Dancers aim to qualify for Argentina’s World Tango Championship

BUENOS AIRES - Salon tango dancers glided onto a dance floor in Buenos Aires on Monday in the hopes of qualifying for the World Tango Festival and Championship held every year in the Argentine capital. “My expectation is to have the experience of being here, of having personal growth in dance,” said Uruguayan tango dancer Maria Poggio, 38. “If everything goes our way and we qualify ... that would be great, but the most important thing is to participate and prepare for this, an expectation to grow,” she said. Andre Magro, 35, who is originally from Brazil, said dancing was about having fun. “There are more than 400 couples dancing, participating and it is very

difficult if you want to go through to the finals because there are people who dance very well, around the world,” Magro said. He said anyone who reached the semifinal would be very happy, but “the result is what least matters because people are here to meet other people, to dance and have fun.” The tango originated in the early 19th century in the working-class port areas of Buenos Aires. In other words, there is still indeed a correlation between smoking and poverty even though the poverty rate in Bali has dropped from 5.25 percent to 4.25 percent. “Expenditure of the poor is divided into two, namely the food and non-food commodities. For food commodities, the highest spending is clearly for the rice. Well, the second is on cigarette. BAGHDAD - The world’s largest cemetery, in Iraq’s Shi’ite holy city of Najaf, is expanding at double its usual rate as the nation’s death rate increased with the war on Islamic State. The Wadi al-Salam cemetery, Arabic for “Peace Valley,” has a special place in the hearts of Shi’ite Muslims as it surrounds the Mausoleum of their first imam, Ali Bin Abi Talib, a cousin and son-in-law of Prophet Mohammad. According to Parta, retail sales plus the cheap price of cigarettes have also caused the number of smokers of early age between 8-14 years to continuously increase every year. Sanghyang Grodog

A legendary and sacred dance of Nusa Lembongan SEMARAPURA - Sanghyang Grodog dance is one of the traditions remaining to exist in Nusa Penida up to these days. The dance containing the attraction is staged every new moon of sasih karo (July-August). This dance is not common as most other sanghyang (sacred) dances in Bali. It is different as comprising 23 sanghyang dances incorporated into the Aci Sanghyang Grodog staged at the time. It is a sacred dance presented in the ritual at Lembongan customary village for 11 consecutive days starting from day seven of sasih karo (Aug. 9-21).

Suardipa hopes that the dolphins can be enjoyed not just in the early morning but also at midday and in the evening when the sun goes down. He added that he is confident that tourism in Lovinacan be developed if it supported by new inovations.

What are the origins of life? There’s a rocket for that

CAPE CANAVERAL - NASA scientists are putting the finishing touches on a spacecraft designed to rendezvous with Asteroid Bennu in 2018 to find clues about the origins of life. “We are days away from encapsulating into our rocket faring and lifting this spacecraft on to the Atlas V vehicle and beginning the journey to Bennu and back,” Dante Lauretta, the principal investigator of the mission told Reuters at the Kennedy Space Center. The $1 billion mission, known as OSIRIS-REx, is scheduled for launch on Sept. 8, 2016 from Cape Canaveral Air Force Station in Florida.

The solar-powered robotic spacecraft, built by Lockheed Martin, is set to rendezvous with asteroid 1999 RQ36, nicknamed Bennu, in two years’ time for mapping and surveys, then use a robotic arm to collect samples for return in 2023. Scientists are interested in studying what minerals and chemicals the asteroid contains. Similar asteroids crashing into Earth are believed to have provided the organic materials and water needed for life to form. “We expect to find materials that pre-date our solar system,” said Lauretta, adding that physical samples from the 1960s and 1970s Apollo moon missions are still bearing scientific fruit to this day. “To understand the chemistry down to the molecular level we have to get a sample back and take them to the best labs in this country and around the world now and for generations to come,” added mission project scientist Jason Dworkin. In 2010, Japan’s Hayabusa spacecraft was the first to bring back physical samples of an Asteroid to Earth. Along with sample retrieval, the Orisis-Rex spacecraft is equipped with a suit of cameras and sensors designed to study what forces influence the asteroids orbit. Even planning the spacecraft’s flight plan for rendezvous with Bennu was difficult because the physics of asteroid trajectories isn’t a perfect science, said Lauretta. “This turned out to be a much larger challenge than we originally anticipated because other forces like solar radiation pressure, even thermal emission off the asteroid itself will push the spacecraft around,” Lauretta added. The mission, Dworkin said, will give astronomers new insights into how heat from the sun influences the movement of space rocks, data critical in protecting Earth from potential asteroid collisions in the future. Protecting the environment in Senegal? There’s an app for that

DAKAR - Hunched over her laptop, eyes locked on the screen, Marième Seye listens to the stepby-step instructions given by her teacher. The 18-year-old isn’t studying math or history, however. With 24 other Senegalese students, she is learning to develop a mobile app to raise awareness about the environment. In small groups, the students develop apps focusing on environmental issues, in the format of their choice - such as a game, quiz or a platform to look up potentially unfamiliar terms, such as “endangered species”. Seye has called her app “Weer Weeldé”, which means “a healthy planet for a healthy life” in Wolof. Users must choose which between four pictures - for example, a person drinking dirty water, another smoking, industrial fumes and people planting trees - to pick what represents the most positive

contribution to the planet. Choosing the correct image - in this case, tree planting - rewards the user with points, before all pictures appear with a caption explaining the dangers or benefits linked to the activities. “I’m interested in developing a phone app because I use them all the time,” Seye told the Thomson Reuters Foundation. The three-day workshop, organised by the Goethe Institute and mJangale, a Senegalese after-school programme, aims to improve students’ literacy, numeracy, and foreign language skills. Christelle Scharff, co-founder of mJangale and professor of computer science at Pace University in New York, teaches participants to use MIT App Inventor - a drag-anddrop tool allowing users to create a basic phone app. The students follow her every click on a computer screen projected on the wall.

“The goal is to introduce young people to computing, as well as to make them more knowledgeable about the environment,” Scharff explained, walking between the groups to check their progress. “So it’s applying computing to something. We didn’t want kids to just develop an app, but also to gain knowledge in another area.” The Android apps will be made available on Google Play, where they can be downloaded for free. Idriss Sall Diop, 18, just passed his baccalaureate. “This is totally new to me, I’ve never studied IT and just started using computers,” he admitted from his front-row seat. “Young people are interested in social media but not necessarily in the environment,” he added. “I think these apps are a way around that - we’re always keen to learn about new things.”Adja Aissatou Sy, communications manager at Senegal’s Ministry of Environ-

ment, said at the workshop that teenagers have limited awareness when it comes to environmental issues. “Mobile apps are a good way to share information and broaden young people’s knowledge on this topic,” she explained. The African continent has been slow to adopt digital technologies in education, according to Thierry Zomahoun, chairperson of the Next Einstein Forum, a conference to advance science innovation in Africa. The first conference was held in Dakar in March. He believes more advanced equipment in schools - from computers to scientific laboratories - will broaden students’ horizon and better prepare them for the job market. “We can’t just stand idle while there are more African engineers in the U.S. than there are on the African continent - we need to

reverse that trend,” he said at the conference.Scharff added that “as big consumers of technology, Facebook and all these tools, young people can also contribute to tons of solutions here in Senegal.”According to Senegal’s Telecoms Regulation Authority report released in March, the country’s mobile phone penetration rate reached 113.7 percent in the first quarter of 2016 - which can be explained by the fact that some mobile users hold several SIM cards.Sy agrees that youth need a context in which to create a link with the environment. “For example, there doesn’t exist, as far as I know, an app that focuses on biodiversity in Senegal,” she said.”I would like to see a game on identifying our endangered species - like chimpanzees or panthers - and asking questions that would empower young people to protect their environment.” (rtr)

Questioned, tourism projects cannot be realized yet

BANGLI - Dozens of physical programs in the provision of supporting facilities for a number of tourist attractions handled by the Bangli Culture and Tourism Agency have not been realized. Actually, they have been approved in the parent budget in November 2015. It raised a question of the Commission III of the Bangli House of Representatives in the joint working meeting with the Culture and Tourism Agency, Public Works Agency, BPMPD as well as General Affairs, Assets and Equipment of the Bangli Regional Secretariat, Monday (Aug. 22). A member of Commission III, I Dewa Gede Oka, assessed the unrealized program of the Culture and Tourism Agency drafted in the regional budget approaching to the end of this year is considered very ironic. It gives unserious impression in developing the tourist destination having been the largest revenue contributor to the region. “I think the program is vague and cannot been realized so far. What happens next if the realization is like this?” he asked. Due to being furious, this Gerindra politician asked to reveal the problem faced all this time in the work meeting, so that everything will be entirely clear in the future. “Then, please specify the obstacles encountered all this time,” he asked. Responding to the question, the Head of the Bangli Culture and Tourism Agency, I Wayan Adnyana, accompanied by a number division heads revealed the physical programs including the repair of road, parking space and toilet cannot be realized at

15 locations. His agency faced difficult problem in the matter of assets. He stated to have often made coordination with relevant agencies, one of which is the asset bureau. However, the information received remains confusing. In addition, the tight control by the Supreme Audit Agency (BPK) also results in fear in the realization of the program. “The construction is passing on land belonging to customary village, private property or natural resources conservation agency (BKSDA). DENPASAR - A lecturer of hospitality training center in Nusa Dua with the initials PSS was reported to Bali Police by five students with the allegation of having defrauded them to work overseas, Monday (Aug. 22). In the meantime, the victims amounting to 36 people are estimated to suffer total loss of billions of rupiahs. One of the victims, I Gede Agus Angga Purnama, 21, after reporting the case to the integrated public service of the Bali Police, told that PSS nicknamed Miss Ayu recruited workers to be employed overseas through her employment agency. PSS opened job opportunity program to Germany and the Netherlands in May 2015. “My friends and I were promised to be departed in August 2015,” said Angga accompanied by his lawyer from the Bali Advocacy and the Indonesia Legal Aid Institute (LABHI).

SINGARAJA - All this time the villages known as the Bali Aga (native villages to Bali) including the Sidatapa, Cempaga, Tigawasa, Pedawa and Banyusri are increasingly more serious in developing the potential owned by the region. The five villages have now established a joint management known as the big family of the SCTPB Bali native villages (MWMBA—Ed). In the structure of the management, the chief of the five customary villages is appointed an adviser. In the meantime, composition of the main structure in the management is taken from headman of the five administrative villages. This organization is led by the headman of Tigawasa, Made Suadarma Yasa.

He is accompanied by a deputy who is also the headman of Pedawa I Putu Sudarmaja and headman of Sidatapa. In the meantime, the secretary is the headman of Cempaga Putu Suarjaya, while the headman of Banyusri Nyoman Sukadana serves as the treasurer. Over 1,900 killed in “chilling” Philippines war on drugs

MANILA - More than 1,900 people, or about 36 per day, have been killed in a violent campaign against drugs in the Philippines since President Rodrigo Duterte came to office seven weeks ago, the country’s national police chief said on Tuesday.

Director-General Ronald dela Rosa told a Senate hearing there was no declared policy to kill drug users and pushers and that about 1,100 deaths were still being investigated. “We are not butchers,” he said. Chief spokesman of the ministry Agung Hendriadi said rice supply is estimated to reach 43.69 million tons as against requirement of 32.3 million tons this year. “A surplus , therefore, is expected to reach 11.38 million tons, even there would be an excess of 20 million tons in supply on stocks including early year stock and Bulog stocks and harvest 8.8 million tons,” Agung said.

Similarly excesses are also estimated in the supply of other foodstuff including 2.1 million tons of corn grains, 339,400 tons of sugar, 18.5 million tons of cooking oil, 131,800 tons of red onion, 414,400 tons of chili, 1.59 million tons of chicken meat and 1.44 million tons of eggs. Meanwhile, deficit is expected in the supply of beef and soybeans. Deficit in beef supply is esti-

mated to reach 220,000 tons with supply totaling 441,8000 tons as against consumption of 662,300 tons, and deficit in soybean is around 1.09 million tons with supply totaling only 1.5 million tons as against consumption of 2.59 million tons. Agung, however, said in general supply of the 11 strategic commodities is relatively safe until the end of the year. “Deficit would be recorded only in the supply of two commodities until the end of the year,” he said. PEKANBARU - The Riau Police have named 85 suspects over wildfires during the January-August 2016 period. The cases are being handled by 11 resort police stations across Riau, Adjunct Senior Commissioner Guntur Aryo Tejo, spokesman of the Riau Police, remarked here, Monday. The suspects comprise land owners or farmers who used slash and burn methods to clear land for farming or plantation, the policeman noted, adding that no plantation company was involved in the wildfires. The Riau provincial authorities have extended the emergency status for wildfires from March to November 2016 to optimize the efforts to control the fires. As the result, Riau, which had been shrouded by haze every year for the past 18 years, is now almost free from it. Head of the Riau Disaster Mitigation Office Edwar Sanger, however, reported that from January to August 2016, a total of 1,559.9 hectares of forest, peatland, and plantation areas had been razed by fires across the province. Last Saturday, Indonesias National Institute of Aeronautics and Space reported that the number of hotspots across Sumatra Island had reached 74, seven more than the 67 reported a day earlier. U.S. judge blocks Obama transgender school bathroom policy

AUSTIN - A U.S. judge blocked an Obama administration policy that public schools should allow transgender students to use the bathrooms of their choice, granting a nationwide injunction sought by 13 dissenting states just in time for the new school year. While a setback for transgender advocates, the ruling is only the latest salvo in a larger legal and cultural battle over transgender rights that could be headed toward the U.S. Supreme Court. Following milestone achievements in gay rights including same-sex marriage becoming legal nationwide in 2015, transgender rights have become an increasingly contentious issue in the United States, with advocates saying the law should afford them the same rights extended to racial and religious minorities. U.S. District Court Judge Reed O’Connor of the Northern District of Texas, an appointee of Republican President George W. Bush, issued a nationwide injunction siding with the 13 states and blocking the Obama administration’s bathroom guidelines on Sunday, the evening before students in much of Texas and some of the other affected states were due back in school. O’Connor found the federal

government failed to provide states with sufficient notice and opportunity for comment before issuing the guidelines. He also said the guidelines had the effect of law and contradicted existing legislative and regulatory texts. The U.S. Department of Justice said in a statement it was disappointed by the decision and was reviewing its options. Legal experts expected it to appeal, likely asking to put O’Connor’s ruling on hold until the case could be litigated. In May, the Justice and Education departments issued guidance that public schools must allowtransgender students to use bathrooms, locker rooms and other intimate facilities of their choice rather than those matching their gender assigned at birth. The Justice Department has called the guidelines nonbinding, saying they had no legal consequences. But they were also backed up by a threat to withhold federal educa-

tion money from states that refused to comply, drawing objections from 13 states, led by Texas, that sued. Some conservatives have fought an expansion of transgender rights which thy see as an attack on privacy and an example of federal government overreach. In test cases around the country, various lower courts have differed in their interpretation on whether anti-discrimination laws apply to transgender people, potentially sending the matter to the U.S. Supreme Court for a definitive resolution. Dolphin trainers cold then blow a whistle or use some other way to call the dolphins and the mammals would then approach to be fed fish”, he said. Suardipa hopes that the dolphins can be enjoyed not just in the early morning but also at midday and in the evening when the sun goes down. Brazil overcame fears over the Zika virus, a painful recession that left government coffers bare, and the suspension of its president just three months before the opening ceremony of the first Games in South America. Two years ago, a senior member of the International Olympic Committee (IOC) warned that Brazil’s preparations were the worst he had ever seen. Yet a last-minute scramble meant that venues and a new metro line to the Olympic Park were ready in time. Security fears, which prompted the deployment of 85,000 police and security for the Games, were also proved wrong - there was no major attacks of the kind seen recently in Europe. Yet in terms of the long-term benefits to residents and the image of Rio to the outside world, the Games could have been so much more. “If we’re content to call the absence of catastrophe an Olympic success, then I suppose it was a success but if that is the case we

are setting the bar too low,” said Jules Boykoff, a professor at Pacific University in Oregon and author of a book on the political history of the Games. “From the point of view of the lives of ordinary people in Rio, it was not a successful Games. It was a massively missed opportunity.” In 2009, when a triumphant Brazil won the right to host the Games by a landslide at an IOC meeting in Copenhagen, a tearful President Luiz Inacio Lula da Silva said it would seal Brazil’s entry into the club of “first-class” nations. “The world has recognised that the time has come for Brazil!” Lula said, predicting the Games would showcase the nation’s improved governance and booming economic growth. Seven years later, the Games arrived at just the wrong moment for Brazil. Its economy has been ravaged by a commodities collapse while a sweeping corruption scandal has ensnared the construction companies building infrastructure

NOTTINGHAM - U.S. Olympic swimmer Ryan Lochte lost all four of his major sponsors on Monday, including Speedo USA and Ralph Lauren Corp, following his apology for an “exaggerated” story about being robbed at gunpoint at the Rio Games. Lochte’s version of the incident embarrassed the host city, angered local officials and further revelations about it - casting doubt on Lochte’s story - dominated news coverage of South America’s first Olympics. The U.S. Olympic Committee issued an apology on Thursday, and Lochte, a 12-time Olympic medalist, made his own apology on Saturday in an interview with Brazil’s largest broadcaster, Globo TV. “I wasn’t lying to a certain extent,” he said. “I over-exaggerated what was happening to me.” Within hours of the Games coming to a close on Sunday night, swimwear maker Speedo USA issued a statement saying it would drop Lochte as one of its endorsers, while luxury retailer Ralph Lauren said it would not be renewing its contract with the swimmer. Hair removal company Syneron Candela also ended its partnership with Lochte, four months after naming him its global brand ambassador for one of its products. Japanese mattress maker Airweave, which last week had said it would stand by Lochte, on Monday said it had decided it would not renew the endorsement, which had been made for the Rio 2016 Olympic games. Sponsorship and endorsement deals typically include “morals clauses” that allow sponsors to terminate deals early if they feel the athlete has behaved poorly in public. MANCHESTER - Manchester City manager Pep Guardiola has urged striker Sergio Aguero to help his side maintain pressure on opponents and not “disappear” when his side do not have possession of the ball. The Argentine scored twice in City’s 4-1 win against Stoke City on Saturday to take his season’s tally to six goals in all competitions. The former Barcelona and Bayern Munich manager said Aguero must help his team mates with his movements off the ball.

“It’s not enough to receive the ball from his team mates, he has to help us in the first pressure and run a lot and help us a lot with movement,” Guardiola told British media. “You cannot be brilliant when you disappear when you (don’t) have the ball. It’s impossible. “Until now he’s doing it and, when that happens, you are involved in defensive tasks and the offensive.” Guardiola also praised young striker Kelechi Iheanacho, who came off the bench and proved

influential in City’s third and fourth goals against Stoke. “He (Iheanacho) is always ready,” Guardiola added. “We will need him. SHANGHAI - A consortium led by state-owned financial conglomerate Everbright is not the only Chinese group to have looked at investing in English soccer giant Liverpool, with the club attracting interest from Fosun, propertyto-film group Dalian Wanda and others, a person familiar with the matter said. Though none have put together a formal bid, according to the person, interest expressed over recent months in one of England’s most storied clubs reflects a significant step-up in China’s drive to become a soccer powerhouse. A senior Liverpool source on Sunday denied the club’s American owners were planning to sell, but indicated they could be open to offers for a minority stake. Since the start of last year, Chinese buyers have spent some $4 billion on soccer assets large and

small, from Italy’s Inter Milan to French second-tier side Auxerre. The soccer land grab has accelerated this year with around $3 billion worth of deals announced since December, when a state-backed group spent $400 million for a minority stake in the firm that owns Manchester City. In recent months, though, small, lesser known Chinese buyers have dominated, as in the case of AC Milan, sold by former prime minister Silvio Berlusconi’s Fininvest to a group of virtually unknown Chinese investors. Liverpool’s list of admirers suggests large, high-profile Chinese groups could still be in the wings with the potential for deals to dramatically alter the dynamics of European football. Already, teams in China are offering some of the highest salaries in the game.

Fosun, which has close ties to ‘super agent’ Jorge Mendes, bought Wolverhampton Wanderers in a deal completed last month. Wanda, led by China’s richest man, owns a 20 percent stake in Atletico Madrid and is a major sponsor of FIFA, football’s world governing body. Neither group replied to requests for comment.”Many Chinese are interested,” said the person, who declined to be named as the discussions are not public. “No-one has bid, (but) letters of interest? RIO DE JANEIRO - Former Spurs midfielder Paulinho was the surprise inclusion in a revamped Brazil squad for crucial World Cup qualifiers against Ecuador and Colombia next month, new coach Tite said on Monday. Paulinho, who left Spurs for Guangzhou Evergrande last year, won the Copa Libertadores with Corinthians when Tite was in charge but has not played for Brazil since the 2014 World Cup. Weverton, the uncapped keeper whose penalty save helped the Olympic side to their first gold medal against Germany on Saturday, was also included, along with six other Olympic medalists. Shakhtar Donetsk striker Taison, Corinthians full back Fagner, and Rafael Carioca, defensive midfielder with Atletico Mineiro, were the other three uncapped players called up by the coach who will lead the team for the first time after replacing Dunga last month.

“It isn’t about renewal,” said Tite when asked about the widespread changes from the squad that went to the Centenary Copa America in June. “It’s about form.” Brazil will face Ecuador in Quito on Sept. 1 and then Colombia in Manaus five days later. Brazil overcame fears over the Zika virus, a painful recession that left government coffers bare, and the suspension of its president just three months before the opening ceremony of the first Games in South America. Two years ago, a senior member of the International Olympic Committee (IOC) warned that Brazil’s preparations were the worst he had ever seen. Yet a last-minute scramble meant that venues and a new metro line to the Olympic Park were ready in time. Security fears, which prompted the deployment of 85,000 police and security for the Games, were also proved wrong - there was no major attacks of the kind seen recently in Europe. Yet in terms of the long-term benefits to residents and the image of Rio to the outside world, the Games could have been so much more. “If we’re content to call the absence of catastrophe an Olympic success, then I suppose it was a success but if that is the case we

are setting the bar too low,” said Jules Boykoff, a professor at Pacific University in Oregon and author of a book on the political history of the Games. “From the point of view of the lives of ordinary people in Rio, it was not a successful Games. It was a massively missed opportunity.” In 2009, when a triumphant Brazil won the right to host the Games by a landslide at an IOC meeting in Copenhagen, a tearful President Luiz Inacio Lula da Silva said it would seal Brazil’s entry into the club of “first-class” nations. “The world has recognised that the time has come for Brazil!” Lula said, predicting the Games would showcase the nation’s improved governance and booming economic growth. Seven years later, the Games arrived at just the wrong moment for Brazil. Its economy has been ravaged by a commodities collapse while a sweeping corruption scandal has ensnared the construction companies building infrastructure

Lochte’s version of the incident embarrassed the host city, angered local officials and further revelations about it - casting doubt on Lochte’s story - dominated news coverage of South America’s first Olympics. The U.S. Olympic Committee issued an apology on Thursday, and Lochte, a 12-time Olympic medalist, made his own apology on Saturday in an interview with Brazil’s largest broadcaster, Globo TV. “I wasn’t lying to a certain extent,” he said. “I over-exaggerated what was happening to me.” Within hours of the Games coming to a close on Sunday night, swimwear maker Speedo USA issued a statement saying it would drop Lochte as one of its endorsers, while luxury retailer Ralph Lauren said it would not be renewing its contract with the swimmer. Hair removal company Syneron Candela also ended its partnership with Lochte, four months after naming him its global brand ambassador for one of its products. U.S. judge blocks Obama transgender school bathroom policy

AUSTIN - A U.S. judge blocked an Obama administration policy that public schools should allow transgender students to use the bathrooms of their choice, granting a nationwide injunction sought by 13 dissenting states just in time for the new school year. While a setback for transgender advocates, the ruling is only the latest salvo in a larger legal and cultural battle over transgender rights that could be headed toward the U.S. Supreme Court. Following milestone achievements in gay rights including same-sex marriage becoming legal nationwide in 2015, transgender rights have become an increasingly contentious issue in the United States, with advocates saying the law should afford them the same rights extended to racial and religious minorities. U.S. District Court Judge Reed O’Connor of the Northern District of Texas, an appointee of Republican President George W. Bush, issued a nationwide injunction siding with the 13 states and blocking the Obama administration’s bathroom guidelines on Sunday, the evening before students in much of Texas and some of the other affected states were due back in school. O’Connor found the federal

government failed to provide states with sufficient notice and opportunity for comment before issuing the guidelines. He also said the guidelines had the effect of law and contradicted existing legislative and regulatory texts. The U.S. Department of Justice said in a statement it was disappointed by the decision and was reviewing its options. Legal experts expected it to appeal, likely asking to put O’Connor’s ruling on hold until the case could be litigated. In May, the Justice and Education departments issued guidance that public schools must allowtransgender students to use bathrooms, locker rooms and other intimate facilities of their choice rather than those matching their gender assigned at birth. The Justice Department has called the guidelines nonbinding, saying they had no legal consequences. But they were also backed up by a threat to withhold federal educa-

tion money from states that refused to comply, drawing objections from 13 states, led by Texas, that sued. Some conservatives have fought an expansion of transgender rights which thy see as an attack on privacy and an example of federal government overreach. In test cases around the country, various lower courts have differed in their interpretation on whether anti-discrimination laws apply to transgender people, potentially sending the matter to the U.S. Supreme Court for a definitive resolution. O’Connor’s ruling is “just one small part of an unfolding process,” said Aaron Bruhl, a professor at William & Mary Law School in Virginia. “This won’t be the last word on this subject, obviously,” he said. “There’s a decent chance the U.S. Supreme Court could address this issue in the near future.” Katherine Franke, a law professor at Columbia University, said it was “shocking” that O’Connor had applied his injunction to the entire nation, especially since “there’s an opposite decision from the 4th Circuit (Court of Appeals) and eight other lawsuits pending.” (rtr)

ABOARD ITALIAN WARSHIP GARIBALDI - The leaders of the euro zone’s biggest economies held talks on Monday in the aftermath of Britain’s shock decision to leave the European Union and said Europe had to turn its back on populists who blamed Brussels for all its problems. Speaking on an aircraft carrier off the Italian island of Ventotene, Germany’s Angela Merkel, France’s Francois Hollande and Italy’s Matteo Renzi issued calls for closer security cooperation and better opportunities for young people. In a meeting heavy on symbolism, the three leaders visited Ventotene to lay a wreath on the tomb of Altiero Spinelli, an Italian intellectual seen as a founding father of European unity. They then boarded the Garibaldi, which is in the front line of an EU mission to combat people traffickers who have carried hundreds of thousands of migrants to Europe across the Mediterranean. “For many populists, Europe is to blame for everything that goes wrong,” Renzi said at the joint news conference before the leaders sat down for talks aboard the ship. “Immigration, it’s Europe’s fault, the economy is bad, it’s Europe’s fault. But that is not the case.” The meeting was designed to lay the groundwork for an EU summit in Bratislava next month. Monday’s talks marked the beginning of a week of meetings for Merkel with other European governments that will see her travel to four countries and receive leaders from another eight. “We respect Great Britain’s decision but we also want to make clear that the other 27 (member states) are banking on

a safe and prospering Europe,” the German chancellor said. But questions of how to bring about prosperity have divided the three countries. Heavily-indebted Italy, whose economy has barely grown since the introduction of the euro currency in 1999, has repeatedly chafed against stern EU budget rules, and both Renzi and Hollande want greater flexibility to help boost growth. Germany is keen for rules to be respected, and Renzi and Merkel sidestepped a question on deficit limits. All three leaders are threatened at home. LONDON - Orders for British manufacturing exports hit a two-year peak in August following a Brexit-induced fall in sterling, as the weaker pound also pushed up price expectations to their highest in over a year, a survey showed on Tuesday. The Confederation of British Industry said its measure of overall factory orders dipped slightly in August to -5. But that beat a median forecast of -9 in a Reuters poll of economists, and export orders improved to -6 from -22, their highest since August 2014. Manufacturers were more optimistic as output expectations for the next three months rose to +11 from +6 in July. Supporters of Britain’s departure from the European Union have argued that a post-referendum decline in sterling was likely to help the economy, while opponents say the outcome of the June 23 vote could tip the country into recession. Economists cautioned against reading too much into the CBI survey. Samuel Tombs, at Pantheon Macroeconomics, said export orders had jumped in August in the past two years only to fall back in September, and the overall reading from manufacturing was consistent with stagnation in output. Similarly excesses are also estimated in the supply of other foodstuff including 2.1 million tons of corn grains, 339,400 tons of sugar, 18.5 million tons of cooking oil, 131,800 tons of red onion, 414,400 tons of chili, 1.59 million tons of chicken meat and 1.44 million tons of eggs. Meanwhile, deficit is expected in the supply of beef and soybeans. Deficit in beef supply is esti-

mated to reach 220,000 tons with supply totaling 441,8000 tons as against consumption of 662,300 tons, and deficit in soybean is around 1.09 million tons with supply totaling only 1.5 million tons as against consumption of 2.59 million tons. Agung, however, said in general supply of the 11 strategic commodities is relatively safe until the end of the year. “Deficit would be recorded only in the supply of two commodities until the end of the year,” he said. PEKANBARU - The Riau Police have named 85 suspects over wildfires during the January-August 2016 period. The cases are being handled by 11 resort police stations across Riau, Adjunct Senior Commissioner Guntur Aryo Tejo, spokesman of the Riau Police, remarked here, Monday. The suspects comprise land owners or farmers who used slash and burn methods to clear land for farming or plantation, the policeman noted, adding that no plantation company was involved in the wildfires. The Riau provincial authorities have extended the emergency status for wildfires from March to November 2016 to optimize the efforts to control the fires. As the result, Riau, which had been shrouded by haze every year for the past 18 years, is now almost free from it. Head of the Riau Disaster Mitigation Office Edwar Sanger, however, reported that from January to August 2016, a total of 1,559.9 hectares of forest, peatland, and plantation areas had been razed by fires across the province. Last Saturday, Indonesias National Institute of Aeronautics and Space reported that the number of hotspots across Sumatra Island had reached 74, seven more than the 67 reported a day earlier. Of the 74 hotspots, 34 were found in Riau, 15 in South Sumatra, nine in North Sumatra, six in Bangka Belitung, five in West Sumatra, four in Lampung, and one in Aceh. (ant)

SINGARAJA - All this time the villages known as the Bali Aga (native villages to Bali) including the Sidatapa, Cempaga, Tigawasa, Pedawa and Banyusri are increasingly more serious in developing the potential owned by the region. The five villages have now established a joint management known as the big family of the SCTPB Bali native villages (MWMBA—Ed). In the structure of the management, the chief of the five customary villages is appointed an adviser. In the meantime, composition of the main structure in the management is taken from headman of the five administrative villages. This organization is led by the headman of Tigawasa, Made Suadarma Yasa.

He is accompanied by a deputy who is also the headman of Pedawa I Putu Sudarmaja and headman of Sidatapa. In the meantime, the secretary is the headman of Cempaga Putu Suarjaya, while the headman of Banyusri Nyoman Sukadana serves as the treasurer. Over 1,900 killed in “chilling” Philippines war on drugs

MANILA - More than 1,900 people, or about 36 per day, have been killed in a violent campaign against drugs in the Philippines since President Rodrigo Duterte came to office seven weeks ago, the country’s national police chief said on Tuesday.

What are the origins of life? There’s a rocket for that

CAPE CANAVERAL - NASA scientists are putting the finishing touches on a spacecraft designed to rendezvous with Asteroid Bennu in 2018 to find clues about the origins of life. “We are days away from encapsulating into our rocket faring and lifting this spacecraft on to the Atlas V vehicle and beginning the journey to Bennu and back,” Dante Lauretta, the principal investigator of the mission told Reuters at the Kennedy Space Center. The $1 billion mission, known as OSIRIS-REx, is scheduled for launch on Sept. 8, 2016 from Cape Canaveral Air Force Station in Florida.

The solar-powered robotic spacecraft, built by Lockheed Martin, is set to rendezvous with asteroid 1999 RQ36, nicknamed Bennu, in two years’ time for mapping and surveys, then use a robotic arm to collect samples for return in 2023. Scientists are interested in studying what minerals and chemicals the asteroid contains. Similar asteroids crashing into Earth are believed to have provided the organic materials and water needed for life to form. “We expect to find materials that pre-date our solar system,” said Lauretta, adding that physical samples from the 1960s and 1970s Apollo moon missions are still bearing scientific fruit to this day. “To understand the chemistry down to the molecular level we have to get a sample back and take them to the best labs in this country and around the world now and for generations to come,” added mission project scientist Jason Dworkin. In 2010, Japan’s Hayabusa spacecraft was the first to bring back physical samples of an Asteroid to Earth. Along with sample retrieval, the Orisis-Rex spacecraft is equipped with a suit of cameras and sensors designed to study what forces influence the asteroids orbit. Even planning the spacecraft’s flight plan for rendezvous with Bennu was difficult because the physics of asteroid trajectories isn’t a perfect science, said Lauretta. “This turned out to be a much larger challenge than we originally anticipated because other forces like solar radiation pressure, even thermal emission off the asteroid itself will push the spacecraft around,” Lauretta added. The mission, Dworkin said, will give astronomers new insights into how heat from the sun influences the movement of space rocks, data critical in protecting Earth from potential asteroid collisions in the future. Protecting the environment in Senegal? There’s an app for that

DAKAR - Hunched over her laptop, eyes locked on the screen, Marième Seye listens to the stepby-step instructions given by her teacher. The 18-year-old isn’t studying math or history, however. With 24 other Senegalese students, she is learning to develop a mobile app to raise awareness about the environment. In small groups, the students develop apps focusing on environmental issues, in the format of their choice - such as a game, quiz or a platform to look up potentially unfamiliar terms, such as “endangered species”. Seye has called her app “Weer Weeldé”, which means “a healthy planet for a healthy life” in Wolof. Users must choose which between four pictures - for example, a person drinking dirty water, another smoking, industrial fumes and people planting trees - to pick what represents the most positive

contribution to the planet. Choosing the correct image - in this case, tree planting - rewards the user with points, before all pictures appear with a caption explaining the dangers or benefits linked to the activities. “I’m interested in developing a phone app because I use them all the time,” Seye told the Thomson Reuters Foundation. The three-day workshop, organised by the Goethe Institute and mJangale, a Senegalese after-school programme, aims to improve students’ literacy, numeracy, and foreign language skills. Christelle Scharff, co-founder of mJangale and professor of computer science at Pace University in New York, teaches participants to use MIT App Inventor - a drag-anddrop tool allowing users to create a basic phone app. The students follow her every click on a computer screen projected on the wall.

“The goal is to introduce young people to computing, as well as to make them more knowledgeable about the environment,” Scharff explained, walking between the groups to check their progress. “So it’s applying computing to something. We didn’t want kids to just develop an app, but also to gain knowledge in another area.” The Android apps will be made available on Google Play, where they can be downloaded for free. Idriss Sall Diop, 18, just passed his baccalaureate. “This is totally new to me, I’ve never studied IT and just started using computers,” he admitted from his front-row seat. “Young people are interested in social media but not necessarily in the environment,” he added. “I think these apps are a way around that - we’re always keen to learn about new things.”Adja Aissatou Sy, communications manager at Senegal’s Ministry of Environ-

The first conference was held in Dakar in March. He believes more advanced equipment in schools - from computers to scientific laboratories - will broaden students’ horizon and better prepare them for the job market. “We can’t just stand idle while there are more African engineers in the U.S. than there are on the African continent - we need to

BANGLI - Dozens of physical programs in the provision of supporting facilities for a number of tourist attractions handled by the Bangli Culture and Tourism Agency have not been realized. DENPASAR - A lecturer of hospitality training center in Nusa Dua with the initials PSS was reported to Bali Police by five students with the allegation of having defrauded them to work overseas, Monday (Aug. 22). A legendary and sacred dance of Nusa Lembongan SEMARAPURA - Sanghyang Grodog dance is one of the traditions remaining to exist in Nusa Penida up to these days. The dance containing the attraction is staged every new moon of sasih karo (July-August). This dance is not common as most other sanghyang (sacred) dances in Bali. It is different as comprising 23 sanghyang dances incorporated into the Aci Sanghyang Grodog staged at the time. It is a sacred dance presented in the ritual at Lembongan customary village for 11 consecutive days starting from day seven of sasih karo (Aug. 9-21).

Chairman of the Ritual Committee, I Putu Bali, said in his report that the ceremony is held at the central intersection (Catus Pata) of Lembongan customary village serving as nature for the life of universe having contributed selflessly. Surely the sacred dance drew the interest of many travelers happening to enjoy the visit on the island. Putu Bali conveyed that the dance commonly known as the Sanghyang Perahu in the region has a magicalritual function to reject catastrophe, contagious disease outbreak and livestock disease such as in cows,

pigs and chickens. It is also used as a means of invoking rain when rainy season comes too late. The 23 types of Sanghyang Grodog include the Sanghyang Sampat, Sanghyang Bumbung, Sanghyang Penyalin, Sanghyang Lingga, Sanghyang Joged, Sanghyang Dukuh Ngaba Cicing, Sanghyang Jaran, Sanghyang Dukuh Masang Bubu, Sanghyang Sampi, Sanghyang Bangu-Bangu, Sanghyang Kebo, Sanghyang Tiling-Tiling, Sanghyang Enjo-Enjo, Sanghyang Manjangan, Sanghyang Tutut, Sanghyang Jangolan Dukuh Ngaba

Penyu, Sanghyang Barong, Sanghyang Kelor, Sanghyang Capah, Sanghyang Perahu, Sanghyang Sumbul, Sanghyang Payung and Sanghyang Bunga. At the special night, the Regent of Klungkung I Nyoman Suwirta along with the spouse Mrs. Ayu Suwirta attended the closing ceremony denoting the last series in the Aci Sanghyang Grodog ceremony at Lembongan village. Such an event was also attended by Chairman of the Klungkung House of Representatives I Wayan Baru accompanied by the subdistrict head of Nusa Penida I Gusti Agung Putra Mahajaya, headman of Lembongan Ketut Gede Arjaya and headman of Jungut Batu Made Gede Suryawan, Saturday (Aug. 20). Regent Suwirta stated that the Sanghyang Grodog belongs to a sacred and sanctified dance. The ceremony was sincerely held for the third time at Lembongan village. (dwa)

“ I recommend that FADs be made or floating dolphin homes whereguests could sit comfortably. Dolphin trainers cold then blow a whistle or use some other way to call the dolphins and the mammals would then approach to be fed fish”, he said. Suardipa hopes that the dolphins can be enjoyed not just in the early morning but also at midday and in the evening when the sun goes down. He added that he is confident that tourism in Lovinacan be developed if it supported by new inovations.

Dancers aim to qualify for Argentina’s World Tango Championship

BUENOS AIRES - Salon tango dancers glided onto a dance floor in Buenos Aires on Monday in the hopes of qualifying for the World Tango Festival and Championship held every year in the Argentine capital. “My expectation is to have the experience of being here, of having personal growth in dance,” said Uruguayan tango dancer Maria Poggio, 38. “If everything goes our way and we qualify ... that would be great, but the most important thing is to participate and prepare for this, an expectation to grow,” she said. Andre Magro, 35, who is originally from Brazil, said dancing was about having fun. “There are more than 400 couples dancing, participating and it is very

difficult if you want to go through to the finals because there are people who dance very well, around the world,” Magro said. In other words, there is still indeed a correlation between smoking and poverty even though the poverty rate in Bali has dropped from 5.25 percent to 4.25 percent. “Expenditure of the poor is divided into two, namely the food and non-food commodities. For food commodities, the highest spending is clearly for the rice. Well, the second is on cigarette. BAGHDAD - The world’s largest cemetery, in Iraq’s Shi’ite holy city of Najaf, is expanding at double its usual rate as the nation’s death rate increased with the war on Islamic State. The Wadi al-Salam cemetery, Arabic for “Peace Valley,” has a special place in the hearts of Shi’ite Muslims as it surrounds the Mausoleum of their first imam, Ali Bin Abi Talib, a cousin and son-in-law of Prophet Mohammad. The pace of daily burials rose
