kors worked for spring 2016 in a range of Mediterranean blues, whites that included ecru and ivory, and a brown the color of peanuts.

He was going for polish in unstructured casual, using linen and cotton blends, traditional pinstriping in unstructured silhouettes and accessories that included a reversible tote with suede on one side.

Collars are meant to be open and anything goes these days, he said, noting: “I think my grandma thought air conditioning was just an excuse for another fur jacket.” (ap)

Besides the Ngurah Rai Airport, four other Indonesian airports: Lombok International Airport and Selaparang Airport in West Nusa Tenggara province and Blimbingsari Airport in Banyuwangi and Notohadinegoro Airport in Jember, both in East Java province, were also temporarily closed recently due to the eruption of the volcano. Development outside Sarbagita should be improved

MANGUPURA - The moment of infrastructure development outside the region of Sarbagita (Denpasar, Badung, Gianyar and Tabanan) should be improved and back up by all parties, especially the government together with local entrepreneurs. This effort is meant to take advantage of market opportunities that will develop when the infrastructure starts to be developed.

Director of the Center for Economic and Business Data Analysis, Udayana University, Dr. Sudjana Budhi, argued if the moment of infrastructure development can be started in 2015, then the economy of Bali will running better than currently that looks frozen and plummet.

the international tourism in Southern Bali region can be freed from the matters of traffic congestion and waste control that will reduce comfort, both for international travelers and local residents,” he explained.

He also explained that infrastructure development is strategic because it will provide opportunities to bring in new markets, particularly in the

tourism sector that expected to be the trigger of the growth of tourism supporting industries, including accommodation, attractions and other services.

“If the infrastructure development can be realized outside the Sarbagita, it should be dealt with by local entrepreneurs as an opportunity and they may not hesitate to enter the tourism

Municipal Police ask investors to dismantle water park facility

SINGARAJA - Bali Municipal Police asked the investors to dismantle water park facilities installed by investors from Australia at Banyualit hamlet, Kalibukbuk village, Lovina.

It is done because so far the investors have not completed the licensing of business to be developed. The investor is given a deadline for three weeks to dismantle all the facilities. After obtaining the permit issued by the government of Bali Province and Buleleng County, the investor is allowed to re-install the water park facilities claimed as the only one in Indonesia and Buleleng.

A strict sanction is given after the Bali Municipal Police with Civil Servant Investigator and Buleleng Municipal Police inspected the location of the water park development on Banyualit Beach, Wednesday.

Entourage of the municipal police was led by Division Head of the Bali Municipal Police Peace and Order Ketut Gede Arnawa accompanied by Section Head of Law Enforcement I Ketut Pongres and the Head of Buleleng Municipal Police Made Budi Astawa. They were directly received by the Manager of PT Kreasi Bali Utara, Agus Yogi YK Yadnya and investors from Australia, Rob Corrie and his colleagues Rob Muir.

Before conducting a meeting, the entourage of Bali Municipal Police

had a closer look at the installation of a number of water park facilities in the middle of the sea by boat belonging to investors. In addition, the completed supporting buildings on mainland were also inspected by the officers. After having a closer look at the facilities, the officers asked about permission document.

Investors cannot present their licensing documents of the business. Moreover, the investors who cannot speak Bahasa Indonesia fluently asked their manager Yogi to resolve the problems. For the violation committed, Arnawa imposed a sanction that investors must dismantle the water park facilities in the middle of the sea. This sanction is valid for the next three weeks and on August 12, 2015 all the facilities in the middle of the sea should have been dismantled.

Trump travels to border as Republicans try to woo Hispanics

SAN ANTONIO — The outspoken Republican presidential candidate Donald Trump’s visit to the U.S.-Mexico border promises new challenges for his party’s years-in-the-making push to attract Hispanic voters.

Trump has gone beyond the party’s hardline stance on illegal immigration, calling immigrants who cross the border illegally “criminals” and “rapists” and accusing Mexico’s government of deliberately sending felons into the U.S. His trip Thursday also comes amid an escalating feud with Republican rivals and criticism from members of both parties, guaranteeing the billionaire developer plenty of attention from voters and reporters.

In recent days, Trump has come under fire for calling out his critics by name, vilifying the Republican establishment and roiling the debate over immigration and more.

The reality television star is set to make multiple public appearances in Laredo, Texas, including at an afternoon news conference on the border. He also plans to meet members of the union that represents U.S. customs and border patrol agents and speak to other law enforcement officers, his campaign said.

In Washington on Wednesday, former Texas Governor Rick Perry, a Republican, was asked about Trump’s trip to Laredo. He snapped, “I hope he can find the border because I’m not sure he’s ever been there before.”

Indeed, the insults flying between Trump and his rivals have

been caustic. Republican Senator Lindsey Graham called him a “jackass” earlier in the week and Trump responded by calling Graham an “idiot” and giving out the senator’s cellphone number, jamming his voicemail.

The feud is unfolding as the candidates head into a presidential election in which Hispanic voters will play a critical role, particularly in swing states like Nevada, Colorado and Florida.

“If Hispanic Americans perceive that a GOP (Republican Party) nominee or candidate does not want them in the United States, they will not pay attention to our next sentence,” reads a Republican National Committee report released after the 2012 election. “It does not matter what we say about education, jobs or the economy; if Hispanics think we do not want them here, they will close their ears to our policies.”

Yet Trump, who has become a dominant force in the 2016 contest, has clearly stated, over and over again, that Mexican immigrants are unwelcome.

“The Mexican government is forcing their most unwanted people into the United States,” and “criminals, drug dealers, rapists” are among them, he said in a recent statement that also declared “great respect for Mexico.”

On Fox News, Florida Senator Marco Rubio, another prominent presidential hopeful in the Republican Party said of Trump: “I don’t think the way he has behaved over the past few weeks is either dignified or worthy of the office he seeks.” (ap)

In a landmark 1995 statement issued by then-Prime Minister Tomiichi Murayama for the 50th anniversary of the war’s end, Japan offered its clearest and most extensive apology to the victims of its wartime aggression.

Abe has repeatedly upset its neighbors over his historical view

defending Japan’s wartime actions.

He has said there is no clear definition of aggression, and that he was not necessarily standing by the 1995 statement, although he later promised to keep the statement following protests from China and South Korea.

Abe is still seen as reluctant to repeat the same apology and wants to stress Japan’s postwar achievements.

In March, Abe appointed a panel of experts to discuss his upcoming statement, asking its 16 members to review a study of Japan’s wartime history, its economic progress and future contributions. Its final report is pending. (ap)

Japan trade deficit narrows 92% on jump in exports

TOKYO - Japan’s trade deficit narrowed sharply last month as exports of automobiles and electronic parts picked up while a sky-high energy import bill continued to fall, finance ministry data showed Thursday.

The country’s trade deficit came in at 69.0 billion yen ($556 million), plunging 91.7 percent from a 834.0 billion yen deficit a year ago, and offering some good news for an economy struggling to gain traction.

In June, the value of imports jumped 9.5 percent while imports were down 2.9 percent.

Over the six months through June the deficit shrank 77.4 per-

cent as weak commodity prices helped bring down Japan’s energy bill, which soared after it had to replace nuclear power in the aftermath of the Fukushima nuclear crisis.

“China will continue to pose a risk to Japan’s economy,” said Atsushi Takeda, an economist at Itochu Corp.

Japan’s central bank this month cut its annual growth and inflation forecasts for the world’s thirdlargest economy, with analysts warning weaknesses remained and the downgrade hinted at a disappointing second quarter.

The economy expanded 1.0

percent in January-March after limping out of recession in the last three months of 2014, and business confidence remains strong.

But consumer spending has struggled after a sales tax rise last year and economists widely expect the Bank of Japan to ramp up its monetary easing programme, likely later this year, to bring Japan closer to its inflation target.

The economy expanded 2.2 percent in the second quarter over a year earlier, the Bank of Korea said Thursday. That’s the lowest since the first quarter of 2013. Asia’s fourth-largest economy eked out 0.3 percent growth from the previous quarter.

The bank said private consumption turned negative as spending on services dropped while agricultural output plunged due to a drought.

South Korea’s economy was expected to ebb last quarter as foreign tourists cancelled visits and people stayed home because of the MERS outbreak which began in May and has killed 36 people.

No new confirmed cases of MERS have been reported in South Korea since July 4 and tourist numbers have begun to recover.

To help local restaurants, retailers, hotels and tourism industries, the government has been encouraging South Koreans to spend their vacations within South Korea.

Other areas of the economy including exports and private investment were also weak.

South Korea’s finance ministry is seeking parliamentary approval for a $10.6 billion stimulus package to aid recovery and to achieve annual growth of 3 percent this year.

But many forecasters, including South Korea’s central bank, predict that the country’s economy will expand less than 3 percent in 2015, which would mean a slowdown from the previous two years. (ap)

in his leftist Syriza party at last week’s vote on a first tranche of tough reforms demanded by Athens’ creditors.

Tsipras is negotiating a new bailout worth up to 86 billion euros over three years.

The dollar rose to 124.06 yen from 123.96 yen after upbeat US

homes data offered hope for the world’s top economy, and boosts the chances the Federal Reserve will lift interest rates soon.

Sales of existing homes in the United States surged in June to their highest level in more than eight years and prices hit a record high, the National Association of

Domestic travelers accumulate at Gilimanuk

NEGARA - Days after the end of Eid, there are still vehicles queue up at Gilimanuk Harbour, waiting to leave Bali. Thousands of passengers are heading back to Java after spending their holidays in Bali.

On Tuesday night (Jul. 21) and Wednesday morning (Jul. 22), there was still a long line of private vehicles waiting to board but by mid morning the traffic was dying down.

Accordign to data provided by the ASDP, on the third day after the end of Eid, a total of 5,540 cars were ferried to Java carrying a total of 38,407 people. This was a slight increase over the previous day which saw 5,175 cars and 34,343 passengers. Tabanan paves 273.445 km of road with hot mix

TABANAN - Infrastructural issues remain to become major obstacle dealt with by the government of Tabanan. Length of the road in Tabanan County reaches about 800 km, where most of them are in damaged condition. Although becoming the priority of development, in the past six years since 2010, based on the data of the Public Works Agency, Tabanan has paved along 273.445 km of roads with hot mix.

Unfortunately, the implementation of hot mix pavement continues to decline through the years.

The government of Tabanan through the Public Works Agency has actually repaired the road with

hot mix especially for county roads.

By all means, the large number of damaged roads has got serious concern from the government of Tabanan. “From 2010 to 2015, we have successfully paved roads with hot mix along 273.445 km,” explained the Head of the Public Works Agency, IGN Anom Anthara.

He further added that the repair of infrastructure, especially roads, poses a major concern. However, due to restricted budget, the hot mix pavement is done in stages according to priority. “With a minimal budget, we apply priorities,” he said.

At least the length of road having

been paved with hot mix reached 95.674 km in 2010. In the meantime, the pavement with hot mix in 2011 reached 26.680 km, in 2012 (53.878 km) and in 2013 (45.605 km). The length of county road paved with hot mix in 2014 reached 40.953 km and in 2015 along 10.655 km.

Local government, in this case relevant agency, also argued if the decline happens due to restricted budget and a lot of development to be funded. “In the future, the presence of the Law on Village will no longer allow the regional budget for repairing non-status road. As a result, the funds for county road

repair will increase,” he said.

In the meantime, the Regent of Tabanan, Ni Putu Eka Wiryastuti, recognized that the government of Tabanan has limited fund. Her party must determine priorities including implementing road pavement by hot mix gradually.

“Budget constraints and equalization cause the hot mix road repair to be made by degrees and in appropriate with priority scale,” she said.

In addition to hot mix pavement, the most successful program is participative road improvement through harmonious infrastructure gate (GIS) program specializing in the help of road repair for villages and the neighborhood by concret-

ing. “This program gets full support from the community and is very helpful for people,” she said.

In the GIS program, the government prepares cement, sand and coral, while the community works it on through mutual cooperation.

With this system, it does not need too much budget because the government only provides material while the workmanship is handled by residents through mutual cooperation. “It is a part of participative program involving the community in the workmanship so that people have the sense of belonging and participation in the maintenance,” she said. Unarmed troops tried to get away from gunman in US shooting

CHATTANOOGA, Tennessee — Three to five minutes was all it took 24-year-old Muhammad Youssef Abdulazeez to punch through a gate with his rented car and blast his way into a U.S. military reserve center, killing four Marines and mortally wounding a sailor.

Officials on Wednesday released new details of last week’s brazen assault in Chattanooga, Tennessee, describing a chaotic scene of mostly unarmed Marines scrambling to escape the man who approached with an assault rifle, a handgun and a vest full of extra ammunition. Five didn’t make it.

One service member inside the building saw Abdulazeez approaching and fired at him, likely with a personal weapon.

Abdulazeez shot back, entered the building and fatally wounded an officer. At the same time, Marines ran from room-to-room, trying to get their fellow service members to safety.

Meanwhile, Chattanooga police were just behind Abdulazeez, having been called a few minutes earlier when he opened fire on another military facility about 7 miles away before driving off, leaving the windows pockmarked with bullet holes.

As Abdulazeez made his way through the reserve center he “continued to shoot those he encountered,” Ed Reinhold, an FBI special agent, said at a news con-

ference. Then he walked out the back door into a gated motor pool area where troops were scrambling over a fence to safety. At least two Marines tried to “provide cover” for the others, Reinhold said.

Abdulazeez shot and killed four Marines.

The whole thing ended just a few minutes after it began, as police caught up to Abdulazeez, shooting and killing him — but not before he managed to wound one of them.

A total of 20 Marines and two Navy corpsmen were at the center that day, checking their equipment after a training mission in California.

Military personnel are generally prohibited from carrying firearms at military recruitment centers and bases, but Reinhold said two guns belonging to service members were recovered at the scene. Shots were fired from at least one, but it’s not yet clear if the gunman was hit by fire from one of those weapons, Reinhold said. The military will investigate whether the service members were authorized to have the guns.

Reinhold declined to elaborate further on how the troops engaged Abdulazeez.

It is too early to determine whether Abdulazeez was “radicalized” before the attacks, Reinhold said. But when asked if Abdulazeez acted alone, Reinhold said he was currently being treated as a “homegrown violent extremist.”

Abdulazeez spent several months with an uncle in Jordan last year as part of an agreement to get him away from drugs, alcohol and a group of friends his parents considered a bad influence, a person close to his family has said.

That person spoke on the condition of anonymity to avoid business repercussions. The uncle has been detained in Jordan but has not been charged with anything, according to the uncle’s attorney.

Friends and neighbors recalled Abdulazeez as a happy, polite young man. But a picture has also emerged showing a darker side, with Abdulazeez’s family saying he struggled with depression from his early teens, abused drugs, couldn’t keep a job and was considering bankruptcy. (ap)

Group: Israel advances Jewish settlement plans in West Bank JERUSALEM — An Israeli settlement watchdog group says Israel has advanced plans to build or retroactively approve 1,065 housing units in West Bank Jewish settlements.

The settlements are built on land the Palestinians claim for a future state. Most countries consider them illegitimate.

Peace Now said on Thursday that an Israeli military committee retroactively approved 24 housing units in the Beit El settlement,

though Israel’s Supreme Court ordered them demolished by the end of July because they were built on private Palestinian lands.

In total, the group said, the Israeli military Wednesday approved 541 new housing units, retroactively legalized 228 existing housing units, and approved infrastructure for a plan that includes 296 housing units. INDONESIA Social affairs minister calls for improving child protection

JAKARTA - National Child Day, which is commemorated on July 23, should serve as a momentum to comprehensively rectify and streamline the implementation of child protection in the country, stated Social Affairs Minister Khofifah Indar Parawansa.

“Why should it be corrected comprehensively? Because everybody must be involved, particularly the parents,” Minister Khofifah stated on Thursday.

According to the minister, parents are responsible for rearing, educating, and guiding their children.

The existing child protection laws mention that child protection should be carried out by the community, families, and particularly, parents.

Parents are responsible for protect-

ing their children socially, psychologically, spiritually, and intellectually.

“Nowadays, many parents believe that children could grow naturally, so there is no need for the process of parenting and rearing the child. Just take them to school, and it is done. We can count how many hours the children stay in school, and how many hours they spend at home either with parents or someone else,” she pointed out.

Children spend less time at school than at home. Therefore, relying on the

school alone would be wrong. The onus still lies with the parents first and then with other institutions, including the local administration, she noted.

The schools should be actively involved in the process of honing their students, as the teachers so far only focus on knowledge transfer, often overlooking the need to guide them on appropriate conduct.

Indonesia’s laws on child protection are quite progressive, but law enforcement is still weak, she affirmed. (ant)

French farmers protest at low meat and milk prices PARIS — Angry French farmers blocked the Mont Saint-Michel causeway and highways leading to the Alps on Thursday to denounce low milk and meat prices. The farmers used tires, tractors and tree trunks to block roads all around the country.

Mont Saint-Michel, in the northwestern Normandy region, is a UNESCO World Heritage Site.

Tourists were forced to park their cars along the road and walk for several kilometers to the famous island.

The farmers blocked three major highways around the city of Lyon, a gateway to the Alps and to the south of France. Traffic was backed up about 25 kilometers (15 miles) by midday. Some roads in western France, a region with many milk and pork farms, were also jammed.

The protests were prompted by disappointment over the government’s offer to back loans to the farmers and delay tax payments as part of a 600 million-euro ($654 million) plan. The government stopped short of providing any direct financial aid to the farmers,

in order not to break EU market rules.

Farmers say their margins are being chipped way by cheap imports and pressure from grocery chains.

Xavier Beulin, president of the FNSEA, the main farmers’ union, warned that other protests “will probably happen in the next two to three days.”

Some “need to express their anger,” he said on Europe 1 radio. Beulin said he is willing to quickly work with the government on “long-term and mid-term solutions.” This weekend, many French people will be on the roads to start their summer vacations.

French farmers often resort to spectacular protests to make their demands heard. Low prices have put about 10 percent of livestock farms on the verge of bankruptcy, the government said.

President Francois Hollande met with some farmers and union officials on Thursday in the city of Dijon, in the Burgundy region.

Minister to issue circular on neutrality of officials in elections

JAKARTA - The government will soon issue a circular that regulates neutrality of state officials in the simultaneous regional head elections, Administrative and Bureaucratic Reform Minister Yuddy Chrisnandi stated.

“The circular is being drafted. Clearly, it is about neutrality of state officials in the elections,” the minister noted on Thursday.

Chrisnandi admitted that the neutrality of state officials in elections has been regulated under Law No. 23 on Regional Autonomy that prohibits state officials from getting involved in campaigns or being part of a campaign team of any election candidate. Moreover, Government Regulation No. 53 of 2010 on the discipline of civil servants has also been set up.

According to the minister, the circular that will be issued aims to remind state officials and related parties of the existence of the rules.

“The circular is to ensure that the rules are followed properly and to refresh the memory of state officials and relevant parties to not include state officials in election campaign activities,” he remarked.

The minister emphasized that the sanctions imposed on state officials involved in the elections will be in accordance with the applicable law. The state officials who are involved in elections will be charged with moderate to severe level of violation.

He pointed out that the moderate sanctions will lead to a delay in regular salary allowances, postponement of performance payments, and delays in advancements and promotions.

Meanwhile, severe sanctions that will be imposed include dismissal from office, demotion by one level, honorable or dishonorable discharge, and ineligibility for pension. (ant)

“We apologize for the long delay and regret the inconvenience that it has caused,” Widyatmoko stated on Thursday.

He remarked that the long delay was due to the closure of Ngurah Rai airport on Wednesday, as volcanic ash spewed

by Mount Raung following its eruption was blowing towards Bali Island.

Consequently, the AirAsia president director acknowledged that the airline company had to make rearrangements in its operations, including the use of aircraft and the shifts of its crew members.

Ngurah Rai Airport Director of the Ministry of Transportation Agus Susanto affirmed in Denpasar on Wednesday that volcanic ash was scattered over the airport.

As a result, the airport was shut down, due to which, hundreds of flights were canceled.

The decision to close the airport was made after they received a recommendation from the Meteorology, Climatology and Geophysics Agency and the Volcanic Ash Advisory Council in Darwin, Australia.

The regulator and the local airport operator thereafter decided to close the airport from 1 p.m. local time, on Wednesday, to 6 a.m. local time (GMT+8), on Thursday, July 23. (ant)

Bayern confirm deal to sign midfielder Vidal

BERLIN - Bayern Munich have reached an agreement with Italy’s Juventus to sign Chile international midfielder Arturo Vidal, the German club’s CEO Karl Heinz Rummenigge confirmed on Thursday.

“I can confirm that we have with both parties, Juventus and the player, reached an agreement.

What is missing is the medical and the signature of the contract,” Rummenigge told reporters during the team’s trip to China.

Vidal, no stranger to the Bundesliga having played for Bayer Leverkusen for four seasons until 2011, has won four straight Italian league titles and helped Juventus reach the Champions League final last season, where they lost to Barcelona.

The 28-year-old, who also helped Chile win the Copa America title for the first time on home soil earlier this month, could join up with his Bayern team mates as early as next week, Rummenigge said.

Ramos ‘100 percent committed’ to Real, says Benitez MELBOURNE - Real Madrid captain and centre back Sergio Ramos is “100 percent committed” to the club, new coach Rafa Benitez said on Thursday, amid continued speculation the Spain defender could be on his way to Manchester United.

The English Premier League side’s manager, Louis van Gaal, hinted this week he may be pursuing the 29-yearold Ramos, who has two years left on his Real contract but is said to be unhappy with the level of his wages.

Ramos could join United as part of a swap deal, with his Spain team mate and goalkeeper David De Gea, 24, going the other way, according to reports in Spain and England.

ST. PETERSBURG — FIFA has asked the Russian Football Union to explain why it banned a Ghanaian footballer for two matches for his reaction to fan racism and did not sanction the alleged abusers’ team.

In video from Friday’s Russian Premier League game, Spartak Moscow fans could be heard racially taunting FC Ufa midfielder Emmanuel Frimpong. The former Arsenal player is black.

Reacting with a finger gesture to the fans led to Frimpong being banned for two games, while Spartak escaped punishment over the latest racism incident to blight Russian football ahead of the 2018 World Cup. The RFU found no evidence of racism.

But FIFA sustainability head Federico Addiechi, whose brief covers racism issues, said Thursday that the Russians have been given until Tuesday to respond to the governing body’s disciplinary department.

“We don’t have a direct responsibility for what’s happening in the Russian league,” Addiechi said in St. Petersburg. “But if the Russian Football Union are in need of our

support, and I think they are, then we can provide certain support.”

Russia’s second city on Saturday hosts the qualifying draw for the World Cup, which has increased the spotlight on the country’s struggle eradicating racism from football matches.

“It is up to us as the organizers of this event to make sure this event is welcoming everyone, it is safe for everyone — not just for the players and participants but also for the fans,” Addiechi said.

HARRISON, N.J. — A New York Red Bulls team made up of mostly developmental thirddivision players scored four second-half goals and stunned Chelsea 4-2 on Wednesday night in the English Premier League champion’s first game on its U.S. preseason exhibition tour.

Sean Davis scored twice and Franklin Castellanos had a goal and an assist to help the team with only four players who have any minutes in MLS this season upset the 2012 European champion and five-time English league winner.

“I was surprised by our fragilities,” Chelsea’s Portuguese manager Jose Mourninho said. “I said before we have no fragilities, but today we had fragilities, lots of fragilities. I was surprised that we were not good enough in the second half to cope with that.

“We hit the post two or three times, I don’t know, but they’re young guys, they have quality, and motivation, their motivation is really high to play against us.”

Loic Remy gave Chelsea the lead midway through the first half, but Castellanos tied it in the 51st minute, 16-year-old Tyler Adams added a header and Davis tacked on a pair to rally New York and stun the near capacity and largely blueclad crowd of 24,076 at Red Bull Arena.

This is the third time in four years Chelsea has toured the United States before beginning its season and the second time it has competed in the exhibition International Champions Cup with several other top European clubs.

Using a starting lineup of several regulars and three players returning from loan, the Blues had the better possession and chances, outshooting the Red Bulls 12-4 alone in the first half. Remy, who scored seven goals in 19 league appearances last season, gave Chelsea the lead when the Blues caught the Red Bulls on a counter.

Substituting liberally to begin the second half and inserting Eden Hazard, John Terry and Nemanja Matic, Chelsea continued to dominate the second half. But Terry’s miscue that enabled New York to tie the match.

Castellanos raced after Terry’s weak back pass to substitute keeper Asmir Begovic, who tried to clear the ball with a slide tackle, won the ball and scored into an open net. Chelsea continued to push forward and Diego Costa put a header off the post in the 62nd, but Castellanos curled a cross into Adams at the six, who headed it in 7 minutes later.

Davis latched onto a loose ball at the top of the area to increase the Red Bulls lead to 3-1 in the 73rd, before Hazard settled a free kick at

the top of the area and scored in the 75th to raise English hopes. But Davis corralled an errant clearance attempt by Ramires at the top of the Chelsea area in the 77th and scored again.

Davis, who has one assist in six games this season with the Red Bulls’ first team, wanted to trade jerseys with Matic after the game but lost his opportunity when he got pulled aside for a television interview. “I think I’ll keep my jersey tonight. It’ll be enough,” he said. “I’m pretty happy with that. Two goals is a good trade off.”

New York used a starting lineup more than half of which came from its USL minor league team Red Bulls II, a team which has won seven of 18 games this season. “I didn’t look at them,” Mourninho said. “I just saw the ball in my net four times, and I didn’t look at them.”

ATLANTA — After the feel-good summer of 2014, the United States was eager to pick up another Gold Cup title and lock up its spot in the next Confederations Cup. Instead, the Americans are dealing with one of their most shocking losses.

Giving up two first-half goals on set plays, one delivered by goalkeeper Brad Guzan’s blunder on a routine throw, the U.S. fell to Jamaica 2-1 in the Gold Cup semifinals Wednesday night. Forget another CONCACAF title.

That will go to either Mexico or Jamaica, who meet in Sunday’s final at Philadelphia. As for the Americans, it’s time to figure out what went wrong after the first home loss to a Caribbean nation since a 1969 defeat to Haiti. They also face a playoff with this year’s Gold Cup winner for the North and Central American and Caribbean berth in the 2017 Confederations Cup. “We have no choice but to move ourselves forward,” captain Michael Bradley said. “It’s disappointing right now. That’s normal.”

Bayern confirm deal to sign midfielder Vidal

BERLIN - Bayern Munich have reached an agreement with Italy’s Juventus to sign Chile international midfielder Arturo Vidal, the German club’s CEO Karl Heinz Rummenigge confirmed on Thursday.

“I can confirm that we have with both parties, Juventus and the player, reached an agreement.

What is missing is the medical and the signature of the contract,” Rummenigge told reporters during the team’s trip to China.

Vidal, no stranger to the Bundesliga having played for Bayer Leverkusen for four seasons until 2011, has won four straight Italian league titles and helped Juventus reach the Champions League final last season, where they lost to Barcelona.

The 28-year-old, who also helped Chile win the Copa America title for the first time on home soil earlier this month, could join up with his Bayern team mates as early as next week, Rummenigge said.

Ramos ‘100 percent committed’ to Real, says Benitez MELBOURNE - Real Madrid captain and centre back Sergio Ramos is “100 percent committed” to the club, new coach Rafa Benitez said on Thursday, amid continued speculation the Spain defender could be on his way to Manchester United.

The English Premier League side’s manager, Louis van Gaal, hinted this week he may be pursuing the 29-yearold Ramos, who has two years left on his Real contract but is said to be unhappy with the level of his wages.

ST. PETERSBURG — FIFA has asked the Russian Football Union to explain why it banned a Ghanaian footballer for two matches for his reaction to fan racism and did not sanction the alleged abusers’ team.

In video from Friday’s Russian Premier League game, Spartak Moscow fans could be heard racially taunting FC Ufa midfielder Emmanuel Frimpong. The former Arsenal player is black.

Reacting with a finger gesture to the fans led to Frimpong being banned for two games, while Spartak escaped punishment over the latest racism incident to blight Russian football ahead of the 2018 World Cup. The RFU found no evidence of racism.

But FIFA sustainability head Federico Addiechi, whose brief covers racism issues, said Thursday that the Russians have been given until Tuesday to respond to the governing body’s disciplinary department.

HARRISON, N.J. — A New York Red Bulls team made up of mostly developmental thirddivision players scored four second-half goals and stunned Chelsea 4-2 on Wednesday night in the English Premier League champion’s first game on its U.S. preseason exhibition tour.

Sean Davis scored twice and Franklin Castellanos had a goal and an assist to help the team with only four players who have any minutes in MLS this season upset the 2012 European champion and five-time English league winner.

“I was surprised by our fragilities,” Chelsea’s Portuguese manager Jose Mourninho said. “I said before we have no fragilities, but today we had fragilities, lots of fragilities. I was surprised that we were not good enough in the second half to cope with that.

“We hit the post two or three times, I don’t know, but they’re young guys, they have quality, and motivation, their motivation is really high to play against us.”

Loic Remy gave Chelsea the lead midway through the first half, but Castellanos tied it in the 51st minute, 16-year-old Tyler Adams added a header and Davis tacked on a pair to rally New York and stun the near capacity and largely blueclad crowd of 24,076 at Red Bull Arena.

This is the third time in four years Chelsea has toured the United States before beginning its season and the second time it has competed in the exhibition International Champions Cup with several other top European clubs.

Using a starting lineup of several regulars and three players returning from loan, the Blues had the better possession and chances, outshooting the Red Bulls 12-4 alone in the first half. Remy, who scored seven goals in 19 league appearances last season, gave Chelsea the lead when the Blues caught the Red Bulls on a counter.

Substituting liberally to begin the second half and inserting Eden Hazard, John Terry and Nemanja Matic, Chelsea continued to dominate the second half. But Terry’s miscue that enabled New York to tie the match.

Castellanos raced after Terry’s weak back pass to substitute keeper Asmir Begovic, who tried to clear the ball with a slide tackle, won the ball and scored into an open net. Chelsea continued to push forward and Diego Costa put a header off the post in the 62nd, but Castellanos curled a cross into Adams at the six, who headed it in 7 minutes later.

Davis latched onto a loose ball at the top of the area to increase the Red Bulls lead to 3-1 in the 73rd, before Hazard settled a free kick at

the top of the area and scored in the 75th to raise English hopes. But Davis corralled an errant clearance attempt by Ramires at the top of the Chelsea area in the 77th and scored again.

Davis, who has one assist in six games this season with the Red Bulls’ first team, wanted to trade jerseys with Matic after the game but lost his opportunity when he got pulled aside for a television interview. “I think I’ll keep my jersey tonight. It’ll be enough,” he said. “I’m pretty happy with that. Two goals is a good trade off.”

New York used a starting lineup more than half of which came from its USL minor league team Red Bulls II, a team which has won seven of 18 games this season. “I didn’t look at them,” Mourninho said. “I just saw the ball in my net four times, and I didn’t look at them.”

The Red Bulls used a developmental roster after playing and losing on penalties on Tuesday to the Philadelphia Union in the U.S. Open Cup quarterfinals.

“Now I just need to get back to work and improve what I have to improve for the world championships.” The United States held their lead in the medals race by upping their gold medal tally to 76 and 201 overall. Canada were second with 64 gold and 173 overall.

Levern Spencer won the women’s high jump to give St. Lucia their first gold medal in six appearances at the multi-sport competition between countries from North America, Latin America, South America and the Caribbean.

“I really like being a college student so it’s really hard because it’s hard to be a professional athlete and a college student at the same time,” said Catlin, who was only added to the event because the U.S. did not have a big enough road squad. “It’s been hard for me to choose. Unarmed troops tried to get away from gunman in US shooting

CHATTANOOGA, Tennessee — Three to five minutes was all it took 24-year-old Muhammad Youssef Abdulazeez to punch through a gate with his rented car and blast his way into a U.S. military reserve center, killing four Marines and mortally wounding a sailor.

Officials on Wednesday released new details of last week’s brazen assault in Chattanooga, Tennessee, describing a chaotic scene of mostly unarmed Marines scrambling to escape the man who approached with an assault rifle, a handgun and a vest full of extra ammunition. Five didn’t make it.

One service member inside the building saw Abdulazeez approaching and fired at him, likely with a personal weapon.

Abdulazeez shot back, entered the building and fatally wounded an officer. At the same time, Marines ran from room-to-room, trying to get their fellow service members to safety.

Meanwhile, Chattanooga police were just behind Abdulazeez, having been called a few minutes earlier when he opened fire on another military facility about 7 miles away before driving off, leaving the windows pockmarked with bullet holes.

As Abdulazeez made his way through the reserve center he “continued to shoot those he encountered,” Ed Reinhold, an FBI special agent, said at a news con-

ference. Then he walked out the back door into a gated motor pool area where troops were scrambling over a fence to safety. At least two Marines tried to “provide cover” for the others, Reinhold said.

Abdulazeez shot and killed four Marines.

The whole thing ended just a few minutes after it began, as police caught up to Abdulazeez, shooting and killing him — but not before he managed to wound one of them.

A total of 20 Marines and two Navy corpsmen were at the center that day, checking their equipment after a training mission in California.

Military personnel are generally prohibited from carrying firearms at military recruitment centers and bases, but Reinhold said two guns belonging to service members were recovered at the scene. Shots were fired from at least one, but it’s not yet clear if the gunman was hit by fire from one of those weapons, Reinhold said. The military will investigate whether the service members were authorized to have the guns.

Reinhold declined to elaborate further on how the troops engaged Abdulazeez.

It is too early to determine whether Abdulazeez was “radicalized” before the attacks, Reinhold said. But when asked if Abdulazeez acted alone, Reinhold said he was currently being treated as a “homegrown violent extremist.”

Abdulazeez spent several months with an uncle in Jordan last year as part of an agreement to get him away from drugs, alcohol and a group of friends his parents considered a bad influence, a person close to his family has said.

That person spoke on the condition of anonymity to avoid business repercussions. The uncle has been detained in Jordan but has not been charged with anything, according to the uncle’s attorney.

Friends and neighbors recalled Abdulazeez as a happy, polite young man. But a picture has also emerged showing a darker side, with Abdulazeez’s family saying he struggled with depression from his early teens, abused drugs, couldn’t keep a job and was considering bankruptcy. (ap)

Group: Israel advances Jewish settlement plans in West Bank JERUSALEM — An Israeli settlement watchdog group says Israel has advanced plans to build or retroactively approve 1,065 housing units in West Bank Jewish settlements.

The settlements are built on land the Palestinians claim for a future state. Most countries consider them illegitimate.

Peace Now said on Thursday that an Israeli military committee retroactively approved 24 housing units in the Beit El settlement,

though Israel’s Supreme Court ordered them demolished by the end of July because they were built on private Palestinian lands.

In total, the group said, the Israeli military Wednesday approved 541 new housing units, retroactively legalized 228 existing housing units, and approved infrastructure for a plan that includes 296 housing units. The military also approved the construction of two industrial structures, a Jewish religious school and a winery. (ap)

INDONESIA Social affairs minister calls for improving child protection

JAKARTA - National Child Day, which is commemorated on July 23, should serve as a momentum to comprehensively rectify and streamline the implementation of child protection in the country, stated Social Affairs Minister Khofifah Indar Parawansa.

“Why should it be corrected comprehensively? Because everybody must be involved, particularly the parents,” Minister Khofifah stated on Thursday.

According to the minister, parents are responsible for rearing, educating, and guiding their children.

The existing child protection laws mention that child protection should be carried out by the community, families, and particularly, parents.

Parents are responsible for protect-

ing their children socially, psychologically, spiritually, and intellectually.

“Nowadays, many parents believe that children could grow naturally, so there is no need for the process of parenting and rearing the child. Just take them to school, and it is done. We can count how many hours the children stay in school, and how many hours they spend at home either with parents or someone else,” she pointed out.

Children spend less time at school than at home. Therefore, relying on the

school alone would be wrong. The onus still lies with the parents first and then with other institutions, including the local administration, she noted.

The schools should be actively involved in the process of honing their students, as the teachers so far only focus on knowledge transfer, often overlooking the need to guide them on appropriate conduct.

Indonesia’s laws on child protection are quite progressive, but law enforcement is still weak, she affirmed. (ant)

French farmers protest at low meat and milk prices PARIS — Angry French farmers blocked the Mont Saint-Michel causeway and highways leading to the Alps on Thursday to denounce low milk and meat prices. The farmers used tires, tractors and tree trunks to block roads all around the country.

Mont Saint-Michel, in the northwestern Normandy region, is a UNESCO World Heritage Site.

Tourists were forced to park their cars along the road and walk for several kilometers to the famous island.

The farmers blocked three major highways around the city of Lyon, a gateway to the Alps and to the south of France. Traffic was backed up about 25 kilometers (15 miles) by midday. Some roads in western France, a region with many milk and pork farms, were also jammed.

The protests were prompted by disappointment over the government’s offer to back loans to the farmers and delay tax payments as part of a 600 million-euro ($654 million) plan. The government stopped short of providing any direct financial aid to the farmers,

in order not to break EU market rules.

Farmers say their margins are being chipped way by cheap imports and pressure from grocery chains.

Xavier Beulin, president of the FNSEA, the main farmers’ union, warned that other protests “will probably happen in the next two to three days.”

Some “need to express their anger,” he said on Europe 1 radio. Beulin said he is willing to quickly work with the government on “long-term and mid-term solutions.” This weekend, many French people will be on the roads to start their summer vacations.

French farmers often resort to spectacular protests to make their demands heard. Low prices have put about 10 percent of livestock farms on the verge of bankruptcy, the government said.

President Francois Hollande met with some farmers and union officials on Thursday in the city of Dijon, in the Burgundy region.

“We want supermarket chains to make the necessary effort to pay the farmers,” he said.(ap)

Minister to issue circular on neutrality of officials in elections

JAKARTA - The government will soon issue a circular that regulates neutrality of state officials in the simultaneous regional head elections, Administrative and Bureaucratic Reform Minister Yuddy Chrisnandi stated.

“The circular is being drafted. Clearly, it is about neutrality of state officials in the elections,” the minister noted on Thursday.

Chrisnandi admitted that the neutrality of state officials in elections has been regulated under Law No. 23 on Regional Autonomy that prohibits state officials from getting involved in campaigns or being part of a campaign team of any election candidate. Moreover, Government Regulation No. 53 of 2010 on the discipline of civil servants has also been set up.

According to the minister, the circular that will be issued aims to remind state officials and related parties of the existence of the rules.

“The circular is to ensure that the rules are followed properly and to refresh the memory of state officials and relevant parties to not include state officials in election campaign activities,” he remarked.

The minister emphasized that the sanctions imposed on state officials involved in the elections will be in accordance with the applicable law. The state officials who are involved in elections will be charged with moderate to severe level of violation.

He pointed out that the moderate sanctions will lead to a delay in regular salary allowances, postponement of performance payments, and delays in advancements and promotions.

Meanwhile, severe sanctions that will be imposed include dismissal from office, demotion by one level, honorable or dishonorable discharge, and ineligibility for pension. (ant)

JAKARTA - AirAsia Indonesia President Director Sunu Widyatmoko has offered his apology for the delay of more than 12 hours in the flights from Denpasar to Jakarta that led to chaos at Denpasar’s Ngurah Rai International Airport.

“We apologize for the long delay and regret the inconvenience that it has caused,” Widyatmoko stated on Thursday.

He remarked that the long delay was due to the closure of Ngurah Rai airport on Wednesday, as volcanic ash spewed

by Mount Raung following its eruption was blowing towards Bali Island.

Consequently, the AirAsia president director acknowledged that the airline company had to make rearrangements in its operations, including the use of aircraft and the shifts of its crew members.

Ngurah Rai Airport Director of the Ministry of Transportation Agus Susanto affirmed in Denpasar on Wednesday that volcanic ash was scattered over the airport.

As a result, the airport was shut down, due to which, hundreds of flights were canceled.

The decision to close the airport was made after they received a recommendation from the Meteorology, Climatology and Geophysics Agency and the Volcanic Ash Advisory Council in Darwin, Australia.

The regulator and the local airport operator thereafter decided to close the airport from 1 p.m. local time, on Wednesday, to 6 a.m. local time (GMT+8), on Thursday, July 23. (ant)

Japan trade deficit narrows 92% on jump in exports

TOKYO - Japan’s trade deficit narrowed sharply last month as exports of automobiles and electronic parts picked up while a sky-high energy import bill continued to fall, finance ministry data showed Thursday.

The country’s trade deficit came in at 69.0 billion yen ($556 million), plunging 91.7 percent from a 834.0 billion yen deficit a year ago, and offering some good news for an economy struggling to gain traction.

In June, the value of imports jumped 9.5 percent while imports were down 2.9 percent.

Over the six months through June the deficit shrank 77.4 per-

cent as weak commodity prices helped bring down Japan’s energy bill, which soared after it had to replace nuclear power in the aftermath of the Fukushima nuclear crisis.

Oil prices fell Wednesday after US government data showed higher crude stockpiles -- cheaper energy is generally good news for resource-poor Japan “Exports will gradually regain

strength toward the second half of this year,” said Akiyoshi Takumori, an economist at Sumitomo Mitsui Asset Management.

“External demand will support the economy.”

The relatively upbeat data lent support to Tokyo stocks with the benchmark Nikkei 225 index finishing 0.44 percent higher.

Japan’s exports to the key North American market were up 16.9 percent over the first half of the year, 5.1 percent to European Union countries while exports to China rose a less robust 2.2 percent since January, the data

showed.

But export volumes barely budged and there are fears about a slowdown in China, a major trading partner with Japan.

“China will continue to pose a risk to Japan’s economy,” said Atsushi Takeda, an economist at Itochu Corp.

Japan’s central bank this month cut its annual growth and inflation forecasts for the world’s thirdlargest economy, with analysts warning weaknesses remained and the downgrade hinted at a disappointing second quarter.

The economy expanded 1.0

percent in January-March after limping out of recession in the last three months of 2014, and business confidence remains strong.

But consumer spending has struggled after a sales tax rise last year and economists widely expect the Bank of Japan to ramp up its monetary easing programme, likely later this year, to bring Japan closer to its inflation target.

The target is a cornerstone of Prime Minister Shinzo Abe’s drive to conquer years of stagnant or falling prices and revive the economy. (afp)

SEOUL — South Korea’s quarterly growth slowed to the lowest in more than two years as a severe drought hit agriculture and an outbreak of Middle East respiratory syndrome sapped consumption.

The economy expanded 2.2 percent in the second quarter over a year earlier, the Bank of Korea said Thursday. That’s the lowest since the first quarter of 2013. Asia’s fourth-largest economy eked out 0.3 percent growth from the previous quarter.

The bank said private consumption turned negative as spending on services dropped while agricultural output plunged due to a drought.

South Korea’s economy was expected to ebb last quarter as foreign tourists cancelled visits and people stayed home because of the MERS outbreak which began in May and has killed 36 people.

No new confirmed cases of MERS have been reported in South Korea since July 4 and tourist numbers have begun to recover.

To help local restaurants, retailers, hotels and tourism industries, the government has been encouraging South Koreans to spend their vacations within South Korea.

Other areas of the economy including exports and private investment were also weak.

South Korea’s finance ministry is seeking parliamentary approval for a $10.6 billion stimulus package to aid recovery and to achieve annual growth of 3 percent this year.

But many forecasters, including South Korea’s central bank, predict that the country’s economy will expand less than 3 percent in 2015, which would mean a slowdown from the previous two years. (ap)

Euro firms after Greece passes bailout reforms

TOKYO - The euro traded higher against the dollar and the yen on Thursday as Greece’s parliament passed legislation on reforms crucial to securing bailout funds from its creditors.

In Tokyo, the single currency fetched $1.0944 and 135.67 yen, up from $1.0926 and 135.44 yen in

New York late Wednesday.

The bill passed by a resounding 230 votes out of the 298 members of parliament present, after a marathon debate stretching into the early hours.

The vote was a key test of Prime Minister Alexis Tsipras’ authority after he suffered a major rebellion

in his leftist Syriza party at last week’s vote on a first tranche of tough reforms demanded by Athens’ creditors.

Tsipras is negotiating a new bailout worth up to 86 billion euros over three years.

The dollar rose to 124.06 yen from 123.96 yen after upbeat US

homes data offered hope for the world’s top economy, and boosts the chances the Federal Reserve will lift interest rates soon.

Sales of existing homes in the United States surged in June to their highest level in more than eight years and prices hit a record high, the National Association of

Realtors said Wednesday.

“It’s not determined yet whether the US rate hikes will be in September or December, but the housing data strengthens the case for a September hike a little,” Mitsushige Akino, executive officer at Ichiyoshi Asset Management, told Bloomberg News. (afp)

Domestic travelers accumulate at Gilimanuk

NEGARA - Days after the end of Eid, there are still vehicles queue up at Gilimanuk Harbour, waiting to leave Bali. Thousands of passengers are heading back to Java after spending their holidays in Bali.

On Tuesday night (Jul. 21) and Wednesday morning (Jul. 22), there was still a long line of private vehicles waiting to board but by mid morning the traffic was dying down.

Accordign to data provided by the ASDP, on the third day after the end of Eid, a total of 5,540 cars were ferried to Java carrying a total of 38,407 people. This was a slight increase over the previous day which saw 5,175 cars and 34,343 passengers. In addition to private cars, the harbour also started to service cargo shipping vehicles such as trucks and pick ups after the freight dock (LCM) was opened to freighters (LCTs). (kmb26)

Tabanan paves 273.445 km of road with hot mix

TABANAN - Infrastructural issues remain to become major obstacle dealt with by the government of Tabanan. Length of the road in Tabanan County reaches about 800 km, where most of them are in damaged condition. Although becoming the priority of development, in the past six years since 2010, based on the data of the Public Works Agency, Tabanan has paved along 273.445 km of roads with hot mix.

Unfortunately, the implementation of hot mix pavement continues to decline through the years.

The government of Tabanan through the Public Works Agency has actually repaired the road with

hot mix especially for county roads.

By all means, the large number of damaged roads has got serious concern from the government of Tabanan. “From 2010 to 2015, we have successfully paved roads with hot mix along 273.445 km,” explained the Head of the Public Works Agency, IGN Anom Anthara.

He further added that the repair of infrastructure, especially roads, poses a major concern. However, due to restricted budget, the hot mix pavement is done in stages according to priority. “With a minimal budget, we apply priorities,” he said.

At least the length of road having

been paved with hot mix reached 95.674 km in 2010. In the meantime, the pavement with hot mix in 2011 reached 26.680 km, in 2012 (53.878 km) and in 2013 (45.605 km). The length of county road paved with hot mix in 2014 reached 40.953 km and in 2015 along 10.655 km.

Local government, in this case relevant agency, also argued if the decline happens due to restricted budget and a lot of development to be funded. “In the future, the presence of the Law on Village will no longer allow the regional budget for repairing non-status road. As a result, the funds for county road

repair will increase,” he said.

In the meantime, the Regent of Tabanan, Ni Putu Eka Wiryastuti, recognized that the government of Tabanan has limited fund. Her party must determine priorities including implementing road pavement by hot mix gradually.

“Budget constraints and equalization cause the hot mix road repair to be made by degrees and in appropriate with priority scale,” she said.

In addition to hot mix pavement, the most successful program is participative road improvement through harmonious infrastructure gate (GIS) program specializing in the help of road repair for villages and the neighborhood by concret-

ing. “This program gets full support from the community and is very helpful for people,” she said.

In the GIS program, the government prepares cement, sand and coral, while the community works it on through mutual cooperation.

With this system, it does not need too much budget because the government only provides material while the workmanship is handled by residents through mutual cooperation. “It is a part of participative program involving the community in the workmanship so that people have the sense of belonging and participation in the maintenance,” she said. Municipal Police ask investors to dismantle water park facility

SINGARAJA - Bali Municipal Police asked the investors to dismantle water park facilities installed by investors from Australia at Banyualit hamlet, Kalibukbuk village, Lovina.

It is done because so far the investors have not completed the licensing of business to be developed. The investor is given a deadline for three weeks to dismantle all the facilities. After obtaining the permit issued by the government of Bali Province and Buleleng County, the investor is allowed to re-install the water park facilities claimed as the only one in Indonesia and Buleleng.

had a closer look at the installation of a number of water park facilities in the middle of the sea by boat belonging to investors. In addition, the completed supporting buildings on mainland were also inspected by the officers. After having a closer look at the facilities, the officers asked about permission document.

Investors cannot present their licensing documents of the business. Moreover, the investors who cannot speak Bahasa Indonesia fluently asked their manager Yogi to resolve the problems. Since Yogi was not at location, the officers were forced to wait more than two hours. After that, Yogi finally came to the project location and directly met the officers having been wait-

ing for long time.

The Division Head of Bali Municipal Police Peace and Order, Ketut Gede Arnawa, said that the investors so far have not been submitting all kinds of licensing documents for the business to be developed. For the violation committed, Arnawa imposed a sanction that investors must dismantle the water park facilities in the middle of the sea. This sanction is valid for the next three weeks and on August 12, 2015 all the facilities in the middle of the sea should have been dismantled.

The sanction imposed will last until the investors can present the compulsory licensing documents that must be met. To support the sanction, the investors directly signed an official report witnessed by the officers. “We are very supportive if there are companies building tourism facilities in our region. However, it must be equipped with permissions, and specifically this water park has not owned any permits yet. Thus, we ask that all the facilities installed in the middle of the sea must be drawn to mainland.

permission first. When everything is okay, you may install back the facilities,” he said.

In the meantime, the Manager of PT Kreasi Bali Utara, Agus Yogi YK Yadnya, said that the sanction imposed by the Bali Municipal Police officers is difficult to be fulfilled. It happens because the facilities having been installed in the middle of the sea will be surely damaged if disassembled and drawn again to mainland. Nevertheless, with full risk, his company will be ready to dismantle the facilities within the next three weeks. “Hopefully, we can be given a policy to keep the installed facilities in the sea and since the installation we have not operated them. If dismantled, the facilities may be damaged. Since the sanction is not negotiable, we will accept it,” he said.

On the other hand, Agus said that since the beginning his company has submitted the licensing documents to the government of Buleleng. Moreover, the letter of recommendation on the investment has been issued by the Regent of Buleleng, Putu Agus Suradnyana.

However, since it coincided with

joint holidays, his party cannot accomplish the licensing submission.

Related to the concerns of some parties on the installation of several water park facilities claimed to damage coral reefs, Agus admitted that it is not true. To tie a series of facilities floating on water, his party indeed set an anchor made of stone gabion at the depth of about 12 meters. The anchor has now become a house to reef fish and nothing is disturbed at all. Seeing this fact, Agus asked the government to give a real field assessment and does not receive complaints from parties that do not want the development of marine tourism facilities at Banyualit.

“We will comply with all the required permits, but we need to clarify that this business has received recommendation from the regent and support from administrative and customary village including tourism organization at Lovina. Due to constrained by long holidays, we have not been able to accomplish the permit submission and we will do it as soon as possible,” he promised. (kmb38)

Trump travels to border as Republicans try to woo Hispanics

SAN ANTONIO — The outspoken Republican presidential candidate Donald Trump’s visit to the U.S.-Mexico border promises new challenges for his party’s years-in-the-making push to attract Hispanic voters.

Trump has gone beyond the party’s hardline stance on illegal immigration, calling immigrants who cross the border illegally “criminals” and “rapists” and accusing Mexico’s government of deliberately sending felons into the U.S. His trip Thursday also comes amid an escalating feud with Republican rivals and criticism from members of both parties, guaranteeing the billionaire developer plenty of attention from voters and reporters.

In recent days, Trump has come under fire for calling out his critics by name, vilifying the Republican establishment and roiling the debate over immigration and more.

The reality television star is set to make multiple public appearances in Laredo, Texas, including at an afternoon news conference on the border. He also plans to meet members of the union that represents U.S. customs and border patrol agents and speak to other law enforcement officers, his campaign said.

In Washington on Wednesday, former Texas Governor Rick Perry, a Republican, was asked about Trump’s trip to Laredo. He snapped, “I hope he can find the border because I’m not sure he’s ever been there before.”

Indeed, the insults flying between Trump and his rivals have

been caustic. Republican Senator Lindsey Graham called him a “jackass” earlier in the week and Trump responded by calling Graham an “idiot” and giving out the senator’s cellphone number, jamming his voicemail.

The feud is unfolding as the candidates head into a presidential election in which Hispanic voters will play a critical role, particularly in swing states like Nevada, Colorado and Florida.

“If Hispanic Americans perceive that a GOP (Republican Party) nominee or candidate does not want them in the United States, they will not pay attention to our next sentence,” reads a Republican National Committee report released after the 2012 election. “It does not matter what we say about education, jobs or the economy; if Hispanics think we do not want them here, they will close their ears to our policies.”

Yet Trump, who has become a dominant force in the 2016 contest, has clearly stated, over and over again, that Mexican immigrants are unwelcome.

“The Mexican government is forcing their most unwanted people into the United States,” and “criminals, drug dealers, rapists” are among them, he said in a recent statement that also declared “great respect for Mexico.”

On Fox News, Florida Senator Marco Rubio, another prominent presidential hopeful in the Republican Party said of Trump: “I don’t think the way he has behaved over the past few weeks is either dignified or worthy of the office he seeks.” (ap)

In a landmark 1995 statement issued by then-Prime Minister Tomiichi Murayama for the 50th anniversary of the war’s end, Japan offered its clearest and most extensive apology to the victims of its wartime aggression.

Abe has repeatedly upset its neighbors over his historical view

defending Japan’s wartime actions.

He has said there is no clear definition of aggression, and that he was not necessarily standing by the 1995 statement, although he later promised to keep the statement following protests from China and South Korea.

Abe is still seen as reluctant to repeat the same apology and wants to stress Japan’s postwar achievements.

In March, Abe appointed a panel of experts to discuss his upcoming statement, asking its 16 members to review a study of Japan’s wartime history, its economic progress and future contributions. Its final report is pending. (ap)

NEW YORK — It’s the men’s turn. New York Fashion Week has always celebrated the glamour of women’s fashion, but has relegated menswear to a supporting role. This week, building on a growing public appetite for menswear, the industry is putting on the first stand-alone men’s fashion week in New York in nearly two decades (a brief attempt fizzled in the late ‘90s.

The affable Kors went old school, presenting each of 27 looks himself, salon-style, to intimate groups of fashion editors, buyers and media.

The goal: to outfit the Kors man for a quick island getaway, from Capri to Catalina. He departs in black — a crushed-cotton blazer, tank and loose single-pleated trouser — and changes upon arrival into all white seersucker that has the ease of cozy pajamas.

No linings or shoulder pads here. And Kors was feeling tactile in fabrics that included chambray linen, along with an Anorak you can actually wear when it’s wet.

“We all have a closet full of raincoats that you can’t wear in the rain,” he said to laughs.

Banter might as well be Kors’ middle name. He did it well when presenting a cashmere pullover and long cardigan sweater.

“The weather is crazy,” he said, echoing feedback from retailers.

“We need sweaters all year round. We need cotton in the winter.

We need wool in the summer. Forget the rules!”

Kors worked for spring 2016 in a range of Mediterranean blues, whites that included ecru and ivory, and a brown the color of peanuts.

He was going for polish in unstructured casual, using linen and cotton blends, traditional pinstriping in unstructured silhouettes and accessories that included a reversible tote with suede on one side.

Collars are meant to be open and anything goes these days, he said, noting: “I think my grandma thought air conditioning was just an excuse for another fur jacket.” (ap)

Rabies-suspected dog bites four residents

AMLAPURA - Rabies-suspected stray dog continues to spread threats. This time, four residents becoming bite victim of rabies-suspected dog. The four residents were rushed to Penta Medika Clinic in Manggis on Wednesday.

Manager of Penta Medika Clinic, Putu Ardana, said that the four victims came to the clinic almost simultaneously. They consisted of Ni Wayan Ariati, 45, I Ketut Artana, 51, I Made Wendi Prayoga Putra, 11, and Nengah Merta, 55.

The four victims suffered serious injuries. Ariati, for instance, from Padangbai village was bitten by rabies-suspected stray dog on her right heel causing a deep wound.

In the meantime, the victim I Ketut Artana is quite unlucky. This resident having a profession as a veterinarian was even bitten by the dog of his client on the index finger of right hand. Then, the victim I

The Head of the Livestock, Fisheries and Maritime Affairs, Ketut Artama, said that the handling of stray dogs continue to run in all subdistricts, whether in the form of vaccination, elimination or public education. Until mid-July, his party has vaccinated about 15,000 dogs, especially

in the area of being positive to rabies. In the meantime, the elimination effort has also been running. At least about 2,000 wild and domesticated dogs declared to be positive to rabies have been immediately eliminated. Regarding the rampant rabies in Manggis subdistrict, he asserted that his party has handled it according to the schedules drawn up.

Mantra, Saba village, Blahbatuh on Tuesday morning (Jul. 21) is still under investigation by the Gianyar Police Criminal Investigation Unit. Information about the burning Toyota Altis DK 386 XA was first provided to the four witnesses who have given their testimony, by a mysterious woman who first saw the burning car.

“We have five witnesses in this case, four of whom claim to have been notified about the fact that someone was in a car that was on fire, form a woman that stopped in the middle of the road,” said the First Unit Chief of the Gianyar Police Criminal Investigation, IGN Winangun, with permission from the Gianyar Police Investigation Unit Chief, Dewa Putu Gede Anom Danujaya, on Wednesday.

Based on the testimony of these four witnesses, the police are assuming that this mystery woman could provide information about what happened to the car before the other four witness showed up on the scene. “Unfortunately, according to their testimony, after seeing that the car was on fire, the woman vanished, and we have yet to discover who she is,” he explained.

IGN Winangun reiterated that there are no other witnesses that

saw the car before the fire incident.

One witness only heard the sound of an explosion and then found that the car was already on fire. “So, the testimony of all the witnesses so far only disclose information about the car after it was burning at the site where the police found it.

We have not found any witnesses that can have been able to tell us the chronology of events before the fire,” he said.

When asked about the possibility of a motive for murder, Winangun said that there was nothing leading to such an allegation. He added that his officers had explored a number of settlements around the scene of the fire, but no residents heard any commotion or quarrelling that is usually present in the case of a murder. As for the examination of the victim’s body, police said that: “we are still waiting for the lab results for the investigation of this case”.

Although police are still investigating the victim’s body, the family has confirmed that is in fact the body of Ketut Adi Jaya and have asked that the victim’s body to be brought home to be given a ceremony. “The family has confirmed that it is indeed Ketut Adi Jaya’s body as seen from the broken upper right incisor tooth and the cream-colored pants that the victim was last seen wearing,” he explained.

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon.

The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

NEW YORK - Taylor Swift’s “bad blood” with fellow pop superstar Katy Perry looks set to get a lot worse.

Perry on Wednesday took to Twitter, where she has more followers than anyone else in the world, to take down Swift in a row set off by the nominations for the MTV Video Music Awards.

Rapper Nicki Minaj had voiced outrage that her “Anaconda” failed to be nominated for Video of the Year. She suggested that the music industry was biased against her as an African-American woman and preferred female stars “with very slim bodies.”

Swift, who received the most nominations for the August 30 awards, responded by inviting Minaj to join her on stage if Swift wins.

Chris Brown’s Manila departure delayed over fraud allegation

MANILA — Grammy awardwinning singer Chris Brown’s departure from Manila was delayed Wednesday because of fraud allegations against him and his promoter for a canceled concert last New Year’s Eve in the Philippines.

The recording artist, who performed at a packed concert Tuesday night in Manila, was prevented from leaving on a private plane Wednesday pending clearance by the Bureau of Immigration.

“It was a misunderstanding that has since been cleared up,” said a spokeswoman for Brown, Nicole Perna. “Chris leaves tomorrow for Hong Kong to continue his planned performances.”

The religious group that owns the New Year’s Eve concert venue petitioned the Philippines Department of Justice for help prosecuting Brown. It wasn’t immediately clear whether a formal complaint was filed.

Philippines Bureau of Immigration spokeswoman Elaine Tan said Brown and his promoter, John Michael Pio Roda, were placed on the bureau’s “lookout bulletin” on

to visit Bali is expected to continue to increase with the direct flight by Garuda and the visa free facility.

Now China accounts for 18.05 percent of the total number of foreign visitors to Bali that reached 1.5 million in the January-May period this year.
